Concentradora "Dana Aida" (100 t/d capacity) was built in 1971-1972 to treat dumps and ores containing mixed oxide-sulfide copper-gold-silver minerals from two veins. The veins, Don Felipe and aria are about 150 m apart, but are distinctly different mineralogically. The deposit is near San Juan de Guadalupe, Durango. Mexico. All new process equipment was manufactured locally, in or near Torreon, Coahuila. Sampling, ore testing, flowsheet design, plant design, drawings purchasing, financing, etc. was planned and directed by two engineers. Construction was executed by local miners and common labor (largely agricultural). The paper presents detailed costs for equipment and construction. The subsequent breaking-in operation is discussed.

Some of you may be old enough to remember -- as I do -- the early days of World War II. A highly prepared, well-equipped Japanese striking force had moved like lightning across the South Pacific islands and Southeastern Asia. As the invasion force pushed its way down the Malaysian Peninsula, Singapore stood serene and beautiful, protected by its natural moat of water, busy as ever with its commercial pursuits. One can see its captains of trade and industry now, sitting com¬fortably on the veranda of the "Singapore Country Club", sipping scotch between cricket games, convinced that the weary, logistically extended Japanese force couldn't possibly cross over to their island which had been so secure for a hundred' years or more. No need to remind you what happened. The brave men in their ships at sea and in the gun emplacements ashore were hopelessly out-gunned and out-maneuvered.

The Climax Mine is a panel caving mine which has had a long history of incidents of severe ground control problems. The nature of the ore deposit, which lends itself to the caving meth- of of production, a1 so makes the mine susceptible to large scale stress concentrations which are referred to as ?weight? problems. These problems have increased with increased production and also with expansion to deeper mine levels. During the past twenty years the mine has had to learn to cope with these problems in order to remain in operation. A number of practical guidelines and useful techniques have emerged from these efforts. The purpose of this paper is to share a few of these ideas. The Mine is located near Leadville, Colorado on the continental divide at an elevation of 3450 meters. The ore body is a large low grade deposit of disseminated molybdenum sulfide. It measures about 1200 to 1600 meters in diameter and it had an original depth of about 660 mters. The Mine has been in operation since 1918 and the massive nature of the ore body together with its blocky, highly fractured condition made it natural for the caving system to have been adopted for production at an early date. Open pit mining was started in 1973. The total plant has a capacity of more than 50 thousand tons per day, and more than 400 million tons of reserves at an average grade of 0.310 percent molybdenum disulfide remain to be produced.

The 9th Line / 16th Ave tunnels are part of a $700 million expansion of the York Durham Sewage System, north of Toronto. The 15 km of tunnels presented many challenges, including glacial and postglacial deposits, at depths up to 55 m. Due to high hydrostatic heads, the Owner specified EPB tunnelling, however, an alternate was proposed utilising rib and lagging tunnels, combined with a de-watering scheme. State of the art technology was utilised with a new Lovat TBM, incorporating PLC control, soft start water-cooled motors and a head designed to tackle the mixed ground expected. The 9th Line tunnels were completed in 2002. Subsequently the second section of tunnel along 16th Avenue has been awarded to the Joint Venture. This paper presents a case history of the soft ground tunnelling, including design elements, tunnel systems and TBM operations.

On June 4, Kennecott Utah Copper (KUC)marked the centennial of the founding of the original company. Bill Champion is president and chief executive officer of KUC. He said, “What has happened during the past 100 years far surpassed even the most optimistic visions of men like Daniel C. Jackling and Robert Gemmell when they promoted the concept of mass production techniques for a low-grade deposit of copper ore. At that time, it was a totally new way of doing things and the mining leaders of that day scoffed at the idea. They said it would never work,” Champion said. The company will celebrate this once-in-a-lifetime occasion with a few special projects, mainly for the benefit of our employees, said Louie Cononelos, director of government and public affairs for KUC. The company has designed and minted a commemorative copper coin that reflects early steam shovel and locomotive operations on one side, and today’s modern electric shovels and huge haulage trucks on the other side. “The history of the company stems from the ores of the Bingham Canyon Mine. That coin has been encased as part of a10-panel brochure that captures the company’s 100 year history,” he said. KUC also developed special centennial banners and comparable framed posters that were displayed throughout its operations and at selected community locations that have enjoyed a long-time partnership and special relationship with the company. Some of the plants also designed their own centennial hardhat decals.

Physical mine modeling and computer simulation techniques were used to conduct technical feasibility and economic analyses of selected pit configurations for surface mining a single coal seam dipping at about 15% to a maximum depth of 46 m (150 ft). Pit orientations along the true dip (dipline), along the strike (strikeline), and along an apparent dip were studied. Physical models of each pit configuration were prepared first to delineate potential operational problem areas and also to furnish data for the computer simulation models. A dragline microsimulation, a shovel/truck simulation, and a surface mine cost analysis models were used to conduct the study. Sensitivity analyses were conducted on variables such as the pit width, block length, and seam pitch. The productivity (m3/h) of the mining equipment (dragline or stripping shovel) under each set of conditions was used to optimize the pit configuration. Both block length and panel width were found to significantly affect the dragline productivity. Larger size trucks were preferable to smaller size trucks in the pit con¬figuration along an apparent dip. The cost analysis results showed that the pit configuration along the seam dip was more economical than the pit along the strike or along an apparent dip for the mining condition studied.

The 1970s have witnessed the completion and successful start-up of several new non-ferrous metallurgical operations in the Western Hemisphere which utilize large semi-autogenous mills in the grinding circuits. These facilities' are arranged either as single-stage circuits, or in a two-stage configuration n with ball mills. Another major concentrator, designed with an autogenous mill, ball mill, crusher (ABC circuit), is presently under construction and scheduled for start-up late this year. The large primary mills employed in these circuits have high diameter-to-length ratios and are designed to accept a very coarse feed, i.e., the product of a primary gyratory crusher, or run-of-mine ore. This characteristic obviates the need for a secondary-tertiary crushing plant or, in selected cases, even a primary crusher, which is a basic requirement in feed preparation for conventional grinding mills. This paper discusses three such grinding circuits and, presents operating data for two of them: the Island Copper Mine of Utah Mines, Ltd., near Port Hardy, British-Columbia,- and the Pueblo Viejo Cyanide Leach Plant of Rosario' Dominicana, S.A. on the island of Hispaniola. The design criteria for the Cyprus Bagdad Concentrator under construction' at Bagdad, Arizona, are also included. Data pertinent to these circuits are tabulated in the Summary.

A process does not have higher capacity than what can pass through its bottleneck. Acknowledging this, and with the goal to optimize production at a minimum investment, one can use existing equipment, modify the process flow and make a few strategic capital investments. Automatic setting regulation is a technology that allows balanced crusher performance matching minute changes in feed material characteristics. The system makes it possible to utilize the crushers fully at all times. It also continuously and completely compensates for manganese liner wear.

The evolution of surface mine layout configuration is a function of the schedules and sequence of material excavation within the optimized layouts. The production schedules and sequence of materials movement from multi-bench and multi-face operations are difficult to plan and execute. However, the ability to maximize the profit or net present value of an orebody is largely dependent on the mining schedule. The mining schedule will determine the life of the mine, the projected cashflows, and the investment requirements over the mine life. The pit geometries, pit expansion rates and the periodic volume of materials from different benches in a multi-bench, multi-face open pit mine determine the equipment requirements. The volume of materials excavated, as well as pit layout changes from circular and elliptical geometries of an oil sands mine were modeled using analytical geometric and parabolic partial differential equations (PDEs) and solved within Matlab. The results show that the geometric values are almost the same as those obtained from PDEs for different pit configurations. The economic analysis shows that both the current mining system (CMS) and the cyclic excavator conveyor belt control system (CycEx CBCS) are viable with high NPV (= $3.20 × 1010), PI (> 19%) and IRR (> 29.02%) with short discounted payback periods (= 3.24 months). The CycEx CBCS option is more economic than the CMS option. Its NPV is 1.27 times that of the CMS option. The PI and IRR for the CycEx CBCS option are respectively 2.24 and 1.13 times that of the CMS option. As well, the CycEx CBCS option has almost half the DPBP of the CMS option. The CMS option has an operating cost of $1.386 per tonne ($2.774/barrel) while that of the CycEx CBCS option is $0.779/tonne ($1.558/barrel). These results show that the CycEx CBCS option is the better option for mining companies working on oil sands deposits to invest in.

"INTRODUCTION Anadarko Petroleum Corporation (Anadarko) owns a region of oil shale properties acquired as part of the original Union Pacific Land Grant of the 1800’s in southern Wyoming. These holdings are greater than 2 million acres and occur throughout the Green River Formation in southwestern Wyoming. One area was prioritized for further study by Anadarko Minerals called the Kinney Rim in the Washakie Basin due to low environmental impact, proximity to infrastructure, high ore grade, and low mining cost. The area is a low-overburden oil shale resource that can be developed using surface mining methods, processed by conventional surface retort, and placing waste rock disposal back on the bench for a design capacity of 10,000 barrel per day. The purpose of this papers is to present the results of environmental analysis and timeline, the mine plan, and surface ore processing to offer a resource-ready energy source.Mineral rights for the Kinney Rim area are owned by Anadarko, the United States Bureau of Land Management (BLM) and the State of Wyoming. Mining of oil shale for this study targets Anadarko owned mineral resources.GEOLOGY The study area is in the Green River and Washakie Basins in western Wyoming. The host geologic member is the Laney Oil Shale. Figure 2 illustrates the Laney shale within a generalized lithologic cross section.OIL SHALE LEASING The proposed Kinney Rim oil shale mining project is located in an area dominated by a 1 square mile checkerboard landownership pattern with every other section typically administered by Bureau of Land Management (BLM) and Anadarko. Surface and mineral ownership is a split estate legal entity. The immediate Kinney Rim mine plan is all on Anadarko sections."

As part of its risk management plan, the South Central Connecticut Regional Water Authority (RWA) is assessing the condition of its system of raw water conveyance tunnels and connecting pipelines. In 2006, the RWA inspected one of the system?s main tunnels, a 4-mi, 1950s-era tunnel that had not been inspected since its construction. The inspection team prepared extensively for the unknown conditions in the tunnel, and the inspection was completed safely and successfully. This paper describes the team?s pre-entry preparations, dewatering and ventilation efforts, surface-to-tunnel communication, access, physical inspection of the tunnel, and the lessons learned throughout the process. Additionally, this paper will preview planning for the subsequent inspections.

INTRODUCTION The utilization of longwall mining technology in the United States has steadily increased since the first longwall plow system was installed in 1952. At the errs of FY 1992, some 76 coal mines were employing longwall mining systems for coal extraction, and approximately 78 shearer and 3 plow faces are operating nationwide at any given time. Although the number of operating longwalls has remained relatively constant over the last five years, longwall production levels have increased significantly during this period. During the same timeframe, the number of continuous miner sections has decreased by 13 pct., from approximately 1438 in FY 1988 to less than 1250 in FY 1992. According to Mine Safety and Health Administration (MSHA) data, the average production of longwall sections increased from approximately 2400 tons per shift (tps) in FY 1988 to more than 3100 tps FY 1992. In fact, the average production has more than tripled since 1978, when it was only 850 tps. Approximately 25 pct. of operating longwalls are capable of producing in excess of 4000 tps. Longwall production currently accounts for nearly 36 percent of U.S. underground coal production, compared to 4 pct. in 1978. These improvements are attributed to improved longwall equipment and increased availability, larger longwall panels and automation. While longwalls are highly productive and offer other advantages, operations employing this method of mining continue to experience dust compliance problems more frequently than other mining system. Although dust levels have remained relatively unchanged over the past five years, averaging 1.6 mg/m3 and 1.9 mg/m3 based on results of operator and inspector sampling, respectively, during FY 1992, approximately 25 pct. of the operating longwalls were in noncompliance during any given bimonthly sampling cycle. Although modest gains in longwall dust control technology have been made, these have been overshadowed by significant increases in production rates. As more coal is mined, more dust is generated (Figure 1). Therefore, the increase in longwall productivity has meant that far more dust is being produced which must be controlled. [ ] In view of the current compliance record, any efforts to further increase longwall output, as has been forecasted, must be accompanied by: (1) the reduction of dust levels at existing operations through the proper installation and maintenance of suitable engineering dust controls; and (2) the advancement of dust control technology for today's and future longwalls that will enable all face personnel o work in an environment that is free of excessive levels of respirable coal mine dust. MSHA'S RESPIRABLE DUST CONTROL PROGRAM Since 1972, federal regulations have required each coal mine operator to continuously maintain the average concentration of respirable dust in the mine atmosphere during each shift in the active workings at or below 2.0 mg/m3 through the application of environmental dust control methods. Introduction Coeur d'Alene Mines Corp.'s largest precious metals property is located in the historic Rochester Mining District 40 km (25 miles) northeast of Lovelock, NV. The property encountered cold weather operational problems soon after its fall start-up in 1986 due to its elevation of over 1830 m (6000 ft). The problem of ice buildup on the heaps because of sprayed solution application was faced immediately. It was felt that allowing ice to build up all winter long until a spring thaw was impractical due to the large area under leach. Further, the operating cost and delivery schedule for a solution heating system was unacceptable. The development and installation of a leach solution distribution system using drip emitters made efficient, cost-effective winter operation possible. Other benefits of this system have also been observed and are discussed here. General process description 15,422 kt/day (17,000 stpd) of - 1.27-cm (-1 /2-in) crushed ore from the three-stage crushing plant are delivered to the leach pad using 77.1 t (85 st) rear dump haul trucks. The ore is drifted into place with a D-9 bulldozer. Leach panels are contiguous and are approximately 8861 m'(90,000 square ft) in area built in 6-m (20-ft) lifts. New panels are built on top of older areas to a final height of 61 m (200 ft). Each panel is ripped and cross-ripped prior to leaching. Barren solution is distributed to the heap using drip emitters at rates of 0.02 to 0.41 L/min/m2 (0.0005 to 0.01 gpm per sq ft), depending on the age of the panels. The pH of the leach solution is 10.7 with a cyanide concentration of 0.75 kg/t (1.5 lb per st). Approximately 50% of the silver and 80% of the gold are finally recovered. Pregnant solution percolates though the heap and flows by gravity into one of two 9.46 ML (2.5 million gal) pregnant solution ponds. The solution is then pumped to a conventional Merrill-Crowe process plant. Clarification takes place in three 9464 L/min (2,500 gpm) capacity filters. The solution is then pumped to a packed vacuum deareation tower for the removal of dissolved oxygen. Typical deareated solution contains 0.7 parts per million dissolved oxygen. Precipitation of gold and silver is accomplished by adding a zinc dust slurry to the deareated solution at the suction of the filter press feed pump. Precipitated gold and silver are recovered in three recessed plate and frame filter presses. Barren solution is discharged into a 11.7 ML (3.1 million gal) pond where cyanide makeup occurs. This solution is pumped back to the heap for further leaching. The precipitate filter cake, containing approximately 75% dore (Ag + Au), is then fluxed with anhydrous borax, soda ash, sodium nitrate and fluorspar to yield a neutral, bisilicate slag. The fluxed precipitate is then charged into a propane-fired melting furnace and heated to 1150° C (2100° F) for 3 1/2 hours. Slag and dore bullion are poured into conical cast iron pots yielding buttons of 800 to 1000 troy oz. The dore typically contains 98.5% silver and 1 % gold. Slag is crushed and tabled to recover the trapped dore blebs and beads. Concentrate from the table is returned to the furnace. Table tails are sent to the crushing circuit and out to the leach pad. Solution application The area kept under leach at Rochester is approximately 130 000 m2 (1.4 million sq ft). Barren solution is delivered to the pad at 21.2 kL/min (5600 gpm) for a resultant application rate of 0.16 L/min/m2 (0.004 gpm per sq ft). A traditional solution sprinkling system using No. 12 Senninger Wobblers with individual pressure regulators was installed at the onset of leaching activities. The Wobblers were placed at 9.1-m (30¬ft) staggered centers and were fed off of a gridwork of Yellowmine plastic piping. Solution flow rates were moni¬tored to each panel. The onset of cold weather with an average nighttime temperature of -12° C (10° F) made it apparent that continual operation would not be possible with the sprinklers. A significant amount of ice was built up on top of the heap, making maintenance and pipe removal dangerous, if not impossible. Leach solution application was restricted to daylight hours to inhibit ice formation. Process plant flow rates were reduced to maintain steady-state operating conditions. However, as daylight temperatures dropped below freezing, ice continued to accumulate due to the sprays. Besides the obvious operating hazards brought on by the growing icefield, there was also the potential environmental hazard associated with an early thaw melting the ice too rapidly for the solution containment facilities. One other option for preventing ice formation was heating of the barren solution prior to spraying. Initial plant design allowed for expansion of the propane storage and distribution system as well as modification of the barren piping for a solution heater. This option was not exercised because the operating costs for an adequate system would have been prohibitive, and timely delivery of a system was not available. An investigation was conducted on the various drip irriga¬tion products available, since subsurface solution applicators would eliminate ice formation altogether. Systems utilizing external flow emitters were ruled out because of their ten¬dency to clog when buried. Emitter systems using perforated tubing were also eliminated from consideration due to their inability to adequately control flow over required lengths of tubing. An in-line emitter system was finally selected which demonstrated clog resistance and adequate flow control, enabling direct burial.

Experimental animal studies comparing asbestos and non-asbestos varieties of tremolite indicate tremolite asbestos is markedly more carcinogenic. By direct analogy, the differences in carcinogenicity between tremolite asbestos and non-asbestos prismatic tremolite should be the same for the other types of amphibole that also crystallize in the asbestos and non-asbestos habits. The earliest of the experiment animal studies, done more than 25 years ago, have design limitations by modern standards including the use of injection or surgical implantation as the route of administration rather than the more relevant route of inhalation. However, the differences in the carcinogenicity of amphibole asbestos and non-asbestos amphiboles are sufficiently large to be clearly discernable even with the study limitations. Together with later studies on these and related minerals, there is strong evidence of a much lower hazard associated with the shorter, thicker fibers of the non-asbestos amphiboles, than is found for the asbestos analogues of the same mineral. It is possible that the non-asbestos amphiboles are no more hazardous than other silicate minerals widely considered nuisance dusts. © 2007 Elsevier Inc. All rights reserved. We define a specialized mineral market as follows: Specialized markets occur where a low volume of a given mineral is used to convey a large benefit to a specific product. Sales of these value added minerals to small markets generally require a different marketing approach than bulk or commodity markets for traditional minerals. Specialized markets are differentiated by several characteristics as listed in Table 1. [Table 1-Characteristics of Specialized Markets 1. Long-term sample evaluation 2. Small volume markets 3. Highly controlled properties 4. Customized specifications 5. Technical selling effort] Many of the specialized markets require long term evaluations before sales can be made. This can vary greatly depending on the type of industry and ultimate end-use of the final product. In some cases, complete evaluations may take from several weeks to years. Length of sample evaluation has no relationship to size of market. That is, the total market may be quite small or fairly large (e.g. from a few hundred pounds to a few million pounds). Uniformity of value added minerals from lot to lot is an extremely important characteristic for these markets. Variations that are of no consequence to one industry (or application) cannot be tolerated in another. This has led to customized specifications and test procedures for specific markets and applications. Because of the greater uniformity and customized specifications, the need for greater technical selling effort is required. This is particularly true in the initial developmental phases and contacts as well as in maintaining the account after the initial order. A small entrepreneurial organization can be used to advantage to achieve goals of sales and profit to these types of markets. The large commodity or bulk producer's sales and marketing organizations are not ordinarily equipped to give the necessary service or technical assistance to the specialized markets. The organization usually required for this type of marketing is given in Table 2. [Table 2- Specialized Marketing Organization Requirements 1. Flexible approach to technical and marketing problems 2. Technically competent management] In developing specialized markets, a flexible approach to both technical and marketing problems is necessary in understanding the needs and requirements of the industry and the applications involved. This flexibility is also helpful in adapting existing products to new market areas. Having knowledge of a range of industries as broad as possible can be very helpful. It often happens that a product developed in one area or industry can lead to its application in a different area with excellent results. Laboratory assistance for a wide range of tests and test procedures is an important asset in any development program for specialized markets. Laboratories can also assist in competitive evaluations. Marketing expertise and a management with some degree of technical understanding are necessary in to assign proper cost/ benefit ratios to a proposed new product or application of existing products. This is important since the total market volume can be small and the time required for initial contact to first sale can often be lengthy. Also, management's technical and marketing expertise is required in evaluating all possible options that can be considered viable when an application is presented. Once an organization of this type is in place, it is then possible to determine the needs of the marketplace, including when various minerals might have to be customized to fill those needs. There are generally two methods of marketing, as noted in Table 3. [Table 3- Method of Marketing 1. Product Driven -Develop a product with certain desirable properties and try to find a market to utilize those properties. 2. Market Driven -Know market well enough that when a need arises, it is possible to identify a product that will satisfy the need.] These approaches are not mutually exclusive and can be used at the same time. Marketing a value added mineral generally requires the "market driven" approach. Hence, the importance of a knowledgeable management as outlined above. To determine where needs and opportunities exist, several approaches can be used. Table4 lists some of the methods employed.

Introduction and Objective of This Paper Computerized open pit mine models* are more and more used today for feasi¬bility studies as well as for long range mine planning. In fact, using these models is becoming an enforced practice due to various reasons. One main reason is its capacity to evaluate several designs in a fraction of time required by manual effort. Another reason is the necessity to evaluate several. pit designs due to ever decreasing grade of the orebody and increasing financial risk due to smaller profitability margin. In spite of today's accepted use of computer models, very little guidelines are available which the average practitioner can follow either to choose or to build the type of model best suited for his need. Consequently, the objectives of this paper are: 1. To review the current state of the art in the computerized open pit mine models. 2. To provide some suggestions for model selection. 3. To share our experiences in developing a model for a highly irregular copper ore deposit (see Appendix).

Environmental considerations related to the disposal of coal combustion byproducts (CCBs) and the impacts of deforestation associated with the harvesting of timber for utilization as roof supports in mines should become more severe in the future, as landfill space and suitable timber reserves become more scarce. To help address these concerns, lightweight artificial supports, such as post and crib elements, that use large percentages of coal combustion byproducts as aggregate have been developed for use in underground mines. These structural products show equal or better engineering characteristics than timber, and they have the potential to replace timber support in underground mines. CCB-based ultralight structural material (ULSM) has also been developed and commercialized for use in the construction of ventilation stoppings in underground mines. The bulk densities of these blocks range from 0.40 to 0.64 g/cm3 (25 to 40 lb per cu ft) with more than 75% CCBs. Efforts are also given to develop and demonstrate large volume CCB-based subgrade improvement technique for road construction. Soil treated with SIUC fluidized-bed combustion (FBC) fly ash developed an immediate bearing value exceeding 25% with a swelling strain of less than I %, which is greater than untreated soils, and met Illinois Department of Transportation (IDOT) standard specifications. In this paper, development procedures, engineering characteristics and beneficial uses of CCB-based structural products are given.

The ability of companies and countries to mine copper and other mineral commodities competitively and in the process to generate new wealth depends on their mineral endowment. Chile, for example, produces and exports copper because it is well endowed with high-quality, low-cost deposits. This production creates wealth that benefits mining companies and their stockholders, the government, local communities, as well as copper consumers around the world. The widespread perception that mineral endowment must largely determine competitiveness, or what economists call comparative advantage, must be true at any particularly moment. Countries with abundant reserves must be competitive. This follows from the definition of reserves — the quantity of a mineral commodity found in discovered deposits that are profitable to exploit under current conditions. As a result, it is a tautology and not particularly interesting. The Mariana arc is an ~1,400-km-long intraoceanic arc that marks the southern extension of the Izu-Bonin arc, and is host to 62 ?volcanic centers? of which at least 27 (21 submarine) are hydrothermally, or volcanically active. A surface ship cruise in early 2003 mapped the distribution of hydrothermal plumes emanating from these centers, followed by remotely operated vehicle (ROV) cruises with ROPOS in 2004 and Jason II in 2006. With the exception of one volcano (East Diamante), none of the vent sites visited by the ROVs were host to sulfide mineralization. Rather, they were characterized by high sulfidation mineral assemblages dominated by native sulfur. The sulfur was seen marking the vicinity of vent sites, or as sulfur ?chimneys? (e.g., NW Eifuku and Nikko), or more spectacularly as ?lakes? of molten sulfur, either occupying the summit crater of the volcano (e.g., Nikko), or perched on the flanks of the volcano, near the summit (e.g., Daikoku). Gas (H2S and CO2) was discharging through the molten sulfur. Evidence for these lakes to have either been substantially ?deeper? in their recent past (e.g., Nikko), or existing at other volcanoes (e.g., Seamount ?X?) is given by remnant ?pillars? of native sulfur that are reminiscent of rock pillars in lava lakes found along mid-ocean ridges.

Recent antipollution legislation for the control of mine tailings and waste-water has required an increasing number of tailings ponds. Many of these new waste-retention ponds are being constructed in congested locations, or the older ponds have reached such a size that--if failure occurs--they pose a threat to human life and public property. Although the typical tailings-disposal embankment represents--to the casual-, observer or the economy-minded mine official--a rather ugly but benign and stable pile of waste, they are in fact an extremely sensitive structural mass, retained behind the frailest of dikes. Failure of the waste mass requires only a minor change in water retention or weather conditions, erosion or piping of the ground strata, shifts in load or slight earth tremors. When failures occur, the results can be disastrous. In the U.S., we have been fortunate that, so far, pond failures have not caused loss of life. Thus, failures in this country have attracted little public attention. Present tailings-pond construction methods used by the mining industry require the barest money investment, and little engineering effort. Unfortunately, this superficial approach may increase short-term profits, but the practice may be conducive to the construction of needlessly weak structures. In coming years many of these designs will probaly become corporate liabilities. A typical pond is portrayed in Figure IA. This particular pond in Arizona is 1 mile long and 3/4 mile wide.
