Production of building materials such as are stones, sand, gravel etc., is characterized by a relatively low economic value and requires reasonable transport costs. That is why we are often faced, in our practical work, with the fact that within the framework of a relatively small area several open pits of building materials are, developed side by side while neither ecological, urban and spatial nor location factors have been taken into consideration. Numerous locations together with heterogeneous factors. point undoubtedly to the problem of planning the open pits locations for building mateials as a very serious and complex one. Even when certain localities are in question, it is rather a difficult task to present a real state and encompass all the, important location factors by mathematical model ling. This paper presents one of such models for solving the problem of selecting a location for building materials open pit.

"Descending several stories down a metal staircase into a shaft spanning a quarter city block -- soon to become Roosevelt Light Rail Station in Seattle, WA -- visitors are greeted with four perfectly round, precast concrete-lined horizontal holes leading deep into the earth. The sound of water trickling out from a small drainage trough can be heard over the faint echoes of construction within. Upon entering, the light is dim, but the air is clear with barely a dust particle flowing through the sunbeams. This type of air quality is only accomplished with diligent controls, and JCM Northlink, the company in charge of building the Northgate Link Extension Project, is taking those measures seriously.Commissioned by Sound Transit, JCM is a joint venture of three companies: Jay Dee Contractors, Frank Coluccio Construction Co. and Michels Corp. The tunnels JCM constructed are intended to provide fast, reliable underground rail service, as well as relieve one of the region’s most congested traffic areas. The $440 million project will connect the Northgate, Roosevelt and University District neighborhoods north of Seattle to the downtown corridor and SeaTac airport further south.The scope of this project includes excavation for two light rail stations, boring of two parallel 5 km- (3.3-mile) long light rail tunnels in six runs and the construction of 23 cross passages. Begun in 2014, Sound Transit estimates that crews excavated more than 382,000 m3 (500,000 cu yds) of soil and installed 7,352 precast concrete tunnel liner rings during the shaft construction and boring phase. Now that tunnel boring is complete, JCM is in the process of constructing the cross passages, which act as maintenance areas and escape routes for passengers. Throughout the entire process, the company has utilized atomized mist to control particle emissions.“Our dust control needs change at every phase of the project and don’t go away until the project is fully complete,” said a JCM safety representative. “We found that different dust suppression technologies were needed at different intervals, but atomized mist seemed to fulfill our needs at every step.”"

US mine operators frequently fail to investigate more cost effective and productive bulk material handling systems because surface mines seem to lend themselves to truck ore haulage. In this country, as a result, use of conveyors to move heavy loads from mine to process facilities has been minimized, if not actually neglected. In contrast, there are more than 50 conveyorized surface mines in successful operation around the world. These mine operators have learned that properly applied conveyorized systems can offer major savings in capital and operating costs, which contribute to improved profits when combined with other proven mining technologies. Growing acceptance and application of conveyorized bulk material handling in surface mines also points up how unique each mine is and how careful planning contributes to maximum mine effectiveness. Because of these differences, mining executives and technical and operating staffs need to develop an understanding of three factors in applying conveyorized bulk material handling in surface mines: • Why each mine will benefit from the type of automation permitted by conveyorized operation, •What kind of equipment is available, and • What applications most effectively demonstrate the first two factors in action - hauling either ore or waste. The conveyorized systems considered in this presentation have production rates from 0.5-2.7 kt/h (500-3,000 stph). Worldwide, these systems have been operating since the early 1960s. Advantages of Conveyors Why do you want conveyorized bulk material handling? First, it almost always provides lower operating and maintenance costs. Second, it frequently requires lower initial capital costs and almost always requires lower capital costs over the life of the surface mine. Third, it provides comparable operating availability, and finally, it frequently gives comparable operating flexibility - depending on the mine plan. Cost avoidance can be accomplished with modern production methods. These, in turn, permit increased productivity and reduced operating costs such as those for energy, maintenance, and manpower. It has been demonstrated in European surface mines and elsewhere, that conveyor systems frequently require lower initial costs than does truck haulage. Almost always such operations require lower capital costs over the mine life. Those costs include the continual addition of haulage trucks to both accommodate the increasingly difficult haulage routes and fulfill replacement requirements when trucks wear out. Conveyor systems handling ore in numerous large crushing and port facilities, which have operated since the early 1950s, have clearly demonstrated a useful conveyor life of more than 25 years. In contrast, off-highway trucks have life spans of six to eight years. The following examples illustrate comparative capital costs to purchase conveyor systems and comparable truck haulage units. Example 1 The ore haulage route from point A to point B is level and 610m (2,000 ft) long. The material weighs 1.8 t/m3 (110 lbs per cu ft) and must be transported at a rate of 1.8 kt/h (2,000 stph). The installed capital costs to provide a properly designed conveyor that will transport the described material from point A to B is about $450,000. The capital cost to purchase three 77-t (85-st) off-highway trucks and one spare truck - which would provide equivalent capacity - would be about $1.2 million. The truck cost estimate is based on a 6 min. or 771 kt/h (850 stph) truck cycle time. Truck efficiency is estimated at 0.8. Each 77-t (85-st) truck would have an actual haulage rate of 617 kt/h (680 stph). Therefore, three trucks would be necessary to transport the designated tonnage of 1.8 kt/h (2,000 stph). A movable crushing plant would be located at point A for the conveyors and a permanent crushing plant at point B for the truck haulage system. Capital costs for these primary crushing plants were not included in the calculations for either system because the capital costs are frequently comparable. Example 2 The transport route from point A to point B is 610 m (2,000 ft) horizontally and 122 m (400 ft) vertically - on a 20% grade (Fig. 1). The material weighs 1.8 t/m3 (110 lbs per cu ft) and must be moved at a rate of 1.8 kt/h (2,000 stph).

Because of the high economic value associated with small improvements in the operating performance of mineral processing plants, innovations in instrumentation, stabilization and expert control systems have been an ever-present part of the landscape in plants throughout the world since the I 960s. Expert control systems are computer programs that continuously monitor plant conditions; contain "expert knowledge" concerning the process, equipment and operational knowledge; and make timely recommendations for new process set points or even directly change the process set points to achieve desired management goals. Early rudimentary expert control systems first appeared in the early 1970s. They have grown from small, experimental but ambitious projects in which single unit operations were controlled to plant-wide systems that include technologies used in the U.S. space shuttle program. Experiences and results of applying these systems throughout the world will be explained discussed and analyzed. Typical results will be outlined and the use of expert control in the future will be projected.

The Bagdad solvent extraction plant was commissioned in 1969 and was the second solvent extraction-electrowinning (SX-EW) operation to be built following the Ranchers Bluebird SX-EW plant near Miami, AZ. The current operation still resembles its original form, with four independent sections that run in parallel with each consisting of many long and narrow settlers. Through its 40-year history, the Bagdad SX circuit has experienced a range of pregnant leach solution flows and grades. The unique design of the Bagdad circuit has allowed for numerous configuration changes to accommodate the changing operational conditions, while maintaining an extraction recognized in the industry as excellent.

The most perplexing problem that has confronted mining engineers since the dawn of mining has been strata control. For the purposes of this paper, strata control will be defined as control of ground in the immediate area surrounding the, mine opening. To prevent movement of the surrounding strata into underground mine openings, miners have traditionally relied upon some type of artificial supports placed within the openings and located in a manner determined by trial and error from previous experience. Without the means to measure changes of stress in the supports and within the mine structure itself, an evaluation of the efficiency of the supports and mining system was impossible. Strata control thus remained an art with very little application of science. During recent years a revolution has occurred in mining. The modern mining engineer is contented no longer-with trial and error methods but is utilizing all the technological information at his command to obtain a solution to this age old problem. However, serious problems have arisen due to the lack of certain basic knowledge in three important areas: 1, The original stress distribution within the earth strata prior to mining. 2, Redistribution and concentration of the original stresses with mining activity. 3. The properties of rock that are significant in failure and its prevention.

Because of their relatively low cost, carbonate rocks are desirable in abatement of air pollution by acid gases. Although many processes and types of equipment have been proposed to control or prevent the emission of acid gases, this paper considers only three: dry-limestone injection, wet-limestone scrubbing, and chemically active fluid beds. For the dry-limestone-injection process, surface area-especially from pores in the 0. 2- to 0.3-micron range-is one of the important parameters which will discriminate between less and more reactive carbonate rocks. Marls, chalks, oolitic calcites, and other fine- grained limestones show larger-than-average surface areas and better- than-average removal efficiencies. Inert chemical impurities such as silica detract from reactivity. A dolomite is not necessarily less re- active than a calcite. For the wet-limestone-scrubbing process, dissolution rate of the carbonate rock controls the differences in stone reactivity. In this process the dolomites are less reactive than the calcites. In addition, more than 90 percent of the dolomitic impurity in Fredonia white lime- stone is inert during limestone scrubbing. Dissolution rate is also a function of particle size for large-grained carbonate rocks. Fine grinding of such rocks will increase the dissolution rate to that of a fine-grained rock. Hence the requirement of high dissolution rates may be met by some grinding of fine-grained material (e. g., marl, chalk, or other limestone) or by fine grinding of coarser grained material. For chemically active fluid beds, chalks have the best capacity to absorb both SO2 and H2S. However, most chalks are probably unsuitable for fluid beds because of high attrition rates. Because dolomites are generally more reactive than calcites with both SO2 and H2S, a dolomite would be the feed material of choice for a chemically active fluid bed.

The question is posed as to why columns typically have a collection zone 10 m high (H) by 1 m in diameter (D). Three geometry dependent factors are considered: degree of mixing, Np; volumetric bias rate, B; and volumetric gas rate, G. Increasing H:D decreased Np and B, which improves performance but decreases G, which causes the column to approach overloading. Taking typical column operating conditions, it is concluded that a collection zone H:D of 10:l is a reasonable compromise.

Zirconium and hafnium are the twin elements of the periodic table because they are always found together. They resemble each other so closely that hafnium was not discovered until 135 years after the discovery of zirconium. Zirconium was discovered by Klaproth in 1789 and isolated 35 years later by Berzelius. Because hafnium's chemical properties are so close to those of zirconium, it was not discovered until 1923 when Coster and von Hevesy detected it using X-ray spectrographic analysis. These elements occur most commonly in nature as the mineral zircon (ZrSiO,) and less commonly as baddeleyite (ZrO,). They also are found as a variety of other silicates. Zircon was identified as a component in alluvial and beach sands in 1895, but it was not produced in any quantity until 20 years later. During World War I, it was produced as a coproduct of beach sand mining for titanium minerals just south of Jacksonville Beach, FL, and was patented as a refractory. It was not until the 1930s, when Zircon Rutile, Ltd., began mining at Byron Bay on the east coast of Australia, that zircon was first used as foundry sand. Later in the 1940s, NL Industries and Humphreys Gold Corp. began production of zircon sands from fossil beaches in northeast Florida. Baddeleyite first became available as a commercial product in 1916, but never in the quantity of zircon. Zircon holds a unique position as an industrial mineral because it is used for both its physical and chemical properties and as an ore of zirconium and hafnium metals. Australia is the major zircon producer followed by the Republic of South Africa and the United States. Zircon is also produced in India, Sierra Leone, Sri Lanka, Malaysia, the former USSR, China, Thailand, and Brazil. The location of world zircon mines, baddeleyite mines, and undeveloped zircon ores are shown in [Fig. 1]. World production of zirconium mineral concentrates is shown in [Table 1].

INTRODUCTION A number of tunnels supported and permanently lined by steel-fiber-reinforced shotcrete (SFRS) have been built in North America in the 1980s. The material is more economical than, and technically equal or superior to, conventional shotcrete using wire mesh. The design and construction of SFRS-lined tunnels is straightforward, and only a few new design principles, laboratory tests or construction equipment modifications appear necessary in order to use this material. Modern tunnel Contractors may use cyclic drill-and-blast methods on some tunnels, with intermittent shotcreting as part of an orderly cycle. The Dry Mix method is most suitable for cyclic, intermittent, relatively small-scale shotcreting. However, modern Contractors excavating tunnels continuously using large long Tunnel Boring Machines (TBMs) or Roadheaders may prefer Wet Mix shotcreting on a mass production basis. In either case, the use of steel-fiber-rein¬forced shotcrete (SFRS) promotes the rapid and economical excavation of tunnels. The addition of microsilica will improve SFRS properties and reduce rebound, and is expected to become standard practice with SFRS in North America, as it now is in Scandinavia. HISTORICAL REVIEW Steel-fiber-reinforced shotcrete (SFRS) at the present time (1985) is essentially conventional shotcrete with straight or deformed steel fibers added, and in general SFRS for tunnel linings encounters the same problems that conventional shotcrete does. "The kinetics of leaching of a saprolitic ore from Indonesia by citric acid solution under atmospheric pressure was investigated. An examination of the effects of leaching temperature, citric acid concentration, pulp density and ore particle size on the dissolution rate of nickel found that they all had significant influence on the rate. The highest nickel recovery (95.6 percent) was achieved under the leaching conditions of ore particle size of 212-355 microns, citric acid concentration of 1 M, leaching time of 15 days, pulp density of 20 weight/volume percent, leaching temperature of 40°C and shaker speed of 200 rpm. The shrinking core model was found to be appropriate for describing the leaching kinetics of this ore in citric acid solutions at atmospheric pressure. The experimental data were well interpreted by this model with rate of reaction controlled by diffusion through the solid product layer. Using the Arrhenius expression, the apparent activation energy for nickel dissolution was evaluated as 12.38 kJ/mol. Finally, on the basis of the shrinking core model, a proposed empirical kinetic model for the leaching of nickel from this Indonesian saprolitic ore was expressed as a mathematical model, which was verified as consistent with the observed experimental results.IntroductionIndonesia has some of the world’s largest nickel laterite reserves and was the largest producer of nickel – in the form of nickel lateritic ores – in the world in 2013 (Merchant Research and Consulting Ltd, 2014). However, only high-grade saprolites are processed in Indonesia using pyrometallurgical methods to produce ferronickel and nickel matte. Lower-grade saprolites and limonites are removed, becoming waste or overburden in mining site areas. Hydrometallurgical methods, involving either chemical leaching or bioleaching, are now seen as the most important technologies for treating nickel laterites in the future because of their advantage of not only extracting nickel and iron but also other valuable elements. In addition, hydrometallurgical methods consume less energy and have lower capital and operational costs. Although they are recognized to be more suited to limonites, some researchers have studied their use in the extraction of nickel and other metals from saprolites (Guo et al., 2009; Lu et al., 2013). Hydrometallurgical processes for the extraction of metals, especially nickel, promise to be meaningful alternatives to pyrometallurgical processes to primarily treat low-grade saprolites for which pyrometallurgical processing is not favorable"

Emissions of particulates, unburned hydrocarbons, nitrogen oxides (NO[ ]) and carbon monoxide (CO) from diesel engines are of concern in mines, particularly underground mines. All these undesirable products except NOx are the result of incomplete combustion in the cylinders. Various approaches to achieving more complete combustion in diesel engines have included different fuel compositions, use of catalysts, fuel additives, engine modifications, and oxygen-enriched intake air. The present study shows that injecting minute quantities of primarily platinum group metal catalysts into the intake air of a Deutz/MWM D916-6 mine diesel engine substantially reduces emissions in the exhaust. The catalyst injection system, which was developed by National Fuelsaver Corporation (Robin. 1981), transfers catalyst compounds in solution to a stream of air bubbles by a process called Bubble Fractionation (Lemlich et al.. 1966, 1968. 1970). The amounts are so minute that concentrations in the engine exhaust should be well below OSHA/NIOSH Time Weighted Average (TWA) exposure limits at steady state, a fact that was confirmed by analysis of collected particulates in the exhaust. When the catalyst injection was used along with a pleated paper filter to remove exhaust particulates, the filter operating life was shortened greatly. Therefore, this system is not recommended for use on diesel engines equipped with a water scrubber and a filter. It does offer a practical and relatively economical way of reducing exhaust emissions from other diesel engines, such as those in outby mine service

A vital aspect of environmental impact assessment for surface mining operations is the determination of potential effects on water resources. This topic has been the subject of much recent concern, controversy and legislation. As increasing data become available regarding the types of hydrologic effects that may be anticipated, methods for safe guarding our water resources can be refined. In view of our current energy situation, the need to develop coal re- sources in a timely and economic manner is apparent. The challenge to the mining industry is to develop these resources in a manner that is also compatible with the beneficial use of water resources in mining regions. For this reason, thorough evaluation of the hydrology of potential mining areas in consideration of proposed mining processes and relevant legal criteria is essential. While pre-mining hydrologic investigations often suggest generalized potential effects, a more reliable method for evaluating specific potential effects is to establish and maintain a hydrologic monitoring program. Such a program must be carefully designed to suit the specific project and its location. This paper describes an approach for selection of criteria for designing a monitoring program for a proposed coal surface mining operation and gasification plant in southwest North Dakota. Woodward-Clyde Consultants (WCC), recently prepared an environ- mental impact report for the ANG Coal Gasification Company (ANG), a subsidiary of the American Natural Gas Company. The mining will be carried out by The North American Coal Corporation (NACCO). Preparation of the report provided the opportunity for the development of a sensitive and economical monitoring program which would function as a baseline hydrological data gathering network as well as act an an early detection system for hydrologic effects of the proposed mining.

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. This section of the lease describes the conditions under which one of the parties may terminate the lease (failure of the

Mill linings play an important role in all comminution processes with tumbling mills. The selection of the lining profile and the lining material has a great impact on overall grinding cost and mill throughput. The cost of the lining itself is minor in comparison with media cost, energy cost and the value of the material produced in the mill. The total scope must be considered when mill linings are selected. This paper presents case stories and explains the technology behind: •Different lining profiles in rubber and steel. •Orebed magnetic lining. •Steel-cap rubber lining. Introduction Grinding mill liner life has been a subject of extensive studies. Performance of mill liners in terms of wear life and how it relates to lining material and profile is abundant in the literature. The most economical liner material and design has been selected based on "cents per ton milled". The evaluation of the effect of liner design on power and grinding media consumption which is a far more significant part of grinding costs, has been less comprehensive (Fig. 1). Lining materials Steel. The most commonly used lining material is steel, calculated on a volume basis. Steel linings have a long tradition and a number of alloys is being developed. The main families are: •High chromium white iron. •Cr and Ni white iron (NiHard). •High chromium martensitic steel. •High carbon Cr-Mo perlitic steel. •High carbon Cr-Mor martensitic steel. •Manganese austenitic steel. Steel linings can be successfully used in most applications. Rubber. Rubber linings were introduced 25-30 years ago and are today commonly accepted to be the most economical linings for secondary and regrind applications. Rubber linings offer long service life in these applications and generally [ ] outlast steel in wet applications, where corrosion is a factor on the steel. The cost relation between rubber and steel has changed dramatically over the years. In the past rubber was more expensive than steel, but today, the cost of rubber is close to half the cost of steel, calculated on a volume basis (Fig. 2). The present cost situation has made rubber linings an economical alternative in several primary grinding applications as well. The wear rate of rubber in primary applications is higher than the wear rate of steel, thus giving a shorter wear life. This can be compensated for by making the rubber lining thicker. The cost advantage of the rubber allows for this, but care must be taken not to jeopardize the grinding performance. Rubber, as a lining material, offers some distinct advantages over steel lining, such as: •Ease of installation and removal. •Safer to handle, less risk of injuries. •Faster replacement. •Reduces noise.

Martin County Coal Corporation is located in Martin County, Kentucky in the Appalachian coal fields, near the West Virginia border. The total leasehold covers more than 33 000 acres. Total annual production at Martin County Coal Corporation is currently 2,500,000 tons, but in certain years exceeded 3,000,000 tons. Approximately 45 percent of the annual production comes from two surface mines. The balance is produced from five underground mines. Martin County Coal Corporation's work schedule consists of 240 days/year, two nine-hours shifts/day.

By-products are of greater importance in lead and zinc mining than in any of the other major base metals. While I think most mining people would accept that statement, you would probably get some widely varying estimates when attempting to quantify the value of by-products in lead and zinc mining. We are now able to do this with our lead-zinc mine cost model. This model was originally developed as a zinc mine cost model to help us forecast long-term zinc supply and price as part of a study we completed in late 1979 entitled "Zinc - The Next Decade". Before demonstrating the importance of by-product revenue to lead- zinc mines, let me first explain how the cost model was constructed. I will discuss the model as it was originally constructed - as a zinc mine cost model. It has subsequently been expanded to include lead only mines and now can Be run either as a zinc or a lead mine cost model.

"The adoption of tunneled combined sewerage interceptors and outfalls leads to design linings which are often subject to internal pressures that are larger than the external pressures, resulting in significant tension loads. The need to meet stringent durability conditions for the normal design life of 100 years often drives client specifications to require a double pass solution with a cast in situ secondary concrete lining. However, improvements in concrete technology and the need to seek efficiency in terms of time and costs, have driven designers to consider single pass segmental linings. The Riachuelo Sanitation project in Buenos Aires is subject to these constraints both upstream and downstream of a sewage treatment plant. This paper describes how the challenges of up to 2 bar pressure differential have been addressed by careful analysis of soil structure interaction to ensure that the full benefit of external ground pressure is realized, resulting in a more optimal design for the constructor both in terms of cost and time. INTRODUCTION The construction of long sewerage interceptors and outfalls is becoming an increasingly common piece of infrastructure for modern urban cities facing a large water front and estuarine conditions, which are under a significant environmental burden imposed by decades of sustained growth. Such works intercept most of the distributed sewage discharges to then divert them to a central treatment point from which it will be finally diffused via an outfall into a water body capable to accept these discharges under acceptable environmental conditions. Depending on the magnitude of the sewage load to be handled, the configuration of the urban environment and the conditions of the receiving water body, both in terms of oceanography forces and seabed conditions, these schemes will vary in length, conveyance capacity and design and construction requirements. When conditions permit, the current trend is the execution of long outfalls using flexible solutions (such as the use of HDPE pipes) which usually require some form of concrete ballasted weights to resist off shore dynamic forces when directly laid over the sea bed. However, this concept faces limitations when the conveyance requirements indicate the need for large diameters (typically above 3000 m) and also when the outfall needs to avoid deep features off shore such as navigation channels. When this occurs, tunneling, particularly segmentally lined tunnel constructed by TBM emerges as the most feasible approach for large diameter, long deep outfalls. The operating conditions often result in internal pressures that are larger than the external pressures, resulting in significant tension loads in the lining. The need to meet stringent durability conditions for the normal design life of 100 years often drives client specifications to require a double pass solution with a cast in situ secondary concrete lining."

Introduction A section of the Federal Land Policy and Management Act of 1976 specifies the procedure for areas the US Bureau of Land Management manages that have wilderness qualities. In part, FLPMA specifies that within 15 years of its approval, the Secretary of the Interior shall review roadless areas of 20 km2 (5,000 acres) or more and roadless islands of public lands identified during the inventory as having wilderness characteristics described in the Wilderness Act of 1964. Further, the Secretary shall report to the President his recommendation as to the suitability of each area or island for preservation as wilderness. However, before any recommendations for, wilderness designation, mineral surveys shall be conducted by the US Geological Survey and the US Bureau of Mines to determine if any mineral values are present. And finally, a Presidential recommendation for wilderness designation becomes effective only if so provided by an Act of Congress. BLM Inventory Procedures To fulfill these legal requirements, BLM is inventorying the land it manages for wilderness qualities. Since the law sets special provisions for Alaska, BLM included in its inventory only the public lands it manages in the conterminous US. In 1980, after public input, BLM picked 967 areas to be considered as Wilderness Study Areas. All of the selected WSAs are in 11 western states and the areas total about 97,128 km2 (24 million acres). From these 967 areas, through its multiple-use planning system, BLM is making initial recommendations of areas to be considered suitable for preservation as wilderness. Those WSAs that BLM initially considers suitable for wilderness preservation will have mineral surveys conducted by the USGS and the USBM, to determine mineral values. Based on these mineral surveys and other resources information including wilderness qualities, the Interior Secretary will report to the President his recommendations on the WSAs suitable for wilderness preservation. To make the initial recommendation of suitability, BLM managers will need information about geology, energy, and mineral (GEM) resources as well as information about other resources. BLM has begun a GEM assessment program to provide its managers with that information. This program is designed to provide information for a WSA suitability decision process that aims to supply minimum necessary GEM information. In essence, the program will provide preliminary assessment of the mineral potential for each WSA. Assessing the WSAs To accomplish this, a two-phase program was designed. In phase one, only existing data are collected and used. In phase two, new data are generated and added to existing data. Phase two begins only if BLM geologists, mining engineers, or managers consider the information provided in phase one as inadequate.
