The Environmental Protection Agency (EPA) is in the early stages of developing a national mining waste program. Our goal is to develop a mining waste program that will be state implemented, multimedia in nature, flexible, utilize and enhance existing state programs, and protect the environment. The Agency appreciates the cooperation the mining industry is providing through its participation in the Policy Dialogue committee on Mining and by providing the Agency with technical data. The following is a discussion of what led to the development of a national mining waste program, the agenda initiative to evaluate Toxic Substances Control Act authority in phosphate manufacturing, and the important steps being taken through the Policy Dialogue process to frame and discuss issues. EXTRACTION AND BENEFICIATION OF ORES The Resource Conservation and Recovery Act of 1976 (RCRA) and subsequent amendments created a framework for the regulation of hazardous wastes under Subtitle C and nonhazardous waste under Subtitle D. In 1978, initial regulations were proposed for hazardous waste management units under RCRA. These identified a universe of special wastes that were large volume, low hazard and less amenable to Subtitle C control techniques. EPA noted that waste materials from the "extraction, beneficiation and processing of ores and minerals m fit these criteria. In October 1980, Section 3001 of RCRA was amended. This Bevill amendment excluded solid waste from the extraction, beneficiation and processing of ores and minerals from regulatory control under RCRA's hazardous waste Subtitle C. This was done pending a report to Congress and a regulatory determination regarding the Subtitle C status of these wastes. Thus in November 1980, EPA published an interim final amendment to the RCRA Subtitle C regulations to reflect the Bevill amendment. RCRA requires EPA to perform studies and make reports to Congress regarding the management methods and potential hazards of managing waste. RCRA also calls for a regulatory determination regarding whether Subtitle C (hazardous) or D (non- hazardous) controls are warranted for these wastes. In December 1985, EPA submitted a report to congress entitled, “Wastes from the Extraction and Beneficiation of Metallic Ores, Phosphate Rock, Asbestos, Overburden from Uranium Mining and Oil Shale." In that report, EPA found that some mining wastes exhibit hazardous characteristics, that the range of risk from mining waste is broad, and that waste management practices have caused environmental damage. In July 1986, EPA published a regulatory determination based on information gathered in the 1985 report to Congress and comments from interested parties. In the report, EPA concluded that RCRA Subtitle C regulation of extraction and beneficiation wastes was unwarranted because mining wastes tend to be disposed of in arid climates, waste volumes are high, and facilities and wastes are located in sparsely

DOUG HALBE: I've decided that we're going to change tactics here and we're going to be nice to people from now on. [Co-chair makes gesture of intense disbelief; laughter] I've also decided who's not going to be a co-chair next year. [laughter] We thought we'd get a couple of experts for our next presentation: some people with a lot of experience. We've asked them to tell us some of the things that all of you operators out there might be able to apply immediately to your plant. Our next two speakers have a tremendous amount of experience, and I think you'll find what they're going to say is highly pertinent to most plants. I looked through their paper and found some things that I could have used in the plants I operated in the past. Our first speaker is Terry McNulty. A lot of you know Terry. He was with Anaconda for a number of years as director of research. He then was president of Hazen Research. I'm going to continue with our new custom of saying nice things. Terry is the guy that I call when I don't know something, and he's always got the answer. SPEAKER: Who do you work for, Doug? [laughter] DOUG HALBE: Remember that we're being nice to people here, Joe. I know that's a stretch. [laughter] TERRY McNULTY: Thank you, Doug. I'm a little bit mystified by this sudden switch of tactics just before I get to the podium. Doug's been a good friend for a lot of years so I guess I do have to be nice. I won't say anything deprecatory about him, but I would have to comment that the observations made by earlier speakers have been far too generous. [laughter] During nine years of consulting as a mineral processor and extractive metallurgist, I have often conducted audits of the performance of client's plants. Usually these audits have been ordered by the plant management in hopes of identifying opportunities for improving processing efficiency or reducing costs. The capacity calculation of complex transportation systems involving variable activity times such as encountered in the mining industry are often worked out by means of simulation, which reconstructs waiting times and cycle times. The queuing theory, which mathematically calculates waiting times, has been used mainly to describe the, phenomena. This is due partly to the difficulties encountered in modelling complex systems and partly to the difficulty of reconciling the required time distribution laws with the real phenomena by means of the queuing theory. It is, however, obvious that formulas for capacity calculations would be preferable to simulation procedures because of their higher calculation speed, shorter and more flexible programs and shorter programming work. The calculation procedure presented in this paper is composed of some rather simple models, which are based on the queuing theory, and on some probabilistic and some deterministic considerations. The models are supported by observations, and to some extent by simulations. It has been attempted to find all the components of the cycle time and to include them in a comprehensive model. It is the intention to demonstrate that even quite complex mine transportation systems can be treated by means of the queuing theory with the advantages mentionned above and, without sacrificing the precision of the estimates. The speed of calculation of a wide range of parameter combinations is such that the procedure can be used extensively by a project engineer in the search for optimal modifications of the entire transportation system.

The engineering profession has traditionally devoted its efforts to understanding and modifying the Earth's environment in order to adapt it to man's needs. In appraising our overall performance, I would have to say it has been a mixed bag. In many areas, notably communications taken in the broadest sense, and development of creature comforts, we have done a good job. In others, we have failed, particularly in our assessment of the effect of our work on the environment. Our failures have been due in part to a lack of understanding or foresight, and in part to a disproportionate emphasis on lowest first cost. Now, with an increasingly large number of people living in a finite environment, there is an urgent need for reassessment. It is no longer possible to pursue a single objective without regard to its side effects. Our projects are too large, and there are too many of them. Environmental impacts must be taken into account in all important engineering decisions of the future. There are forces at work which will help to bring this about. Thinking people everywhere have realized that adverse alteration of our environment eventually affects every one of us. The majority of our citizens, who now live in cities, are beginning to appreciate the advantages of a good natural environment in a way which others who have been closer to the soil have appreciated for years. Our people have flocked to the cities because they wanted to be "where the action is." At the same time, there is a strong desire for what we have come to call the quality of life. Many coal combustion products (CCPs) have historically been unsuitable for placement as mine backfill because of their physical and geochemical properties and/or regulatory status. However, innovations in paste production and transport of CCPs utilizing the high, fine particle contents of these fine-grained waste materials and their water retention colloidal properties produce a non-segregating, self-cementing material that may be environmentally suitable for placement as mine backfill. Both industry and the regulatory agencies are enthused by the possible cost reductions, both in design and construction of disposal sites, and the reduced environmental impacts of CCP realized by implementation of this new use/disposal technology.

A new, world class dump leach, solvent extraction, electrowinning plant for the recovery of copper comes on line in Chile. CODELCO-Div. Chuquicamata has added a new facility to their operations located in northern Chile. The plant demonstrates many unusual features including: underground collection of leachate, high copper tenors, extensive use of plastics and special corrosion resistant alloys.

Lancaster Lime and Stone Corporation developed a quarry operation in 1971 and 1972 for the production of high calcium limestone and construction aggregates, or roadstone. The quarry operation is situated in southeastern Pennsylvania in the northern part of Lancaster County. The geology of the high calcium limestone deposit had a powerful influence on all aspects of planning this operation. My purpose is to trace the influence of geology throughout the planning and thereby point out the discipline that geology imposed on the planning, and indeed, continues to impose on the operation. Lancaster Lime and Stone Corporation is one of four wholly- owned subsidiary companies of Kurtz Materials Corporation. Kurtz Materials Corporation, through its operating subsidiaries, is a supplier of basic materials to the construction industry including crushed stone, ready mixed concrete, concrete masonry units and a wide range of precast and prestressed concrete products.

I wish to register strong disagreement with the choices of drilling sites chosen by the Continental Scientific Drilling Committee, while endorsing the stated objectives. Of special significance is the lack of any site involving the metals most needed today in the US, while 9 to 13 km of drilling are allocated to gold and silver districts and 11 to 17 km to base metal (mainly copper) districts. Why is nothing proposed for platinum group or chromite? Is this because the committee did not know of such a site? If so, I offer such a site in California (see Fig. 1). The mineralization shown in Table 1 occurs in a large peridotite body in western Tehama County, CA. Petrography has demonstrated unequivocal evidence of migrated PGE deposited in peridotite and chromite of hypabyssal nature. Active diapirism (due probably to serpentine buoyancy) above a reactivated mantle to surface conduit marks the position of the conduit. Young explosion breccia cemented loosely by volcanic glass and tuff demonstrates the significance of the conduit as the prime source of the various emissions. Deep drilling could result in major metals discoveries as well as shedding light on the grand questions of platinum group mineralization. What role water has played in this occurrence is not yet certain; but chlorine and asphaltite have been detected in and adjacent to native PGM, suggesting a major role for water. The explosion breccia suggests that this excellent site could overlie entrapped geothermal steam.

During the testing and design of the Gold Fields' Chimney Creek mine, it was found that a much higher carbon loading was possible with CIC (carbon-in-solution columns) than with CIP (carbon-in-pulp). In an effort to keep the carbon handling minimized, an emphasis was put on forcing gold to the CIC circuit rather than the CIP. After considerable study, it was found that a circuit with two thickeners and an interstage leach would force 90% of the gold to CIC. Computer modelling indicates that the benefits of the hybrid circuit include higher recovery, less carbon handling, fewer leach tanks, and lower reagent costs.

The effort involves the offering of a vertically integrated business package composed of the tin and antimony smelters along with the two principal tin mines of the country. Capitalization: Bolivia's Innovative Approach for Privatization, the Vinto Case provides a summary of hard-earned lessons. These experiences can be success- fully implemented in other nations committed to transforming their state natural resource sector.

Amax's Sleeper mine uses conventional cyanidation milling and heap leaching techniques to produce gold. Since milling operations commenced in March 1986, average ore processing rates have improved from the design rate of 455 t/d (500 stpd) to more than 720 t/d (795 stpd). Heap leaching was added to the process facilities in September 1986 at a design rate of 1.5 kt/d (1650 stpd) and current heap leaching rates exceed 2.7 kt/d (2950 stpd). Presented are descriptions of the Sleeper processing facilities with emphasis on the crushing and grinding circuits, a review of the selection of crushing and grinding equipment, and a summary of operating performance during the first 16 months of operations.

With the inauguration of the open pit operation in Bagdad, plans were formulated for a large scale leaching operation. Dump stockpiling was started almost immediately, but actual production was not initiated until the spring of 1961. Like all neophytes, we started something about which, on a commercial scale, we knew next to nothing, either dump preparation or leach procedure, and as a consequence, we are still paying the piper. True, we had been through an extensive laboratory pilot program, but it soon became apparent that there was considerably more to increasing solution volumes than simple multiplication. Had we initially possessed our present acumen, the Cyprus Bagdad plant could be operated more efficiently and at a better profit. During the past several years, the art of dump leaching of copper has improved in many ways, primarily because of the application of scientific principles gleaned from general mining practice. Rigid pH control and the use of atomic absorption techniques for rapid," accurate assaying have probably played a leading role in this respect, although we cannot overlook the other sophisticated electronic controls lending improvement to acid addition and pumping, better piping materials, and lastly, the more efficient use of our pregnant liquors. Thin too, the years of experience have given us a greater understanding of dump behavior in general; and, we can, to a greater extent, measure, predict, and avoid some of the idiosyncrasies inherent in every dump. However, it is my firm belief that we will still be confronted with unexplainable dump behavior as long as we are involved in leaching. We have found our dump to be a wonderful money bank, but one that is capable of yielding a wildly fluctuating profit.

FMC Gold's Paradise Peak Mine was one of the top two producers of mercury metal in North America in 1988 and 1989. As a by-product, elemental mercury is produced from cyanide soluble mercury minerals, primarily to reduce the health risks incurred with the refining of precious metal precipitate containing elemental mercury and mercury amalgams. A discussion of the design, primarily the Merrill-Crowe units, and permitting for the safe production of mercury will be presented. Additionally, laboratory testwork to determine the effect of mercury on reagent requirements in the Merrill-Crowe process will be discussed.

The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. Minnesota's mineral resources are widespread and diverse (Figure 1). In addition to the nation's largest iron and manganese reserves, the state contains sizeable vanadium, copper, and nickel resources. Recently it has been determined that the proterozoic unconformities in Minnesota have a favorable potential for uranium deposits. Finally, major potential exists in Minnesota's archean greenstone belts for gold, silver, and copper-zinc massive sulfides. Many of the state's mineral resources have been found in environmentally sensitive areas. This is not surprising since the natural forces associated with the formation of mineral deposits are often the same processes that create unusual landforms. For example, much of the state's copper-nickel is found within and adjoining the Boundary Waters Canoe Area (BWCA) and Lake Superior. The history of mineral development on the Mesabi Iron Range has also created culturally sensitive areas. Early iron mining development required the workers to live close to their jobs, and mine wastes were dumped as near the mine as possible. Few, if any, foresaw the time when taconite would be economic to mine. Therefore, it is not unusual to find valuable taconite resources located under towns and waste dumps on the Mesabi Iron Range.

The mine is a large open-pit copper mine located near Tucson, AZ. Mining operations involve shovels digging at relatively fixed locations and haul trucks moving the muck to a primary ore crusher, a primary waste crusher, and directly to waste dumps. The total investment in shovels and trucks is some $100 million. Fig. l is a schematic drawing of the operation. A static method of truck assignment is used; i.e., each driver is given one particular shovel to serve until reassigned by the dispatcher. A dynamic system is one where trucks are reassigned after each trip. The problem is to compute a near optimum assignment of trucks for efficient operation.

The Great Belt Link is a $3.5 billion fixed link across an 18 km (12 mile) wide body of water that separates the island of Zealand, on which Copenhagen is situated, and the main land mass of Denmark, Jutland, which is part of the European continent. The project consists of three main contracts. The first contract is an 8 km (5 mile) long, two-bore railway tunnel for the eastern half, the second contract is a 6.6 km (4 mile) combination railroad and highway bridge for the western half, and the third contract is a 6.7 km (4 mile) long high-level highway bridge for the eastern half. This paper will discuss the Eastern Railway Tunnel Project and the methods of construction that the joint venture consortium plans to use, along with its equipment selection. The ground conditions to be encountered begin with glacial tills, which are a mixture of clay, silt, sand, gravel, cobbles, and granitic boulders. The boulders can be up to 1-3 m (3-10 ft) in diameter. Underlying the till is a marl which is sometimes highly fractured with hydrostatic pressures of up to 8 bar. About 40% of the tunnel is in till and 40% in marl, with the remaining 20% being a mixed face of the two formations.

The Galena mine is located astride the Polaris fault in the Coeur d'Alene district of northern Idaho. The surface installations are about a mile up Lake Gulch, the mouth of which is about 2.4 km (1 112 miles) west of the old town of Wallace. The mine had its beginnings when the first claims were located in the early boom days of the district in the 1880s and when the first underground ore bodies were opened up in 1917. During the ensuing 14 years, ore was mined from which were recovered 5.4 Mkg (12 million lb) of lead and almost 14.2 Mg (112 million oz) of silver. Workings consisted principally of a vertical shaft from surface to the 800 level and an offset underground shaft to the 1600 level, together with extensive lateral openings. High-grade silver-copper ore was discovered near the Silver Standard fault in the Sunshine mine, a few miles to the west, on the 1700 level in 1930. By 1937, the Sunshine and adjacent mines were producing silver-copper ore on a regular basis. In 1943 additional ore of a similar type was found along the Chester fault, to the east of the principal Sunshine workings. The interest of American Smelting and Refining Co. (renamed ASARCO in 1975) was aroused and the company's geologists determined that the Galena mine, idle since 1931, provided a geological environment in which similar ore might be found. After negotiations were initiated with the owners of the property, Callahan Zinc-Lead Co., the property in question was deeded to Callahan's wholly owned subsidiary, Vulcan Silver-Lead.

California's Surface Mining and Reclamation Act (SMARA) was passed in 1975 to identify and protect mineral resources in areas of high land use conflict and ensure reclamation of mined lands. Under SMARA, aggregate resource availability is quantified and compared to forecasted demand in specific market regions. Fifteen regions studied thus far cover 51,800 km2 (20,000 sq miles) and contain 45 Gt (50 billion st) of high-quality aggregate resources that have been legally designated as "regionally significant," providing a measure of protection previously unavailable. SMARA reports and state testimony at local hearings have supplied objective information and helped reduce conflict in mine permitting decisions.

INTRODUCTION The Washington Metro is a 98 mile rapid transit system that will serve the District of Columbia, southern Maryland, and northern Virginia. The construction work herein described relates to Section B-1 of this system. The contract for this work was awarded by the Owner, The Washington Metropolitan Area Transit Authority, to a joint venture doing business under the name of Ball-Shea-Norair. The partners in this venture were Gordon H. Ball, Inc., Danville, California; J. F. Shea Company, Inc., Walnut Creek, California; and Norair Engineering Corporation, Washington, D. C. The bid price for the project was $33,741,524 with a contract duration of 910 calendar days. Notice to proceed was issued January 5, 1970. The present modified price for the work is $36,866,000 with completion anticipated in July 1974. (About 1,638 days elapsed time.) The work to be done consisted essentially of construction of 3,490 linear feet of cut-and-cover track with side platform, and 600 ft cut-and-cover arch shaped subway stations. Stations are located in Judiciary Square and Eighth & G Street, N. W., areas. Decking of excavation in street areas, maintenance of traffic and utilities, vent and fan shafts, underpinning of court buildings in Judiciary Square and the Smithsonian National Portrait Building, and an electrical substation were included in the contract. Stations were constructed of cast-in-place concrete.
