Written contribution E. Wroth* (Visitor): The technical aspects of the assistance scheme which IS provided for in the Gold Mines Assistance Act, 1968, and certain consequential amendments to the Income Tax Act, 1962, are explained by Dr Krige. The object of this contribution is to explain the working of the Gold Mines Assistance Act (hereafter referred to as the 'Assistance Act') for the benefit of those concerned with the tax and assistance assessments of gold mining companies. The views expressed do not necessarily reflect the Revenue Department's interpretation of the legal provisions involved. 1. MINES WHICH QUALIFY FOR ASSISTANCE 1.1 The assistance scheme is applied on a selective basis. Mines which qualify for assistance are defined in the Assistance Act as 'assisted gold mines'. The requirements for classification as an assisted gold mine are that: (i) the mine be a producing gold mine; (ii) it would be likely to close down within eight years if not assisted; and (iii) with State assistance its life would be appreciably prolonged and there would be a significant increase in production of gold or uranium, or of both gold and uranium. 1.2 A mine is only considered for classification as an assisted gold mine on application. Such applications must be made to the Mining Leases Board through the Government Mining Engineer. Classification of a mine as an assisted gold mine is at the discretion of the Minister of Mines who acts in consultation with the Minister of Finance and has regard to the recommendations of the Mining Leases Board. 1.3 The Minister of Mines will impose conditions subject to which a mine is to be classified as an assisted gold mine. The most important will be that the mine must immediately lower its operating pay limit, as normally calculated, by a percentage fixed by the Mining Leases Board and conduct its future mining operations in accordance with the average grade of its ore reserves determined on the basis of such lower pay limit. l.4 The Minister will fix the date as from which classification as an assisted gold mine is to be effective. So long as the mine has operated on the basis of the lowered pay limit for at least three months during the particular year of assessment, he would normally fix the effective date as the first day of the year of assessment.

The results of a series of measurements of accelerations and guide-roller loads made on mineshaft conveyances are given, together with the predictions of these accelerations and loads based on a computer programme. The analysis of the measurements is described, and the results of the measurements and computer predictions when compared show reasonable agreement. Some parameters that increase the guide-roller loads are identified, and their effects are studied, together with some comments on the total loads. Finally, a possible format for a design specification is discussed, and some tentative design values are given.

There is a set of settled ideas in the field of the mechanics of rock mass joints, that need a deep revision, after the last experimental works of several authors. In this paper, this theme is approached under several viewpoints, like the following ones: the essential influence of the mating or mismatching of rock joints on their strength (different strength models are applicable to these two situations, one leading preferably to normal scale effects, and the other to inverse scale effects); Patton's model is a bad formulation of the joint strength, whenever there is a dilation effect in the slidings (actually, the essential consideration of the amplitude of the roughess isn't made by any limit equilibrium model, like Patton's model); the joint strength increases as the width perpendicular to the sliding direction is reduced (previous works of other authors suggested the independence of the strength on that width); the reduction of the anisotropy of the roughness, as the sample symmetry and sample dimensions increase; there is no scale effect in the discontinuity mechanics, if there is no roughness heterogeneity; when only the same roughness and undulation orders are involved in the tests, shorter samples have larger peak displacements and lower shear stiffnesses than larger samples (usually, the contrary is admitted). For all these reasons, there isn't an easy correlation between the small scale tests and the natural large joint scale. Only "in situ" large scale tests have some representativeness. All the above mentioned questions are correlated to each other. Es gibt eine Menge eingewurzelter Ideen im Gebiet der Mechanik von Felsklüften, die, nach den letzten experimentellen Arbeiten von mehreren Verfassern, eine tiefe Überprüfung benötigen. Wegen aller dieser Gründe, gibt es keine einfache Korrelation zwischen den Versuchen im kleinen Maßstab und dem natürlichen großen Kluftmaßstab. Nur "in situ" Versuche im großen Maßstab sind einigermaßen repräsentativ. Alle die oben erwähnten Fragen hängen miteinander zusammen. Il y a un ensemble de des bien établies arrière-pensées idées dans le champ de la mécanique des discontinuités en massifs rocheux qui ont besoin d'une profonde revision, après les derniers travaux de divers auteurs. Dans cet article cette matière est abordée sous divers points de vue, comme les suivants: la signification essentiel de l'ajustement ou du désajustement des discontinuités dans leur résistance. Des différents modèles sont applicables à ces deux situations, une conduisant de préference à des effets d'échelle normaux et l'autre à des effets d'échelle inverses; le modèle de Patton est une mauvaise formulation de la résistance des joints quand il y a effet dilatant dans les glissement. The scope and salient features of a general risk-analysis model for the main types of new mining ventures are covered in brief outline. The following special features and their effects on the investment criteria are discussed: - various criteria for viability, - the maximum shortfall of funds, - correlations between the grades of up to five ore constituents and between the corresponding product prices. differential inflation and escalation rates for costs and prices, - the estimation, if relevant, of a pay limit based either on the major product only, or on the two major products jointly, - the likely recovery grades of all the products to be obtained when the ore-body is mined to any such pay limit. - an option to take account of the effect on the pay limit of any negative taxation on marginal ore, - investment analyses in current and real terms for individual groups of investors subscribing for equity and any loan capital on differential terms.

Some observations on 'ancient' mining at Phalaborwa C. E. MORE. B.A. (Pretoria) (Visitor) A brief account is given of historical references to the Phalaborwa area, the first being to the mountain of copper and iron sought by Francois de Cuiper in 1725. These are followed by a description of several finds in the area, which are related to finds described in the literature and to Bantu tradition on the subject. Phalaborwa is one of the earliest known mining sites in the Republic of South Africa, Loolekop having been a mining centre, as shown by carbon-14 dating, since 770 A.D.

This paper summarises some observations regarding the way SAG and AG mills work based on the last ten years of pilot plant operation, grinding circuit design and operational reviews for various projects in Australia and overseas. The main purpose is to promote discussion on key factors influencing breakage in a SAG mill. The focus of the paper is on two questions: ? How do mill lifters and liners really work and have an effect on grinding? ? How does the mill charge composition impact on grinding performance? The focus of the paper is on observations of mill behaviour in both pilot plant trials and plant operation, particularly on Cadia ore. DEM, by others, and JKSimMet modelling of SAG mill performance have greatly assisted in forming the ideas expressed in the paper and both are valuable tools in developing our understanding of the comminution process. Put in the `extreme' form the major observations and conclusions expressed in this paper are that: ? the main purpose of mill lifters is to reduce mill liner wear and not to promote rock breakage; ? the often promoted theory that balls impacting the ?toe of the charge? is a dominant form of breakage is incorrect; and ? fines production in a SAG mill is primarily a function of the rock load mass, with a secondary dependence on ball load for any given circuit configuration.

"Low-cost calcium lignosulphonate (CL), which is a byproduct of the wood pulping industry, was investigated as a potential binder during laboratoryscale pelletization of inertinite-rich high-ash coal fines from the Highveld Coalfield of South Africa. Coal-binder mixtures containing between 1 and 15% calcium lignosulphonate were prepared, pressed, and ultimate, proximate, porosity, XRD, and XRF analyses obtained. It was found that increased pressure during pelletization results in increased attractive forces, due to increased interparticle contact areas. FTIR analysis showed that chemical interactions occur between coal fines and the binder, as evidenced by the formation of new C-O ether-type bonds. The presence of moisture during pelletization enhanced surfactant activity of the binder. Chemical interactions between the coal and the binder seem to be mainly electrostatic, driven by Ca2+ from the calcium lignosulphonate, which may act as a bridge between the anionic parts of the binder and the surface of the coal. IntroductionCoal has over the years remained South Africa’s major energy source, with over 90% of the country’s electricity being produced via coal-fired processes (Arndt et al., 2016). Sasol’s coal conversion technology alone provides more than 40% of South Africa’s liquid fuel requirements (van Dyk, Keyser, and Coertzen, 2006). The production of high-grade coal requires the processing of run-of-mine (ROM) resources by a combination of processes which include crushing, screening, and washing (Radloff, Kirsten, and Anderson, 2003). These processes result in the generation of coal fines (< 0.5 mm) which, until recently, have been discarded into slimes dams (le Roux, Campbell, and Smit, 2012). Several issues are associated with slimes dams, among which are the costs of transportation of these fines from the place of origin to the discard point (often a considerable distance), and the potential environmental effects due to seepage of toxic materials into surrounding ecosystems (Clausen, 1973).Consequently, utilization of these coal fines is an area of great interest. Mechanical densification of fine coal by means of pelletization and/or briquetting to larger sizes for use in technologies that require lump coal, such as chain-grate stokers and fixed-bed gasifiers, has been shown not only to reduce environmental risks (Mangena et al., 2004), but also to significantly reduce storage and transportation costs (Mani et al., 2001). Pelletization is the process by which solid particles are consolidated into uniform, usually hard, impact-resistant agglomerates, rendering them useful as a fuel with sufficient calorific value for domestic and industrial utilization (Finney, Sharifi, and Swithenbank, 2009)."

Rock mass classification systems are extensively used in rock engineering design work, and mine design is no exception. Among the systems most widely used for mining-related design work are the NGI 0-system (Barton et al., 1974), the RMR system (Bieniawski, 1976), the MRMR system (Laubscher and Taylor, 1976) and, more recently, the GSI system (Hoek et al., 1998). Classifying the rock mass is widely seen as being the fieldwork required to characterize the rock mass and enable the application of empirical design methods associated with the different classification systems. This paper argues that it is fundamentally important to recognize the distinction between rock mass characterization and rock mass classification. These two processes should, in most cases, be separated from each other. Rock mass characterization should be used to determine the intrinsic properties of the rock mass independently of the application; i.e. independent from the infrastructure to be designed, the size, shape, and orientation of the excavation(s) or pillar(s), etc. Rock mass characterization should also be compatible with most classification systems and empirical design methods to be used. Rock mass characterization is the background fieldwork required to perform rock mass classification and/or engineering design work. Rock mass classification is the subsequent step to the characterization, and an integral part of the design process. Parameters that vary according to the design, such as the relative orientation of geological structures compared to the opening or the mine-induced stresses, should be calculated as part of the rock mass classification and design process, rather than during the rock mass characterization process. The failure to distinguish between rock mass characterization and rock mass classification can lead to major design errors and poor results.

For the purpose of determining confidence limits for ore grade estimates, an extensive simulated data base was used, which included 1728 ore blocks with ‘actual’ grades and the corresponding estimates based on ordinary and simple kriging. The practical results show that conditional unbiasedness is essential and that acceptable confidence limits can then be set using Normal theory for the simulated error distribution based on the logarithms of the ratios of ‘actuals’/estimates with a variance related to the kriging variance. The mean of the data used to prepare the variogram and the estimated block grade are to be used properly in this approach. A practical analysis was also done of the actual point and block data from a very large mined out Carbon Leader area. The distributions of the actual grades for two levels of block sizes with different levels of variability were fitted using three models, ie. 2-. 3- and compound-lognormal. The trends of tonnages, grades and relative profits for a range of pay limits, as well as the usual tonnage-grade curves, show a practical insensitivity for the choice between the three lognormal models considered.

This paper gives an account of the development of a plant for the differential flotation of mixed sulphide ore, special reference being made to the separation of copper and zinc sulphides. The uniqueness of the geology, mineralogy, and metallurgy of each complex ore-body is stressed. Consideration is given to the scale-up of laboratory data, and to some of the factors involved in the design of milling and flotation plants for this type of ore. Process control and development are discussed, as are the human requirements for the optimum operation of a concentrator.

The structural age of the capital mining machinery, representing a part of the system of the Electric Power Industry of Serbia, has been dictated by the initiation and development of open pit coal mines. For example, the oldest bucket wheel excavators were installed some thirty-four years ago, and the average life of the relevant machinery exceeds twenty-two years. Operation of both capital equipment and machinery has direct effects on economic and business activities of open pit mines, and consequently forced us to make a decision and study thoroughly the problem of establishing the optimum exploitation life of capital mining equipment at the open pit coal mines of the Electric Power Industry of Serbia. The aim of this paper is to define and discuss the relative problems as well as to find out the possible solutions and establish the methodology for estimating the optimum exploitation life of machinery. The study was successfully carried out by a team of scientists engaged from and coordinated by the Department of Computer Science of the Faculty of Mining and Geology, University of Belgrade. This paper presents the key observations covering the subject problem. The results obtained from the operation of a batch centrifugal ball mill are reported, together with the development of a model for the behaviour of a particle in free flight within the mill, and the introduction of a cumulative breakage rate function. Schumann and Rosin-Rammler plots show the change in particle-size distribution with time at various configurations of the mill. Graphs showing the rate of production of fines and the rate of breakage of coarse particles are included.

"Mining in the Carletonville area of the Witwatersrand Basin predates 1934. Owing to the depletion of higher grade ore, the current activities focus increasingly on the extraction of lower grade secondary reefs as well as remnant extraction. Of particular interest is multi-reef remnant extraction. Numerical modelling was conducted to investigate some rock engineering aspects of remnants being understoped on a secondary reef horizon. An analysis of the stress evolution in the middling between two reef horizons indicated that a zone of high major and low minor principal stress develops between the two reefs. This indicates a high risk of violent shear failure. Some pillars were nevertheless successfully understoped in the past and a study was conducted to better understand this phenomenon. An ’extended’ energy release rate concept introduced by Napier and Malan (2014) proved to be useful for investigating this problem. It was found that bedding planes and lithology appears to play a role in the stable dissipation of energy in multi-reef remnant geometries. The study indicated that the stope convergence and the various energy components are affected by the presence, position, and properties of a bedding plane. The energy solutions are complex and sometimes counterintuitive. Care should be exercised when modelling specific cases. The modelling was nevertheless valuable as it indicated that energy dissipated on weak layers may reduce the risk of violent failure in a multi-reef mining scenario. Additional work is required to investigate if crushing on the reef plane plays a prominent role when mining these remnants. IntroductionTo extend the lives of the Witwatersrand gold mines, work is being conducted to include a larger number of remnants and pillars in the reserve base of the mines. According to Jager and Ryder (1999), a remnant is an unmined block of ground surrounded by extensive mining. Remnants are typically left because of adverse or difficult mining conditions caused by geological structures, poor ground conditions, low grade, or rockburst damage (Durrheim, 1997). In contrast, pillars are typically the result of rock engineering designs to control energy release rates (ERR) and seismicity. During the early 1900s, remnants formed by the practice of scattered mining layouts had a significant effect on seismicity. Numerous task teams were appointed during this period. As the industry expanded, the severity of rockbursting increased and the research was formalized after the 1960s. Various recommendations were made and many of these are still used as best practice today (e.g. Jager and Ryder, 1999)."

This paper presents an initial investigation into the viability of co-kriging the grades of multiple mining cuts in a two dimensional, thin reef scenario. Deposits with gradational mineralized zones, in the perpendicular sense, are not as well served by the use of reef accumulation and thickness as deposits characterized by a sharp distinction between ore and waste rock. South African Bushveld Complex platinum deposits and Witwatersrand gold deposits are examples of this distinction. The calculation of an optimal mining cut is of paramount importance in the mining of Bushveld platinum. Two-dimensional kriging of a constant stoping width mining cut is an effective method for resource calculations once a cut is decided, but this begs the question of how to decide on the cut. Comparison of multiple cuts is used as a way of achieving this decision on many of Anglo Platinum’s operations. Although the kriging of each cut is valid in isolation, occasional negative values occur when incremental grades between overlapping cuts are calculated. Negative incremental grades cannot reflect reality. They are thought to be related to the inability of the method to include the strong continuity in the perpendicular direction demonstrated by the relevant variograms. Co-kriging of related variables has been investigated as a potential means tore impose this inherent order relationship. Various co-kriging options have been investigated. The method has been tested on a real data set from an established platinum operation. One of three types of anomaly has been investigated so far. The results show that co-kriging the mining cut grade as the primary variable, with just one secondary variable, the reef thickness, eliminates most occurrences. Severe anomalies remaining are arguably indicative of population mixing and might be more effectively treated by rezoning the data. Aim—To investigate the viability of co-kriging the grades of multiple mining cuts as a method for resolving anomalies in the estimation of such cuts on Bushveld platinum deposits, with applicability to other thin reef type deposits with a gradational not sharp cut-off between ore and waste in the direction perpendicular to the reef. "The copper smelting industry faces increasingly stringent environmental regulations and must continue driving innovation to reduce energy usage in its production chain. With the coming of age of ‘bottom-blowing’ copper technologies in China over the last decade, much renewed attention has been brought to tuyere bath smelting for clean copper-making. Since bottom-blowing sonic injection was originally developed and implemented in steelmaking in the 1970s and lead smelting in the 1990s, the time seems appropriate to revisit the sonic injection concepts and dispel some myths. After reviewing the trends in the copper industry and providing a brief historical context of research and development related to sonic injection, the author presents a comparison of the main submerged tuyere bath smelting technologies, namely the Noranda Reactor (NR), the Teniente Converter (TC), and the Chinese Bottom-Blowing Smelting Furnace (SKS/BBS) for copper, and the Queneau-Schuhmann-Lurgi Reactor (QSL) for lead. The core of this article, however, consists of a brief description of the fundamental theories for sonic injection (jetting regime) and ‘sonic flow mapping’ to illustrate the relationship between the minimum tuyere back-pressure required to achieve sonic flow and the tuyere internal diameter. The article also offers a comparison between side- and bottom-blowing in jetting regime before concluding with the author’s vision of the new trend in submerged tuyere bath smelting. IntroductionIn the last decade, developments in the copper smelting industry have been driven by two key concepts: (1) increasing cleaner smelting capacity to meet the world’s growing copper demand, as illustrated in Figure 1, and (2) increasing process off-gas capture to comply with more stringent environmental regulations and abide by a corporate social responsibility ethic of a clean work environment (for smelter employees) and clean air (for families living around smelters). The copper smelting industry has also faced some major challenges in the last few decades, including (1) low treatment and refining charges (TC/RC or processing fees) impacting custom smelters, (2) lower concentrate quality and grades with higher levels of impurities (e.g. As and Hg), (3) higher processing and transportation costs due to the rising cost of energy, (4) restrictions in process intensification (tonnage oxygen usage) due to furnace integrity limits, and (5) scarcity of educated and trained personnel due to fewer metallurgists graduating from pyrometallurgical school programmes combined with a high retirement rate of skilled workers."

"Peirce-Smith converters (PSCs) are extensively used in the copper, nickel, and platinum group metals industries. The typical converting operation involves lateral purging of air into molten matte through a bank of tuyeres. This blowing operation occurs at low pressure from the blowers, resulting in a bubbling regime that is considered inefficient from both a process and an energy utilization perspective. Inherent drawbacks also include recurrent tuyere blockage, tuyere punching, and low oxygen efficiency.Western Platinum embarked on a full-scale industrial evaluation of generating a jetting regime by using sonic injection. Prior to industrialscale tests, a numerical assessment to ascertain the feasibility of implementing sonic injection into a PSC was conducted. The work included flow characterization at high-pressure injection achieving sonic velocity at the tuyere exit. The 2D and 3D simulations of the three-phase system were carried out using the volume of fluid method together with the RKE turbulence model to account for the multiphase and turbulent nature of the flow.This paper discusses the key findings in understanding plume extension, velocity distribution, shear wall stress analysis, and phase distribution characteristics in the system. Plant trials are also discussed with reference to the commercial aspects of a full-scale implementation of sonic injection in the smelter."
