The percentage depletion deduction on Federal Income Tax Returns under the provisions of the 1939 Internal Revenue Code and of Sections 611 to Section 615, inclusive, of the revenue act of 1954, have created innumerable administrative difficulties, and a new interpretation of "gross income from the property" in that the Courts have expanded the ideas of what constitutes "gross income from the property" to a degree unheard of and unthought of prior to the enactment of these two codes. Originally, under the Revenue Acts of 1917, 1918, and 1920 depletion was allowable, based upon mine valuations as of March 1, 1913; if the mine was owned prior to March 1, 1913; upon cost, as of the date of acquisition if purchased subsequent to March 1, 1913; and upon a "discovery" basis if the mine was discovered after March 1, 1913, The "jab" for mine valuations as of March 1, 1913 and for discovery valuations and depletion was not as bad as it has been made out to be. Thousands of valuations and estimates of reserves were made and agreed upon between taxpayers and Internal Revenue Service engineers and as the years went on the answers have been found to be "reasonable." However, human nature being what it is each case was a battle of wits - of a sort - and many resulted in severe differences of opinion and litigation. As tax rates increased the situation was not bettered. I could talk for several hours on this phase of depletion but it is all past now andwould not give any real service or better understanding of the matter.

The aim of this joint work between the French Coal Board and the Paris School of Mines is to be able to practically model the behaviour of a transverse drum cutting rock with picks. First a theoretical approach leads to the concept of cutting curves, giving forces and torque against penetration per drum revolution. Then experimental evidence, from full scale and reduced scale testing, validated and confirmed the theoretical shape of the curves. Finally practical applications are given, to improve the design or use of a shearer (or continuous miner). A micro-computer program is being developed to predict the cutting performances of a machine in certain conditions.

INTRODUCTION Grinding mills have been used in the minerals processing industry for over 100 years. Their dimensions have grown continuously during this time. Besides increasing throughput rates of grinding plants due to the depletion of high grade ores, the lower specific in- vestment costs, as well as reduced operating and maintenance requirements are major reasons for this trend. When selecting new plant equipment one must consider that design principles which have proven their reliability on sizes of today's equipment do not automatically warrant a successful operation on the ever larger size of equipment. Modern calculation methods as for instance the Finite Element method already contribute considerably to the safe design of the huge equipment being built today and are a standard tool of the design engineers. More recently, modern computer programs are also being used in order to size the equipment to meet the process requirements. Today, two design principles are on the market - one which supports the weight of such a unit on trunnion bearings through cast conical endwalls and one which is supported through slipper pad bearings arranged at the circumference of the mill shell (Fig.1). The reason for the development of this alternative grinding mill design can be found in the past. During the sixties and seventies the growing sizes of ball mills with high LID ratios caused many mill failures due to cracked endwalls. The accuracy of the calculation methods as well as the quality standards for castings were not developed to a degree required for such kind of heavy equipment. One way to overcome these problems was the increase of the manufacturing quality standards as well as the introduction of the finite element method based on the analysis of the experience available. The biggest grinding mills being built today are large size SAG mills with cast conical endwalls and trunnion bearings (Fig.2). This is due to the fact that mill manufacturers who had come from the conventional ball mill design adopted these principles as well to their SAG mills. These grinding mills perform well without special concern to the operators. Other manufacturers overcame the problems as mentioned above by eliminating completely the heavy castings and trunnion bearings and the problems associated to it (Fig.1). This design was originally applied to ball mills for the mining and other industries. Due to the success of these shell supported ball mills, this design principle was also applied to SAG mills(Fig.3). Despite of the fact that the majority of today's grinding mills are built to the conventional design it is also interesting to have a look at this alternative. Principles which have proven their reliability on sizes of today's equipment do not automatically warrant a successful operation on the ever larger equipment if bigger mill sizes are realized only based on the pantograph principle. With growing grinding mill sizes, the mass and volume flows through the equipment increases rapidly. Thus it is very important not only to concentrate on the safe design of the structural components of the equipment but as well on the process requirements. The influence of the design on important process parameters of dry and wet grinding plants are discussed thereafter. It shall be shown how modern computer programs can assist in the optimization of the design of components in order to fulfil the operational requirements of such large size equipment. PROCESS REQUIREMENTS OF LARGE SIZE GRINDING MILLS Dry Grinding Mills The world's biggest ball mill is a dry grinding ball mill having a diameter of 6.2m and an overall length of 25,5m with a drive power of 11,200 KW or 15,000HP. This grinding mill dries and grinds gold ore at a rate of 500 tons per hour at a moisture content of up to 9,5%. As shown in Fig.4 this mill was built as a shell supported unit. In fact only this design principle allowed to meet the process requirement. This mill could hardly be built with cast conical endwalls due to the constraints of the trunnion bearings limiting the mill inlet. The following case shows how modern computer programs can help to meet the design criteria of the air system of large size dry grinding plants. Spontaneous combustion presents a very serious hazard to both safety and economics of mining operations. Notwithstanding considerable research that has been done over the years to present and control spontaneous combustion the risk still exists. Consequently, this problem poses a major challenge to mine safety researchers; new and improved techniques are constantly being developed to deal with this major hazard. This paper reviews the current practices to prevent and control spontaneous combustion in coal mine operations highlighting new developments in this area. Research and development work presently being carried out in Canada to' deal with this problem is also discussed which includes monitoring, inertization and application of biotechnology.

The worldwide talc industry has experienced significant changes since the 1980's. Consolidation of companies and operations in Europe, Australia, and North America has altered the face of supply and distribution. Imports of Chinese and Australian crude have increased competition and product options. The number of processing operations without local mines has moved competition closer to the market area. Quality controls related to ISO certification and tighter specifications demanded by the customers have altered the way our mines and mills operate. Ceramics, coatings, and paper applications continue to consume the majority of processed talc.

The evolution of trapped geothermal heat in hot underground mine along with emission of toxic gases and dust during mine activity makes the mine environment unfavorable is hazardous to worker’s health. This imposes significant demand on cooling and ventilation systems. As a result, substantial costs are incurred while implementing environmental regulation processes to dissipate the heat and provide comfortable working conditions. Thus, as an alternative, the development of cost effective materials to act as efficient thermal insulators is on the rise. Thermal conductivity is an important property that is a direct measure of a material’s ability to facilitate/deter heat flow. In addition to their superior chemical resistance, adequate mechanical strength, abrasion and fire retardant as well as environmental benefits in comparison to existing building materials such as ordinary Portland cement, aluminosilicate based geopolymers are now gaining widespread interest as promising thermally insulating and sustainable materials. This paper begins with an overview of geopolymers, transitioning into a discussion of recent developments in the field of geopolymer development as a thermally insulating material broadly classified into: filled geopolymers and porous geopolymers resulting in structures with enhanced ability to impede heat flow.

INTRODUCTION The Astoria property is located in the prolifically mineralized Abitibi greenstone belt and is one of the most advanced projects presently under development by Yorbeau Resources Inc. This property, which hosts the Astoria gold deposit, is located in the southern part of Rouyn township, Abitibi area, Quebec, 4 km south of the city of Rouyn-Noranda (Figure 1). The Astoria deposit has been the subject of underground development for over a half century, beginning with Granada Rouyn Mining Co. in the 1930's and followed by Astoria Rouyn Mines Ltd. in the 1940's. Yorbeau Resources Inc. acquired the property in 1984 and has, since then, conducted numerous exploration programs on this gold deposit. The diluted reserves of the Astoria deposit are estimated at 1,3 million metric tons grading 6,14 grams of gold per metric ton (1.4 million st at 0.18 oz/st). This reserve figure is based on the results of surface and underground exploration carried out from January 1986 to June 1987 and includes ore in the proven, probable and possible categories. This paper is divided into two sections. The first part includes a summary of the geological environment including a description of the gold bearing zones and a short discussion on wall rock alteration. The second part of this paper reviews the underground work and the objective of the ongoing exploration program.

Harima Works is operating as the zinc and lead simultaneous smelter utilizing the imperial Smelting Process. The smelter commenced its operation in 1966 with designed capacities of 3500 t/M of zinc and 1500 t/M of lead. After that, owing to the results of progressive developments and improvements in operating efficiency and equipments, it has doubled its production figure. This report reviews our recent developments carried out from 1983 to 1985. Firstly, the furnace bottom design was modified for the purpose of reducing carbon consumption ratio. As a result, shaft operating condition has been satisfactory and carbon consumption ratio was improved by 2%, in addition, furnace zinc production was increased by about 8%. Secondly, the oxygen enriched operation at sintering machine was tested from July 1984 to June 1985, in order to increase the sinter productivity, and to solve the capacity imbalance between sinter plant and ISF. As the test result, it was found out that sulfur elimination rate was increased by approx 10% with the oxygen enrichment of 500 Nm3/hr.

The literature of mine ventilation is very diverse in nature, widely interdisciplinary, and extremely international in scope. Important references are found in indexes, abstracts, government documents, technical reports, journals, conference and symposia proceedings, and monographs. In this decade computer searches of the literature have greatly aided researchers in finding needed items. There is, however, no convenient summary of recent English language literature in coal and non-coal mine ventilation. This paper attempts to fill that gap in the literature. Because of the worldwide provenance of the subject and the attendant publication deluge, this paper covers only current English language publications on ventilation. The writers have examined the field's English language abstracts, indexes, bibliographies, periodicals, technical reports, books, and symposia and conference, proceedings. The survey also considers the field's most important bibliographic data bases. It should be noted that addresses for many of the literature sources listed in the paper are given in the section on literature and data base information sources.

The North American-based mining engineer needs to understand the differences that exist between mechanical mining or boring machines built on this continent and those built in Europe. The differences Ere most clearly seen when machines for large-sized openings--about 15 feet high-are considered. This report will focus on the innovations of European origin. The rock-breaking tool, drag bit, or roller cone that is efficient for a particular project is related directly to the strength of the rock involved. This strength is generally stated in reference to the rock's unconfined compressivee strength in pounds per square inch (psi) although it is well recognized that a rock's shear strength is also important. Compressive strength has been adopted because it is simple to test for and provides a convenient comparison. Table 1 relates cutter type to compressive strength and indicates the general nature of the machine innovation devel¬oped in Europe.

The recently completed In-Pit Crushing and Conveying Project at Phelps Dodge's Morenci Mine is rated among the world's leading materials handling projects. INTRODUCTION The City of Oslo together with the neighbor municipalities, Baerum and Asker, are presently building a jointly owned sewage treatment plant located on the west side of the inner Oslofjord. The project is scheduled for completion late 1981. Because the location of the treatment plant is at a distance of about 20 miles (30 km) from the city center, a discharge of more than 13 yds 3/sec (10 m3/sec.) of sewage and storm water will have to be transported over considerable distances. The topography of the area and the geological conditions early indicated that the only realistic transport method had to be through tunnels. As planning proceeded, full face tunnel boring emerged more and more as a favorable alternative to conventional drill and blast medhods. Today the scheme comprises nearly 25 miles (40 km) of tunnels being excavated by full face tunnel borers. In addition a number of access tunnels and cross cuts are to be excavated by conventional methods.

Work done by Foster-Miller Associates under a Bureau of Mines research contract has developed methods to increase significantly the amount of fresh air that reaches the front of a continuous-mining machine. The emphasis was on removing methane build- ups that occur at the cutterhead. Using a full-scale plywood mockup of a coal mine working face area, the study showed that in many instances only about 20 pct of the fresh air heading towards an exhaust brattice or tubing actually gets to within 1 ft (0.3m) of the face. The key to providing more air at the face is to enhance and move forward the natural airflow pattern. This change in the natural airflow pattern can be accomplished by taking advantage of the air-moving abilities of the conventional water spray. It was discovered that if all the water sprays on the machine were realigned, then ventilation efficiencies of 70 pct or more were achieved regularly. This meant that if 9,000 cfm (4.2 m3/s) was entering the brattice, at least 6,300 cfm (3.0 m3/s) of this was reaching to within 1 ft (0.3m) of the face. This water spray realignment consists of placing a few nozzles on the side of the machine opposite the curtain and also tilting the front sprays slightly towards the curtain side. Recently, two underground tests and two additional independent laboratory tests of the water "Spray Fan" have been completed. In general, they have confirmed the performance of the Spray Fan system, but they also have provided useful information as to its difficulties and limitations.

Recent investigations conducted by Federal, State, and industry organizations suggest that significant coalbed gas resources may exist in the Cretaceous and Paleocene-Eocene coal beds of the Gulf of Mexico Coastal Plain. Exploration efforts have focused on three areas which are in south Texas, north-central Louisiana, and south-central Mississippi (Figure 1). Coal-bed gas production is currently underway in south Texas and in north-central Louisiana. In Mississippi, several test wells have been drilled but no data are available on their production potential.

INTRODUCTION In a discussion of South American exploration, it is difficult to know how much area to cover, as there has been such intense exploration for many years in all of the South American countries. Therefore, I have decided to discuss only Argentina, Bolivia and Peru in this paper, since I am most familiar with these three countries. This familiarity has been gained during my last 12 years of nearly continual exploration and mine development. Furthermore, these three countries form a contiguous block straddling the Andes Mountain chain for 2,200 miles in length N-S. Although Chile is part of this block, I excluded that country because it has had the longest recent history in South American exploration, and it is now in a mature stage where new important mines are being placed in production every year. Exploration must progress a lot for the other three countries to attain the stature of Chile. However, major exploration successes such as Yavacocha and Pieriva in Peru, Kori Khollu in Bolivia and Bajo Alumbrera, Agua Rica and Cerro Vanguardia in Argentina certainly indicates that these countries are rapidly accelerating in exploration successes and the resulting new mine developments. Also, by concentrating on three countries, I have avoided making this paper too lengthy. This paper will cover activities of both junior and senior mining companies, both of whom are making significant contributions to exploration. The junior companies often make the initial discovery, develop it further and then bring in a major company when large capital is required. Since most exploration is for gold and copper or combinations of these, most descriptions will cover these types. However, there are significant new exploration successes for zinc and for silver-lead-zinc, and they will be covered, as well. After descriptions of the various properties, there is included a discussion of the governmental policies of Argentina, Bolivia and Peru, as to how they are affecting exploration activities and budgets. Some of these problems could have a major negative affect on the future exploration plans of many companies. I have intended to cover what I think are significant exploration developments in each country, and if a company project is omitted, there was no intention to slight anyone. Explosions and fires are without a doubt two of the most feared occurrences in modern underground mines. When they result in loss of life or substantial property damage, they usually gain world-wide media attention and have, on occasion, provided the impetus for legislative action. The very involvement of the Federal Government in mining was the result of a series of explosions which resulted in the loss of hundreds of lives. Fortunately, explosions of this magnitude are rare. Fires and explosions of lesser consequence are, however, more common and their severity may be more a matter of luck than anything else. The publicity which these events receive is usually restricted to the area immediately surrounding the mine and a1 though MSHA and sometimes the state prepare reports of their investigations, the general mining community is quite often aware of the circumstances surrounding these occurrences. This paper will discuss some of these "lesser" explosions which have occurred recently. These explosions have sometimes occurred in sealed or otherwise inaccessible areas of the mine involved, where conventional ignition sources such as electrical power were not present.

Labor costs, which have rapidly increased in the industrial countries for several years, have forced the mining industry to develop new methods and cost saving systems. Also, because mining is basic to meeting the increasing requirements for raw materials, the mining industry is guaranteed a key position in cost cutting efforts. Although this report aims to describe major recent developments in the Federal Republic of Germany, it is restricted to a limited number of them in view of the wide variety of current innovations. The most important mining activities in West Germany are concentrated in the coal mines on the Rhine, Ruhr and Saar, in the lignite open-cast mines west of Cologne and in the potash and salt mining region in Lower Saxony and Hesse. This report will only discuss developments in the underground coal mines and the potash and salt mines, and focuses on projects of Salzgitter Maschinen and Anlagen AG (SMAG). HYDRAULIC DRILLS Drilling strata of varying strength One special difficulty faced in European coal mines is the varying of compressive strength of strata that occurs even over a few meters. The strata associated with the coal measures ranges from hard and tough sandstone or conglomerate to very soft carboniferous shale. It is often difficult to use continuous miners or roadheaders so that drifting by blasting still predominates. But the varying compressive strengths of the strata makes it difficult to choose the best method to drill the rock. For example, it is best to penetrate hard sandstone or conglomerate with heavy percussion drills. The soft carboniferous shale on the other hand, should be penetrated by high speed rotary drilling to obtain optimum performance.
