ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. "A pressing issue that has often been the topic of discussion in iron-making operations in India is the high content of alumina in the country’s iron ore deposits. The presence of alumina has hampered production by affecting slag fluidity, and thereby the hot metal quality. Iron ores from Indian mines are generally rich in hematite, with traces or small amounts of goethite/limonite, kaolinite, gibbsite and quartz reported from time to time. In day-to-day production, emphasis is placed on checking the chemical analysis of product samples, but the true solution to the alumina problem lies in estimating the mineralogy of the ore samples. We developed a mathematical model, based on singular value decomposition, to predict mineralogy from classical chemical analysis. We then used X-ray diffraction patterns, scanning electron microscope analysis, and grain counting with an optical microscope to determine actual mineral compositions and to test the values predicted by the model. The results indicate that with regular calibration, the model can be used as a simple, fast and effective tool to predict on a regular basis the mineralogy of multiple samples.IntroductionIndian blast furnaces use high-grade iron ores (as lumps or as sinter) and coke (obtained from the destructive distillation of coal) as raw materials for the production of high-quality hot metal to be converted into different steel products through the Linz- Donawitz process. The iron ores are mainly sourced from the Singhbhum region of Odisha and Jharkhand states, the Bailadialla region of Chattisgarh state and the Bellary region of Karnataka and Goa states, and are mainly classified based on size as (1) lump ore (fed directly into blast furnaces), (2) fines (converted into sinter/pellets and fed to blast furnaces) and (3) slimes (< 0.15 mm; currently dumped in huge slime ponds). Any variation in the quality of the ores supplied results in variations in the production trends of hot metal."

This paper concerns the development and application of a high throughput multi-stream photometric sorting machine developed for the South African gold mines. It is now believed that this sorter and its progeny may be found suitable for a large proportion of all possible sorting applications. A laser light source and sensitive photomultiplier are employed in a scanning system to detect light reflected from the surfaces of rocks passing through the sorting zone. Electronic circuitry then analyzes the photomultiplier signal, which represents the varying intensity of the reflected light, and produces control signals to actuate the appropriate valves of an array of air blast rejection devices to remove from the feed certain particles selected by the analyzing process. Typical throughput per machine ranges from 50 tons/hour for a-2 ½? + 1 ¼? feed to 200 tons/hour for -6" +2 ¾ " material.

Feed-forward control (i.e. the forward flow of information in a control system ) is a simple and flexible approach to over-all control of a ball mill-rake classifier grinding circuit. The system described here uses mill power, feed rate, mill dilution water flow rate, and classifier dilution water flow rate only, to control mill load, throughput, mill solids, and classifier solids as well as classifier overflow grind. The mill load is controlled by a simple feed-back control loop, while mill solids and overflow grind are controlled within close limits by a unique non-linear feed-forward water control system. In effect the control follows a limited mathematical model of the grinding circuit. The configuration minimizes deviations in overflow grind due to changing ore conditions, but since it is open-loop, and the model is not complete, it is affected by changes in total ball charge and liner wear. These effects are fortunately gradual, and changes in the grind can usually be kept to within ± 1% of a target continuously for several days without adjustment. Control adjustments are made with feed-back from laboratory composites. This control system has won enthusiastic operator acceptance; it is easily started up and shut down; grind-outs have been eliminated along with flotation machine flooding and mill spills. Standard measurements and components are used throughout providing a trouble-free system design at a moderate cost.

Concentrating plants, in common with other types of industrial plants, cannot operate without lectric power. The elctric distribution system and utilization equipment; therefore, must be carefully considered in all phases of plant design. Two important aspects of proper distribution and usage of electric power are the selection of voltage levels and the methods of system grounding. These are not necessarily the most important design considerations, but are perhaps more controversial than other major points, Modern plants demand increasing amounts of power which, since electric power is the product of voltage and current means higher voltages or currents. Higher voltages require more insulation, higher currents more conductor. The equipment designer?s problem is to obtain in his transformer, cable, switchgear, controller, motor, etc a balance of insulation and conductor to obtain a satisfactory design at lowest cost. To provide the most economical system, both in initial and operating costs requires the system designer to select the proper voltage level. Adequate voltage also permits expansion to meet future requirements, and results in better operation of utilization equipment, Relatively little advancement has been made in recent years in improving conductors; however, great progress has been made in improving insulation. Thus modern plants, in general, now find it more economical to use higher voltages than they did previously. For example plants which only a few years ago would have used 2400 volts as a system voltage often find nowdays that 4160 volts is their proper choice. If the plant requires 10,000 kva br more, then an even higher voltage, such as 13,800 volts, will prove economical. However, for the average concentration plant, with less than 10,000 kva demand, the choice of distribution voltages is between 2400 and 4160 volts, and 480 volts will be used for the low voltage utilization system.

For an industry that provides more than half of the nation’s energy needs, the U.S. coal industry still attracts negative publicity. However, the nation’s energy appetite continues to increase. And political leaders and the public are beginning to understand that alternative fuels will not be enough to keep up with that appetite. Does that mean the nation will now embrace the coal industry? No, according to speakers at the Rocky Mountain Coal Mining Institute (RMCMI) meeting. The industry still needs to sell the public on coal’s advantages over other fuels. And the industry must continue to develop technology that will allow coal to meet and exceed strict clean air and clean water regulations.

The chemical composition of the Pennsylvanian Bethany Falls Limestone Member of the Swope Formation was investigated using optical emission spectroscopy and both flame and flameless atomic absorption spectroscopy. Elements determined were Ca, Mg, Fe, Mn, AI, Si, Na, K, P, Ti, Zn, Cd, Ni, Co, Cu, Pb, Cr, V, and Mo. Over 100 samples were collected from active quarries along a 320-km-long (200-mile) outcrop in northwestern Missouri. Intervals were sampled representing uniform lithology to determine vertical and lateral geochemical variation. The Bethany Falls Limestone is the most extensively quarried Pennsylvanian limestone in Missouri. In 1975, 42 active quarries produced almost 5.4 million tons (6 million st) of stone valued at over 15 million dollars.

Fine coal refuse is often pumped, as slurry, into surface impoundments as a means of permanent disposal. As the available volume is filled, the height of the embankments are frequently increased. Many times the additional embankment material is placed upon consolidated fine coal refuse. There has been some concern about the long-term effect of consolidation of this material at or above the liquid limit upon its shear strength. A laboratory investigation was performed using three different types of fine coal sluny taken from Central Appalachian coal preparation plants. The refuse was consolidated in 10-foot plexiglass columns under incremental amounts of surcharge loading. The incremental loads were designed to simulate the effect of increasing the height of a refuse embankment on top of the consolidating coal slurry. After the refuse in the columns had consolidated for several months, the columns were cut apart and triaxial tests were performed on both the consolidated material and unconsolidated material for comparison of their shear strength parameters.

Who We Are Farmland Hydro (FHLP) is a Limited Partnership formed by Farmland Industries, the largest U.S. farmers’ cooperative, located in Kansas City, MO, and Norsk Hydro, a large Norwegian company engaged in fertilizer, petroleum and the specialty metals industry. Both of our parent companies have a long history of commitment to the fertilizer industry. This year, Farmland Industry celebrates its 71st year in the business, and Norsk Hydro celebrates its 100th operating year! We employ approximately 300 associates in Central Florida. What We Do Farmland has been active in Hardee County, FL since the 1970’s as a large landowner and citrus grower. We plan to expand this activity into phosphate rock mining. The phosphate rock produced here will be shipped to our nearby chemical fertilizer complex in Polk County, where we produce quality phosphate products - liquid and granular fertilizers. Of the phosphate rock mined, 90% is used to make fertilizer. Other uses include animal feed, vitamins, medicine, light bulbs, soft drinks, film, flame resistant fabric, optical glass, toothpaste, bone china and other consumer products.

Mineral properties and mineral firms often trade at a market value that is significantly greater than the value indicated by discounted cash flow (DCF) techniques. A possible explanation is that DCF analysis does not consider the value derived from managerial flexibility. Presumably, then, at least some of the difference between DCF value and market value is due to managerial flexibility. This paper surveys the recent attempts to empirically quantify the value of managerial flexibility using option pricing theory. The results indicate that managerial flexibility, at least as measured by the option pricing methodology, falls well short of explaining the gap between DCF value and market value.

The control of Florida phosphate flotation plants is largely based on the visual observations of experienced operators, both in recognizing good and bad froth conditions and in making judgments about the composition of feed, concentrate and tailing streams. Chemical analyses lag the process by at least two hours and, therefore, only assist in recalibrating the operators&apos; vision when major deviations occur. An image analysis system was developed by IMC Fertilizer to improve the accuracy and precision of the composition estimation process. It still relies on the operator taking a representative sample, but provides a measurement in about 15 minutes after that sample is obtained. Background The search for a quick and inexpensive technique for estimating phosphate flotation stream composition continues. There have been attempts at using "wet chemistry," nuclearmagnetic resonance, neutron activation, X-ray diffraction and other techniques reported on in the past several years. None of these have yet found its permanent place in the flotation plants of the Florida phosphate industry. IMC attempted to use wet chemistry to provide 7.5-minute estimates of final concentrate insol and tailings BPL. This was aborted after 36 months of plant operation due to the high operating costs for chemicals and an operator. There was also no significant economic improvement in the plant&apos;s operation. Another factor was the necessity to limit these crude analyses to only a few process streams, which were insufficient to achieve improved plant operation.

The expanding volume of maritime coal transportation is intensifying the problems concerning large vessel service port construction, transshipment and environmental control. The major problem is the transshipment of coal. Customary methods for bulk transfer must be improved and/or new systems developed. Slurry unloading has a key role in the new systems. The present report reviews progress in slurry transportation research which has been done in Japan since the 1960s when large scale experiments for domestic transportation were done. Experiments on the effects of vibration on the slurry cargo and on reslurrying are discussed.

A number of open pit gold mines in Nevada extract ore from areas below natural groundwater elevations, necessitating dewatering and some method of disposal of the extracted water. These open pits extend well below the water table, with associated dewatering volumes greater than 10,000 gpm. Some mines, with large volumes of dewatering water to manage, have constructed re-infiltration basins to re-introduce dewatering water to the groundwater system some distance from the pits. This paper presents an overview of the state of the art of re-infiltration projects, including the permit process for such projects in Nevada, and the necessary engineering considerations.

Recently research efforts have been made to obtain a high-purity gibbsite concentrate, suitable for first-class alumina refractories, from a Brazilian bauxite ore containing gibbsite (50%), quartz (35%),and kaolinite (15%). Detailed polished-section microprobe analysis was used to describe the liberation characteristics of the ore. Experimental results suggest that the kaolinite liberation characteristics can be described by King&apos;s liberation model and that only about 11% of the kaolinite is expected to be liberated at a particle size of 75 µ. Bench-scale experiments for the flotation of gibbsite/kaolinite from quartz using alkyl sulfates as collectors were particularly successful at pH 2, and under appropriate conditions a concentrate containing 93.0% A1 0 (calcined basis) was obtained 2 3 at a gibbsite recovery of about 96%. Subsequently, the more difficult separation of kaolinite from gibbsite was accomplished by kaolinite flotation from the alumina concentrate with a quaternary ammonium salt at pH 6 to produce a high-purity gibbsite product, 97.4% A12O3 (calcined basis), at an overall gibbsite recovery from the bauxite flotation feed of about 90%.

Oriented borehole data provide the means to characterize a rock mass. In this paper, the geomechanical caving potential of a hard rock mine project is investigated. In particular, the influence of random joints to the resulting block size distributions is addressed. The implications of this approach in preliminary investigations on the choice of mining methods are discussed with reference to one site.

This paper describes variations in feed characteristics, preparation techniques, response to induration and product quality in pelletizing magnetite concentrates, earthy hematite ore fines, and specular hematite concentrates in grate kiln systems. The Cleveland-Cliffs Iron Company manages plants processing these various materials on the Marquette Iron Range in northern Michigan. The operations include the Humboldt Mining Company, Marquette Iron Mining Company, Empire Iron Mining Company and the Pioneer Pellet Plant. The combined output of the operations is approximately 9,000,000 long tons per year. The Humboldt Mining Company, owned by Ford Motor Company and Cliffs, produces pellets from a specular hematite concentrate. The Empire operation, which processes magnetite ore, is owned by Inland Steel Company, McLouth Steel Corporation, International Harvester and Cliffs. The Pioneer operation, which processes earthy hematite ores, is a joint venture of Republic Steel Corporation, McLouth Steel Corporation, Bethlehem Steel Corporation and Cliffs. The Marquette Iron Mining Company, owned by hones and Laughlin Steel Corporation, International Harvester, Wheeling-Pittsburgh Steel Corporation and Cliffs, produces pellets from specular hematite concentrate at the Republic Mine and Eagle Mills Pellet Plant. With the exception of the Eagle Mills plant, the operations employ the grate-kiln pelletizing system. Descriptions of the Empire, Pioneer and Republic operations, which have a combined capacity of 7,200,000 tons per year, are given in the paper.

In this chapter, the principles that determine the procedures selected to transform minerals in the ground into usable commodities are re¬viewed.a I argue here that straightforward mod¬ification of the modern general economic theory of production suffices to meet the practical needs of a mineral economist. Therefore, the chapter is largely a review of the general economic theory of production to which is added discussion of the special prob¬lems of the exhaustibility of mineral resources and the economics of finding and developing economically recoverable minerals. In many cases, propositions applicable to all industries are reviewed because they are not treated ade¬quately in prior texts. In the discussion, use is frequently made of basic concepts of differential calculus widely used in economics. However, this is supple¬mented by simpler verbal and graphical treat¬ments, so that those either untrained in the calculus or, as is often the case, whose skills have grown rusty, can still follow the discus¬sion. Where the argument depends critically on the mathematics, this is noted and the justifi¬cation for including the material is provided. In addition, an appendix outlines the critical mathematics and reviews some of the numerous books published that provide the most readable available introduction to the subject. Further¬more, mineral industries examples are used to suggest the relevance of the theory. THE RELEVANCE OF THE ECONOMICS OF PRODUCTION Three basic steps are involved in establishing the relevance of economic analysis to mineral ¬industries decision making. First, the general theory of production must be defined, and its relationship to the simpler models of production stressed in economics textbooks must be noted. Second, the critical modification-considera¬tion of the problems of discovering and devel¬oping mineral deposits-must be developed. It turns out this too involves a special case of the general theory of production. Third, the concept of an economics of exhaustible resources must be explored sufficiently to suggest why its practical relevance is doubtful (or at least far smaller than the numerous writers on the subject seem to believe). The present approach is heavily influenced by post-1945 developments in economic anal¬ysis. Particularly since World War II, economic theory has drastically changed its scope. First, stress has increased greatly upon viewing the economy as a network of intertwined markets known technically as the general equilibrium system.b In this view, not only is the economy viewed as an integrated system, but critical con¬cepts are viewed somewhat differently than was previously fashionable. Introduction Traditional aggregate sources - riverbeds and alluvial fans - located close to developing urban centers are being foreclosed to mining. As sand and gravel reserves are depleted, nearby production plants cannot secure additional, adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. It promotes development, street paving, home building, and industrial and commercial centers. Economics make us favor developments close to our operations. Thus, we encourage development by our neighbors, who soon become our detractors. Current Aggregate Mining Problems Urban development is not compatible with sand and gravel mining. Neighbors dislike the view of pits and quarries, and they complain about dust, noise, and trucking. In general, the neighbors are not happy being close to an aggregate source. This is reflected in land use or zoning laws. In most localities, mining requires a special-use permit. Public hearings are required before a legislative body. If a large group of opponents show up, legislators will often deny the land use. Urban areas are seeing traditional close-in sand and gravel sites becoming no longer available for industry. A parallel situation is also developing in most urban areas. That is, the not-in-my-backyard attitude toward landfills. As urban areas mature; a significant amount of change takes place in the physical makeup of a city. Streets and parking lots deteriorate and need repaving. Curbs and gutters need to be relocated. This necessitates a place to dispose of excess, or old, paving and structural material. Since landfills have become at least as difficult to permit as sand and gravel sites, they are becoming remote from urban areas. A significant portion of the structural material that needs to be disposed of is concrete and asphalt. This material is heavier than other materials. Thus, the cost of moving a large volume of very heavy material to a landfill becomes very expensive. In California, dump truck transportation is regulated by the State Public Utilities Commission through minimum rate tariffs. A rule of thumb for estimating the cost of such transportation is once the material is loaded, the extra kilometer (mile) costs $0.09/t ($0.08 per st). Thus, to haul an 18-t (20-st) road an extra 32 km (20 miles) will cost about $32. Because of its remote location, the cost of hauling aggregates to the point of use in an urban area becomes excessive - about the same as hauling the material to a landfill. Here is a classic example for synergism. If we could save the transportation cost of heavy demolition material by disposing it relatively close to the central city (its source), and at the same time provide an aggregate source close to the central city (its point of use), two difficult economic situations can be solved. Thus, the develop¬ment of recycling concrete and asphalt. Mining Concrete and Asphalt There are two methods of mining concrete and asphalt. The first is to pick up the old pavement in pieces. Thin, cracked pavement can usually be lifted from the grade with a front-end loader. It will break up into manageable-sized pieces. With heavier pavement, it is sometimes necessary to intentionally break it up with a stomper or heavy ripper. The pieces are loaded into heavy dump trucks and shipped to the crushing site. The North Shore Connector Project for the Port Authority of Allegheny County constructs twin Tunnel Boring Machine (TBM) tunnels through cohesive soils and rock beneath the Allegheny River and a narrow city street in Pittsburgh, PA. The tunnel alignment includes an historic building on shallow foundations, modern buildings on deep foundations, and an office building constructed directly over the alignment during the design of the tunnel sections. This paper provides an overview and update of the general site conditions, TBM tunnel design, and support of excavation for the TBM launching pit. Deformation limits, ground improvement, monitoring and mitigation plans are also discussed.
