I have headed this paper with a question and for the impatient among you ûthe answer is no we have not run out of developments but, and it is a big æbutÆ, we need to be innovative and ahead of the game or ænoÆ will be æyesÆ before we know it.Why do I believe that our future lies in innovation? Thirty years ago, knowledge doubled every 14 years. It is now doubling every seven years. In 1965, Gordon Moore, one of the founders of the chip maker Intel, made an observation that growth in memory chip performance is doubled every 18 months which became known as MooreÆs Law. Now there is fibre law, where the transmission line capacity doubles every nine months and storage capacity, under disc law, doubles every 12 months. What does this mean? Well, firstly there is a massive rise in information flow and availability with no limits in growth for at least the next ten years. Secondly, unlike our grandfathers, we are most unlikely to be employed by the same firm for our working career - we may not even have the choice to stay with the same company. In a phenomenon Richard Foster and Sarah Kaplan (2001), borrowing from Schumpeter, termed æcreative destructionÆ, companies are unable to sustain market-beating levels of performance for more than ten to 15 years. In the 1920s the turnover rate of companies in the United States was 1.5 per cent, so a company could employ almost three generations from the one family. A company had a half life of 60 years. In other words, you could well be in the same working environment as your grandparents. Today the churn rate is estimated to be eight to ten per cent. A company has a half life of five to six years. So for large companies, as an employer or employee or as a contractor, your working environment has a 50 per cent chance of changing in five years. Innovation is the driver of this rapid rate of change. Innovation is not for the faint hearted (Cutler, 2001) but it is the core for success in the global economy. The rate of change in our world is not going to decrease. We must learn, not only to manage change, but to enjoy the process of changing û to ride the tsunami of the knowledge economy.

Dragline performance drops considerably when chop-down and double handling of material is needed due to increasing overburden thick- ness or total pit depth. Beyond a certain pit depth the dragline needs support by a pre- stripping system in the upper portion of the overburden. In soft to medium hard ground the bucket wheel excavator can be used for pre- stripping, whereby several methods of material transport are investigated. Conveyor transport around the pit and dumping by stackers is the best solution from the technical point of view. Cross pit transport and dumping by means of a conveying bridge is the method with the lowest costs per volume moved. Cross pit transport by use of a beltwagon with overlong discharge boom is both, poor from the technical point of view and high in overall costs.

Mine planning is a crucial part of all mining industry projects, and nowadays, geometallurgical mapping through advanced computer technologies provides an opportunity to involve metallurgical responses of a deposit into 3D block model in order to optimise mine planning activities, especially for production forecasting. Including these metallurgical parameters apart from traditional geology and grade-based attributes into resource modelling leads to an extensive approximation for the economic maximisation of mine production due to better forecasting, planning and increasing certainty and the reliability of the resource model (Macfarlane and Williams, 2014). Commonly, geostatistical techniques and algorithms are used to produce models with the high resolution (Brissette et al. 2014; Deutsch et al. 2014; Tolosana-Delgado et al. 2015). The accuracy of the modelling procedure deeply depends on a reliable block model, produced by spatial analysis of corresponding variables that define the geological, metallurgical, mineralogical and chemical behaviour of the deposit. However, there are special cases, where the application of enhanced geostatistical methods is required, to solve the occurred difficulties between variables with multivariate complexities. For example, in oxide copper deposits, the soluble copper grade is a percentage of total copper grade and recoverable by heap leaching processes (Emery, 2012; Hosseini and Asghari, 2015). The Kipoi Central (KPC) copper project is located in the Katanga Province in the Democratic Republic of the Congo and is presented here as an example of an operating mine where the Mineral Resource was initially estimated by uniform conditioning (UC) and subsequently updated to localised uniform conditioning (LUC). This paper discusses the implementation of an estimate run using LUC and compares the results based on resource definition drilling to those obtained by close spaced grade control drilling and actual mill production.UC is a nonlinear geostatistical technique designed for recoverable resource estimation, typically using wide spaced exploration and resource definition drilling. The primary output of UC is the grade, tonnage and metal above a series of user-defined cut-off grades for a particular selective mining unit (SMU) block size. The UC approach is considered to provide a more accurate representation of the recoverable grade and tonnage at SMU support for non-zero grade cut-offs than would typically be achieved by a traditional linear estimator such as Ordinary Kriging. LUC is a relatively new approach involving the post-processing of a UC estimate and is used to spatially present the grade distribution predicted by UC at the SMU scale.This study demonstrates that the calculation of a more accurate and realistic grade-tonnage relationship for small SMU sized blocks is possible at the exploration stage using LUC, provided that the necessary theoretical and practical conditions for implementation of this technique exist.CITATION:Millad, M G and Zammit, M, 2014. As this Seminar is on "Progress - Mining and the Environment", I am taking the liberty of extending my address beyond the scope implied by the subject, "Rehabilitation of Mined Land", with a preliminary discussion on broader economic issues relevant to "Progress and Mining in Western Australia" before discussing its effect on the Environments Western Australia is nearly one million square miles in area and has a population density of approzimately one person per square mile. Because of its vastness it has wider climatic variations than any other Australian State. The north is tropical and the south is in the temperate zone. The major portion of the State is an arid plateau with less than 10 inches of mean annual rainfall. The climate, rainfall and soil conditions of the South-West region are more favourable to agriculture than any other part of the State and consequently was settled first. The immediate need of the colonists being food and shelter, the early economy was based on farming and forest products.

The US Bureau of Mines is conducting research to improve the health and safety for underground coal miners, and the efficiency of the mining systems that are used. In 1986, the Bureau began a major research effort on the technology for computer-assisted mining systems for underground coal mines. The initial target was technology for continuous mining machines that would allow them to extract coal by computer-assisted operation. Technology areas being investigated include guidance systems, machine condition systems, computer systems, machine control, human-machine interfaces and planning. In each of these areas, individual system development has progressed to where underground testing of these systems will begin in 1991.In addition to coal extraction, the Bureau has also begun research for the development of technology for computer-assisted roof bolting. The Bureau is developing technology for a "smart" roof bolter that would be able to sense and analyze strata conditions to determine the requirements to provide a competent roof. The system would determine the location of the hole, drill the hole to length, and select and install the appropriate bolt.

As the theme of the conference is ære-discover Otago' from the minerals point of view, it is also timely. Of the eight million ounces of gold recorded produced from Otago, perhaps a quarter of this came from the goldfields of St Bathans, Vinegar Hill and Cambrians. The most notable among them was the Kildare Hill Mine, which is the so-called Blue Lake at St Bathans today. The bottom wash encountered in this mine contained the famous Kildare lead, which averaged 7 1/2 dwt to the dish, and is still one of the richest leads of alluvial gold known in the world. The richness of this lead, the best encountered in these gold fields, is otherwise stated to have yielded more than 42 ounces of gold to the cubic yard. It should be borne in mind that this equates to about $22 000 per cubic metre, in todayÆs values. I have been told by older residents of this district that in fact about 1 million ounces came out of the Kildare mine and associated workings. In todayÆs values, this would be about 530 million dollars worth of gold. The largest mines in the district were at Surface Hill, Kildare Hill, Nicholsons, Vinegar Hill, the Never Fail claim at Shepherds Flat nearby, and at Cambrians. It would appear that in almost every case, work stopped when the bottom wash progressed too deep down dip of the anticline hills on which it was initially found. The mining methods were sluicing and hydraulic elevating, and although the gold bearing ground did not stop, eventually it exceeded the ability of the mining methods then available years ago, to work it further. When it is realised that the previous mining has removed what is likely to be only a low percentage of the gold resources in these fields, a tantalising situation presents itself today in that mining technology now available will enable another cut to be taken off these fields. As in the past, I believe this will be million ounce plus and multi-million dollar scenarios, where the economic and social benefits will become widespread prizes.

With the depletion of high-quality ores, the efficiency of extracting difficult gold ores through flotation and leaching becomes very important in the mining industry. Iron contaminants, sulfide and carbonaceous coatings on the surface of gold and gold bearing minerals significantly hinder the recovery of gold during gold processing. As the surface of gold minerals is easily contaminated, coatings of iron oxides and iron hydroxides originated from the grinding process and oxidation of iron sulfides will cause a retarding effect on both gold flotation and leaching.To mitigate the processing issues caused by undesirable surface coatings on gold minerals, a new technology in treating surface coatings of iron contaminants has been developed. The pulp potential and pH of the slurry are altered to allow dissolution of surface coatings which are further excluded by the use of complexing reagents. The current work shows that iron contaminants can be removed from the surfaces of gold through Eh-pH adjustment and chelation which result in significantly improved gold flotation response. The addition of complexants aids the formation of iron chelates to prevent the iron species in the solution from forming iron oxide and iron hydroxide in the flotation conditions.CITATION:Wei, R and Peng, Y, 2014. A new range of solid and liquid ion exchange extractants for gold based on the guanidine functionality is described. These extractants have pH versus gold extraction isotherms which lie between those of the conventional weak base and strong base resins which have previously been studied as aurocyanide extractants. Possible applications of these new extractants in gold recovery are discussed.

The debismuthising plant, commissioned in 1980, is based on the Kroll-Betterton process for preliminary bismuth removal with subsequent antimony treatment for fine debismuthising. Bullion flowrate is continuous and the plant was designed to achieve low bismuth lead product at rates of up to 20 tonne/h.Development of the first stage of the operation has enabled reliable operations at 25 tonne/h to be achieved. Thesedevelopments also introduced the opportunity to treat higher bismuth bullion at up to 35 tonne/h when operating the first stage only to produce product lead of 0.029 per cent Bi, meeting the ASTM B29-55 Corroding Lead Standard.

In this paper, a subtle, but important, difference has been drawn between responsibility and mandate. Responsibility has a connotation of financial involvement assigned to an organ- isation as a result of some action it takes, the ramifications of which can be ascribed directly to the organisation. In contrast mandate relates to the power and authority to act. The paper outlines the role of poli- ticians as community decision-makers and the need for Government policy to be flexible in an advanced industrial society so that decision- making options are kept open for as long as necessary. Further, broad community objectives need to be understood and defined so that plans and policies can be consistent. Co-ordination through communication at all levels, especially at the public administration interfaces and with the private sector,is essential for effective resource allocation and efficient implementation. The paper discusses several aspects of the infrastructure responsibility question and some considerations which might be viewed as important by the community decision-makers in considering what responsibility the "community" should accept in providing infrastructure.

In order to meet export sales requirements from 1983 onwards, Amcoal developed a new underground mine in the Witbank area of the Transvaal. The mine was required to produce 5 million tons of run of mine coal per annum giving rise to 4 million tons of saleable products. A description of the coal processing plant is given with comments on design philosophy and design parameters. Main features of the coal processing plant are the raw coal handling facilities, centralised control and data capture and the loadout station. The management systems applied during the commissioning period are described. The difficulties experienced and their solutions are discussed. Commissioning was concluded with an independent plant performance test.

This paper outlines a range of strategies for steady state optimisation of most types of concentrators. Optimisation is considered in terms of comminution performance, energy efficiency, concentrator strategy and overall mine/concentrator operating philosophies. Application becomes more complex as the range of optimisation is expanded. However, the potential gains also increase. A step by step framework for data collection and analysis is provided. This process is facilitated by powerful simulation and mass balancing programs which are now in common use. Once a sound, steady state rationale for optimisation has been developed, it may be used to provide a fine foundation for process control system development.

Top outlet sediments from the National Geochemical Survey of Australia have been extracted by a partial extraction method for over 50 elements including gold. The partial extraction results from this low-density survey show discrete coherent anomalies for Au in the vicinity of many of AustraliaÆs known goldfields, and in the vicinity of some minor gold occurrences. In several instances catchment outlet anomalies for Au have been recorded from areas not known to contain significant economic gold. Several large economic goldfields are shown to not produce anomalies in catchment outlet samples. A survey of overbank samples in the Swan Avon catchment of Western Australia at double the sampling density shows that low level anomalies (>1 ppb) can be traced back to source using overbank sediments. Follow-up of one of the Au anomalies at Kent River in previously regarded non-auriferous terrain (western Albany-Fraser Belt) indicates a non-economic, but perhaps geochemically significant, Au anomaly with associated pathfinders including palladium. This may indicate that further exploration of the western part of Albany Fraser Belt for Au is warranted. The combination of catchment overbank samples and partial analysis technique has been shown to be effective at locating the source of gold anomalies from initial low-density continental and regional surveys.CITATION:Mann, A, Davidson, A and de Caritat, P, 2013. In November 1996 the NSW Minister for Mineral Resources, Hon Bob Martin MP, commissioned ACiL Economics and Policy Pty Ltd to conduct a wide ranging review of safety within the New South Wales mining industry.The review was a response to a disturbing number of fatalities which had occurred in the industry during the Minister's term of office together with a number of alarming near misses where serious failures in mining systems had occurred. Shortly after the review was commissioned, four mine workers died at Gretley Colliery near Newcastle. An inquiry is currently being conducted into the incident.

About 11,000 tons of contaminated zinc flotation concentrate were available in the form of earth walls from dams used for atmospheric drying of the concentrate.Following successful laboratory tests this material was treated in a plant by crushing, grinding, and then flotation in a circuit consisting of roughing, scavenging, and two stages of cleaning. Reagents used were copper sulphate and a little butyl xanthate and frother. About 5,720 tons of zinc concentrate assaying 52· 3 per cent zinc were produced.

Following a review of life-of-asset work at MMG’s Rosebery mine in which a proposal to increase production from 0.8 Mt/a to 1.2 Mt/a was mooted, questions were raised as to the seemingly arbitrary reasoning for the production increase. They included: Did the proposal actually add value? Was the production rate from the mine sustainable? Was it the best identifiable value-adding configuration?A multiple scenario analysis study commenced to model how various cut-off grade values against mill throughput, along with associated capital expenditure, would impact on the potential value of the operation. This was carried out utilising the ‘hill of value’ approach promoted by AMC Consultants.The traditional approach to these studies uses a constant cut-off value (NSR – net smelter return) for the whole mine analysis. This was thought to potentially introduce a large amount of variability to the model as different ore types were thought to have different processing costs and different underground lenses were thought to have different mining costs. With the aim of developing a consistent value measure that would be comparable between the lenses, an alternative measure was suggested for all ore block values in this model, irrespective of lens location.The new measure used was a mine variable value (MVV). This allowed for the variable factors of final metal concentrate production to be removed from the ore value. From a mining point this was the haulage distance from ore source to run-of-mine (ROM). For the mill it was the amount of reagents required, varying based on grade together with the amount of power required for crushing, grinding and tailings handling.From the initial run of the model, preliminary results lead to a conclusion of increased value being gained by either increasing cut-off grade or increased mill throughput rate. The validity of the result was tested using alternative price scenarios, which although changed the absolute value achieved did not significantly change the identified value-adding strategies. The realisation of these value increases identified are however contingent on higher sustainable development rates being able to be achieved mine-wide, higher backfilling rates being able to be achieved and overcoming recognised ventilation constraints. Further detailed studies are being put in place to identify the practicality of overcoming these recognised constraints and achieving the higher-value strategies identified.The ongoing objective of the hill of value model built is to keep the model alive as a life-of-asset planning tool and to continue refining the foundation data, such that various mining strategies can be analysed with increased confidence.CITATION:Hills, A J, Hall, B E and Poniewierski, J, 2014. The Clyde Power Project, and its Clutha Valley Development forerunner, has taken widespread investigations for various hydroelectric purposes both along the valley floors upstream from Alexandra and on the higher schist terrain. As part of this work the nature and extent of many of the alluvial deposits have been resolved and the ages established with varying precision. Gold values have been approximately appraised in some areas as an element of environmental assessment.
