The Slippery Rock Watershed Coalition was organized to restore a 70 km2 portion of the headwaters of the Slippery Rock Watershed in northwest Pennsylvania. Thirteen passive treatment systems have been installed with engineering and funding provided by private industries, county government and the Commonwealth of Pennsylvania. In addition, experimental systems have been installed at the Jennings Environmental Education Center which, in addition to monitoring the systems installed within the watershed, provide an array of educational and research opportunities for secondary, college and university students. The coalition sponsors an annual seminar for students to present the results of their research and field trips for public officials and private citizens to learn how public and private partnerships work together to restore the Slippery Rock Creek watershed.

The title of my paper today is "public relations challenges for the pending minerals crunch". There isn't anyone in this room who would dispute. That the minerals industry has always had public relations challenges . . . No matter what the circumstances, mineral shortage or abundance. The industry suffers from an image that is second to none in longevity. It defies all actuarial formulas of the past or the future. Never mind that such an image is outdated, distorted, overstated, and reiterated. I submit that the minerals industry had public relations challenges long before there was anything called public relations. This account of egyptian mining practices, recorded for posterity by Diodorus Suculus at the end of the second century, b.c., is indicative. "On the confines of Egypt . . . And Ethiopia is a place which has many great mines of gold, where the gold is got together with much suffering and expense. The kings of Egypt collect together and consign to the gold-mines those who have been combined for crime, and who have been made captive in way . . . Sometimes only themselves, but sometimes likewise their kindred. "Those who have been consigned to the mines, being maw in number and bound with fetters, toil their tasks continuously both by day and all night long, getting no rest and jealously kept from all escape.

Ladies and Gentlemen: Never in the history of our mining industry has the emphasis on public relations been accelerated as much as it has in the last few years. Knowing of your keen interest in this subject I consider it a great privilege that your program committee has asked me here to discuss the crushed stone segment of our industry approach to this important part of our daily business lives. As you are aware, crushed stone operations are present in almost every segment of the country wherever aggregates for construction projects are required. The tonnage of crushed stone produced is second only to sand and gravel - another source of aggregates - and this together with sand and gravel amounts to over half of the tonnage of all mined products in the United States. What is unique about this industry that will be of interest to all of you in analyzing how they have approached Public Relations? The fact that it is so wide-spread is of course obvious, but perhaps a more significant nature of this segment of the mining industry that has brought it more in the limelight of public interest and on a larger scale is the location of a large part of the quarries quite close into the urban area and population centers where you have the greatest demand for aggregate products.

The problems associated with abandoned minelands are so extensive that neither federal, state, or local governments nor the mining industry nor watershed groups can adequately address these problems individually. By combining talents and resources, however, these problems are being solved efficiently, effectively, and economically. Utilizing existing water monitoring data, local public-private partnerships have successfully designed and built passive systems within five weeks to six months which treat discharges up to hundreds of gallons per minute that vary in quality from net alkaline to highly acidic, containing as much as 200 mg/L dissolved iron and 70 mg/L dissolved aluminum.

INTRODUCTION Selective Reduction of Nickel in Oxidized Ores Oxidized nickel ores, either garnieritic or lateritic, contain much more iron than nickel. The regular carbon reduction in an electric furnace is operated in such a manner that the greater part of iron oxides is reduced simultaneously with nickel oxide, resulting in a low nickel content ferronickel. In order that the nickel content of residual slag may be suitably low, -excess carbon must be fed so that the carbon content of the ferronickel thus obtained is that of casting iron. The metal also contains other impurities such as silicon, chrome, etc. In order to convert the casting iron into slightly carburized ferronickel with high nickel content, the greater part of the carbon and more than half the iron contained therein must be oxidized by means of oxygen. Energy is thus consumed as carbon, and power to reduce iron oxides, and more energy is consumed as oxygen to re-oxidize the iron contained. This method can be economically adopted for nickel ores with grades ranging around 2. 5 to 370, but it gets excessively costly when nickel grade falls below these values. This is why, for nickel ores with low nickel grades and high iron content, studies were conducted to develop a selective reduction process which, while reducing only a small part of the iron oxide, would provide efficient reduction of nickel oxide. This review summarizes three sets of ongoing studies which we are performing in collaboration with a number of researchers associated with the Dept. of Interior - Generic Mineral Technology Center for the Study of Respirable Dusts, concerning surfactant-particle interactions studied using this surrogate surfactant. These topics are: (A) the suppression of mineral particle cytotoxic potential by DPL adsorption and the persistence of this effect under conditions of enzymatic digestion; (B) surfactant suppression of organic particle cytotoxicity by DPL adsorption and the effect on subsequent expression of genotoxic potential; (C) potential effects of surfactant on heterogeneous structured complex respirable particles. The references list some of our reports which can provide additional information on these studies. Further, those reports provide references to the literature of the field and to the works of others on these topics. Deep lung airspaces, the pulmonary alveoli and respiratory bronchioles, are coated with a hypophase which is rich in surfactant biomolecules secreted by the alveolar type II epithelial cells. The surfactant is known to be critical to maintaining stable low surface tensions on the inner surfaces of the alveoli by forming a surfactant layer on the airliquid interface of the alveolar hypophase. Upon deposition in the acinar regions of the lung a respired particle's initial contact will be with this surfactant coating over pulmonary tissue. A primary component of this surfactant is the phospholipid diacyl glycerophosphorylcholine, commonly called lecithin. A surface layer of dipalmitoly lecithin on saline will act much as full pulmonary surfactant in decreasing surface tension and producing a hysteresis in surface tension behavior with surface area. We have used dipalmitoyl glycerophosphorylcholine, or dipalmitoyl lecithin (DPL), a major component of that surfactant, dispersed in physiologic saline as a surrogate for studying interactions of both mineral and organic respirable particles with pulmonary surfactant and consequent effects on particle toxic behavior. A. DUST CYTOTOXICITY AND LECITHIN SURFACTANT ADSORPTION Respirable quartz and kaolin clay particles are found to be comparably cytotoxic in a number of in vitro bioassays including lavaged rat pulmonary macrophage release of cytosolic and lysosomal enzymes, and red blood cell hemolysis as a measure of dust membranolytic potential. These direct and prompt cytotoxic activities do not account for the distinctly greater potential for quartz to induce pulmonary disease. When respirable quartz and kaolin are incubated with a dispersion of DPL in saline at 37C it is found that the prompt cytotoxicity of both dusts is fully suppressed as measured in vitro by pulmonary macrophage release of lactate dehydrogenase, beta-N-

Batch flotation tests are carried out with phosphatic material from LKAB, Sweden containing carbonatic and siliceous gangue while using sodium oleate as collector and sodium silicate as modifier. The pulp liquid is analysed for oleate, silicate, carbon dioxide, calcium, magnesium and phosphorous after each flotation test under different reagent conditions and flotation pH. Theoretical calculations of thermodynamic chemical equilibria in apatite-calcite-sodium oleate-sodium silicate system have been carried out with the help of SOLGASWATER computer program. During the calculations, the chemical variables are maintained similar to the operating chemical variables in flotation. A comparision between the experimental and theoretical chemical equilibria has been made and the flotation behaviour of apatite is discussed with reference to the theoretically calculated pulp model.

Measuring the specific gravity of a pulp in concentrating plants is a relative, y simple procedure, but the desired accuracy is often difficult to attain. Many plants use the system of weighing a known volume of the pulp on a scale. In many cases, this method is quite accurate, but obtaining a true sample presents quite a problem. This is especially true when the pulp tends to froth, the solids settle rapidly, or the flow is fast at the point of sampling. There is also the problem of the operator neglecting to take the sample because of duties elsewhere, or, if everything Is apparently running smoothly, he assumes the pulp density is also all right. In 1952, the Pine Creek plant of Union Carbide Nuclear Company began working on a better method for measuring and controlling pulp density. After an extensive investigation of different methods for measuring the specific gravity of moving pulps, the Research Department decided that the bubble tube method appeared to be the simplest and most promising for our applications. It consists of two bubble tubes, of different lengths, submersed in a pulp. Low pressure air is supplied to, the two tubes through sight bubblers to maintain approximately equal volume of air to each bubble tube. The bubble tubes are also connected to a differential manometer, one to each side. Therefore, knowing the vertical distance between the outlets of the bubble tubes, the manometere can be calibrated to measure directly the specific gravity of the pulp. Pulsating high-gradient magnetic separation (PHGMS) of fine hematite from tailings was studied using a pilot PHGMS separator to investigate the possibility of its application in industry. The results of this investigation indicate that PHGMS is effective for recovering fine hematite from the tailings and greatly improved the separation performance compared with the conventional high-gradient magnetic separation at the same conditions. By applying the pilot separator with a 1-mm rod matrix to a tailings containing 28.76% Fe, a concentrate assaying 54.35% Fe with 35.89% recovery was achieved. It was found that the separation performance of the pilot separator closely correlates with the main pulsating parameters, i.e., pulsating stroke and frequency. It was also found that a change in the wire diameter of the rod matrix from 2 to 1 mm causes a weak drop in concentrate grade but results in a considerable rise in recovery. This finding proves that the improved performance achieved by the pilot separator is attributed to the pulsating of slurry and to the use of a 1-mm rod matrix. When the first commercial SLon-2500 PHGMS separator with a 1-mm rod matrix was applied to recover fine hematite from the tailings, the results duplicated those achieved with the pilot PHGMS separator.

"The mining industry has recognized the advantages of high density backfill or ‘paste’, which is typically pumped with a hydraulically driven piston pump. Due to the discontinuous flow of this type of pump, pressure pulsations can occur in the discharge line. Pressure pulsations are an undesired phenomenon in pumping installations for a number of reasons that include: damage to the pumping system; piping and supports; disturbing noise levels; and even safety risks for operators and maintenance personnel.This paper describes an advanced system on the GEHO® piston pumps, which will prevent virtually no pressure pulsations from occurring, rather than merely reducing the already existing pulsations.INTRODUCTIONThe first GEHO® hydraulically driven piston pump was developed in the mid-1970s. It was an industrial design pump designed to operate in the high-standard industrial environment with regards to operating hours per day, duties, maintenance and lifetime of the pump and spare parts. This type of pump has a proven track record and has been further developed for the type of applications that we are describing today. The special feature of this pump type is its ability to pump extremely viscous slurry with solids content of up to 90% by weight, at high pressures. Typically, in the mining industry, this pump is used for tailings transportation, with a focus on mine backfill and is often referred to as a paste pump.In the 1980’s the hydraulically driven piston pump made its entry into the application of mine backfill, thanks to the high discharge pressure capabilities enabling the mines to pump higher density (i.e. higher solids concentration) slurries and pastes over longer distances.Part of the ongoing development was (and still is) the increase in discharge pressure and flow capacity to comply with the ever growing demands for high power piston pumps. In line with the technological developments and increase in performance duties, the popularity of this pump type increased significantly and many other industrial applications have discovered the benefits of this pump type.Together with the increase in pump discharge pressures and flow capacities the effect of an undesired phenomenon also increased: the phenomenon of pressure pulsations. Before we explore this subject in more detail it is important to first understand the design and the characteristics of a hydraulically driven piston pump."

The search. for massive sulphide orebodies is steadily being extended to greater depths as well as expanding outward into the large portion of the earth's surface where the sulphide bodies are deeply weathered. Massive sulphide orebodies are generally not large in dimensions. They are not like disseminated type sulphide bodies that form large ground exploration targets that can be detected at greater and greater depths simply by increasing the geometrical spacing between the geophysical transmitter and receiver. In¬creasing the transmitter-receiver spacing with massive sulphide bodies eventually "waters down" the anomaly from the body until it disappears into noise. If high surface conductivity is present, as is common in areas of deep weathering, the problem is compounded by the increasing response of the surface layer, as the receiver-transmitter spacing is expanded. The search to greater depths has important implications other than just detection of the orebody. Drilling costs are increased and the probability of missing the target are increased. Missing an orebody is an expense that is difficult to evaluate in dollars per line mile of survey especially since one does not know the value of what was missed. A ground Pulse EM method has the capabilities of solving the problems of deeper exploration particularly in areas of surface weathering it can attain deep penetration without large coil spacings, it also provides information from a complete range of frequencies. The method has other operational advantages since it is free of geometrical restrictions as to coil alignments and can operate in areas of high power line noise.

The advantages of using vertical pulsed columns as replacements for conventional mixer/settlers in the uranium industry have been known for some time. The advantages of the columns offer include a reduction in real estate for the plant, elimination of diluent evaporation and crud formation. This paper presents the findings of laboratory tests of pulsed columns extracting copper from pregnant leach solutions and also discusses potential advantages of the pulse column in copper solvent extraction.

The use of pulverized coal for generating power and performing industrial processes has made an important contribution to our industrial economy during the past half century. Actually, the burning of coal in powdered form is a subject that has held the attention of engineers for a century or longer. Its widespread use, however, is comparatively recent, As early as 1866 patents were granted to Messrs. Whelpley and Storer for a method of feeding pulverized coal into a furnace as an auxiliary to the grate fuel. In the many tests made during the subsequent years with various kinds of apparatus, the experimenters were handicapped in not getting the coal fine enough to obtain complete combustion and to prevent excessive formation of slag.

The first vertical shaft lime kiln operating according to the parallel-flow regenerative principle was developed and built in the nineteen-fifties by Schmid-Hofer in Austria. Upon proving this concept of calcining or "burning" limestone to be very energy efficient for the production of good quality lime, Maerz Ofenbau AG of Zurich, Switzerland was in 1965 licensed for the design detailing and construction of these kilns. The first regenerative shaft type lime kiln outside of Austria was built in 1966 and through close co-operation with customers and their operating personnel, the advanced technical developments of today's kiln designs were accomplished. At present approximately 190 kilns of this type in capacities ranging from 60 to 700 short tons per day have been built or are under construction throughout the world in highly industrialized as well as less developed countries.

Pulverized coal (PC) and other injectants can be injected into the blowpipes of a blast furnace to decrease coke requirements. Throughout the history of blast-furnace development, there have been many attempts at injecting PC. In the 1960's a more serious effort was made to improve pulverized coal injection (PCI) technology. However, because of the additional capital requirements and the projected near-term inexpensive cost of other injectants, very few PC1 systems were installed. When the second oil crisis occurred around 1979, the shortage and high cost of fuel oil caused blast-furnace operators to operate without oil injection. It was soon discovered that blast- furnace operation without oil was not as smooth or efficient. Experiments with PC1 quickly showed that coal was a good replacement for oil which resulted in the rapid application of PC1 in both Europe and Japan. As a result, PC1 technology for blast-furnace operation has progressed rapidly during the 1980's. This paper will describe the worldwide status of PCI, characteristics of different PC1 systems, the effect of PC1 on blast-furnace process parameters, and the economic effects of using PCI. Results from the USS Blast-Furnace Thermochemical Projection Model comparing the effects of different coal properties and the effects of other tuyere injectants such as oil and natural gas will also be described.

The pumice and pumicite review arrived too late for the June issue. Estimated domestic production of pumice and pumicite in 1992 was up compared with 1991, according to US Bureau of Mines statistics. The Bureau estimate of domestic production of 400 kt (440,000 st) for 1991 turned out to be 401 kt (442,000 st) of actual production, the lowest since 1989. In 1992, the estimated the value of pumice and pumicite sold or used in the United States was $11.6 million, up only $200,000 from the 1991 value. There was an increase in the mine, or mill, average price from the five-year low of $11.44/t ($10.37/st) in 1986 to $26.42/t ($23.96/st) in 1992. Estimated tonnage produced in 1992 was 439 kt (484,000 st). Apparent domestic consumption was 642 kt (707,000 st), up 135 kt (149,000 st) from 1991. Imports for consumption were estimated to be 215 kt (237,000 st) last year. Domestic production supplied 68% of the demand in 1992, with net imports supplying the remaining 32%. This compares with domestic production sup¬plying 53% and net imports supplying 47% of the apparent consumption in 1988. Exports were about 900 t/a (1000 stpy) for the period 1984 to 1988. In 1989, exports rose sevenfold to 7 kt (7700 st) and to 20 kt (22,000 st) in 1990. The Bureau of Mines reported that the amount of pumice and pumicite exported in 1992 was 12 kt (13,200 st). It is assumed that these exports were from the Pacific Coast because imports, mainly from Greece, continued to be a market factor on the East Coast and the Gulf Coast States in the United States.

Pumice and volcanic cinder are volcanic rocks characterized by a cellular structure. They are formed as gases (primarily water) dissolved in molten rock, or magma, exsolve to generate a froth that cools and solidifies into rigid foam. The cells or bubbles are referred to as vesicles and they range in size from a few thousandth of a millimeter to several centimeters. Due to their vesicular character, both pumice and cinder have lower density and higher porosity than most other rock types, and, as the vesicle walls are broken, sharp cutting edges are continually generated. These properties are the basis for their commercial value as lightweight aggregates, insulators, absorbents, and abrasives. There is a certain imprecision in the terminology applied to volcanic products, reflecting to varying degrees the diversity of volcanic rocks, the relative youth of volcanology as a distinct field of study, and customs and practices of commercial trade. In general terms, pumice is light colored (white, gray, pink, pale yellow, or brown) and highly vesicular, usually with vesicle walls that are visibly glassy. Many pumice fragments are light enough to float on water. Pumice is readily cut by steel tools and some can be crushed by hand. Individual pumice fragments may range from 1 or 2 m in one dimension to c1 mm. Commercially, finer fragments are called pumicite or volcanic ash. In volcanology the term ash refers to any fragment c2 mm in size regardless of its composition. Cinder, or scoria, is dark colored (black, red, brown) with thick vesicle walls that appear dull or stony and that may exhibit iridescence. Cinder typically is heavier than pumice and has a higher crushing strength. In volcanology the term scoria refers to dark vesicular material throughout a wide size range while it is common commercial practice to use scoria for larger fragments (usually greater than 2.5 cm) and cinder for smaller fragments. GEOLOGY Composition and Physical Characteristics Most pumice is silicic ranging from 60 to 70% SiO2, that is, dacitic to rhyolitic in composition. Pumice of less silicic composition, including basaltic, occurs but it is less common and does not have extensive commercial use. Scoria and cinder are typically basaltic to andesitic with approximately 50 to 60% SiO2. Pumice and cinder may contain phenocrysts of feldspars and various ferromagnesian minerals that crystallized in the magma prior to eruption. Fragments of rock through which the magma has passed may be entrained in the melt and wall rock may be fragmented and admixed during an explosive eruption. Some scoria particles have lithic fragment cores. Phenocrysts and lithic fragments are relatively unimportant in cinder end uses but their presence may be detrimental in certain pumice products. Pumice typically has vesicles <1 mm in size separated by thin walls. Vesicle shapes include irregular, spherical, elliptical, and elongate to the point of being tubular with a silky appearance (Fig. 1). In some pumices, the vesicles are interconnected making the fragments permeable and highly absorbent; in others the vesicles are isolated forming a highly porous but very impermeable pumice. Floating masses of pumice fragments from the eruption of Krakatoa in 1883 were reported in the Indian Ocean for up to two years after the eruption. Vesicles in cinder are larger and range from spherical to highly irregular in shape with much thicker walls and abundant interconnections. Scoria and cinder are typically heavier, porous, and do not float. Density and hardness of pumice must be expressed precisely to avoid confusion. Density may refer to the glass itself, the apparent density of the vesicular pumice particle, or the bulk density of pumice in a deposit or in a product. Pumice glass has a specific gravity of 2.5 or more depending on its composition. Pumice fragments typically have a specific gravity of 4.0 and so will float on water, at least until enough vesicles are saturated to cause them to sink. Expressed as density, pumice fragments typically weigh less than 1 g/cm3. Depending on moisture content, particle density, and particle size distribution, the bulk density of pumice typically ranges from 500 to 700 kg/m3. Typical bulk densities of cinder range from 700 to 900 kg/m3 for material used as lightweight aggregate while the bulk density of cinder used for highways and railroad ballast may be considerably higher. Hardness in pumice may refer to the glass vesicle walls, possibly including crystals or lithic fragments, or to the apparent hardness of the particle as a whole, which is more a measure of the strength of the vesicle structure. Pumice glass typically has a Mohs hardness of 5 to 5.5. A pumice particle may have a much lower apparent hardness and be easily cut with a knife or steel saw because the vesicle walls break readily. Pumice and cinder are primarily pyroclastic deposits formed as fragmental products of volcanic eruptions. Several classification - systems differing in various details have been proposed for pyroclasts and pyroclastic deposits based on particle size (Fisher, 1961, Schmid, 1981, Cas and Wright, 1988). Generally, particles >64 mm are referred to as blocks or bombs depending on their shape. Particles between 64 mm and 2 mm (4 mm in some schemes) are called lapilli and smaller particles are called ash. These names may be modified by compositional terms, for example pumice lapilli or scoria lapilli. Most commercial deposits are composed of fragments in the lapilli size range. In the United States, pumice fragments having one dimension of 5 cm or more are legally defined as block pumice. The procedures for acquiring pumice from federal land are determined in part by this definition and are described in a later section.

The Blind Springs Hill pumice beds are located 5 miles southwest of Benton, California in the foothills between the Benton Mountain Range and Blind Springs Valley. The best exposures of the pumice are in an area 0.75 miles west of Blind Springs Hill. The pumice is Quaternary ejecta material which came from the rhyolitic volcanoes in the Glass Mountain-Volcanic Tablelands area of Mono County. The pumice beds occur in two distinct layers separated by an unconformity. The upper layer is 0 to 11 feet thick and consists of coarse subangular pumice fragments, some of which are over 1.75 inches in diameter. The lower bed is medium to coarse grained with subangular fragments up to 1.0 inch. The lower bed is 0 to 9 feet thick. Overburden at the Blind Springs Hill deposit varies from 0 to 15 feet. There are approximately 1 million cubic yards of material in the deposit that can be mined. The size distribution in the deposit is mostly fine with only 10.6% of the pumice fragments being over 0.5 inch in diameter, the minimum size needed for stone-wash or acid-wash applications. Suitability of pumice for the textile industry is quantified by standard 15-minute abrasion and absorption tests. In the Blind Springs Hill deposit, the plus 0.5 inch fraction has an abrasion loss of 33% which is too high for stone-wash application but it has an absorption capacity of 36% which makes it suitable for acid-wash applications in the textile industry. The abrasion and absorption properties of this deposit are within the range of those which have been measured for other pumice deposits within the United States.
