A school on the principles and practices of ladle metallurgy, organized by the Technical Committee: Metals Technology of The South African Institute of Mining and Metallurgy, was held at the University of Pretoria from 13th to 16th November, 1989. The course leader, Professor R.J. Fruehan from the Carnegie Melon University, Pittsburgh, Pennsylvania, presented the main part of the course. Three papers were read by local steelmakers on the experience gained in the field of ladle metallurgy in South Africa. The School also included a special half day seminar on new and innovative steelmaking and casting processes presented by Professor Fruehan.

Hydrometalurgy, particularly leaching, is a highly topical subject and always generates great interest in the mineral industry. This was evident right from the start of the organization of the SAIMM Colloquium on Leaching, which was held at Mintek on the 8th and 9th November, 1988. The response to the cal for papers was so good that the Colloquium was extended to two days, instead of the usual one day.

Modern mine managements have planned and engineered systems for the handling of ever-larger tonnages. Where traditional methods have not proved to be costeffective and adequate, managements have pioneered the development of new materials-handling systems in the mining industry.

The Schools A school on 'Measurement, Process Control and Optimization in the Minerals Industry', organized by The South African Institute of Mining and Metallurgy, was presented twice by course leader Dr Ken Garner, ably assisted by the staff of the Measurement and Control Division of Mintek. The first school was held from 16th to 20th July, 1984, at the University of the Witwatersrand, and the second from 11th to 15th February, 1985, at Mintek. Project development The Sydney Branch of the Australasian Institute of Mining and Metallurgy will hold a second Project Development Symposium in Sydney between 7th and 10th October, 1986. This second symposium will extend the range of topics covered by its predecessor in 1983 to emphasize planning (including strategic planning), construction, and project commissioning.

Opening: On Tuesday, 9th June, The South African Institute of Mining and Metallurgy held a well-attended Colloquium on Milling at Mintek, Randburg. The meeting opened with a short address by Dr H. Wagner, Director General of the Chamber of Mines Research Organization. In his address, he highlighted the cost of the milling process to the industry. The fact that the industry at home and overseas had, at considerable expense, sent some 270 delegates to the Colloquium demonstrated the industry's concern at the high cost of this process. Clearly, this cost could be reduced only by greater understanding and interchange of information, which was the purpose of meetings such as these. Mine water The Third International Mine Water Congress is to be held in Melbourne from 23rd to 28th October, 1988, the year of Australia's bicentenary.

The South African Institute of Mining and Metallurgy recently held a School on iMine Project Planning, the objective being to educate mine personnel who are involved in the planning and management of major projects, as well as young engineers who may become involved in this field. Book prizes for universities Prizes are awarded annually by The South African Institute of Mining and Metallurgy for outstanding academic achievement by mining and metallurgical students at South African universities.

The sixth University of Stelenbosch (US)/University of Cape Town (UCT) Minerals Processing Symposium was held at the University of Cape Town on Friday, 7th August, 1987, and was sponsored by The South African Institute of Mining and Metallurgy (SAIMM). Once again the Symposium attracted a large number of delegates from the mining, metallurgical, and chemical industries. Uranium and electricity A symposium on 'Uranium and Electricity- The Complete Nuclear Fuel Cycle' will be held in Saskatoon, Canada, during 18th to 20th September, 1988. The Symposium is sponsored by the Canadian Nuclear Society. Electric steel The Institute of Metals, organizers of the 3rd European Electric Steel Congress, have announced that this important international event will take place in October 1989 at the Bournemouth International Centre.

The 8th Annual University of Cape Town (UCT)/ University of Stelenbosch (US) Minerals Processing Symposium was held at the Van Riebeeck Hotel in Gordon's Bay on 3rd August, 1990, under the auspices of the Western Cape Branch of The South African Institute of Mining and Metallurgy. The primary object of this meeting was to give research students at UCT and US the opportunity to present their work to a critical audience from industry, and to obtain feedback regarding the research needs of the minerals industry. Although the emphasis of these symposia is on work in progress at US and UCT, they also create an excellent opportunity for informal discussion between academics and metallurgists in industry. The first symposium in this series was held in 1982 at US, while the symposium in 1989 was replaced by the International Colloquium on Developments in Froth Flotation, also held in Gordon's Bay.

The Colloquium on 'Recent Mining and Metallurgical Developments in the Orange Free State' was held at the Civic Centre in Welkom on the 4th and 5th May, 1983. The Chairman of the Orange Free StatejKlerksdorp Branch of the Institute and Acting General Manager of Unisel Gold Mining Company, Mr D. A. Parfitt, opened the proceedings, and Professor A. N. Brown gave the welcoming address. Mechanization of mining The South African Institute of Mining and Metallurgy is to hold a one-day colloquium on 'Developments in the Mechanization of Mining Operations' during September 1984. Surfac,e mining and quarrying The Second International Surface Mining and Quarrying Symposium is being organized by The Institution of Mining and Metallurgy in association with the Institute of Quarrying.

The Federation of Societies of Professional Engineers (FSPE) recently conducted a survey of professional engineering manpower in South Africa. This article presents the data relevant to mining and metallurgical engineering. FSPE in their survey attempted to determine the supply of engineers in South Africa both from local universities and by immigration. The immigrants gave some problems in that it is difficult to know whether a man who claims to be professionally qualified really is. However, it was estimated that the ratio of immigrants who claimed to be qualified to those who really are the equivalent of our local graduates was between 1,0 and 1,9 for mining engineers, and between 2,0 and 4,1 for metallurgical engineers.

The South African Institute of Mining and Metallurgy collaboration with the Chamber of Mines of South Africa, arranged a colloquium to inform mine management of the current state of knowledge on the rockburst hazard associated with geological structures. The Colloquium was held at Mintek on 4th June, 1986, and attracted approximately 240 delegates.

"Mining Projects: Evaluation, Finance, and Management" held in May 1980 rounded off a theme started with the colloquium on "Exploration Feasibility Studies and Investment Analysis" held in 1979. Seven papers on various aspects of the potential path of an ore-body from an exploration concept through to discovery, evaluation, and financing, to the management of the construction phase, were presented to the 300 delegates at the colloquium held at the National Institute for Metallurgy.

This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

The Conference began with registration, followed by a well-attended cocktail party on the evening of Sunday 25th, where, in a convivial atmosphere, Dr Louw Alberts, President of Mintek, welcomed the delegates and wished them an enjoyable and informative week. The Conference was formally opened by the Minister Mineral and Energy Affairs, the Honourable Mr D. W. Steyn, at 9hOO on Monday. Sketching the history of Mintek and its predecessors, Minister Steyn described the objective and achievements of Mintek, as well as the background to mineral-processing research in South Africa and the policy of the South African government towards the development of the mineral industry.

'Gee Whiz', a nationwide schools' science and technology competition, is being screened on SATY1 on Friday evenings at 18:00. Twenty-seven schools from al over South Africa are taking part in the series, which will run for 13 weeks. The participating schools were selected on the basis of their performance in the National Youth Science Olympiad and in Mintek's Minsa science competition, which has been organized on an annual basis since 1988.

At the Annual General Meeting of the Chamber of Mines of South Africa, held in Johannesburg on 29th June, 1982, the following leading members of the mining industry were elected to office for the 1982-1983 term: Mr W. W. Malan President Mr C. T. Fenton Vice-President Mr G. Y. Nisbet Vice President William Wouter Malan was born in Springs on 7th November, 1928, and was educated at the Springs High School and the University of the Witwatersrand, where he obtained a B.8c degree in mining engineering. Diamond Mines. Mr Nisbet became a consulting engineer of the Anglo American Corporation in 1972, and a deputy managing director of the Gold Division in 1974. George Young Kisbet was born in Benoni in 1923 and was educated at Pretoria Boys High and the University of the Witwatersrand. On Tuesday, 10th November, 1987, The South African Institute of Mining and Metallurgy held a colloquium attended by some 120 delegates on 'On-Stream Analysis' at Mintek, Randburg. Mr John Moore, Consulting Metallurgist of Anglo American Corporation of South Africa Ltd, introduced Mr Gene Fivaz, the President- Elect of the SAIMM, who read an address by Mr B.C. Alberts, the current President. Mr Alberts was unable to attend the Colloquium owing to urgent business overseas. Opening The opening address emphasized the important role of minerals in the South African economy. In particular, it was noted that 20 per cent of the work force were employed in the minerals industry or associated industries. In recent years, production costs had risen as a result of inflation, and sanctions had had some effect on the exportation of minerals. Thus, there was continuing pressure on the industry to improve recoveries and increase efficiency.

An international conference on 'The Planning and Operation of Open-pit and Strip Mines' was held at University of Pretoria from 9th to 13th April, 1984. The Conference was organized by the Mining Alumni Society the University of Pretoria and The South African Institute Mining and Metallurgy. Delegates of the mining fraternity from all over the world and Southern Africa attended the Conference. These included more than 400 delegates from Australia, Austria, Botswana, Brazil, Canada, Germany, Holland, SWA-Namibia, the United Kingdom, the United States of America, Zimbabwe, and South Africa.
