Equity investments and loans are made in oil and gas and mining projects by the World Bank Group (WBG) as one piece of a multi-faceted quest to reduce poverty. The Bank mandate to reduce poverty through private sector investments has been contested by civil society organizations, so the Bank has established an independent review, entitled the Extractive Industries Review (EIR) www.eireview.org. The EIR is reviewing, from the perspective of affected stakeholders, the impacts and benefits of WBG development policy. In this paper, we review the indicators used by the WBG, academics and others to measure the effectiveness of investments. We argue that currently used frameworks and indicators do not capture local or regional data sets, and instead focus on available and easily aggregated information at the national level. A case review of the WBG?s International Finance Corporation (IFC) and Multilateral Insurance Guarantee Agency (MIGA) investments and loans in Sub-Saharan Africa provide material data buttressing the argument. Poverty studies in the extractive industries have a long way to go toward measuring and accounting for dollars spent and invested. The paper concludes with a call for project level and regional indicators to track poverty alleviation. Data gathered for this research was funded in part by the Extractive Industries Review.

In the past 15 years, rock mass classifications have experienced unprecedented development and have emerged as powerful practical methods for assessing ground conditions and tunnel support. Such methods as the RMR System (Geomechanics Classification) and the Q-System have provided many advantages over the classical Terzaghi rock-load method introduced in 1946. These new classifications have found wide applications all over the world but some doubts have been expressed and shortcomings pointed out. The author, who developed the RMR System, takes a penetrating look into the promises and the pitfalls of modern rock mass classifications. He dispels some misconceptions and shows how rock mass classifications can serve as effective and dependable design aids in tunneling.

One critical element of the US Bureau of Mimes computer- assisted mining research program is the development of a reliable coal interface detection (CID) system. Several promising CID concepts currently being investigated by the Bureau include natural gamma radiation (NGR), vibration and passive infrared. To help establish which CID sensor technologies need to be developed for a given seam, coal and adjacent rock samples (immediate roof and floor) are being collected from selected major coal seams in the US and are being analyzed in terms of NGR and other geophysical measurements. This paper provides a brief overview of the Bureau's work in these CID areas.

The separation of dolomite from phosphate is the most challenging problem in phosphate mineral processing. More than 50 percent of the phosphate reserve in Florida contains too much dolomite to process using current industry practice. The current way of producing phosphoric acid requires less than one percent MgO in the phosphate concentrate as the feed material. The Florida Industrial and Phosphate Research (FIPR) Institute has collaborated with worldwide experts in the field to address this issue. As a result, the industry is now offered three feasible options. Option I entails three methods for reducing MgO content in the concentrate from the Crago process, including adding a dolomite depressant in the rougher flotation step, dolomite flotation of the cleaner concentrate, and scrubbing the cleaner concentrate in quartz sand, which could reduce MgO content in the final concentrate by 20 to 40 percent. Option II involves the crushing and grinding of high-dolomite phosphate pebbles followed by dolomite flotation at slightly acidic pH using a new collector that does not require phosphoric acid as a phosphate depressant, achieving a final concentrate analyzing less than 0.9 percent MgO at about 87 percent P2O5 recovery. Option III is a gravity separation technique using an innovative separation jig, and its full potential remains to be demonstrated.

Some large-scale mining companies in Ghana have adopted proactive management strategies in dealing with small-scale (galamsey) miners who have encroached on their concessions. This has been mainly achieved by ceding portions of the concessions held by the companies to the Minerals Commission of Ghana for licensing to the small-scale miners. This development has created an amicable relationship between the mining companies concerned and the galamsey miners in their host community. Illinois coal producers can make their coal saleable by offering the choice of taking the combustion by-products from the utility plants and placing them in the abandoned sections of their mines. To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of by-product disposed can be minimized. In this paper, a few such systems are presented. The favorable operating range of each system is determined in terms of distance and tonnage. A case study is given whereby cost analysis is conducted for an underground coal mine receiving by-products from two Illinois utility plants.

Illinois coal producers can make their coal more attractive by offering the choice of taking the coal combustion and flue-gas desu furization products from the utility plants and placing them in the abandoned sections of their mines To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of product disposed of can be minimized In this paper, several such systems are presented The favorable operating conditions of each system are determined in terms of distance and tonnage ranges. For a 90 kt/year (100 thousand stpy) operation, it is found that, up to a distance of 150 km (93 miles), transporting products by truck would be less expensive than using rail cars and intermodal containers. Also, a case study is given in which a cost analysis is conducted for an underground coal mine receiving products from two Illinois utility plants. At 90 kt/year (100 thousand stpy) and a distance of 40 km (25 miles) between the power plant and the mine, it is found that truck transportation and under ground placement would cost $0.090/tkm ($0.131/st-mile) and $2.98/t ($2.70/ st), respectively.

A mine collapse severs communication with trapped miners. Landlines are crushed and commercially available radios cannot penetrate hundreds of feet of dense, conductive earth without the use of regenerative repeaters that may also be crushed. This paper describes a proof-of-concept device that uses seismic P-waves, instead of radio waves, to allow communication of a code that represents prearranged messages, including the safe haven location identifier, number of people and air quality, from trapped miners to aboveground rescue units. The transmitter designed is about 0.03 m3 (1 ft3) in size and can broadcast for four hours from its 27-kg (60-lb) battery pack. The receiver consists of a geophone and a 2.5-kg (5.5- lb) signal conditioning unit attached to a laptop computer, which displays the communication signal in real time. Testing in a bituminous coal mine with an MSHA representative revealed the device was able to transmit through 271 m (890 ft) of overburden, at 0° and 12° from vertical, using 500 W of power.

Various computer packages are now available for balancing data obtained from complex concentration plants. It is well established that the filtered data generated by these programs are statistically better than the raw data. However the degree of improvement as well as the accuracy of the estimated variables depend strongly on the propagation of measurement errors through the estimation algorithm. Therefore, for the subsequent use of the filtered data, their confidence intervals are as important as the data themselves. Variance of filtered variables have been derived in a very general way for any arbitrary flowsheet and when data originate from various sources such as flowrates, chemical assays, particle size distributions and pulp percentages of solids. The theoretical formulae are incorporated in the BILMAT package for mass balance calculation and illustrated on various flowsheets involving grinding, classification and flotation. The validity of the proposed method is discussed by a comparison to a Monte Carlo approach, for a simple processing circuit.

Maximizing production of oil from sandstone petroleum reservoirs is aided by use of non-damaging drilling and workover/completion fluids. Various tests, such as X-ray diffraction, scanning electron microsccpy, petrographic microscopy, porosity and permeability are conducted on core samples. Several fluids are selected, on the basis of these results, for return permeability tests. A report is then written giving the results of all tests, potential reservoir problems, and recommended practices for exploiting the reservoir.

The recent recession has severely impacted the performance and results of virtually all of our natural resource companies. The depressing climate continues to linger and recovery maybe sometime away. Problems remain for resource companies in the steel and petroleum industries as well as the mining business. In February, at the AIME Annual Meeting in New York, an All-Institute session presented a variety of views on the situation. A. T. Yu, chairman of ORBA Corp., Mountain Lakes, NJ, organized presentations by top management personnel of four natural resource companies. This well attended session heard management strategems for the present and views for the future. A compilation and synthesis of these presentations, gathered by Dr. Yu, are presented here for ME readers. Leading off will be William A. Griffith, president and chief executive officer of Hecla Mining Co., Wallace, ID. Other speakers presented here include Wilfred P. Schmoe, executive vice president of Du Pont Co., Wilmington, DE; Frank W. Luerssen, chairman and chief executive officer of Inland Steel Co., Chicago, IL; and Adam H. Zimmerman, president and chief operating officer of Noranda Mines Ltd., Toronto, Ontario. First, then Griffith's remarks. Introduction The key to successfully managing a natural resource company in austere times is good management in good times. In other words, position the company during prosperous times to survive the times when the well dries up. Although we know how to manage properly, for various reasons we sometimes do not do it. We forget the lessons of history. We allow ourselves to be carried away by our egos. We fail to position our companies properly in good times. As a result, in bad times we find ourselves in deep trouble. We need constant reeducation in the things we already know. In the natural resource industries, proper positioning in good times involves becoming a low-cost producer, retaining the flexibility to pull in our horns, developing a lean and effective organization, and maintaining a healthy balance sheet. Nothing improves the chance of survival during austere times as much as being able to produce at a lower cost than your competitors. In our business, that means having low-cost mines - low cost because the ore bodies are high grade or favorably located, and because they are efficiently operated. It also means recognizing the competition. The key numbers are the cost to produce an ounce of silver or gold. Nothing else really counts. And our competition is every other precious metal mine in the world. Flexibility is important when one gets stuck with a high-cost operation, often because things do not work out as we expect. It is important to be able to shut down an operation quickly and easily, without high holding costs, and without disrupting the corporate organization. A lean and mean, effective organization of competent people is vital during bad times. A company will not have that if it is not developed and maintained during good times. Underclays and shales are two natural resources associated with the coal measures. Underclays are widely used as the raw material for refractory, semi-refractory, and face bricks. Shales are useful for sewer pipe and lightweight aggregate. This study concentrates on the geologic controls over the properties of shales for use in the manufacture of lightweight aggregate, and the geologic controls over the properties of underclays for use in the manufacture of bloating ladle refractories. The industrial processes are similar in that both involve the trapping of a gas phase to cause bloating. They differ in that the bloating of lightweight aggregate occurs at lower temperatures (1000-1200°C) than ladle bricks (1350°-1470°C). Lightweight aggregate bloats during an initial rapid firing. Ladle bricks are manufactured by slow firing at 1100°C for up to 80 hours. Bloating occurs when these bricks are reheated to 1350°C . Bloating shales are those which expand twice or more times their original volume during fairly rapid firing. Commercial bloating is usually done by rotary kiln processing or sintering; in both cases the firing rate is much faster than the experimental rate (5/8°C/minute). Bloating results from the entrapment of gasses which are evolved during firing. The material must have adequate viscosity to trap gas bubbles throughout the temperature range of bloating. The finished product contains a high percentage of closed pores with a bulk density between 35-75 pounds per cubic foot. Expanded shale finds its most important use as a substitute for heavy concrete aggregate (crushed stone, sand and gravel) where low bulk density is desired property. The extent of bloating in lightweight aggregate is a function of the mineralogy and chemistry of the shale. Figure 1 shows a corner of the three phase diagram, kaolinite-quartz-(illite and chlorite). Several areas on the diagram are outlined which contain predominantly marine shales, fresh and brackish water shales, and underclays. Each sample was rapid fired and the resulting expansion was plotted on the phase diagram.

"The main requirements of two-component grouts are a high workability and sufficient stability against sedimentation with a retention time of more than 72 hours, as well as a rapid strength development im-mediately after grouting. Component A usually consists of OPC, water, bentonite, and retarding agent. Component B, a liquid accelerator, is added to Component A during grouting at the end of the shield tail. Current investigations on different compositions of Component A showed a high workability lasting for at least 72 hours. The workability could be extended with increasing amount of the retarding agent to a certain degree. An increase of the bentonite content improved the stability of the mix, but had a negative impact on the flowability respectively the workability of Component A. High compressive strengths could be rather achieved by an adapted mixing ratio of Component A and B than by increasing the amount of the accelerator. Thereby, the interactions and compatibility of the selected constituents play an essential role. INTRODUCTION In mechanized tunneling with segment linings, the annular gap between segment ring and soil must be filled instantaneously with an adequate grouting mortar. The main functions of the annular gap grouting are to stabilize the tunnel lining and to minimize settlements of the ground surface at the same time. Thereby, two contradictory requirements are demanded on annular gap grouts: On the one hand a high workability and sufficient stability against sedimentation, on the other hand a rapid strength develop-ment immediately after grouting. Besides single-component grouts, which achieve the necessary stiffen-ing by dewatering into the surrounding soil, two-component grouts are used, especially in cohesive soils with a very low permeability. Basically, annular gap grouts are almost exclusively defined on empirical basis. Fundamental studies about the constituents and composition of the grout as well as the related achievable properties are still missing so far. Therefore, it is necessary to investigate the material-specific correlations regarding the relevant parameters of annular gap grouts – workability and flowability, stability of the mix as well as strength development – in comprehensive experiments. Based on the knowledge gained from the investigations, it should also be possible, to perform the grouting material according to a real design concept and thus, to ensure an adequate grouting in prac-tice considering the geological and hydro-geological conditions."

Since the 1940s, decanter centrifuges have become more important for increasingly complex solid-liquid or solid-liquid-liquid separation processes. Sometimes processed industrial or metalliferous minerals are abrasive or are treated with corrosive chemical agents. Traditional mining applications include the processing of coal, gravel and other products, where low-speed decanters, as well as screen bowl decanters and filters, dominate. These have been increasingly replaced by high-speed decanters during the last decade. Decanter centrifuges also started to play a key role in applications such as drilling muds, processing carbonates and separating SX crud in copper platinum ore concentrations of nickel and gold. Communication between machine producers and mineral processing engineers is vital for the right choice of materials and the design of the right decanter centrifuge for the individual process.

INTRODUCTION The report of the workshop on Alternate Energy Strategies estimated that the world's reserve of uranium oxide is about 700,000 tonnes. In order to extract these reserves, it is estimated that between 100 and 200 million tonnes of solid waste and of the order of 1 billion cubic meters of liquid waste will be generated. In addition, radium within tailing will continue to generate radon gas as it decays for many years after closure. Hence, the handling, storage and possible use of uranium mine waste is a matter which deserves serious consideration and planning. Since the properties of the waste will largely dictate the method of handling and storage or use of the waste, the properties of the waste should be determined, to the degree possible, prior to the design and subsequent operation of the mine. Uranium mine waste has both solid and fluid constituents. The solids include soil and rock removed during site preparation, similar material removed during development of the mine and uranium tailing generated by the mill. Soils can be stockpiled for reuse during reclamation or used as earth materials for construction of fills, roads, dams and soil linings. Rock can be stockpiled, used as mine backfill or can be used for earth construction in fills, roads and dams. The tailing is usually placed in a tailing storage area. The fluid constituents are both liquid and gaseous. The liquid waste is generally composed of the mill water; however, additional waste water can be generated by dewatering processes and diversion of surface runoff. The gaseous constituent of the uranium mine waste is radon generated by the radioactive decay of radium in the ore tailing. DEFINITION OF PROPERTIES The following presents a brief definition of some of the more important properties discussed later. The definitions are not intended to be comprehensive, but are useful as a basis for understanding.

Very few mineral properties spend their entire lifespans from discovery to depletion in the hands of one owner. More likely, properties will have several owners, and partial interests may change quite often. Similarly, mineral companies are bought and sold with frequency, in recent years at what appears to be an accelerating rate. The reasons for selling a property can be manifold -need for additional capital in other parts of the business, need for development capital, realization of a large gain at a perceived high point in the market, pessimistic commodity outlook, retirement of principals, or resolution of estate problems. Regardless of the reasons for a sale, there are specific steps that logically follow. Spruce up the business, package the information, market the property, negotiate the terms, close the sale, and make sure it stays sold. Adherence to certain very basic ground rules in property sales can maximize the profits and minimize the effort.

In past, no serious attempts have been made to study the effects of operating environments on performance characteristics of a mining system. In this paper, proportional hazards model (PHM) analysis technique is introduced which can be used to analyze the effects of operating environments on the performance of a mining system. It can be used to select suitable materials, manufacturers or designs of items for a particular working environment. In this paper some applications of the PHM are discussed with examples from a Swedish mine. Its application for decision making in maintenance is also discussed.
