G.F. Learning The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Leaming for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Leaming's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Leaming is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed.

Solvent extraction is widely used in hydrometallurgical processing of uranium for purification and upgrading leach solutions prior to recovery of metal values. Conventional solvent extraction processing utilizes mixer-settler units to achieve mixing of the aqueous and organic phases. Use of mixer-settlers permits continuous treatment of feed, but the processing rate is restricted by the time required for phase separation after mixing. Because of the high-shear type mixing used in a mixer settler a portion of the organic phase becomes mechanically entrained in the aqueous resulting in loss of extractant. For this reason application of mixer-settler units is often limited by the settling area required for phase separation, especially for systems where high volume throughputs are desirable or necessary. Several alternatives to mixer-settler operations involving the use of column extractors have been proposed. Packed columns (1-2), in which organic and aqueous phases are fed countercurrently, utilize packing materials similar to those used in gas absorption or distillation columns. Extraction columns utilizing rotating(3-5) or reciprocating elements(6-7) to achieve mixing have also been developed. Van Dijek(8) originated pulsed columns, in which mechanical or air pulsing of the phases enhances the mixing in the vessel. Each of the above column processes involve varying degrees of mechanical complexity which may lead to operational difficulties.

For several years, Independence Mining Co. (IMC) has routinely used oxygen fluid-bed roasting to pre-oxidize refractory gold ores ahead of conventional carbon-in-leach (CIL) processing. Oxygen serves jointly as the fluidizing medium and the combustion gas. This technology has proven to be reliable, environmentally sound and cost-effective. IMC is a subsidiary of the Minorco group. The company operates the Jerritt Canyon (a joint venture with FMC Gold) and Big Springs gold mines in the Independence mountain range north of Elko, NV. Ore bodies in the range contain characteristic refractory ore. It requires pre-oxidation ahead of conventional CIL processing. This article describes the technology developed specifically to treat these difficult ores.

The purpose of this paper is to demonstrate how the Computational Fluid Dynamics (CFD) technique can be an attractive approach to evaluate the performance of face ventilation systems. To present the capability of the CFD for such a study and for design purposes, a series of simulations using CFD have been performed at the Department of Mining Engineering, University of Kentucky, for different face ventilation arrangements (e.g. different scrubber geometries, brattice (curtain) and continuous miners locations, airflow quantities, etc.). Results from these simulations are displayed as three dimensional graphs and discussed. Needs for the field validation of these results and refinements of design methodologies are also discussed.

The art of rock mechanics has been applied in various forms since early man first used caves for housing and fashioned rocks into weapons, tools, and utensils. The development of the science of rock mechanics has occurred in a slow but steady fashion due to the complexity of the materials, geometries, and loading conditions involved. It encompasses a great diversity of topics ranging from techniques for rock destruction to those required for rock strengthening or support, and as such enters daily into the life of the mining engineer. Although today rock mechanics can be confidently used in competent geologic structures, the degree of confidence diminishes as the structures become more complex and the number of geologic defects become more numerous. Even so, the principles still give a better estimate of the structural behavior of underground openings than ever before, and the persons responsible for design and control draw freely and often on the subject. The Buick concentrator represents state-of-the-art technology in automated digital process control operation utilizing a centralized computer. The process control strategies implemented at Buick are no longer new to the industry, but the successful application of these developments is still rather unique in North America. Productivity improvements, determined to be a direct result of the process control developments, are the primary topics of this paper. Emphasis is placed on metallurgical benefits including both lead and zinc recoveries; lead concentrate grade; and reductions realized in reagent consumptions, operating costs, and personnel. A detailed description of the concentrator, along with a history of the process control development and a more in-depth discussion of the control strategies implemented at Buick can be found in the references. (The Buick flowsheet is depicted in Fig. 1).

Field prospecting for bauxite in Venezuela has had a long but interrupted history having till now oferred but evidence of occurrences. The Venezuelan Government, trough the Corporación Venezolana de Guayana (C.V.G.), in 1974, formalized a major effort in prospection for bauxite in the Shield area and the Orinoco Delta in orden to establish the possibility of raw material supply to an upcoming and expanding aluminium industry. The Corporation, in turn, created and delegated to the Division of Geological Stu- dies, the formulation of the necessary infrastructure and execution of work in orden to determine the existence of economically exploitable bauxite deposits.

Editor&apos;s note: Minerals concentration is a disparate area, one involving many disciplines. Flotation, flocculation, reagents, microbial processes, gravity and magnetic separation, and the areas of coal and oil shale - concentration is relevant to all of these. In his article, Nagaraj reviews the latest developments and findings in concentration that have ocurred during the past year. Flotation The Monograph Series "Development in Mineral Processing," (Elsevier, 1985) was devoted to "Flotation of Sulfide Minerals." This volume has 26 articles covering the aspects of flotation chemistry, process development, plant design and equipment, and modeling and process control. The numerous articles on sulfide flotation had one recurring theme - the role of electrochemical processes and redox potentials in flotation and depression. Significant advances have been made in this area. A differential desorption-reflotation process was developed for the beneficiation of calcitic phosphate pebble (Hsieh and Lehr, Industrial Engineering and Chemistry, 1985). The carbonate and phosphate minerals were first separated from silica using fatty acid and the modifiers diphosphonic acid and HF. The collector on phosphate was then desorbed using sulfuric acid, and calcite was selectively floated without additional collector. A two-stage conditioning - initially at pH 10, followed by that at pH < 4.5 - with sodium oleate was developed to improve the separation between apatite and dolomite (Moudgil and Chanchani, Minerals and Metallurgical Processing, MMP, 1985). Separation of Mussorie rock phosphate in India from gangue calcite, dolomite, silicates, pyrite, and carbonaceous impurities was achieved with a three-stage flotation only on -75 µm (-200 mesh) fraction (Vaman Rao et al., International Journal of Mineral Processing, IJMP, 1985). The separation of fine SiC whiskers from other products of coked rice hulls by immiscible liquid and froth flotation was achieved using M1BC, pine oil, and mineral spirits (Parekh and Goldberger, MMP, 1985). Flotation was more economical. The carrier flotation separation of hematite fines from quartz fines was effected using coarse hematite as a carrier and oleic acid and ferric chloride (Cristoveanu and Meech, CIM Bulletin, 1985). Potash recovery from brines by laboratory-pan solar evaporation and amine flotation was discussed by Foot and Juiatt (Salts and Brines &apos;85, Proceedings, 1985). Flotation in a 45-kg/h (99-lb per hour) unit recovered more than 95% of the potash in schoenite and sylvite concentrates containing 28% and 62% K2O, respectively. The effects of fresh concrete into cement and aggregate by a single-step flotation process in aqueous suspension was described (Naegle, Chemical Engineering Science, 1985). The physico-chemical principles for the selective separation of proteins from mixtures using flotation were discussed by Ostermaier and Dobias (Colloids & Surfactants, 1985). Selective flocculation of hematite from silica was studied by Bagster and Mcllvenny (IJMP, 1985). Selective flocculation was more favorable with more highly charged anionic polyacrylamides and with high molecular weight. The cationic and non-ionic polymers flocculated both minerals. In minerals mixtures, there appeared to be very little selectivity unless a combination of dispersant and electrolyte was used. The effect of dissolved minerals species, such as Cu, Fe, and Ni on flocculation of chalcopyrite, pentlandite, millerite, pyrrhotite, and covellite was studied by Acar and Somasundaran (SME-AIME, 1985). Reagents There were some major advances made in reagent development for the minerals processing industry. Cyanamid introduced several classes of collectors, one of which - the diaryl monothiophosphates as acid circuit col¬lectors of sulfides and oxidesulfide ores - was commercialized in 1985. The monothiophosphates are more stable and powerful collectors than the xanthates and dithiophosphates. Hydrolyzed dithiophosphate containing 80% monothio and 20% dithiophosphate was found to give optimum recovery of copper from crude cementation precipitate and separation of Cu and Ni sulfides from matte (Akimova et al., Obogashch, Tonkov, Rud, OTR, 1985). In 1982, the result of a 3-year study was published as "A Guide to the Understanding of Ore Reserve Estimation". The principal conclusions were that computation formed only part, and perhaps not the most important part, of an estimate and that the estimate should recognize that geological, mining engineering and metallurgical judgements formed an essential part of the eventual result. Subsequent expectation/realization studies of several mines have produced case histories which form the principal basis of the paper. These imply that geology is even a larger factor than thought earlier.

For the commercial production of iron ore pellets from hematite ores, as it is practiced in various pellet plants, the addition of lime has shown to be an efficient means with a view to improving cold compression and abrasive strength of the indurated pellets considerably. Unfortunately, it has also been shown at the same time, that the metallurgical properties as, for instance, swelling behavior, softening during reduction under load and disintegration of the grain, can be adversely affected to a high degree. In the course of smelting tests carried out by renowned steelworks, blast furnace operation was heavily disturbed by the swelling and early softening of the pellets, also by their disintegration in the low-temperature range, which altogether led to a considerable lowering of the smelting rate (1, 2, 3).

In October 1999, Liebherr-America, Liebherr Construction and Liebherr Mining Equipment held anopen house at its Newport News, VA, plant. The open house was held to celebrate the company’s50th anniversary and to demonstrate the new TI 272mining truck. Attending the open house members of the media, vendors and company representatives from all over the world. In his introductory comments, company president Peter Eller announced Liebherr’s dedication to expanding its presence in North America. Liebherr now has 30 dealers across the United States. As part of the open house, a brief history of Liebherr was presented, beginning with its creation in1949. Liebherr engineering and sales representatives were available to answer questions.

The wind tunnel has been used extensively for mine ventilation research and continues to be a valuable tool. The advent of the powerful personal computer has reduced the use of wind tunnels because several flow problems car be simulated and investigated quickly. This paper describes the recent design and construction of a wind tunnel which is now being used for mine ventilation aerodynamic research and teaching purposes. The wind tunnel has a square cross section measuring 900 by 900 mm and is 8485 mm long from the entrance to where it joins the fan. The tunnel was designed as an open circuit suction type and is attached to a 7.5 kW variable pitch axial flow fan capable of producing over 6 m3/s of airflow. The entire length of the wind tunnel can be used for flow investigations and all activities are visible since the sides are made of plexiglass. Results are presented from the test program to show that even without honeycombs and screens air flow symmetry is achieved.

Dundee Cement Company was incorporated in 1958. The equity capital for the venture was supplied by a Swiss firm called Holderbank Financier and a group of its principals. Holderbank Financier, a holding company, is a direct outgrowth of Holderbank Cement Company, a company founded in 1912 by the father of Dr Hans Gygi who is the president of Dundee Cement Company and a member of the Board of Holderbank Financier. From one plant in 1912 located in Zurich, Switzerland, Holderbank grew to its present size of 32 plants in 17 countries, having a capacity of 90 million barrels of cement per year. Dundee Cement Company constructed its first cement plant near the little town of Dundee, Michigan. This site was selected because there is an abundance of limestone and clay of the correct chemical composition for cement manufacture and the deposit was advantageously located near the large population centers of Detroit, Toledo, Cleveland, and Chicago. Construction of the 5. 5 million barrel, two kiln, plant was completed and the plant started up in the fall of 1959. After a year or two of the usual problems in a new plant and the expected difficulty of breaking into a nearly saturated market, Dundee began to prosper.

Throughout Mexican history, mining has been an important, traditional activity. Before the "Discovery of America," native miners worked a variety of deposits throughout the country, including Mixtec gold and gem mines in Oaxaca State and Aztec gold, silver and copper from mines in Michoacán. The 500th anniversary of Mining in Mexico after the "Discovery of America" was initiated by the Mexican mining sector on April 15, 1991. As early as 1548, when the Guanajuato mining district was discovered, Mexico had become a leading world producer of precious metals. Since then, Mexican mineral production has developed in cycles, responding to changing technological, economic and political conditions. During the 20th century, Mexican mine output reached its peak in the decades of the 1930s and 1940s, when it was producing about 40% of the world&apos;s silver, 15% of its lead, 10% of its zinc, 4% of its copper and 3.5% of its gold. In 1990, by way of contrast, these percentages of world output stood at 13.5% for silver, 4.7% for lead, 4.1% for zinc, 3.2% for copper, and 0.43% for gold. The lowest production levels were recorded during the 1960s and 1970s, when Mexicanization of the industry and increasing state controls weakened mineral economics to a point that mineral exploration budgets were sharply reduced or eliminated, along with the industry&apos;s future. Only the noble old mining districts continued to supply production, with occasional eruptions of "bonanzas" and new extensions in established mining districts.

What unusual features are there about finding, winning, and using the industrial minerals of Canada which may be of interest and yet not widely known. Have you, for example, ever wondered where the raw material for those distinctive greenish grey statuettes, so readily recognizable as Eskimo carvings, comes from? Although stone suitable for carving is obtained at several northern locations, in recent years the Federal government, the Quebec government, and one or two private companies have shipped supplies of various rock types from other sources to central distribution points in the Canadian north for the express purpose of providing Eskimo artists with raw materials for carving. Minerals contribute to U.S. gross domestic product (GDP) at several levels ? from mining and processing to the manufacturing of Anished products. In 2009, the estimated real GDP of the United States decreased by 2.4 percent compared with, and the estimated nominal GDP was about $14.2 trillion (Table 1). Trends in various sectors of the domestic economy are often reflected in mineral production and consumption rates. In 2009, the continued decline of the housing market was reflected in reductions in the production and consumption of cement, clays, construction sand and gravel, and crushed stone (those mineral commodities that are used almost exclusively in construction). Production of mineral commodities associated with the manufacture of goods for the housing market, such as ceramic tile, heating and air conditioning equipment, paint, plumbing and sanitaryware, roofing, wiring and wallboard also decreased. Twenty-six in situ analyses of cubic galena crystals from a Mississippi Valley-type deposit were undertaken with a laser microprobe emission spectrograph to study the variation of nine trace elements from the crystal center to its periphery, both along the diagonal and vertical. The general trend is an outward increase in the concentrations of Ag, Ga, Ge and In, with As showing the opposite trend. Bi, Cd and Sn showed no discernable trends. Sb was not detected. These variation patterns may serve as a model for similar studies of other Mississippi Valley-type deposits.

Ring tension tests have been conducted on 229 mm (9 in) diameter disks of Grande basaltic andesite and Pomona basalt with various center hole sizes in order to study the relationship between ring tensile strength and relative hole radius (hole radius/disk radius). The tensile strength, [ ] decreases as the relative hole radius, [ ] increases. A power equation, [ ] where C and R represent the coefficients of strength and shape, respectively, adequately represents the ring tensile strength as a function of relative hole radius over the range investigated. This equation can be used to distinguish the effect of the hole size from the strength results, to predict the tensile strength of a ring sample containing arbitrary hole sizes, and to approximate the critical relative hole radius of the material tested.

A 14.6 cm (5.75 in.) diameter by 1.83 m (6 ft) tall laboratory-size column is used in flotation of Florida phosphates of different feed sizes. In this paper, the effects of different parameters on the flotation efficiency of coarse particles (belt feed, -1.4 + 0.5 mm, i.e., 14 x 35 mesh) under negative bias are discussed. Parameters included collector dosage, frother type and dosage, and conditioning water, which contained a residual concentration of collector. Flotation tests were performed using statistical designs. The results strongly suggest that flotation performance is dependent on the used combination of reagents. Interactions between frothers and the collector and, consequently, the flotation efficiency were found to be dependent on frother type and presence or absence of conditioning water. Under the negative bias, an excellent recovery of more than 98% of phosphate was achieved in concentrates of high grade (above 31% P205) from such feed of coarse particles.
