WEST TEXAS, New Mexico and Northern Mexico form one of the most interesting regions in America for geologists and mining men and are full of points of historical and human interest for others. Including as the region does, a representative portion of the high plateau of Mexico, the front range of the Rocky Mountains and the great down-dropping plains of Texas, there is variety as well as interest in the geological and mining problems there to be studied. Gold and silver mining were the pioneer industries and are yet of high rank in importance. Among the papers to be presented at the El Paso meeting of the Institute this month will be two dealing with silver mining and ore treatment at the Shafter mine in Texas, that most un- usual property which has for so many years been the largest mining enterprise in its region. West Texas is now better known for its petroleum and gas, and in another paper will be described the problems involved in uding natural gas for smelting at the well-known El Paso smelter of the American Smelting and Refining Co. In still other papers, presented at the session sponsored by the West Texas Geological Society and cooperating organizations, the general geology of the region, the potash and the sulfur deposits will be de- scribed. At El Paso the refineries of the great com- panics will be available for visits.

G. R. GOHN. l-1n Table I11 of The Sager, Brown, and Mears paper, which was presented on the screen, data were given showing the results of accelerated corrosion tests of certain magnesium alloys. Mention was made that these were carried to a certain time which was used as a measure of failure but no mention was made as to the period of time. I would like enlightenment on that. G. F. SAGER (Author).-In reply to Mr. Gohn's question regarding the times of exposure for the accelerated stress-corrosion tests referred to in Table I11 of our paper, which shows the correlation between accelerated and atmospheric stress-corrosion tests on magnesium alloys, I can say that we usually run the accelerated tests on such alloys for at least 500 hr. We feel that this is long enough to reveal any marked susceptibility to stress-corrosion cracking. In the case of the atmospheric tests on such alloys, we have not yet decided how long we should expose the specimens. Most of them are being exposed for indefinite periods and a good many of our specimens have now been exposed for several years. We may want to continue some of the tests for five or ten years. The period of six months mentioned in connection with the times of exposure for the atmospheric specimens was a rather arbitrarily selected minimum time for which specimens had to be exposed before we counted them with those that had not failed. E. M. BROHL. It seems as though the physicists in this crowd in the case of the cartridge cases have been a little in advance of the chemists in the crowd. What I am curious about here, and the way this appears to me, without too much study, is that in season cracking we get an atomic distortion so that both by sound means and by magnetic means we are finding a reluctance of the atomic planetary system to line up in accordance with the so-called good metal. The point that is brought up, or rather that has not been brought up-and I think perhaps we could think of that from the chemical point of view-is that this season cracking as I am used to the stress-corrosion cracking, appears to act much as though it were copper oxide. You remember when YOU take copper oxide films in which we again use this distortion of the atomic system to allow currents to pass selectively in one direction only, we get results almost identical with what we saw on the oscillograph report. In other words, on the one section of this season cracking we had a trace of one phase and if you notice on the sections three and four of the numbered oscillograph trace we had what appears 180 deg. out of phase.

M. A. SCHEIL (presented in written form).-Messrs. Franks, Binder and Brown are to be congratulated for the splendid paper that they have presented. We have not made stress-corrosion tests with the cantilever type of specimen which they describe, but it is well known that a uniform stress across a certain portion of the gage length can be obtained with such a specimen. This type of specimen would appear quite expensive to make. The writer was interested in the authors' remarks concerning the erratic results obtained from specimens with cold sheared edges. It might be of general interest to record here some results we obtained with annealed sheet N4 in. thick of type 304 stainless steel. After specimen No. 4 had been exposed 65 days without any signs of cracking we applied a strain gage and measured the stress as 25,810 psi. This value is considerably higher than we find for some of the type 347 stainless alloys and suggests that 18-8 might have a different threshold value for stress-corrosion cracking than 18-8 columbium. The test data in Table I show that strain caused by cold work or polishing has a pronounced effect in lowering the time for failure. In my paper I showed values of 8 hr. and 17 hr. to stress crack cold-rolled type 301 stainless steel stressed beyond the yield point. This steel contained 8.31

Ed¬munds, Anderson and Waring are to be commended for their excellent work in so painstakingly reducing to constants, the variables believed to be associated with these types of stress corrosion. An ammonia stress-cracking apparatus similar in many respects to the one described has been assembled. Certain aspects of its construction may be of interest. Tensile loading of the specimens, which are usually Y8-in. diameter wires, is accomplished by springs acting in compression in compact, portable, tubular assemblies weighing less than 10 lb. The lower end of each assembly contains the test specimen and is passed into the test chamber for exposure to the moist ammoniacal atmosphere. There is considerable convenience in being able to load the specimens in a portable unit, which may be warmed to prevent condensation, and then thrust instantaneously into the test chamber. Spring loading obviates the use of weights, but it has the disadvantage of allowing some relaxation of the load if the specimen elongates during corrosion. The maximum loss in load found so far was 20 per cent. The air supplied to the test chamber is humidified by passing it through thermo¬statically controlled water. The air is dispersed into fine bubbles by being forced through a porous ceramic filter at the bottom of a tank containing about 10 liters of water. Rice, secretary of the American Society of Mechanical Engineers, prepared a brief history of the joint activities of engineering societies in the United States, from which we have taken the following facts. National Societies Our first joint activities were in collection with the celebration of the eightieth birthday of "Uncle John" Fritz in 1902, and it is of interest to note that two of the members of the original celebration committee, Messrk. . Ambrose Swasey and Jesse Merrick Smith, will be members of the official deputation to England in June. Mr. Rice, also,' was .a member, of the original committee.

Improving the performance and reducing the costs associated with export logistics chains is critical to the competitiveness of export coal mines. The fundamental practices associated with the use of export logistics chains made up of mine, trucking, rail and port operations are being challenged by the advent of third party operators on rail systems and the use of the Internet.Whilst individual mines can improve their processes to drive down their mining costs, they face major challenges in their endeavour to improve the performance of export logistics chains and reduce the significant logistics costs of moving coal from the mine to export ships, via the shared infrastructure of rail systems and ports. There is an increasing realisation that global competition is not only between mines but between coal export regions that are defined by their rail system and ports infrastructure.

THE Iron and Steel and Institute of Metals Divisions will meet jointly at the Statler Hotel, Detroit, Oct. 4 and 5, during the Metal Congress, Oct. 2-6. The Wire Association, the American Welding Society and the American Society for Steel Treating, together with the two Divisions of the Institute, constitute the Congress this year, and each body offers an interesting technical program. The National Metal Exposition will, as usual, be held concurrently. Visiting metallurgists will find themselves engaged in a bit of research not listed in the program-a time study of how best to exploit in a few days both the Congress and all that the place of meeting has to offer. For Detroit, the beautiful "City of the Straits," is third in rank industrially in the United States, and its great manufacturing plants offer much of metallurgical interest. This is especially true of the automobile plants which will be open to members of the various societies during the week of the Congress.

In 1990, the former Soviet Union ranked first worldwide in the production of asbestos, chromium, iron ore, iron and steel, lime, manganese, mercury, nickel, peat, potash, and titanium. Since the middle of this century, that nation had maintained one of the world's most valuable mineral industries, ranking number two in 1950 and number one in 1990. It is clearly an enormous mining industry, with more than 1300 enterprises and an estimated employment base of 1.2 million persons (Table 1). Despite its size and historical achievements, however, the mining industry of the 1990s in the former Soviet republics is encountering problems in performance, efficiency, transportation and utilization. The industry operates below full capacity and is plagued by outdated technology and equipment, rising production costs, capital shortages and labor strikes, in addition to general economic deterioration and civil unrest. Attempts to boost domestic minerals supply in the republics so far have failed because of economic difficulties. And the republics lack the financing required to initiate new, large-scale development projects.

The presence of discontinuities strongly affects the mechanical and hydraulic behavior of rock masses. Joint geometry networks play a vital role in civil, mining, and petroleum engineering projects associated with jointed rock. The need for a realistic representation of joint geometry in rock masses has been recognized. The first part of the paper shows how to build three-dimensional stochastic joint network schemes and also shows how to perform validation studies for these schemes using joint data from the Stripa mine, Sweden. Due to the existence of complex joint patterns, mechanical behavior of jointed rock masses usually exhibit scale effects and an-isotropic properties. A correct understanding of the mechanical properties (strength and deformability) of jointed rock masses is important for designing and performance estimation of structures build in and on rock masses. Beyond a certain volume, the mass proper-ties of the rock may remain essentially constant with respect to the effect of joints. This minimum volume may be used as the element size to represent the equivalent properties of a statistically homogeneous rock mass volume which contains a significant number of joints. This volume may be termed as a "Representative Elementary Volume" (REV) and may be of great importance for engineering purposes. Investigations are underway at both the 2D and 3D levels to look into the possibility of establishing relationships between REV mechanical properties and joint geometry parameters. Recently developed joint geometry modeling schemes are linked with existing distinct element codes (both 2D and 3D) to create a stochastic/deterministic stress analysis approach in achieving the goal. Results obtained so far in this direction are presented in the second part of the paper.

We describe a new software product designed for the net present value optimization of multi-open-pit blended ore operations in which it is desired and/or necessary to dump some or all of the waste rock produced in the course of operations back into the voids created in the process of ore extraction. The software product simultaneously decides over the entire life-of-mine which material to mine in which year, once mined what to do with it, and where to put that material which it has decided to waste, all subject to annual blend and capacity constraints.

THE Industrial Minerals Division this year held no individual sessions of its own except the business meeting Tuesday afternoon. One session was held jointly with the Society of Economic Geologists, one with the Milling Methods Committee, and two with the Society of Economic Geologists and the Mining Geology Committee. At all of these meetings the attendance was better than usual and the Tuesday afternoon session, with nearly 400 present, probably set a new record for the Division. Joint sessions seem extremely popular when papers of mutual interest are presented. On Monday afternoon, mica was the predominating subject. The North Carolina mines provided most of the information presented, although the discussion brought out similarities with the New England mines. B. C. Burgess particularly stressed the fact that with the existing curtailment of mica from India it is necessary to get the most mica in the shortest time from the mines in this country. He said that the Colonial Mica Corp. hopes to have 1000 mines operating in the near future. This seems a great number, but when one considers that these mines employ from 3 to 28 men, mostly nearer the low figure, the output of each mine is relatively small. Although the price of mica is from six to ten times the prewar price, the yield of 8 to 150 lb. of mica per ton of raw ore does not provide high returns to the producer.

ALL sessions of the Mining Geology Committee at the Annual Meeting this year were held jointly with other groups, a plan that seemed to work out to the satisfaction of every one. Certain of these sessions are reported in this issue by others; the ones held on Wednesday are covered here. Ten papers, as published in the February M&M, were on the program for the Wednesday morning session, held jointly with the Society of Economic Geologists. Mr. Eckel made a brief presentation of his paper, on which there was no discussion, and Mr. Peoples presented that of which he was a joint author. D. M. Fraser then discussed a gravimeter survey for chromite in Cuba, which blocked out some 50,000 tons of ore, and F. G. Wells told of work on chromiferous sands in Oregon.

Geostatistical simulation techniques are used to quantify uncertainty of spatial attributes of interest describing mineral deposits, petroleum reservoirs, hydrogeological horizons, environmental contaminants and so on. The majority of existing methods consider second-order spatial statistics and Gaussian processes, while the more advanced multiple point-based simulation approaches are algorithmic and do not consistently account for the high-order spatial relations in data. Recently, simulation techniques for complex and non-Gaussian spatially distributed variables have been developed, based on high-order spatial cumulants, and make no assumptions on data distribution or require data transformations. In this paper, the previous developments are extended and a new approach for the joint simulation of multiple correlated variables using high-order spatial statistics is proposed. The technique is based on a new algorithm for the decorrelation of correlated variables into factors, using the so-termed diagonal domination condition of high-order cumulants. The decorrelated factors are then simulated using high-order simulation and back-transformed into the initial correlated variables. The decorrelation using diagonal domination of high-order statistics is tested with a data set from a multielement iron ore deposit, and then a fully known two-dimensional data set with two correlated variables is used to demonstrate the practical intricacies of the proposed method.CITATION:Minniakhmetov, I and Dimitrakopoulos, R, 2014. A novel system for the depression of pyrite and the ash-forming minerals has been developed. A metal ion, including but not restricted to Fe+2, is added to form a hydroxide coating on the pyrite or ash-forming minerals. A polymeric depressant is then added to attach to these re- surfaced minerals. Nearly 200flotation tests with I1 different coals indicate the effectiveness of this system. Many of the important process variables such as the coal source, frother- collector system. grind size and procedure, pH, metal ion, and depressant type and concentration have been studied.

The Joint' Venture Method is a procedure for assessing the value of exploration properties, particularly those for which resources have yet to be delineated. It aims to convert the terms of an actual or synthetic joint venture into the equivalence of an arms- lengths cash transaction between a willing seller and a willing buyer. This paper sets out one approach to achieving that conversion. It discusses both simple and complex cases and gives some examples from both public and private documents. It also includes some case studies in which the Joint Venture Method of valuation can be compared with values derived for the same project using other methodologies including actual cash deals. The Method has failings in both mathematics and logic. However because it does reflect or simulate an arms-length deal which takes into account past exploration effort and expenditure and an assessment of prospectivity at a particular point in time, it is felt that it can provide a reasonable approximation of trade value or asset value of a prospect, particularly if used in conjunction with other methods.

"IntroductionOne of the methods used when applying the Market Approach to the valuation of a mineral exploration property is known as the Joint Venture Terms Method. The method is particularly useful for the valuation of early-stage exploration properties. Unfortunately, valuators are sometimes imprecise in distinguishing between joint ventures and other types of transactions.At VALMIN '94, Bob Appleyard1 proposed that, if one ignores the time value of money and the probability that the expenditure commitment would be completed, the formula to calculate the value ($V) of a property owned by Party B at the time of the deal would be:$V =$Ex (100-1%)/1% (Formula I)Where $V is the value of the property2Where $E is the expenditure commitment by Party A, andWhere 1% is the percentage property interest to be earned by party A.At PACRIM '99, Mike Lawrence and Graham Dewar3 referred to this method and suggested that there was an ambiguity in the formula proposed by Appleyard in 1994. Mike Lawrence referred to this problem again at VALMIN '014•Lawrence & Dewar suggested that the formulashould be:$V100% =($Ell%) x 100 (Formula 2)Where $V 100% is the value of the entire property,Where $E is the expenditure commitment by Party B, andWhere 1% is the percentage property interest to be earned by Party B.Subsequently, there has been considerable discussion in the AuslMM Bulletin5. In my view, this discussion has touched on a number of useful points, but generally has overlooked one essential element needed for an understanding of the correct application of the N Terms method. That essential element is to understand that there is a material difference between (1) entering into a joint venture arrangement and (2) the purchase of an interest in a property."

Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.

The Joint Water Pollution Control Plant (JWPCP), operated by the Sanitation Districts of Los Angeles County (the Districts), treats wastewater generated by over3 million people and processes wastewater solids generated by over 5 million people. The JWPCP Tunnel and Ocean Outfall Project, if constructed, would be one of the major marine outfall projects in the world. The new tunnel and ocean outfall system would provide relief to the existing outfall and allow inspection, maintenance, and repair of the existing tunnel and outfall system, portions of which were constructed as early as the 1930s. Geologic conditions are challenging along the alignments within the study are a being considered. Conditions include saturated alluvial soils, weak sedimentary rock, mixed face conditions, and squeezing ground conditions. Other significant challenges include the potentials for encountering up to 11 bars of water pressure, crossing seismically active faults, and encountering gassy and contaminated ground conditions. This paper discusses the details of the proposed project and the associated challenges.
