It appears that the competition for increasingly scarce international mining investment capital will continue among developing countries. Indeed, there is growing evidence this competition may be on the verge of becoming destructive and cutthroat in nature. While this may be viewed as good news by short-term, speculative investors, it could have dangerous repercussions for international minerals producers over the long-term. It seems there has been a continuous parade of traveling foreign delegations touting the virtues of mineral investment in one country or another. These pitches all contain the politically correct key words, such as macro-economic reform, political reform, privatization, liberalization of laws governing mining and related investment incentives, reconciliation of ownership and right-to mine issues, and tax reform specially tailored for the minerals sector. Unfortunately, some of the information being trumpeted is based on plans, concepts or hopes for change rather than actual reforms approved by all necessary governmental entities. In yet other situations, the information provided consists of half-truths at best. Too often, potential minerals investors, faced with metals and minerals prices hovering near their recession lows and the need to offset old, high-cost operations, desperately want to believe all they hear about investment alternatives cast in a near-utopian setting. However, the virtues being proffered for mining investment abroad do not eliminate the need for careful scrutiny of subtle variations of traditional risks associated with foreign investment that can drastically affect the economic viability of mining projects.

The term "finite element analysis" is heard and seen in print a great deal these days; a few words on what precisely it is are in order. In the broadest sense, finite element analysis is an application of an idea developed by a nineteenth century mathematician named Rayleigh. His basic idea was to decompose any problem in mathematical physics into a large number of simpler problems, solve the simpler problems, and then put those solutions together to form an approximation to the solution of the original problem. The scheme works nicely because of two features: first, much of the difficulty in solving practical problems of mathematical physics stems from irregularities in the boundaries and the simpler problems can be chosen with regular boundaries and second the smaller problems are solved for small physical areas where simple approximations of the solution do not differ much from the true solution. In the narrower sense, in which we are now interested, finite element analysis is a technique of using imaginary simple structural elements to construct analytical models of real structures. A direct parallel with the Rayleigh approach exists since the "finite elements" have simple boundaries and are restricted to simple behavior within a single element. Although the correspondence between Rayleigh's ideas and finite element analysis is now widely recognized, the computational tool, as it has developed over the last thirty years, comes not from the discipline of physics but rather from that of structural engineering. New or improved technology will continue to drive productivity improvements through the next decade. In January 1988, I presented a paper titled, "Large Underground Mines of the 1990s? before the SME. I will follow some of the themes developed in that paper as modified by our experience in the past two years. In order for a coal company to be profitable today, it has had to reduce unit costs experienced in the past. This is because the current average realization, even accounting for a recent strengthening, remains below that of a few years ago. Doing business as was done in the past is not good enough. The coal industry needs to increase productivity in the range of 5-10% annually merely to stay even with rising costs. Underground productivity has been increasing more rapidly than that for surface mining. With the exception of the Powder River basin of Montana and Wyoming, underground productivity has caught up with that for surface mining in many regions of America. There are a number of technological factors which have attributed to increases in underground productivity and which should be factors in the future.

"Formation of hydrogen peroxide (H2O2), an oxidizing agent stronger than oxygen, by chalcopyrite (CuFeS2), which is a copper iron sulfide mineral, during grinding, was investigated. It was observed that chalcopyrite generated H2O2 in pulp liquid during wet grinding and also in the solids when placed in water immediately after dry grinding. The generation of H2O2 during either wet or dry grinding was thought to be due to a reaction between chalcopyrite and water where the mineral surface is catalytically active in producing •OH free radicals by breaking down the water molecule. The effect of pH in the grinding medium or in the water in which solids are added immediately after dry grinding showed that the lower the pH value, the higher the H2O2 generation. When chalcopyrite and pyrite are mixed in different proportions, the formation of H2O2 was seen to increase with increasing pyrite fraction in the mixed composition. The results of H2O2 formation in pulp liquid of chalcopyrite and together with pyrite at different experimental conditions have been explained by Eh-pH diagrams of these minerals. This study highlights the necessity of revisiting the electrochemical and/or galvanic interaction mechanisms between the chalcopyrite and pyrite in terms of their flotation behavior.IntroductionHydrogen peroxide causes nonselective oxidation of sulfide minerals if present in pulp liquid. Oxidation of sulfide minerals takes place when they are exposed to atmosphere and during the grinding process when the particle size is reduced for flotation. The oxidation of chalcopyrite leads to iron dissolution from the particle surface and from a metal-deficient, sulfur-rich surface (Fairthorne et al., 1997). Other studies report the formation of iron hydroxide on the surface with the metal ion dislodged on the surface (Buckley and Woods, 1984; Chander, 1991). The chemical reactions for the oxidation of chalcopyrite in alkaline and in acidic solutions with the addition of oxidants, such as oxygen or hydrogen peroxide, are shown in Eqs. (1) and (2), respectively (Shi and Fornasiero, 2010)."

Most of the projects summarized in this paper are funded under the Bureau's Advancing Metal-Nonmetal Mining Technology program and are part of the in situ mining subprogram coordinated at the Twin Cities Mining Research Center. The borehole mining equipment development, are funded under the Bureau's Advancing Coal Mining Technology program, is essential to accelerated progress in the in situ mining subprogram, and some background information on this concept is included. The initial in situ research projects started in 1971-72 evaluated some of the critical blast design parameters for in situ copper leaching. The present program totals about $1 million per year and includes in-house research projects, cooperative (cost-sharing) projects with the mining industry, and research and development contracts. Two different extraction schemes are under investigation: inplace leaching and borehole (or slurry) mining. The principal commodity targets for the Bureau's improved in situ mining technologies include copper, uranium, coal, and potash. The principal purpose of this paper is to inform the mining industry of the in situ mining research recently completed or being conducted by the Bureau of Mines. In addition the Bureau encourages companies to comment on the program accomplishments as well as offer suggestions on top priority research needs for improving the in situ mining methods described in this paper.

A PC image-based, on-line coarse particle size analysis system is being developed for the control of crushing and grinding circuits. Initial results had indicated that the system is accurate when tested with irregularly shaped particles which are stationary and do not overlap with each other. Now the system has been successfully tested in the dynamic mode with a moving belt conveyor. On-line size analysis for actual plant operations is discussed and includes: (1) the video system with respect to lighting and data acquisition requirements for a rapidly moving belt and, (2) image sampling, specifically the number of observations needed for accurate sampling and the total time required to perform the calculations for a representative data set.

The widespread and increasing use of electrical power for mechanized power has made a tremendous impact on the coal mining industry. It is probably the single most important factor influencing the productivity of a coal mine. In fact, as a part of a study of 62 coal mines in Pennsylvania and northern West Virginia, plus information that was obtained from other sources, it was possible to show a direct correlation between the rise in the use of electrical power and mine productivity, Figure 1. This increased power demand has not always been achieved through proper planning and a careful evaluation of all design parameters, many of which are not even recognized. The result has been increasing problems in power distribution and utilization establishing the need for scientific studies including considerable underground measurements. Because the cost of power for ton of coal produced is generally a relatively low value, inadequate attention is paid its distribution and utilization. Furthermore, a poor system of records and a lack of adequate measurements add further to a paucity of statistical evidence that would permit a rational analysis of overall power costs. However, the direct cost figure alone is highly deceptive; of much greater value is the indirect costs associated with the use (or misuse) of electrical power underground. Success in highly mechanized mining correlates directly with equipment utilization. Today's machines have tremendous potential capacities but profits are measured in terms of performance and not potential. Thus the reliability of electric motors is an extremely important factor for consideration and the effects of all parameters should be carefully evaluated. Thus while studies are continuing on the evaluation of primary and secondary mine electrical systems with interesting results, this paper will be limited to reporting on the results of a study of a specific motor application.

The United States is being invaded... by foreign capital: marks, francs, pounds, yen, lire, riyals, you name it: On almost any given day the Wall Street Journal will contain a new report on a department store, newspaper, bank, hotel, agricultural land, supermarket chain, et a1 being bought into by overseas investment. Xenophobic reaction to this revised national condition has begun to set in. Several farming states have and are introducing legislation to monitor foreign land buying. In Congress a mandatory reporting requirement for foreign purchasing is currently under study. In a relatively short period the country has reverted from world leader- ship in overseas acquisition and involvement to become itself one of the prime investment opportunities in existence. Interestingly enough, one of the industries where this changed status has become most apparent and pronounced is within that small/regional/segmented/low value-to-weight bulk commodity enterprise ranked as the backbone of the nation's construction activity. U.S. cement making is not only undergoing internationalization in its ownership, but also in its product, equipment, and engineering expertise.

Adsorption experiments were conducted at two different solid loadings to investigate the mechanism of oleate adsorption on apatite. Adsorption density at pH 10 was found to be dependent on solids loading in an oleate concentration region where surface precipitation could occur. Analysis of adsorption isotherms indicated three distinct regions of adsorption. In region I (below the region of calcium oleate precipitation), molecular adsorption was observed. Simultaneous molecular adsorption and surface precipitation occurred in region 11, while surface precipitation was predominant in region I11 along with some bulk precipitation. Correlation between flotation of apatite with sodium oleate and the mode of oleate interaction with the surface is established.

Remote sensing for environmental measurements is already being used. Aircraft-mounted imaging spectroscopy has been used to evaluate historical mining operations, as well as active mine sites. To the extent that remote sensing can provide more sensitive, cost effective and timely monitoring potential, the technology is of interest to the industry. Questions, however, remain about the application and validation of the data and concerning the availability of the technology in the private sector. This paper discusses some of the potential uses, benefits and concerns related to remote sensing. And it discusses efforts to monitor the technology's development.

Dartbrook Coal is currently developing a modern, high production (3.5 Mtpy) single longwall retreat coal mine in the Upper Hunter Valley of NSW, Australia. The location is a green field site, with no surface or underground mining operations ever having taken place in the initial target seams. The coal seams of the working section, floor and immediate roof average a total 20 m in thickness and contain a mixed carbon dioxide 1 methane seam gas ranging from 6.5 to 11.0 m3/t. The target seams have undergone detailed characterisation to assess hazards and quantify the controls required to minimise associated risks during mining. Risks identified during initial phases of exploration and 14 months of development include: • High gas emission during development. • Probable high longwall gas emission rate. • Medium to high propensity to spontaneous combustion • Possible carbon dioxide outbursts on geological structures • The main controls currently in place include, • Mine geometry and ventilation circuits • Exploratory drilling ahead of development • Intensive in seam pre drainage • Goaf drainage plants • Comprehensive monitoring systems • Underground environmental management plan. • Pre mining predictions of gas emission provided an indication of gas emission rates which have proven to be an under estimate. Current mine issues are; • Both surface fans are at full capacity (250 m3/s 1.4 kPa) • Both gas drainage pumps are at full capacity (2.3 m3/s) • Alternatives to extensive in seam pre drainage being investigated (surface to in seam hydro fracture) Review of mine design underway This paper describes the seam characterisation, assessment of mining hazards and summary of the management plan developed to address the risks identified. Fires in underground coal mines are persistent problems anywhere in the world that coal is mined. Coal fires pose safety and health hazards in the form of mine subsidence, loss of energy reserves, destruction of property and surface improvements, and air pollution. In 1995, the US Bureau of Mines (US-BM), in cooperation with the Colorado Division of Minerals and Geology (CDMG),entered into a contract with Goodson & Associates Inc. (GAI) to design and field test the effectiveness of a new foamed grout technology called ThermoCell. GAI is a Lakewood, CO geotechnical and mining reclamation engineering firm. The company developed ThermoCell to control and extinguish underground coal fires. The viability of the special grout and the technology of application were established during a full-scale field demonstration at the abandoned IHI Coal Mine fire, near Rifle, CO. Following acquisition of additional funding by CDMG in 1999, Goodson returned to the site in April to continue the grouting to fully extinguish the IHI fire.

The two contracts of the Big Walnut Augmentation/Rickenbacker Interceptor(BWARI) sewer project for the City of Columbus, Ohio total nearly 35,000 feet of 14and 12-foot diameter tunnel. EPB TBMs will install precast concrete segmental lining through difficult glacial soils ranging from clean granular to hard till with high groundwater and boulders, crossing roads, railroads, and a large stream. Construction of 12 shafts and a large Interconnect Structure involving major ground stabilization work is required. The paper will review design of major project elements and present an update on construction progress.

The US Bureau of Mines has conducted investigations on extracting phosphate values from wastes generated during the mining and beneficiation of phosphate matrix. These wastes may contain up to one third of the phosphate originally present in untreated ore. Samples of wastes were air-dried and leached using 93% sulfuric acid in the presence of methanol. Evidence for the formation of a calcium sulfate hemihydrate coating that hinders complete dissolution of phosphate is presented. Solid-liquid separations were enhanced when flocculation was effected using poly(ethylene oxide) (PEO) in conjunction with hydroxypropyl cellulose (HPC) or hydroxyethyl cellulose (HEC). A conceptual flowsheet for a proposed process using an acid-alcohol leaching technique is presented.

The Manapouri Power Project is located in New Zealand's South Island Fiordland. The project is being constructed for the New Zealand Ministry of Works. Construction began in 1963 and is scheduled' for completion in 1969. The project will divert water from the natural, glacially carved Lake Manapouri, at Elevation 580, through vertical- penstocks into an underground powerhouse 364 feet long, 127 feet high, and 59 feet wide excavated about 700 feet below ground surface and about 560 feet below the present lake level. The possible ultimate power installation will produce 700 megawatts from turbines located in the underground machine hall. The turbine flow will discharge through the 6-mile, 30-foot diameter tailrace tunnel into a fiord arm of the Tasman Sea. The rocks in the project area are primarily Paleozoic Fiordland Complex gneiss, schist, amphibolite, and marble intruded by granitic rocks and pegmatite. Shear zones have been encountered in the tunnels and machine hall. These produce water and occasionally require steel support. The machine hall arch was stabilized entirely by rock bolt reinforcement. Rock mechanics instrumentation has been used throughout the project both for pre-construction design calculations and to monitor tunnel rock loads and movements of the machine hall roof and walls. About 28 miles of the 100-mile transmission line will be constructed across glacially oversteepened slopes and debris or swamp filled valleys between the power plant and the eastern edge of the mountainous area. Steep glacially carved rock slopes and locally unstable glacial till complicated construction of the transmission line access roads.

INTRODUCTION Coal is forecast to be an increasingly important and economical source of energy for the future as the supply of oil and gas declines relative to overall energy demand and perhaps in absolute quantities produced. With the decline in productivity, especially in underground mining, in the early seventies coinciding with the need to produce greater quantities of coal for market, a gradual change from room-and-pillar mining to longwall mining has been taking place in the United States. Consolidation Coal Company (Consul) produces about 50 million tons of coal per year with approximately 66% being from underground mines. Most of the mines are located in the Appalachian Region in the States of Pennsylvania, West Virginia and Virginia, and in Ohio and Illinois. Coal is produced by the room-and-pillar mining method with continuous mining machines in addition to an increasing number of longwall mining faces. Continuous mining machines will continue to be used for driving longwall development entries as well as in areas where partial extraction must be practiced in order to support the overburden rock because of surface structures or in areas that cannot be subsided, or where unfavorable geologic conditions limit the application of the longwall mining methods. ROOM-AND-PILLAR MINING METHOD Some background in the room-and-pillar mining method may be helpful to provide perspective. This method has been widely practiced since the beginning of coal mining in the region. It is a flexible system because it can provide either partial or nearly complete extraction, and coal pillars can be left where needed to support surface structures or oil or gas wells or because of unfavorable geologic conditions (Choi, Dahl and McCain, 1980).

This paper presents the results of a parametric study of the influence of natural features (stress field, rock strength, and strength and orientation of fractures) as well as the influence of induced features (undercut span, boundary slot, and other boundary-weakening measures) on the cavability of an undercut block of ore in mining by the block-caving method. The two-dimensional finite element analysis technique was used for this study. A coarse "mesh," along with linear homogeneous assumptions for rock properties, was used to model the problem of initiation of caving in a block of ore. Interpretation of the test results suggests that weakening the "abutments" of the block as well as certain orientations of natural fractures exercise significant influence on cavability. These findings hold promise for immediate application to known situations in block-caving mines.

Introduction Computer-based haul truck dispatching has been operational at Tyrone since May, 1980. The system, known as Dispatch, has accomplished significant productivity gains compared with the former method of manual radio dispatching. These gains translate into a reduction in equipment requirements or an increase in production. An operational mine may choose to increase production or reduce the number of equipment shifts operated, resulting in substantial operating savings. Dispatch Description The core of Dispatch is a VAX 11/780 computer. Originally purchased with 512 kbytes of memory, the system is now upgraded to 3.75 Mbytes to accommodate users from all areas of the operation. Dispatch alone requires 200 kbytes of locked-in memory, with an additional 300 kbytes of memory available on a top priority basis. The computer, located in the Tyrone Branch general office building, is connected by under-ground cables to the dispatch tower, 3.2 km (2 miles) from the general office. Four two-paired lines are used to drive two cathode ray tubes, a printer, and the Dispatch master panel. One CRT continuously displays pertinent pit information for the dispatcher's use. Routinely displayed transactions include truck assignments, changes in shovel material type, truck and shovel breakdowns and delays, and changes in truck, shovel, or dump status. Er¬ror detection capabilities include late arrival and improper input from the field panels. The second display terminal is used for utility reporting and input functions. Status reports are displayed for availability, position, and material type being handled by any given truck or shovel. Fuel reports are available indicating the time last fueled, quantity of fuel delivered, and the time spent fueling. A truck factor utility reports relative performance to other trucks and a shovel utility reports efficiencies in tons per shovel shift. Instantaneous shift reports and mine status reports are available. Inputs such as lineups, operator changes, new travel times, shovel bias, tie down times, and lunch times are all handled with the utility display terminal. The printer records a hard copy of operating truck locations and production from the beginning of each shift. If there is a system malfunction, the printer copy is readily available to the foreman for radio dispatching. The Dispatch master panel is a microprocessor-based panel that allows the dispatcher to override any computer-assigned transaction. Classification of "bad order" conditions and acceptance of certain field messages is entered through the master panel. This panel communicates with all truck and shovel field panels via UH radio frequency through a repeater tower located on a high ridge contiguous to the mining area. Each truck and shovel field panel unit transmits a coded signal that is identified by the computer. A typical communication sequence between field panels and the computer for one complete truck cycle is: • The truck panel LED display indicates the shovel number to which it is assigned. The truck arrives at its assigned shovel and the operator presses the "Arrive" button on the truck panel. As the computer receives the "Arrive" message, it concludes the return (empty) travel time and begins accumulating idle time before loading. • When the first dipper of muck is placed into the bed of the truck, the operator presses the "Load" button. The computer concludes the truck idle time accumulation and begins the loading time calculation. • When the truck is loaded, the shovel operator presses the "OK"

Ever since the early '60's there have been efforts to develop and produce reliable continuous haulage systems capable of taking the full output of a continuous miner and transporting it, in one continuous flow, from the face to the tipple. The majority of the continuous haulage systems which have been most successful to date were placed in operation in the early '70's and were all of the bridge conveyor type, usually consisting of bridges and mobile bridge carriers attached at the inby end to the continuous miner and at the outby end to the panel conveyor itself. These successful bridge conveyor type continuous haulage systems were, and continue to be, either of the belted or chain type. Undoubtedly, the most successful belt type continuous haulage systems are those manufactured and marketed by the Long-Airdox Company. Until early 1977, the most successful chain conveyor type haulage systems were manufactured and marketed by Jeffrey Mining Machinery Division. In 1977, Long-Airdox reentered the market with a chain type system to complement its belted system. I say "reentered" because the original bridge type continuous haulage system was introduced to the coal mining industry in the early '60's by the old Long Company, a predecessor of the current Long-Airdox Company, and those original units were of the chain conveyor type.
