Since 1977, Amax Coal Co.'s Belle Ayr mine near Gillette, WY, has been the largest producing coal mine in the US. In its 10 years of operation more than 90 Mt (100 million st) of coal have been shipped from the mine's facilities to electric generating plants across the country. It is thought to be the largest amount ever produced in US history from a single coal mine. The railroad is Belle Ayr's lifeline for moving this massive volume from a relatively isolated corner of northeastern Wyoming. There are no waterways for barge traffic, and highway truck hauling would be impractical considering the quantity and distance of coal to be moved. Transportation in the Powder River Basin-at least for the present-is strictly unit trains. An average of four unit trains daily load at Belle Ayr. These trains average 108 cars long, with a capacity of 91 t (100 st) per car. Burlington Northern Railroad serves the Powder River Basin, but locomotives supplied by Union Pacific, Milwaukee Road, and Kansas City Southern are a common site as well, since coal will often travel these lines too on its way to utility plants in Colorado, Kansas, Iowa, Texas, Arkansas, Louisiana, Wisconsin, and Oregon. When Belle Ayr opened transportation in the Powder River Basin was in an early development stage. As the first large-scale coal shipper in the area, Belle Ayr was the only user of a 27-km (17-mile) railroad spur south of Gillette. Other mines, however, were to open soon on the abundant, low-sulfur reserves. Today, less than a decade after Belle Ayr's debut, 13 large-capacity mines operate near Gillette. The 27-km (17-mile) spur that once served only Belle Ayr has been extended 177 km (110 miles) south to service other mines as well, and to tie into a major rail line in central Wyoming. The Powder River Basin is now served by a wishbone-shaped track configuration that allows train movement north into Montana, south into Colorado, and east into Nebraska for connections across the country. Operations at Belle Ayr are closely tied to train arrivals and departures, with coordination essential between mine operations and rail personnel. "Train movement in the Powder River Basin has evolved to the point where we are fine-tuning mining operations to coordinate them with a more dependable transportation system," according to Joe Jefferson, transportation supervisor with Amax Coal's western division. Froth flotation is now, the most commonly used method for cleaning fine-coal fractions in coal-preparation plants. Past research and industrial practice have demonstrated that froth flotation achieves excellent separation efficiencies for fine coals having only a small fraction of middling particles. However, the efficiency of froth flotation decreases sharply as the concentration of middling particles increases. This is due to the flotation of high-ash particles that have a small amount of hydrophobic coal present at the surface. Because gravity-based processes are much more efficient for the treatment of middlings, the application of centrifugal washing for fine-coal cleaning was studied with an emphasis on the primary cleaning of fine-circuit feed. Results are shown of a parametric study that used a semibatch Falcon centrifugal concentrator. The results of the study revealed that separation performance is a function of particle size, bowl geometry, feed solids content and feed rate.

In terms of resources of amphibole asbestos only South Africa can be considered. There are only two asbestos producing fields, one in the Northern Cape Province producing only crocidolite and one in the Eastern Transvaal producing only amosite. The banded ironstone sequence in which amphibole asbestos occurs is discussed, and the genesis of the fibre is briefly reviewed. The properties and characteristics of amphibole asbestos are discussed and compared to those of chrysotile. Approximately 300,000 tonnes of amosite and crocidolite are produced annually. Crocidolite has a potential for a fivefold increase of production, which could be sustained beyond the year 2000. An estimate of the resources of the various producing fields in South Africa is made. Mining methods are reviewed and evaluation techniques discussed.

Falls of roof account for over 50% of the fatalities that occur in coal mines in the US. Thus, roof control is one of the more important phases of underground mining. In reality, the control of roof influences the system of mining and is a major determinant of the width and spacing of working places, operations at the mining face, ventilation control, and surface subsidence. Frequently, the control of roof is the largest single cost item. Roof control is a never-ending task, not only at the working face and throughout sections where men are working, but along haulways and air- ways that must be maintained for the life of the mine. This is because roof, even the best of roof, slowly deteriorates, so it must be frequently examined, with corrective support applied when needed. As coal is excavated, stresses are set up in the roof because the previous equilibrium is upset, resulting in pressures that cause fractures and slight movements that are frequently hard to detect. Unless the immediate roof, in the excavated area, is given support by artificial means, it might fall or there might be a succession of falls, varying from a thin scale to several feet, depending on the nature of the top. Exceptions to this are those rare mines, or sections of mines, with hard, strong, nonweathering roof that requires no support.

The results of a study and effective use of flotation for processing of ores with complex mineral composition containing fine-disseminated minerals with high specific density are presented in the paper. The object of research was complex baddeleyite-containing ore from Kovdor deposit (The Kola peninsula, Russia). Baddeleyite is a valuable, rare mineral, natural Zirconium dioxide with 5.8 - 6.0g / cm density, grade content 0.15 - 0.17 and dissemination less than 0.2 mm. The authors carried out a thorough investigation of baddeleyite- containing products selected in different sites of gravity flowsheet. It was determined that due to similar specific weight some sulphide minerals (pyrite, pyrrhotite) come into concentrate together with baddeleyite and, also, minerals of pyrochlores group (hatchettolite). The results obtained revealed the possibility of use the flotation for retreating rough baddeleyite concentrate. he given gravity concentrate has a number of specific features, e. g. high density of its minerals which, in its turn, provides for high speed of sedimentation of solid phase in pulp, and for the presence of large amount of sulphide minerals (up to 10%) having good flotability. With these features being taken into account a technology for flotation of baddeleyite-containing products after their preliminary gravity concentration has been developed (up to 5 - 10% Zirconium dioxide). The technology has three flotation stages. At the first one the reverse flotation of baddeleyite is carried out during which "light" minerals (forsterite. apatite and carbonites) come into froth product and at the second one flotation of sulphide minerals and at the third one direct flotation of baddeleyite is performed from the underflow product. The following reagents were used for flotation: of phosphate type (sodium tripolyphosphate, mono and diethers of alkylphosphpric acid) and sodium xanthate as collector for sulphides. The given set reagents provides for high effectiveness of flotation due to selective of collectors and presence of froth layer with high carrying ability. New flotation technology of recovering of baddeleyite from complex ore was developed and applied at the Kovdor Mining Plant, using AKER flotation machines.

The occurrence and distribution of organic sulfur in coals may be investigated using electron probe microanalysis, scanning electron microscopy, and optical petrography. A general relationship exists between macerals and organic sulfur contents in individual coals: sporinite, resinite = micrinite, vitrinite > pseudovitrinite = semifusinite = macrinite > fusinite. With increasing organic sulfur content of a coal, the total range in organic sulfur content between macerals containing high and low organic sulfur contents likewise increases. Furthermore, the organic sulfur content of the vitrinite in most coals equals the organic sulfur content of the coal. For any individual coal, organic sulfur contents of macerals correlate inversely with reflectance-in-oil measurements, but the amount the organic sulfur contents vary between macerals cannot be calculated based solely on the coal's rank. Formation of pyrite following peatification has no effect on organic sulfur contents of surrounding macerals.

Mill crushing drive systems are essential to cement producers. With the increased emphasis on operating efficiency, it is vital that these systems be dependable and reliable. No one needs the costs or headaches associated with unscheduled downtime or inefficient machinery operation. A reliable drive system starts with the proper selection of the ring, or girth, gear and continues through proper maintenance. Ideally, selecting the right girth gear brings together the gear manufacturer, the system designer and the end user. The gear manufacturer must know the details of the application, the demands that will be placed on the gear and the nature of the equipment to be driven. Similarly, the user and the system designer must be familiar with the variables that affect gear drive performance and service. For example, an application that places a torque load on the drive in excess of its rated capacity will result in gear tooth distress and, in severe cases, breakage.

Gold leaching of an auriferous pyrite ore from the Portovelo deposit in Ecuador indicates that noncyanide leaching systems, such as thiocyanate and thiourea, are not as effective as the traditional cyanide system. For example, whereas approximately 95% of the gold can be leached from the ore with cyanide, only about 50% gold dissolution can be achieved with a thiocyanate leaching system. Electrochemical measurements indicate that gold is not cathodically protected by pyrite in these systems. Based on the results of preliminary diagnostic experiments, it appears that gold dissolution in thiocyanate and thiourea systems is limited by passivation due to the formation of either elemental sulfur or sulfur compounds on the gold surface.

Granitic Pegmatite deposits are the chief source of commercial feldspar, micas, lithium minerals, tantalum-columbium, beryl, and certain types of kaolin. The output from pegmatite mines in the United States is small compared to other mineral products in terms of bulk or value, and much of it comprises only minor metals and nonmetals. Nevertheless, pegmatite minerals play a vital part in our domestic industrial economy, particularly in the ceramic and electrical industries. Numerous special purpose uses also are important, even though they require small quantities of raw materials. In recent years, realizing the potential importance of the pegmatite minerals, the U.S. Geological Survey, the United States Bureau of Mines, several state Bureaus of Mines, and a few private companies have carried on extensive programs of pegmatite studies in the New England and southeastern states, in the Black Hills area of South Dakota, in the Rocky Mountain region of Wyoming, Colorado, and New Mexico, and in various parts of Washington, Idaho, Utah, Nevada, Arizona, and California. Currently, some of the pegmatite minerals such as micas and spodumene are selectively separated by the flotation process. To a lesser extent a few plants are selectively floating feldspar and quartz. Much of the credit for the above progress goes to the fine work done by U.S. Bureau of Mines (1), and companies such as Foote Minerals (2). Additional research efforts by the New Mexico Bureau of Mines (3) has successfully demonstrated selective separation of micas, beryl, spodumene, lepidolite, microlite, quartz and feldspar from a complex Pegmatite containing all these minerals. Since the nature of the mineralization of various valuable components of a pegmatite deposit is such that selective separation of some of these can be carried out at a coarse size using the Heavy Media Separation technique, it was felt that such a system should be investigated for selective preconcentration of their minerals. It was also felt that of all the :MS systems available, the DYNA WHIRLPOOL (DWP) device which allows a close control and adjustment of specific gravity should provide a means of achieving the above goal. Once the desired preconcentration of one or more of the pegmatite mineral assemblage is achieved, the available selective flotation techniques should provide effective recovery of various minerals into marketable products. This paper presents technical and economic aspects of selective preconcentration of some of the pegmatite minerals followed by selective flotation to produce marketable products.

Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.

In 1976, a decision was made to install a conveying system to transport ore 10.3 km (6.4 miles) from the new Eisenhower Partnership Mine to Twin Buttes. The system, supplied and installed by Cable Belt Limited, of England, represents a radical departure from conventional conveyor systems. The driving tension is applied through two endless wire ropes while the belt acts only as the carrying medium. Features of the system are a single 2240 kw (3000 hp) drive and a 60° angle bend. Construction was completed in two years. Full production was attained after several months' operation.

The movement of solid particles in a liquid represents an area of interest in many fields of science and technology. Knowledge of the behavior and characteristics of solid-liquid suspensions is of great importance to many areas of mineral processing. In order to characterize a solid-liquid system, the following factors must usually be considered: a) density of the liquid b) rheological properties of the liquid c) density of the solid particle d) size and shape of the solid particle e) volume fraction of solid particles f) relative motion of solid particles and liquid phase Other variables such as the effect of the containing vessel walls, Brownian movement, inter-particle friction, fluid slip and electrostatic effects, are important in special circumstances. Thus it is evident that a complete theoretical treatment is not possible covering all situations. Studies of the kinematic behavior of solid particles in a liquid have been approached by two methods: 1) Assessing the movement of a single particle and extrapolating to a multi-particle system; 2) Modifying the continuum mechanics of single-phase liquids in such a way as to account for the presence of solid particles. The first approach in general utilizes the method of particle mechanics. Extension to a multi-particle system gives rise to very complicated mathematical computation. The creeping motion equations do, however, furnish a practical, useful basis for achieving a uniform treatment and a better understanding of the phenomena. This approach is useful in the study of sedimentation and hindered settling processes.

This chrysotile asbestos orebody is located near the northern tip of the Province of Quebec, Canada. It is some 1818 km (1130 mi) north of Montreal; 480 km (300 mi) north of the tree line and is situated within the zone of continuous permafrost. The open pit ore zone is approximately 0.4 km (1/4 mi) in length some 61 m (200 ft) in width and plunges at 25-30 below surface to a vertical depth of at least 610 m (2000 ft). The orebody was originally evaluated by programs of surface mapping, diamond drilling and bulk sampling. The fibre is semi-crude, possesses excellent strength, and good fibre length distribution.

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

Introduction The US coal mining industry is in the midst of a serious economic crisis. To overcome increased operating costs, operators must take advantage of technological advancements in mining systems and equipment. A relatively new concept available to underground operators is that of extending the cutting depth for continuous mining machines (continuous miners). This system is referred to as deep-cut mining, and may be described as mining cuts to depths greater than the standard 6 m (20 ft). Productivity is increased through the reduction in continuous miner tram time since the machine stays longer in each working face. To successfully implement a deep-cut mining system, three problems must be overcome: Exposing personnel to unsupported roof, methane removal, and controlling respirable dust. Remote control cutting The solution to the unsupported roof problem is remote control. Recent advances in remote operation, especially in radio remote controls, have resulted in what is generally accepted as a safe and reliable tool. By installing remote control on the continuous miner, the operator and helper can now be stationed in a supported area. This allows for improved visibility while cutting coal. With this in mind, the limiting factor now becomes the position of the haulage equipment operator. North River No. 1 uses Joy 21SC shuttle cars and Jeffrey 4110 diesel ramcars. These cars are pulled against the bumper of the continuous miner. Thirteen meters (43 ft) can be cut with the shuttle car and 14 m (45 ft) with the Ramcar before the operator of the car is inby permanent supports. By loading away from the bumper, about 1.5 m (5 ft) can be added, bringing total cut depths up to 14.5 and 15 m (48 and 50 ft), respectively. Methane removal The second problem involves methane removal, and the line curtain-to-face distance. In other words, how to maintain the line curtain to allow sufficient ventilation to remove methane and not expose workers to unsupported roof. The solution, in most cases, is to use a blowing-type ventilation system. Unlike the exhausting system that, to be effective, must be installed within 3 m (10 ft) of the working face, the blowing system can be effective at greater distances from the face. Numerous studies have documented the advantages of a blowing-type ventilation system over an exhausting system. Furthermore, a blowing system can be significantly improved by in¬creasing the velocity of the air delivered without increasing the volume of air. With this greater ventilation efficiency, it is possible to secure ventilation plan approval from the Mine Safety and Health Administration (MSHA) for a greater curtain set-back distance. This eliminates the need for personnel to travel inby permanent supports to extend the face brattice. The distance from the face MSHA will approve, however, is on a mine-by-mine basis. MSHA will evaluate the particular mine's face methane liberation rates, along with the specific proposals regarding face ventilation volumes and velocities. Dust control The third problem is controlling respirable dust. This is actually a result of the solution to the second problem. In the blowing system, while mining on the slab cut, both the continuous miner and haulage units are located on the dusty side of the line curtain (Fig. 1). In the early 1970s, underground operators virtually abandoned this system, in order to comply with the 2 mg/m3 (0.87 gr per cu ft) federal dust standards. Multidisciplinary investigations were completed to prove the availability of water resources for the proposed San Cristóbal silver-lead-zinc mine in the arid Altiplano of Bolivia. Surface water resources are scarce, of poor quality, and unsuitable for development. Therefore, hydrogeological reconnaissance targeted alluvial aquifers for development. Follow-up resistivity, refraction, and water quality assessments were used to prioritize areas with prolific production potential. Pumping tests and regional water balance analysis indicate an alluvial aquifer can sustain the required approximately 40 000 m3 per day production for the life of the mine and predict no significant negative environmental effects on local groundwater users and the environment.

INTRODUCTION Thermally induced fracture of rock is one of the oldest rock breakage techniques known to man. Primitive underground miners used fires to heat and crack rocks as early as the third century B.C. (Ref. 1). History aside, however, present-day tunneling and mining interests are reconsidering the use of modern heating units for rock fracture for some very good reasons. One of the most important advantages of many heating techniques is the lack of direct contact between the heating device and the rock. This means a lower wear rate relative to mechanical cutters, and no large reactant force to be supplied by the tunneling machine. In addition to avoiding physical contact, some heating systems (e.g., electron-beam guns and lasers) can deliver energy to a rock face much more intensely than can be conveniently handled mechanically. Thus, heating power densities of the order of lob to 107 watts/in.2 and greater can be achieved with high-power lasers. These high power levels allow much higher instantaneous penetration rates than can be achieved by mechanical cutting. Another advantage that accrues to some thermal techniques, such as, for example, surface spalling, is that the thermal fracture process works particularly well in certain rock types (e.g., granite) that are particularly hard to cut mechanically. Although out of the ordinary, MINING ENGINEERING is pleased to present a few photographs that typify Western US mining activity during WWII. The photographs, taken by R.G. Zellers at Colorado mining operations between 1942 and 1946, were primarily intended for equipment manufacturers. The pictures capture scenes of hardworking miners during a time when output was essential to fuel a wartime effort. In addition to providing a rare opportunity to step back 40 years and view the equipment and activity common at the time, Zellers' skill with photo composition and his ability to obtain clarity in dimly lit underground operations gives viewers an acute awareness of the dampness and dirt of the mines, and a sense for the miners' limited working space.

In connection with Project Payette, which is concerned with the detection of underground nuclear explosions, it was necessary to determine the technical feasibility of constructing and maintaining a large (approximately 315 feet in diameter) unsupported underground cavity at a depth of approximately 2700 feet in the Tatum Salt Dome in Mississippi. The dimensions and the location of the cavity in the salt dome were governed by criteria laid down by the Atomic Energy Commission. Within the framework of the specified criteria, cavities of various shapes and dimensions could be utilized. One aspect of the feasibility study was to investigate the structural stability of various cavity shapes and to recommend a preferred shape. This paper summarizes the studies that were conducted to evaluate the structural stability of various proposed cavities.(l)

For short tunnels, a reinforced cast-in-place lining is not economical and shotcreteis a logical substitution. In the past, reinforced shotcrete linings have been constructed with lattice girders and welded wire fabric. For the Russia Wharf Tunnel in Boston, MA, the Contractor, with the help of the Dr. G. Sauer Corporation offered the MBTA a VECP to substitute the reinforced cast-in-place concrete lining with a steel fiber reinforced shotcrete lining. The challenge was to adequately model the ductility of the steel fiber reinforced shotcrete and to test the shotcrete prior to and during construction to assure quality control. To our knowledge, this type of numerical simulation has not been used on any other tunnels in the US.
