After the introduction of mechanized bord-and-pillar development at Dumacol in 1958, pillars were being developed at a much faster rate than they could be extracted by hand loading methods. Efforts were therefore made to increase the rate of pillar extraction by mechanization. Following two partially successful mechanized stooping trials in 1964 and 1971, it was decided that mechanized pillar extraction with 1 m3 cable-reel front-end loaders should be introduced. The first section to employ the new equipment started production in May 1979, and the mine now has four mechanized pillarextraction sections in operation. Considerable improvements in production, productivity, safety, and percentage extraction have been achieved.

Metallurgy (Pretoria) (Visitor) The control of tin smelting demands a knowledge of slag characteristics and of the equilibrium reaction that governs the process. These factors are explained by reference to the tin-smelting operation at Iscor, Vanderbijlpark. In the primary cycle, it is important to obtain the highest possible FeO content in the slag. In the secondary cycle, a primary slag high in FeO gives a hardhead (iron-tin alloy) high in iron, which is essential if a high ratio of FeO to SnO is to be obtained in the secondary slag. This determines the economy of the smelting operation: the iron that is introduced into the system from the ore concentrate must go out in the secondary slag. Additions of lime are necessary in the secondary cycle but must be limited if the volume of slag is to be kept Iow.

SAMPSON, Pr. Eng., B.Sc. (Chem. Eng.), B.Econ. (Visitor) A spray roaster has been installed in the Johannesburg area for the treatment of spent liquors from a variety of small pickling operations. A new process was developed for the processing of the liquor that is contaminated with zinc chloride, and a commercial plant was built incorporating this process. An ionexchange plant separates the zinc from the iron chloride, and a liquid-liquid-extraction plant converts the zinc chloride to zinc sulphate and recovers the hydrochloric acid.

Cromanite?is a new high-strength austenitic stainless steel developed by Columbus Stainless. It contains approximately 19 percent chromium, 10 per cent manganese and 0,5 per cent nitrogen. Cromanite can be welded successfully, but due to the high nitrogen content of the base metal, certain precautions have to be taken to ensure sound welds with the desired combination of properties. Although no matching filler metals are currently available, Cromanite can be welded using a range of commercially available stainless steel welding consumables. Welds produced using E309L, E307, E307Si and E312 filler wires are resistant to hot cracking and the formation of nitrogen-induced porosity, but the hardness, strength, ductility and toughness of the welds are generally inferior to those of the base metal. In applications where full use is made of Cromanite?s high strength, welds with matching strength levels would be required. In wear applications, where Cromanite is used primarily for its work-hardening properties and corrosion resistance, lower strength welds would probably be acceptable. Welds produced using E307 filler metal demonstrate the best combination of properties for use in wear applications. The welds display high rates of work-hardening that would result in increases in hardness and strength when subjected to abrasive or high impact environments.

This paper discusses the mine planning process for Letseng diamond mine in the Kingdom of Lesotho, in conjunction with the various software packages used during the process. The major pillars of the long-term mine planning process at Letseng are pit optimization followed by pit design and scheduling. Letseng uses Gemcom Whittle and GEMS for pit optimization and design and Runge XPAC for scheduling. The output of the mine planning process results in the generation of published mineral reserves and provides input into the Letseng overall business plan. Inauguration of the new political dispensation in South Africa in1994 initiated a dynamic shift in the ownership, management and development of the country?s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress?s Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since then there have been important changes affecting the rules of mineral development. These are: ?A drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully ?The globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists and ?The introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its regulations, the much publicised Broad-Based Socio-Economic Empowerment Charter, its associated Scorecard, and the Draft Royalty Bill.

This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.

Goode (President): South Africa is known for its sunshine and mineral deposits-especially its gold and its diamonds-and as this year marks the 75th Anniversary of the establishment of the South African Institute of Mining and Metallurgy, it is appropriate that I say a few words about mining and metallurgy and the part this industry and our Institute has played in the life of this country. Africa, as the Dark Continent, with its fascinating tales of Prester John, Ophir, Queen of Sheba and its myths and legends has throughout the ages fired the public imagination. Pharaoh Necho, 600 years before the birth of Christ, sent an expedition from Egypt around the Cape to probe this strange land. The gold for King Solomon's throne was said to come from Monomotapa-the country now known as Rhodesia. Centuries later the Arabs and Portuguese searched for this mineral wealth. The Arabs found little gold but unfortunately established a lucrative trade in black slaves. Now let us take a brief look into the closing stages of the Stone Age when the indigenous population of the lower portion of this continent consisted of the Bushmen, a nomadic hunting people who knew no metals and kept no stock, and the Hottentots who were a pastoral folk with cattle and sheep. Then somewhere about the 11th century the Bantu started their long migration southwards and brought with them the knowledge of smelting of iron ore. One of their settlements was here in Johannesburg on the Melville Kopje at Emmarentia. These people were the first miners and metallurgists on the Witwatersrand and the beautifully preserved iron smelting furnace constructed nearly 1,000 years ago is a tribute to their technical ability. This ability to use iron to make better spears for hunting or to fashion hoes for cultivating the soil led to their establishment as a superior tribe. The earlier Bushmen were pushed back to the inhospitable swamps and deserts and the Hottentots fled to the south. The Bantu also knew the art of copper smelting. In the days of the Dutch East India Company, at the end of the seventeenth century, Bantu workers brought copper from the north-west Cape to Simon van der Stel, but it was another two hundred years before the white man turned this to advantage. Stories of the Bantu mining gold spurred the early European hunters to travel deeper into the heart of Africa in search of wealth, and we are told that Karel Kruger, in 1834 whilst leading an ivory hunting expedition, discovered gold on the Witwatersrand, and took samples to Cape Town; but when he returned with a larger expedition a few years later his party was attacked by Moselekatze's Matabele near Potchefstroom. Kruger was killed and only the legend survived. The real spur to mining in this country was the discovery of diamonds in Griqualand West in 1867. The field seemed fabulously rich and diggers flocked to the scene from the four corners of the earth. With them came Cecil Rhodes, Barnato, Beit and some of the finest mining and financial brains the country had yet seen. These giant entrepreneurs were not tempted by the small deposits of gold in the Barberton and Pilgrim's Rest areas when these were made a few years later but

In the 1980s and?90s the gold mining industry in South Africa came under pressure from the continued poor dollar gold price and escalating Rand based costs, furthermore the external impacts on the industry were changing. Thus, the Chamber of Mines (COM) shifted its focus away from many historical areas of support towards the new industry challenges in safety and health, labour markets, environmental responsibility, mineral rights legislation and social responsibility. During 1997 the lack of funds and the changes facing the tertiary institutions were often subjects of discussion at the various sub-committee meetings. The Metallurgical Sub-committee of the Chamber Education Fund or the Sub-committee of Consulting Metallurgists as it was known identified the need for the funding structure to change with the times. Up to this time the Chamber of Mines operated an Education Fund that supported mining industry academic departments at various South African tertiary institutions; these funds were derived exclusively from the country?s gold and coal mines the basis of Chamber membership. Funds of less than R5 million per annum were available for distribution by the three disciplinary sub-committees of mining, metallurgy and geology.

Currency fluctuations affect the rand revenues of all exports of mineral commodities, as well as influencing their price on local markets. Of the more than 50 mineral commodities produced by South Africa, about 75 per cent derive 40 to 100 per cent of their revenues from exports. . Although supply and demand are largely beyond its control, management can maximize its revenues despite fluctuating overseas prices and exchange rates by using the right market at the right time. Management can operate in the futures markets, which involve a specific commitment to deliver a specific quantity of a standardized commodity at a set time in the future and at a price that is determined on a futures exchange in open auction; or management can use the options market, in which a producer can insure against the risk of a falling price by taking out a put-option, which gives the holder the right (but not the obligation) to sell the commodity at a stated price at an agreed time in the future. In the forward markets, management has three available tools; forward currency transactions, trading of currency options, and money market hedges. Revenues, currencies of exchange earnings, purchasing power of the rand, and world price trends are shown in over 40 diagrams and tables for the main mineral commodities produced in South Africa.

Complex mineralogy has resulted in complicated process flow sheets designed to recover minerals as efficiently as possible. In addition, the remote location of many minerals-processing plants, continuously rising energy costs, and fierce competition pose significant challenges to the modern mine, compounded by a global scarcity of qualified and experienced operational personnel. Over the last decade the Internet and automation technologies have undergone major advancements. Automation technologies, solutions, and concepts that existed, but were considered risky or unreliable prior to the year 2000, have now gained acceptance and matured. Furthermore, new technologies and different collaboration schemes have appeared, offering innovative solutions to the mining industry to address many of the challenges described. These advancements in reliable remote systems that access technology through the Internet provide significant opportunity to support mining operations, enhance process performance, provide engineering services, and proactively anticipate and execute maintenance services. This paper references a global survey of automation trends in the mining industry and the potential for an intelligent collaborative environment using automation technologies to exploit opportunities in operating the plant of the future, increasing effectiveness, and reducing operational costs. A variety of possibilities are described, including asset management solutions, remote access capabilities, performance monitoring solutions, advanced process control technologies, and the formation of an intelligent collaborative environment. A real example where this technology is used to support the operation and maintenance at a cement plant in Egypt is given to underpin the concepts described in this paper.

Lifelong development of skills and knowledge of mining professionals has been recognised worldwide as a challenge for the development of a sustainable mining sector. Practical training and learning over the mine value chain are among the key components of this knowledge building. However, the number of available mining sites for continuous education in real-life conditions is limited; also the specifications for practical training are not clearly defined. The project MINETRAIN was developed to (i) evaluate the potential of the shortly-closing Pyhäsalmi Mine, in Finland, as an educational and training underground facility, and thus, prolong the utility of the existing modern mine site, and to (ii) develop and test practical training programs for mining and mining industry related professionals. Pyhäsalmi facilities enable training among all disciplines related to the overall mine value chain and hence, the project has potential in providing education for sustainable management of any phase of mining operations. The philosophy underpinning the MINETRAIN approach to mining activities is to assist the clients in minimising the technical and financial risks by providing a competitive and skilled personnel asset while optimising the value drivers in their operations. As a first major step of the project, a pilot training course, involving basic-level online theory and hands-on training at the Pyhäsalmi mine site, was undertaken in summer 2019. Feedback from the pilot test group of mining professionals has proved to be very positive. The comments from the participants strongly emphasised the added value of the practical onsite training for improved understanding in the large scale picture of mining on the entire value chain. As a second phase of the project, a new test course was launched in June 2020. The second MINETRAIN course focuses on new technologies and digitisation in mining. As the price of gold increased, so did the viability of mining previously abandoned unpay areas of Stilfontein Mine. After an assessment to confirm the profitability of mining these areas, it was necessary to re-establish access-ways such as haulages, cross-cuts, and travelling ways. Openingup is a labour-intensive, relatively slow operation, and attempts were made to mechanizeand speed it up. Some of the techniques applied and the results achieved, whether successful or not, are discussed.

From the perspective of management control, most mining operations can be represented by a hierarchy comprising four layers. The base of this hierarchy consists of the individual pieces of equipment that are used to break and transport rock. The next level comprises the coordinated interaction between different pieces of equipment, termed a process. An operation results from the bringing together of different processes within a common discipline, such as mining or hydrometallurgy. Finally, an enterprise is formed when the separate mining, concentrating and smelting business units are combined. To date, much of the literature written on the topic of mining automation has focused on the equipment level, specifically on removing the operator from production mining equipment. This focus should not, however, overshadow advances registered in automation at both the process and enterprise levels. Only at the operations level of the hierarchy has little progress been made. While automated equipment, process management and enterprise resource planning are a current reality; it is argued that the benefits from automation have, to date, been largely elusive. It is further argued that full benefits of automating other levels will only be fully achieved when this ‘gap’ in the mining automation hierarchy has been addressed and an uninterrupted, process-wide information flow across the entire operation is achieved. Furthermore, it will be reasoned that so-called vertical integration can only be achieved with an automated operational level in place. It is believed that all the necessary building blocks are in place and that the industry is ready for this development. The paper concludes by presenting a vision for what operational level automation would achieve.

HOWAT, B.Sc., Ph.D.(Fellow) An account is given of a laboratory experiment in which the resistivity of a primary slag like those produced in the manufacture of high-carbon ferrochromium was measured at current densities typical of operation in a submergedarc furnace. It was shown that the current flow from graphite elec trode to molten slag obeys Ohm's Law when electrode current densities are less than 12 A/cm". At higher current densities, arcing occurs from the electrode tip to the slag, causing an imbalance in the rate of heating in the furnace burden.

The modelling, simulation, and design of processes for the recovery of gold from solution by absorption on carbon require the combination of a suitable rate expression with a description of the flow conflguration of the system. By the use of a suitable rate expression from the literature, methods are presented for the design of multi-stage countercurrent absorption systems corresponding to the commonly used carbon-in-pulp and carbon-in-column contacting systems. The sensitivity of the recovery to various design parameters is illustrated. These results have important implications in the choice and design of equipment.

The modern theory of sampling of particulate minerals essentially consists of a recent generalization of the procedures for applying and calibrating the formula usually known as ?Gy?s Formula? for sampling variance control, in which the central concept is a parameter called the liberation factor l. A model which can be experimentally adjusted was proposed by one of the authors several years ago, based on geostatistical considerations. This new model, which relates the liberation factor to the sizes of the fragments and mineral grains, solves the usual difficulties faced in the past, and permits predictions that are well verified in practice. Unfortunately, an older, arbitrary and less general formula is still widely used. The vast majority of today?s misapplications of Sampling Theory of Particulate Materials can be traced back to the use of this antiquated and generally incorrect model. Following a brief history of the models used for the liberation factor and a description of its main variable, the liberation size, and to illustrate the importance of proper modelling of l, this paper presents demonstrative calculations of the absurdity of the incorrect model using the particular case of gold mineralization as an example, followed by some more positive examples of application.

"Developing a greenfield mining project is a complex exercise: doing so in an increasingly volatile, uncertain, and ambiguous global economy adds significantly to this complexity. In the context of an elevated cobalt price, this paper outlines the metallurgical and process development of the Mutoshi copper–cobalt project for copper cathode and cobalt hydroxide production in the Democratic Republic of Congo. Chemaf has a long production history on the Copperbelt, a region widely perceived to be tough to operate in. This history stretches back to 2001, during which time the company has developed two copper–cobalt processing facilities. The experience gained in the development and operation of these two facilities has been used extensively in the Mutoshi copper–cobalt project. The metallurgical test work, process design, and project delivery approach are presented. Additionally, the decisions taken to minimize risk and maximize upside to the project are discussed. IntroductionChemaf (Chemicals of Africa), a mining company located in Katanga province of the Democratic Republic of Congo (DRC), has been operating since 2001 with two major copper– cobalt processing facilities: the Usoke and Etoile plants. In 2016, Chemaf acquired the Mutoshi mine, which belonged to Gecamines and had been explored by Anvil Mining since 2004 under a joint venture with Gecamines. Chemaf appointed African Mining Consultants Ltd (AMC) to undertake a preliminary economical assessment, then develop a JORCcompliant Mineral Resource estimate and finally a full life-of mine feasibility study. Both a Mineral Reserve and Mineral Resource were developed and the final life-of-mine feasibility study is to be published shortly. A metallurgical test work programme was initiated and carried out by Chemaf’s research and development laboratory with assistance from the Chemaf process team. After completion of the initial test work, Chemaf developed a process design criteria document for a 20 kt/a copper cathode and 8 kt/a cobalt in hydroxide production plant, followed by a flow sheet and supporting METSIM mass balance. As the drilling progressed, the plant design capacity was revised to 16 kt/a cobalt production. The life of the mine at this production rate is over 40 years."
