The Malvern Hills coal project is now in an advanced stage of development with the stripping of overburden from above former underground workings in which a 3 m seam of subbituminous C coal with very low ash and sulphur was previously mined. The main seam dips at 45¦ to the south-east, along with other adjacent potentially recoverable thinner seams, and the strike extent of past coal mining in the Malvern Hills approaches 10 km with most extraction by underground methods. Overburden and interburden is predominantly weak mudstone, with only very minor sandstone, whilst a 1 - 2 m thick veneer of Last Glaciation loess covers the area. The coal product from the present mine site will supply the local industrial market, with production planned to peak at about 20 000 tpa. Settling pond design has been based on several different approaches, including an estimate of likely inflows from the contributing catchment of about 5 ha under predicted storms having a ten year recurrence interval. A pond of about 1000 m2 in area has been constructed with its invert in mudstone bedrock, and soil slopes have been lined with lime-stabilised clayey loess silt incorporating a gravel armour layer. The pond outflow takes place via a 2 m high 1.8 m diameter concrete dewatering tower, with a skimmer arrangement to lower the pond by approximately 500 mm between storm events. The overflow water discharges to the main stream above a natural wetland, which will act as a secondary polishing pond, and this is to be enhanced in conjunction with the neighbouring forestry company. Discharge consents specify turbidity and pH as the controlling criteria, and both will be monitored at the settling pond discharge point as well as at the entry to the main stream. Investigations to date indicate that the pH of water exiting from previous underground workings is in the range 6.8 to 7.2, and that acidic drainage will not be an issue with this mine site. No dispersive clays have been identified in assessing the overburden and batter materials, although erosion during storm events is expected and all drains will ultimately be routed through the main settling pond to ensure adequate control of runoff-generated sediment. Reestablishment of vegetation on cut and fill batters remains a priority, and ongoing monitoring will ensure satisfactory long-term performance of the pond system.

The Government of Canada recently passed a new regulation to control the liquid discharges from metal mines in Canada. The Metal Mining Effluent Regulation of the Federal Fisheries Act will come into force within the next six months. As a result the Ontario Regional Office of Environment Canada has developed a compliance promotion program to accompany the new regulation. How the mines implement the regulation will be key to its success. This paper will briefly outline the components of this regulation, including the reporting structure, the discharge parameters and limits, as well as the requirement for the mines to conduct long-term environmental effects monitoring on their effluent discharge. The presentation will give a brief account of the compliance promotion program, and then focus on the spill trends from Ontario mining operations. The province of Ontario has the largest concentration of metal mining operations in the country with approximately 40 active mines.

The education system today is turning out potential Mine Managers and Superintendents for the coal industry who are lacking in adequate management knowledge. They are required by the Mining Act to be highly skilled operators who are operations and production oriented. This puts them in much the same category as airline pilots and ships' captains. The real need is for them to be management and profit orientated. Changes over the years in Managers' and Superintendents' roles are highlighted by identifying those professions and vocations with whom they must now work. Comparing classifications in the 1916 award and the current award, and making a comparison between management and mining degree courses, leads to the conclusion that separate degree courses are necessary for future Mine Managers and Mining Engineers. Mine management must become a profession in its own right if optimum profits are to be made from mining in the future.

The Mining Act (1992) and the Petroleum Act (1980) provide for the Government of Papua New Guinea (PNG) to take up equity holdings in mining and petroleum projects. The price the Government pays for its share is based on the historical cost of exploration and development on the project to the date of government equity acquisition. The equity level to be acquired is not fixed and ranges up to 30o for mining and up to 22.5s for petroleum at the discretion of the Government of the time.The objective of this paper is to examine the pros and cons of State equity holdings in PNG from the point of view of both the State and the developer. Using an economic model of the PNG mining taxation system an assessment is made of the effective return on investment received by the State from such equity holdings. The results are compared with government revenues from other taxation measures.

Experience is reporled in the operation of the pilot Lurgi carbonization plant at Morwell, afler it had been reconstructed to obtain better control of the heating of the briquettes in order to produce a strong char suitable for use as a metallurgical fuel. The theoretical Ideal Heating Cycle, which had been designed from earlier laboratory research, was closely approached in the carbonizer, and up to 97 per cent of the whole dried briquettes entering the carbonizer were recovered unbroken in the char.The strength of the char produced in the pilot plant was limited by the performance of the drier where the cracking and breakage of the briquettes was more severe. Theoretical studies have indicated that this limitation could be removed by using a hot briquette feed to the pilot plant. Experience indicates that with a hot briquette feed to the drier and with ideal heating in the carbonizer, hard char could be produced from Yallourn briquettes in continuous operation.The project has been terminated for economic reasons...

The Cadjebut orebody is a MississippiValleyType (MVT) zinc-lead deposit, and is located approximately 80 km southeast of Fitzroy Crossing in the Kimberley region of Western Australia. It is one of five zinc rich orebodies discovered by BHP Minerals in the region.The participation in the Cadjebut Joint Venture is BHP Minerals limited (Manager), 58 per cent and Billiton Australia Limited, 42 per cent.The mineralisation is contained in gently dipping dolomitised limestone sediments (part of the Lennard Shelf carbonate sequence) with an orebody width of between 60 and 120 m and a strike length of approximately 3 km. The deposit consists of two thin, stratabound shallow dipping orebodies, one overlying the other, to provide discrete but not independent mining areas. The orebody contains approximately 2.1 million tonnes of recoverable ore at an approximate grade of 12 per cent zinc and four per cent Lead.

The Eskay Creek orebody is located in north-central British Columbia (Canada). The ore contains major gold and silver values and minor but economically significant quantities of zinc. The refractory nature of the gold necessitates a pressure oxidation pretreatment prior to cyanidation. After solid-liquid separation the oxidation solution can be treated by oxyhydrolysis for iron removal and cementation with zinc dust for noble element removal. The resulting solution, as obtained in pilot studies, contains 7 - 10 g/L Zn, 0.5 g/L Ca and 2 - 4 g/L Mg. Minor amounts of cadmium, copper and iron may also be present in the solution. Over 90 per cent recovery of zinc from Eskay Creek oxidation solutions could be obtained by four stages of zinc extraction with Cyanex 302 extractant (Cyanamid Canada Inc, Niagara Falls, Canada). Zinc was stripped from the organic with spent zinc electrolyte in two stages. A complete description of the bench scale and miniplant studies of the solvent-extraction electrowinning circuit follows. The behaviour of minor amounts of copper, cadmium and iron in the circuit is also Discussed.

Finite element analysis is becoming a routine component of design of longwall extractions, now superseding more traditional somewhat intuitive approaches. Finite element modelling is relatively inexpensive and provides an adequate degree of similitude to give satisfactory analysis. The physical modelling of two decades ago is now largely replaced by numerical methods of which finite element is the best known. Important data for finite element work are physical properties, including creep aspects, introducing the non-linearity of stress response.Various computer packages are available and some were used to model two specific UK examples, using both linear and non-linear approaches. It appears that non-linear approaches will yield most benefit. The use of materially non-linear analysis is merited by the greater similitude it provides between model output and real mine situations.

Newly published models suggest that some orogenic and Carlin-style gold deposits formed by the remobilisation of trace elements during interaction with hydrothermal or metamorphic fluids from early sedimentary pyrite that was enriched in Au, As and Te. The released trace elements are transported by the fluids to favourable trap sites where they are deposited. Therefore, early enrichment of Au, As and Te in source rocks (particularly in pyritic black shale) can be crucial to the formation of orogenic and Carlin-style gold deposits.The most important cause of the enrichment of gold and other trace elements in the sedimentary basins has been examined in this study to determine which basins are the most prospective for the development of orogenic gold deposits. An important influence for Au and other associated trace element accumulation in sedimentary pyrite is the temporal variation of trace element content in the oceans, as revealed by a database of over 1400 analyses of pyrite from black shale through geologic time. It is inferred that sediments coeval with those where sedimentary pyrite is enriched in Au and associated trace elements are more likely to be source rocks of orogenic and Carlin-style gold deposits.Factor analysis of the trace element content of pyrite through geologic time was conducted to investigate the multivariate relationships amongst trace elements and how these chemical factors explain the uptake of trace elements. One important factor includes Te, Au, Pb and Bi content. The incorporation of these large cations into pyrite is enhanced by As3+ substituting for Fe in pyrite lattice. The As3+ ion occurs in relatively oxidised environments and, thus, it is expected that shales deposited in non-euxinic waters are better source rocks for orogenic gold deposits.The examination of both the time in which the sediments were deposited and the redox conditions of the basin, and the ocean more broadly, can be used as a guide to approximate the extent of a basin’s fertility. Anyone who has driven backwards using only their rear view mirrors knows how difficult it is to avoid spinning the steering wheel the wrong way. So why run your mine that way? Traditionally Reconciliation has focused on the past performance of the mine. In this paper we make a case for Prognostication û the act of forecasting or predicting something in the future from present indications or signs. Reconciliation is a common activity carried out at most mines around the world. Countless geologists and engineers spend hours poised in front of spreadsheets diligently comparing how their resource/reserve model, grade control, and survey pick ups compare to what was actually produced. The result is usually a group of factors, which are applied to future estimates in an attempt to better predict how the operation may perform. Unfortunately, if the road ahead isnÆt the same as what you have just been down, youÆll be æoff-roadingÆ in no time! An alternative is to constantly collect and analyse key measurements that are used to calibrate critical estimates in an iterative process. When variations occur, they are analysed and corrective action is taken to ensure the estimates and measurements realign. In this way the estimates become forecasts and can then form the basis for decision making to ensure that what does happen in the future will match the plan or schedule. By automating this process, some mines have been able to be proactive on a daily basis in order to improve the overall performance of the operation. This paper outlines the key estimates and measurements used for reconciliation, details the characteristics of an automated web based information management system to facilitate the process and provides some insights about how mining operations might move beyond reconciliation.

The AGL Loy Yang Mine is one of the largest and most significant coalmines in Australia. Commencing in 1982, this mine produces 30–35 Mt/a to supply more than 50 per cent of Victoria’s electrical power requirements. At this mine there are unique geotechnical challenges to overcome to ensure its safe operation including: significant mine depth, low density of coal in the operating and permanent mine batters, the influence of groundwater and deep sediment aquifer pressures. One of the challenges is the behaviour of brown coal, which is neither a soil nor a rock and displays long-term creep stress relief. Other geotechnical challenges include ensuring stability in high unconsolidated dumps, potential large-scale block movement in mine batters driven by crack water pressure and heave from high-pressure aquifers.The paper will outline the geological and hydrogeological setting and potential failure mechanisms, and detail an integrated geographic information system and reporting regime that in part addresses ground control management at the mine. The paper will also outline the management processes for a dynamic geotechnical environment and the benefits of the alliance arrangements to meet the geotechnical requirements at the mine and the effective personnel integration in the mine technical services team.CITATION:Jansen, B, Missen, J and Cyphers, S, 2014. The Mt Leyshon Volcanic Complex lies 24 kilometres south-west of Charters Towers and is part of a major continental volcano-plutonic province of Permo-Carboniferous age in north-east Queensland.The volcanic complex is located on the contact between Cape River Beds of Cambrian age and the Ordovician Ravenswood Granodiorite Complex. The emplacement of the complex appears to have been structurally controlled and is at the intersection of major north-east and minor north-west trending lineaments. The gold mineralisation occurs in the form of cavity coatings, matrix replacement, disseminations, and vein and fracture fillings containing quartz, chlorite, carbonate, pyrite, sphalerite, chalcopyrite and galena in various volcanic breccias and rhyolitic intrusives. The current published mineable ore reserves, calculated by Noranda Australia Limited, are 6.3 million tonnes of 1.8 grams per tonne gold and 4.8 grams per tonne silver. The orebody is open at depth, and in all directions except north where it abuts the granodiorite.

The MIMDAS geophysical data acquisition system developed and tested by the former MIM Exploration Pty Ltd (MIMEX) is now commercially available worldwide through Geophysical Resources and Services Pty Ltd (GRS). The system implements several new features in its design that give it significant advantages over conventional systems and allows for new approaches to electrical exploration. In particular, the achievable signal to noise levels permit exploration to depths once thought beyond the range of electrical exploration. The flexible multi-channel configuration lends itself to truly 3D surveys in the style of modern seismic techniques. Each of these aspects is illustrated with a number of case histories from both Australia and South America.

One of the more recent developments within the mining industry has been the adoption of formal continuous improvement programs. A continuous improvement (CI) program was launched across Kalgoorlie Consolidated Gold Mines (KCGM) in early-2002. The purpose of this program was to identify further operating improvements within departments. The focus of the continuous improvement program was not only on the areas of the operation which were performing below expectations but also on areas of the operation which were performing well but could still be further improved.The effectiveness of a continuous improvement program depends on the stability of the processes in place and the participation of many employees from all levels of the business.Continuous improvement has had some successes and failures at KCGM and this paper will discuss both within the open pits department. Further improvements that could be made to the process will also be discussed. Kalgoorlie Consolidated Gold Mines Fimiston operation is located in the Kalgoorlie Goldfields and it the largest gold mine in Australia producing over 800 000 ounces of gold per annum.

Many changes have occurred in the world market for manganese over the last five years. Among these, the emergence of divided steel processes for the hot metal refining of pig iron is affecting the use of both ferruginous manganese ore and ferro manganese, at this stage particularly in the Japanese steel industry. Subsequent demand for higher quality manganese materials is promoting the use of thermally beneficiated products such as sinter. In addition, many processes are being developed for the direct smelting of fine manganese ores, of which plasma technology is the most advanced. Cost pressures and product quality requirements are encouraging pre- viously self sufficient countries such as The People's Republic of China and the USSR to import high grade manganese ores to supplement indigenous lower quality supplies. At the same time, Brazil has been provided with the impetus to convert its substantial reserves of ore to value added products.

Coal winning in the Latrobe Valley exceeds 45 mtpa uses a small number of Bucket Wheel Excavators and high speed conveyor systems. While this equipment offers many advantages in the production cycle, incorrect use can lead to low productivity and risks to the safety of the operators and equipment. The mining equipment is of high capital value and easily damaged when used outside the correct operating range. In the extreme case, this can result in total machine collapse, having major implications for personnel safety as well as production and costs. With an active productivity improvement program in the Latrobe Valley in the last two years resulting in a 50 per cent reduction of personnel, many experienced operators have retired. Mine management are facing the urgent need to rapidly train new operators to maintain high productivity levels and reduce the risk of accidents to personnel and high capital cost plant. With the assistance of the Central Gippsland College of TAFE a Certificate Level course has been developed for open cut operators. The course covers all essential training needs for the Latrobe Valley mines. The training is developed from National Competency Standards, allowing transfer of skills, and is flexible to suit other enterprises. It has been written for self-paced learning with the total job understanding, and to have competency-based learning outcomes, training tasks and assessments built-in to modules. With the introduction of this new training program, management is convinced that the element of risk within the mine will be significantly reduced. For these reasons it is an ideal training model for other enterprises.

New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.

The relationship between efficient liner exchange, concentrator availability and concentrator profitability is well documented. Russell Mineral Equipment’s (RME) relationship with OZ Minerals’ Prominent Hill site personnel enabled sound collaboration between the two parties. Both parties worked together to identify the sources of productivity and efficiency loss and developed solutions to reverse them.This paper chronicles the identification of production inefficiencies and the resulting removal of mill relining from the critical path through the materialisation of mill relining optimisation strategies. Water quality standards for some of the substances likely to be discharged to natural waters by the mining industry are discussed. After briefly examining how uses of water can be affected by discharges, standards for suspended solids and turbidity, pH, and toxic materials are considered. Heavy metals are examined in some detail because of recent public concern regarding their discharge. Caution is given in connection with their analysis at the very low concentrations required for management of natural waters. Finally, the issues of what constitutes a water right concentration compliance breach, and the appropriateness of biological monitoring as a condition on a water right are raised.
