The Robinson Mining District near Ely, Nevada, is one of the major porphyry copper districts in the world. Within the district is an east-trending zone of altered porphyry, metamorphosed sedimentary rocks, and sulphide mineralization surrounded by Paleozoic limestone, dolomite, shale and sandstone, Tertiary volcanics, and Quaternary alluvium. Six major disseminated ore deposits have been exploited in this eight-mile zone. About 20% of the district production has come from disseminated ore in metamorphosed sedimentary rocks found adjacent to altered quartz-monzonite porphyry. The following brief statements summarize the inter-relationship of porphyry, alteration, metamorphism, and mineralization: 1. Disseminated copper ore does not occur in unaltered porphyry or in unmetamorphosed sedimentary rocks 2. Sedimentary rocks have been only weakly metamorphosed where intruded, by unaltered porphyry. 3. Intensely metamorphosed sedimentary rocks are found only adjacent to, altered porphyry. 4. Many hydrothermal minerals are common to both altered porphyry and adjacent metamorphosed sediments. 5. Disseminated ore is found in altered porphyry and adjacent meta¬morphosed sedimentary rocks. 6. In general, there is a direct correlation between grade of ore in porphyry and copper content in the adjacent rocks. 7. Gold was discovered at the Haile mine in Lancaster County, South Carolina in 1827 or 1828, and since that time the mine has been worked intermittently by both open pit and underground methods until its forced closure in 1942 by World War II. Production figures are incomplete, especially for the early years, but the total gold produced is estimated to have been greater than 200,000 ounces. Thus, the Haile mine has been the most productive gold mine in the eastern United States. The upper, residually enriched ores were relatively rich, but the bulk of the production has come from the mining of lower grade ores.

One third of the world's and most US kaolin is produced from Late Cretaceous and Early Tertiary sedimentary strata in Georgia and South Carolina. The kaolin is part of a belt extending to Arkansas of aluminous lateritic deposits, including bauxite. Original sediments were profoundly altered by chemical weathering during Early Tertiary time. Mining exploits those uncommon deposits where extreme leaching and chemical recombination have produced a clay of nearly pure mineral kaolinite. . Its whiteness, brightness, fine particle size, platelet shape, surface chemistry, and chemical composition make kaolin an important pigment, filler, extender and chemical compound in the paper, paint, plastics, ceramics and catalyst industries.

Eruption of rhyolitic ash-flow tuffs in the area of the McDermitt (Cordero) caldera began about 17.4 m.y. ago and continued for about 1.5 m.y. During this period of silicic eruptions, a circular area about 30 km in diameter collapsed to form a caldera that subsequently filled with sedimentary and volcanic rocks. 3 A total of more than 200 km of silicic rocks was erupted from the volcano. The final phase of igneous activity, about 15.5 m.y. ago, included resurgent doming and intrusion in the central part of the caldera. Three to 4 m.y. later +I2 m.y. ago), hydrothermal solutions using the northern part of the caldera ring fractures as conduits deposited cinnabar, pyrite, alunite, and other minerals in tuffaceous lake beds and volcanic rocks accumulated within the caldera. The ore-forming solutions may have been a residuum from the silicic magma or connate water or ground water heated by the still-hot resurgent magma in the central part of the caldera. The source of the mercury has not been identified. Later oxidation of the sulfide minerals and redistribution of the supergene minerals corderoite, several mercury nitro-oxychlorides, marcasite, iron, and titanium oxides in the sedimentary rocks account for most of the newly discovered ore body at Cordero.

The Reserve Mining Co., in the processing of taconite iron ore quarried from the Peter Mitchell Pit, deposited the finely crushed waste rock into Lake Superior near Silver Bay Minnesota. In the early 1970s The U.S. Environmental Protection agency filed a lawsuit against Reserve Mining Co., asking the court to force the company to stop dumping into the lake. On April 20, 1974, after a lengthy court battle, the U.S. District Court concluded that the Reserve Mining discharge into Lake Superior violated federal and state pollution laws and thus ordered Reserve Mining Co., to halt the lake disposal of taconite tailings. At the time many feared that some of the mineral particles contained in the tailings (alleged to be asbestos or asbestos-like) would cause human health problems. This Conference was thus convened to readdress the problem of the mineral content of the Biwabik Iron Formation and to whether any minerals contained in the ore could cause human disease. The four papers given in this session address the nature of the mineral particles in the taconite rock, the definition of the term ??asbestos?? and the history of the legal controversy over the possible health effects of certain mineral particles contained in the Biwabik iron range ores. Morey The Biwabik Iron Formation was a principal source of ore for the American steel industry during the 20th Century. The unaltered iron deposits, called taconite, contain approximately 30% iron and 50% SiO2. About 75% of the iron in taconite resides in the mineral magnetite, the remainder is largely in iron carbonate and several iron-silicate minerals.

The possibility that a hypothesis explains almost all observed facts may be satisfying. Yet the almost gives a distinct sense of uncertainty. Moreover, overlooking the almost, reliance on the favored hypothesis may close our eyes to the discovery of new information and, in the field of mineral exploration, to the possibilities of finding new and hidden ores. A case in point is that of mines such as the Elizabeth and Ely, along the copper belt in eastern Vermont, principally in Orange County. The geology of the Strafford Quadrangle, where the Elizabeth Mine is located, has been described by Doll (1944). Two informative papers (McKinstry and Mikkola, 1954, Howard, 1959) present much valuable information about the geology of the Elizabeth Mine. Both reach the conclusion that the ores were emplaced after the peak of metamorphism, through the agency of metal-bearing hydrothermal solutions. Both, therefore, conclude that the source of the ores was somewhere below the outcrop area, presumably in some hidden intrusive mass. Neither yields a satisfactory guide for further exploration. Howard (1959) cites geophysical observations which show that there is a mass with a density similar to that of granite under the Strafford dome, adjacent to the Elizabeth Mine on the West. Yet examination of gneissic granite in the Chester dome, 25 miles to the South gives no suggestion of a young, near-surface intrusive capable of carrying or mobilizing large quantities of sulfur and metals. Laterization of syenite and other rocks in north Alabama produced material which was picked up and carried by streams to southeast Alabama. These streams deposited the aluminum rich material in the sinkholes of a karst topography developed on the Clayton Limestone. Measurement of the bearing of the long axis of each deposit in the Screamer area, along with plotting the location of these deposits on a map, indicate a depositional pattern controlled by local fractures or solution zones in the Clayton Limestone. The sinkholes and channels dictated the original structure of the deposits. Additional structure changes have resulted since compaction of the deposits by continued solution of the underlying limestone. The original material in these deposits was enriched by the removal of silica to form bausite and bauxitic kaolin during deposition and compaction. Subsequent ground water action has reintroduced silica into the deposit leaving a core of bauxite.

There are three principle lines of evidence that indicate the clay minerals found in the Goathill North (GHN) rock pile at the Molycorp mine are predominantly a product of hydrothermal alteration, not weathering. The unweathered drill core and samples from GHN have similar types and abundances of clay-mineral groups based on XRD analysis. Chemical analyses from the electron microprobe reveal similar chemical compositions for the hydrothermal alteration clays in drill-core samples and clays found in the rock pile. Textural evidence gathered from petrographic and microprobe examination also suggests a hydrothermal origin for clay minerals.

Gold occurrences have been reported in Alagbede, southwestern Nigeria, but a mineral potential map (MPM) to guide academics and investors in the area is still needed. As a result, geophysical methods (aeromagnetics and aero-radiometry) have been used to assess the potential for gold minerals in the area. Several enhancement filters, such as reduction to the equator, upward continuation, analytical signal, second vertical derivative, and power spectrum analysis, were applied to the aeromagnetic data to understand the subsurface geology better. The enhancement filters applied to airborne radiometry data are K/eTh, ternary color composite, F parameter, and deviation from the ideal K values (Kd). Geophysical data analysis was used for structural mapping and geological reconstruction, while aero-radiometric data was used for hydrothermal alteration mapping. The primary trend observed in the area’s magnetically inferred structural framework map is NE-SW, while a few are in the NW–SE and E-W trends. These observed trends show that the study area suffered at least three deformation episodes. Geological evidence of gold mineralization, such as favorable lithology, geological structure, and hydrothermal alterations, has been fused to produce a reliable MPM of the area. The geographical location of the existing mineral sites in the investigated area agrees with the geological structures and the MPM produced there. Thus, the systematic approach adopted in this study can be extended to other supracrustal belts of a typical Precambrian basement complex worldwide to ensure the reliability of orogenic gold mapping and resource management.

Today's subject of discussion, "OSHA AND ITS PROBLEMS", must be covered in the time allotted with a slight tongue in cheek approach, for if one is to believe that the "problems of OSHA" can be covered in a twenty minute review, he, himself, has one of three problems: 1. He has residual combat fatigue left over from World War II. 2. He is an egomaniac. 3. He is afflicted with both of the above. Clearly, the difference between divinity and humanity lies in their work. All human endeavor is plagued by errors and omissions, and unless one would be so facetious as to equate bureaucracy with godliness, our government-sponsored ventures seem to receive more than their share of missive missles with which to combat the ills of our society. Coming from an industry known for its undertaking of gargantuan projects, I feel capable of looking at things from the big picture perspective. No one would deny that the massive influx of government, both in the monetary and supportive personnel roles, has accomplished much. But only we, as tunnel constructors, have moved countless mountains of muck, placed endless yards of concrete and engaged the public on numerous fronts and in spite of all, at times have even made a profit! Profit! What a dirty word in our society today. It makes one shrink back from the filthy overtones dripping with the cloying scent of decay. Never shall we judge the success of our government programs with such a slimy yardstick as profit. No, for that which has been conceived in the bowers of Camelot, the measure must be more elevating and inspiring. Something to bring a proud bearing to our efforts! More than eighty years ago, in what we generally consider a more leisurely age, workers and engineers began the construction of the longest railroad tunnel in the world. When completed, the Simplon Tunnel ran more than twelve miles through the alps to connect Switzerland and Italy. Work began in 1898 and the tunnel was completed in 1905. In all it took about seven years to build one of the world's great tunnels. More than seven years ago, in what was hoped to be a rapid and constructive to the deaths of 38 workers in two spectacular tunnel disasters in 1971, the secretary of Labor's Construction Advisory Committee on Safety and Health began in January 1972 a search for an effective standard on tunnel safety. Much hard and useful work has been done, especially by the construction advisory committee' but more than seven years later, we still don't have a tunnel standard. We may speculate that, when the Simplon Tunnel was completed, workers and their bosses assembled to celebrate their achievement and to count their casualities. We have no need to speculate on the lack of achievement up to this time. An so far as I know, the bureaucrats have suffered no casualities except perhaps some unreported cases of ring-around-the-color. The only moral I can draw from all this is thai it is easier to penetrate solid rock than it is to get through bureaucratic fog. We can only hope that OSHA will finally take advantage of the work which was finished years ago and complete the actions necessary to give us a tunnel standard. INTRODUCTION The principal OSHA standards dealing with tunneling activities are found in 29 CFR Part 1926. A reference for the applicable subparts which apply to tunneling is included as Appendix A. In addition, some standards from 29 CFR Part 1910 have been identified as applicable to construction and are included in the recent printing of an interim vertical standard for construction (1910/1926 Project). The remainder of this presentation will be focused on past OSHA activities to revise Subpart S of 1926, the principal subpart dealing with tunnel construction.

INTRODUCTION Safety must be a primary consideration in the design and construction of tunnels. Tunnel construction has historically been considered a high-risk business. During the construction of the 14.8 kilometer (9.25) mile St. Gotthard Tunnel in the Swiss Alps in the 1870s, 310 lives were lost and another 877 workers permanently disabled. In more recent days, two tunnel construction accidents in 1971, one in Michigan and one in California, claimed the lives of 38 workers. Prior to 1971, most regulations governing safety in tunnel construction were developed by the U.S. Bureau of Mines. These included a 1941 Bulletin 439, "Some Essential Safety Factors for Tunneling" and a 1968 Bulletin 644 which updated Bulletin 439. In 1970, the United States passed the Occupational Health and Safety Act (OSHA) which became effective in early 1971. That act covered all sorts of workplace activities including Tunnels and Shafts in 29 CFR 1926.800. In 1989, a revised and renamed 29 CFR 1926.800 was issued for Underground Construction. Some of the changes introduced in this rule were the outgrowth of improvements made in the California and Michigan codes after the 1971 accidents. These new regulations are the "Rules to Live By" for tunnel construction in the United States and are generally accepted as appropriate for tunnel construction throughout the world.

A specialized Pore-Fluid Array sampler (PFA) was designed to collect and store pore-fluids to monitor temporal changes of ions and gases in gas hydrate bearing sediments. We tested the hypothesis that pore-fluid chemistry records hydrate formation or decomposition events and reflects local seismic activity. The PFA is a seafloor probe that consists of an interchangeable instrument package that houses OsmoSamplers, long-term pore-fluid samplers; a specialized low-dead volume fluid coupler; and eight sample ports along a 10-meter sediment probe shaft. The PFA was deployed at Mississippi Canyon 118, a Gulf of Mexico hydrate site. A 160-day record was acquired from the overlying water (OLW) and 1.3 meters below seafloor (mbsf). Fluids were measured for dissolved chloride, sulfate, and methane concentrations and dissolved inorganic carbon and methane stable carbon and deuterium isotope ratios. Chloride and sulfate did not change significantly over time, suggesting the absence of gas hydrate formation or decomposition events. Over the temporal record, methane concentrations averaged 4 mM at 1.3 mbsf and was thermogenic in origin (d13C-CH4 = -32.4±3.4?). The timing of an anomalous 14 mM methane spike coincided with a nearby earthquake (Mw=5.8), consistent with the hypothesis that pore-fluid chemistry reflects seismic events. Comminution of various materials can be achieved in grinding equipment by nipping, impact, attrition, or a combination of these actions. Pna mills also known as edgerunners, chasers, and mullers-are classified as a nipping machine. The essential features of this type of grinding machine are rollers or mullers that turn on a horizontal axis while rating on the bed of material in the pan. Ploughs are used to direct the unground material to the center of the pan. Grinding may be accomplished wet or dry. Aritres, Chilean mills, and Huntington mills are types of pan mills. Ring roll and ring Ml mills, another type of nipping machine, were developed for grinding smaller particles of intermediate hardness to product sizes of about 100 pm. They were designed to attempt to reduce the cost of similar size reduction in ball mills and have been widely used to pulverize coal for power-plant facilities. Impact Machines Grinding machines that can be classified as impact mills include: hammer, cage, centrifugal, vibratory, pin, and stamp mills. The distinctive feature of an impact mill is that it has a fast-moving part that transfers some of its kinetic energy to the material particles by direct contact so that internal stresses are created in the particles. The Reitz Disintegrator is an example of an impact mill. It has rigidly mounted hammers attached to a vertical shaft that rotates in close proximity to horizontally mounted screens. In 1994 Western Mine Engineering, Inc., (WME), which is now InfoMine USA, Inc., set out to build a suite of stand-alone software programs that would provide their clients the means to estimate the costs of developing and operating mineral exploitation projects. After the first program (Sherpa for Surface Mines) was completed and launched, the developer (me) left WME to form Aventurine Engineering, Inc., in order to complete the series of applications. In the years since, four programs have either been developed or upgraded and enhanced. Applications were produced that estimate the costs of underground mining, placer mining, and project site reclamation. In addition, an application specifically designed to evaluate the economics of these projects, which was based upon a program previously developed for WME by Bill Willoughby of Willoughby & Associates, was redesigned and the code updated to a MicroSoft compatible platform. All these programs follow an engineering-based approach to cost estimating. Instead of relying on rules-of-thumb and statistical averages, they calculate all of the engineering and operational parameters needed to estimate costs. The premise is that the uncertainty associated with cost estimates should lie with the data available for the resource, not the approaches used to design and estimate the associated design parameters. In other words, it is acceptable that items such as the resource grades, deposit dimensions, ore and wall rock characteristics, and mill recovery rates carry with them some uncertainty, but parameters such as loader bucket capacities, truck speeds, pump horsepowers, hoist velocities, and grinding mill diameters can be calculated (although uncertain data might be used in those calculations). No additional uncertainties should be introduced because the cost-estimating procedure relied upon statistical manipulation or anecdotal inaccuracies. To that end, the programs rely upon calculation-based approaches to selecting and sizing machinery, assigning the required workforce, and determining the extent of the consumables needed to recover mineralized material at a rate defined by the client. And while calculation-based software is not unusual, more modern approaches work toward the development, accumulation, and manipulation of data. INITIAL CONDITIONS AND PROJECT GOALS In 2016 we had five separate programs completely disconnected from one another. Each was written in VisualBasic, a language that was falling from favor. In essence, the status in 2016 was a series of stand-alone programs (Figure 1) in which results from one needed to be manually entered as input into another.

About nine years ago the President's Materials Policy Co commission under the chairmanship of William Paley released its report entitled "Resources for Freedom." Not long ago the Senate Select Committee on National Water Resources under the chairmanship of Senator Kerr released a study entitled Water Supply and Demand. Both reports contained projections of future water user the report for 1975, and the Select Committee print for 1980 and 2000, It is my task to compare the two reports. In the initial letter from Mr. Kazmann arranging for thus session he suggested that I present "a critical evaluation of the Paley Report's section on water ?ten years later,? which might include a comparison of predicted and actual water-use rates and would spotlight the assumptions which lead to errors in the predictions , . ." It is possible to compare the results of both studies, and it possible to explain art of the differences that can be found between them. The remainder must remain shrouded in doubt, since the Paley Report did not give all details of the methods used in estimating the com¬ponents of water use.

By now you, no doubt, are asking, 'Where did Murray get this bit of philosophy?' Well, I obtained it from an editorial entitled. "The Worst of Times", which was published in the Harper's Magazine in 1847. That's right, 1847! The parallelism between the situation in our country at this time and in 1847 is un- canny. But wait, there is one major exception the size of government. To my knowledge, the citizens of 1847 were not stifled by the extreme governmental excesses that we are experiencing today.

Trees are an essential ingredient of sound reclamation in nearly all surface mining regions. There are, however, possible problems in current reclamation regulations and practices which need to be evaluated and remedied. Recognition and accomodation of growth requirements for trees and other plants will greatly increase reclamation success. Surface mining encompasses a series of processes from a pre-mining baseline study to bond release following revegetation. Land owners, and society, have a great interest in subsequent plant growth on reclaimed areas and in future land values.

As high-quality mineral deposits are thoroughly exploited, mines of the future will have to move towards more remote and lower quality projects. With these projects comes an increased business risk to the operator. Even now, mining companies often turn to foreign countries for new deposits to produce, introducing the concept of country risk into their portfolio. Furthermore, feasibility studies often fail to accurately quantify the risks associated with various projects, and as such, this study proposes a technique of risk quantification which can both aid mining companies to evaluate the viability of investment and assist in risk disclosure to public investors for the mining industry of the future. This paper aims to quantify the effects of country risk on the valuation of potential mining projects, using a combination of modular and risk-weighting techniques to evaluate the country risk premium (CRP) required to obtain capital for operation of risky foreign mining projects. The techniques proposed in this paper are demonstrated using fictional examples and then evaluated for accuracy against a recently developed debt-funded precious metal project in a country in the Americas.
