Exxon is reclaiming an 80-hm2 (200¬acre) Wyoming uranium tailings basin in accordance with US Nuclear Regula¬tory Commission (NRC) requirements. The reclamation plan is designed to control the tailings and their radioactive emissions for at least 1000 years. Rigorous modeling and analyses of potential erosion by wind and water were used in planning. The use of riprap was minimized and the need for long¬term reclamation maintenance was eliminated. The resulting design is simi¬lar to regions stable from erosion cre¬ated by nature. The concepts used in the design and implementation have wider reclamation application. Highland history Exxon operated the Highland uranium operations from 1972 until mid-1984. Open pit and underground operations mined the roll front, sandstone ore body. The 2.5 kt/d (3000 stpd) mill employed conventional crushing, grinding, sulfu¬ric acid leach, CCD, SX, precipitation, and drying circuits. The mill produced 10 Mt (11 million st) of tailings. An¬other operator began commercial scale in situ leach operations in 1988. The tailings basin was constructed by deposition of mill tailings in a natural ravine dammed with a 30-m (100-ft) high by 1050-m (3400-ft) long clay core earthen dam built entirely downstream of tailings. Figure 1 shows the layout of the tail¬ings basin in 1984. Tailings were de¬posited along the dam face on the east side of the basin as well as in the west end and along the south edge until the early 1980s. This left a deep water pond in the middle of the basin. The deep pond was largely filled with tailings during the last four years of mill opera¬tions by the construction of two tailings causeways and the operation of a float¬ing tailings line. The pond water volume was mini¬mized by recycling tailings water to the mill and by operating a 32-L/s (500¬gpm) evaporation enhancement spray system during the last few years of mill operations. Regulatory requirements Several conceptual tailings basin rec¬lamation plans were prepared during the mine life. In September 1984, Exxon began preparation of a detailed plan in response to an NRC request. Water, Waste and Land Inc. (WWL) of Fort Collins, CO was selected to help pre¬pare the plan that was submitted to the NRC in December 1984. The design had to meet the require¬ments found in NRC regulations (NRC, 1985). These were based on regulations prepared by the Environmental Protec¬tion Agency (EPA, 1983) at the man¬date of federal law (UMTRA, 1978). The NRC regulations contain strict primary standards and a somewhat more flexible set of secondary standards. The primary standards include requiring that: • radiation from tailings be reduced to background levels; • radon gas emitted by the tailings be reduced to 20 pCi/m2/s from the surface of the reclaimed tailings pile; • tailings not be dispersed into the environment; and • these conditions endure without routine maintenance for at least 200 years and for 1000 years to the extent reasonably attainable. The lengthy time requirements pre¬sented a large engineering challenge. Radon is a radioactive, chemically inert gas with a 3.8 day half-life. It is released from uranium tailings by the radioactive decay of radium, which, in turn, is a radioactive decay product of uranium. Radon emissions from ura¬nium tailings can be controlled with an earthen cover thick enough that the radon gas decays to its solid, short-lived radio¬active daughters before the radon dif¬fuses through the cover material into the air.

Introduction The art of ripping has been around since the Romans built the Appian Way, but only in the last decade has ripping emerged as a close competitor with drilling and blasting in breaking up heavy rock formations. That is not to say ripping is as effective in every case, or even applicable in all cases, but it does provide a cost efficient option in many situations-if the optimum ripping techniques are used. Originally designed only to loosen hard pan, the ripper has evolved into a powerful tool, its capability increasing as the weight and horsepower of tractors increased. The tractor-mounted ripper extended the range of ripping because of the additional weight it brought to bear on the ripper tooth. Tandem ripping added the weight and power of a second tractor, extending the rippability range even further. Of course, the use of ripping depends on the type of material to be ripped. Not all rock can be ripped. Determination of rippability-an art in itself-is often inconclusive but there are certain universal principles that can be considered in the first step toward optimizing ripping techniques. Each of the three basic rock types, igneous, sedimentary, and metamorphic, exhibits characteristics that bear on rippability. Igneous rocks are the most difficult to rip because they lack the stratification and cleavage planes essential to ripping hard rock. Sedimentary rocks are generally the most easily ripped since they are built of layers differing in material, texture, color, and thickness. Metamorphic rocks vary in rippability with degree of lamination or cleavage caused by transformation from pre-existing rock. The condition of rock also affects its rippability. Although sedimentary rocks offer the best opportunity to rip and igneous and metamorphic the least, decomposed granite and other weathered igneous and metamorphic rock often can be ripped economically. Little or no trouble is encountered with hardpan, clays, shales, or cemented gravel. Likewise, highly stratified or laminated rocks offer good possibilities for ripping. However, thicklybedded rock formations generally must be drilled and blasted. The physical characteristics that favor ripping may be summarized as follows: • Fractures, faults, and planes of weakness of any kind; • Weathering, resulting from temperature and moisture changes; • Brittleness and crystalline nature; • High degree of stratification or lamination; • Large grain size; • Moisture permeated clay, shale, and rock formations; and • Low compressive strength. Ripper Types A second fundamental to optimal ripping is choosing the right equipment for a particular job. There are three types of rippers-the hinge, the parallelogram, and the adjustable parallelogram. In the hinge ripper the linkage carrying the beam and shank pivots on a fixed point at the rear of the tractor. The resulting arc from up and down movement causes up to 30° differential in the tip-ground angle. Thus, the tooth angle changes as it enters and proceeds to ripping depth. The parallelogram ripper's linkage maintains the same tip-ground angle regardless of tooth depth. This type of ripper has advantages over the hinge-type when ripping above maximum depth, but does not provide the aggressive tooth angle necessary for hard-to-penetrate materials. The adjustable parallelogram combines the benefits of both the hinge and the parallelogram rippers. It has the additional benefit of being able to vary the tip angle to the optimum angle of penetration. It can also be adjusted while moving, for the optimum ripping angle in any material. Several other factors that are important in selecting the right ripping equipment are down pressure available at the tip of the ripper, tractor flywheel horsepower, and the tractor's gross weight. Down pressure at the tip determines whether ripper penetration can be obtained and maintained. Flywheel horsepower rating determines whether the tractor has the power to advance the tip. The tractor's gross weight determines whether the tractor will have sufficient- to use the horsepower. The best ripping procedure depends on the job's actual conditions. While conditions, vary, it is still possible to apply certain proven techniques to a typical ripping situation. Caterpillar Tractor Co.'s Handbook on Ripping says optimum ripping efficiency can be realized if-before actual ripping begins-these questions and answers are considered.

Compressed air is a relatively inefficient yet very convenient vehicle for transmitting mechanical energy. It is inefficient when compared to, say, hydraulic or electric energy systems since compressor and pneumatic machine efficiencies are quite low (in the range 20-65%) and reticulation losses can be quite high unless adequate pipe diameters are used to minimize friction drops. It is convenient in that capital and maintenance costs of pipes and machines are exceptionally low, the equipment is flexible and lightweight, the technological level is simple, the form of the energy supply is intrinsic- ally safe, and as an additional minor but psychologically important benefit, it provides a ready source of cooling and air supply for emergency use in deep hot mines. It is for these reasons that compressed air is a premier source of energy for many forms of underground equipment, in particular hand or rig-mounted rockdrills, some forms of rock- handling equipment, and a host of minor applications including agitators, small-lift pumps and temporary f am installations. In a typical S. African deep-level gold or platinum mine, compressed air generation accounts for 15% of the total mine electrical energy bill - more than is used for hoisting. In these mines it is not uncommon for over 100 km of underground compressed air piping to be installed, primarily to supply handheld rockdrills.

Since plant start-up in January 1983, Golden Sunlight Mines, Inc. has implemented several process changes and improvements. Among these are a pulp preaeration circuit and a sand tailings retreatment circuit. The purpose of the preaeration circuit is to reduce reagent consumption during gold dissolution. The sand tailings retreatment circuit was added to recover and process separately pyrite concentrate to maintain acceptable overall gold recoveries with the more refractory sulfide ores. Research and plant operating data along with process and improvement descriptions are presented.

Principal source of rhenium is molybdenite. Depending on the mineral processing route, rhenium can be recovered by one of the several alternative solvent extraction processes. Extensive experimental work has been carried out on the development of tertiary amine extraction process for treating very dilute highly impure scrub solutions obtained during scrubbing flue-gases of molybdenite oxidative roasting. Equilibrium data has been obtained under various process conditions by tracer analysis using radioactive Re-186. Extraction with 1% solution of a high molecular weight tertiary amine in kerosene, followed by scrubbing of organic extract with a solution of sulphuric acid and stripping with ammoniacal ammonium sulphate yields high recovery, concentration, and purification.

The Vor-Siv Dewatering and Classifying Unit was developed by the Polish Coal Industry because of a need for a unit that would dewater and classify high volumes of solids in water slurry. To be practical, the unit needed to be relatively small in size, simple in design, involve low operating costs, and be able to give a dewatered product of less than 30% moisture. The answer to the above mentioned criteria was the Vortex Dewatering Sieve or, as we refer to it, the Vor-Siv. The original installation of the unit, as we know it today, began in 1963 when the Pols installed the unit in a full scale pilot application. By 1966, at least 30 of these units were installed throughout the Polish Coal Industry. This equipment was originally introduced in the United States in 1966 at the Fifth International Coal Preparation Meeting in Pittsburgh, Pennsylvania. The first installation in the United States was not achieved until 1970, when Mr. Fred Sachs of The Valley Camp Coal Company, Triadelphia, West Virginia, installed a Vor-Siv in a retrofit application. To date, there are 36 Vor-Sivs installed in this country and 29 in the process of being installed or delivered.

Dolomite is found to undergo preferential dissolution in aqueous solutions and this is found to be strongly dependent on the solid to liquid ratio (SIL). Electrokinetic studies done under the sump conditions revealed that the mineral surface charge is also affected markedly by the solid content in the suspension. Conditioning of the dolomite at low SIL ratios for short time intervals showed preferential dissolution of calcium leading to a magnesium-enriched dolomite surface. At higher SIL ratios and longer conditioning times, calcium depletion from the solution and a calcium-enriched dolomite surface resulted. The results are discussed in terms of surface precipitation and/or bulk precipitation and surface conversion of dolomite to the calcium-enriched phase (calcium carbonate and/or magnesian calcites).

Anglo-Rouyn Mines Limited, managed by Rio Algom Mines Limited is a subsidiary of the British-based Rio Tinto-Zinc Corporation Limited. This mining operation is situated in Northern Saskatchewan, 250 miles north of Saskatoon and represents the first base-metal mine of any importance served by this relatively new mining province. The outcrop of Copper-bearing Chalcopyrite was first discovered by prospectors in 1915, but was not mined until 1965 due to the absence of any form of road into the area prior to this latter date. The mine, mill and concentrator were designed to handle 900 tons per day of comparatively hard, abrasive ore containing chalcopyrite with traces of gold and silver. The flow sheet, Figure 1, is, we believe, elementary, designed with low cost in mind and utilises much old equipment from closed¬-down mines. Due to some difficulty in attaining the designed grinding capacity, changes were made in the crusher circuit. This, unfortunately, lowered the crushing rate too much. A series of changes have taken place to re-establish the original crusher capacity of better than 100 tons per hour. In the quest for a better recovery certain modifications have been tested in the concentrator circuit. These steps are discussed in minor detail.

Outputs from industrial activities planned in the Riley Ridge natural gas project are modeled to determine the potential locations of air pollution impacts on the Bridger and Fitzpatrick Wildernesses in Wyoming. The nature of modeling, especially with regard to its realism, is discussed. Alpine lakes which, along with their watersheds, have minimal buffering capacity are being studied because of their sensitivity to acidic deposition from proposed new air pollution sources. A hypothesis which relates a source's emissions to deposition and lake chemistry in a worst-case sense is presented. Research designed to test the hypothesis and reduce uncertainties is outlined and progress reviewed. Focus is placed on the meteorological transport and atmospheric deposition parameterization contained in the hypothesis.

The asbestifom habit is most commonly developed in certain amphiboles and chrysotile, but other minerals may also crystallize with this unususual habit, The habit may be characterized by 1) a fibril structure, single or twinned crystals of very small widths (generally less than 0.5 inn) which have gram with a common fiber axis direction but which are disoriented in the other crystallographic directions, 2) anomalous optical properties, primarily parallel extinction, 3) unusual tensile strength, 4) high aspect ratio, and 5) flexibility. In addition, there is evidence to indicate that some amphibole asbestos may have unusual surface properties.

The author?s paper at RETC 2007, ?Alternative Contracting Methods? addressed strengths and weaknesses of DBB+DB and introduced Construction Manager/General Contractor (Portland model) and Alliancing (Australian model). Considerable interest in these was expressed by several public agencies at that Conference and at the presentation. The author is assisting the Washington State Department of Transportation (WSDOT) and the Toronto Waterfront Revitalization Corporation (TWRC) with possible implementation of Alliancing. WSDOT is evaluating ways to do this and is considering a delivery methodology, under existing Legislation, based on the CMGC Portland model with incentives and disincentives, moving towards Alliancing. This paper will build on the 2007 paper and update implementation considerations.

Eight mine weather stations (MWSs) installed at the Waste Isolation Pilot Plant (WIPP) to monitor the underground ventilation system are helping to simulate real time ventilation scenarios. Seasonal weather extremes can result in variations in the natural ventilation pressure (NVP), which can significantly affect the ventilation system. The eight MWSs, which previously collected and stored temperature, barometric pressure and relative humidity data for subsequent NVP calculations, were upgraded to provide continuous real time data to the site-wide central monitoring system. These data can now be utilized by the ventilation engineer to create real time ventilation simulations and can indicate trends that assist in the prediction and mitigation of NVP and psychrometric related events.

One way of increasing conveyor systems productivity is by monitoring the key parameters in the systems. In this paper, a new line of smart bearings will be presented and discussed. The new bearings are capable of monitoring temperature, vibrations, and belt speed for early detection of potentially serious problems. The new smart bearings have built in sensors that are carefully integrated and protected for long life service. These bearings are going to be the key to increasing the up time of belt conveyors in the future.

Salt domes, their cap rocks, and the adjacent sedimentary strata represent a major economic resource in the Gulf of Mexico basin. Gulf Coast salt diapirs formed in response to sediment loading of the "mother" Louann evaporite sequence of middle Jurassic age, an effect that is caused by the buoyant nature of the lower density salt. Halokinesis progresses from nonpenetrative deformation that creates broad "pillow" structures into discrete high-amplitude diapirs. Because of its buoyancy, the top of the salt diapir remains near the land surface or the seafloor during much of its history as the basin floor subsides. The salt within the Gulf Coast diapirs is deformed complexly and commonly shows subvertical banding that represents modified sedimentary layers with different contents of nonhalite components. The most abundant impurity is anhydrite, which occurs as individual millimeter-scale crystals or as deformed clasts that generally form about 5% of most salt stocks. Many mature salt diapirs are mantled by a "cap rock" that consists of a lower anhydrite zone and an upper calcite zone, commonly separated by a discontinuous gypsum-bearing zone. The anhydrite zone forms as accreted layers of anhydrite grains and clasts that are left after episodes of halite dissolution. The calcite zone is a product related to petroleum destruction accompanying bacterial reduction of aqueous sulfate. Calcite-cemented siliciclastic strata occur above or alongside diapirs. The mineral resources of the salt-dome setting are remarkably diverse. Major economic products of the salt-dome environment are salt and cap-rock-hosted native-sulfur deposits, as well as petroleum resources that occur on the dome flanks and in the cap rock. Native sulfur forms as a result of bacterial sulfate reduction accompanying petroleum destruction to form hydrogen sulfide, which is subsequently oxidized to elemental sulfur, major amounts of which have been produced by the Frasch process from Gulf Coast salt-dome cap rocks. Some cap rocks have produced limestone, gypsum, and anhydrite for a variety of construction uses. Although traditional industrial-mineral resource production from Gulf Coast salt domes is shrinking, some cap rocks host potentially commercial concentrations of celestite and barite, as well as the metals Zn, Pb, and Ag. Furthermore, caverns, excavated within the salt stocks, serve as major storage facilities for crude oil (including the Strategic Petroleum Reserve), liquefied petroleum gas, and natural gas. These resources are products of fundamental geologic processes that are integral to the evolution of the Gulf of Mexico basin. Whereas production of some industrial-mineral resources, such as elemental sulfur, has declined in recent years, ample reserves of salt will allow production to continue into the foreseeable future. Further, there is potential for other mineral-resource production from cap rocks under favorable economic circumstances. Expanded use of caverns, excavated in the salt masses for material storage and disposal, is likely to continue into the next century.

Introduction Rod mills are horizontal, cylindrical, rotating, tumbling mills in which steel rods, that are usually about 6 in. shorter than the length of the grinding chamber, are used for grinding media. Fig. 33 shows a cutaway view of a rod mill. Rod mills were first used around 1910 because of their ability to grind in open circuit, consistently produce a uniformly sized prod¬uct, give greater continuous availability, and give lower maintenance costs. They have basically replaced roll crushers and coarse grinding ball mills in comminution flowsheets. The present 20-ft limit on rod length, based on rod manufacturing methods, and the pulp flow char¬acteristics, that influence mill capacity, have established the maximum rod mill sizes' of 15 x 21 Vs ft using 20-ft rods and drawing from 2,200 to 2,300 hp. Rod Mill Uses. The principal uses for rod mills are: preparing feed for ball or pebble mills, grinding gravel or aggregates to the size analysis required for making concrete sand, preparing coarse agitator feed for leaching operations, and for primary grinding circuits, particularly in industrial mineral applications. Wet grinding is the most frequently used grinding process for rod milling. There are a few special cases where dry rod milling is used. Preparing feed for ball or pebble mills is the most common use for rod mills. In ferrous and nonferrous ore concentrators, wet open-circuit grinding is used to prepare ball-mill feed. Figs. 34 thru 37 show the four basic grinding circuits used in these concentrators. In rod mill-ball mill grinding circuits, where the rod-mill discharge contains 25% or more of the grinding circuit product-size material, the rod-mill discharge can be fed to the ball- or pebble-mill classifier as shown in Fig. 34. This is the most frequently used rod mill-ball mill circuit in the nonferrous ore concentrators. In a few concentrators such as Anaconda's Weed concentrator,55 the rod mill discharges to one classification stage which makes the same or a slightly coarser particle-size cut as the classifiers used to close the ball- or pebble¬mill circuits, as shown in Fig. 35. In concentrators where rod mill-ball mill circuits are used to grind low grade magnetic iron ores such as Reserve Mining Co., Silver Bay, Minn.; Erie Mining Co., Hoyt Lakes, Minn.; Eveleth Taconite Co., Forbes, Minn.; US Steel, Mt. Iron, Minn. and Atlantic City, Wyo.; Inland Steel-Jackson County Iron Co., Black River Falls, Wis.; and The Cleveland-Cliffs Iron Co., Adams mine, Kirkland Lake, Ont., the rod mills discharge to rougher magnetic separators (cobbers), the concentrates from which are fed to a ball milling stage as shown in Fig. 36. The same basic circuit is also used with gravity concentra¬tion methods such as spirals (Hanna Mining Co., Groveland, Mich.), tables (St. Joe Minerals, Bonne Terre, Mo.), and jigs. When the rod-mill discharge contains less than 25% of the grind¬ing circuit product size, this indicates an ore that does not readily produce the fines needed to help carry the coarse feed into the ball charge. When this occurs, the fines in the rod-mill discharge are needed in the ball mill or pebble mill so the rod-mill discharge flows direct to the second-stage mills as shown in Fig. 37. Rod mills are used to make feed for open-circuit ball mills such as those used in wet grinding cement raw material (American Cement, Brennan Ave¬nue plant, Detroit, Mich., and Port Huron, Mich., plant, and at the South Dakota State Cement plant, Rapid City, S. Dak.). Grinding gravel or aggregates to the size analysis required for making concrete sand is used in areas where natural sand of the proper particle size gradation required to make concrete is not availa¬ble. Three-quarter inch crushed aggregate is ground to 4 mesh using center peripheral-discharge rod mills (Fig. 38) operating in open circuit. US Corps of Engineers specifications state that the sand product be 93-100% passing 4 mesh and contain no more than 3-7% passing 200 mesh. It may be necessary to classify the rod-mill discharge to remove any excess -200 mesh sand produced in the rod mill. Particu¬larly when processing aggregate with high abrasion indices, center peripheral-discharge rod mills are used instead of hammer mills, fine bowl crushers, and crushing rolls for the production of specification sand. The La Perla Mine, owned by Altos Hornos de Mexico, S.A., is located approximately 100 miles east of the City of Chihuahua in the State of Chihuahua, Mexico. The mine began operations in 1958. Existing ore beneficiating facilities, consisting of heavy media and jig plants, upgrade the ore prior to shipment by rail to the Altos Hornos steelmaking complex in Monclova. Sizable reserves of two distinct ore types, which were not amenable to treatment in the existing beneficiating plant, or usable in the blast furnaces, have been mined and stockpiled in order to uncover the treatable ores. One of these ore types has been labeled "Diseminado" ore, and is low grade containing approximately 42% Fe with sulphurs ranging from 1 to 2%. The other ore type has been labeled "Pulverulento" ore, and is high grade containing approximately 65% Fe and 0.1% S, but at 80% minus 325 mesh, is too fine grained for efficient sintering. Late in 1968, Arthur G. McKee & Company became involved with the problem of improving the above ores for their efficient and economical use in Altos Hornos' blast furnaces. Early in 1969 representative samples of Diseminado ore were obtained for laboratory bench-scale testing at the University of Minnesota, Mineral Resources Research Center. Concentration tests incorporating magnetic roasting, wet magnetic separation, high intensity separation, high tension magnetic separation, anionic flotation of apatite, cationic flotation of silica and oleic acid flotation of iron were performed. Laboratory testing was concurrently carried on at La Perla Laboratory, which resulted in plans to construct a 10 TPD pilot plant. The pilot plant was operational in September, 1969. Analyzing laboratory results as well as pilot plant results, Altos Hornos and Arthur G. McKee & Company metallurgists agreed that the most promising flowsheet for the low grade Diseminado ores entailed wet magnetic cobbing, desliming, and oleic acid flotation of the non-magnetic fraction. When originally accepting the assignment, the Client had described the property as vacant land. A prior appraisal was later discovered and revealed that the property included a mineral rights appraisal. Further research disclosed an old dispute with a court ruling based on testimony by AIMA-certified experts. The present appraisal was therefore based on data from findings of the court with a fresh look at discount rate, absorption period, and residual land value. Fortuitously, the property subsequently sold on the market, while meeting all criteria for Fair Market Value. This provided insight into a market-based discount rate. Also, the absorption period could be adjusted in accordance with the current market conditions. The residual land value was minimal (based on comparable sales and projecting trends in market) as the property was affected by a flood zone and the surrounding development was sparse. PROPERTY HISTORY: A GREAT INVESTMENT Briefly, the subject property is located in the floodplain region of the San Jacinto River, a short river in southeastern Texas that flows into Galveston Bay, filled with sand and gravel. This location is on the north side of Houston, north of Beltway 8 on the east side of I-59.

Though the mining industry is beset with problems-a broad slump in metal prices, a rash of acquisitions and takeover attempts, rising capital costs, and an aggressive Canadian energy program-there was an under-current of optimism at the 1981 AMC conference that's been missing at industry meetings in recent years. The industry anticipates a turnaround in the 1980s, buoyed perhaps by the new spirit of cooperation from the Reagan administration. For the first time in years, it appears that Washington and the mining industry share mutual goals for developing the nation's resources. A number of prominent Reagan officials were on hand during the three-day conference in Denver, September 28-30, to reassure conferees that restrictions plaguing energy and minerals development would be eased. Interior Secretary James Watt and other government speakers promised cooperation in bringing balance to federal public lands policies, a review of regulations that have hampered the industry, and prompt action on domestic minerals policy. Daniel N. Miller, Jr., assistant interior secretary for energy and minerals, said, "It is our intent to dismantle the overhearing bureaucracy that has stifled mineral and energy exploration. We know that Interior's rules have shackled the mining industry in recent years, and we know that those rules must be eased." Miller noted that the administration will not permit mining on national park lands or wildlife refuges, but added that "we must assess a variety of uses of public lands ... we will restore lands to multiple use where practical." EPA administrator Anne Gorsuch assured industry representatives that the administration intends to work within environmental laws and with Congress to review and revise water, soil, and air pollution policies. "We have a strong commitment to see that there are major mid-course corrections" of air regulations, Gorsuch said. Support from these "new friends in Washington" will be crucial in light of the serious problems pressuring the industry. Copper prices have plunged to almost three-year lows and prices for molybdenum, gold, and silver have slumped. Earnings are down and today's high interest rates prevent a quick turnaround. Companies are on edge after the recent takeovers of Kennecott, St. Joe Minerals, and Texasgulf Though the companies may benefit from the major injection of capital that large energy firms can provide, many observers fear the new parent companies won't be willing or able to survive the cyclical metal markets. Arco and Gulf Resources, for example, have been criticized for closing Anaconda's Montana copper facility and the Bunker Hill unit in Idaho, respectively. Canada's national energy program has brought additional pressure on the industry. This policy, which emphasizes Canadian majority ownership of the country's energy sources, resulted in acquisition of Texasgulf's Kidd Creek lead-zinc-silver complex by Canadian and French interests. In response, the American Mining Congress adopted two resolutions on takeovers. One calls for the US government to review laws regulating tender offers and takeovers "to better ensure that principles of fairness and sound investment policy govern such transactions.'' The other asks the government to demand "fairness and reciprocity" as a basis for US policy governing international trade in minerals and investment relations with other countries. AMC's shopping list included four other priority goals, aimed primarily at the Interior Department: • Prompt implementation of Interior's efforts to bring order and balance to rules governing access to public lands for exploration and development. • Statement by the President of a comprehensive and coherent domestic minerals policy. • Amendment of the Clean Air Act to remove impediments to productivity and barriers to economic development that are not necessary to essential goals of the act. • Development of new approaches to better achieve worker health and safety in the most cost-effective manner without penalizing productivity. Almost 6000 mining industry executives attended the 1981 convention-the largest in AMC's 84-year history. As in years past, the conference offered a wide spectrum of presentations-nearly 100 papers in 26 sessions-ranging from commodity forecasts to the latest technical achievements. New Administration Stockpile Goals The minerals availability session included a presentation on management of the minerals stockpile by Paul K. Kruege r of the Federal Emergency Management Agency. Krueger notes that rather than providing incentives for development of a domestic raw materials industry, the government has "a history of providing disincentives to industry." In mining industries, he adds, the rate of productivity growth has been -6% over the last six or seven years. Krueger feels there will be a major change under the Reagan administration. Natural and synthetic colors are used in almost every facet of daily life as a means of communication and expression. Natural ochres, umbers, hematites and magnetites were once used in their crude or semiprocessed state for their pigment value in construction products and low-end coatings applications. In recent years, though, they have yielded to synthetically produced iron oxides for more sophisticated products. Today, through innovative mining processing and marketing techniques, natural iron oxide pigments are once again gaining strong inroads into products and markets requiring precise chemical and physical characteristics. With the focus on environmental consciousness and resource conservation, value added natural iron oxides provide an economical and responsible alternative to color needs.

The grinding mill is probably the most common unit operation in mineral processing. There is, however, much that can still be done in the way of optimization. This paper discusses the results of a well-controlled pilot-scale test in which the performance of a tumbling mill equipped with a conventional rubber lining and lifter bars was compared to a tumbling mill equipped with a smooth rubber lining of the magnetic type. The results indicate that the smooth lining is about 14% more effective with respect to energy consumption. By optimizing the size of the grinding media, the mill capacity can be increased in many grinding operations. In this specific case, grinding with a -20-mm ball charge required 26% less grinding energy than grinding with a -30-mm ball charge. The energy savings can, in most cases, be converted to an increase in capacity. The wear of the grinding media is difficult to assess over a short test period, but the results suggest that the wear is somewhat less when a smooth lining is used. A determination of the wear of the linings was not included in this study, but it is generally accepted that the use of magnetic linings reduces the lining costs dramatically. Computer simulation using the Millsoft code developed by Mishra et al. confirms and explains the increased effectiveness of comminution when a smooth lining and smaller grinding balls are used.
