South Africa (SA), a country in which all three commercially important asbestos minerals have been mined and milled, has retained proven cases of mesothelioma linked with environmental exposure to asbestos. This study illustrates the importance of fiber type in the occurrence of environmental mesothelioma. Four studies have reviewed the source of occupational or environmental asbestos exposure in 504 histologically proven cases of mesothelioma in South Africa. One hundred and eighteen cases (23%) were thought to be related to environmental exposure to asbestos. In the vast majority of these cases, exposure was linked to crocidolite mining activities in the Northern Cape Province. Two cases were thought to have occurred in relation to amosite and Transvaal crocidolite exposure in the Limpopo Province. In the balance of cases there was some uncertainty. No cases were reported with exposure to South African chrysotile. Consequently, in the vast majority of cases of mesothelioma, environmental exposure to asbestos occurred in the Northern Cape Province, in proximity to mines, mills and dumps where crocidolite was processed. Crocidolite appears to be far more mesotheliomagenic than amosite, and chrysotile has not been implicated in the disease. Exposure to respirable crystalline silica (RCS) remains a serious health hazard to the US mining workforce who are potentially exposed as various ore bodies are drilled, blasted, hauled by truck, crushed, screened, and transported to their destinations. The current Mine Safety and Health Administration (MSHA) permissible exposure limit (PEL) for RCS remains at approximately 100 μg/m3 , but it is noteworthy that the Occupational Safety and Health Administration (OSHA) has lowered its PEL to 50 μg/ m3 (with enforcement dates staggered through 2022 for various sectors), and the National Institute for Occupational Safety and Health (NIOSH) has held a 50 μg/m3 recommended standard since 1976. To examine a method for reducing RCS exposure using a NIOSH-developed video exposure monitoring (VEM) technology (referred to as Helmet-CAM), video and respirable dust concentration data were collected on eighty miners across seven unique mining sites. The data was then collated and partitioned using a thresholding scheme to determine exposures that were in excess of ten times the mean exposure for that worker. Focusing on these short duration, high magnitude exposures can provide insight to implement controls and interventions that can dramatically lower the employee’s overall average exposure. In 19 of the 80 cases analyzed, it was found that exposure could be significantly lowered by 20% or more by reducing exposures that occur during just 10 min of work per 8-hour shift. This approach provides a method to quickly analyze and determine which activities are creating the greatest health concerns. In most cases, once identified, focused control technologies or behavioral modifications can be applied to those tasks.

Construction of two shafts, as well as associated deep concrete structures, for a major storm sewer project in Milwaukee, Wisconsin required ground water control and temporary ground support to depths ranging from 19.2m to 55.0m. Lowering of the site ground water table eras not possible because of potential consequences for existing nearby structures. Construction entailed completion of two shaft collars into bedrock. In addition to the shafts, several adjacent connected. structures were completed. Ground freezing was selected to provide temporary ground support and ground water control for all excavations. The first application of using reinforced frozen earth was successfully incorporated on the project. The procedure enabled the contractor to create openings in excess of 9.1m in height, without bracing, through highly stressed frozen earth walls. Design features and construction procedures for completion of ground freezing and related excavation are reported.

Many of you are familiar with the Washington Metro Project. However, inasmuch as some may not be, and others may want to refresh their memories regarding certain facets of the project, I will cite a few summary details about the rail transit system we are constructing. That summary will also give each of us a common point for departure as I develop the principal thoughts that I want to leave with you. The Washington Metropolitan Area Transit Authority (WMATA) is an interstate agency established by Compact between the District of Columbia, Maryland and Virginia and approved by the United States Congress. Currently, the Authority has approval to build and operate a 101-mile (162.5 km) regional rapid rail transit system as shown on Appendix A. Of that total, 38 miles (61.2 km) will be in D. C., 32 miles (51.5 km) in Maryland and 30 miles (48.3 km) in Virginia. (Mileage figures, because of rounding error, do not add to 101 miles.) Referring again to the 101-mile total, 48 miles (77.2 km) will be underground, 42 miles (67.6 km) on the surface and 10 miles (16.1 km) on aerial structures. Of the 48 miles (77.2 km) that are underground, 15 miles (24.1 km) are rock tunnel, 14 miles (22.5 km) are earth tunnel, 0.5 miles (0.8 km) 9.s sunken tube and 19 miles (30.6 inn) are cut-and-cover construction. The system will include 86 stations, with 51 of them underground. Referring again to the full 86 stations, 43 will be in D. C., 23 in Maryland and 20 in Virginia. We currently have 37 miles (59.5 km) of line and 41 stations in operations as shown on Appendix B. The initial step in the pelletizing of iron ores is the production of green balls. The importance of this step cannot be overemphasized as the physical quality of the green balls has a very significant effect on the subsequent induration process, regardless of the type of the indurating equipment employed. The ability of the green balls to withstand the rigors of handling, distribution, compaction and drying will have an effect on the degree of success of any pelletizing operation. Many factors affect the physical quality of the green balls including the prior processing of the iron ore, the characteristics of the balling feed and the type and quality of the binder used (if any). When working on the development of a new project or studying an existing operation, it is often desirable to determine what effect variations in these factors will have on green ball quality. It is generally impractical to make these determinations on a commercial, or even pilot plant scale, especially when the number of variables to be studied is large. Because of this, many organizations have developed batch techniques for producing green balls to enable them to perform such investigations with a minimum of time and expense. The batch balling method is at best, only an approximation of commercial balling systems. Many practitioners employ the use of pre-formed seed pellets to initiate a batch run. Thus, the growth mechanism encountered in any experiment is essentially snowballing. Unless an instability is introduced into a balling test (such as an excessive initial feed rate or an unusual feed material characteristic) the growth mechanism of coalescence is not present to a significant extent nor is it desirable. In a continuous operation, both mechanisms are present and necessary to sustaining the system. The batch balling technique thus produces pellets in an idealized manner and cannot be used to directly predict commercial green ball qualities. A general relationship does exist however, and the procedure is fairly sensitive to variations in test parameters. Although many refinements to this technique have been introduced over the years, batch balling is still essentially an art and subject to "operator effect". Therefore, to assure consistant and reliable results, skilled technicians who carefully adhere to established practice must be utilized.

High-production methods like longwall mining with hydraulic powered supports are necessary to increase underground coal production in India. Longwall mining had a mixed success record for Indian geo-mining conditions. In this paper, an analysis is presented to optimally design an array of chain pillars in multi-seam longwall mining panels in the deepest coal mine in India. The study found that a chain pillar of 80-m width and 195-m length is necessary for long-term stability without any reinforcement. It was also observed that an optimum chain pillar can be designed by providing suitable side reinforcement (side bolting) which will reduce the chain pillar dimensions to 55-m width and 160-m length. Optimum design of chain pillars will reduce the coal locked up in these chain pillars by ~ 77%. This will also reduce the gestation period of longwall mining panel development. This paper also evaluates the maximum tensile subsidence strain induced at the surface and finds that the values are within the safe working limit of 3 mm/m. Thus, this paper finds direct application in the design of future multi-seam retreating longwall mining panels in Indian geo-mining conditions.

The Lower Cretaceous McMurray Formation in northern Alberta contains bituminous sands interbedded with other sediments which form the reject encountered during mining operations. Grade prediction is based on a combination of geological interpretation, computer modelling and past mining experience. In addition to estimates for ore, an accurate estimate of "waste" or "reject," are required for Mine Planning. This study investigates the ability of point-kriging using geostatistics, to augment the existing data base of drill-holes in a study area on Syncrude's leases. This approach enables the assessment of potential "worst" case - "best" case scenarios within the context of Mine Planning.

INTRODUCTION Run-of-mine (ROM) coal generally falls into two major groups: that from underground mining (continuous mining machines) and that from strip mining. Continuous miners produce a finer product and strip mining a coarser product that is crushed to produce the desired size. Further size reduction depends on the proposed use or uses for the coal. For example, for pulverized coal power plants as a rough general rule, the coal is ground or pulverized to 80% less than 200 mesh (0.075 mm) before it is blown into the boiler furnace as a coal-air suspension. For solvent-refined coal processes, the desired size is about <30 mesh (< 0.60 mm); in fluidized bed uses, the coal is typically < 8, in. (< 1.6 mm); for Lurgi pressure gasifiers, the desired size is 1 to 2% in. (25 to 63 mm). Coal preparation plants typically work with a coarse size fraction of 6X 1/14 in. (150X32 mm). The past decades has shown a steady increase in the tonnage of coal cleaned, 1 but it seems probable that the next decades will produce much wider applica- tion of deep coal cleaning before use and that the stages of crushing and pulverization from ROM coal to end use will be integrated with coal cleaning processes. Since different cleaning processes work better with different ranges of coal size and the degree of cleaning possible is intimately connected with the size of coal, a systems design engineer will need as much information as possible concerning the size distributions produced by different types of machines and how these can be modified by different ways of operating the machines. In general, the following questions will be of concern: 1.What type of crusher or grinder is best, or most satisfactory, for reducing a given feed size and type of coal to a desired product size? Frequently, the desired product is smaller than some nominal size, but with as few fines as possible, or the fraction in some size range has to be as high as possible. 2. How big does the machine have to be for a given throughput rate? 3. How much electrical energy (or its equivalent) is required per ton of product? 4. How does the size distribution vary with change in throughput rate, and is a control scheme necessary or desirable? 5. Can the size distribution be readily varied if desired? 6. What is the optimum way to operate a machine in a given system? This section will emphasize certain general principles which guide us in answering these questions. The extraction of gold from chloride solutions by ion exchange is examined. It is shown that at initial gold concentrations between 1 - 5 ppm, 20 g/l C1- and pH 5, the kinetics of loading on weak base resins are slightly slower than those observed with activated charcoal. Equilibrium loading of auric chloride varies considerably as a function of pH from one resin to another. For all of the resins studied, nearly complete gold extraction was achieved between pH 2 and pH 6.5. Sodium hypochlorite was found to exhibit a slight effect on the equilibrium loading of gold chloride.

Mining systems with greater than a 20-foot face advance (deep cut) have become popular due to their increased productivity and safety. The face dust collection system used in many of the mines employing the deep cut systems, incorporates a machine mounted dust collector with either a blowing or exhausting line brattice and a remote control operated continuous miner. In order to characterize and quantify the parameters used to control dust with these systems, the Dust Division conducted studies on four mining sections using continuous miners with deep cut mining systems. On each section, the dust control system incorporated line brattice with a machine mounted dust collector. The remote control made it possible for the continuous mining machine to advance further while permitting the operator to remain under supported roof and away from dust generated during mining. The purpose of these studies was to evaluate the effectiveness of deep cut mining systems using dust collectors to control respirable dust exposure. This paper summarizes the results of the studies conducted. At each mine face workers were sampled to determine their full-shift dust exposure. Additionally, fixed point dust samples were collected at various locations to determine relative concentrations of dust generated from mining. Air quantities were measured at each working place to determine the amount of air delivered to the face area. Evaluations were made by comparing worker exposures to respirable dust samples taken at appropriate locations upstream and downstream of the coal faced being mined. An estimate of the amount of the respirable dust being generated at the face during mining and the amount of respirable dust being removed by the dust collectors was made by balancing the air quantities and the dust concentrations immediately upstream and downstream of the coal face. Results of the studies showed that the dust control systems, were effective for controlling workers exposure to respirable dust. Dust collector efficiencies were determined to be approximately 85 percent. While the dust collectors were effective in removing respirable dust, the success of the systems with line brattice greater than twenty feet from the face, was dependent on the use of the remote control which permitted the continuous miner operator to remain out of the high concentration dust cloud in the working face. Dilution from intake air, combined with the dust collector efficiency, maintained exposure of other section workers below applicable standards.

Compania Minera Disputada de las Condes (CMD), an Exxon Affiliate stewarded by Exxon Coal and Minerals Company, operates two&apos; copper mines and concentrators in Chile. Pilot plant studies were initiated in 1984 using a 0.46 meter and a 0.91 meter diameter column for the cleaning of copper concentrate. This eventually resulted in the design and operation of a rectangular column with an area of 6.8 m2, increasing the final copper concentrate grade from about 30% to almost 32&apos;1. Cu without any loss in copper recovery. Evaluation studies of a commercial bubble generator as against the previously used filter cloth air sparger are now in progress.

This summary of international mineral exploration activities for 2006 draws upon avail-able information from literature, industry and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analysis of the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review. They include budgetary statistics provided by Metals Economics Group (MEG) of Halifax, Nova Scotia, and information on regional and site-specific exploration activities that took place in 2006 compiled by the USGS.

J.B. Gwiazda&apos;s article deals with an interesting problem that has not been studied thoroughly up to now. Gwiazda has proposed a technical solution that eliminates horizontal load imposed by the supports on the roof. That load is due to a discrepancy between the trajectories of the canopy and the overlying strata. It is true that the improved lemniscate guidance system proposed by Gwiazda could eliminate the horizontal load but, on the other hand, it would represent a higher cost of the supports, and it would complicate the already complicated mechanism of powered supports. That is why we must be convinced that the proposed improvement is actually needed. From that point of view, the following questions should be elucidated. As shown in Fig. 1, the point O travels along the curve a, which produces horizontal load on the roof in the direction of the coal face. As stated by Gwiazda, "such a high load is capable of destroying the roof above the support, causing rock debris to be scattered around the face." The results of our measurements carried out in coal mines of the Czechoslovak part of the Upper Silesian Coal Basin show that the convergence in the modern type of powered supports does not exceed several millimeters (not more than 10) per hour. Similar conclusions were drawn from field measurements performed in the Polish part of the Upper Silesian Coal Basin (see S. Romanowicz and H. Szopka in Proceedings, Scientific and Technical Symposium Simmex &apos;85, Katowice, Poland, pp. 73 -83). The small vertical closure of the supports also induces a small horizontal displacement of the canopy. In addition to this, the transmission of forces between the roof and the canopy is influenced by the layer of debris on it, i.e., the canopy slides without imposing a greater horizontal load on the roof. This was deduced from field measurements of Voest-Alpine F 4/4600 powered supports equipped with rams instead of the common front lemniscate links (denoted as 1 in Fig. 5). In these supports, the pressurizing of the space of piston rod (la in Fig. 5) causes the rams to close, which induces horizontal load on the roof in a direction toward the coal face. After the setting of a support unit, the pressure in the piston rod space was found to drop, frequently to zero, because the small horizontal sliding between the canopy and the debris or inside the debris caused the horizontal reaction from the roof to fall to zero, although the debris were pressurized by vertical setting load. As a consequence, there was no horizontal load imposed by the canopy on the roof. A rise of the horizontal load was recorded only after the passage of the shearer and during lowering of the adjacent units. Thorough information on the results of the afore- mentioned field measurement is given in the paper, "Analysis of the performance of shield powered supports installed in a thick seam," published in Mechanizacja i automatyzacja gornictwa, 1982, No. 12, pp. 38-46. An English translation of the paper is available from the author. We have deduced from our observations that horizontal load imposed by the canopy on the roof in the direction toward the coal face is useful for roof control because it limits the displacement of the immediate roof toward the gob particularly during the rise working. We came to the conclusion that horizontal load on the roof toward the coal face should be induced on purpose. Could Mr. Gwiazda prove with the results of field measurements his contrary opinion? Has the small horizontal displacement of the canopy toward the face actually had an adverse effect on the roof? As shown in Fig. 2, during the setting of a support unit, the canopy imposes a horizontal load on the roof in the direction of the gob. In this case, I share Gwiazda&apos;s opinion that the horizontal load could have an adverse effect on the roof. Nevertheless, two important circumstances were neglected - the horizontal compliance of the supports and the interaction of adjacent units. The question of the compliance was analyzed precisely by I. Krumnacker in Gluckauf -Forschungshefle, 1984, NO. 5, pp. 219-223. Coal mine drainage, which occurs predominantly as acid mine drainage in the East, is a serious contaminant of surface and groundwater systems (Appalachian Regional Commission, 1969). Treatment of this pollutant can be very costly and is often difficult to achieve (Appalachian Regional Commission, 1969). A major source of coal mine drainage in surface waters is polluted ground- water discharge, therefore treatment of surface water does little to combat groundwater contamination. Prevention of the formation of coal mine drainage and restricting its entrance into the groundwater protects both surface and groundwater systems. The formation of acid mine drainage may be inhibited by preventing contact between toxic spoil, air, and water (Grim and Hill, 1974). This may be accomplished by surrounding toxic spoil with a relatively impermeable barrier, thus restricting groundwater and oxygen flow through the toxic zone. Toxic spoil packages constructed in this manner would minimize the entrance of acid mine drainage into the groundwater system, allowing dilution by uncontaminated water to occur. If successful, concentrations of coal mine drainage would be reduced below toxic levels.

PolyMet Mining is developing the NorthMet property near Duluth, Minnesota. Laboratory investigations had led to the development of the PLATSOL process to dissolve in one step the base metals (copper and nickel) as well as the gold and PGM’s. To complete the pre-feasibility study, a fully integrated ten-day pilot plant trial was undertaken, comprising of: high temperature (>220ºC) pressure oxidation in the presence of 5-10 g/L chloride (the PLATSOL process), followed by solid/liquid separation, gold plus PGM’s recovery from solution, conventional Cu SX/EW and recycling of the copper raffinate to the autoclave. The concentrate tested was a NorthMet bulk flotation concentrate assaying 14.7% Cu, 3.05% Ni, 0.14% Co, 26.7% S, 1.4 g/t Au, 2.2 g/t Pt and 9.9 g/t Pd. Laboratory results were fully confirmed and with minor adjustments of the laboratory PLATSOL® conditions, the following leach extractions were obtained during the pilot plant trial: Cu 99.6%, Ni 98.9%, Co 96%, Pd 94.6%, Pt 96% and Au 89.4%.

Dewatering aids are chemicals which enhance the efficiency of mechanical dewatering equipment such as vacuum disc filters and centrifugal dryers. A new dewatering aid has been developed which significantly lowers the moisture content of the mineral concentrate and causes none of the undesirable side effects normally associated with dewatering aids. Highlights of product development from laboratory screening through field testing will be discussed.

"Located in the northeast corner of Zacatecas State, Mexico, the Peñasquito operation is comprised of the Peñasco and Chile Colorado (Brecha Azul) deposits. Openpit mining (prestripping) began in 2010 and full production commenced during 2011. The openpit mines feed both a sulfide concentrator (mill) and a heap leach pad. The project is owned by Goldcorp Inc. Peñasquito is a poly metallic deposit with Au, Ag, Zn and Pb being recovered as payable metals.As a consequence of lower grade ores expected with advancing mine life, Peñasquito is facing a declining metal production profile. To maximize returns and asset value, plant modifications, including the addition of a carbon prefloat circuit and a pyrite leach circuit to improve recovery, are currently being undertaken. This carbon prefloat circuit will enable the recovery of precious and base metals from carbonaceous sediments. This material is currently being stockpiled. With the associated increase in complexity in the process circuit, the requirement of the ore control system to accurately predict ore feed characteristics is critical to maximizing metal recovery at the Peñasquito operation. The addition of the carbon prefloat circuit was also a key driver in allowing the Chile Colorado openpit to be developed.These conditions alongside Goldcorp’s drive to increase profitability and maximize net asset value has created challenges. These challenges are numerous and multifaceted. However, the ability to accurately route materials from the ore control system is critical to site success, and some of these challenges have been overcome by the adoption and implementation of a new ore control (OC) technology. Examples of these technological innovations in the ore control program are discussed in this article and include improvements in geomodeling, material routing and reconciliation. Successful implementation of these elements has led to significant improvements in selectivity, performance and data management, while reducing the variance between planning and execution, thus helping to drive overall improvement across the operation."

The iron ore industry might justifiably claim to have originated the science of geophysical prospecting. Their use of geophysical methods was probably the first application of these scientific techniques to the search for economic materials although the exact origin is undoubtedly lost in the unrecorded observations of. some prospector experimenting with compasses or bits of lodestone. Since 1879 when Thalen published "On the Examination of Iron Ore Deposits by Magnetic Measurements" these methods have been a standard supplement to other prospecting techniques. However, many of the great ore bodies of the Precambrian iron ranges were not particularly suitable for geophysical work. The ores were oxidized and enriched through leaching of silica so that they were nearly non-magnetic and other physical properties which distinguished them from the wall rocks were largely destroyed. With the gradual exhaustion of these high grade direct shipping ores, and ores that could be beneficiated by simple means, the iron ore industry turned initially toward the importation of similar high grade foreign ores. At the same time, new processes for concentrating lower grade materials were being developed and older ones improved upon. These concentrates&apos; when pelletized produced such important savings in blast furnace hot metal costs that they now command a premium in the iron ore market and have weakened the competitive position of the remaining high grade ores. The ore bodies now being sought are usually unoxidized and frequently they are also metamorphosed.

To evaluate the potential for process solutions to contaminate groundwater outside of the area of the Oxide Pit, it is necessary to predict the ultimate maximum pit lake elevation once pit-related mining activities have ceased. A water balance model was developed based on the existing pit geometry, the groundwater flow equation, and assumed hydrologic input parameters. The model assumed that at any point in time, total inflow into the system (i.e., direct precipitation, surface water and groundwater) minus outflow from the system (evaporation from the lake surface) was equal to the change in the pit water volume. The pit lake depth over time was predicted by assuming a succession of steady- state water balance conditions over short time increments. An analytical method using a spreadsheet and computer model was employed in this study to model the filling of the lake in the Oxide Pit. A sensitivity analysis was performed to evaluate uncertainty associated with the input parameters in the model. The sensitivity analysis indicated that the model was most sensitive to values of precipitation and evaporation and to the static water table.

In many ways a government could be regarded as a macro business enterprise. Its shareholders are its peoples, the productivity of the nation depends on them, and, indeed, the profits or losses of a nation&apos;s balance sheet can be linked to the surplus or deficit in its balance of payments. International loans need to be repaid, and in most developing nations the noose is tied so tightly that one wonders if such debts will ever be repaid. In their endeavour to meet such obligations, their currencies may be devalued [sometimes in frightening proportions], in the hope of boosting the export potential. However, this is a vicious circle, since exports will not be achievable unless sufficient technical expertise and infrastructure exist to address the opportunities which may have been created through devaluation. Many of the poorer countries have exportable resources of minerals, which are supplied on the international market. This may be the good news, but, unhappily, steps were seldom taken to enhance the value of the mineral products through further beneficiation and the production of high-value sophisticated products. That is where the vicious circle comes in: inadequate infrastructure is created, competent and well-trained manpower is not generated, and the result has inevitably been that the GDP slips backwards, and the nation becomes progressively impoverished. To exacerbate the problem, it is unfortunate that the more impoverished a nation becomes, the greater is its birthrate, and hence the greater the need to create wealth at the very time that the nation is becoming poorer and poorer. Within this scenario, one may well reflect that this is exactly what nations on the African Continent are experiencing, namely exploding populations, although most of the poorest nations in the world are found on this continent. Yet they often possess a superior mineral production potential. Africa still suffers from what may be called the colonial influence, in that the developed world has regarded this continent as a source of raw materials to feed its own factories. The colonial powers gave only secondary attention to developing the nation&apos;s peoples and its infrastructure, such as railways, roads, harbours, and other services. These problems all naturally fall within the ambit of government interest, and it is therefore obvious that the state should play a dominant role in addressing them. The reasons for governmental involvement in mineral-related research and development differ considerably, depending on the state of industrial development of that country. Thus, in the highly industrialised world, government&apos;s interest will lie mostly in the fields of strategic minerals, which may not be economically exploitable. An example would be the exploitation of American low-grade chromites during the Second World War, or minerals which need to be imported from unfriendly or unreliable sources, such that disruption would not be in the national interest. Colonial powers like the United Kingdom and France established R&D facilities to assist, inter alia, in the exploitation of mineral resources in their colonies. The approach of developing countries would differ from that of the industrialised nations, in that their primary quest would be to promote, support and encourage the development of infrastructure, and the establishment of major industries in order to create and provide employment opportunities, as well as to support small operators who cannot afford to undertake their own research and development. On the debit side, it is a sad fact that, however good their intentions may be, underdeveloped countries are invariably unable to provide the requisite financial support to sustain their own research-and-development laboratories. In a high-tech world, the cost of sophisticated equipment is steep and cannot be afforded. Again, the proverbial vicious circle comes into play. The competent researchers find themselves without rewarding employment and would therefore shun such institutions. Recent trends in the developed world have been to privatise research-and-development institutions, the argument being that they should draw closer to the industry they serve, and that the provision of taxpayers&apos; money for strategic purposes is no longer as important as it may have been once. Complete state withdrawal has had its negative effect in that long-range, high-calibre research has tended to be replaced by short-term problem-solving projects. Industries engaged in the minerals business differ somewhat from major ones, like motor, computer or pharmaceutical industries, which are large enough to support their own internal research and development, and whose work is highly confidential, so that any leakage could have disastrous consequences. Furthermore, private companies are answerable to their shareholders and costly long-range, &apos;blue-sky&apos; research would be difficult to justify. Since mineral research has become of lesser importance in the sophisticated First World, this trend has persisted. On the positive side, R&D institutions which are totally financed by government, suffer because they tend to forget the reason for their existence. They have often become a form of auxiliary to an academic institution where higher degrees are collected by scientific boffins who, in their quest for academic excellence, tend to disregard the benefits that industry may ultimately gain from this research endeavour. The trend in recent years - and South Africa is no exception - has been for the state to progressively reduce its subsidy, whilst at the same time encouraging research organisations [for their ongoing survival] to interact closely with industry, and to conduct work directly for them on a contract basis. Organisations such as CSIRO in Australia, CANMET in Canada, the USBM in the United States and Mintek in South Africa all generate income from the private sector.
