Since 1998, environmental extremists have waged war with the central Appalachian coal industry in West Virginia and Kentucky. In particular, they have filed three lawsuits challenging the legality of excess spoil ‘valley fills’ under CWA, NEPA and SMCRA: 1) Bragg v. Robertson, 72 F.Supp. 2d 642 (S.D.W.Va. 1999), rev’d. 248 F.3d 275 (4th Cir. 2001); 2) Kentuckians for the Commonwealth v. Rivenburgh, 204 F.Supp. 2d 927 and 206 F. In 1985 the Pittsburgh Energy Technology Center (PETC) of the U.S. Department of Energy (DOE) conducted a study to evaluate the emerging selective agglomeration processes (Killmeyer, 1985). This paper covers a recent similar study evaluating an associated technology, the emerging advanced froth flotation processes. This study has goals similar to those of the 1985 study: to evaluate the emerging froth flotation technologies collectively and determine how far they have progressed in their ability to clean ultrafine coal, and to assess the differences among the participants. The major concern again in this study was not the level of development, nor the economics of each individual process but only the current technical performance.

This paper is a brief status summary of investigations by the authors over the past decade to develop a continuous process for recovering' high purity metal powder from pregnant solutions by gaseous reduction at elevated temperatures and pressures. Although these studies included extraction of other metals such as nickel, silver, and gold, this presentation will be confined to the hydrogen reduction of acidic and ammoniacal solutions of copper. The continuous hydrogen reduction process (CHR) described herein enjoys the environmental advantages of other hydrometallurgical processes but, in addition, provides a substantial benefit in fuel economy over competing processes. As was recognized by Schaufelberger in 1956, for a given amount of fuel a continuous hydrogen reduction process has the potential for producing four to six times as much metal as an electrolysis process (1). Although hydrogen reduction of metal salt solutions has been known for more than a century, extensive development work leading to commercialization was not initiated until the 1950's. Since then, commercial applications relative to other extractive techniques have been minor and have been confined to batch or to continuous, completely-mixed autoclaves. By contrast, the process described herein utilizes a continuous, tubular reactor which is operated in modified plug flow so that only limited and localized backmixing occurs. Thus, gradients in concentration, temperature, and pressure exist over the length of the reactor, the presence of which can be utilized to advantage for achieving high conversions and product quality (2, 3).

Giant gold deposits are considered products of crustal-scale systems. Reduced fluids stored in mid to lower crustal reservoirs were discharged into mid to upper crustal sites of deposition. Elements of the architecture include crustal-scale structures, reduced packages of rock and regional seals. Gas-rich aqueous fluids were common but non-aqueous fluids may have been significant in the deeper parts of the systems. Fluid fluxes in over pressured domains were maintained by porosity waves. Abnormal heat input from the mantle may not be required once the systems were perturbed. Fluid-mixing and hypogene enrichment were probably the most significant precipitation processes.

In 2003, MSHA initiated a survey of the 11 Coal Mine Safety and Health Districts to develop a database for the implementation of Atmospheric Monitoring Systems (AMS) in underground coal mines. Mine operators continue to realize the benefits of improved fire detection capabilities, as the number of mines using the systems, as well as the percentage of mines, continues to increase. Fire detection data and new technology implemented in underground coal mines is discussed as well as regulatory compliance, diesel exhaust considerations and hydrogen interference in carbon monoxide detection.

An attempt has been made to compile and code geologic data relating to twenty of the major porphyry copper districts of North America in such a manner as to permit the use of modern electronic digital computers to retrieve, compare, and build statistical mathematical models from the input. In the exploration process as part of his broader efforts to evaluate the potential of some prospective region, district, or ore body, the experienced geologist consciously or subconsciously compares and fits the observed geologic features to similar phenomena associated with known ore bodies with which he is acquainted. Thus an adequate conceptual "model" of the total geologic environment and type of ore body sought is an essential requirement for the successful exploration effort. Numerous such models of porphyry coppers already exist in the minds and notes of many experienced geologists today. These models are, of necessity, couched largely in qualitative terms and though they may be quite definite in the mind of the porphyry copper expert, the total concept of what constitutes a porphyry copper deposit and environment is difficult to convey in very precise terms. There probably is no such thing as a typical porphyry copper deposit. However, it is well understood that most of the deposits that have been studied have many geological characteristics in common. A logical question then might be: What characteristics are most common or how often do they occur in common, and what is their relationship to other common characteristics ?

The Zagros long tunnel is one of the main components of Sirvan water transfer project in western Iran. It is approximately 48 km in length and consisted of two lots. The second 26 km lot of this tunnel is under construction by a 6.73 m diameter double shield (DS) TBM. The tunnel passes through several formations with wide range rock mass qualities. During the tunnel alignment, changes in rock quality were highly frequent from poor to very good. The encountered geological conditions required TBM operation to change frequently from hard rock to soft, dry to flowing, sticky to nonsticky ground (and vice versa), more often than expected. In the course of tunneling, the machine has encountered nearly many adverse geologic conditions. The most important problems have been sudden high volume water inflow into the tunnel, sticky ground, and gas seepage, all of which resulted in reduced TBM advance rates. This study will high-light two difficult ground conditions including large water ingress and sticky ground and also the related problems encountered by the TBM along 8 km of excavated tunnel. In sticky grounds, cleaning of the clogged cutter head caused many delays and contributed to additional downtime. Application of some operational modifications, including decreased TBM thrust showed satisfactory results in such cases. While reduced thrust resulted in reduced penetration rate, but the overall TBM advance was greatly improved by the increase utilization rate and elimination of down time related to cleaning of the head. To cope with high water inflow, application of preventive measures such as pre-grouting has proved to be a more efficientsolution. The sealing of ground water inflow also decreased seepage of dangerous H2S gas and other chemicals such as hydrocarbons accompanying the groundwater.

Studies of sulfidization and flotation of chrysocolla involving the use of pH and sulfide ion instruments, a Zeta meter, microflotation techniques, and sensitive determinations of adsorbed sulfur have given new insight into the mechanism of the process. Factors that affect the recovery of sulfidized chrysocolla by flotation appear to be the pH at which it is sulfidized, and certain alterations of the surface that occur during aging after sulfidization. Such aging results in increased recoveries. The surface charge, as measured by electrophoretic mobility, of chrysocolla shows an unexpected negative increase as pH values are changed from 6.0 to about 4.5, and this appears to be correlated with increasing sulfur adsorption and flotation recovery over the same or even wider pH ranges.

In 1959, The Australasian Institute of Mining and Metallurgy (Aus. I.M.M.) was asked by the Federal Government of Australia and the State Government of South Australia to join in the formation and management of a new contract research organization which was subsequently named The Australian Mineral Development Laboratories (Arndel) ? This body was formerly the Research and Development Branch of the South Australian Department of Mines which had been set up to develop the Radium Hill uranium deposit. It had then gone into contract R&D and the State felt that it would be more appropriate for the Branch to become a separate national organization. The Aus. I.M.M. decided that a professional institute could not participate directly in Arndel and, as there was no other suitable industry group to do so, it formed the. Australian Mineral Industries Research Association Limited (AMIRA). AMIRA held its first Annual General Meeting in September 1959 when the first Council was elected and the Memorandum and Articles of Association were adopted. The initial task of AMIRA was to raise guarantees of work or cash from its members to underwrite Arndel for the first five years of operation. The Federal and State Governments also provided guarantees and Arndel commenced operations in January 1960.

Commodity price down cycles are a fact of life in the mining industry. And companies pre-pare for them as best they can. Evenso, operations are still curtailed or closed during those cycles, profits shrink, layoffs are inevitable and many companies do not survive. However, one of the few good things that occurs during down cycles is the new, innovative exploration, mining and processing technologies that come about during hard times. To survive the lean times, the mining industry turns to improved technology to decrease costs and hold the bottom line. And, because mining is a cyclical business, each down cycle brings about technology improvements that carry over into the good times.

First, a brief review is presented, together with a selective bibliography. Second, a thorough discussion of coal oxidation is covered. Third, potential effects of storage are presented and, lastly, methods are suggested for the safe storage and bulk transfer of coal. The scope includes coal storage for power plants.

Rock suitable for crushed-stone aggregate is almost entirely restricted to the Highlands region of Arkansas, mostly from Paleozoic sedimentary units, but also from a few Cretaceous igneous plutons. Reserves in the state are sufficient for local needs, and Arkansas is geographically well situated for export markets to the south, where resources for crushed-stone aggregate are lacking. A study of 423 quarries, test pits, and exploration sites in Arkansas has been completed to evaluate the relative quality of bedrock units for producing crushed aggregate. Of these, 274 sites have records of engineering tests for stone evaluation done by the U.S. Army Corps of Engineers and/or the Arkansas State Highway and Transportation Department (AHTD). Of the 1,775 sample records from these sites, the most commonly reported parameters are the LA abrasion test and the Na-sulfate soundness test. Many records also have absorption and specific-gravity data, and, for some, petrographic information helps identify the potential for alkali-silica reactivity in portland-cement concrete. By determining the bedrock sources of the tested samples, comparison is made between the various geologic mapping units as to their relative quality for crushed stone.

Mechanized mining in the underground coal industry has continued to evolve since the introduction of the remote control mining machine. Remote control continuous mining machines without an onboard operator’s compartment are now the norm in the industry. Extended cuts in excess of 30 ft (9.1 m) are commonplace. Unfortunately, machine operator positioning has become an often unrecognized safety concern, particularly when remote control continuous mining machines excavate a turn (turn a crosscut). From January 2001 through July 2004, remote control continuous mining machine operators or helpers have been involved in ten roof fall fatalities and eight machinery crushing fatalities. The machinery crushing incidents occurred when machines were being repositioned or moved to another place. Of the ten roof fall fatalities, three occurred while a crosscut was being turned and a fourth fatality occurred while mining was being conducted adjacent to the crosscut. The operating time associated with turning crosscuts is a relatively small part of the mining cycle. In recent years, however, a disproportionate number of fatal incidents appear to have been associated with this activity. Procedures for reducing the incidence of operator fatalities while turning crosscuts are discussed. These techniques include: minimizing the number of turn cuts, limiting turn cut depth, establishing no work zones and using visual warning devices to designate them, installing more roof/rib support in the vicinity of the turn cut, using notch cuts prior to initiating a full turn cut, and positioning the remote control miner operator in nontraditional locations.

A macroscopic approach integrated with microscopic analyses for wettability characterization is presented. Wetting depends on 1) Contact between the dust and the fluid droplets, 2) Wettability of the particles by the wetting fluid, and 3) Wettability rate (due to low contact times). The goal of this paper is to show that the wetting rate is a significant factor in dust control. Samples from the roof, three different horizons of the coal seam and the floor were pulverized to less than 25 µm. Experiments were conducted with known wetting fluids to correlate surface tension and equilibrium wettability. Further analyses were performed in terms of surface charge (zeta potential), particle size, mineral composition, elemental composition, and quartz content. The surface tension reduction was also achieved by the use of chemicals and/or altering the temperature of the water. Two methods were used to evaluate wettability rates: a) near real-time comparison of wettability rates, and b) comprehensive evaluation of the intrinsic wettability rates. The data obtained provides meaningful insights towards the design of engineering controls for an economical solution to dust control in coal mines.

Ore crushing facilities at the Phelps Dodge Morenci Reduction Works became operational in January of 1942. This plant, with a capacity of 25,000 tons per day, was part of a project started some five years earlier with development of the Morenci Open Pit Copper Mine. In the following year, World War II's heavy copper demands prompted an 80% expansion in concentrating capacity to 45,000 tons per day resulting in a doubling of the secondary crushing plant. In the late 1950s and early 1960s, grinding capacity was again expanded to the present 60,000 TPD. This time the then 20 year old crushing plant was obliged to meet a 20% increase in production demand with no additional equipment. The ore, principally a medium hard monzonite porphyry, is dumped from 40 yard rail cars into an ore pocket over the primary crusher at a rate of approximately one car per minute. The primary crushing flowsheet, Figure 1, has remained essentially unchanged over the years. Equipment consists of a 40 by 16 foot grizzly set on a 40° incline and having 6" openings, a 60" gyratory crusher nomin¬ally set at 62" + 1" on the closed side and two 72" by 38' panfeeders which load crushed ore and grizzly undersize at a rate of 4,000 tons per hour onto a twin 54" belt conveyor system for delivery to the coarse ore bin. Ore is distributed across the bin by two single side discharge tripper cars. Bin capacity is extremely limited at 23,000 tons of which only 12,000 is available or "live".

On-line analyzers have made possible the use of Fuzzy Logic Control (FLC) for local control applications in coal preparation plants. This includes FLC control of complete circuits such as heavy media vessels, cyclones and froth flotation. These circuits can be controlled in real time in a feedback control loop with an on-line analyzer. Control strategies can be readily developed using Statistical Process Control (SPC) techniques which are first applied off-line in manual mode through the use of control charts and then this process is brought on-line using FLC in conjunction with an on-line analyzer to fully automate the circuit. This paper outlines the types of control strategies employed and presents examples of automatic verses manual control.

An intelligent supervisor using expert system tools and applied to a crushing plant has been developed with a structure based on a model of a human operator. It consists of a knowledge base containing a qualitative model of the process and a rules base with the heuristic logic used by an operator when supervising a plant. The simulation results obtained show the potential of this type of system to supervise the automatic operation of a plant. There has been very significant development in artificial intelligence over the last two decades. Within this development, two approaches can be distinguished, (Winston, 1984). The "model approach," in which the main objective is to understand and model the be¬havior of living systems. The second approach is the "engineering approach." Here, systems capable of performing tasks usually requiring human intelligence are created. As part of this latter approach, knowledge engineering and its main achievement, expert systems, have been developed. Expert systems arose from the need to incorporate the abilities of a human expert in solving realistic problems in which the conventional approach has great difficulties. The first successful applications of expert systems were in medical diagnosis, geophysics, and fault detection. However, since 1971, when Fu (1971; defined intelligent control as the inter action of artificial intelligence and automatic control, some significant developments in the use of artificial intelligence tools for process control have been achieved (Astrom, 1986; Pinto 1988; Fahrenkrog, 1988; and Porter 1987). The modern control theory has made important advances. And, although successful in some applications, it has failed to cope with the practicalities of many industrial processes. As a result, the automatic operation of a plant has been confined to a small region around a normal operating point and to periods without any great disturbance. One of the main reasons for this is the lack of accurate and structured knowledge of the processes involved. Despite this, operators applying their knowledge, experience, and a little intuition, often obtain good results controlling the plant in such situations. Considering the above, the next obvious step is to include similar reasoning capacities in a computational system. The development of such an expert supervisory system prototype applied to a mineral crushing plant is presented. "INTRODUCTIONThe South Napa Earthquake of 2014 caused ground motion at numerous reinforced concrete-lined (shotcrete-lined) winery tunnels in Napa County and Sonoma County, California. The occurrence of seismic ground motion at these tunnel complexes, known as wine caves, presented an opportunity to reevaluate seismic performance of reinforced concrete and reinforced shotcrete lined tunnels. The authors of this paper updated the most recent comprehensive compilation and evaluation of case studies by Power and others (1998), which correlates peak ground acceleration (PGA) at tunnel sites to damage. For this update, the authors evaluated the seismic performance of 31 wine caves near the South Napa Earthquake epicenter; including some of the 90 wine caves they designed since 1991, some caves designed by others, and additional caves constructed by contractors that they frequently work with. Tunnel designers can use the new data presented in this paper to help evaluate the usefulness of detailed seismic design analyses. THE SOUTH NAPA EARTHQUAKE The South Napa Earthquake occurred at 3:20 AM Pacific Daylight Time on August 24, 2014. Figure 1 shows the approximate location of the epicenter, the measured/estimated PGA contours, and the location of wineries with wine caves added to the database where the PGA was at least 0.2 g. The epicenter was along the West Napa fault, about 5 miles south-southwest of downtown Napa, California. The earthquake moment magnitude was 6.0, and measured/estimated PGAs were up to about 0.7 g. The duration of strong shaking was about 10 seconds. This earthquake was characterized by right lateral strike-slip fault movement, ground surface rupture, and after slip at the ruptures. Increased surface water flows were observed at seven creeks after the earthquake. Groundwater level rises of up to 5 feet were observed in Sonoma County wells after the earthquake. The earthquake was the largest seismic event in the San Francisco Bay Area, which includes Napa and Sonoma Counties, since the 1989 Loma Prieta Earthquake. The Napa event caused an estimated $400 million in damage. This damage included moderate to extensive structural damage to older commercial buildings and to some newer buildings in downtown Napa. This damage resulted from ground motions, subsequent fires, and failed underground utility systems."

In January 2001, French and Italian governments signed an agreement for the construction of a new Lyon-Turin railway line. This project includes a tunnel of 53.1 km length and a maximum of 2500 m overburden to be designed for a reference speed of220 km/h. The tunnel crosses major part of the West Alpine geological formations, which are very complex and contrasted in terms of the nature of rocks and the mechanical and hydrogeological conditions. In addition to the twin single-track tubes, numerous intermediary shafts, security station and intervention sites and cross passages should be built to respond to the security, operational and construction requirements. This paper describes the results of the preliminary engineering design and multiple challenges of this very long and deep railway tunnel.

Derjaguin and Dukhin [1] were the first to develop a first-principle flotation model by considering the role of surface forces in bubble-particle interactions. According to the model, the ζ-potentials of particles constitute the energy barriers, E12, for particle (1)-bubble (2) interactions, which corroborates well with the observation that flotation recoveries reach maxima under conditions of zero-zeta potentials. In the present work, a series of surface force measurements were conducted for the quartz-dodecylamine hydrochloride (DAH) flotation system, for which detailed studies had been conducted by D.W. Fuerstenau [2], including the measurements of zeta-potentials, contact angles and collector adsorption as a function of pH.
