In considering the use of underground space for civil works functions, there are several criteria that must be met if transfer of any of them is to occur. It is important to recognize that these criteria involve social and political as well as conventional engineering and economic considerations. It is the purpose of this report to identify certain of these criteria and develop a set of measures that will permit the evaluation of the potential benefit of transferring civil works functions underground. The work reported here was completed for the ASCE and is contained in the report, Undergound Space, 1973. If one examines the total direct and indirect economic return from the location of civil works in subsurface rather than surface space, sizeable benefits accrue. This occurs largely because design, construction, operating and maintenance costs of these systems are highly dependent upon the forces exerted on these systems by the surface enviroment itself. Transferring of these facilities to underground space would eliminate a large segment of those costs. It is equally true that civil works functions compete with other uses for surface space and generate significant conflicts with these competing uses. Highway construction takes land from other productive uses. Electrical transmission lines conflict in terms of safety and aesthetics with adjacent social activities. Assuming that construction costs can be made equivalent, the analyses in the previous report indicate that the locating of all civil works functions underground would yield an annual net savings to the society of the order of 60 billion dollars. Technological innovation in the minerals industry must be driven by the need to improve performance according to social, as well as environmental, safety, efficiency and production criteria. This paper outlines the possibilities and rationale for incorporating constructive technology assessment into technology research and development within the CSIRO Minerals Down Under National Research Flagship (MDU). The paper develops a process of Social License in Design that attempts to address the future social challenges and opportunities of a technology during development by utilising forecasting techniques and accounting for the perspectives and values of decision makers and likely stakeholders. Interviews with senior technologists and social scientists within MDU reveal the institutional context into which the Social License in Design process is to be situated and highlight key factors that may inhibit or enhance its uptake.

"The Vietnamese economic growth of more than 5% per year leads this country to an enormous demand for raw materials. In the duration of ongoing expansion, the big challenge in the coming decades will be to make this process as sustainable as possible when it comes to economic, environmental and social objectives. Risk management especially in occupational safety and health (OSH) in enterprises is one of the most important tools to achieve this aim. But until now, this has not been taken into priority by Vietnamese coal mining enterprises. Main reasons for this situation can be found in deficient legislative conditions and in non-synchronized risk management systems. In contrast, Germany has implemented an adequate legal system and the German mining industry has gained lots of experiences in risk management, especially in occupational safety and health. This paper seeks to point out specific challenges how to improve occupational safety and health in Vietnam by transferring and applying German methods and standards."

Improvements continue to be made in rapid excavation and tunneling technology. There are several ways to examine the impacts of such improvements. The most common procedure is to monitor current developments and to evaluate prospects for expansion of present types of uses. Other approaches are called for, however, if the technology might be used in ways not now imagined, if the search is for information for managers of technology development, and if the issue is that of the wise use of the technology by society. The first section of the paper will pose these matters as questions. These questions will be examined from the point of view of the processes of technology development and utilization, and then further examined against the backdrop of processes at work within the urban area. Such an examination will provide insight into the way technology developments should proceed. The final section will present some comments that may be useful to those guiding the development of the technology and to those who might provide leadership for its wise utilization. THE QUESTIONS Three questions are posed: 1. Are there uses for the technology beyond further penetrations of its present markets? 2. Can information be supplied to managers of technology development so that they may improve the assignment of priorities among development choices? 3. How can society make wiser use of the technology?

I. INTRODUCTION The challenge of moving the use of nuclear energy from military to civilian use was first issued by President Dwight Eisenhower in his December 8, 1953 “Atoms for Peace” speech delivered at the United Nations. Eisenhower stated: “The United States knows that if the fearful trend of atomic military build up can be reversed, this greatest of destructive forces can be developed into a great boon, for the benefit of all mankind. * * * * The more important responsibility of this Atomic Energy Agency would be to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine, and other peaceful activities. A special purpose would be to provide abundant electrical energy in the power-starved areas of the world. In the 1950’s and 1960’s, the Atomic Energy Commission promoted the use of nuclear power as the answer to our nation’s energy problems. Nuclear power would provide energy too cheap to meter. The utility industry responded and numerous plants were planned with over one hundred constructed from the 1970’s to the 1990’s. Capital costs for nuclear power plants escalated due to permitting changes and public opposition, and the Three Mile Island incident caused new nuclear plant construction to cease. Today, we once again are experiencing a nuclear renaissance. Concerns over global warming and rapid projected increases in the demand for electricity have caused many nations to begin construction of new nuclear fleets. The price of uranium to fuel these reactors, which had dropped to an historical low of $7.10 in 2001, has surged to $56.00 as of October 2006. This paper will review some of the social, environmental, and government issues that are all playing a role in the resurgence of the nuclear fuel industry.

A single stage ball mill-cyclone circuit was extensively tested for its reactions to step changes in three controllable variables: feed rate, water to cyclones, and water to the ball mill. A series of carefully designed tests are to be carried out in order to determine relationships between the various ball mill and cyclone parameters. Cyclone overflow particle size distribution is to be continuously monitored during the tests using an ultrasonic device. Other circuit variables that are to be measured and recorded are feed rate, ball mill mass flow, cyclone feed and overflow densities, cyclone feed sump level, water flows, etc. Once the circuit performance is defined, two types of grinding circuit control systems will be evaluated: (a) mass flow-based; (b) particle size- based. Results obtained by each approach in terms of feed rate and cyclone overflow size distributions are discussed. The high sensitivity of continuous particle size measurements to grinding circuit disturbances is emphasized.

The extractive industries consist of five major sectors: - Mining equipment and services - Dimensional stone - Industrial minerals - Aggregates - Metal mining These industries produce some finished goods but mostly semi-finished products as they feed into other industrial sectors: Basic metals, fabricated metals, construction, chemicals, dyes and pigments, inorganic chemicals, fertilizers, rubber and plastics and non-metallic mineral products. These are the major down-stream industries in this study. Taken together with the extractive industries they form the mineral resource based cluster. The mineral resource based cluster is a substantial part of the Finnish economy: It employs 211 000 persons, 39% of the number of employees in industry. The cluster?s exports account for 20% of industry exports. Value added is 34% of total value added in industry. Investments reach 35% of total industry investments.

"Mining has always played a key role in the improvement of the quality of life, but also, it has been a source of environmental and social conflict. Despite the great progress in social responsibility and sustainability experienced in recent decades, the public image of mining remains low and mining projects and operations must face growing difficulties and demands, which results in increasing capital and operating costs. In practice, the objective of a mining company is to create value for its shareholders and therefore, the best approach to Sustainability would be to foster those drivers aligning sustainability and shareholders value, this is, the “Business Case for Sustainability” (BCS). Only under this assumption, convergence of corporate strategy and sustainability may be assured. This paper discusses partial results of a Research Project being carried out at the Catholic University of Chile, aiming to develop a social and economic model for the effective integration of the values of sustainable development in the strategy of mining companies and their stakeholders. INTRODUCTION Mining is fundamental for the wellbeing of our everyday life. But as important as these benefits are for humanity, the mining Industry has had negative environmental and social impacts. For these reasons, a closer relationship between “Sustainable Development and Mining” is more necessary than ever. The Brundtland definition of Sustainable development does not have a clear relationship with mining, but it provides the context. Under a strict interpretation of the Bruntlandt definition, stating that “Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs” [10], mining would not be sustainable because the minerals are non-renewable resources. However, this research focuses on how mining can contribute to the sustainable development in the territories where the projects take place. In other words, this research follows the publication titled “Berlin II Guidelines for Mining and Sustainable Development” [9], which stated that “A mining project that is developed, operated and closed in an environmentally and socially acceptable manner could contribute to sustainable development. Critical to this goal is ensuring that benefits of the project are employed to develop the region in a way that will survive long after the mine is closed”. The potential conflicts between mining stakeholders arises from the interpretation of the concept “developing, operating and closing a project in an environmentally and socially acceptable manner”, and the impact on the economic objectives of mining companies. Nevertheless, the ability of mining companies to control new demands and expectations of stakeholders has threatened the implementation and continuity of their projects and operations. To deal with these issues this research analyses the “Business Case for Sustainability” (BCS). It refers to the process leading to a business and social-economic environment whereby shareholders value may only be optimum under a business strategy which fully integrates the values of sustainability. In the model proposed, the Business Case will start when the benefits are higher than the costs. Benefits not only associated with efficient use of resources, also benefits associated with avoiding difficulties to continue with the mining projects such as strikes, heavy penalties, loss of investment, and so on."

Large surface mining projects in sparsely populated regions of the West have the potential to create disruptions in an area's social and economic character with potential effects on man that can far outweigh the physical and ecological effects on man's environment. The data and analyses involved in addressing the socioeconomic issues are additional to those traditionally associated with surface coal mining, such as those concerning land reclamation and water quality. Appropriate socioeconomic studies in conjunction with mine-planning can identify the potential problem areas in order that project measures can be taken to maximize the beneficial impacts and minimize the adverse effects of surface coal mining. The information required to conduct such socioeconomic analyses, available data sources, and the applicable analyses are described. Overall impacts of some proposed Western surface mines are summarized and potential mitigating steps discussed.

Soda ash is the common name for sodium carbonate (Na2CO3), an alkali compound that is the 11th largest inorganic chemical in terms of production of all domestic inorganic and organic chemicals, excluding petrochemical feedstocks. Despite that most people have never heard of soda ash, it is an important industrial compound used to manufacture glass, chemicals, soaps and detergents, pulp and paper, and many other familiar consumer products. Natural alkalis have been used by mankind for thousands of years; however, their industrial manufacture dates back to only the latter half of the 18th century. Natural deposits of sodium carbonate have been known as early as about 3500 BC, when the Egyptians used natural soda ash in making glass. They also mixed lime and soda ash to make sodium hydroxide (caustic soda) that was combined with silicate minerals found in the Sinai desert. This made a soluble silica, which when added to aluminum-rich silt from the Nile River, produced a silica- aluminate cement mortar with excellent bonding properties for construction. The Romans in the first century AD also used natural soda ash in glass manufacture but expanded its use medically for the treatment of colic pains and skin eruptions, and in the making of bread. Elsewhere, people used the ashes of wood to obtain their source of alkali. People learned over time that different types of wood yielded various ashes with different properties; therefore, various plants were burned specifically for their ashes. Ash from plants grown in salt-bearing soils (such as saltwort) and from kelp and other seaweeds, especially Spanish barilla, were so different from ashes obtained from other vegetation that it became known as soda ash (due to its sodium content) versus pot ash, a potassium-based alkali ash. About 13 t of barilla ashes produced 1 t of sodium carbonate and 14 kg of iodine as a byproduct. The difference between these two ashes was relatively obscure until Duhamel Dumonceau made the distinction clear in 1736. The word soda ash developed from common usage and is perhaps more well known today than its synonym sodium carbonate. One of the primary ores of soda ash is trona, a sodium carbonate-bearing mineral that's name is traced back to Arabic origin. Trona also is known internationally by other names such as urao (Venezuela), kaum (Nigeria), natron (from Greek nitron and Latin natrium), and szekso (Hungary). The beginning of the Industrial Revolution in Western Europe in the late 18th century soon put a strain on the availability of raw materials to meet consumer demands. One of these scarce materials was soda ash. Because of the Seven Years War with England and the Napoleonic wars with other parts of Europe, France could not obtain sufficient quantities of Spanish barilla or other supplies of vegetable alkali to meet the growing demand. Efforts were needed to synthesize soda ash. In 1775, the French Academy of Sciences offered a large prize of 2,400 livres to someone who could find an inexpensive method to make soda ash. In September 1791 at St. Denis, Nicolas Leblanc (1742- 1806), a French chemist, developed such a technique using salt, sulfuric acid, coal, and limestone. The French Revolution interfered with its development, and his patent and factory were confiscated with Leblanc receiving only token compensation. Napoleon returned his factory to him; however, Leblanc was not able to raise enough capital to reopen it, and he committed suicide in 1806. A small, but not particularly successful, Leblanc plant was established in England in 1814. It was not until 1823 when the process first became commercially successful in Liverpool, England. The process was introduced in Germany in 1843 and in Austria in 1851 (Harness and Coons, 1942). Soda ash production by the Leblanc process reached its peak of about 599 500 t in 1880, after which it began to decline as the Solvay process became more popular. The Leblanc process was used to a limited extent in Europe during World War I but had disappeared by World War II. The Solvay process, also known as the ammonia-soda process, was developed by Alfred and Ernest (1 838-1922) Solvay in 1861 based on a concept by Fresnel that had been known since 1811. For the next 50 years, the implementation of the idea evaded industrial chemists because no large-scale and economic means could be found to commercialize the concept. Although Ernest Solvay was unaware of the existance of an ammonia-soda concept, he solved the problems by utilizing carbonating towers. The Solvay process produced soda ash from salt, limestone, and coke, with ammonia as a catalyst. With a capital of 136,000 francs, the first plant was built by the Solvay brothers at Couillet, Belgium, in 1863 with production commencing in 1865. Synthetic soda ash production amounted to 1.5 tpd in 1866, but reached 10 tpd by 1872. They patented their use of carbonating towers in 1872 that had made ammonia-soda manufacturing a successful continuous process. Their second plant was built in 1872 at Dombasle, France. In 1874, the first Solvay plant in England was built at Northwich by Ludwig Mond, the namesake of Brunner Mond and Co. (formerly Imperial Chemical Industries), the company that currently operates the two English Solvay plants. In the United States, William B. Cogswell in February 1879 heard a presentation on the Solvay process and sailed to Europe to meet with the Solvay brothers to seek their support for using their process in New York. At first, the brothers were not interested; however, Mr. Cogswell was persistent and ultimately gained their support. The Solvay Rocess Co. was formed Sep. 2 1, 1881, and construction began immediately on the first Solvay plant at Geddes, near Syracuse, NY. The plant came onstream Jan. 10, 1884, and produced 11 180 t in its first year of operation. In 1910, rotary calciners were installed that increased capacity to 1 000 tpd. By 1930, plant capacity was up to 2 400 tpd. The facility remained in continuous operation for more than 100 years. By 1939. 10 Solvay soda ash plants were in operation in 6 States throughout the nation. The Syracuse plant was officially closed Jan. 6, 1986, with total shutdown completed by Feb. 1986. Ironically, this facility was the first Solvay plant as well as the last. Other than the first Solvay plant beginning in 1884, the majority of US soda ash supplies during the 19th century came from imports. The remainder of the US supply

The ability to process complex precious metal sulfide concentrates containing antimony and arsenic in an economic and environmentally safe manner is an important problem facing the mining industry in the United States. Preliminary experiments have been performed to evaluate the possibility of treating a complex sulfide concentrate to recover antimony and precious metals while fixing the arsenic and sulfur as calcium arsenate and calcium sulfate. The process involves: • the oxidation of the antimony and arsenic minerals in the presence of soda ash (to collect the sulfur dioxide and to keep the antimony and arsenic from forming volatile compounds), •the selective leaching of the arsenic from the roast calcine with a heated caustic solution, •the precipitation of the arsenic and sulfate with calcium hydroxide and/or calcium chloride, •the reduction of the residual antimony (collecting the precious metals), •fuming of the metal to form a marketable antimony oxide, and •crucible reduction of the residue to obtain a gold and silver dore. Batch experiments, using synthetic concentrates of stibnite and arsenopyrite, were performed to evaluate the first stage of this process. Variables studied included mixture weight fractions, temperature, gas flow rate, oxygen partial pressure, and time. All of the off gas dust and sulfur containing gases were collected and analyzed. The roast solid residues were subjected to arsenic leach tests, and the leach solutions were subjected to arsenic and sulfate precipitation tests. Introduction The ability to treat a precious metal ore containing appreciable amounts of antimony and arsenic is dependent upon the characteristics of the ore. For some ores, selective flotation can be used to separate the antimony and arsenic minerals, which are then treated separately. Unfortunately, many ores are not treatable in this way, and the concentrates obtained may contain appreciable contamination (which limits the ability to make acceptable grade antimony products). If we consider the added value of the precious metals in the concentrate, then it is worthwhile to evaluate the potential for new methods to treat these types of concentrates. In addition, the environmental difficulties associated with arsenic disposal must be taken into account in any proposed process. If there is appreciable arsenic present, then it must be either recovered as a marketable product or placed in an insoluble form. The problem addressed in this research program has become increasingly important as the precious metals mining industry is encountering more ores of this type. A large deposit of this type exists in Idaho where the antimony occurs primarily as stibnite, with minor amounts of kermesite and tetrahedrite (Cooper, 1951). The gold appears in association with arsenopyrite with minor amounts of other arsenic minerals. Flotation has been used to obtain an antimony concentrate. The concentrate, however, is contaminated with appreciable amounts of arsenic and also contains precious metals. If the ore or concentrate contains appreciable amounts of base metals, then the recovery process becomes much more difficult. There are a number of other known deposits of this type in Alaska, Canada, Montana and elsewhere. The objective of this research program was to develop a fundamental understanding of the oxidation and leaching chemistry of the arsenic and antimony minerals so that technology may be developed to treat these ores in an economic and environmentally safe manner. Wendt (1949) and Koster and Royer (1940) discussed the possibilities of oxidative roasting of stibnite concentrates containing arsenic. Wendt describes a process used at a smelter in Czechoslovakia (in the 1930s) where roasting was carried out in rotary furnaces at 723° K (500° C). Most of the arsenic was removed as fume, as well as 25% of the antimony. No sulfur dioxide containment was described. The oxide fume from the furnace went to a heated caustic water leach, where the arsenic was preferentially dissolved and then precipitated with calcium chloride as calcium arsenate following solid-liquid separation. The antimony oxide was sold, and the solid oxide discharge from the rotary furnace was sent to a blast furnace where the antimony metal, containing the precious metals, was recovered. Soda ash production in the United States during 1994 increased 4%, reaching 9.3 Mt (10.2 million st). That was the second highest production year. Domestic nameplate soda ash capacity is about 11 Mt (12 million st). Overall, the industry operated at about 85% of capacity. Some companies produced at 100% of capacity while others produced at below their design ratings. Although domestic soda ash consumption was slow during the first half of the year, third- and fourth-quarter sales increased, especially in the flat¬glass and fiberglass sectors. These two sectors increased because of greater demand for glass products in the automotive and construction industries. Soda ash sold for pulp caustic soda increased during 1994. This was due to higher prices for and reduced availability of electrolytic caustic soda. It is often preferred for pulp digestion because of its stronger alkalinity.

A near-surface body of readily available Na-montmorillonite is located about 24 km (15 miles) southeast of Fallon, NV. The clay, which forms an irregular deposit about 4.8 km (3 miles) long, lies in altered rhyolite within a fault zone. The clay is similar to Wyoming bentonite but is less uniform in composition and contains less MgO and more Fe2O3 in its crystal structure. The clay interlayer cation population can be estimated by using a modified DTA procedure. With selective mining, the industrial properties of the Nevada clay are adequate for use as drilling mud, in foundry applications and as a sealant for hazardous wastes and canals.

A large body of readily available Na-montmorillonite is present about 24km (15 miles) east of Fallon, Nevada. The clay is comparable to Wyoming Na-bentonite, but with somewhat less MgO and somewhat more Fe2O3 in its crystal structure. The physical and industrial properties of the Nevada clay are comparable to those of the Wyoming clay. The Na-montmorillonite is presently mined for use as hazardous waste barrier material and as a sealant for canals. It may be economically feasible to process the clay material for removal of impurities.

In the upgrading of finely-disseminated iron ores, selective desliming is the critical step which must be controlled in order to achieve efficient flotation. A prerequisite for selective desliming is a properly-dispersed pulp; sodium silicate is commonly used as a dispersant. The mechanism by which sodium silicate acts as a dispersant in the presence of calcium ions was examined by streaming potential measurements, settling tests, abstraction density determinations, selective flocculation tests and scanning electron microscope observations. The study established that calcium silicate precipitates on the mineral surfaces dispersed the pulp. Although sodium silicate was a nonselective dispersant, the addition of corn starch aided the flocculation of goethite over quartz at low silicate additions, but became ineffective at higher silicate levels. A model is presented to explain the dispersant mechanism of sodium silicate in the presence of calcium ion for selective flocculation of iron ores.

Sodium sulfate is an important industrial chemical. As recently as ten years ago it was produced and consumed in the United States in quantities exceeding 1 Mtpy. Since then, both its production and use have declined; however, approximately half the production still comes from natural sources. [Fig. 1] illustrates the history of production of natural sodium sulfate in the United States. Production of natural sodium sulfate from various types of deposits is the main source of this chemical in Canada and Mexico, and probably in Argentina, Chile, Iran, Spain, and the Russian Republics. MINERALOGY AND PHYSICAL PROPERTIES Sodium sulfate is widespread in occurrence and is a common constituent of many mineral waters, as well as seawater. Atmospheric precipitation contains sulfate; it is one of the major dissolved constituents of rain and snow (Davis and Dewiest, 1966). Many of the saline lakes throughout the world contain varying amounts of sodium sulfate. Because sodium is usually the dominant cation, some workers make an anionic distinction, referring to lakes containing predominantly sulfate as bitter lakes and those containing predominantly carbonate as alkali or soda lakes (Bateman, 1950). Sodium sulfate in its natural form is found in two principal minerals, mirabilite and thenardite. Mirabilite, the hydrous form, is commonly called Glauber's salt. It was discovered by the German chemist, J.R. Glauber (1603-1668), who derived its name from the Latin, sal mirabile, meaning wonderful salt. Thenardite, the anhydrous variety, was named for the French chemist, Louis Jacques Thenard (1777-1857) of the University of Paris (Mitchell, 1979). The largest quantities occur in the form of mirabilite. Sodium sulfate is found in varying degrees of purity, from theoretically pure efflorescent crystals of mirabilite to combinations and admixtures of other salts and impurities. It is a common constituent of some brines; from this source much is extracted commercially. Sodium sulfate also is found in compounds, such as the minerals glauberite, the double salt of anhydrous sodium and calcium sulfate, bloedite, the hydrous double-salt of sodium sulfate and magnesium sulfate, and burkeite, the anhydrous double-salt of sodium carbonate and sodium sulfate. Over 40 minerals contain sodium sulfate in varying proportions; many are of special interest because of their frequent occurrence. Table 1 lists some sodium-sulfate bearing minerals. The reader is referred to other publications (Cole, 1926, Dana, 1932, Grabau, 1920, and Dietrich, 1969) for descriptions of these minerals. Only mirabilite and thenardite will be described herein. Mirabilite Na$04.10H20, contains 55.9% water of crystallization. It is noted for its efflorescence or spontaneous loss of water. On dehydration it changes to the anhydrous form, Na2S0,. Mirabilite is an opaque to colorless, water-soluble mineral that tastes first cool, then slightly bitter. It has a specific gravity of 1.48. It frequently forms as efflorescent, needlelike monoclinic crystals, but generally is found in the massive form. Thenardite, the anhydrous mineral, Na2S04, contains 43.68% Na20 and 56.32% SO3. It ranges from colorless to white and may be tinted shades of gray or brown. It is a water soluble mineral with a slightly salty taste. Its specific gravity (2.67) and hardness (2.5 to 3) exceed those of mirabilite. It commonly occurs in the massive form without visible crystals. Its crystals are frequently tabular pyramids of the orthorhombic system. Sodium sulfate also occurs as a heptahydrate, containing seven molecules of water, but this is unstable and has not been found in the natural environment. The solubility of sodium sulfate has an important effect on the crystallization of the salt in nature, as well as in its production. Its solubility in water generally increases as a nonlinear function of temperature. Below 1.2°C, ice and mirabilite form. As the temperature is increased above O°C, increasing amounts of sodium sulfate become soluble. At 32.4°C, a transition point on the solubility curve is reached, as the decahydrate melts in its own water of crystallization and the anhydrous form crystallizes. With in- creasing temperatures, solubility decreases somewhat. The presence of other dissolved salts changes the transition temperature and solubility characteristics of sodium sulfate.

Sodium sulfate is one of the larger tonnage industrial minerals. A little more than half of this tonnage — 3 Mt/a (3.3 million stpy) of natural product— is recovered from ore deposits. Most of the rest is produced as a byproduct from other manufacturing operations. Sodium sulfate is mined in a variety of ways. These include conventional room-and-pillar mining, strip mining, in situ leaching of thick ore beds, solar evaporation and cooling-crystallization of lake brine, and the pumping of brine from complex salt deposits. There is also a variety of commercial sodium sulfate ore sources. They include thenardite (the mineral form of sodium sulfate, or Na2SO4), mirabilite (glauber salt,Na2SO4•10H2O), glauberite (Na2SO4•CaSO4), astra-kanite (bloedite; Na2SO4•MgSO4•4H2O), burkeite(2Na2SO4•Na2CO3), sodium sulfate-containing caliche and various brines.

As the existing major U.S. - Canada rail tunnel was too small to accommodate double-stack container cars, Canadian National Railways is constructing a new parallel tunnel with a 50% greater diameter. Starting in Sarnia, Ontario, the new shallow-cover bored tunnel runs under a large research building and several other structures in an oil refinery before travelling under the St. Clair River. Maximum predicted settlements to be caused by the 9.2 meter diameter earth pressure balance TBM in the soft St. Clair till were in excess of 100 millimeters. As such, these settlements had the potential to cause severe damage and disruption to the existing refinery. In order to reinforce the soft clays below the refinery research building and other structures, and to compensate for settlement caused by the tunnelling, the ground improvement method of Soil Fracture grouting was successfully applied for the first time in North America. This paper will describe the details of both the soil fracture grouting application and the elaborate electrolevel remote monitoring system used.
