The government of India convened a precedent-setting meeting in New Delhi on Nov. 12, 2001.The meeting brought together regulators and the mining industry in an attempt to fix the industry’s mine development problems in that country. More than 150people attended the all-day session. Ram Vilas Paswan, Minister of Coal and Mines, chaired the meeting. Ravi Shankar Prasad, Minister of State for Coal and Mines, was also present. The secretary of the Department of Mines and the Joint Secretaries and Additional Secretary also participated. The Department of Mines’ mandate is for economic growth: to get new mine development going and to make investment in mining attractive for both domestic and foreign-owned companies.

This paper documents the growth and projects the future of Green Diamond Sand Products. Since1954, Green Diamond, located in Riddle, Oregon, has been producing sand from granulated nickel slag for use in various markets. Through the years, the company has seen several changes from its ownership to its product lines. In 1991, Green Diamond was producing abrasive sand at a rate of about 30,000 tons per year. It was at this time that Green Diamond became part of Glenbrook Nickel Company. Over the next eight years, Green Diamond would quadruple its production to over 140,000 tons while moving into three new markets, as well. Green Diamond is now producing sand for use in the abrasive, foundry, construction, and roofing industries. In 1998, Green Diamond again found itself under new, private ownership. With plans on developing agricultural sand and spent abrasives recycling, the future of Green Diamond appears to be one of further expansion coupled with diversification of its product lines.

Our earthly treasures are being quickly depleted. We have experienced what can happen in an energy crisis. You have read and heard all kinds of stories as to what caused this crisis. On the surface it would seem that all of a sudden a situation becomes a crisis whether it be fuel, potatoes, beef or whatever. Well, of course, they don't just happen. There is always a little fore-warning here, an indicator there. Someone recognizes a sign of potential trouble but is ridiculed when he forecasts it. We are running out of sand: Producers of aggregates who can say today ... "That couldn't happen to me", can well be awakened tomorrow to the cold fact of reality. It could come from any number of directions. Depletion is mostly foreseeable but zoning isn't. Legislation can also be sudden death to availibility. With the ever growing population moving into the rural countryside, available deposits are being sold either to developers or being zoned for restricted use. The fact that a gravel pit or quarry is located on a particular plot has not fazed some of the local planning boards when they decided to place the adjoining property in a residential Zone A. Proponents of zoning preach that such use is necessary to insure that the land will be put to its best use. Planning boards establish the best places for schools, homes, shopping areas, factories, etc., so that the individuals or groups are in harmony with each other. This is usually done to date without thought or consideration to the geological importance or potential of the area. Today over half of the United States is living under some form of land use restriction. Little consideration has been given to what lies under the ground to be zoned. Fortunately, the states are slowly getting around to geological surveying. I feel that it is about time that state and federal authorities institute governmental restrictions to prohibit or control local zoning ordinances which would deplete or deny an area of its natural resources. While I could continue for the balance of my time just on this facet of our industry's problems, my point is: How sure are you of your next load of sand? I could be well laughed at by some of you for saying that there is an alarmingly rapid disappearance of "nearby" sand and gravel reserves in many areas of the country. A questionable statement, except to those producers where depletion has already taken place.

Currently, mineral producers are suffering through a major downturn in prices for their products, even though it has only been a few years since they were enjoying high prices. From an historical perspective, the current situation is another of the cyclical down-turns that often reoccur every 5 to 7 years or so. This paper uses time trend decomposition techniques to identify the cycles and statistical methods to find the duration of these cycles for a variety of mineral prices. Given some idea of how long and severe these cycles typically are, the mining industry can better plan to weather the downturns and take advantage of the upturns. For example, timing investments in new projects to take advantage of the cyclical upturns can dramatically improve project profitability.

A new coal boom is under way in western Canada. As recently as the mid-1960's, the coal industry in western Canada was considered stagnant and, by some people, dying. But Japan's growing need for coking coal, which became more pronounced in 1966, sparked great interest in western Canadian reserves.' As a result of a rapidly expanding export market and growth in domestic demand, Canadian coal production spurted to 16.6 million tons in 1970. Production in 1965 was 11.5 million tons. Today, about 60 percent of Canada's output comes from western Canada, but by 1975, 87 percent (23.1 million tons) is expected to come from this area, and 96 percent (68.3 million tons) by 1990. Opening, developing and operating new coal mines to meet the needs of a rapidly expanding market for western Canadian metallurgical coals pose some unique and difficult problems. Covering nearly every aspect of opening properties in remote areas, the problems are met in exploration, transportation, construction, mine operations, coal preparation, manpower and ecology. Paul Weir Company has been involved as coal consultants on various projects in western Canada for some years. In presenting this paper, we make no attempt to present an in-depth or detailed analysis of any one specific situation. The paper presents results of spectrophotometric investigations concerning the adsorption of sodium oleate on silicon carbide in the presence of the cations of multivalent metals, applying the ATR IR technique with computer-aidedprocessing of the spectrum. The analysis of these spectra indicates the occurance of distinct OH and COOH bands in the pH range in which the hydroxy complexes of metals of the type MeOH+ and MeOH++ reach in the respective cases the highest concentration in the solution. The correlation of these results with those of flotation, measurements of the zeta potential confirms the proposed mechanism of activation of the flotation of silicon carbide, applying sodium oleate as a collector, the collection taking place over the adsorption of hydroxy complexes of the type MeOH+ and MeOH++

Introduction There is a misconception that mineral-project economic evaluations in the former Soviet Union are either nonexistent or very limited. This is not the case. In fact, there are at least two basic methods that can be utilized to evaluate the vast mineral resources of the Commonwealth of Independent States (CIS). Evaluation procedures are based either on a comparison to known projects, which may rely on limited available data, or on potential-profit calculations, which generally uses more extensive databases. Significant philosophical differences between these systems and those utilized in the Western world include the following: •Under the centralized-government system, the economic evaluation of a mineral project was based on artificially determined mineral prices and costs. Every ten to 12 years, prices for concentrates and metals were established by the Council of Ministers and remained unchanged until the next reconsideration of prices . •The time value of invested money was not considered to be important under these "stable" prices, and inflation was assumed to be nonexistent in the planned economy. •An overestimation of the value of social and economic factors such as keeping the local population employed and providing the country with strategic minerals biased the economic evaluations of projects. Sequence of exploration Geological exploration in the CIS countries typically includes two major phases: prospecting and exploration. Prospecting consists of the following: •Regional geological studies. •General prospecting. •Prospecting. •Prospect evaluation. Regional geological studies are conducted within large territories and utilize satellite images, deep seismic zoning and other state-of-the-art methods. Geological and geophysical maps on a scale of from 1:200000 to 1:1000000 are developed to help identify regional anomalies and mineral prospective areas. The areas of primary interest are then subjected to general prospecting, beginning with geological mapping of the area at 1:50000 (1:25000) scale. The prospecting phase determines mineral potential based on further geological mapping (mostly 1:10000 scale), surface geophysics and geochemistry. Finally, the most attractive targets are subjected to further detailed evaluation (prospect evaluation) to help identify "possible" projects by means of trenching and wide-spaced drilling. The results of the prospect evaluation are analyzed and conclusions regarding the economical potential of the project are drawn. If the initial-prospecting phase results are positive and the prospect is recognized as economical, it then moves into preliminary exploration, which is followed by detailed exploration. Preliminary exploration determines the feasibility of the project on the basis of limited data. For example, in some underground projects, the initial exploration drilling and tunneling is done at two or three times wider spacing than would be required by the assumed mining method. Detailed exploration focuses on preparing the project for mining development, such as completing drilling and tunneling, particularly in the portion of the ore body to be first mined. During the project's mining phase, further exploration is usually conducted along the flanks of the mineralized structures and deeper sections of the ore body. Finally, during exploitation, it is sometimes necessary to delineate the ore body within the mining-block limits. A comparison between the United States (US) sequence of exploration activities and the CIS system is given in the Table 1. There is no "additional" and "exploitation" exploration shown in the US system, but it is common knowledge that all mineral projects are subjected to "additional" and "exploitation" exploration while being mined. The mineral sector is a fundamental part of the U.S. economy. It contributes to the real gross domestic product (GDP) at several levels — basic (mining), intermediate processing, manufacturing of finished goods and construction. The real GDP during 2004 increased by 4.4 percent. The nominal GDP was about $11.7 trillion. Housing starts were up by slightly more than 4 percent for the year. And the nation’s unemployment rate decreased to5.5 percent in 2004 from 6 percent in 2003. Interest rates continued to be low (prime rate was 5.25 percent at the end of 2004) but have risen gradually, following rising inflation.

The Missouri University of Science and Technology?s (Missouri S&T) Experimental Mine is a teaching and research facility which has been excavated in limestone by mining engineering students over almost 100 years. The mine is currently being extended to a second level. Available fans for ventilation are two surface fans of 24 kW and two underground booster fans of 12 kW. The design of a ventilation network in conjunction with multi surface fans and booster fans entails a complex procedure. Ventsim Visual software modeling has been used for network analysis to determine the optimum surface and booster fans locations, blade settings, and speeds. Both natural and mechanical induced ventilation pressures have been taken into account. Three working faces on each level have been designated as target points that minimum air quantities are required. The model has been calibrated against a pressure and quantity survey. Design of ductwork, door/stopping positions and different fans characteristics have been examined. The optimum flow rate at identified working faces, efficiency and minimum energy losses and annual network power cost determine the best scenario. The optimum design has been determined for the ventilation network for the next 100 years. The optimum flow rate across working faces is the key criterion selected.

The Thalanga Copper-Lead-Zinc Concentrator in Northern Queensland was commissioned in early 1990. The design of a flotation process for the sequential production of separate copper, lead, and zinc concentrates has always been a most formidable mineral processing challenge. In 1988-1989 during the process design phase, sized fractions of various samples were subjected to quantitative and qualitative mineral analyses. These analytical techniques are collectively known as modal analysis. Modal analysis aided in the selection of key process treatment parameters for the initial laboratory testwork on the Thalanga ore. The work also guided the flowsheet development and quantified the mineralogically imposed limitations on the separation process. This paper describes in general terms how these modal techniques were used to guide the program of laboratory flotation testwork which constituted the flowsheet design phase of this project. During these design studies, the primary grind and regrind requirements were deduced and the basic flowsheet configuration selected. Recent operating plant performance data are to illustrate the value of modal methods in addressing complex metallurgical separation problems.

This paper describes a proposed solution to the problem of mining a 315 foot diameter unsupported sphere at a depth of 2700 feet in a salt dome by conventional mining methods. The proposed solution utilizes many of the varied technologies available to the mining engineer for solving mining and underground construction problems. The following are reviewed in the paper: A. The location of the sphere within the dome as required by construction criteria. B. The relation of the location of the access shafts to the sphere. C. The rock mechanics theory in relation to the salt dome and large size of the excavation. D. The proposed "honeycomb" method of mining which will be a partial answer to rock mechanics stability requirements. E. The equipment which it is recommended be utilized to accomplish the construction. F. The rock mechanics measuring instruments proposed. G. The methods of disposal of the mined salt. Conclusions and areas of further study are outlined in the final statement.

Conductive metal powders are important building blocks for today's micro-electronic circuitry. Formulated into inks, they provide the interconnects needed to complete a complex integrated circuit and the means to enter the world of miniaturization. Traditionally, the inks have been based upon expensive metals such as silver, palladium, platinum and gold because of their excellent electrical conductivity and resistance to corrosion and oxidation. The use of a copper based ink, as an alternative to precious metal inks, recently has received considerable attention. Instability in the prices and limited supply of certain precious metal systems have driven up production costs, making the development of a lower cost copper system more attractive to manufacturers. However, lower production costs are on1 y real ized if performance and reliability can be maintained. While the development has been driven by cost, copper does offer some significant performance advantages over noble metal systems: conductivity as good as silver and 4W better than gold; leach resistance better than silver and equal to gold; stability at high frequencies better than gold or silver; strong film bonding characteristics; and compatibility with most solders. These benefits, however, do not come without cost. The inherently reactive nature of pure copper, while providing unique performance properties, makes it difficult to process. Unl i ke precious metals which can be fired in air, copper would oxidize and so requires special furnaces and atmospheres. Despite these difficulties, the transition from precious metal thick film systems to copper is gaining momentum. Manufacturers of high density, high performance circuitry are exploring the performance advantages of copper over gold and silver and the manufacturers of consumer products are considering the potential cost savings of copper over silver-palladium. Sherritt has developed a fine copper powder for this industry. Through association with the ink manufacturers, it has been found that performance properties of the ink vary with the physical and chemical characteristics of the powder. Production Process The production of very fine copper powders at Sherritt is based upon the disproportionation of cuprous ions as outlined in Equation [1] (1).

Agglomeration developments in the iron ore industry of North America are closely related to shifting patterns in commercially acceptable ore grades and even the definition of iron ores. These relationships have occurred mainly during the last 20 years. Many of these changes are an outgrowth of events which involved the history of the Mesabi Range. Although magnetic taconites had been discovered in the Lake Superior area about 1870, they remained unworked in part for lack of concentration methods and a generally unfavorable economic climate. Some 20 years later the rich Mesabi hematites were found beginning the era of direct shipping ores which continued through World War II. These Lake Superior iron ores included reserves of an estimated three billion tons. Following World War II, decreasing ore grades and rising costs began to force the closing of many underground iron mines. The early 501 s saw the beginning of the decline in direct shipping ores and a spurt in production of natural iron concentrate s. However, the market for unprocessed concentrates began to decline in the early 601 s as agglomerated products and foreign ores began to dominate the U. S. market.

Transformation of the measured borehole deformations induced by stress relief relies on the traditional assumption that the rock is continuous and homogeneous. Systematic and quantitative tests were carried out to check the performance of devices commonly used for measuring borehole deformations within different types of discontinuous rock conditions. Test results provide a reliable basis for considering the influence of discontinuities on in situ stress measurement and for choosing the best measuring device for a given rock type and condition.

The use and application of shotcrete for ground support in the Asia Pacific Region is as diverse as the countries that make up this region. This paper will attempt to describe the many methods used on selected projects within that region. The project description(s) will include project logistics, equipment, mix design, products and application methods utilized along with specifications and performance results (where available). The author will attempt to reach a conclusive opinion on the success, or nonsuccess, of the various shotcrete methods employed and the development of shotcrete within the Asia Pacific Region.

INTRODUCTION Historically, pollution control in the metal-ore mining industry has been very limited. Unless mine water contained large quantities of solids, it was generally discharged without any treatment. If treatment was used to control solids, it was principally the provision of a settling basin in the form of a tailings impoundment used in conjunction with an associated metal ore dressing facility. Recently, however, a growing awareness of the adverse environmental impacts of mine drainage, coupled with strict environmental laws, has prompted the mining industry to look at new technologies and to refine the existing methods to further treat the wastes generated. This industry is unique in that waste loadings are extremely variable, and a "typical facility with typical waste loads" does not exist. Consequently, one waste- water treatment system cannot be utilized on an industry wide basis; rather, each treatment system must be designed specifically for the pollutants in each individual discharge. Public Law 92-500, the Federal Water Pollution Control Act (FWPCA) Amendments of 1972, became effective on Oct. 18, 1972. This law completely restructured Federal laws and philosophies underlying the Federal approach to water pollution control. Prior to the 1972 amendments, the principal Federal regulatory tool had been water-quality standards based on a designated use for a particular body of water. The concept was that waste disposal into water bodies is a desirable and acceptable use of the water body if it does not interfere with other beneficial uses. This had the effect of requiring various degrees of treatment and, consequently, various economic hardships on industries de- pendent upon their location. In many waterways. it is very difficult to quantitatively relate discharges to water quality. The 1972 amendments changed the basic philosophy, as stated in the Senate Committee report on the bill, to ". . . no one has the right to pollute . . . that pollution continues because of technological limits, not because of any inherent right to use the nation's waterways for the purpose of disposing of wastes." Pursuant to Sections 301, 304(b), and 306 of the FWPCA Amendments of 1972, the US Environmental Protection Agency (EPA) was required to establish effluent standards applicable to all industrial discharges. These standards must be based upon the application of the "best practicable control technology currently avail- able" (BPT) and the application of the "best available technology economically achievable" (BAT). The BPT and BAT levels must be achieved industry-wide by July 1, 1977, and July 1, 1983, respectively. WASTE SOURCES The waste-water situation in the mining segment of the ore mining and dressing industry is unlike that encountered in most other industries. Most industries (e.g., the milling segment of this industry) utilize water in the specific processes they employ. This water frequently becomes contaminated during the process and must be treated prior to discharge. However, in the mining segment, process water normally is not utilized in the actual mining of ores (exceptions are hydraulic mining operations and dust control), but it is a natural occurrence that interferes with mining activities and must be removed before mining can commence. Water enters mines by ground-water infiltration and surface runoff, and it comes into contact with materials in the host rock, ore, and overburden. The underground mine must pump large quantities of ground water to prevent flooding of the mine. Water from surface mining operations generally occurs as a result of surface runoff of rainwater. Generally, mining operations control surface runoff through the use of diversion ditching and grading to prevent, as much as possible, excess water from entering the working area. Nevertheless, some surface runoff does come into contact with the working area and may become contaminated. The quantity of water from an .ore mine is unrelated, or only indirectly related, to production quantities. De- pending upon its quality, the mine water may require treatment before it can be discharged into the surface drainage network. The variability of water quality from mines can best be demonstrated by looking at Table 1. This table shows the range of pollutant concentrations in untreated discharges from three different categories of mines (as categorized by EPA in the development of BPT and BAT effluent standards for the metal-mining industry). Data for this table were obtained during EPA's preparation of effluent standards for this industry. The parameters shown on the table are the pollutant parameters of primary interest in this industry; blanks in the table indicate that data were not available, and the parameter is not expected to be present in significant quantities. Other pollutant parameters are present in mining waste water, but they are either incidentally removed in the treatment process or are found only in trace amounts. The three categories comprise more than 90% of the metal production value in the United States and approximately 95% of the total mine discharges. It is important to note that not all parameters are found in significant concentrations at all locations. IMPACT ON WATER QUALITY One of the most troublesome mine-drainage problems is acidity. Although generally associated with coal mining, acid mine drainage frequently occurs from other types of mines. Although the exact mechanism of acid mine drainage is not fully understood, it generally is believed that pyrite (iron sulfide, FeS,) is oxidized by oxygen (Eq. 1) or ferric iron (Eq. 2) to produce ferrous sulfate (FeSO4) and sulfuric acid (H2SO4) . The mining of ores associated with pyritic material exposes the pyrites to water and oxygen and grossly accelerates the natural oxidation processes, resulting in the significant production of acid mine drainage.

Appalachian coal mines include operations in eastern Kentucky, Maryland, Pennsylvania, Virginia and West Virginia. During 1994, they produced a total of about 342.5 Mt (377.6 million st) of bituminous coal. This figure represents 37% of the total production from the United States. This region contains nearly all of the nation's coking coal reserves and high-quality compliance steam coal that will be in demand after the turn of the century as utilities comply with phase two of the 1990 Clean Air Act Amendment. Figure 1 shows the location of the study area and the general regions that supply various coal types. Data for the study reviewed here were compiled and interpreted from Mine Safety and Health Administration (MSHA) production reports, Federal Energy Regulatory Commission 423 reports, King's Export database and additional data from the US Department of Energy's (DOE) Energy Information Administration (EIA). Table I is an overview of the total production from Appalachia and the delivered tonnage to various sales categories.

This article discusses the effect of physical and chemical modifications of starches on the anionic and cationic flotation of silica from oxidized iron ores and magnetite-taconite concentrates, and the results of the interaction of starch, pH, and calcium ions on the flocculation, clarification, and filtration of iron ore slimes and magnetite-taconite tailings. Starches, particularly when anionically modified, were found to be effective depressants in anionic silica flotation. British gums and dextrins were beneficial for oxidized iron ores, but none of the starches or starch derivatives appeared to have any effect on magnetite-taconite concentrates. The flocculation and filtration of iron ore slimes were most strongly affected by the level of starch, to a lesser degree by the pH, and were virtually independent of the level of calcium chloride. The clarification of iron ore slimes was complexly dependent on these three factors. The flocculation of magnetite-taconite tailings depended mainly on the level of starch, whereas their clarification depended on the level of lime. As previously reported in the literature, selective flocculation and partial upgrading of a semi-taconite could be readily attained with starch and calcium chloride.

The US Bureau of Mines is investigating the cobalt and manganese resource of the West-Central Arkansas district through field investigations, mineralogical characterization, beneficiation and hydrometallurgical tests. Located within the Ouachita Mountains, these structurally-controlled deposits occur along the axes of anticlines that form the mountain ridges. Brecciated novaculite is cemented with a mixture of manganese oxides, primarily cryptomelane and psilomelane. Cobalt is concentrated within lithiophorite, a particular Mnoxide phase. Chemical analyses of head samples reported up to 25% Mn and 0.17% Co. Magnetic separation yielded products containing up to 41 % Mn and 0.22% Co at recoveries of 95% and 93%, respectively.

A preliminary study of the performance of a 4-inch Krebs cyclone at near rope conditions and different feed slurry temperatures was completed. Results suggest that temperature influences the x50c size which, in turn, did not depend upon spigot diameter. The bypass correction to a reduced efficiency equation incorporating the concept of a critical size xo was a function of fractional water recovery to underflow and may depend on feed size and feed percent solids. Further experimentation is required to develop an accurate model at near rope conditions.
