The San Vicente Tunnel Project is an 11-mile water tunnel constructed for the San Diego County Water Authority. One of the many challenges of the project included tunneling a 22,000-foot single-heading tunnel on the western half of the job in varying geology using a 3.66m (12ft) diameter open shield excavator or ?digger shield.? This paper will discuss the design considerations for the temporary liner, the tunneling, and ancillary equipment. It will also highlight the challenges faced while mining this geology, explain the methods implemented to drive this section of tunnel, and discuss the experiences while performing mechanized tunneling in an extensive and varied San Diego geology.

This paper describes the results of a comparative study of the geostatistical ore reserve estimation method over three conventional methods; the polygon method, the inverse of the distance squared (IDS) method, and ELIP which is similar to IDS. Each method was evaluated on its ability to accurately predict individual block grades for one bench of the Pima Nine, located near Tucson, Arizona. Results at the Pima Mine indicate that the geostatistical method is no better nor worse in predicting block grades and total tonnage than the ELIP or IDS methods in contrast, the polygon method is clearly inferior. All of the methods would have given better results if geology had been included in the block model. At already producing mines ELlP or IDS may be good choices since they involve substantially less cost in computer time. For prospective or new properties, the geostatistical model is more attractive, due to its ability to construct confidence limits on the estimates.

Brace yourself-what used to be a 1 billion ton deposit is now a 1 Gt deposit. And that 1520-hp ball mill is now a 1.134-MW ball mill. Beginning with this issue, all engineering units and statistics in MINING ENGINEERING will be reported in SI units. The exception to this is the Technical Papers section, where units may still be reported by dual notation. For the past four years, ME has reported all units of measurement first in SI, followed in parentheses by the equivalent English value. This metrication policy, adopted by the SME-AIME Board of Directors in September 1975, was designed to aid magazine readers through a transitional period from English unit reporting to SI unit reporting. In October 1979, the SME-AIME Publications Board completed the English-to-SI transition by requesting the editorial staff, beginning February 1980, to report exclusively in SI. The Publications Board also requested the editors to prepare a chart of SI conversions useful to ME readers; this information follows on pages 156-157. The What and Wherefore of SI In 1960 the General Conference on Weights and Measures met in Sevres, France, and recommended that a new metric system-one that could uniformly cross all international borders-be adopted to replace all other metric systems. The outcome of this recommendation was the SI system of units, an abbreviation for le Systeme International d'Unites (the International System of Units). It replaces the more familiar cgs (centimeter-gram-second) system and the m/ksA (meter-kilogram-second-Ampere) system. SI consists of seven base units, two supplementary units, and a number of derived units. Other units, called allowable units, may be used even though they are not part of SI. The seven base units are: meter (length); second (time); kilogram (mass); mole (amount of substance); kelvin (temperature); ampere (electric current); and candela (luminous intensity). The two supplementary units are radian, a measurement of plane angle, and steradian, a measurement of solid angle. Supplementary units can be used in combination with SI units, e.g., radiant intensity is expressed in W/sr, watts per steradian. Derived units are combinations of base and supplementary units. Velocity is expressed as meters per second (m/s), and acceleration as m/s'. Using the relation established by Newton's second law of motion, force is expressed as kg-m/s2, more commonly known as the newton (N). Energy (work) is force times distance, expressed as kg-m/s2 and known as the joule (J). Power is work per unit time, expressed as kg, m2/s3 and known as the watt (W). Allowable units are the exception to the rule-they are not taken from base or supplementary units but, nevertheless, are used in the SI system. Volume units are normally expressed as the cubic measure of a length, such as cm 3. But a fluid volume of a cubic decimeter (dm3) is called a liter (L); the "L" is capitalized in another special SI rule to keep the lowercase "1" from being confused with a numeric "1". Other allowable units are degrees Celsius (°C) for temperature; and the minute (min), hour (h), day (d), and year (a) for time measurements. The prefixes in the table on the following page are used with SI units to express the magnitude of a measured quantity. A mill that processes 1000 tons of ore per day would be designated a 1 kt/d mill; a mine producing 10 million tons of ore per year would be called a 10 Mt/a mine. The rule here is to use prefixes that keep the value in a convenient range from 0.1 to 1000. In other words, it would be incorrect to write 25 000 kg-the prefix should be changed to indicate 25 Mt. One of the distinct advantages of SI is that it retains the decimal relation between multiples and submultiples of the base units for each physical quantity except for time. One more rule of SI syntax-numbers are separated into groups of three with a space between each group rather than a comma, e.g., 3,839,174 becomes 3 839 174. By the same token, a decimal number is also broken by spaces, e.g. 0.738153 is written as 0.738 153.

A procedure is presented for ranking hazardous waste sites for remedial decisions, and an example with application to mining waste sites is discussed. Typical contaminant concentrations are calculated from field data. Exposure indices that compare these measured concentrations with allowable limits are then computed. The limits are selected to protect both the health of humans (for both carcinogen and noncarcinogen effects) and the health of key organisms in the ecological food web. The additive exposure index for a site, defined as the sum of all contaminant-specific exposure indices, is then used in ranking the sites and assigning each a priority for remedial action. One key source of uncertainty in the process is the estimation of a typical site concentration from data that include values reported as "below certified reporting limit" (BCRL). This uncertainty is compounded in the additive exposure index and therefore may have a substantial effect on the assignment of remediation priority. A general approach is presented for incorporating consideration of BCRL data into uncertainty evaluation when assigning remediation priority designators to hazardous waste sites.

Faults under high rock cover represent some of the most severe ground conditions a Tunneler can encounter. High ground water pressures and flows are usually associated with mountain faults. Ground behavior can range from blocky ground to flowing sands and squeezing clays. Sticking a IBM within a fault zone for many weeks, with the disastrous financial consequences, is still a common occurrence. Interpreting the geology and detecting the location of a fault prior to penetrating it is a fundamental step to successful tunneling. Ground water control through predraining or pre-grouting is the second fundamental step. This paper discusses techniques applied for detecting and crossing mountainous fault zones through the use of case histories across the globe.

Horizontal drilling in coal mines is a relatively new technology. The earliest recorded drilling in the United States was done in 1952 at the Humphrey Mine of Consolidation Coal Company for degasification of coal seams. Spindler and Poundstone experimented with vertical and horizontal holes for eight years. They concluded in 1960 that horizontal drilling in advance of underground mining appeared to offer the most promising prospect (for degasification) but effective and extensive application would be dependent upon the ability to drill long holes, possibly 300-to 600 m, with reasonably precise directional control and within practical cost limits.(1) Mining Research Division of Continental Oil Company, the parent company of Consolidation Coal Company, began a research program in the early 1970's to achieve the above objective. The technology needed to drill nearly 300 m in advance of working faces was developed by 1975 and experiments on advance degasification with such deep holes began in 1976. Preliminary Its of this research have already been published.(2) To date nearly 4500 m of horizontal holes have been drilled for advance degasification and earlier results were reconfirmed. In summary, these are: 1) The greatest impact of these boreholes was felt in the face area where methane concentrations were reduced to nearly 0.3 percent in course of two to three months from original values of nearly 0.95 percent.

Rock salt has been mined by the solution method for many years in many countries. Attempts have been made in the past in Canada and various other countries to produce potash by the' same method. However, only Kalium Chemicals Limited (1) has been successful, possibly because the conditions in Saskatchewan are the most favorable conditions to be found so far for the development of a solution mining method for potash. There are significant differences in solution mining of rock salt and solution mining of potash. First, rock salt deposits are relatively pure in respect to soluble minerals, whereas potash is never found in the pure state and contains Substantial amounts of other soluble minerals, particularly rock salt. In comparison to rock salt, much less potash is dissolved and brought to the surface for the same amount of water circulated through the orebody. The amount of water to be evaporated per unit weight of product is a major difference. Much greater amounts of water must be evaporated when producing potash and the treatment of the brine is more complicated because other dissolved salts have to be separated. Secondly, the rock salt deposits, particularly the domes, are much thicker. Bed thickness is of prime importance because it determines the yield of a well and consequently the economics of the process. Furthermore, as rock salt provides a strong roof structure, larger cavities can be developed and this prolongs the life of the rock salt well.

The heap leaching process has developed into a low-cost method for recovering copper, gold and silver from large and small deposits of low-grade ore. The earliest known heap leaching process with chemicals occurred in about 1752 and is attributed to Spanish miners percolating acid solutions through large heaps of oxide copper ore on the banks of the Rio Tinto (Ran Zyl, et al., 1988). In 1969, US Bureau of Mines research¬ers proposed the use of dilute alkaline cyanide solutions as a low-cost means for recovering gold values from low-grade ore containing micrometer-sized particles of gold (Miners News, 1991). The modern-day heap leaching process typically involves the percolation of leach solutions through controlled lifts of stacked, low-grade ore (crushed, aggomerated or run-of-mine) in a heap for chemical extraction of precious and base metals into solution (Fig. 1). The enriched (pregnant) solution is collected by gravity flow in lined basins, sumps and ponds for processing and recovery of the target metals (copper, gold and silver). The barren solution from the recovery facilities is recirculated to the heap, along with chemical reagents and makeup water, for containment of all process solutions in an enclosed and environmentally sound system. This involves the use of low-permeability liner systems beneath the heap leach stacks to maximize solution recovery and protect the underlying ground water (Fig. 1). This article discusses the typical heap leach liner systems currently used by mining companies in North America. The most successful heap leach pad liner systems from past precious metal operations generally include an underlying, low-permeability soil bedding material; a geomembrane liner, and an overlying protective cover fill.

INTRODUCTION In the USA regulatory agencies have adopted standards which limit the allowable concentration of ore dust in underground uranium mines. The American Conference of Governmental Industrial Hygienists has recommended a threshold limit value for silica which has been incorporated by reference in federal regulations (30 CFR 57, 1980). The Nuclear Regulatory Commission (NRC) imposes a limit for unprocessed uranium ore dust for reducing the exposure to radioactive materials from inhalation (10 CFR 20, 1980). We have been unable to trace the origin of the NRC standard. Recently the ICRP has published recommendations concerning limits for intakes of radionuclides by workers (ICRP, 1979). We have used the ICRP methodology to compute the dose equivalent commitment to lung and bone from inhalation of insoluble ore dust particles. These values were used to derive air concentrations which would provide an acceptable risk for induction of cancer from occupational exposure. Results indicate that the new ICRP recommendations are more restrictive than the present NRC standard for radioactivity. The maximum allowable dust load in a uranium mine will depend on both the concentration of silica (% Si02) and the amount of radioactivity (% U308). We have combined these standards assuming complete independence of biological hazard to establish boundary conditions for which either silica or radioactivity is the dominating factor. Based on these results we present suggestions for analysis of ore dust to insure compliance with regulatory agencies. SILICA STANDARDS Silicosis, fibrotic lung disease produced by crystalline silica, was one of the earliest forms of occupational disease to be recognized. The pulmonary lesions caused by silica, silicotic nodules, consist of concentrically arranged bundles of collagen fibers. Fusion of these nodules results in progressive massive fibrosis causing alveolar changes which decrease ventillation and blood flow in the lungs. The current Threshold Limit Value (TLV) for mineral dusts is based on the concentration of free silica. The standard is expressed in three forms: (1) Particle count standard: TLV (mppcf) = 300/(% Si02 + 10) (mppcf = million particles per cubic foot) (2) Respirable dust mass standard: TLV (mg/m3 ) = 10/(% respirable Si02 + 2) (3) Total dust standard: TLV (mg/m3 ) = 30/(% Si02 + 3) The most commonly used form is the respirable mass standard. These curent values for silica are based primarily on epidemilogical studies of Vermont granite workers and other occupationally exposed workers. In the Vermont study no cases of silicosis were seen in individuals employed after dust control measures were initiated and whose subsequent exposure averaged less than 5 mppcf. The free silica concentration in the airborne dust to which these workers were exposed averaged 25%. A concentration of 10 mppcf of granite dust is considered equivalent to 0.1 mg/m3 quartz. The current respirable mass standard allows a maximum silica concentration of 0.1 mg/m3. NIOSH (1974) has recommended a reduction in the current TLV for respirable silica to 0.05 mg/m3 Si02. As with radiation standards, the TLV for mineral dusts is an upper limit for time weighted average exposure. It is recommended that dust concentrations be maintained as far below the TLV as current practices permit. RADIATION STANDARDS The present concentration limit for airborne natural uranium in ore dust prior to chemical separation is 75 µg of uranium per m3 of air ( 10 CFR 20, 1980) . This corresponds to 1.85 Bq/m3 (50 pCi/m3 ) of natural uranium, U-238, U-235 and U-234 and is equivalent to 3.7 Bq/m3 (100 pCi/m3 ) of gross alpha activity with radioactive equilibrium between the long-lived alpha progeny through Ra-226. The origin or basis for this standard is not known, but it presumably includes both chemical toxicity and risk from somatic radiation injury. Recently the International Commission on Radiological Protection (ICRP, 1977) has published recommendations concerning the objectives and criteria for limiting radiation exposures. This was followed b y a revision of the limits for intake of radionuclides by workers (ICRP, 1979; ICRP, 1980). The previous compilation of limits for internal emitters was published by ICRP Committee II in 1959 (ICRP, 1959). "In recent years, the demand for Rare Earth Elements (REE) have grown rapidly due to increasing demand and global supply shortage. The supply deficit of these critical elements has encouraged the search for new sources of REEs, possibly Coal and Coal byproducts. Coals from certain parts of the world can be rich in REEs, and can approach a total concentration of 1000 ppm. Two Alaskan coal samples were investigated for the effect of size and density on the concentration of REEs on three selected size fractions. Flotation tests were conducted for finer fractions. Additionally Bottom ash and Fly Ash samples from a power plant have been examined for REE concentration. The results show that the upgrade potential for REEs on ash basis from whole coal basis ranges from 2:1 to 4:1 for Wishbone Hill and Healy coal samples respectively. Flotation of the finer fraction for both coal samples, conducted under similar conditions, reveal higher concentration of REE’s in the tailings. Both coal samples have a comparatively higher LREE content than HREE. Trends of REE content of the power plant products on ash basis revealed that Fly Ash has a slightly higher concentration of both LREE and HREE than Bottom Ash. Keywords: Rare Earth Elements, Coal, Coal Ash INTRODUCTION Rare Earth Elements (REEs) and their compounds are vital components in industrial, automotive, petrochemical, defense and medical applications. Dysprosium in combination with other elements is used in laser materials and nuclear control applications. Neodymium is present in magnets that are used in green power generation such as the manufacture of wind turbines and also in hybrid cars. Europium, Terbium and Yttrium are used for devices that have visual displays such as computer screens and laptops [1, 2]. REEs pose fewer environmental problems of disposal and recycling than conventional heavy metal counterparts [1]. Rare-earth metals are key ingredients for radar systems, avionics, modern national defense and satellites [2-8]. In the last 25 years China has been mining, processing and refining Rare Earth elements at affordable prices thus gaining a virtual monopoly in the market. The many fold rise of the prices of REE elements over the last few years and frequent disruptions in supply has forced various nations to invest in indigenous extraction of REEs by increasing production from previously productive sites and to expand the production from new alternate sources including coal and coal byproducts [9]. Coal and Coal beds have been found to be significantly enriched with certain critical metals and can be a potential source for both Light Rare Earth Elements (LREE) and Heavy Rare Earth Elements (HREE) [10]. Moreover, coals with high REE concentrations have been discovered in Pavlovka and Rakovka coal deposits in Russia, Appalachian deposits in USA, Sichuan Basin deposits in China and others across the globe [10-13]. A recent study from China looked at how different trace elements (including numerous REEs) partition in various size fractions of Antaibao coal from China. The finding indicates that the REEs, phosphorous, and thorium all have their high concentrations in the particle sizes 0.5 to 3 mm, and 6 to 25 mm. REEs are also often present in the form of phosphates such as monazite in coal [13, 14]. The objective of the study is to identify the concentration of REEs in Alaskan coals and to investigate the effect of density and size in the distribution of REEs in coal and coal byproducts."

The $300 million West Side Combined Sewer Over?ow Project consists of over5.5 kilometers of soft ground tunnel, an 833-million liter per day (220-MGD) deep shaft pump station, 3 kilometers of micro tunneling, and other miscellaneous shafts and pipelines. The construction contract, underway since September 2002, is a reimbursable cost plus fixed fee contract that included a quali?cations-based contractor procurement process and has undergone some modi?cation since execution. This paper will describe the contractual issues addressed to date, dispute resolution, where improvements can be made, and how an Owner can evaluate whether this type of contract is the best approach for an underground project.

Political risk is an integral part of the mining business in northern Andean countries. Peru, Ecuador, Colombia and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations require good political-risk information, a thorough political-risk-management plan and a strategy to deal with political-risk perception on the part of the investing public. Colombia is perceived as about the riskiest place in the world to do business. A selection of recent headlines reads: “Colombia on the brink” (Economist, 1998), “Colombia’s ship of state is sinking” (Insight on the News, 1998), or simply “Bad news” (US Catholic, 1998). The World’s Most Dangerous Places rates Colombia as “currently the most dangerous place in the Western Hemisphere, and perhaps the world” (Aral and Pelton,1998). And many prospective investors and analysts say to Greystar Resources: “Yes, we love your results, but Colombia?”

Creation of needed new resources will be accomplished mainly by imaginative and diligent geologic exploration because geologic availability is the key determinant of future mineral supply. Adequate resources of most commodities can be made available for the rest of this century and beyond if they are discovered. Thus conversion of hypothetical and speculative resources into available reserves will provide the principal challenge to earth scientists. Additional problems now compete for our attention. First is a challenge to discover more resources than have been found to date for domestic needs as world-wide demands increase exponentially and as easily found high-grade deposits are rapidly being depleted. New ways to find new types of deposits are required. Second, the United States, a resource importer, increasingly is challenged for access to foreign supplies through stiffening competition and economic or expropriation sanctions. Balancing needs for mineral supply and environmental protection is a third challenge. Geologic explorers must consider statutory as well as economic and technologic requirements, controlled access to public and private lands, competition with urban sprawl or wilderness, limitations on discovery, appraisal and mining methods, and restoration of mined areas. Finally, is the challenge to temper public and private attitudes and assure that decisions bearing on resource problems are based on comprehensive credible facts. While striving to maintain and improve the standard of living, many Americans appear to disdain and mistrust those organizations that provide their material where-withal. Meeting these challenges effectively, and in time, will require careful appraisal of the resource system and the joint efforts of industry, university, and government earth science research.

Many concepts for the commercial production of deep-seabed manganese nodules have been studied since the 1970s. However, the bearing capacity of the deep seabed is not strong because it is composed of fine particles with high moisture content. So it is impossible to carry manganese nodules in the collection system. Therefore, the validity of continuous mining by riser pipe from the seabed to the vessel is highly appreciated. A continuous mining system is composed of mining vessel, lifting pipe, buffer system, transport tube (flexible pipe), and self-propelled mining robot. A conceptual diagram of this system is shown in Fig. 1(a). Korea Research Institute of Ships and Ocean Engineering (KRISO) developed a deep-seabed self-propelled mining robot called "MineRo" to collect manganese nodules in 2012 (as shown in Fig. 1(b)). In 2013, real sea experiments at around 1380 m depth were carried out to evaluate the collecting and driving performance of MineRo. However, we found that the roller in MineRo did not work well at times. To elucidate the problem, we analyzed the rheological characteristics between the bushing and drive shaft under deep-water conditions.

Initial investment for mechanical boring of tunnels is found to be high in most cases. Conventional drilling and blasting is not the possible especially in urban area. In these conditions impact hammer offers many advantages over conventional drill and blast techniques and boring tunnels. These include improved safety, minimal ground disturbances, elimination of blast vibration, reduced ventilation requirements, reduced cost etc. Therefore, hydraulic impact hammers have been used widely in metro tunnelling projects in Istanbul since 1992. Accumulated and published data from various tunnelling projects serve to improve predicting the machine performance and scheduling of job duration. This paper is prepared under this objective. Machine utilization time of impact hammer was evaluated in this study. The main rock formation named Kartal formation arepaleozoic aged sedimentary rocks, shale, sandstone, siltstone, andesite dykes and sediment fillings. The first stage of the project is commissioned to Yapi Merkezi- Yuksel- Dogus- Yenigun- Belen consortium.

Marbles commercially known as the Nigde- white crop out in the town of Gümü?ler, around the Çalkama Hill within the Gümü?ler Formation of the Nigde Masif of Paleozoic age. Marbles sporadically occur within the masif, however its prevalent occurrence is associated with the Gümü?ler Formation. Due mainly to its intense fractured nature, the Nigde-white marbles are used as dimension stones, crushed stones and most recently micronized calcite. Insignificant portion accounts for block use through a few quarries.

Introduction Very little attention normally is given by the experts, or the public at large, to the fact that the majority of the oil that has been or will be discovered within the U.S. remains in the ground. The inherent limitations of oil production through surface wells, either by primary or secondary techniques, will result in a total of over 300 billion bbl of oil left in the ground after completing production by standard petroleum techniques in currently producing or producible fields. This reserve represents some two-thirds of the original quantity of oil discovered in place. Recent work by a number of groups has shown that there is strong economic justification for extracting this remaining oil by mining and processing techniques. Table 1, taken from 1977 API reports, demonstrates the oil left in place at the end of the conventional petroleum production cycle in then-known fields within th’e U.S. Possible targets for oil mining operations include (1) oil remaining in place in fields and pools that have reached economic depletion by current petroleum production methods and that are not amenable to economic recovery by conventional petroleum industry techniques; (2) oilor bitumen-saturated rocks not normally considered by the industry to constitute producible reservoirs, such as shales and diatomites; and (3) asphalt- and bitumen-impregnated rocks. Economically Depleted Fields A more detailed examination of the depleted fields shows that estimates of oil remaining in place after primary, secondary, and nondestructive tertiary recovery can vary widely. There is significant evidence, however, that more than half the estimated original oil in place (OOIP) remains in the reservoir after all petroleum extraction techniques have been applied. If one compares the sum of past oil production and estimated remaining producible reserves with the API estimate of total discovered OOIP as of 1975, it becomes apparent that for the U.S. as a whole, 67070of the 00IP will remain in place at the end of the

Sea water samples collected from coastal waters in the vicinity of the Stratoni mining operations, in North-Aegean Sea were analysed for dissolved metals and elements. The maximum concentrations observed were one to three orders of magnitude lower than the environmental limit which coincides with the quality of sea waters suitable for swimming purposes. The quality of the coastal sea waters are affected by the natural mineralization of the area and the urban activities drained through local small rivers, the past mining activities present in the sea bottom sediments in the form of disposed tailings, and finally by the presence of the adjacent Mill-Flotation Plant. The relative importance of the treated final effluents discharged from the mining operations is considered to be insignificant.

The distribution of phosphate in Pliocene-Miocene deposits of the Southeastern United States was controlled by the prevailing geologic setting. For each basin a unique set of conditions in terms of relationship of land mass to shelf, depositional environment and seawater composition, and movement controlled phosphate distribution. Concentration sufficient to recognize the deposits as a resource occurred in lagoons or shallow neritic zones, with clastics and carbonates diluting the section basinward. Each deposit within a basin displays similar metallurgy and lithology, notwithstanding post-depositional alteration.

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the dis- abling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety
