The Mojave Desert is a particularly fragile ecosystem that faces several significant impacts. These include rapid housing development, overdrafted water supplies, and loss of wildlife habitat as a result of mining, industrial activity and urban sprawl. Over the past three years, a diverse group of educators, natural resource managers and business leaders has been assembled under the auspices of a local college to provide unique natural resource education opportunities for the region. By leveraging the collective experience of these present generation natural resource professionals, the Mojave Sustainability Project hopes to provide the next generation of professionals with that knowledge and those technical skills upon which tomorrow’s community can rely. This paper is a case study of how partnerships between academia, government, industry and the community can serve to address the regional social, environmental, and economic needs of today, while investing in the development of those professionals who will balance these needs tomorrow.

The paper presents background information including data on diesel exhaust pollutants, amounts produced and standards, a desscription of mine characteristics that affect air monitoring techniques and a review of portable measurement techniques and instruments for gas and particulate matter sampling. A general review of the laboratory and field research being conducted at Michigan Technological University in the area of diesel emissions is presented. The facilities involved with this research are also described. These are the Experimental Mine, the diesel dilution tunnel test cell, the Mine Air Monitoring Lab (MAML), the portable instruments and the production mines used.

The Phelps Dodge Corporation's Morenci Concentrator includes facilities for coarse crushing, fine crushing, grinding, flotation, tailing, disposal, concentrate filtering, and drying. The Morenci Concentrator daily throughput is in excess of 60, 000 tons. The ore milled is mainly a medium-hard monzonite porphyry in which the principal sulfide minerals are chalcocite and pyrite. The ore is transported by rail from the Open Pit Mine to the primary crushing plant located at the concentrator site. Ore is side-dumped from 80¬ton railroad cars into a sixty-inch gyratory crusher. The ore is then conveyed to a. 12, 000 ton coarse ore storage bin. Fine crushing is accomplished by four parallel lines of conventionally stacked crushers in open circuit. Each unit consists of one seven-foot standard cone followed by two seven-foot shortheads. Ti% product of the fine crushing plant is distributed by two tripper cars across a fine ore storage bin. The crushed ore is then fed by variable speed belt feeders into thirty parallel, single stage, closed circuit grinding units. Each of the 30 grinding units consists of one 6' x 23' conditioning drum, one 10' x 10' ha l mill and two 54" duplex spiral classifiers as principal equipment. The dry ore is fed into the conditioning drum with water to dilute the ore to a slurry of approximately 78% solids by weight. An aqueous solution of ammonium sulfide is also added to the conditioning drum. The ammonium sulfide primarily acts as a sulfidizing agent. The ore slurry containing the naturally occurring sulfide copper minerals and the sulfidized copper minerals discharges into the feed scoop box of the ball mill, where milk of lime, collector and-.dilution water are added. The ball mill product slurry is gravity fed: to the classifier pool where water is added to obtain the desired classifier overflow product

Ore crushing facilities at the Phelps Dodge Morenci Reduction Works became operational in January of 1942. This plant, with a capacity of 25,000 tons per day, was part of a project started some five years earlier with development of the Morenci Open Pit Copper Mine. In the following year, World War II's heavy copper demands prompted an 80% expansion in concentrating capacity to 45,000 tons per day resulting in a doubling of the secondary crushing plant. In the late 1950s and early 1960s, grinding capacity was again expanded to the present 60,000 TPD. This time the then 20 year old crushing plant was obliged to meet a 20% increase in production demand with no additional equipment. The ore, principally a medium hard monzonite porphyry, is dumped from 40 yard rail cars into an ore pocket over the primary crusher at a rate of approximately one car per minute. The primary crushing flowsheet, Figure 1, has remained essentially unchanged over the years. Equipment consists of a 40 by 16 foot grizzly set on a 40° incline and having 6" openings, a 60" gyratory crusher nomin¬ally set at 62" + 1" on the closed side and two 72" by 38' panfeeders which load crushed ore and grizzly undersize at a rate of 4,000 tons per hour onto a twin 54" belt conveyor system for delivery to the coarse ore bin. Ore is distributed across the bin by two single side discharge tripper cars. Bin capacity is extremely limited at 23,000 tons of which only 12,000 is available or "live".

Because of air pollution control regulations in the early 701s it became necessary to clean effluent gases from the Morenci Reduction Works Smelter. Feasibility studies indicated that this could be accomplished most efficiently by using the smelter gaseous effluent to feed a sulfuric acid plant. Complying with air pollution control regulations thus created the need to dispose of relatively large amounts of concentrated sulfuric acid. Typical Morenci ores contain substantial amounts of oxidized copper minerals which are not recoverable by flotation. In addition, there is low sulfide, high oxide material which can be leached, but is not suitable for flotation concentration. Early in 1971 sufficent data had been accumulated to show that a leaching plant for the Morenci tailings could use a large portion of the sulfuric acid produced by the Smelter. It was determined that for all practical purposes leaching of the available copper was complete in two hours or less. Capital expenditures could not be justified for more than two stages of counter current decantation for recovery of the leached copper, and the plant was designed with these criteria in mind.

In particular, they have filed three lawsuits challenging the legality of excess spoil ‘valley fills’ under CWA, NEPA and SMCRA: 1) Bragg v. "There is certainly no argument that LED lighting systems have taken a strong foothold in the lighting marketplace over the last several years. This has even proven true in the world of transportation and transit lighting, for which new LED cobra head style luminaires are replacing traditional HID cobra head luminaires on North America’s roadwaysand linear LED light fixtures are replacing conventional linear fluorescent light fixtures in North American rail transit facilities. However, LED technology has taken a while longer to penetrate the very specific market of vehicular tunnel lighting in this continent. Though both the New York/New Jersey Holland and Lincoln Tunnels have recently been retrofitted with LED lighting, and an LED Lighting RFP is currently out for Boston’s Central Artery Tunnels, very few vehicular tunnels in North America to date have been illuminated with LED light fixtures. This is largely because cost effective LED lighting, that met our typically stringent tunnel lighting standards, was until recently simply unattainable. However, with the rapid advances in LED technology over recent years, owners and specifiers of North American tunnel lighting projects have finally begun to adopt LED lighting systems as the norm. In fact, a recent Lux Fit/Yole Development “LED in Road and Street Lighting Report” stated that “LED luminaire growth will be driven firstly by tunnel lighting, and then relayed into highway, road, residential and amenity lighting applications starting in 2014.” 1 Our highways are continually becoming more congested. As a result, Provincial and State Departments of Transportation (DOTs) are constantly looking for innovative ways to improve traffic flow. One way DOTs are now helping to ease congestion is by expanding the use of tunnels and long underpasses in large interchange reconstruction projects. With less available right-of-way to work with, and the high costs of maintaining elevated bridge structures over the years, it often makes more sense to “go under” (rather than over) the traffic congestion points. With the addition of these new tunnels and long underpasses comes the issue of proper illumination within these structures, for a safe and efficient driving task. DOTs use recommended lighting practices and guidelines for highway lighting, which include specific criteria for tunnels, set by either the Illuminating Engineering Society of North America (IESNA) or the American Association of State Highway and Transportation Officials (AASHTO). However, both IESNA and AASHTO point out that these recommended practices and guidelines are not a mandate, and DOTs are free to make their own decisions about lighting criteria. Accordingly, effectively illuminating tunnels is often times a challenge. This paper will examine the key considerations of the tunnel lighting application in generalas well as what LEDs now bring to the table and how, accordingly, traditional lighting technologies will be phased out in the future illumination of tunnels."

"Over recent years, specifically following the MINER Act of 2006, an increasing number of manufacturers of underground mine seals in the United States have begun using a form of pumpable cement or shotcrete to create barriers separating the working and abandoned sections of underground coal mines. This seal material, while generally considered to be homogenous and solid, contains a network of microcracks, voids, and delaminations. Generally, it has been assumed that methane (CF4) leakage around these seals is a result of movement around the boundary interface between the seal and surrounding strata. Using a perfluorinated tracer compound, perfluoromethyl-cyclohexane (PMCH), the movement of gases can be monitored through seal material to observe how gases move though the material, both intact and with faulting in the material. This paper documents two large experiments where the movement of PMCH was monitored in the field, along with modeling confirmation using 3D visualization software. INTRODUCTION According to a report in 2007, there were over 14,000 active mine seals in underground U.S. coal mines alone (Zipf, Sapko, & Brune, 2007). These seals are used for both ventilation and safety purposes, to direct the flow of air away from the abandoned area of the mine and to help eliminate the propagation of explosions that can occur on the outby side of the mine seal. The atmosphere on the outby side of these seals typical consists of low levels of methane that have the potential of producing leakage along the face of the seal on the inby side. Methane leakage around mine seals has historically been attributed to the permeability between the seal and mine interface (McPherson, 1993). According to the United States Bureau of Labor Statistics (BLS) between 2003 and 2012 an average of 17 deaths occurred annually in underground bituminous coals mines. The only time during the ten-year period where the fatalities were higher than the average was in 2006 and 2010, years which had three major explosions occurring in underground coal mines in West Virginia and Kentucky. Two of the explosions were propagated through the mine by seal failure or methane leakage around newly poured seals (Light, et al., 2007) (Gates, et al., 2006). These recent events, and new regulations regarding seal strength (MINER Act), have created a need to monitor the condition of underground mine seals. BACKGROUND Measuring the permeability of solid materials, such as concrete or seal materials, can be a valuable tool in the field of non-destructible testing (NDT). By using an inert gas, such as nitrogen, injecting the gas into a solid structure, and measuring the resultant flow rate and pressure differential, this can provide valuable information about the structure. Studies have shown permeability can be affected by the stresses applied to the structure, as well as temperature and moisture (Choinska, Khelidj, Chatzigeorgious, & Pijaudier-Cabot, 2007) (Abbas, Carcasses, & Olliver, 1999)."

The valuable Maximum Utilization Factor (MUF) concept has been extended to other rotating excavators beyond stripping shovels and draglines. In this concept the boom reach and bucket capacity are multiplied to get an MUF, then normalized by dividing by the equipment weight. Statistical analyses were applied to the remaining shovels (hydraulic and cable), draglines, and backhoes. Positive correlations were found. Stripping shovels and draglines were also re-examined. The results provide an estimate of equipment diggability and encourage versatility by the interchange of the boom and the bucket. The concept further clarifies the existing equipment classification by delineating general excavating, loading, and stripping kinds. The results also forecast trends, and noted innovative advances and possible retrogression. Extension to other boom excavators, such as front-end loaders is recommended. The MUF concept provides one of the few indices of gross external characteristics available to the engineer-user of equipment.

In the Mining Industry, the means of handling and transferring lubricants has been given little attention over the years. An analysis of this process indicates that this neglect has often exacted a very high price. As the costs associated with labor, equipment utilization and waste disposal soar, the need for an efficient system takes on an increasing significance. Often the focus of bulk systems has been placed on the master container itself. Certainly, there is nothing new about a large lubricant container; they have been available over a period of years, known under a variety of names, "mini tank", "super drum", ?flo-bin" and "tote bin", to name but a few.

"Qatar’s capital Doha is undergoing major infrastructure improvements including a multiphase stormwater management program. Although located in an arid climate, Doha experiences flooding during rainfall events. Dewatering operations and rising groundwater levels add to the management needs. To address those needs, construction of the Musaimeer collection tunnel along Doha’s southern rim is being followed by a marine outfall tunnel connecting a pump station to a dispersion field 10 km offshore. Qatar’s geology is characterized by sabkha deposits, a series of predominantly weak and karstic rock strata that creates challenging conditions for mechanized tunneling, as highlighted by the uncontrolled flooding of a tunnel boring machine (TBM) used on the Doha Metro tunnels. Risk associated with these challenges is magnified for the outfall tunnel by drive length, sub-sea elevation, and a single access point. This paper describes the outfall exploration strategy and design decisions made in light of experience gained during the collection tunnel construction. CONTEXT – STORMWATER MANAGEMENT PROGRAM Qatar has an arid climate with an average annual precipitation of less than 100 mm. Precipitation is mostly confined to the winter months when rare, but occasionally heavy rainfall events easily lead to flooding in Doha’s metropolitan area. Its coastal location and flat topography a few meters above the sea level mean that the depth to the groundwater table is generally shallow. The karstic aquifers in the regional dolomite and limestone series contain groundwater of high salinity, which is not suitable as a potable water source. For supplying Doha’s population of more than 900,000 (2014) with potable water, the Ras Abu Fontas seawater desalination plant is operated about 10 km south of the city. This potable water production capacity is crucial for Doha’s development and – in conjunction with overirrigation and leaking sewage tanks – is also the root cause for rising groundwater tables that have been observed over the past years."

The Mustang Draw sulfur deposit is developed in a dolomite reef complex in the Permian San Andres Formation on the eastern margin of the Midland basin in Glasscock County, Texas. Interpretation of the genesis is dependent upon coincidence of a NE-trending fault system with the NW- trending reef complex. The reefs, reef talus, and oolites contained up to 30% interstitial anhydrite. It is indicated that artesian ground waters, hydrocarbons, and bacteria circulated into the reef complex along the fault zone. Bacterial consumption of hydrocarbons and anhydrite created extensive porosity, permeability, and deposition of sulfur in vugs and cavities, and along fractures in the dolomite.

As an important part of the concept validation phase of the MX Advanced ICBM development program, Air Force System Command's Intercontinental Ballistic Missiles (ICBM) Program Office developed and demonstrated large trenching and cast-in-place equipment for placing many miles of buried concrete tunnel rapidly and economically. A tunnel or "buried trench" containing a mobile ICBM is one of the candidate basing models for MX. Upon remote command, the cannister housing the missile would break out of its concrete tunnel and earth overburden by erecting itself to a suitable angle and then launching the missile. The ICBM Program Office developed two each trenchers, cast-in-place machines, and breakout mechanisms, as well as a mobile concrete truck unloader. The machines were demonstrated in varying soil conditions in the southwest US. The breakout mechanisms were demonstrated nearby as well. Although the mineral shortages of twelve to eighteen months ago have given way to oversupply, their memory lingers on. These problems were man-made: booming demand throughout the industrial world, political and industrial unrest and the oil embargo all contributed. But in the minds of many, the shortages conjured up visions of the depletion of the world's mineral resources, a disaster that could be staved off only by drastic curbs on consumption and therefore, curbs on economic growth. A little historical research shows that fears such as this are not inventions of the 1970's. A hundred years ago, for example, the imminent exhaustion of the world's coal supplies was being predicted in Great Britain. The English economist, John Stuart Mill, who was usually more perceptive, wrote a few years earlier that "it is only in the backward countries of the world that increased production is still an important object". And later there was Franklin Roosevelt who said in 1932, "Our industrial plant is built; the problem just now is whether under existing conditions, it is not overbuilt". His concern, in other words, was not with the discovery and exploitation of new natural resources, but with the administration of known resources and with seeking foreign markets for surplus production. In light of copper prices at the time -- just under 6¢ a pound -- that was understandable. These instances illustrate how, throughout the world's industrial history, concern about surpluses of raw materials has alternated with alarm about the adequacy of supplies and with calls for restricting growth.

The Nancy Creek Tunnel is a deep tunnel, designed to store and convey wastewater by diverting flows from trunk sewers currently at or near capacity in the northwest of the City of Atlanta. The tunnel, constructed in hard rock, has an overall length of 13,300 m (43,700 ft), and a finished diameter of 4.9 m (16 ft). The project is currently under construction by a joint venture of Obayashi/CJB for the City’s Department of Watershed Management. This paper describes the contractor’s techniques and equipment, as well as discussing challenges which were overcome. The project is scheduled to be complete in October 2005.

The Narragansett Bay Commission (NBC) Combined Sewer Overflow Abatement Program is a major effort to address and mitigate discharges from combined sewer overflows in the Providence, Rhode Island area. The proposed system consists of three deep rock tunnel segments totaling 17.8 km (11.1 miles) in length that will provide 860,000 cu m (227 million gal) of storage at depths up to 99m (325 ft). This paper discusses 13.5 km (8.4 miles) of 6.64m (21.8 ft) finished diameter tunnel, four construction shafts, 19 dropshafts and one large diameter pump station shaft tapered from 1 5.2m (50 ft) at the surface to 27.4m (90 ft) at depth. All facilities are in preliminary design.

To address and mitigate discharges from combined sewer overflows in the Providence, Rhode Island area, the Narragansett Bay Commission completed a comprehensive Combined Sewer Overflow (CSO) Facilities Plan in 1993 which included a series of deep rock tunnels. Since completion of preliminary design of the program in 1994, the program has been reconfigured in response to the Environmental Protection Agency’s (EPA’s) new CSO policy. The currently proposed system consists of a deep rock tunnel with two tunnel stubs which will provide230,000 cu m (62 million gallons) of storage at depths of up to 90 m (300 ft). This paper discusses the revised 5 km (3 mile) long deep tunnel system.

This paper is a brief review of the recent history, and the present status of, of the program designed to develop practical new processes for producing pipeline quality gas from coal. Clean synthetic pipeline-quality gas from coal became a major objective during 1971. Agreement was reached with the American Gas Association, Inc., to cosponsor a $120 million, 4-year program to be funded $80 million by Government and $40 million by American Gas Association. The program was first announced by President Nixon in his Energy Message on June 4, 1971, and a portion of the additional funds needed for the program was approved by the Congress in the December 1971 supplemental budget action. A natural gas shortage has developed in the United States and every indication is that it will worsen. Many transmission and distribution companies have already been forced to curtail sales because of the shortage. Large sums are being committed to systems needed to bring liquefied natural gas from abroad and to plants to manufacture synthetic natural gas from petroleum--also largely imported. On the other hand, there is sufficient domestic coal to supply all of the needed gas through the next century. This accelerated program is designed to provide processes for making gas from coal at costs, including security costs, below the imported alternates. As outlined in the President's Energy Message, OCR and A.G.A. have accelerated the coal gasification program to make it possible to construct and operate a "demonstration plant" (semicommercial size) after 1975. Several processes, in various stages of development as will be described later, are being supported. Concurrently, the overall program will be constantly monitored and evaluated with the assistance of an independent, unbiased contractor. C F Braun of Alhambra, California, was selected for this task and has been actively engaged in it for the last several months. Salt, because of its plasticity, exerts a major influence in deformation. Resulting salt structures are common world-wide. A special type, salt domes, are associated with thick sequences of sediments deposited over salt. Their upward intrusion is generally thought to be in response to buoyancy. Mines in salt domes reveal an internal pattern compatible with large amounts of vertical flowage. Caprock, the end product of accumulation of anhydrite from salt dissolution, attests to long continued upward growth and concomitant truncation by moving underground waters. Concepts of modes of growth are evaluated and related to problems in utilization.

The effluent from the bio-oxidation of arsenopyrite contains high concentrations of iron(III) and arsenic(V), the pH being in the range 1.0-1.3. The use of lime to increase the pH causes the precipitation of calcium sulfate, calcium arsenate and a mixture of solids containing calcium, iron and arsenic. The presence of calcium is due to slaked lime encapsulated by the iron arsenate precipitates. These iron arsenate solids are related to known minerals. The use of sodium hydroxide to effect the precipitation of iron and arsenic produces solids which are more stable than those produce by using slaked lime. The use of limewater produces an initial precipitate of calcium arsenate.
