As the new millennium approaches, it is appropriate to assess the progress that has been made in mine health and safety, a matter of concern to management, labor and government. One can hardly look at the major events of the last century — from the birth of the US Bureau of Mines through the enactment of the modern health and safety laws — without realizing that the march has been relentless toward eradication of health and safety threats in mining. The progress is spectacular in mine safety and significant in mine health. In looking at the future, it is safe to assume that societal demands will increase for improved health and safety conditions in the workplace. So will the demands for greater technological leaps. The standards will for measuring success and the expectations of progress in creating a safer and healthier mine environment will grow. The possibilities are enormous of meeting these exacting requirements in the 21st century.

Very importantly, emphasis was given to the natural link that makes my agency, the Mine Safety and Health Administration, and the National Institute for Occupational Safety and Health -- NIOSH -- the beneficiaries of each other's findings.

But we also have an additional responsibility and that is to coordinate and give priority to research in a never-ending hunt for answers.

INTRODUCTION The mine hoisting equipment that is selected and installed at a mine is for the lifetime of the mine and, therefore, it is extremely important that a proper choice be made. Several types of mine hoist designs, including double drum hoists, single drum hoists, friction hoists, and various special designs of these, are available to¬day. Each has advantages and disadvantages and they should only be used in suitable applications. Drive systems for mine hoists must be evaluated together with the mechanical systems for each hoist application. It does not make sense to properly select the hoist mechanical system and then choose a drive system that turns out to be a bottleneck. MINE HOIST TYPES There are two basic types of mine hoists available in the world today: the drum hoist, on which the hoist rope is actually stored during the hoisting cycle, and the friction (Koepe) hoist, which merely passes the rope over the wheel during the hoisting process. Drum Hoists Single Drum Hoist: A single drum hoist (shown diagrammatically in Fig. 1) can be used as a service or production hoist with the cage or skip in balance with a counterweight (Figs. 2 and 3). It can efficiently service one or more levels, since the location of the counterweight at any time is not important. As a pro¬duction hoist with skips in balance, the single drum hoist is best used for single level hoisting. All rope adjustments for proper spotting must be done manually for the single drum hoist. This has to be done periodi¬cally to compensate for rope stretch. A variation of the single drum hoist is the divided drum hoist. If multilayer winding is necessary, the single drum hoist must have a divider to allow a sep¬arate compartment for each rope. If a counterweight is used with a divided drum application, the counter¬ weight rope can be wound on a smaller diameter (Fig. 4). Consequently, it moves a lesser distance than the main conveyance and rope adjustment problems are re¬duced. Double Drum Hoist: A double drum hoist in oper¬ation is shown in Fig. 5. Double Drum Hoist With One Drum Clutched: As a service hoist with cage and counterweight, a double drum hoist with one drum clutched (Fig. 6) can serve several levels efficiently. The advantage of having the clutched drum is that it allows rapid adjustment of ropes due to initial stretch. Some users may prefer the single drum hoist with manual rope adjustment, while others consider the added expense of the second drum and clutch is justified to make rope adjustments quickly. The value of this feature for a particular application should be discussed with the hoist manufacturer. As a production hoist with skips in balance for a multi¬level operation, the clutch can be adjusted for efficient hoisting from any level. Double Drum Hoists with Both Drums Clutched: There are also double drum hoists that have both drums clutched (Fig. 7). The main advantage claimed for this type of hoist is that if something happens in one of the two compartments, the hoist can operate in the other compartment to raise and lower men and sup¬plies. This feature is particularly favorable if there is only one shaft entrance to the mine. Multiple Drum Hoist: The multiple drum hoist, a South African innovation, is a type of drum hoist about which everyone should be aware. Basically, it uses two hoist ropes per conveyance which at great depths per¬mits use of smaller ropes and smaller drums. There are none in use in the United States today. However, they should be considered in very deep mines. Friction (Koepe) Hoists This hoist (Fig. 8) was introduced to the mining world by Frederick Koepe in 1877. In this paper, the authors present a typical mine profitability model. The method of generating system moments is used to examine the sensitivity of the profitability function to changes in the dependent variables, and to express the expected risk associated with undertaking the project in a predicted economic and technical environment. Profitability of a mining venture is a function of many variables ore grade, capital and operating costs, milling efficiency, ore reserve tonnage and annual tonnage, equity - loan structure, tax regime, etc. Estimates of the expected value and the variance of the profitability function are obtained by calculating the partial derivatives of the function with respect to the dependent variables, using the Taylor series expansion method to the second order. Sensitivity analysis is carried out by examining the effects of each variable on the profitability function, which is determined by the magnitude of the product of its partial derivative and variance. An appropriate probability density function, based on the expected value and the variance of the profitability function, is assumed to estimate the expected risk associated with the project. This expected risk is a measure of the area under the profitability density function below the appropriate, selected discount rate or the cut-off net present value (NPV). The results are compared with those obtained by using the Monte Carlo simulation technique, and they show that either of the two methods could be used to evaluate the probability of project failure or success with no significant difference.

Man’s search beneath the earth for minerals has always required light, and the devices used to provide illumination have been both innovative and unusual —from stone vessels holding fat and a wick of grass or fiber to a shower of sparks produced by a thin steel disc. While the date when lamps were first used in mines is unknown, Greek and Roman records from 3000 BC definitely mention their use in underground mines. Early Remans most likely used a lamp similar to the one depicted at right. Over the ages, various types of devicives and methods of illumination have been tried and used. One interesting scheme for underground light was to reflect sunlight down the shaft and along drifts using mirrors or other reflective materials. Bunches of resinous wood were also used for underground lighting in many parts of England. In the mid-18th century, the speding mill was developed in England. It worked by rapidly turning a thin steel disc against a flint, causing a shower of sparks to appear. The light produced was uncertain, highly variable, and unsafe in gaseous environments. In Europe, an open pan-type hanging oil lamp was developed and used in some operations in the 1700s. This type of lamp had one opening for a wick and a second opening for refilling the oil reservoir. The lamps were embellished with goad luck charms – a good luck rooster was used in many parts of Europe while a frog and “gluck-auf” were used in Germany. These lamps were introduced in Mexican mines, and a few have found their way into the southwest US. By 1850, a small wick lamp known as the lard-oil lamp, which resembled a tea pot, was invented in Scotland. These lamps were fueled with grease from a packing house –lard, bacon grease, or tallow. Whale oil was also used. Many improvements were made on these lamps, such as the use of windshields and the attachment of miners’ candle-holdm to support the lamp. While these lamps were handy and inexpensive to operate, they were dangerous because their large flame could ignite support timbers or other flammable materials. Miners from the United Kingdom brought this type of lamp into the US. Domestic producers of oil wick lamps were primarily located in Hazleton, PA; What Cheer, IA; Pittsburgh, PA; and Frostburg, IN. The first patent for an oil wick lamp was granted to W. Seybold of McKeesport, PA. Incidentally, these lamps were advertised in a 1903 Sears-Roebuck catalog for 10 cents apiece. Oil wick

In recent years the hue and cry of American industry concerning the pressure of foreign competition on the domestic marketplace has become all too familiar to most of us, as we are all well aware, the steel industry has not been exempted from this pressure, reduced production levels, work force cutbacks, and in some extreme cases, plant closings and company liquidations have resulted, new regulations governing imports and quotas have been enacted, foreign trade agreements reached, and more strict regulation enforcement practices undertaken, despite these, and other measures, the impact of aggressive foreign competition has not lessened, the concensus of numerous management consultants is that in order to successfully cope with these problems we must draw on all available technology to provide the tools which will enable us to enhance our management effectiveness, one area requiring particularly close attention in any mining operation is that of managing critical resources - namely time, energy and equipment in a fast and efficient manner, In mining, with critical resources deployed over a large geographical area, any degree of success involved with resource management is dependent upon knowing the current status of all work related activities, if we, as mine operators, are to be more successful in this area, additional tools are a necessity and modern technology has provided a multitude of new options from which to choose.

Introduction The mining of aggregates underground has grown steadily over the last 25 years. Growth has come in both production volume and in the importance this segment of the industry is playing in the continuing supply of construction aggregate. Underground aggregate mines will continue to grow in both number of operations and complexity, as the replacement of zoned reserves in metropolitan areas becomes crucial. This growth will result in a shortage of qualified mine managers, possibly limiting the success of these facilities. The aggregate industry will have to modify current practices in order to meet the growing demand for this specialized skill. Segment Growth Underground mining for aggregates is not a new idea. Martin Marietta has been operating underground mines since 1969, and currently operates 16 underground mines ranging in size from 250,000 tpy to 2,500,000 tpy. These mines represent less than 4% of the total number of operating locations, but contributed 9% of the annual production in 2004. Though they range in size and production capacity, the importance is evident. The 2000 United States Census revealed several trends that are of interest to the aggregate mining industry. For the period 1990-2000 the U.S. population grew by 33 million or 13%. There were nine major metropolitan areas with a population of five million or more. These nine areas accounted for 30% of the total U.S. population. More significant was the fact that the population growth in these nine metro areas was 25% of the growth for the entire country. These statistics tell us that the population is expanding in these major metropolitan areas at a staggering rate. The same thing is happening to some degree in every population center. Population growth increases the demand for local aggregate while reducing the available area to mine that aggregate. The need for an economical supply of aggregate to support community expansion is a problem that will grow as older quarries are mined out and closed. This will be an issue that communities of all sizes will have to deal with. A reliable and cost effective supply of quality aggregate is crucial to support community expansion.

Geologically simple deposits can be modeled quickly and easily with inexpensive gridding and mapping software. Hundreds of mines around the world use RockWorks99 and Surfer 7 for generating contour maps, producing log plots and cross sections, and performing other useful geological calculations. These programs are used by many mining operations as their only modeling and graphical software or they are used in conjunction with larger systems. The investment in learning time is low and the programs produce reasonable quality results with standard computing equipment. RockWorks99 and Surfer 7 provide a good level of capability while maintaining high quality technical integrity. Both programs are used for many applications in mining, oil and gas, environmental and other fields that require analysis of spatial data.

Use has been made of several theoretical models to predict radiation levels in underground uranium mines. The models used are the Evans model, the Thomas-Epps mine model, the isolated mine model, the mine tunnel with no air flow and the mine tunnel with air flow (Beckman and Holub). Calculations based on the above models have been extended to include thoron gas and its progeny, a common occurrence in some Canadian uranium mines. Theoretical predictions include radon and thoron progenies WLs and concentrations, and some ratios of great practical interest. The main differences between the models are pointed out and comparison is made with experimental data gathered during the last three years in several Canadian underground uranium mines.

The potash mine and refinery of AMAX Chemical Corporation is located 26 miles east of Carlsbad on the north end of the potash producing areas. This property was developed between 1949-1952 and production of muriate began in August 1952. Two shafts, located 400 feet apart, were sunk to the ore zone 900 feet below the surface. A 15-foot diameter ore hoisting shaft equipped with a 1000-ton ore pocket, crusher and automatic skip loading equipment plus a 20-foot diameter service shaft with a curtain wall for exhausting air were provided. Sylvinite production to date has been from the first ore zone, stratigraphically, the lowest of ten identified mineralized zones in the salt section. This first ore zone has been the top producer of Muriate of Potash over the years. In our area we do have some very marginal mineralization in the third ore zone some 35 feet above the first. We have not mined from this seam as yet but we are investigating the economics very closely with access slopes and an experimental mining panel. Our ore seam is generally flat lying but does have local gentle rolling with grades from 2% to 5%. The mine was designed and developed from the beginning with conventional mining practices and rail haulage from the mining section to the ore pocket. As mining progressed in the early years, production increased from less than one million tons annually to a maximum of 3,935,000 tons in 1964. Efficiency also kept pace with the increasing production and continually improved until the efficiency of the production crews reached an average of 100.3 tons per manshift in 1964.

Introduction Many old underground mines have been developed extensively into reserves requiring large numbers of workers to maintain and rehabilitate lengthy track haulages and/or belt conveyor systems. Often, large numbers of fans are required to maintain minimal airflows in areas where poor conditions and huge leakages prevail. Problems that beset one such coal mine and projects undertaken to restore it to potential profitability are presented. Brief history The Vesta No. 5 mine was opened in 1908. Drift development began near the Monongahela River, which was the primary avenue for shipping metallurgical coal to coke ovens in Pittsburgh. Over the ensuing 75 years, the main haulage entries were developed a distance of 16.1 km (10 miles) to the present mining area. Track haulage was used to transport coal from working sections to the river loading facility. As haulage distance and areas of high water influx increased, management decided, in 1973, to construct an underground conveyor belt system. The project spanned 36 months and culminated in a system of 22 flights, ranging from 205.7 to 1767.8 m (675 to 5800 ft) long. Six intake and eight return entries were developed as the mains were advanced. These entries provided adequate ventilating capacity over the years, but as extensive gob areas progressed and roof conditions deteriorated, the entries became inaccessible and more resistant to airflow. By 1981, five fans were being used to circulate 943.9 m3/s (555.5 cfm) of air through the mine. An average of 6440 t (7100 st) were produced from 20.8 continuous miner unit shifts and 2.7 longwall unit shifts each day in 1981. The ratio of support to production personnel was 1.94. To maintain the outby 16.1 km (10 miles) of haulage, 110 personnel were used. The average cost per ton was $43.54 ($39.58 per st), resulting in excessive bottom-line losses. The mine possessed a rather promising reserve, mostly in lease, of good quality, medium-sulfur metallurgical coal, but it also had a number of formidable operating problems. Operating problems Contributing factors toward relatively low productivity and high costs were the conditions of the track haulage, conveyor, and ventilation systems. Productivity was affected greatly by downtime associated with the conveyor system, which lacked adequate access for making splices or other repairs. Installation of UP& Is monitoring system was planned to be completed in three stages: Environmental Monitoring, ConveyorBelt Interface, and Power Distribution Interface. With Phases 1 and 2 completed and Phase 3 initiated, massive amounts of valuable information have been obtained. From this information, many benefits where recognized and the decision was made to expand the system. This provided monitoring and control capabilities in a variety of new applications from ventilation fan and pump interface to innovative installations such as ground control monitoring. All current uses as well as future plans for expansion and data manipulation will be discussed.

With Utah Power & Light Mining Division's commitment to operate the safest and most productive mines possible, a decision was made to purchase and install mine-wide monitoring systems for use in the mines. After review of several different systems the Conspec Senturion 200 system was chosen. Three separate systems were ordered to fulfill the monitoring requirements of the six mines in operation: one system for the Deer Creek Mine one for the Wilberg/Cottonwood complex, and one for the Deseret, Beehive and Little Dove complex.

After World War I the character of my mining life changed completely. Before then adventure had been almost continuous but after the war there was lots of staying in one place, almost routine, between adventures. This was fortunate, as the life of a mining engineer is a wandering one at best, and it makes being married and raising a family a dubious enterprise. It would have been quite out of the question with the life I led before I got married at the end of the war The new sort of life made the "beaconing of adventure" intermittent. There were often long stays at home between wanderings which was fortunate as it changed the continuity of these memories. I must briefly summarize accounts of the more or less routine periods and concentrate on the occasional exciting episodes between. After a long visit with friends in Berkeley, Dorothy and I left for Arizona and three days at the Grand Canyon that were nearly too much for both of us. One beautiful day we started a short walk down the Bright Angel Trail. It was such a lovely bracing day that we kept on walking and enjoying the views until, just after noon, we reached the Colorado River. We were the only ones in sight so to enjoy the sunshine to the full we both had a good swim in the swiftly flowing river. So far, everything was wonderful. But when we started to climb back up the trail, rising nearly 6000 ft in ten miles we soon found that we had counted too much on our youth and endurance. We had to rest every few hundred feet and it seemed as though we would never reach the top. It was eight o'clock in the evening when we finally staggered into our room and collapsed. On the way to the Canyon I had seen John Greenway and Dr. Ricketts in Santa Barbara and they had little idea what would happen to them or to me. Before resuming his position as general manager of Calumet and Arizona and New Cornelia, Greenway must recover from the effects of the gas he had suffered in the war. Dr. Ricketts

The operating mine is dynamic, everchanging, and a continuous moving target. The only way to effectively manage such a creature is to be able to evaluate the cost of operation over short enough time periods that rapid effective controls can be implemented before loss can erode the marginal profits in todays market place. Such short term evaluations can provide the basis for the long range planning that can keep an operation healthy in the future. The spreadsheet programs on small computers (PC's) offer the possibility of such evaluation by accumulating data in a useable format, providing timely cost reporting and providing a tool for use in evaluating the day to day alternative choices of the real mining world.

Volatility is a fact of life in the mining industry. Prices of and demand for mineral products are among the most volatile of those for any product. The volatility of these markets wreaks havoc on both corporate management and the personal lives of mining people. Yet, until recently, it has been difficult to assess the impact of volatility on business strategy. This paper discusses how mining firms can profit from market volatility through an operations strategy that stresses operating flexibility. The foundation for our strategy analysis is the observation that a mine is analogous to a stock option. Techniques based on those developed to value stock options have recently been extended to the field of mine valuation. The insights provided by option pricing are very valuable in the development of mine operating strategy.

This paper deals with the causes and mechanisms of a massive pillar failure in a room-and-pillar mine. The mine employed a nine-entry panel system using supersection technique under a cover ranging from 91 to 168 m (300 to 550 ft). Chain pillar squeeze and large roof-to-floor convergence were first observed at the belt transfer point on the very inby side of the main entries. It propagated out by quickly, and, within 24 hours, it had covered an area approximately 1,250-m- (4,100 ft-) long by 762-m- (2,500-ft-) wide. The failure was caught and stopped by a solid barrier pillar. Using computer modeling, this study indicates that the massive failure was initiated because of a combination of undersized chain pillars in some panels and weak immediate floor. Also, the study shows that the massive pillar failure expanded to a large area because of the absence of barrier pillars between some panels and between mains and panels. Based on computer modeling, alternative mine plans were proposed to avoid such problems.

In virtually all jurisdictions, comprehensive environmental protection regulations or standards are in place that apply to all industries, including mining. The only other legitimate mine-permitting concern is post-mining land use (PMLU). PMLU includes all uses of land after mining as well as the ecosystems appropriate for those uses. Although flawed, the New Mexico Mining Act (NMMA) of 1993 is a PMLU-based permitting statute. It requires measures during closure that will establish a PMLU or self-sustaining ecosystem for each mine unit. PMLU-based permitting avoids prescriptive, one-size-fits-all measures and keeps permitting focused on the legitimate goal of responsible land management..
