Research grant The Board of Directors of International Precious Metals Institute in conjunction with Gemini Industries, Inc., a California-based refiner of precious metals, recently announced a Gemini Research Grant of $3000 will be awarded annually to a graduate student who is pursuing studies in metallurgy, chemical processes as it pertains to precious metals, or materials sciences, and who is performing or planning research studies in the precious metals. Then, we are particularly privileged this afternoon to have an Honorary Member with us, the Minister of Mines for Rhodesia, Mr Dillon. You will recall that he honoured us with his company last year. Mr Dillon, we are very appreciative and hope that this is now a standing arrangement. We are also honoured by the presence of some thirteen Presidents, Vice-Presidents, or Chairmen of our sister scientific and technical organizations. I shall rapidly read their names, but they must all feel assured that they are very welcome here today. Australian mining companies are actively exploring for and developing mineral deposits throughout the world with interests in emerging markets such as Africa, Asia and South America. It is important to understand emerging market risk as this will affect the willingness of mining companies and financial institutions to invest in a country, especially with reference to their key asset, the mining licence or operating/concession agreement. Mining companies looking to develop new projects in emerging markets have different risk profiles than projects in countries such as Australia and Canada. Examples of key risks faced in emerging markets include: 1. political - expropriation, nationalisation, contract frustration, currency inconvertibility, war, terrorism, strikes, riots and civil commotion; and 2. legal - mining legislation, arbitration and dispute resolution, trade agreements. There is a problem in the difference in risk perceptions between mining companies, financial institutions and insurers. This can cause different stakeholders to carry out different evaluations of the risks faced by a project, resulting in confusion about the risk margin attached to any project. In a time where resource nationalisation and energy security are prompting governments to become more involved in the mining sector we run through some recent examples of mining companies that have had problems due to the key risks highlighted earlier. Importance of carrying out the right due diligence to replace perceptions with reality: ? early identification of risks - detailed due diligence on emerging market risks that may arise will help with their identification and mitigation, ? make use of companies that can help identify risks and suggest solutions, ? control the cost of financing - risk margin applied to a project ? finance loan will be influenced by the risks faced, and ? risk management and using political risk insurance. There are plenty of opportunities in emerging markets but it is important to recognise the associated risks. Detailed due diligence at an early stage will provide long-term benefits.

To the members of The South African Institute of Mining and Metallurgy We have audited the annual financial statements set out on pages 251 to 257. These financial statements are the responsibility of the institute's Council. Our responsibility is to report on these financial statements. We have conducted our audit in accordance with generally accepted auditing standards. These standards require that we plan and perform the audit to obtain reasonable assurance that, in all material respects, fair presentation is achieved in the financial statements. The audit included an evaluation of the appropriateness of the accounting policies, an examination, on a test basis, of evidence that supports the amounts and disclosures included in the financial statements, an assessment of the reasonableness of significant estimates, and a consideration of the appropri¬ateness of the overall financial statement presentation. We consider that our auditing procedures were appropriate in the circumstances to enable us to express our opinion presented here. In our opinion these financial statements fairly present the financial position of the institute at 30th June, 1998, and the results of its operations for the year then ended in conformity with generally accepted accounting practice.

The problem of corrosion of reinforcement in concrete structures is internationally recognized and represents the single biggest expenditure in the preservation of steel reinforced concrete structures. While the corrosion protection of the reinforcing steel is no substitute for design and the placement of good quality concrete, it does provide for a viable and economical extension of structural integrity and service life in the day-to-day and practical environment in which concrete structures are constructed. The mechanism of corrosion attack and consequent deterioration of reinforced concrete structures is well understood and documented. New structures can be designed and built to withstand corrosion. However, due to short-term economic restraints, many new reinforced concrete structures continue to suffer as a result of corrosion damage, which results from the corrosion of the steel reinforcing. This paper explores the economic and practical benefits offered by the application of hot dip galvanizing as a viable means of protecting reinforcing steel concrete structures. The paper also discusses technical misconceptions that exist about application and performance provided by the use of hot dip galvanized reinforcing steel.

This paper briefly describes a computerised model of the South African electricity system which has been developed jointly by the Atomic Energy Board and the Electricity Supply Commission. The results of an analysis of this system have been subjected to a fairly extensive sensitivity analysis which reveals that up to the year 1990 between 680 and 700 million tons of coal will be required for electric power generation, together with between 7 000 and 10 000 tons of uranium. This result is fairly insensitive to data variations, but the prediction of a cumulative requirement up to the year 2000, of between 1 300 and 1 800 million tons of coal and 25 000 to 70 000 tons of uranium, proves to be very data-sensitive.

Book reviews Fiftieth Annual Report (1971) of the Safety in Mines Research Establishment, published by H. M. Stationery Office, London on behalf of the Department of Trade and Industry. Advances in extractive metallurgy and refining. This excellent volume, published by the Institution of Mining and Metallurgy, contains all the thirty papers presented at the International Symposium held in London in October, 1971. Electric Melting Practice by A. G. E. Robiette, Charles Griffin and Co. 412 pp. In recent years the application of electric furnaces to melting processes has expanded to such an extent that it has become a topic in its own right, quite distinct from the related subject of electric smelting which is still limited, for the most part, to those areas where inexpensive electrical power is available. Optimum use of manpower by A. J. van Zyl. The sixties represented one of the longest periods of sustained economic growth South Africa has experienced. At the same time it caused a certain amount of inflation and an acute manpower shortage.

Simon (until March 1972). Ten Council meetings were held during the year with an average attendance of nineteen, and the standing committees held 27 meetings. FINANCE The annual accounts which are attached to this report show an excess of income over expenditure of R21 519. It is very gratifying to be able to report that Council's efforts to stop the depletion of our accumulated funds are meeting with success. The most important contributors to our surplus this year are symposia and colloquia, sales of publications, Company Affiliate subscriptions and the profit on the journal. While we do not expect continued profits from all these sources in the future we do feel that we are now in the process of accumulating a substantial financial foundation. This will give the Council the necessary confidence to initiate the new developments in the activities of the Institute which are now under consideration. The decision to create a new grade of membership, Company Affiliate, is dealt with elsewhere in this report. There has been a generous initial response from companies and this is the cornerstone of our improved financial expectations. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R91 and the total fund was, therefore, increased by this amount to R4 502. The balance sheet shows that the market value of quoted shares and debentures increased during the year from R9 160 to RH 331, which is R2 134 in excess of the book value. Accumulated funds now amount to RH 529 compared with R23 010 a year ago. MEMBERSHIP Sixteen Fellows, twenty Members, six Graduates, nine Associates, twelve Students and twenty-four Company Affiliates were elected during the year. Lead-based alloys are used as the primary anodes for electrowinning from sulphate-based aqueous systems. Lead anode technology has evolved over the years, migrating from pure lead and lead-antimonial alloys to the present-day lead-calcium-tin alloys for copper electrowinning and leadsilver alloys for zinc electrowinning. Anode technology has also migrated from cast to rolled microstructures in search of improved mechanical properties and higher corrosion resistance. Although great strides have been made in the development of new alloys and production processes, the industry still has unresolved issues related to untimely corrosion, which limits anode life and may lead to higher contaminant levels in the metal being produced. Lead anodes corrode because of the difference in the chemical/electrochemical potential across the microstructural features of an anode. Given a very high purity material, we find that the grain boundary areas corrode significantly faster than the rest of the grain. A balance of alloying element selection and microstructural design allows the grain boundary area to be engineered, thus minimizing grain boundary corrosion. However, operational issues can lead to unexpected corrosion behaviours that we will discuss moving forward. The comments in this work, although directed toward copper electrowinning, can be extended to similar phenomena in other metals electrowon from sulphate media (i.e., zinc, nickel, cobalt, manganese). The life cycle of electrowinning anodes depends on tankhouse operating conditions and maintenance of the anodes, including cleaning and straightening. This paper will focus on the operational aspects of maximizing the utilization of lead anodes for base metals electrowinning.

The Annual General Meeting of the Institute was held in Kelvin House, Johannesburg, on Wednesday, 26th August, 1970, at 4.15 p.m. Mr. J. K. E. Douglas (President) was in the Chair. The President declared the meeting open at 4.20 p.m. OBITUARIES The President: 'It is my sad duty to announce the deaths of the following members of the Institute. Dr J. A. Papenfus, Fellow, who joined the Institute in 1942 and passed away on the 28th of May, 1970. Mr D. G. Beadle, Fellow, who joined the Institute in 1946 and passed away on the 17th of June, 1970. Gentlemen, Derek Beadle was very well known in this Institute. His papers on dust will be remembered and, at the time of his untimely death, he was one of our assistant editors. ANNUAL REPORTOFTHE COUNCILAND ACCOUNTS FOR THE YEAR ENDED 30th JUNE, 1970 The President: 'I now have pleasure in presenting to you, the Annual Report and Statement of Accounts for the year ended June, 1970. These have been handed to you this afternoon and, as is customary, I propose they be taken as read. Before moving their adoption, however, I would like to refer to some of the salient features, leaving as is usual, the task of dealing with the finances, to our Honorary Treasurer. It is encouraging that membership has continued to grow, and now stands at 1,613, an increase of 61 over last year's total. Your Council, however, is aware that there are still people in our mining and metallurgical industries, who could qualify for membership, but who have not yet joined the Institute. A drive to increase membership was accordingly organised, and members of Council were given the responsibility for campaigning in sections of industry, and for publicising the objectives and advantages of belonging to the Institute. Up to now there has not been much reaction to this campaign, but I hope we will see results in the coming year. At the same time, Council has recognised the need for change in the conduct of the Institute's affairs in order to meet the changing needs of our membership. Our members, both mining and metallurgical, are in the first place, geographically more widely dispersed than they used to be, and secondly, with the growth of the metallurgical industry, their technical interests are now more diversified. The Institute must cope with these changing needs if we are to continue to perform a useful function. The
