Environmental pressures on waste disposal are forcing pigment producers to use feedstocks with higher Ti02 content and lower levels of trace elements. Despite this, 50% of the world's Ti02 comes from ilmenite concentrates with only 37% to 54% Ti02. An industry growth rate of 25% in the next 10 years, combined with trends to diminishing resources and lower mining grades for rutile (95% P02) and leucoxenized ilmenite (55% to 90% P02), means that unless new discoveries are made soon, the industry will become even more reliant on ilmenite.

Acid mine drainage is the result of the oxidation of pyrite and similar iron sulfide material and the release of iron and sulfuric acid into the environment. In addition to the acid water flowing from underground and surface mines, spoil materials in surface mines are acidic and will not support good vegetative growth; thus erosion is a major problem. Lime and limestone are the major neutralizing agents used to treat these acidic conditions. Lime is the reagent preferred by industry for treating acid discharges, although a few companies use limestone. Agricultural lime- stone is used to "sweeten" acid spoils.

INTORDUCTION Mining operations are unique In that they handle large volumes of water (millions of gallons) daily. The water contains dissolved metals, processing chemicals, organics, and other contaminants, There are several sources of water contamination at mine sites: mines, mills, tailings ponds, and Industrial/utility complexes. Utility waste water generally represents a very small portion of the total process water utilized in a normal milling operation and hence will not be addressed in this paper. Mine drainage can represent a significant amount, thus having an Impact on the recovery of metals, especially In Industrial minerals operations, and may have to be treated separately. The National Pollutant Discharge Elimination System (NPDES) effluent limits are becoming more stringent, thereby requiring mining operations to treat process water prior to discharge to the environment. The general trend Is to move toward a closed-loop waste system and treat only that small fraction of process water which Is to be discharged to public lands. The following section discusses the reasons for waste water treatment and the existing and emerging technologies for meeting NPDES effluent limits. REASONS FOR WATER TREATMENT Due to the diverse nature of the mineral Industry, process/waste water contamination problems as well as processing flowsheets are site specific. However, certain generalizations can be made specific to processing of different minerals: • Acid mine drainage Is a problem at sulfide/coal mines. • Cyanide contamination of water Is a problem at gold processing plants. • Organics can be a problem at mines using flotation oils. • Tolling ponds are generally acidic at sites processing industrial minerals such as silica sand and feldspar. The cost for water treatment Is viewed as an added cost of production. Hence, large mines are moving toward dedicating personnel to management of water resources in order to minimize waste water for treatment. Very often, mines having closed-loop water systems will treat waste water for reasons other than meeting NPDES regulations. These Include situations where process requirements dictate use of high-quality water for separation of minerals, neutralization of acid mine drainage water, and portable water for the mill. WATER TREATMENT TECHNOLOGIES Water treatment process has to be cheap and simple because It has to process large volume, and It does not directly add to the bottom line, namely revenue. The water treatment process development has to be site specific because the contaminants In the water vary from site to site. and discharge limits for water vary from state to state. The current technologies for wastewater treatment have been divided Into the following three areas: • Removal of heavy metals • Cyanide destruction • Scale control A brief summary of the current technology In each area Is discussed below. Removal of Heavy Metals The physical and chemical processes for heavy metal removal are summarized in Table 1. The most common and cheapest approach has been the precipitation of hydroxides at high pH followed by sedimentation and thickening of solids. The remaining solids can be removed by filtration. The pH is adjusted back to neutral, and the water Is discharged. This process is most commonly used wastewater treatment technology in the mining industry. The basic processes can be modified by combining other operations in order to meet the objectives of the specific site as illustrated In the following examples: • AMAX's Mt. Emmons treatment facility uses Lectro Clear® process where the precipitated solids are removed by electroflotation. • AMAX's Climax Mine water treatment plant used Ion exchange columns to meet the discharge limits on molybdenum.

This paper, in its first part, compares the profile and economic weight in the extraction of industrial minerals and aggregates to the so called conventional mining activities (metals, coal, gas and oil extraction) in Brazil. In its second part, a descriptive analysis of the present situation of the education in Brazil is made, emphasizing the graduation and post-graduation formation especially in engineering. The curricular structure of the schools that prepare the mining workforce is discussed and the presence of specific subjects in industrial minerals is evaluated. Finally, considerations are made on the actions being taken in the main universities and companies, aiming to improve the formation of the specialized workforce. The Brazilian mining production, comparing 2010 to 2011 showed an expansion of more than 3% (IBGE, 2012). Not bad, but nothing to do with the 13% growth between 2010 and 2009 (influenced by a recovery effect from the 2008 commodities? nightmare). The commodities that had a rising behavior were titanium, gypsum, nickel, graphite, bauxite, phosphate, chrome and chrysotile. All of them were eclipsed by the impressive growth of iron ore production. Some decreases could be noticed, eg. in zinc, kaolin, magnesite and salt production (DNPM, 2012). In fact, the mining activities followed the positive growth of the country these last 5 years. The commercial balance (exports against imports) was not spectacular (positive in US$ 30 billion in 2010). It is important to notice that the mineral commodities balance was US$ 35 billion, representing 27.4% of the total exports and 15.6% of the total imports of Brazil (DNPM, 2012). In this positive environment, the workforce in Brazil showed progress in number of formal jobs and average revenues.

Introduction Industrial minerals are key ingredients in a large majority of domestic and industrial products that are used in our daily lives. In the 7th edition of Industrial Minerals and Rocks, fifty three industrial mineral commodities are described. A precise definition of industrial minerals and rocks is difficult. Bates (1975) proposed a definition which is widely used and is as follows: "any rock, mineral, or other naturally occurring substance of economic value, exclusive of metal ores, mineral fuels, and gemstones: one of the non-metallics". They can be igneous, metamorphic, or sedimentary and range in price from a few dollars per ton to a very high price of hundreds of dollars per ton. The growth in their production and use is closely allied with population growth particularly in countries that maintain a high standard of living. The United States just passed 300 million in population and it is predicted that by 2040 the population will be 400 million. This will result in large increases in the need for Industrial minerals. Other factors that relate to increased use of industrial minerals are increased research and development by the producing companies and better quality control. Many industrial minerals such as kaolin, barite, nepheline syenite, fluorspar, lithium carbonate, phosphate rock, potash, talc, and several others are exported from the producing countries to many users around the world which has significantly increased their use. Also, government agencies, State Geological Surveys, and Universities have contributed to their growth by their research and development activities.

Introduction Mineral exploration interest, principally for gold, in the south-western Pacific has surged to new proportions. This is primarily due to the application of epithermal exploration concepts in the Australian-Oceana region. Other factors that have contributed to the high level of exploration interest include governmental policies supportive of mineral exploration, along with relative ease of tenure access and a relatively short bureaucratic process. This paper highlights exploration and development activities in the North Island of New Zealand, Fiji, Vanuatu, the Solomon Islands, and Papua New Guinea (Fig. 1). It provides a framework to understand the overall recent enthusiasm that has been brought to the south Pacific by explorationists. Through these recent developments, it is clear that the south Pacific region will become a significant gold producing area and thereby worthy of attention and study. Papua New Guinea alone is the free world's seventh largest producer (Table 1). And, with the addition of production from deposits presently being developed, this status is likely to be raised. History Gold was first noted on various Pacific islands in the late 1500s by Spanish explorers. They thought they had reached the legendary King Solomon mines. Since then, the history of prospecting in the southwest Pacific has coincided with the colonization of the region. Settlers in New Zealand extensively mined alluvial and lode gold deposits starting in the 1850s. The spread of European colonization to the more remote Pacific islands from 1880-1940 was accompanied by varying degrees of prospecting activity by planters, traders, and settlers. Some were successful, others may have been successful, but never returned due to hostile indigenous peoples or disease. In general, records of such prospecting activity are meager and exploration leads are, in some cases, gained through local village folk memory. Most early discoveries were alluvial finds. These led to placer operations, particularly in New Zealand, the Solomon Islands, and Papua New Guinea. Continued prospecting located lode deposits such as the Morobe Gold-field of Papua New Guinea, the Coromandel Peninsula of New Zealand, and the Emperor of Fiji. Some areas were prospected thoroughly. Yet others, such as Vanuatu, remained relatively unexplored until the present exploration surge began. During World War II, interest in minerals was diverted. It was renewed significantly until the middle 1960s and early 1970s when regional porphyry copper exploration was conducted.

1.1 INTRODUCTION This chapter seeks to provide an overview of important factors involved in the implementation of heap leach technology as a vehicle for gold extraction from its ores. Toward this end, brief discussions of the various elements important to this process are presented here. Topics covered in this chapter include a brief history of the process; basic chemical reactions responsible for the process ; characteristics of ores amenable to heap leaching; location of the greatest concentration of heap leach projects in the U.S.; heap leach components, methods, regulatory/permitting considerations; and economic considerations. Most of these subjects are treated at much greater length in subsequent chapters. Thus, this chapter serves as a summary for those which follow, in addition to providing the reader with a feeling for those topics which may be of most immediate interest. 1.1.1 History of the Process Modern Day Precious metal heap leaching technology has developed over the past decade, although the principles of heap leaching per se, as well as those of gold extraction through cyanidation have a long history (see discussion below). However, it is in the past 10 years that heap leaching has developed into an efficient method of treating oxidized gold and silver ores. It has proven to be both an efficient way to extract precious metals from small, shallow deposits, as well as an attractive way to treat large, low- grade, disseminated deposits. Heap leaching has several advantages compared to conventional milling (i .e., crushing, grinding, and agitation leaching). In general, these advantages include simplicity, lower capital and operating costs, shorter start-up times, and less intensive environmental regulatory concerns. A possible disadvantage of currently existing heap leach technology is a potentially lower percentage of metal extraction being obtained from the ore than would be the case with conventional milling (Potter, 1981; Hiskey, 1985; and Thorstad, 1987) The actual principle of heap leaching has a long history as inferred previously. For example, mines in Hungary recycled copper-bearing solutions through waste heaps in the mid-sixteenth century (Hiskey, 1985), and Spanish miners percolated acid solutions through large heaps of oxide copper ore on the banks of the Rio Tinto around 1752. By 1900, leaching operations were employing such techniques as leach/rest cycles to maximize copper recovery (Taylor and Whelan, 1942; Thorstad, 1987). Copper dump leaching is currently

The Owner Procurement Process or OPP is a proven, viable alternative contract delivery method that is potentially applicable to many tunnel projects. Using the OPP, the owner specifies and procures major tunnel construction items such as tunnel boring machines and tunnel linings and provides them to a tunnel excavation contractor in order to manage risk and accelerate project schedule. However, due to industry perceptions regarding potential owner risk, it is seldom considered or is rejected out of hand. In fact, past performance demonstrates that the process significantly minimizes owner, contractor and over-all project risk and mitigates the impact of any claims and differing site conditions. The paper outlines how the process should be structured to achieve schedule, cost, quality and risk management benefits. Potential and perceived disadvantages are discussed and how the process can be structured to mitigate or avoid them. The planned implementation of this process on the tunnels for the Silicon Valley Rapid Transit Project in San Jose, California is discussed.

INTRODUCTION Several recent estimates have predicted that the extent of underground tunneling in the future will far surpass past records. It is also emphasized that the expected increase depends largely on the cost of tunneling and hence every effort should be made to reduce this price. The largest items of expense in some tunneling programs are not related to the technical problems encountered but rather the human factors involved in contracting and executing the project. In order to examine the mutual interactions between the groups involved in tunnel programs, the Engineering Foundation sponsored a conference on "Owner-Engineer-Contractor Relations in Tunneling", July 12-16, 1971 at Deerfield, Massachusetts. The meeting was cosponsored by the Associated General Contractors of America and the Construction Division of the American Society of Civil Engineers. The seminar was attended by representatives of contractors, owners, and engineers who drafted and approved a set of recommendations based on the ideas generated during the discussions. It was also suggested that the resulting document be given as wide publicity as possible amongst the underground construction community. The First Annual Rapid Excavation and Tunneling Conference provides an excellent forum for this presentation.

INTRODUCTION The need for discussion of Owner-Engineer-Contractor relationships in tunneling arises from the increase in costly and time-consuming litigation. The paper examines the objectives, motivations and responsibilities of each party, discusses some common causes of claims in underground work, and makes some suggestions for improvements. The viewpoint and bias are those of an engineer. If a subtitle were required for the session, "Sharing the Risk" would be appropriate. Sharing the risk is an important aspect of Owner-Engineer-Contractor relationships because when a risk is shared, all parties have an incentive to minimize it. The System It would be shortsighted not to recognize that the system is wider than the Owner, the Engineer and the Contractor. With the utilization of most of the "high dam" sites for hydro-electric power and the completion of most railroad routes, many tunnel contractors were extremely doubtful that tunnel driving would continue to be an important element of heavy contracting. Experience has proved otherwise. The ever-increasing need for rapid transit and for pollution control have generated, and will continue for the indefinite future to generate, a very high level of tunneling activity. At the same time, the costs of construction have traveled an upward curve in the tunnel industry, as in all other types of construction. As a result, Owners, Engineers and Contractors have sought ways and means of constructing more economically through the development and use of labor-saving devices and techniques. The development of mining machines and lasers has contributed tremendously to such economy. Before giving you a contractor's viewpoint on Owner-Engineer-Contractor relationships in tunneling, it may be well to provide some background as to matters which give rise to that viewpoint. Construction contractors in general, and tunnel contractors in particular, have always had to contend with the physical environment in which the work has to be accomplished. However, when a building contractor has constructed his foundation, and certainly after he has "closed in", he deals thereafter with known physical conditions, or at least with conditions which he could reasonably have estimated would occur. Except, perhaps, for the hazard as to earthquakes, he has cleared Nature's threats. A tunnel contractor, however, must give thought to what the physical environment may do to his job, each and every day that he is driving a tunnel. With the aid of molecular orbital theory, a discussion is presented of the relationship between the electronic structures of ions and molecules, and the elementary steps involved in homogeneous electron transfer reactions. An electronic theory of the reactivity of oxidants and the mechanism of action of oxidation catalysts is then presented, with emphasis on the oxidative decomposition of metal sulfides. For model oxidants, two molecular reagents: O2 and Cl2, and two ionic reagents: Fe3+ and CU2+ were selected; silver (1) was chosen as the model catalyst. The reactivities of these reagents are rationalized in terms of constraints on orbital overlap, the availability of unoccupied d orbitals, and the rearrangement of electronic configurations.

The mechanisms of chalcopyrite oxidation in alkaline solutions have been studied using cyclic voltammetry and impedance spectroscopy techniques. The cyclic voltammetry was used to elucidate oxidation/reduction reactions, whereas impedance spectroscopy was used for in-situ characterization of the interface. To analyze the impedance spectra, equivalent circuit models were constructed based on a layer- wise growth of reaction products. Parameters of the equivalent circuit were calculated by comparing the experimental spectrum with that expected on the basis of equivalent circuit. From the value of equivalent circuit parameters, properties of the surface layers were inferred. These properties change substantially with the change in oxygen and/or collector concentration in solution. From such changes the effect of oxygen and collector concentration on the contact angle and flotation behavior of chalcopyrite were interpreted.

The mechanisms of chalcopyrite oxidation in alkaline solutions have been studied using cyclic voltammetry and AC impedance spectroscopy techniques. Analysis of the impedance spectra using equivalent circuit models has made it possible to suggest layerwise growth of surface films. From the value of equivalent circuit parameters, properties of the surface layers are inferred. These properties change substantially with the change in oxygen and/or collector concentration in solution and give rise to changes In contact angle and flotation response. In agreement with prior investigations, the present study shows that flotation recoveries alone cannot be used to determine the effect of collector on flotation of chalcopyrite. The rate of flotation is a more sensitive parameter to determine the role of collector on floatability of chalcopyrite.

Aqueous SO2 (sulfurous acid) is an interesting chemical compound. It functions as a reagent in various hydrometallurgical systems, but also represents an undesirable constituent in pyro- and hydrometallurgical effluent solutions. When present in such streams, SO2 can be oxidized to the more stable sulfate form to avoid exsolution of SO2 as a source of fugitive emissions and to simplify standard water treatment plant operation. This study provides information on the stoichiometry, kinetics and mechanism of SO2 oxidation using oxygen and an iron salt catalyst with solutions containing 0.05 to 20.0 g/l S02. Other test variables include iron salt concentration, oxygen pressure, temperature, degree of agitation and pH.

The bacterial oxidation of arsenopyrite has been shown to be an efficient, economic and environmentally acceptable method for the liberation of any gold content . The mechanism of the process is not certain but is usually considered to involve direct and indirect reactions with respect to bacterial involvement. The direct reactions are those in which the bacteria attached to the mineral surface cause its dissolution, with dioxygen being the oxidant. The iron(III) produced in solution is the chemical oxidant in the so-called indirect reactions. Barrett et al 2 showed that a synthetic bio-oxidation solution (with no cells present) could dissolve up to 15% of an arsenopyrite sample, the products of the chemical oxidation being iron(II) and arsenic(III). This paper describes an extension of the investigation of the chemical process and its imp! ication for the mechanism of the bio-oxidation of arsenopyrite.

Current design guidelines for the surface catalysed oxidation of Fe(II) on Fe(OH)3 (Ochre) in passive mine water treatment systems are based largely on empirical data as the details of rates and mechanisms have not fully been revealed. Also the effects of elevated carbonate concentrations, typical of many UK minewaters, on the surface catalysed oxidation rate are unclear. In order to move away from empirical design and towards sound engineering that is based on geochemical and hydrological understanding it is necessary to quantify these reaction rates. In this study the effects of Fe(OH)3 and carbonate on the rate of Fe(II) oxidation by dissolved oxygen have been investigated with an aim to delineate the reaction mechanism. Experiments were conducted under well-controlled conditions. Preliminary results indicate that the surface catalysed reaction is an order of magnitude faster at pH ~6.4 with 200 mg/l Fe(OH)3 than the homogeneous rate and is dominated by an elevated rate of removal and oxidation of Fe(II) from the solution phase. It is also apparent that the oxidation rate of actual adsorbed Fe(II) is substantially retarded with respect to the homogeneous rate. Carbonates were not shown to affect the surface rate within the bounds of this preliminary study.

Pyrite, a mineral associated with uranium ore, is closely related to uranium leaching. In this study, Ozone micro-nano bubbles (OMNBs), as an environmentally friendly advanced oxidation technology, were used for the first time to oxidize pyrite under experimental conditions to improve the leaching rate of uranium. A laboratory-scale agitation leaching experiment of pyrite was carried out with a pH of 1.0–3.0, gas flow of 1–3 L/min, ozone generation rate of 0.55–2.22 mg/s, and pyrite concentration of 0.1–5.0 g/L for 1 h. By adding three different co-oxidant: Mn(II), Mn(IV), and Fe(III), it was found that only Mn(IV) increased the oxidation rate of pyrite by 21.7%. The results of the scanning electron microscope (SEM) and X-ray photoelectron spectroscopy (XPS) show that the formation of Fe(III)-O film on the surface of the ore suppresses the oxidation rate of pyrite to a certain extent. Pyrite can be rapidly oxidized up to 57.6% by OMNBs, which is beneficial to uranium leaching. This method is expected to be used for in situ acid leaching of uranium with OMNBs injected into the ground.

The volume of recently published material in praise of various refractory gold ore treatment methods is impressive. The authors are unfailingly bright, focused and thorough, and as each paper concludes, the reader is tempted to abandon other methods and embrace this truly better way. But there are many "better ways," many different ores, many different environmental requirements and many differ­ent economic circumstances. As we approach each set of cir­cumstances, it would be useful to have an objective way of comparing various methods in order to identify the most promising approaches. This discussion attempts to provide that.
