Surface mine operators often gamble that the savings gained from elimination of haul-road subbase preparation will offset any potential loss in production due to deteriorating roads. According to the authors of a manual on haul-road construction, this practice yields results that are almost always undesirable. The lack of suitable weight-bearing material under the road surface permits extensive rutting, sinkage, and overall deterioration of the roadway, and a great deal of maintenance work will be needed to keep the road usable. In addition, say Walter W. Kaufman of Skelly and Loy, and James C. Ault, USBM Pittsburgh Mining and Safety Research Center, adverse road conditions pose a serious threat to vehicular controllability and create unsafe haulage road segments.

THE year 1940 was an important one in the life of Carl Swartz. At the annual Institute meeting in February of that year, he was inducted into the office of Vice-Chairman of the Institute of Metals Division, and a few months later he assumed another and possibly even more important responsibility-he became the son-in-law of Robert H. Leach, genial vice-president of Handy and Harman, who had just ended his term as Chairman of the Division. The young man who took on this dual obligation in 1940, and who is now commander-in-chief of I.M.D., was born near Danville, Ill., and graduated with honors from the University of Illinois in 1923. (Ed. note: It's a small world. About the time Carl was a freshman in high school at Danville, or slightly before, the University of Illinois students held beer parties in Danville's hotel. We know; we were there.) Continuing his education at another of our fine Middle-Western colleges, Carl received his Master's degree from the University of Wisconsin and his Ph.D. from the same school in 1926. For the next nine years he worked in that splendid training school for non-ferrous metallurgists-the research laboratory of the American Smelting and Refining Co., at Barber, N. J., leaving there in 1935 to take the position of metallurgist of the Cleveland Graphite Bronze Co. in Cleveland, where he is still working (in a modern, air-conditioned office and laboratory) today.

Located 19 km (12 miles) north of the Carlin gold mine and 43 km (27 miles) north of Carlin, Nevada, is Carlin Gold Mining Company's Bootstrap mine. This deposit is similar in character to the Carlin ore, except it occurs in the upper plate formation of the Roberts thrust fault rather than in the lower plate rocks. The deposit was discovered over 50 years ago and operated on a small scale in the early 1960s using vat cyanide leaching. Newmont Mining Corporation acquired the property in 1967, and from an open pit mined 650,000 mt (717,000 st) of ore which was trucked to the Carlin conventional cyanide plant. (See Gold and Silver Cyanidation Plant Practice by F. W. McQuiston, Jr. and R. S. Shoemaker, Society of Mining Engineers, AIME, 1975. ) With the same grade of ore, the gold recovery by conventional methods is somewhat lower than that of the Carlin ore, even with a finer grind. Leaching tests were first conducted by the United States Bureau of Mines in 1968; and in 1971, ‘72, Carlin conducted extensive cyanidation investigations by bottle testing, simulated heap leaching in tall columns, and small scale pad heap leaches. Gold extractions ranged from 55% to 95% with low reagent consumptions. In 1974, a 545 mt (600 st) heap leach test was made at Carlin on pit-run low-grade material assaying 1.37 g per mt (0.04 oz per st). In a six week period the extraction of gold was 47.57'0. Carlin uses atomic absorption analyses on cyanide leach liquors to determine potential leach ore grade rather than fire assaying because it gives a more practical assessment of leach recovery than does fire assaying, which accounts for the total gold content. Before open-pit mining was started, plans were made to heap leach, the ore at Bootstrap which was too low grade for transport to Carlin. The topsoil outside of the designed pit area overlaid ancient lakebed clays which were found suitable for compaction to form an impervious base on which the dumps to be leached could be placed. By using the cost of truck haulage and milling at the Carlin plant and the price of gold 'at that time, a cutoff grade was established which resulted in the gold content of the first 150,000 mt (165,000 st) of the heap leaching ore being 1.51 g per mt (0.044 oz per st). An additional 500,000 mt (552,000 st) of lower grade material, assaying 0.96 g per mt (0.028 oz per st), is available for leaching as economics permit.

The Carlin gold deposit is located in northeastern Nevada about thirty-five miles by road from the town of Elko. Following the staking of six square miles 'of ground, a drilling program outlined a fine ore body mineable by open pitting. The resulting mine turned out to be the largest open-pit gold operation in the world, until the Rosario Pueblo Viejo operation was started in 1975. Because of the high profitability forecast at the then $35 gold price, construction of a 2000 stpd mill was commenced on a crash program and was completed for Newmont Mining Corporation by Bechtel Corporation in ten months. Production was started in early 1965. The gold mineralization occurs in marine-type sediments, chiefly silt- stones and limey shales, and the ore characteristics make for a difficult materials-handling problem. At 5% to 6% moisture the ore is dusty during crushing, but even a light rain or snowfall virtually turns the material into a slurry. Crushing this sticky ore below 314 in. (19 mm) in the dry season and 1 in. (25.4 m) during the winter is extremely difficult and leads to problems with conveyors, chutes, and fine ore storage. The initial flowsheet for Carlin's crushing plant used a 5 ft by 22 ft (1.52 m by 6. 7 m) vibrating feeder -grizzly under the 60 -ton dump pocket for feeding the 42 in. by 48 in. (1067 mm by 1220 mm) single toggle jaw crusher and a 5 ½ ft (1.52 m) standard cone crusher in closed circuit with a 6 ft by 12 ft (1.83 m by 3.66 m) vibrating double - deck screen. Because continual packing of fines in the vibrating feeder pan would cause frequent plant shut-downs to remove the fines with jack hammers, the decision was made to replace the vibrating unit with an apron feeder and stationary grizzly ahead of the jaw crusher. A dribble belt was also installed under the apron feeder. This installation has greatly improved the feeding of the pit run ore to the .primary jaw crusher. Mining at Carlin is done by a 5 yd shovel and 7 ½ and 10 yd front-end loaders, and ore transport is by several sizes of trucks from 30 to 75 tons capacity. These pit haulage trucks dump onto stockpiles adjacent to the primary crusher. Ore is then fed to the dump hopper by front- end loaders only when the crushing plant is operating. This extra handling procedure is necessary because plant delays caused by problems with wet ore in the secondary crusher resulted in the ore setting up or packing in the dump pocket. The discovery of the Carlin deposit was the result of discriminating geologic research and prospecting devoted to the objective of finding a gold deposit that could be mined by open pit methods. By the late 1950s, Newmont Mining Corp. was becoming increasingly concerned about the trend of rapidly rising underground mining costs unless bulk mining methods could be applied. The desirability of finding an open-pittable gold deposit was apparent. The attention of Newmont geologists was directed to Nevada by the publication of two papers: "Paleozoic rocks in North-central Nevada" (1958) and "Alinements of Mining Districts in North-central Nevada" (1960), both authored or co-authored by Ralph J. Roberts of the United States Geological Survey. John Livermore, geologist of Newmont Exploration Ltd., attended a talk given by Roberts in Ely, Nevada in the summer of 1961. These papers and the address by Roberts gave details concerning the Roberts Mountain overthrust, a 483 km (300-mile) long, shallowdipping fault which pushed clastic and volcanic rocks of early and middle Paleozoic age eastward over younger marine formations. Subsequent uplift and doming with consequent erosion had locally removed the upper plate strata exposing windows of lower plate carbonate rocks. Roberts noted that the principal mineral deposits of the region, including gold, were associated with these windows which exhibited a preferred alinement. In the summer and fall of 1961 Newmont's exploration geologists John Livermore and J. Alan Coope began a systematic examination of gold occurrences associated with these windows, aided by further discussion with geologists of the US Geological Survey. Attention was directed to the Lynn and Carlin windows, particularly to those formations lying immediately above and below the Roberts Mountain fault. It was appreciated at the time that many of the gold occurrences in the region were unusual in that no colours were obtained even when panning high grade samples. A large number of rock samples were collected and analysed using fire assaying procedures, and background values for gold were established. This systematic rock sampling resulted in the identification of a distinct area of anomalous gold values, and a block of claims was staked in late October, 1961. These claims, plus an adjoining optioned 32.4 ha (80 acres) of ground, cover the main area of the present Carlin gold mine. Prior to snowfall that winter, one of the bulldozed assessment pits required to establish a claim's discovery exposed 24 m (80 ft) of mineralization assaying 0.007 kg/t (0.22 oz per st) gold. In the spring of 1962 a program of trenching, sampling, and geological mapping followed by rotary drilling was underway. Other properties in the area were acquired. The generally undistinguished nature of the dolomitic siltstones and silty dolomitic limestones hosting the micron-sized gold particles, coupled with the lack of visually associated guide minerals, made identification of the gold bearing areas very difficult. The entire drill column had to be assayed to ensure that values were not overlooked, as very often sections that might be assumed to be waste turned out to be high grade. On September 10, 1962 a high grade intersection of 24 m (80 ft) assaying over 0.03 kg/t (1 oz per st) gold was encountered in the third hole drilled. An expanded program of both rotary and diamond drilling led to the further delineation of the ore body. By December 1963, the exploration program had established an initial reserve of 10 Mt (11 million st) grading 0.01 kg/t (0.32 oz per st) gold. A 1.8 kt/d (2,000 stpd) processing plant was constructed and the first gold bullion was poured in May, 1965, just two years and eight months after the discovery hole was drilled. Few men in the coal-mining industry have had experience in metal mining as well, as has Carroll A. Garner. He went to the Arizona copper country immediately after graduating from Penn State in mining engineering in 1910, and worked in the engineering departments of the Miami and Inspiration companies for two years. Then he came back to Penn State far a year as an instructor in mining engineering before embarking in the coal industry. He was born in Ashland, Pa., July 6, 1889, and reared there, in the heart of the anthracite district, which undoubtedly influenced his choice of a professional career. The green Pennsylvania hills were preferred to the Arizona cactus country. His first coal-mining job was with the Lehigh Valley Coal Co., of which he was division engineer at Hazleton when he joined the Institute in 1917. He gave that up to go to Ohio as head of the Fernwood Mining Co. in 1921, but even that was too far west and after two months he was back in Pennsylvania as assistant general manager of the company that has since monopolized his services the Jeddo Highland Coal Co. Since 1927 he has been vice-president in charge of operations of both the Jeddo-Highland and the Hazle Brook Coal Companies, Jeddo, Pa. Between them they normally produce about 1,500,000 tons of what Mr. Garner will readily admit is the very highest grade of anthracite, utilizing the services of some 2600 men.

FREE competition, long the controlling ideal of domestic trade within the United States, has had the fundamental geographical advantage of functioning in the world's largest area of unrestricted commerce. Goods moved back and forth across state lines, unimpeded by customs, and industrial operations have developed rapidly to meet the expanding needs of a pioneer country richly endowed with natural resources. Fifty years ago, antitrust laws were adopted to protect the competitive private enterprise principle. It became illegal for one person to combine with another to restrain trade or commerce among the several states or with foreign nations. The original legislative measures defining this philosophy were the Sherman Act of 1890 and the Clay- ton Act passed in 1914. The development of Europe and other parts of the world was influenced by different conditions which led to a different theory of trade. Here were many small nations, with limited natural resources and a thin market, and they attempted to protect their national economy by tariff walls. International business arrangements for the purpose of diminishing the ups and downs of the more competitive system --crux of the modern cartel operations-seemed a logical device to stabilize production and guard the interests of both workers and consumers. European governments as well as European industrial interests became convinced that if com- petition could be held in bounds the danger of business depressions and un- employment could be reduced.

THAT the copper industry is in serious straits is admitted. So are the lead and zinc industries, and both lead and zinc are tariff protected. Conditions in the Western lead, zinc and silver mining districts are desperate. These are illustrated by the present disastrously low prices of these metals compared with the levels of two and three years ago and by the comparative rates of metal production and the present activity of the western mining camps. The January production of copper was 32.2 per cent of the 1929 average rate, of steel was 32.3 per cent of the 1929 average, while January production of pig iron was only 27.6 per cent of the monthly average of 1929. The copper industry is only one of many industries that are suffering in this tragic depression. It has been exceedingly prosperous and will be prosperous again when business recovers. Its difficulties are not unique and it does not deserve the tariff equivalent of a dole. The burden of subsidizing through an effective tax or tariff the minority group of high-cost mines would be a heavy one on the consuming public of the United States. On the basis of 1929 consumption figures, an effective 5c. tariff would result in an increased copper bill to the country of over $109,000,000, of which the electric manufacturers would contribute $26,000,000, the telephone and telegraph companies $16,000,000, and the automobile manufacturers $14,000,000. And of this total bill, only $33,000,000 would go to those who are urging a tariff and the balance of $76,000,000 would be paid to those who do not admit either its necessity or usefulness under present conditions.

This paper describe; open pit studies where blasting damage introduced in the remaining rock has been investigated. Results from two open pit mines are described and discussed. Parallel performed laboratory experiments, where simulated blasting damage has been introduced into samples before shear strength testing took place, are also reviewed. These studies are tied together in order to throw some light upon how the blasting damage influences the slope stability. A mathematical model is also described which will make it possible to optimize the blast design for a specified damage zone in the rock mass.

Theoretical models have been important throughout the history of engineering as a means of understanding past experiences and predicting future performance. Most modelling involves assumptions and a degree of idealization, and it is shown that it is important that the effects of these be recognized when making use of models. One of the principal concerns in underground mining is the effect of the excavations on the states of stress in the rock adjacent to these excavations. As mining proceeds to depth, stress concentrations may be sufficiently high to cause inelastic behaviour of the rock and yielding along joint surfaces. At this stage, attention must be given to the sequencing of the mining process to ensure that the ground control techniques applied are optimized. Increasing use is being made of computer modelling techniques to assist with design. Three case studies are presented to illustrate the application of computer models in mine planning and ground control. In all cases, the data available for design was limited, but the mines were fully developed and openings could be inspected. The mining methods studied are cut and fill stoping, room and pillar stoping, and longhole stoping.

OF the four papers that comprise this TECHNICAL PUBLICATION, three are case histories of individual geophysical prospects, subsequently tested by drilling. The bibliography of Dr. Barton's published scientific papers† includes investigaions in physiography and surface geological mapping, as well as his geophysical papers, and from this list it is to be observed that he early recognized the place of different types of geophysical prospecting methods in the search for geological structures of economic importance. Moreover, his viewpoint was not merely that the structures should be found, but that the geophysical data should be examined quantitatively to determine the geometry of the structures. In other words, that although these data are insufficient to deduce a unique form for the structure that caused the effects measured in the data, the engineering computations should be carried-out to give as much of a definite configuration to he structure as the data permitted, in order that the testing of the structures could be conducted in the most economical manner and with the idea that the experience so gained could be later incorporated in the study of structures subsequently found. Dr. Barton continually emphasized the quantitative use of geophysical observations, whereas at the time that he began his specialization in geophysics it was considered sufficient to use observations only qualitatively. He, more than any one else, was responsible for -the first volume on geophysical prospecting issued by the Institute in 1929, and his three articles in that volume stressed the quantitative use of geophysical prospecting. The fourth article in this present TECHNICAL PUBLICATION is a further contribution to this branch of geophysical interpretation, and is a supplement to the paper in the 1929 volume, "Calculations in the Interpretation of Observations with .the Eötvös Torsion Balance." The mines of southeast Missouri's Lead Belt have been in operation since 1864, almost 100 years. During this period about 10 pct of the total ore available has been left in place as pillars, and this now represents the best ore reserve left to the older mines. St. Joseph Lead Co. has been investigating various plans of pillar recovery for several years. The example to be described is only one possible approach under a specific set of conditions. Conditions vary greatly in the different areas within the Lead Belt, and the same approach would be entirely in- adequate in certain other areas, but there are important sections where this system is clearly applicable.

Environmental constraints can both delay and raise the cost of a major plant addition, often requiring a complete reevaluation of the plant site and the proposed project. In this case history, steps are presented which were followed in applying for environmental permits for a major addition to a lime plant. Methods are described for determining expected emission increases and for selecting the best control technology for each source. The description progresses through pre-application conferences with control agencies, the formal application procedure, computer modeling the air quality impact, and the methods followed in obtaining a favorable determination.

THE Juniper Prospect is in Carleton County, N. B., at approximately 46º 31' north latitude, 67º 20' west longitude. During the summer of 1955 an area in west-central New Brunswick was selected for aerial electromagnetic prospecting with American Metal Co.'s helicopter-mounted equipment. Generalized, small-scale government geologic maps had suggested that this area was located along the western border of the northeast-trending granitic backbone of northwestern New Brunswick and might be underlain by the Ordovician-Silurian sediments and volcanics that are the host rocks for the recently discovered sulfide deposits of the Bathurst-Newcastle district.

A major problem whose importance touches the entire underdeveloped world is how to reconcile the demands of nationalism with the requirements of the international economy. Chile's copper industry presents a study of how one such accommodation has been slowly, if precariously, evolved. The dependence of a low-income country on the international economy presents, on the one hand, opportunities for speeding up the rate of development and, on the other, imposes a set of constraints on national behavior. Nationalism may be indispensable in motivating low-income countries to bear the economic costs and absorb the social changes involved in modernization, but it may also inhibit the acceleration of economic growth by its failure to come to terms with the international economy. Nationalism is a two-edged sword. An outstanding feature of Chile's economy since the mid-1920s has been its considerable dependence on the export of a single primary commodity- copper. Moreover, the affiliates of two US.-owned firms-the Anaconda Co. and the Kennecott Copper Corp.-have dominated Chile's copper industry, a fact which from time to time has posed conflict between that nation's long-range economic opportunities and more immediate political realities.

This paper deals with the reinforcement of igneous rock slopes at three open pit iron ore trines in northern Canada. The pits involved utilize overall slope angles in excess of 60º with ultimate depths in the order of 250 m. Three case studies are described. The first concerns the reinforcement of a 300,000 Ton undercut rock wedge, approximately 70 m in height. This was accomplished using 20 cm diameter steel bales, installed in 25 cm diameter vertical holes, and a cement-sand grout. The second involves the reinforcement of a 40 m wide diabase dyke which had been continuously failing as the pit deepened. A unique form of rock reinforcement was used in that the entire mass of the undercut dyke was not pinned to the wall. Rather an interlocking effect between individual blocks within the dyke was relied upon. A third concerns the reinforcement of a berm which was undercut by the contact between the ore and waste. This reinforcement was also accomplished using a combination of steel bales, rods and cement grout.

Introduction The procedures used to design slopes in rock have only been developed over the past 10 years. Therefore, continued review and assessment of field experience by the publication of case studies is necessary to determine the accuracy of the theory and the application of the design techniques being used. Where failures have occurred, mine management should insist that the slides be 'back analyzed' to determine the shear strength parameters at failure. These values should be used for any pit design as they reflect site conditions more accurately than any other procedure. The previous papers have dealt with the basic concepts and factors that influence stability. To illustrate the application of these concepts in the study of practical stability problems, six ease studies have been selected for review. The examples include failure of tailings dams due to an earthquake, failure and redesign of a slope in overburden, review of failures of rock slopes, calculation of the amount of seepage into a pit and influence of the groundwater on stability, and the design of slopes for a proposed 2,500 ft. deep open pit mine. All but the first example are drawn from the authors personal experience. EXAMPLE 1 Failure of Tailings Dams Due to an Earthquake On March 28. 1965 a serious earthquake occurred in Chile with the epicenter located near the town of La Liqua, about 80 miles north of Santiago. The earthquake had a rating of 7 to 7.25 on the Richter scale. A record of the acceleration was taken at Santiago where a maximum horizontal acceleration of 0.18 g. was recorded. Many small mines are located in this region. Each of the mines provided impoundment storage for tailings with one to three dykes. As a result of the earthquake, most of the dams failed. The most serious failure involved two dams at El Cobre where more than 2,700,000 cu. yd. of tailings flowed into the valley, travelled over 7 miles in a few minutes, destroyed part of the town of El Cobre and killed more than 200 people. The Chilean government commissioned an investigation into the failures. A summary of the findings was published by Dobry and Alvare7 in 1967 (1). Although the previous discussions regarding the manipulations, calculations, and interrelationships of the various components of the pro forma income statement were illustrated in the text, many individuals are un- familiar with the format and appearance of a final spread sheet for the evaluation of a mining property. As a result, it seems appropriate to conclude this book with an abbreviated case study of an actual mine property (currently in production) showing the cash flow analysis and some back-up data. Obviously all of the supporting data and calculations for the case study presented cannot be provided; however, reference is made to the major assumptions utilized and to the appropriate procedures employed in the calculations, as described elsewhere in the text. The problem associated with using any case study for illustrative purposes is that one tends to be overwhelmed by detail. For instance, specific costs, prices, expenditure timings, and other variable values may be challenged because they either do not conform to one's expectations or are not consistent with specific operating experiences. When this occurs the instructional value of the problem becomes obscured. The purpose of most case studies, and particularly the one presented in this chapter, is to expose the student to the methodology, procedure, and format associated with performing a cash flow analysis of a mining property. It is not to laboriously wade through the specific details associated with operating and capital cost development, mine plans, or equipment schedules. It should be noted, how- ever, that the values represented in this case study result from specific mine plans, operating procedures, equipment spreads, manpower requirements, and other en-
