INTRODUCTION Background Tokyo, the capital of Japan, is one of the largest cities of the world. As many as 33 million people live in Tokyo and three neighboring prefectures although the city occupies only 0.6% of the area of the country. The network of Metropolitan Expressways serves as a major artery for daily physical distribution in Tokyo. The Central Circular Route of the Metropolitan Expressway (MECCR) is located innermost among the three circular routes in Tokyo (Figure 1). Once completed, MECCR is expected to drastically mitigate traffic congestion in the central Tokyo area and provide drivers wider varieties of options in route selection. Alleviating congestion is estimated to reduce 400,000 tons of carbon dioxide emissions annually. The eastern and northern sections and part of the western section of MECCR have been completed with the total length reaching 33 km. The western section will be extended southward by approximately 4 km in the spring of 2010. An 11-km-long western section of MECCR that is currently being constructed is composed mostly of tunnels. A large number of power supply, gas supply, telephone, drinking water and sewerage pipes have been placed under the Yamatedori avenue along which MECCR is being constructed. The shield tunneling method has therefore been adopted for constructing tunnels along the route. The method involves the advancement of a shield tunnel boring machine (TBM) through the ground simultaneously assembling segmental rings within the shield. The method not only enables the building of highway tunnels more quickly and efficiently than other methods but also minimizes the effects of construction work on the surrounding area and the environment. Constructing the tunnel using the conventional cut-and-cover method might have required large amounts of time and cost because relocating the numerous objects buried under the Yamatedori avenue might have been necessary during tunnel construction. It was also considered desirable to place the tunnel at a depth of 30 m or more from surface to prevent tunnel construction from adversely affecting railways because the tunnel was expected to cross eleven railways and subways. This is one of the reasons for selecting shield tunneling as an effective method. The shield tunneling method was finally adopted for a length of 7 km in the 11-km western section of MECCR. The shield tunneling method was also employed in the Ohashi Tunnel located southernmost in the 11-km western section of MECCR. This paper describes the construction of the Ohashi Shield Tunnel.

"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. The main objective of the present investigation is to demonstrate the potential of ERT (Electrical Resistivity Tomography) and HVSR (Horizontal to Vertical Spectral Ratio) methods as geophysical tools for the monitoring of subsurface cavities. The survey sites are located in Akrotirion Peninsula, almost 7 km east of Hania town in Crete Island, Greece. At this site, the surface expression of a known cavity with a diameter of about 25 m is visible. The true geometrical characteristics of the cavity were unknown since there are no boreholes in the area. The focus of this survey was primarily of a qualitative nature and the objective was to determine if ERT and HVSR could be used to identify and map near surface cavities (less than 30 meter in depth) in a limestones kartsic area such as Akrotirion Peninsula. A 2D/3D model of the resistivity distribution is given for the area under investigation. Furthermore, analysis of microtremors data provides a profile of the seismic response of the tectono-karstic voids.

G. GREGORY BRYAN 33.1-DEFINITIONS 1. Engineering-Engineering may be defined simply as the science and art of making materials and energy serve the purposes of mankind. There are many fields of engineering, each with specialized branches. The basic fields are: civil, mechanical, electrical and chemical. Others may be specialized phases of one of these or a combination of two or more of them. Mining engineering, for example, requires a working knowledge of construction, mechanics, electricity, metallurgy, geology, accounting and economics, in addition to mining techniques or methods. Mining geology and geological engineering involve rocks and their structure and the forces that act upon them, and chemistry, physics and mechanics also are important to practitioners in these fields. Metallurgical engineering requires chemistry and physics but also a working knowledge of mechanics and electricity. The fields of engineering with which this section are concerned are those primarily involved in the finding, mining, processing and utilization of the natural mineral resources of the earth. They include geology, mining engineering and metallurgy, each with several specialized subdivisions. 2. The Engineer-The engineer is an individual who has had specialized training to qualify him to practice the profession of engineering. The term engineer is used here in its broadest sense to include such professions as certain applied branches of geology, physics and chemistry, whose practitioners may not have acquired engineering degrees but who, nevertheless, by training and experience in some area of the minerals industry, qualify under the above definition. To become a successful engineer, a person should have certain pronounced aptitudes and preferences, even before embarking upon the requisite course of training. Among the chief qualifications that the engineer-to-he must possess are: (a) a natural inclination toward mathematics and the physical sciences, and (b) intellectual and moral honesty. Among the qualities the student engineer must develop are: (a) independence of thought, open-mindedness, sound judgment and the ability to observe, deduce, plan and apply solutions, (b) the ability to articulate and convince, and (c) the ability to organize and direct the activity of others. These qualities are normally developed through sound education, followed by pro¬gressive experience. 3. The Consulting Engineer-The consulting engineer is an engineer primarily in the business of furnishing specialized advice and engineering services on an intermit¬tent, part-time or occasional basis to clients who do not have continuous or full-time need for those services. He must be able to make and take full responsibility for decisions and recom¬mendations where original thought is required. He should not be confused with the engineer, surveyor or technician who also may furnish services on an intermittent basis, such as regular periodic surveys, the overseeing of drilling programs and other such routine work as may require little original thought and planning. 33.2-THE PROFESSION OF CONSULTING ENGINEERING 33.2.1- QUALITIES REQUIRED A successful consulting engineer must first have, as a minimum, the qualities and preparation of an engineer. Water contact angles of talc powders were determined from the values of the heats of immersion measured using a flow microcalorimeter. The results were used to calculate the contact angles using a rigorous thermodynamic relation. In the present work, the calculation was carried out using the temperature coefficient of the contact angles determined experimentally using another method. The results obtained in the present work on several different talc samples are compared with those obtained using other methods.

One of the steps in an ore reserve estimate is customarily a rigorous calculation of the in situ grade of the orebody itself. The result of this calculation is usually reduced by some purely arbitrary factor to force the calculation to agree with the observed grade of ore actually mined. The failure of the calculation to realistically depict the grade of ore actually extracted is in many instances not the result of either an incorrect calculation procedure or of sloppy mining practice, but is a direct consequence of unsuspected irregularities in the contact between the orebody and the surrounding wall rock. A pattern of holes spaced at 1.5-3.Om foot intervals, drilled as part of a pre-development program, will often reveal that a presumed "regular' ore/waste contact is, in fact, so highly irregular that it will be next to impossible to separate ore from waste during mining. In such an instance, 'fingers' of waste projecting into the mining block will substitute for equal volumes of ore left outside the mining limits. As a result, the grade of material actually mined will be less than the grade envisioned for the orebody. The volume of waste substituting for ore in the mining block is about 0.4X, where X = the average error in projecting the ore/waste contact between alternate holes in the test pattern, and is expressed in units of volume per unit of area of the contact surface.

As part of the Bureau of Mines research on identification of asbestos fibers, a method was discovered for removing asbestos fibers from water. This report describes this process and its theory of operation. The surface charge of amphibole minerals in potable water was found to be negative, and in common with most other silicate minerals, the isoelectric point of amphibole asbestos fibers lies in the pH range 4 to 6. Magnesia is one of the rare oxides with a high isoelectric point of about 11. The surface of magnesium oxide will, therefore, be positively charged in water at pH 6 to 6, while the electric charge an. amphibole asbestos fibers is negative. Because of the electrical attraction of these oppositely charged solids, it was possible to remove negatively charged asbestos fibers from water by percolating water that contained suspended-asbestos through a porous bed of magnesium oxide particles. A bed of 100/200-mesh MgO was added to a glass tube with a cotton plug. Aqusous suspensions of 1 to 10 ppm cummingtonite asbestos (amosite), crocidolite, and chrysotile were percolated through this porous plug of MgO. Even though chrysotile is positively charged below pH 11, MgO is an effective filter medium for removing it. The highly basic MgO appears to cause the chrysotile to flocculate and attach to particles within the bed. Scanning electron photomicrographs indicated that essentially complete removal of the fibers from water was accomplished. Other materials tested as contact filter media and found to be ineffective or only partially effective were sand, calcite, carbon, diatomaceous earth, and cellulose. Acidic alumina collected amphibole fibers but not chrysotile fibers.

This study is a continuation of previous work designed to further explore the mechanism of the bioleaching of sulfide concentrate at neutral pH by heterotrophic bacteria Bacillus megaterium QM B1551. The concentrate contained 13.2 percent nickel (Ni) and 0.2 percent cobalt (Co), which presented primarily as pentlandite and pyrrhotite. Contact and noncontact bioleaching experiments were conducted with finely ground ore at an initial pH of 6, resulting in 44.7 percent of Ni and 38.2 percent of Co leached in the contact-bioleaching treatment. Oxidation experiments of sulfur, thiosulfate (S2O32−) and ferrous ions (Fe2+) by cell membrane were performed to verify whether sulfur transferase, thiosulfate quinone reductase and enzyme cytochrome B558 on the surface of the bacteria could be expressed to oxidize the sulfide. The results show that thiosulfate quinone reductase and cytochrome B558 could be expressed to oxidize S2O32− and Fe2+ to SO42− and Fe3+, respectively.

An investigation was undertaken for a ground water discharge plan for the Chino mining complex near Hurley, New Mexico. Operations which impact ground water include dump leaching, storage reservoirs, and tailings seepage. The investigation included both hydrogeological data collection and laboratory analysis. A conceptual understanding of surface water and ground water was then developed. Surface water and ground water models were used to match existing conditions and predict the impact of operational modifications. The study concluded that runoff and resulting leach reservoir overflows were primarily responsible for the ground water degradation. Tailings seepage represents a smaller part of the impact.

The World Health Organization (WHO) considers contamination from oxyanions, such as selenium and arsenic, a global concern. While their elemental forms are toxic, the aqueous oxyanions are more so. These aqueous forms, which exist at a higher oxidation state, are the most common forms released during mining processes. Many technologies are capable of meeting the governmental discharge criteria for oxyanionic contaminants, but may possess limitations due to redox chemistry as well as the water matrices. An innovative technology was developed that can successfully reduce such aqueous forms generated during mining processes to a level below the discharge criteria. This paper discusses how an understanding of the sensitivities of this novel adsorbent towards these variations in water matrices and redox chemistry can be used to optimize its application.

INTRODUCTION Effective mine ventilation is required to maintain a healthy underground environment for humans. Without effective ventilation, the environment can become unhealthy or hazardous as a result of the depletion of oxygen, contamination with toxic gases, or the buildup of an excessive amount of particulate matter (dust). Each contaminant has an upper limit of concentration that should not be exceeded within an 8-hr period. This is known as the threshold limit value (TLV). The TLV represents an acceptable level of exposure that should produce no ill effects. Unfortunately, more than one contaminant may be present at any one time and the effects of the individual contaminants may be additive, i.e., the effects of each contaminant must be considered simultaneously to determine the potential danger to miners. Possibly the greatest threat to mine-air quality is the uncontrolled underground use of the diesel engine. The diesel engine was invented in 1892 by Rudolf Diesel. His intention was to develop a power source that could burn coal dust as a fuel, but he was unsuccessful in that attempt and had to resort to liquid petroleum fuels (Johnson, 1975). In 1898, the diesel engine was intro¬duced into the United States by Adolphus Busch, who anticipated using it as a prime mover in factories and generating plants. At that time, the diesel engine was a very large and very heavy engine, designed for fixed installations. By 1919, lighter engines were being developed, and by 1931, Caterpillar was marketing a diesel-powered, track-type tractor (Henderson, 1975). Since 1931, the diesel engine has evolved into an extremely popular prime mover in medium and heavy-duty applications. Efficiencies now are on the order of 40% and improvements such as turbocharging and aftercooling have produced engines capable of generating power at a ratio of 0.3 kW/kg (1.0 hp per 5.0 lb) of engine weight. Although the diesel engine is relatively efficient as a mobile power plant, it is far from efficient in terms of the energy produced from the energy potential of the fuel. About 60% of the heat value of the fuel leaves the engine as wasted heat, with about 50% of that heat being emitted through the exhaust pipe and the other 50% being emitted through the radiator or cooling fins. Perfect combustion in an engine would produce only water vapor (H_0), carbon dioxide (CO_), and nitro¬gen (N2) as the byproducts. Since the diesel is not a perfect engine, each pound of fuel burned generates 5.6 m° (200 cu ft) of exhaust gas, containing about 0.009 m3 (0.33 cu ft) of carbon monoxide (CO), 0.009 m' (0.33 cu ft) of nitrogen oxides (NO, NO2, and NOD), and 0.57 m3 (20 cu ft) of carbon dioxide. The balance of the exhaust emission consists of free nitrogen and water vapor (Hurn, 1975). Contrary to popular belief, the diesel is not inherently dirty. Under normal operating conditions, a well-maintained engine neither smokes nor smells. However, the same well-maintained engine can and does produce toxic emissions. A diesel engine is not inherently safe and constitutes a distinct hazard to personnel. This chapter is devoted to a description of the various toxic substances that may be generated by a diesel engine. Although some of these substances may also be produced by blasting or natural causes, the focus of this chapter is on the relationship between the internal- combustion compression-ignition engine (the diesel) and the quality of the mine air. CARBON MONOXIDE Combustion Process During the combustion process (burning) of organic fuels, each atom of carbon combines with two atoms of oxygen, provided that a surplus of oxygen atoms is available. Thus, the carbon is oxidized to carbon dioxide. Most open flames, such as trash fires, camp fires, gas ranges, etc., produce carbon dioxide. However, with insufficient oxygen, incomplete combustion results as the carbon atoms each combine with one atom of oxygen to produce toxic carbon monoxide. Burning charcoal briquettes produce carbon monoxide because the combustion takes place inside the briquettes where sufficient oxygen is not available to the combustion process. Internal-combustion engines, whether burning gasoline or diesel fuel, also produce carbon monoxide. The only oxygen available to the combustion process is that trapped within the cylinder. If the amount of fuel delivered to the cylinder is excessive, there is insufficient oxygen for complete combustion and carbon monoxide production results. In a normally aspirated (nonturbocharged) diesel engine, the amount of air "sucked" into a cylinder is the same on every intake stroke, resulting in complete combustion only at low levels of engine loading, when small amounts of fuel are injected. Higher levels of engine loading cause larger amounts of fuel to be injected into the same volume of air in the cylinder. Unless the volume of air is increased, the combustion process becomes progressively less complete as the amount of fuel increases. Turbocharged engines are able to compensate some¬what for increased loading and increased fuel consumption. The turbocharger acts as a compressor for the intake air, forcing a larger volume of air into the cylinders as the engine speed increases. Hence the turbocharged engine burns cleaner than a naturally aspirated engine and produces slightly less carbon monoxide (Marshall and Fleming, 1971). Much of the underground equipment used today is powered by turbocharged indirect-injection diesel engines. Although these engines emit fewer toxic contaminants than naturally aspirated engines, they do not eliminate the problem. Since the turbocharger is driven by the exhaust gases, rapid accelerations can cause temporary overfueling of the engine until the turbocharger attains a speed sufficient to restore the correct air-to-fuel ratio. During this "turbocharger lag," the combustion cylinders contain insufficient oxygen, causing severe smoking and an increased output of carbon monoxide.

The Falkirk Mining Company, a wholly owned subsidiary of The North American Coal Corporation, is located 80 kilometers (50 miles) north of Bismarck, North Dakota. Falkirk is under contract to provide 5.08 mil- lion tonnes (5.6 million short tons) annually to the Coal Creek Generating Station, an 1100 mega- watt electric plant owned by the Cooperative and United Power Associations of Minnesota. Coal Creek is located 2.4 kilometers (1 ½ miles) south of the Mine. Electricity from the plant is transmitted to rural electric customers in Minnesota via a 400-kilovolt D.C. power line.

Few factors are as important as fluctuations in aggregate economic activity and exchange rates in determining the profitability of mineral investments. Macroeconamic theory explains how the two factors are interconnected in today's world and in tomorrow's. We can use macro¬economic theory to lessen some of the risks in mineral investments. And in the current state of the world the risks are high. The above paragraph summarizes our argument. Our goal in this paper is to examine the nature of contemporary business cycles so as to explain their implications for the metal industries, particularly the implications for capacity. Thus, our first section examines the workings, causes, and history of the recent economic fluc¬tuations. In doing so we must understand how current world economy is interconnected, that is, how economic events in one country are trans¬mitted to the rest of the world. Our view is that governments and central banks are key actors in the creating of economic fluctuations. Then, in section two, we work out the implications of section one for the metal industries focussing on comparative advantage, trade, and capacity decisions. Over the last fifteen years the world economic system has had slow overall economic growth and has had strangely unpleasant recessions. While future business cycle will not repeat the de¬tailed pattern we have seen, there will be similarities. The similarities need to be under¬stood before investment occurs. The slow growth in the world economy since the early 1970s has aggravated the problems from business cycles, created its own problems, and has partially hidden the effects of other events. Major realignments of currencies are likely to take place over a business cycle. The nature of the causes of the cycle will determine the direc¬tion of change in the exchange rates. For example, whether a USA recession will be accompanied by a weaker or a stronger dollar will be determined by the cause of the recession. The realignment of currencies over a business cycle leads to a realignment of comparative advantage in the metal industries. Thus, not only will world metal consumption vary over the business cycle but the impact on various countries' metals industries will differ consi¬derably. Competitiveness often depends more on the value of the dollar than it does on inherent efficiency and wage rates. Capacity decisions are inherently riskier due to the country specific nature of exchange rate risk. A realignment of currencies changes the pattern of trade if and only if the country with the cheaper currency also has idle capacity. The importance of our topic is indicated by Table 1 which shows the impact of cyclical and exchange rate shocks on the USA metal industry. The Functional Performance Equation for ball milling circuits provides plant staff with a new means to improve circuit performance. However, successful execution of a plant project, with verifiable circuit processing performance improvements, requires a significant number of accompanying steps beyond the equation alone. In order to identify and articulate all these steps, a study with plant staff from two milling operations and a grinding media supplier was undertaken. ?Task analysis? of improving plant grinding performance was carried out. This analysis called for the development of a number of system components, and ultimately yielded a ?Plant Grinding Circuit Processing Performance Management/Improvement System.?

With the absence of proven technology for the mining of these minerals, a ?technological green field? is entered. IHC Merwede (IHC), a global market leader in the dredging and wet mining industry, is on the frontline of these developments. MTI Holland, IHC Merwede?s research and development company, has undertaken a number research efforts focused on the successful development of technology for the mining of deep sea minerals. This paper highlights a number of these efforts and illustrates IHC?s continued dedication for the research and development of technology to enable the commercial mining of deep sea minerals.

Kaiser Steel Corporation, the pioneer steelmaker on the Pacific Coast, was founded by the late Henry J. Kaiser. In 1944 the Company purchased from the Southern Pacific Railroad an iron ore property 200 miles east of Los Angeles known as Eagle Mountain. Today the domestic operation of Kaiser Steel Corporation consists of the iron mine at Eagle Mountain; two coal mines, one each in Utah and New Mexico; an integrated steelmaking complex at Fontana, California; and several steel fabrication and erection facilities along the west coast. Kaiser Steel also has interest in Hamersley Iron, Ltd., Australia, and Kaiser Resources, Ltd., British Columbia. Eagle Mountain Mine is located about 80 miles east of Palm Springs and adjacent to the southeast corner of Joshua Tree National Monument. The area is one of the most arid in the world averaging only two inches of rain annually. Geologically, the mine is at the western edge of the Basin and Range Province which covers about one-half million square miles of the western United States. The Province is typified by north to northwesterly trending fault block mountain ranges separated by sediment filled valleys, Production has totaled over 82 million tons of finished products since the first shipment in June, 1947. Over 500 million tons of material have been mined from the deposit to date. Eagle Mountain Mine is noted for the pioneering use of the largest and most up to date equipment to mine and process its ore. In 1961 Eagle Mountain received the first fleet of 100-ton haulage trucks in the mining industry. There were thirteen semi-trailer units in the fleet. The first 12 to 17-yard size shovel in the mining industry was placed in operation at Eagle Mountain during 1962. Rotary drilling was introduced at Eagle Mountain in 1954 to replace churn drilling. Eagle Mountain was the first major mine to use metallized slurry when three aluminum slurries were introduced for primary blasting in 1962.

The dream of constructing the new Second Avenue Subway in New York has finally become reality as the first construction contract package is currently underway. This first contract requires the construction a TBM Launch Box in the middle of Second Avenue from which a Tunnel Boring Machine (TBM) will bore two tunnels south to 63rd Street. This paper will discuss the design of this contract and how construction has progressed including preparation, site constraints, utility construction and com-munity impacts while highlighting the challenges of working in an urban environment. It will also discuss moving forward on this major project outlining the remaining contract packages including their scope and status.

Carbon in the form of coke is used as a reactant in various chemical and metallurgical processes, The high cost of by-product coke along with its periodic lack of availability and high investment necessary for additional by-product recovery facilities indicate the need for a low-cost production unit based on a new procedure for coke manufacture, Traveling-grate coking-stokers were developed by Shawinigan Chemicals Ltd. to produce coke required for carbide manufacture, They were adapted to kilns so that the hot volatile gases could be used for lime burning, Their operation has been described in various patent disclosures (1, 2, 3), and their application to rotary lime burning kilns has been described by Andersen (4). Details of the process and plants have also been published by Kurt Baum (5,6).

OSIRIS is a continuous monitoring system for respirable dust which has been specifically designed for mining and related industries. By using the latest microprocessor technology, OSIRIS provides a sophisticated dust measuring system which is a cost effective alternative to regular gravimetric sampling. The system is certified intrinsically safe for use underground. Up to eight underground OSIRIS sensors can be controlled and monitored by a single IBM PC computer located at the mine surface. This computer provides continuous and instantaneous information about the dust concentrations at the sites being monitored. Information is available in tabular and graphical form. The paper gives details of proving trials of the OSIRIS system in some UK coal mines. During these trials, adjacent OSIRIS sensors placed on the same underground roadway cross-section gave virtually identical results. Dust-related respiratory disease remains the major health concern in mining, and health agencies are proposing more stringent standards. The U.S. Bureau of Mines (USBM) is investigating techniques to continuously monitor respirable dust in real-time during the coal or ore extraction process. Continuous monitoring will allow mine operators to evaluate hazardous dust concentrations and adjust the operations to produce less dust. Mine instrumentation applications include machine-mounted and hand-held monitors, personal monitors, and area/environmental monitors. Six dust detection methods have been considered to meet application requirements. These are: light-scattering instruments, a smoke-particle detection technique, correlation of pressure drop across the collection filter with amount of dust deposited, the Tapered-Element Oscillating Microbalance (TEOM) instrument, a method that relates the amount of dust collected on a filter with the vibration of the filter, and beta attenuation measurement of dust. Studies to date have identified the TEOM instrument and the technique of correlating the amount of dust collected with the vibration ofthe filter as having the most promise for success. Development of the machine-mounted monitor is the highest research priority. The application options and progress to date in developing continuous monitoring instrumentation are presented.
