Chemical problems associated with surface mining, such as acid generating materials, are important and well documented. However, reclamation research has shown that poor soil physical condition is the most limiting factor to successful row crop production on reclaimed mined land. Critical to success are selection of the best available soil materials used in soil construction and a material handling method that minimizes soil compaction. Excellent corn and soybean yields have been achieved on low strength soils both in high weather stress years as well as low stress years. Total crop failures have occurred on high strength soils in years of weather stress. Some deep tillage practices have been successful in improving compacted soils, but it is preferable to avoid compaction when the soil materials are handled. Soil strength measurements with a cone penetrometer have proven to be a useful tool in evaluating rooting media and reclamation practices. Research has shown that surface mining can be a short term land use that may be followed by productive farmland, if reclamation is done correctly.

The Jamaica Mining Legislation requires the bauxite companies operating in the island to reclaim all mined-out lands (except those legitimately excluded) to the level of agricultural or pastoral productivity, which existed prior to the commencement of mining. If it is not possible to reclaim a mined-out area the companies are required to reclaim an equivalent area of some other land which had not previously been used for agricultural purposes, or alternatively, pay to the government the sum of $120 (US) for every acre of land mined in the particular sector. In the seventeen years since the programme commenced the companies have in general chosen to reclaim most of the mined-out lands, rather than the cheaper alternative. However, the ultimate success of the programme will depend not only on actual reclamation per se but moreso the productivity of the rehabilitated lands. There are a number of reasons why the accent has to be placed on productivity of the lands. The first is that Jamaica is a small country (4,450 square miles) with a population of nearly 2 million people. Because of its mountainous terrain it is estimated that only 35% of the land area is cultivable in crops and pastures; hence this limited area, as well as that which can be reclaimed, must be made highly productive in order to support local and export demands. The Mining companies own over 200,000 acres of land, and of this acreage, it is conservatively estimated that about 75,000 will be affected by mining and will be reclaimed. As such, the use of the land after mining can have an important bearing on Jamaica's future agricultural productivity. To assist in the reduction of environmental degradation resulting from milling operations, the Bureau of Mines has developed, and successfully demonstrated, chemical, vegetative, and combined chemical-vegetative procedures for stabilizing milling wastes under varying environmental conditions. Costs of achieving reclamation using these stabilization procedures are compared with those of other physical and vegetative approaches. The Bureau's chemical-vegetative procedure for establishing vegetation directly on fine-sized wastes compares favorably with other stabilization processes that have been used.

Water and wind erosion of toxic zinc and lead smelter waste is one of the most urgent environmental problems to be solved in the Silesia region of Poland. Over 87 x 106 Mg of various mining wastes were disposed of in uncontrolled piles leading to soil, water, and air pollution in highly populated areas. Welz and Doerschel process Pb/Zn smelter wastes were stabilized in the summer of 1994 by application of heavy loads of CaCO3 (30 Mg/ha), CaO (1.5 -15 Mg/ha), and municipal biosolids (150 -300 Mg/ha), followed by seeding with a mixture of acid-and salt-tolerant grass species selected in a pot experiment. Vegetation was successfully established on 85% of the Welz material demonstration plot area (0.5 ha), even though it was initially high in water-soluble Zn, Pb, and Cd ranging from 0.4 to 1311,0.1 to 5.8, and 0.05 to 55 mg/kg, respectively. Standing biomass averaged 3.3 Mg/ha on the stabilized Welz waste zone by the end of the third growing season (1997). The revegetation of much of the Doerschel material area failed initially because of extremely high salinity (16 dS m-1), high content of water soluble metals (Cd in particular), and heavy compaction. The area was capped (15 cm) with waste lime and retreated with bio-solids (300 Mg/ha) in 1995, and standing biomass averaged 2.9 Mg/ha in the fall of 1997. The observed plant response to bio-solids and lime indicates this approach to be an environmentally beneficial technology as compared to the traditional methods utilizing topsoil covers.

The Old Hickory mineral sands ore body in Virginia (>2000 ha) currently supports a productive rowcrop agriculture. Reclamation experiments were implemented on pilot-scale mining pits from 1995 to 1998. Half of each mining pit was topsoiled (25 cm) while the remaining half was left as either (1) mixed tails/slimes or (2) re-graded subsoil over tails/slimes treated with 112 Mg/ha yardwaste compost. Post-mining productivity was estimated to be reduced by 23%, 3%, 27%, and 20% for each crop (wheat/soybeans/corn/ cotton) in sequence when compared to undisturbed soils. Final reclamation of mine tailings impoundments typically involves addressing the broad issues of surface stabilization and water management. Surface stabilization includes immobilizing the tailings particles and providing long-term protection of the containment facility. Water management typically includes provisions for handling both the external water (rainfall and runoff) and the internal water (pore fluids). Wet tailings disposal facilities, and sites with limited access and steep topography, present challenges to implementing effective surface stabilization and water management plans. This paper presents a generalized discussion of the approach to tailings impoundment reclamation based on project experience.

Numerous orphaned strip mines and old refuse piles scar the landscape, contributing to stream pollution and degradation of the natural environment. Field experiments to reclaim acidic surface-mined spoil and refuse banks with fly ash from bituminous coal-fired powerplants were conducted at several sites in West Virginia. Fly ash served as a neutralizing agent and soil amendment, permitting vegetation of waste lands and disposal of large quantities of ash. Reclamation of land by this method is estimated to cost about $300 per acre of leveled site, depending upon the topography of the land and quality and availability of the fly ash.

United States Steel Corporation began mining coal in southern West Virginia at the turn of the century, and until the late 40's production was confined to underground mines. Surface mining was initiated in our southern West Virginia -holdings as a means of recovering coal that could not be obtained by underground mining methods. After observing and evaluating surface mining methods employed by other companies, some of which operated on lands of U. S. Steel on a lease basis, we undertook the establishment of a surface mining operation. Our method, as, initiated in the early 50's, remains basically the same today. Variations have come about primarily by equipment modifications. The method consists' of a pioneer cut to establish the coal outcrop, a drill bench for drilling, blasting, and removal of the overburden from the top of the coal. The land is rugged except for the flood plains of some of the larger streams. The mountains have steep slopes, averaging 30 degrees, with relatively sharp ridges and very narrow valleys,. Geologically, the coals_ lie in the Pocahontas formation of the Pottsville group in the Pennsylvanian system. This means that the coals in our area of operation lie at the base of. The coal measures in the Appalachian range. The coal that we have mined is primarily the Pocahontas nos. 3 and 4 seams. We have mined negligible amounts of other seams in the Pocahontas groups above the no. 4 seam. The Pocahontas no. 3 seam, which is the lowest mineable seam geologically in this area, lies anywhere from 700 feet below: the valley floor up to 400 feet above the floor. This is occasioned by the Anticlinal formation which gives us grades Of about 9% at the anticline, decreasing to about 1 to 1-1/2% on the extreme flanks. We have the opportunity to engage in surface mining where the coal seams intercept the surface above the valley floors.

Surface mining consists of the removal of the geologic strata overlying the coal seam usually with large electric shovels, draglines or bucket wheels. The method produces more or less parallel ridges or peaks of cast overburden, usually called "spoil banks". The mined lands vary widely in their inherent characteristics to produce a vegetative cover and thus can be put to a wide variety of uses. Use is the key to economic and social benefits. Physical and Chemical Characteristics of Soil Material of Surface Mined Lands after surface mining operations, the soil material is a heterogeneous mass whose physical and chemical properties are dominated by the character of the geologic strata overlying the coal. These strata are highly variable in thickness and character. They may include the surface soil, loess, glacial till, sands, shales, slates, limestone and sandstone rock. The method of mining with the several types of mining equipment will also affect the resultant mined area.

Open pit anthracite mining at the Canmore Creek Mines, Canmore, Alberta, south of Banff National Park, resulted in several pit lakes by the early 1970’s. To enable future mining opportunities in the Rocky Mountains, operators decided to reclaim the site into a non-polluting landscape which would provide a memorable outdoor experience for residents and visitors alike, and would preserve wildlife habitat. Reclamation began with the stabilization and revegetation of spoil piles adjacent to Canmore Creek, and the backfilling and revegetation of Canmore Creek Mines No. 1 and 2 to create “Salamander Pond.” The company dammed the outlet of an open pit at Canmore Creek Mine No. 3 to raise the water level and create Quarry Lake. Reclamation concluded in 1980 when the Town of Canmore took ownership. Quarry Lake is now the centerpiece of 293-acre Quarry Lake Heritage Park, a popular destination for swimming, hiking, and fishing, visited by about 400 people on summer days. The Alberta Environment Conservation Authority described this as “The best mine reclamation in Western Canada.” Quarry Lake is an exceptional example of walk-away, pit lake closure, where the mining company created a valued post-mining asset and was released from future liabilities. INTRODUCTION One of the most important environmental issues associated with contemporary open pit mining is the closure of mine pit lakes, and the perpetual legacy these lakes can potentially generate. Ideally, successful pit lake closure includes the following: (i) the water quality within the pit lake, plus surface water and groundwater discharging from the pit lake, meets pre-mining, or other acceptable water quality conditions of the receiving environment, (ii) the termination of all active treatment processes, (iii) the return of the pit lake to the government for long-term care and maintenance, (iv) the release of the mining company from all future liabilities associated with the pit lake, (v) the return the environmental bond to the mining company, and (vi) the reuse of the pit lake for some post-closure, beneficial purpose. The achievement of these goals is known as “walk away, pit lake closure.” Peer-reviewed, publications of successful walk away, pit lake closure provide mining companies the ability to address public concerns regarding the safety of pit lakes which commonly occur during the permitting, operations, and closure phases of mining. To date, most published work on walk away, pit lake closure work has occurred in the coal mining sector in Germany and Australia (McCullough et al., 2009; Jones and McCullough, 2011; Kumar et al., 2013; Schultz et al., 2013). However, in North America, examples of walk away, pit lake closure are not widely discussed in the literature despite there being excellent examples from the coal mining sector in Alberta, Canada (e.g. Pleasure Island, Black Diamond, East Pit, Sphynx, Robb, Lovette, Siltstone, and Sterling), and from the iron mining sector in Minnesota in the United States (e.g. Portsmouth Lake, see MNDNR, 2018). Although seldom included in discussions of pit lakes from the metal and coal mining sectors, the aggregate and fabricated-stone mining sectors also produce pit lakes, and there are numerous examples throughout North America where these pit lakes have been successfully closed and transformed into post-mining resources. The difficulty of finding these good examples in the literature makes it challenging for companies to respond to public and regulatory questions regarding pit lake closure and reuse. As such, there is a pressing need document the motivations and approaches used in examples of successful, walk away, pit lake closure in North America so that the mining industry at large can learn from these examples and can better address public concerns.

Mining has been the mainstay of the Woods Creek Valley for more than a century. The head of the valley is at the Continental Divide, about 50 miles west of Denver, Colorado. First, it was the quest for gold and silver that drew people to the valley. Then, when molybdenum was classified as a strategic metal by the U. S. Government during World War I, it was the valley's molybdenum mineralization which attracted the most attention. Molybdenum is used primarily as an alloying material in superior grades of steel. Circumstances responsible for providing the label "Urad" are unknown, but Urad is variously reported to be an acronym for "Uranium Research and Development" or "Uranium Research of America Division". The search for uranium was fruitless as no ore grade uranium exists in this area. The moly orebody was first developed and mined by the Primos Exploration Company from 1914 to 1919. During World War II, the mine was purchased by the government and turned over to the Molybdenum Corporation of America to operate. In 1963 AMAX Inc. purchased the property for $2 million. After spending nearly $30 million for exploration and development, AMAX put the mine into production again in 1967.

Two of the largest industries in northern Michigan, pulp and paper manufacturing and iron mining, formed a mutually beneficial partnership and collaborative research program to utilize paper mill residuals for waste rock stockpile reclamation. Historically, the majority of the paper industry’s residuals have been disposed of in landfills. The beneficial use of paper mill residuals for mine reclamation provides an environmentally sound recycling solution for the solids generated at northern Michigan paper mills and eliminates the need to strip additional overburden (glacial till) for final mine reclamation. Residuals offer a cost-effective source of organics and nutrients necessary for successful reclamation and waste rock stockpiles offer an economical and environmentally sound solution for disposal of residuals. The goal is to successfully pioneer technical development of paper mill residuals to accomplish vegetation of steep waste rock stockpile slopes and benches to establish a self-sustaining plant community that meets final reclamation requirements. Of the various types of iron mining wastes, rock stockpiles pose the greatest reclamation challenge. Success depends on incorporating sufficient organic matter into the rock stockpiles to produce a growth medium that can sustain vegetation without the need of overburden. This is an ongoing research program that is evolutionary in nature with numerous field trials, greenhouse studies, data collection and monitoring over multiple growing seasons. The program is a combination of innovative ideas and accepted reclamation practices that is proving to be a beneficial and economic approach to paper mill residual management and mine reclamation that will eventually lead from research to standardized reclamation procedures.

The McLaughlin Mine is based on a world class epithermal gold deposit located in the coastal thrust fault of northern California, about 1 12 air km (70 air miles) north of San Francisco. Owned and operated by Homestake Mining Co., the McLaughlin deposit contains about 18 Mt (20 million st) of gold ore at an average grade of 5.2 g/t (0.152 oz per st), or about 93 t (3 million oz). The area was identified as a gold target by Homestake in early 1978. Drilling confirmed it to be a commercial deposit by 1980. The mine was then planned, engineered, built and brought into production by March of 1985. The deposit was historically a part of the Knoxville District. It was mined for cinnabar, which was used to produce mercury for use in recovering gold and silver in the Mother Lode and Comstock districts. At that time, the mine was called the Manhatten and later the One Shot Mine. It was worked for more than 100 years, producing about 76,000 flasks of mercury without any awareness of the presence of economic concentrations of gold. By 1978, the site was largely disturbed and entirely unreclaimed.

About 65% of the U.S. coal production (835 n tons was surface mined. A similar proportion of the Illinois basin's production (112 m tons) is also surface mined. The state of Illinois is the third largest producer of surface mined coal in the United States, after Wyoming and Kentucky. The Illinois coal basin encompasses Illinois, southwestern Indiana, and western Kentucky, as shown in Figure 1 (dotted lines). The estimated surface mineable coal resources in the basin amount to about 27 billion tons, and about 69 m. tons of coal is surface mined annually (Tab1e I).

When Lewis and Clark first pushed their boats up the Missouri River, Meriwether Lewis reported the presence of coal in the western states by saying in 1802 that it "burnt tolerably well and afforded but little flame or smoke but produced a hot and lasting fire". Lewis would have been amazed and bewildered at the history of coal development in this region and the more recent political-socio-economic-environmental confrontations of today. Certainly without this coal the railroads would not have readily pushed into our western states, and the progress of this region would have suffered. The coal industry has passed from a period when "coal was king" to a period of depression in the industry, but its importance is being revived. A contributing and simultaneous environmental concern has emerged in the nation and in many states during the past ten years, partly caused by newly imposed standards for sulfur content of fuels. Much of the midwest and eastern coal cannot be used because of high sulfur content, shifting attention to the low sulfur coal deposits of the western states. In the western states, lands disturbed by strip mining or even underlain by strippable coal are small compared to the total acreage, and usually mining operations are on lands not under cultivation. There are some farm lands being disturbed by surface mining, but this is often over-emphasized. In states like New Mexico and Arizona the percentage is less. The value of the minerals underlying the surface certainly must be considered along with the value of the surface, and sometimes proper reclamation following mining can result in higher ultimate usage of the land.

Introduction Abandoned mill tailings deposits can be found throughout the northern Black Hills of South Dakota, indicative of mining activities that originated during the great gold rush days of 1875. The Refuse Act of 1899 attempted to regulate the deposit of debris from mines and stamp works. But, in most cases, huge volumes of mine and milling wastes were disposed of in ways no longer considered environmentally acceptable. Restoration of gold mill tailings deposits is a relatively new practice to the Black Hills area. This discussion will present an overview of the environmental setting, environmental problems associated with past tailings disposal practices, practices being implemented to solve these problems, and prospects related to present the future tailings disposal practices. Environmental Setting An understanding of climatic characteristics, geology, surface and ground water hydrology conditions, and the physical and chemical characteristics of selected mill tailings deposits will aid in understanding environmental problems associated with tailings disposal and restoration. With mine activity dating back to 1792, the Lehigh Valley, about 80 km (50 miles) northeast of the historic Allentown/Bethlehem steel mills and about 160 km (100 miles) northeast of Philadelphia, PA, defined early-day coal mining. Coal mining began just nine years after the end of America?s Revolutionary War. The high-carbon, clean-burning anthracite coal that was hand-dug from the Pennsylvania hills fueled the steam engines that powered the Industrial Revolution, helping build early steam ships and even the first automobiles. Around 1910, at the peak of the U.S.?s early mining effort, there were more than 250,000 men working underground ? 10,000 of them in the Lehigh Valley.

Author?s note: Diversity in practice exists in the application of Generally Accepted Accounting Principles (GAAP) for purchase price allocations with respect to the recognition of Value Beyond Proven and Probable Reserves or VBPP, as defined by the Emerging Issues Task Force (EITF) in EITF 04-3: ?Mining Assets: Impairment and Business Combinations?. This diversity appears to arise from differing interpretations of what constitutes sufficient information to value components of VBPP in business combinations. Concerned with this diversity in practice, respected members of the mining community formed a working group which prepared an issues paper that discussed this diversity and provided recommendations for recognition and valuation of VBPP in business combinations. The working group then submitted this paper to the EITF, requesting further guidance be issued on the concept of VBPP. In conjunction with the submission to the EITF, the working group also provided this paper to the United States Securities and Exchange Commission (SEC) for review and comment. The EITF discussed this issue at its May, 2008 agenda committee meeting. However, it declined to add this topic to the EITF agenda for further consideration. Absent additional guidance on VBPP from the EITF, the working group submitted a proposed definition of VBPP to the U.S. Securities and Exchange Commission for its consideration. The following article, which is consistent with the issues paper that was submitted to the EITF and the SEC, discusses the components of and valuation techniques for VBPP. The correspondence with the U.S. Securities and Exchange Commission, which includes the proposed definition of VBPP by the working group, is attached as Appendix 1 to this article.

The mining industry is changing rapidly. Competition among OEM and aftermarket vendors increases dramatically each year as a result of mergers and acquisitions, and especially technology advancements in the mining industry. Adding value to mine operations by delivering technical value and differentiation is becoming more subtle and more difficult to accomplish. Because of this, identifying and protecting intellectual property has become more important to the product development, engineering and marketing/sales continuum than it had been in the past. How companies protect intellectual property and determine the value of those assets is critical to the sustainability and differentiation of technology providers in the mining industry.

The U. S. Bureau of Mines conducted a research project to analyze the design of underground mining equipment with respect to ease of maintenance and maintainer safety. The work included a review of maintainability design literature, an analysis of maintenance related accident data, field reviews of equipment designs, and interviews with mine maintenance personnel and equipment manufacturers. Based on the findings, a set of maintainability design recommendations have been prepared. The final recommendations document includes maintainability engineering information for equipment designers, as well as a buyers' guide to aid purchasers of mining machinery in evaluating the maintainability of equipment.
