INTRODUCTION Some of the most famous and graphic environmental incidents have arisen from mineral extraction, including oil spills, the Reserve Mining asbestos tailings case, Kaiparowitts surface mining and coal combustion, and other environmental causes celebre. The remote location of much of the mining industry to some extent reduces the human health hazards from pollution, but often times the pristine locale in which mining is conducted provides a sharp contrast to the impacting industry. This prompts questions as to what the research literature says about the true costs and benefits of environmental compliance. We survey the state of this knowledge. Where possible, we discuss studies focused on mining and related industries, such as primary metals production. In many cases, how- ever, the studies pertain to the economy as a whole. For present purposes, the mining industry is defined as companies engaged in the production and refinement of minerals, including metals, fuels, and nonmetallics (e.g., phosphate, sand and gravel). There are several stages in mining, with environmental effects occuring at every stage. The exploration stage comprises the period from initial prospecting to the point where the deposit has been located and delineated in sufficient detail to permit development decisions to be made. Geophysical and geochemical surveys, diamond drilling programs, and exploratory stripping and excavation are activities that may be employed during this stage. Some forms of prospecting are relatively benign, al- though even airborne surveys and motor vehicles generate noise pollution. Roads and the passage of vehicles and equipment affect land surfaces and vegetation, and attract heavier backcountry use. Clearings, stream crossings, and borrow pits can lead to increased erosion and sedimentation of streams. Geological survey grids disrupt vegetation and appearance. Moreover, prospecting can involve the excavation and stripping of overburden, resulting in soil and vegetation disruption as well as in- creased sedimentation of streams and lakes. The effects of exploration are often temporary, and frequently less severe than for other activities. Nevertheless, exploration-related impacts vary with the intensity and type of exploration effort, and can be significant. During the development stage of mining, shafts are sunk, pits excavated, buildings erected, and transportation facilities established. Dust, noise, and other socioeconomic and environmental impacts are generated by the relatively large and sudden influx of people, equipment, and activity. Surface disturbance and solid waste are generated by development, and liquid wastes form when mines are dewatered. The extraction phase is associated with a variety of environmental impacts. These impacts may differ for surface and underground mines. In surface mining, surface disturbance is obviously a major consequence. Piles of overburden and waste accumulation mar land surfaces. For practical purposes, the terms "natural frequency," "resonance" and "critical speed" are synonymous. A part passing though its "critical" or "critical speed" may also be said to be "resonant" or "resonating." The vibrations of a precisely balanced part can be magnified by the structure in which it is assembled. Anyone who has driven an automobile knows that it will vibrate more at a certain speed than at others. According to the formula for centrifugal force, vibration should increase steadily with a rise in rpm. What happens instead is that the vibration not only in- creases with r m. but suddenly rises at a much higher rate through the critical speed, and then apparently smooths out as the rpm passes beyond it. To visualize what happens, consider a simple flat spring with a weight mounted at one end. When the spring is deflected by pulling down on the weight and then letting it go, the spring will oscillate, and the spring-and-weight system will vibrate at its natural frequency. If the timing or direction bf the impulses imparted to the spring did not coincide with its natural frequency, the result would be an irregular vibration that would not build up. If, on the other hand, the timing and direction of the impulses did coincide with the spring's natural frequency, the result would be a larger and larger amplitude. If the impulses were continued indefinitely, the amplitude of the spring's vibrations would go on rising [while its frequency stayed the same] until the spring broke or the amplitude of the vibrations reached an equilibrium [because frictional or other forces would tend to damp it]. Resonance magnifies the amplitude of vibrations in a relatively undamped system between 100 to 200 times over that of nonresonant vibrations. Frictional or viscous damping often reduces the magnification [from 10 to 20 times], but even with this reduction the amplitude would still be large enough to cause excessive wear, and sometimes even fractures. For example, a blower might show only 0.001 in. of vibration on the manufacturer's test stand. Installed, the blower could pass into its critical speed [the speed at which the frequency of the vibrations caused by the rotor coincides with the supporting structure's natural frequency], and the 0.001 in. of vibration could be resonated to 0.010 in., or as much as 0.020 in. The cure for such a condition would not be to lower the vibration of the blower by further balancing or better alignment but to separate the two frequencies by at least 20 to 30%.

Introduction Advances in drilling have reached a point where large diameter cores can be recovered from "tight," or weakly indurated placer gravels. In such ground, core drilling can provide more reliable data regarding tenor than can be obtained using churn drilling or similar classical techniques. It can also provide metallurgical and geological information that is not available from samples obtained through alternate methods. In 1985, Coastal Mining Co, a subsidiary of M. A. Hanna, and Western Gold Reserves began to review a Tertiary placer deposit owned by San Juan Gold at North Columbia, CA, about 14 km (9 miles) northeast of Grass Valley. The deposit is one of the largest remaining unmined portions of the formerly extensive early Tertiary ancestral Yuba river system. It has been known since the 1850s, has been the subject of much technical literature, and has been the object of at least four previous drilling programs. The eastern one-third of the 6 km (3.7 mile) stretch of the channel between North Columbia and Badger Hill was partially stripped by large scale hydraulic mining in the late 1870s and early 1880s. Mining ceased in 1884 when the Sawyer Decision prohibited further discharge of hydraulic tailings into the Sacramento and San Joaquin Rivers. By that time, about 30 to 45 m (100 to 150 ft) of relatively low grade upper gravels had been removed over some 81 hm2 (200 acres). About 90 to 105 m (300 to 350 ft) of higher grade middle and lower gravels were left at least partially stripped. In 1914, a few churn holes were drilled along a widely-spaced line. In 1938-1939, Selection Trust conducted an extensive drilling campaign to evaluate the deposit. Particular attention was directed toward the partially stripped eastern portion. In 1968, the US Geological Survey drilled three churn holes in the eastern part of the deposit. The US Bureau of Mines conducted experimental mining and drilling in the Badger Hill area. In the late 1970s, Placer Service Corp. acquired a lease on the deposit. Between 1979 and 1984, Placer Service drilled 28 large diameter BADE (a German-manufactured machine) drill holes on the eastern portion of the deposit. The surviving records from the widely-spaced 1914 drilling program are fragmentary and the reported grade not well substantiated. The 1968 holes were drilled for scientific purposes. Again, drilling details are not available. However, detailed records for both the churn drilling program and the BADE program were available and formed the basis for the initial evaluation of the property. Geology The geology of the auriferous Tertiary gravels of California have been described by Whitney (1880), Lingren (1911), and, more recently, Yeend (1974). In general, the Tertiary gravels in the North Columbia area occupy a broad channel cut into pre-Tertiary igneous and metamorphic rocks. The upper, or white gravel is overlain conformably by volcanic tuffs and volcaniclastic rocks. A middle gravel is characterized by the presence of silicified and carbonized wood. A lower blue gravel unit has relatively coarser cobbles and contains a higher proportion of igneous and metamorphic cobbles than the other units. The upper gravel consists of interbedded pebbly sand and silty, or clayey sands with prominent cross bedding. Most of the pebbles are well rounded and consist mostly of white vein quartz and quartzite. The upper unit is moderately well compacted. Exposures in the walls of the old hydraulic mine pits stand at 45° and 50° angles. The gold content of the unit is well below an economic cutoff. The middle gravel - included with the upper unit by Yeend (1974) - is coarser grained, with carbonized wood, and 75 to 100 mm (3 to 4 in.) cobbles of metased-imentary and metavolcanic rocks in a sandy matrix containing abundant lithic fragments. The upper contact appears to be conformable, but the lower portion of the unit appears in places to consist of reworked lower gravels. The unit contains less clay than the upper unit and is somewhat more friable than the underlying lower gravels. The gold content, while somewhat higher than the upper level, is too low to be of ore grade. The lower gravel averages between 30 to 45 m (100 to 150 ft)

Japan's coal reserves are estimated at 8,583 million tons (according to the materials on X World Energy Conference,. 1976). Japan is a long island country in the shape of an elongated cashew nut whose top is pointing to the north and its lower tip is pointing to the west. And her major coal fields are located in the two extreme far parts of Hokkaido in the north and Kyushu in the south. On the other hand, Japan's major industrial center are located in the central part of the country far from either coal-producing areas. This fact places coal a great geographical disadvantage in comparison with petroleum whose refining bases are concentrated on the coastal regions virtually next to major industrial centers.

Development of process control in the metallurgical industry over the past ten years has been highly influenced by technical advances centered on use of computers as well as on measurement and associated equipment. The discussion in this section reviews advances in computer technology, measurement devices, data input-output techniques, and their use in mineral processing for the objective of guiding application of process control principles. Advances in the next ten-year period through the 1980's can be foreseen in the cost and application of data handling facilities in the coincident fields of data processing equipment, interface and control devices, and computer programming systems. These will lead to greater acceptance in a widely expanding range of mineral processing fields. It can be predicted that process control methods now known to be effective will become more re- fined. Costs of on-stream analyzers for assays and particle data will be reduced. Continued innovation can be anticipated in measurement devices required for effecting control. Control techniques developed over the last decade in key process operations such as crushing, grinding, flotation, smelting, and hydrometallurgical processes are described in the following chapters. The general forms taken by computer process control are first outlined briefly.

Coal-fired power plants in the U. S. produce approximately 20 million metric tons of Hue-gas desulfurization sludge every year. The sludge mainly consists of calcium sulfite and calcium sulfate. This can be converted to synthetic gypsum, which in principle could be a marketable commodity. However, many Hue-gas scrubbers produce sludges that do not meet the quality requirements of the gypsum industry, and so their sludges must be landfilled as a waste. If a suitable method can be developed for removing certain objectionable impurities from the sludge, it will then be possible to market the material instead of landfilling it. A sludge from a natural-oxidation scrubber was characterized, and the main contaminant was found to be calcium carbonate from unreacted limestone. Based on the particle size and the characteristics of the material, froth flotation was considered as a method for purifying the material. Since no flotation studies have ever been carried out to separate calcium carbonate particles from calcium sulfite or calcium sulfate particles, it was first necessary to select a suitable collecting reagent. Based on Zeta-potential studies, the most suitable reagent was found to be an octadecylamine-octadecylguanidine complex. Results are presented for flotation of calcium carbonate from scrubber sludge using this reagent, in a reverse-flotation process. The best results were obtained when the sludge was first pre-cleaned using a water-only cyclone to remove unfloatable coarse limestone, followed by froth flotation to remove fine limestone.

INTRODUCTION The Transbay-Caltrain Downtown Extension (DTX) Project involves the construction of an approximately 1.5-mile rail line that will extend Caltrain commuter service and the future California High Speed Rail system into downtown San Francisco. The underground rail extension will be constructed by mined tunnel and cut-and-cover methods. Tunneling challenges include difficult ground conditions, low rock cover, the presence of historic buildings along the alignment, and the large tunnel span, ranging from approximately 50 to 65 feet. Three mined tunnel construction methods were evaluated: the Stacked Drift Method, the New Austrian Tunneling Method/Sequential Excavation Method (NATM/SEM), and Tunnel Boring Machines (TBM). This paper describes the challenges presented within the mined tunnel section, and summarizes the evaluation of tunneling methods that led to the selection of NATM/SEM. PROJECT OVERVIEW The existing Transbay Terminal opened in downtown San Francisco in 1939. This facility is antiquated, and does not meet current building seismic safety standards or the transportation needs of the Bay Area. For these reasons, San Francisco voters approved Proposition H in 1999, which proposed to construct a new or rebuilt regional transit center at the site of the existing terminal and extend Caltrain commuter rail ser-vice to the new transit center. The new transit center is the hub of the Transbay Transit Center (TTC) Program, which will greatly enhance regional transit service by providing connectivity for six Bay Area transit providers at one facility. In its, effort to combat waterlogging and coil salinity, the later and Soils Investigation Division of WAPDA (West Pakistan's Water and Power Development Authority) has carried out an extensive program of test drilling and water sampling, since 1954. Data collected during the past ten years have permitted the delineation of fresh and saline ground-water-zones in the Punjab Plain. Fresh ground water containing generally, less than 500 ppm (parts per million) of total dissolved solids is found in wide belts paralleling the major rivers and in other areas of fresh-water recharge. Locally, fresh ground water extends to depths of 1,500 feet and more. Saline ground water occurs downgradient from sources of recharge, particularly in the lower central parts of the interfluvial areas and, presumably, underlies most of the Punjab Plain. The ground waters of the Punjab are characterized by their evolution from calcium, magnesium bicarbonate waters, near sources of recharge, to waters containing a dominant proportion of sodium. The highly mineralized waters of the Punjab are generally of the sodium chloride type, whereas in Dera Ismail Khan District sodium sulfate waters predominate. The pattern of distribution of saline ground-water zones and the observed gradual increase in mineral content, downgradient from sources of recharge, can be explained best by a hypothesis stressing the processes of evaporation from the water table and solution of minerals within the alluvial aquifer.

Introduction Opencast surface mining requires blasthole drilling to achieve mine planning. No single method of mining is right for all conditions. Occasionally, mine planners introduce a project with little regard to drilling and blasting. These costs are usually a significant percentage of total mine overhead. One drilling and blasting method that can be used to reduce overall mine expense is inclined or angle hole drilling. But inclined-hole drilling will not cut costs unless a set of required circumstances is met. Several conditions of mine design indicate the use of angle drilling. Geotechnical problems must first be analyzed. Primary considerations are safety, fragmentation, production, and maintenance. Secondary considerations are, in some instances, reduction in amount of explosives, which lowers blasting costs; reduction of practical fragmentation beyond blasting pattern limits; and reductions in overall costs due to reduced volume of excavation. Future trends in blasthole drilling may include incorporation of drill equipment designed to allow rapid change from vertical to inclined drilling. This will allow the operator to adapt to changing hole requirements with minimal production loss. Another improvement may be the ability to chamber holes at any elevation throughout the hole depth. This will allow more charge to be placed at strategic locations to improve fragmentation. Merits of Drilling Inclined Holes Drilling is performed to create voids for explosives. It is done either to recover minerals or to excavate a volume of earth. The manner of mining or excavation can greatly affect the economics of the overall project. Many innovations and methods have been tried, but the most practical and economical is still drilling holes and using explosives to fragment the material. To break up the material, the practice has been to place charges within the mass. This is done by drilling holes of a specific diameter and depth into the material. The holes are of such magnitude as to develop sufficient energy to break or loosen this material, providing for easier removal. In general, more open or exposed faces must exist to aid material breakage when blasting. Inclined drilling can be advantageous in open-cut mining with highwall depths of at least 24 m (80 ft). A minimum of two faces are open in open-cut mining and the material can be thrown outward to cover pre-mined volume. This cuts cost by eliminating the need to remove or relocate a large portion of material. Sometimes the material is of such a mass that more energy per unit is required to loosen it than can easily be done by blasting vertically. Inclined holes allow a more uniform loading of drilled holes. The unit of energy is raised, so little or no secondary blasting is required. This usually comes about only if the main plan calls for drilling holes deeper than 24 m (80 ft). For shallow holes, spacing and burden can be made closer to allow sufficient energy to blast the toe. Decision-making in exploration deals with experience, knowledge, and sometimes faith, but very often financing and profit, mineral resource aspects, employment, and general political ambitions are parts of the scene. At one end of this spectrum, there is the prospector and his decision on the actual project. The exploration business now expands from its pioneering phase for the benefit of a single company to a wider spectrum which includes the benefit of the large mining consortium and a national development program. Its objectives are also to maintain employment and to favor long-term stability in a mining district or a mining company. The prospector then has new aspects and questions to consider such as, what to do in mining districts where there is a shortage of ore resources but there are still useful investments in mines, processing plants, etc. To analyze the exploration process, therefore, seems to be of great importance in a time of rapidly changing conditions. As in other areas of complex decision-making, for example, in the fields of investments, of production, and of the armed forces, computers most certainly have an important role to play in future exploration decision-making systems. However, we must first analyze our own business as closely as possible to find out what kind of information we need, i.e., why we recommend an exploration program as a good or a poor one. An important part of the debate about exploration is the case study. Case studies on exploration are few and most of those written are only about successful exploration programs. Where are the case studies of the failures and the not so successful programs? Every prospector knows that the majority of exploration projects fail. Consequently, the most important experience seems to be hidden in the failures.

Fine-sized mineral wastes discarded by ore milling plants require stabilization to prevent air and water pollution. Methods devised for achieving this stabilization include physical, chemical vegetative, and combination procedures. Although vegetative reclamation is preferred to physical and chemical stabilization, it is difficult to achieve because the wastes are sterile, contain deleterious inorganic salts, and lack the essential nutrients and physical characteristics required for sustaining vegetative growth. Nevertheless, recent research has developed methods for producing vegetative growth on all but excessively acidic, basic, or saline tailings at costs ranging from $100 to $650 per acre. This report summarizes effective procedures developed for vegetating average tailings, the cost differential between the various methods, and suggests procedures that may be applicable for achieving stabilization of pyrite-containing wastes that may oxidize and become excessively acidic. The use of buried layers of sewage sludge to prevent this acidification is discussed.

During the past decade, researchers at Virginia Polytechnic Institute and State University have worked to develop a novel flotation process for treating very fine particles. This process, which is now commonly known as [microbubble column flotation] (MCF), has been shown to be very effective in a number of applications related to fine coal processing. These applications include the retrofit of existing preparation plant circuits and the recovery of additional coal fines from refuse streams. In addition, work conducted under the sponsorship of the United States Department of Energy indicates that the MCF process is capable of producing superclean and ultraclean coals from many eastern U.S. coals. This paper describes some of the basic problems associated with fine particle flotation and the design and operational features of the MCF process used to minimize these problems. Also presented are the results of ongoing pilot- and field-testing programs.

The decision to accelerate development of Stillwater Mining’s East Boulder Mine was made in March of 1998. It required the completion of conceptual designs by July of 1998. This was accomplished through teamwork and close cooperation of mine personnel, engineering firms and vendors, all working toward the common goal of developing an efficient and workable design. Early in the project, representatives of Stillwater Mining, Kilborn International, Parsons Brinckerhoff Transit and RailSystems, Continental Conveyor, and H.A. Simons met to develop methods to bring the mine into production at a highly accelerated rate and to solve potential bottlenecks, including the movement of personnel, materials, and muck through a 5.6 km(3-1/2 mile) adit. This interaction, including companies not normally associated with the mining industry, led to innovative approaches and designs produced by Kilborn Engineering and Stillwater Mining.

The flotation response to amine collector and its adsorption on the mineral surface was studied as a function of pH and collector concentration. The flotation response increased in the order anorthite + intermediate plagih clases + albite, while adsorption of amine obeyed the Freundlich equation r = A.Cn. This adsorption is proposg to be due to a covalent bonding between the AlOH surface pups of the plagioclase altered outer layer and the amino group of the collector. Finally, the study showed thatmtial dissolution of the solid phase provides the necessary conditions for amine attachment on the mineral particles and consequent flotation.

Pine Point Mines is located in the Northwest Territories of Canada, about 500 miles north of Edmonton, Alberta (figure 1). Lead-zinc ore is found in numerous localized deposits along a generally east-west trending reef of Devonian dolomite, about 5 miles south of Great Slave Lake. A pumping-test program was carried out in 1968 to guide the design of dewatering systems for several open pits that are partially or wholly below the natural ground-water levels. The hydrogeologic conditions, methods employed and results obtained are discussed.

Supercritical fluid extraction (SFE) has became an attractive alternative technology to be a new process to recover metal, of which can be substitute the existing Leaching/Solvent extraction processes. Solvent extraction of metallic ions is a technically important and also well-established process that is used in the chemical and hydrometallurgical industries.1 Solvent extraction techniques use the chelation of metallic ions dissolved in liquid solution with organic ligands. Conventional solvent-extraction technique needs large amount of organic solvents and often creates environmental problems.2 More environment-friendly technology is needed nowadays, and there have been increasing attentions to extract metal ions by SFE. CO2 becomes one of the most notable alternative organic solvents due to its nonflammable, nontoxic, nonpolluting, and relatively inexpensive properties with its moderate critical point (73.8 bar, 31.06 °C). Many works have been reported in metal extraction under the supercritical CO2 (scCO2) solvent.3-5 In this study, to recover cobalt from wastes especially from spent lithium ion battery scrap, we selected two ligands ? Cyanex 272 and DEA (diethylamine) for the metal extraction in scCO2. Cyanex 272 is a commercially available extractant along with its series, Cyanex 301 and Cyanex 302. Smart and coauthors measured the metal extracting abilities of these three extractants, and found that Cyanex 301 and Cyanex 302 extracted metal ions much better than Cyanex 272 in the scCO2 solvent.10 The pH of water contacted with high pressure CO2 (70-200 bar, 25-70 oC) is about 2.8-2.95 based on the calculation and the measurement.6-7 Cyanex 272 is known to be less effective as a metal extractant in this low pH environment compared with other Cyanex series. However, when DEA is added to metal extraction reaction with Cyanex-272, DEA works as a strong base to Cyanex 272 converting Cyanex 272 to a deprotonated form (Figure 1), which results in an easy formation of metal complex and the enhanced extraction rate of metal ion.8 Therefore, the purpose of this paper is the metal extraction from spent lithium ion battery waste using scCO2 with Cyanex 272 and DEA.

The response of feldspar flotation to tallow diamine dioleate collector in the presence of sulfuric acid is studied using batch flotation experiments. Application of this non-hydrofluoric acid (non-HF) reagent system in the flotation of mineralogically and chemically different feldspar ores is compared with that of the conventional hydrofluoric acid system. The dependence of flotation recovery and concentrate grade on feed particle size distribution, conditioning time, pulp density, and pH, combined variation of collector and acid addition rates, sodium hydroxide concentration in the collector solution, and initial pulp pH prior to conditioning is studied. The results have been discussed in relation to applicability of the non-HF system to plant trials, and the nature of the collector adsorption in the selective flotation of feldspar.

Gold heap leach operations often process low grade ores with little margin for cost increases. The advantage of heap leach operations is the considerable savings in both capital and operating costs. This paper looks at an alternative pH modifier to lime in the heap leach process, namely bauxite waste mud or red mud. The red mud can contain trace amounts of gold and was found to be an excellent source of slow release sodium hydroxide for long-term pH modification. Column cyanide leaches showed that 25 kgt-1 of red mud provided a higher pH and longer pH modification than 0.25 kgt-1 of lime. Contaminants leached from the red mud hampered the adsorption of the aurocyanide complex onto activated carbon.
