To reduce their sulfur emissions, many coal-fired electric power plants use wet flue-gas scrubbers. These scrubbers convert sulfur oxides into solid sulfate and sulfite sludge, which must then be disposed of. This sludge is a result of reacting limestone with sulfur dioxide to precipitate calcium sulfite and calcium sulfate. The majority of the sludge is simply landfilled, but with increasing landfillimg costs this can cost the plant millions of dollars per year. As a result, this option is rapidly becoming less attractive. Producing marketable materials from the sludge is a far more promising avenue, provided that the products can meet the necessary specifications at a reasonable cost. In this paper, a method is described for using froth flotation and water-only cyclones to remove unreacted limestone from scrubber sludge. The water-only cyclone was found to be very effective for removing the coarser unreacted limestone, grinding ball chips, gravel, and similar coarse impurities. Froth flotation was found to remove fine unreacted limestone, with a minimum of reagent addition.

The world energy crisis has created a greatly expanded exploration program for energy fuels. The demand for materials required for drilling operations such as barite, which is the primary component of drilling fluids, has increased proportionally. As in the case of many other minerals, existing high grade barite mines are no longer capable of producing the required tonnage. Consequently, exploration and development of lower grade ore bodies has been increased. The need to produce a high quality product at maximum recovery rates, along with the ever changing economics affecting both selling price and production costs has triggered accelerated research programs toward more sophisticated and efficient beneficiation methods. Taking into account the specific gravity differential between barite (4.5) and the normal gangue minerals such as silica and calcite (2.7), gravity concentration methods are the prime consideration with flotation as a scavenging process. Greater emphasis on particle size liberation, size reduction and concentration is also indicated. In order to accomplish these objectives, it has been necessary to revert back to the old adage, "Recover your minerals as soon as they are free."

In July 1986, the United Mine Workers of America (UMWA) asked Secretary of Labor William Brock to form an advisory committee to advise the Mine Safety and Health Administration (MSHA) on rules and regulations concerning the use of diesel powered equipment in underground coal mines. The request was made under the Mine Health and Safety Acts of 1969 and 1977. The union's principal concern was with the chronic and acute health effects of breathing diesel exhaust. In July 1988, the advisory committee recommended that MSHA promulgate a variety of health and safety regulations. It also concluded that diesel particulate matter should be considered carcinogenic (MSHA, 1988). Now, seven years later, there are nearly twice as many pieces of diesel powered equipment in underground coal mines. MSHA, however, has not promulgated a single regulation to govern the use of this equipment. MSHA must fulfill its public responsibility to protect the health of miners. Regulations that take account of the considerable body of knowledge concerning these health effects must be a top priority of the incoming assistant secretary of labor for MSHA.

The importance of coal in solving our energy problems has been widely discussed; the world demand for food requires increased fertilizer production and the minerals to produce fertilizer must be mined. We have seen an explosive increase in the demand for large stripping equipment. It is appropriate that we review this equipment and determine what can be done to improve productivity. While we have used coal mining as an example in the study, much of the discussion will apply equally to other forms of stripping.

There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn't make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here's why: • 20% of today's high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today's fourth graders think the world is flat; • 20% of today's sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I'm talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today's graduating high school students have never laid a finger on a computer keyboard. Extensive testing in the past ten years has shown that where a uniform natural gamma background is present in the strata bordering the seam, the thickness of the boundary coal left in place after mining can be determined by measuring the attenuation of that radiation (Nelson and Bessinger, 1989). Measurements made by the authors in underground mines in Pennsylvania, West Virginia, Ohio, Illinois, and Kentucky, and by others in Wyoming and New Mexico, have shown the presence of such a gamma background (Nelson, 1989). Natural gamma coal thickness sensors of several configurations have been tested in mines owned and operated by the Consolidation Coal Company in Pennsylvania and west Virginia (Nelson and Bessinger, 1988).

This paper presents a case history of a mature and well-established quarry company that has attempted to keep pace with an ever-changing economy. It examines the impact of socio- economic and technological factors on the company's marketing efforts, and looks at the role of both short and long range planning. The realities which have had to be faced and how product requirements have been kept in balance with production restrictions are also discussed.

As part of an MSHA program to assess the effectiveness of dust control parameters for longwall mining operations, respirable dust studies were conducted on six longwall sections. The purpose of these studies was to evaluate the influence of airflow and production on longwall dust control. The sections were sampled for 3 to 35 shifts. In addition to dust, ventilation and production measurements, other dust control and operational parameters were measured. The water spray system at each operation conformed with generally recommended practices. Therefore, improvements to the dust control system would be most appropriately achieved through improvements to ventilation along the face. Two methods of assessing the influence of ventilation and production were used. For two of the six mines where extensive sampling (22 and 35 shifts) was conducted, multiple linear regressions were used to relate the dust concentration versus airflow and production data. For these two mines, statistically significant correlations existed between concentration and both production and airflow. The multiple regressions fit to the data indicated that for every 0.47 m3/s (1,000 cfm) increase in airflow, there would be approximately 0.04 to 0.07 mg/m3 reduction in dust concentration; and, for every 1,000 ton increase in production, there would be approximately 0.15 to 0.50 mg/m3 increase in dust concentration. For the four mines with limited data (3 to 10 shifts), as well as for the two mines with extensive sampling, an average ratio of airflow per ton of coal mined was calculated by proportioning the airflow to production and the designated occupation personal respirable dust exposure to a 2.0 mg/m3 concentration. The airflow-to-tons ratio required to maintain a 2.0 mg/m3 dust concentration ranged from 0.0038 0.0071 m3/s per ton (8 to 15 cfm/ton). Both of these data treatments were used to calculate airflow requirements based on normal production rates. For the two mines where both the regression and airflow-to-tons ratio were calculated, results from the two methods agreed within 25 percent.

Manganese silver ores are well known to be refractory towards cyanidation. Various processes have been suggested for improving the amenability of these ores. A sulfurous acid pre-leach is one such process. This paper traces the development and implementation of the sulfurous acid pre-leach process for the retreatment of manganese silver tailings at Tonopah, Nevada. An account of the test work program is presented, followed by a description of the operating plant and specimen metallurgical performance. The paper also summarizes the history of the Tonopah tailings, their mineralogy and makes reference to previous application of the sulfurous acid pre-leach process.

Contract 240 of the Channel Tunnel Rail Link comprises construction of twin4.7 km long running tunnels through a densely populated area of East London. The tunnels were constructed by EPBM in Sands and Sandy Clays, passing 4.4 m below the existing London Underground tunnels, and at depths of 20–30m below ground level beneath the Great Eastern railway lines into London Liverpool Street and a series of railway bridges and hundreds of buildings. This paper describes how the project team managed the challenges relating to the issue of settlement: mitigating settlement effects, prioritising the structures to be assessed, controlling resource expenditure by incentives and flexible response to urgent work relating to unforeseen events such as ground collapse and discovery of unusual structures.

Many deep well waste disposal. operations have adopted the technology of the petroleum industry but fail to make full use of the knowledge and experience upon which this technology is based. Inexperience in subsurface exploration commonly leads industrial personnel to an over simplified understanding of the complex subsurface rock/fluid environment and overly optimistic "degree of exploration /adequacy of knowledge" ratios. Several fundamental differences between disposal and petroleum production are discussed. In particular, the evolution of understanding of the subsurface in relation to degree of exploration is demonstrated by summarized case histories of such other forms of subsurface fluid exploitation as oil pro¬duction and underground gas storage, tracing subsurface interpretations from the initial exploratory concept to that of fullest development. Evolutionary changes in interpretation and their significance as applied to deep well disposal are stressed.

The Malmberget Division of LKAB is located 70 km north of the arctic circle and has about 2000 employees. The dominating products are sinter feed concentrate and pellets. A general flow sheet for the operation is shown in Figure 1. About 20 percent of the ore body consists of hematite, which is mined separately and processed into sinter feed concentrate. That pert of the ore consisting of magnetite passes through a dry cobbing plant. The robbing process includes crushing, screening and dry magnetic separation. The entire cobbing product is used as feed for the wet concentrator. After rod mill grinding and magnetic separation the concentrated slurry is classified. The coarse fraction (+200 mesh) becomes sinter feed concentrate and the slime fraction after further ball mill grinding and magnetic separation, becomes pelletizing feed. A small quantity of the magnetite ore is processed into special iron-rich products in the the wet concentrator. Two types of pelletizing plant are used, shaft furnace and straight grate. This paper will deal only with experience gained at the straight grate plant.

Selective flotation of muscovite from a material containing muscovite (15.4%), biotite (13%), and siliceous gangue (quartz and feldspar), using a mixed collector system of sodium oleate and dodecylamine acetate has been described. Muscovite is found to float in preference to biotite, when the pulp is initially conditioned with oleate followed by amine at basic pH values. The results indicate that a product containing 63% muscovite with a recovery of 93% can be obtained, while using 75-150glt of oleate and 96 g/t of amine. The biotite grade and recovery are found to be around 30% and 20%, respectively. A good selectivity between muscovite and siliceous gangue is obtained. A final product containing 95% muscovite with an overall recovery of 75% is obtained when the flotation concentrate is subjected to magnetic separation. These studies indicate the possibility of separating muscovite from biotite by using a mixture of collectors.

The knowledge concerning the lubrication of open gearing for mining machinery has contained many unknowns and at its best has relied to a great degree on a "Rule of Thumb" procedure. It will be within the scope of this paper to explain what we have learned to date and what must be learned in the future. The results in the lubrication of open gearing have spanned the spectrum of unsatisfactory to satisfactory. With the advent of larger mining machinery, we are faced with the necessity of a more thorough knowledge of open gear lubrication. We have avail- able, better steels for the gearing, advanced technology and machinery for cutting proper tooth profiles, and better means of aligning the teeth in the gear train. This has made it possible to transmit more horsepower through the same size gear set than ever before, if we have the proper lubrication to complement the factors previously mentioned. We have set up computer programs which can calculate the data fox the tooth forms, the correct operating center distances, the contact stresses, the bending stresses, and the PVT factor of the gear teeth. This program does not, at the present, have sufficient data available to calculate the type of lubricant which should be used.

The project involves structural repairs, modifications and new construction requiring underpinning and temporary supports, custom framing details, and construction staging procedures to meet stringent limitations within the operating transit station and around the Columbus Circle street intersections.

High-G centrifuges from five preparation plants were sampled to determine and quantify the various operating factors affecting performance. The operating factors that were considered include feed rate and percent solids, size of feed material, screen-basket type, hardness of coal and age of the flights. The performance parameters that were measured include product surface moisture, recovery and degradation of the coal. Regression equations with good significance levels were developed.

Not too long ago a mill superintendent, when asked where his tailings were being disposed, could simply shrug his shoulders and point to the open end of the thickener discharge pipe. This “out of sight, out of mind” approach to tailings disposal is a practice of the past. Today there are very few planned hardrock or energy-related mining facilities where tailings disposal has not been identified as the major area of impact and controversy. In fact, development of some ore bodies has been stymied altogether by lack of suitable sites or methods for tailings disposal. The bottom- Iine result is that tailings disposal often controls the permitting lead time and has a significant influence on construction cost (up to 2070 in some cases) of new minemill complexes. The following article, the first in a series of three, explores technical background and historical perspectives on siting and design of tailings impoundment facilities.

Diesel fuel usage in the mining industry continues to escalate. This is because approximately 60 percent of all mined materials are surface extracted by large equipment using diesel fuel, which continues to increase in cost per gallon. For example, coal mining uses large equipment such as wheel loaders, wheel dozers, draglines and [ ] dredgers. In one year, three of the largest U.S. coal mining operations consumed approximately 567 million to 852 million L (150 million to 225 million gal) of diesel. At an approximate cost average of $3.25/gal the expenditure on diesel is $487 million to $731 million per year. So, are there any solutions that could reduce this cost burden? Yes, there are. Coal mining companies can extract less ore; use more efficient extracting equipment that consumes less fuel; wait for a significant reduction in the cost of fuel; or find and use technology that would create efficiencies that would lower the cost. Nanotechnology is one such technology that might provide the means to create the efficiencies that will significantly lower diesel fuel costs.

Lignite and subbituminous coals are utilized essentially as mined without beneficiation. Most of the present production is used to generate electric power and the major problem in this use is ash deposition on fireside surfaces. The preparation at existing mines involves principally crushing and screening operations. Blending of production from different locations within the mine is practiced in several mines to control ash composition. Drying and oil treatment for freezeproofing, of lignite are used to a limited extent during winter. Future processing may involve both washing and drying operations to alter ash composition by ion exchange and upgrade the low-rank fuels to higher heating values. Research has been initiated to determine the feasibility of such processing.
