Sulfur removal from high sulfur coal has several objectives including: a) reduction of the atmospheric load that contributes to the problem of acid precipitation; b) reduction of ash, which contributes to decreased energy transfer in boilers, as well as ash disposal; and c) alleviation of the social and economic dislocations reluted to uneven geographical distribution of sulfur in coal reserves. Cost in relation to the value of refined coal will govern the development of an emerging coal refining industry. Estimation of the premium paid by power companies for coal with a low sulfur content is a good estimate of the value that will be added as the result of refining. Estimates of premiums paid in 1984 are $28.65/t ($26 per st) for reduction of total sulfur from 3’% to 1% S and greater than $28.65/t ($26 per st) for removal below 1% sulfur.

Agnico Eagle (Cadillac Quebec, Canada) selected the new Eimco PEC E – CAT™ clarifier thickeners for their counter-current decantation circuit, which handles approximately 200tph leached gold/silver ore. The E-CAT is based on rakeless ultra-high rate thickening technology that originated in South Africa. Four 9m diameter and two 10m EIMCO E – CAT ultra high rate, rakeless thickeners were installed in the fall of 2000. Thickening and clarification performance has been excellent. Problems with level control have been resolved and the plant personnel continue to improve the operating control techniques. The CCD circuit is critical to the success of the operation and good recovery. Data will be presented showing the wash ratios and recovery achieved. A brief history of the operation and the decision to utilize the CCD system will be presented.

"For his pioneering contributions to the understanding of the geology of porphyry copper systems" Recipient Of The 1997 D. C. Jackling Award SPENCER R. TITLEY Introduction The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for continued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade" copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950: the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. Two hundred years ago next April, our forebears embarked upon the difficult path to national independence. They succeeded, and shook off the yoke of foreign domination. In the ensuing two centuries, the country was mobilized several times to protect that political and economic independence from foreign domination. These efforts were also successful. Thus, as we stand here on the threshold of our third century of political independence, we can thank previous generations and congratulate ourselves for establishing and maintaining the world's oldest republic. Now -- once again -- the United States faces the challenge of foreign intervention into our economy. This time the battleground is resource avail- ability. America has been blessed with enormous resources. Whether we speak of minerals or timber or water or "amber waves of grain," this nation has benefitted from a resource base that is the envy of the world. This asset, coupled with a political system that permitted us to develop it, has been the physical backbone of our independence. Without the economic independence that this resource base has given us, the political independence we fought for would have been tenuous, at best.

US mine production of iron ore in 1984 showed some improvements compared to 1983. But reduced demand from the iron and steel industry caused temporary shutdowns of many iron ore mines and pelletizing plants. US raw steel production in 1984 was slightly above 1983, but still at a depressed level. Production was 83 Mt (92 million st), compared with 77 Mt (85 million st) in 1983 and 68 Mt (75 million st) in 1982. Two major production trends continued in 1984. They were the increased production from electric furnaces and the growing use of continuous casters. Electric furnace production included 33.2% of the steel poured in 1984, compared with 31.5% in 1983. Continuous casting was used for 39% of 1984 steel production, compared with 32.1% in 1983. Statistical Process Control Statistical Process Control (SPC) has taken on new proportions in the iron ore and steelmaking industries within the last year. This mathematical technique is used to monitor, control, evaluate, and analyze a manufacturing process. The technique charts variability of important quality parameters. Training and adaptation of SPC techniaues for process control have been initiated at Inland, Steel's Minorca, Pickands-Mather's Hibtac, Cleveland-Cliff's Empire and Sherman operations, and at Reserve Mining. One of these operations has requested its bentonite supplier provide SPC charts on quality specifications. Some of the steelmaking operations (Inland Steel, Bethlehem Steel, Dofasco, LTV Steel, National Steel, Stelco, Weirton Steel, and Wheeling-Pittsburgh) have set up SPC programs within their operations. And they also have insisted that some of their suppliers use SPC. Plant Shutdowns The permanent closure of Stelco's Griffith mine at Red Lake, Ontario, has been delayed by one year. This gives employees more time to adjust. The mine is now set to close in April 1986, instead of April 1985. Sidbec (Canadian government) and its other partners (including British Steel Corp., Quebec Cartier Mining, and US Steel) closed its iron mining operations at Gagnon, Quebec. The pellet plant has been leased to Quebec Cartier. New Iron Ore Operations The massive Carajas iron ore project in Brazil is scheduled to come onstream in Jan. 1986. It is to achieve full-scale commercial shipments by July of that year. The 66% iron crude ore requires only crushing and screening before shipment. The product consists of 83% sinter feed and 17% coarse ore. Annual production capacity will be 32 Mt (35 million st) when the project is completed. Principal customer for the ore is Nippon Carajas Iron Ore Co., a consortium of Japanese steel mills. The Arab Iron & Steel Co. (AISCO) has started up a $US300 million, 3.6 Mt/a (4 million stpy) iron ore pelletizing plant built by Kobe Steel Ltd., at Al Hidd-hide in Bahrain. By 1986, this grate-kiln-cooler plant will supply high quality iron ore pellets to feed direct reduction plants in the immediate Gulf area and Far East markets. Iron ore supplied from Brazil, Peru, India, and Mauritania provides the feed to the pellet plant. Hydrated lime (2%) is used as a burden.

For the first half of the 21st century, the United States will rely on the same mix of fuels it has for the past 50 years. Petroleum for the United States will cost more and availability will decline as developing nations modernize. Increased use of natural gas for electric power generation will result in stress on the gas supply. Coal will be the fuel of last resort. More than half the petroleum used is imported, about the same amount as used for transportation. Only coal can provide relief by fueling railroads through electrification while encouraging “piggy-back” trailer haulage, co-generation for manufacturing and expanded passenger service.

Subsidence is a surface manifestation of the underground development and exploitation of minerals, and its impact on the environment is becoming of increased concern, particularly in the face of an accelerating demand for energy and minerals. In the United States, the state-of-the-art in subsidence prediction, control, and prevention and in subsidence-related damage abatement has not progressed to the level achieved in other countries. To bridge this gap, the Bureau of Mines, through its Mining Environmental Research program, is pursuing a comprehensive subsidence investigation, specifically designed to address major problems on the local, regional, and national level.

The application of time series analysis techniques to plant data provides a method for examining and modeling the behavior of operators during the operation of furnaces for the reduction of ilmenite concentrate. The obtained model is used to assess the consistency of actions carried out by the operators and to review and improve the training procedures.

The Waste Isolation Pilot Plant (WIPP) is a U.S. Department of Energy research and development facility designed to demonstrate the permanent, safe disposal of U.S. defense-generated transuranic waste. The waste storage horizon is 655 m (2150 ft) below surface in bedded salt. To date the WIPP project has not emplaced any waste. There are three intake shafts used to supply air to the underground. All air is exhausted though a single return shaft. The total design airflow during normal operations is 200 m3/s (424,000 cfm). The ventilation system is designed to provide separate air splits to construction, experimental, and storage activities. Separation is achieved by isolating the storage circuit from the construction or experimental circuits with bulkheads. Any air leakage must be towards the storage area of the facility. Field studies have shown that the pressure differential necessary to maintain the correct leakage direction is susceptible to the effects of natural ventilation; therefore, extensive studies and analyses have been conducted to quantity the natural ventilation effects on the WIPP underground airflow system. A component of this work is a monitoring system designed to measure the air properties necessary for calculation of the natural ventilation pressure (NVP). This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure at strategic locations on surface and underground. The psychrometric parameters of the air are measured every fifteen minutes. From these data, trends can be determined showing the impact of NVP on the ventilation system during diurnal variations in surface climate. Both summer and winter conditions have been studied. To the author's knowledge this is the first reported instance of automatic and continuous production of time and temperature variant NVPs. This paper describes the results of the initial monitoring study. INTRODUCTION The ventilation system at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico, is designed to perform two distinct functions. First, it supports normal mine ventilation requirements complying with all state and federal mine regulations. Second, the system is designed to prevent an uncontrolled release of radioactive contaminants from the storage and transportation areas of the facility. Although a nuclear radiation release in the facility is considered unlikely, many special features are implemented in the ventilation system to prevent the possible spread of contamination. The facility is constructed with the waste transportation and storage areas separated from the mining and non-radioactive experimental areas. The ventilation system is designed such that air leakage is from the mining and experimental areas to the storage areas. Furthermore, radiation detectors are located throughout the storage and waste transportation areas underground and an exhaust filtration building is installed on surface to prevent the possible release of radiation to the environment. For over two years the underground ventilation system has been rigorously tested and balanced. It was during this period that the adverse effects of NVP were noticed and subsequently quantified. From extensive field studies and computer models, several mitigating features were designed and constructed and special operational procedures were implemented to control the impacts of NVP. To quantify more accurately the NVP at the WIPP, a continuous monitoring system was installed. This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure every fifteen minutes at strategic locations on surface and underground. From this psychrometric data, the NVP is calculated. Fan operating pressures and flows and strategic differential pressures are recorded from the site Continuous Monitoring System (CMS). The monitoring system provides a means of evaluating how the ventilation system behaves in regard to climatic conditions and to judge the efficacy of the mitigating features and operational procedures. To the author's knowledge, continuous calculation of NVP as a function of time and surface temperature has not been previously reported. Overview of the Waste Isolation Pilot Plant The U.S. Department of Energy determined that the plastic nature of bedded salt may provide the best solution to isolate transuranic (TRU) waste from the biosphere. Initial evaluations at the WIPP site began in 1974. In 1979, the United States Congress enacted Public Law 96-164 for the construction and development of the WIPP project. The mission of the WIPP is to demonstrate the safe, long-term disposal of TRU waste generated by the national defense programs of the United States. TRU waste is classified as a low to medium level waste. The waste is stored in drums and does not produce significant heat (not greater than 1 W per drum). The WIPP site is located approximately 47 km (29 miles) east of Carlsbad, New Mexico in the Chihuahuan Desert. The repository is located in the 630 m (2000 ft) thick Salado Formation. This Permian Basin salt deposit is about 225 million years old and appears to have been minimally disturbed by earthquake, faulting, and ground water activity since it was deposited. Unfortunately, the term "control" has a negative connotation in the minds of many of our operating plant personnel. Whereas the opposite is true of those associated with research and technical centers in our industry. The magnitude of this difference in opinion and actual experience has often proved to be a major factor influencing the success or failure of process control applications. Through the years, many plant people have endured a number of unsuccessful attempts by "outside" people to "optimize" their plants; and these experiences have proved to have had quite a callousing effect on them. On the other hand, in many plants, successful process control efforts have made firm allies of the operating personnel, and have increased the number of metallurgical people who are well qualified and experienced in process control. The instrumentation industry, computer industry, and the mining industry's ability to quantify what is really happening in our processes have grown and developed rapidly since the first control efforts were made in the 1930's (1). Because of this-,: new control opportunities are becoming increasingly more feasible and older well established ones are becoming even more practical and necessary with regard to the economic s of our industry.

A new fluid bed lime calcining plant is converting high quality limestone into quicklime at the Cape Lime facility in Vredendal, South Africa. The plant was supplied by Metso Minerals. Cape Lime, established in 1946, operates two limestone and dolomite mines in South Africa. The high quality Vredendal limestone deposits are suitable for the production of lime for water treatment and for manufacturing precipitated calcium carbonate.

Dredging and Flooding was completed on the Falconbridge Limited "New Tailings Area" in the period from 1996 through 1998, as part of their site closure measures. Part of the decision making process and closure planning was water quality prediction, including oxidation and diffusion modelling. The purpose of this modeling was to define the potential water quality that would result during and after dredging. A significant body of research on the geochemistry and oxidation kinetics of this site had been compiled. The results of the modeling provide practical insight on the potential water quality that may be expected. Water quality in the pond has steadily improved since flooding was completed with the exception of short term peaks during spring runoff. Aquatic vegetation is appearing through natural recovery and transplanting of local species, and colonies of minnows are now observed in the ponds.

The United States is the world's largest producer of hydrofluoric acid (HF), with its 1971 output of 317,000 short tons representing about 40 percent of the estimated Free World production. U. S. production has increased over five fold in the past 20 years, with a growth rate of about 7 percent per year between 1960 and 1970. However, the growth rate to 1977 is expected to be less than 5 percent per year, due primarily to a reduced rate of growth in requirements by the aluminum industry and an expected increase in imports from Canada and Mexico. This discussion will include our analyses of the consumption pattern for HF in 1972 and the factors influencing the demand forecast for 1977.

The Conneaut, Ohio, terminal of the Bessemer & Lake Erie Railroad was the first rail-to-ground-to-water coal terminal on the Great Lakes. Compared to the traditional method of holding coal in railroad cars at the ports for dumping their contents into vessels, it provided for: a. Immediate train turn-around independently of vessel arrivals. b. Winter storage of coal at the port, permitting year round shipment by the mines and year round operation of the railroad.

The advantages derived from the use of pellet burdens in blast furnaces are so great, that hematite ores are being converted into pellets in greater quantities each year. The conversion of these ores into pellets appears on the surface to be relatively simple. In reality, this is not so. Serious difficulties are encountered in drying these pellets that do not exist in the drying of taconite concentrate pellets. The ores that present problems are goethite and earthy hematites. Green pellets prepared from these ores have very law shock temperatures, 200-600° F. The shock temperature of a green pellet according to our definition is the highest initial temperature to which a green pellet may be exposed without suffering decrepitation. Decrepitation may involve spalling, fracturing or total disintegration. The poor shock properties of these green pellets result from the inability of the vaporized water to escape freely and easily as it is formed with¬out affecting the integrity of the pellet. As a consequence, the pellets must be carefully dried prior to induration. This careful treatment is costly. The slow drying process restricts productivity and requires larger furnaces than desired. The use of an additive to elevate the shock temperature of the green pellets would increase productivity. Bentonite is used in some pellet plants to improve balling but it raises the shock temperature only slightly. Nalco became interested in the shock temperature problem because of its activity in the development of organic pelletizing aids for taconite concentrates. The findings reported here are an outgrowth of our experimental work on the development of shock temperature additives.

Two recent antitrust cases, coming from widely separated areas, different industries and involving wholly different facts were decided by the Supreme Court on June 7, 1965. The decisions in these two cases may well prove to be the most important and far-reaching decisions in the field of labor law that have been handed down in the last 24 years. These cases, although quite dissimilar factually, had one common element. In both, the gravamen of the antitrust violation was bottomed on the terms of labor agreements negotiated by a multiemployer group. These cases are usually referred to as Pennington1 and Jewel Teat. Since a number.-of references will be made to the antitrust laws, it may be well to state briefly the applicable portions. Section I of the Sherman Antitrust Act makes "every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several states, or with foreign nations, is declared to be illegal...". Section 2 imposes criminal sanctions against "Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several states...". Under Section 4 of the Clayton Act a person who sustains damages as a result of a violation of the antitrust laws is entitled to recover treble damages plus costs.

Selective fatty acid flotation of carbonate gangue from sedimentary apatites was achieved under acidic pHs without a specific apatite depressant and without conditioning the pulp with the collector. Concentrates (35% to 38% P2O5, 0.8% to 1% MgO) with high recoveries (80% to 85%) were produced from Indian and Chinese dolomitic ores. The calcareous and/or dolomitic-siliceous phosphate ores of South Florida and Utah required two flotation stages: one for carbonate removal, as mentioned above, and the other for phosphate recovery from siliceous gangue. Preliminary tests on the South Florida ore gave concentrates analyzing 29% P2O5 and 0.8% MgO, with a P2O5 recovery of 76%. A concentrate obtained from the western US phosphate ore from Utah assayed 30% P2O5 and about 1% MgO, with a P2O5 recovery of 89%.

Utilization of true in situ technologies for mining copper in Arizona will involve a complex environmental permitting process. This process is a key factor in determining the feasibility, costs, and implementing time- frames required for development of this innovative mining method. The regulatory structure in Arizona is presently changing due to enactment of the Environmental Quality Act (EQA) of 1986 and development of new aquifer protection rules and regulations. The US Bureau of Mines has reviewed the comprehensive hydrogeologic characterization, ground water monitoring, mechanical integrity testing, well construction, contingency planning, and other regulatory elements that will serve as mechanisms to assure protection of ground water resources. The purpose of this paper is to inform the domestic copper industry of the significance of the new Arizona regulatory structure and its implications for prospective in situ operators.

The standard test methods used to determine the pyrite content of coal and mineral wastes, and their propensity to release acidic drainage, are critically reviewed. In addition to analysis of total sulfur by combustion, test methods using selective oxidation of pyrite by HNO3 and H2O2 are available. The oxidation kinetics of pyrite vary appreciably from sample to sample, and it is difficult to ascertain whether complete dissolution has occurred in heterogeneous materials. The reliability, reproducibility and suitability of different standard test methods were studied, using well characterized ore and coal pyrite samples. The kinetics of pyrite dissolution were also investigated. The results are discussed in terms of the fundamental chemical and physical characteristics of each sample, and the implications for waste characterization are considered.
