"ANSTO Minerals and Northern Minerals have been working together since 2012 on the process flowsheet development for the Browns Range project for the recovery of the heavy rare earths (Dy – Lu, + Y). Initial efforts were directed toward defining the most efficient and direct flowsheet for the Preliminary Feasibility Study (PFS), issued in June 2014, then towards the Definitive Feasibility Study (DFS), issued in February 2015. These goals were achieved by undertaking comprehensive laboratory and continuous piloting programs. Further improvements to the flowsheet following the DFS have been made. This publication provides an overview of the evolution of the process flowsheet based on these laboratory and piloting programs from the PFS through the DFS and beyond.INTRODUCTIONNorthern Minerals Ltd (Northern) has been working on developing their flagship project at Browns Range for the recovery of the heavy rare earth elements (HRE, Dy – Lu, + Y). The project is located in the north of Western Australia as shown in Figure 1. The Total Mineral Resource at the project is currently estimated at 8.98 Mt @ 0.63% total rare earth oxides (TREO) comprising 56,663 t of contained TREO using a cut-off grade of 0.15% TREO. Of the Total Mineral Resource, 58% is classified as Indicated Resource, with the remainder in the Inferred Resource category.The deposit is characterised by breccia-hosted, hydrothermal, HRE-rich, xenotime mineralisation. The main gangue mineral associated with the xenotime is quartz. The distribution of rare earths (RE) observed for the xenotime mineralisation at Browns Range is presented in Figure 2. Extensive test work has shown that the xenotime can be readily beneficiated to between 20 – 40% rare earth oxide (REO) using a process consisting of crushing and grinding, followed by magnetic separation and flotation steps. Continuous piloting of this process was conducted on ~80 t of trench-sourced ore in late 2013 at SGS Perth, to produce ~2 t of ~20% REO mineral concentrate (MC) for hydrometallurgical testing. The composition of the MC produced during piloting is presented in Table 1."

This report summarizes the results of nearly 8 years research on and production of synthetic mica at the Electrotechnical Experiment Station of the Federal Bureau of Mines, Norris, Tenn. This program was undertaken at the request of the United States Department of the Navy and was financed mostly by the Army Signal Corps and the Navy Bureau of Ships through a contract with the Office of Naval Research, The original objectives included fundamental studies of fluor-phlogupite and other fluorine-micas and production of synthetic mica sheets on a pilot-plant scale. The first 3 years of this project were devoted mainly to a search for practical solutions of the many problems involved in designing and constructing a pilot plant for crystallizing fluor-phlogopite mica. The first and most urgent need was a suitable container for the corrosive mica melt. After extensive study, it was concluded that platinum, graphite, high-silica fire clay, and silicon carbide were the most promising refractories for crucibles; but none was perfect. Silicon car¬bide seemed to have the better combination of qualities, combining good corrosion resistance with oxidation resistance.

BACKGROUND A mine shaft is the lifeline to underground mines. Mine operators depend on safe, uninterrupted, and efficient movement of workers and materials. The shaft and hoisting system provides access to the network of openings used to recover the underground resource, provides vertical transport of miners and materials, and serves as an escapeway in case of an emergency. Accidents involving hoisting can be catastrophic. Such was the case in 1973 at the Markham Colliery in Derbyshire, UK when the conveyance overwound and fell to the shaft bottom, resulting in 17 deaths. Hoist and elevator machinery must meet the requirements specified in the Code of Federal Regulations (CFR), Parts 57 and 75. According to the Mine Safety and Health Administration (MSHA) data, many shaft-related accidents in the United States are associated with the hoisting cycle. MSHA statistics show that there were about 1500 shaft- related accidents in the 5-year period between 1992-1996. Most of these accidents resulted from the action, motion, or failure of the hoisting equipment or mechanism and involved movement of the conveyance which includes cages, skips, ore buckets, and elevators. A hoisting hazard may be characterized as an "unsafe hoist operating condition caused by insufficient or inaccurate information available to the hoist operator" (authors' quote). Earlier investigators have defined safety features and operating and maintenance standards for hoists, and reported on monitoring and control systems and sensors for hoists and conveyances [Farley, 1983; Ward, 19931. However, despite the considerable technological progress and hoisting control improvements in recent years, safety- related issues that require further investigation still remain. The hoist operator must constantly be aware of two important hoist-operating conditions: the position of the conveyance and the tension in the hoist rope. If this information is not available or is inaccurate, the hoist becomes unsafe. Current technology provides this information indirectly from sensors and indicators in the hoist room. However, unlike a building elevator hoistway, mine shaft hoistway problems often include: 1. poor ground conditions and excessive shaft wall and guide displacement; 2. rock bursts in deep mines (resulting in large rock movements and fragments blocking the hoist way); 3. water, ice, and salt buildup (impeding the smooth flow of the conveyance); 4. severe vibration from hoisting (resulting in loose guide support brackets, broken welds, or other alignment and conveyance mechanism malfunctions). The second issue relates to dynamic rope loads applied during normal winding, particularly during loading, acceleration, and stopping. Safety factors on wire rope are based on static load. They are artificially high to account for all cases of dynamic loads, even though the total load history on the rope (static and dynamic) during service is unknown. Therefore the tension, and thus the compliance with wire rope load safety factors, is unknown to the hoistman.

"PID loops – also known as base layers or regulatory controls – form the foundation of any plant’s control layer and it is generally accepted that PID loop health has a direct impact on the plant’s bottom line. Keeping these thousands of control loops in good health has a direct impact on the plant’s bottom line: it reduces variability, improves quality and throughput, and decreases energy costs and raw material usage. This has been well proven and documented in many articles. In the last ten years, technology has evolved: control engineers can now keep track of control loop performance and link it to the root causes of variability. However, they lack industry-wide best practices and criteria for determining what can be considered as excellent, good, fair, or poor performance. To ensure that PID control loops continue to perform well and meet their objectives, control engineers need a combination of (a) an appropriate monitoring technology and (b) best practices for doing the maintenance of base layer controls.Most plants have limited resources and operate with an increasing number of constraints; therefore, using the right tools and including reports in daily workflow is key for success. This paper suggests roles and responsibilities of key players needed to work toward control performance best practices and discuss organisational changes to succeed.INTRODUCTIONAlthough PID controllers are reliable workhorses in the process industry, they are often underrated. Since the 1980’s, computer control has evolved and the control algorithms used by control engineers have become increasingly complex. However, PID controllers still handle over 90% of the control loops in operating plants. Table 1 shows the savings that can be realized by achieving best-practice in several different process control categories (Brisk, 2004). The savings are expressed as a percentage of production costs."

DIFFUSION coefficients of Hf181 in the high-tem-perature bcc phase of reactor-grade hafnium were determined at temperatures of 1795° to 1995°C by standard lathe-sectioning techniques. The temperature dependence of the data may be described by an Arrhenius-type expression for this limited temperature interval. However, hafnium is classed with the "anomalous" bcc metals zirconium, titanium, and y uranium by the low values of Do and Q observed in this study. The hafnium metal was received as 1/2-in.-diameter crystal bar. Analyses by the Analytical Chemistry Division of Oak Ridge National Laboratory showed the major impurity to be zirconium— about 2.1 pct. The total interstitial content was about 225 ppm with 190 ppm of this oxygen. The Hf"' was supplied as HfC12 in HC1 solution by the Isotopes Division of Oak Ridge National Laboratory. The hafnium bar was cut into disk-shaped specimens 3/8 in. long. One of the flat faces of each specimen was metallographically treated and then the isotope was deposited by vacuum evaporation from a tungsten filament. A 3 by 3 in. NaI (Tl) crystal with a single-channel analyzer was used for counting y rays with energies of 0.3 to 0.7 Mev. The as-deposited layers of isotope had counting rates of about 200 counts per sec. Specimens were annealed in argon in a tantalum resistance furnace. Temperatures were measured with a microoptical pyrometer calibrated for the particular furnace sighting conditions. All sectioning was done by standard lathe techniques. Section weights were determined on a semimicrobalance. A density of 12.5 g per cu cm was used in determinations of section thicknesses. Activities associated with the various sections were measured and the penetration data were treated using the computer code by winslow.' In all cases, except for specimens annealed at temperatures below 1795°C, normal Gaussian penetration behavior resulted. [During the past year the Metallurgical Fundamentals Section gave about an equal amount of time to the experimental determination of fundamental thermodynamic constants and to the demonstration of the application of such data to more directly practical metallurgical problems. The first division of the work - the actual experimental measurements of typical thermodynamic constants - was carried out an two problems, termed ?continuing? programs, namely, (1) measurements of Specific Heats at Low Temperatures and (2) Measurements of Heats of Formation and Free Energies. Specific substances chosen for investigation are classified as (n) those that have been the subject of requests for information from the industry and that, upon examination, seem of sufficient practical importance to justify study, and (b) compounds that are difficult to treat metallurgically, or whose specific thermodynamic properties have not yet been determined satisfactorily and for which accurate data might suggest improved or new methods of Metallurgical treatment, or (c) materials recognized as belonging to a social class with exceptional thermodynamic properties and, hence, of scientific as well as technical importance.]

In a previous report results were given and a method outlined whereby from a knowledge of the composition of the natural gas and of the inflammability limits of the individual constituents composing the natural gas, the limits of inflammability of natural gas and air mixtures could be closely calculated. This method is based on the application of Le Chatelier's law as modified by Coward, Carpenter and Payman, to apply to a mixture of any number of combustible gases. This law must not be used indiscriminately, because many exceptions have been found. For example, when ethylene, acetylene, hydrogen sulphide, or chlorinated hydrocarbons are present the law may not hold. For a discussion of the rally exceptions which have been found, reference should be made to a report by Coward and Jones. Before this method can be used the inflammable limits of the individual constituents must be known. Also, the composition of the complex combustible mixture, and representative mixtures besides, must be tested both experimentally and by calculation to prove whether Le Chatelier's law may be applied.

The Piedmont physiographic province of east-central Alabama lies in a humid subtropical climatic zone. Such an area with mature land forms underlain by rocks rich in feldspars provides conditions condusive to development of gibbsite, a major source of alumina; a raw material for which the United States relies on foreign suppliers for 85 percent of its needs. Gibbsite occurs in the northern and inner sections of the Piedmont Province of Alabama in Coosa, Clay, Randolph, Chambers, Elmore, Tallapoosa and Lee Counties in soils and saprolite derived from amphibolites, granites, feldspathic hornblende gneiss and other gneissic rocks. The major occurrences of gibbsite are in areas underlain by hornblende gneiss in Chambers and Randolph Counties. This region provides the proper physiographic and mineralogical setting for large areas containing up to 25 percent of saprolitic gibbsite. These areas provide potential sources of alumina that could be used to meet the United States future needs. Narrow zones and pockets rich in gibbsite also occur in soil and saprolite derived from areally restricted feldspar rich zones of narrow linear amphibolites in the inner Piedmont and feldspathic zones in various granites distributed throughout the Piedmont.

Discussion of the paper of T. D. YENSEN, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 483 to 512. JOHN A. MATHEWS, Syracuse, N. Y.-Concerning the critical composition of the steel containing 2.50 per cent. of silicon, I may say that 12 or 13 years ago we made some of these alloys. They. were not as pure as the alloys made by Mr. Yensen, nor were they melted in vacuo, but one of them contained exactly 2.50 per cent. silicon, and about 0.25 per cent. carbon. It gave us no trouble whatever in hammering to a billet or rolling into bars, nor even when rolling into ¼ -in. wire rods. The steel in question was practically free from everything except carbon or silicon and contained no manganese sulphur or phosphorus worth mention. The alloy containing 2.50 per cent. of silicon worked perfectly well, as well as one containing 0.5 per cent. silicon, and it seems to me that further work should be done by Mr. Yensen on the physical properties of alloys at this seemingly critical change point. W. E. -RUDER, Schenectady, N. Y.-We -have made silicon steels of practically every composition and have never obtained any material under 5 or 6 per cent. of silicon which was brittle. This may be due, of course, to the presence of carbon, in some of the 'commercial materials, and I presume that Mr. Yensen would argue that the: presence of this carbon might prevent inter-granular brittleness. However, all of our silicon steels, up to 5 per cent. of silicon, by treatment in hydrogen at temperatures near the melting point, can be made to show inter-granular brittleness. Furthermore, the material made brittle in this way could be restored by treating at the same temperature in hydrogen containing a hydrocarbon vapor. "SUMMARYThe coarse-grained granitic pegmatities of the United States have long been a source of many important industrial minerals, because of this, they have been studied intensively by geologists, mining engineers, and metallurgists. These studies have amassed a rather astounding array of published and unpublished information.Correlation of geological studies between individual pegmatites, as well as between major districts, has brought forth some semblance of order to the knowledge of the structure and Mineralogical composition of those highly complex and irregular deposits, making it possible to classify certain prgmatitites and pegmatitec zones into several groups of associated minerals; based upon the presence or absence of the minor minerals of beryllium and lithium. This classification or grouping of minerals, with the methods that have been developed for recovering certain of these minerals, makes possible a systematic approach to the winning of many of the industrially important minerals from pegmatite rock by a single integrated process.As the coarse-grained granitic pegmatites are composed primarily of,feldspar, quartz, and muscovite, the methods developed for separating and recovering them, as well as those methods developed for separating and recovering such minor minerals as spodumene and lepidolite, are important contributions to the over-all problem of pegmatite treatment. Some of these methods have been demonstrated in the laboratory only, whereas others have progressed beyond the laboratory stage arid are being employed in commercial operations.Recent laboratory investigations at Rapid City, employing both these early developments and the mineral groupings, have demonstrated that a single integrated process can recover muscovite, feldspar; and. quartz from the rejects of hand-sorting a typical muscovite-feldspar-quartz material. Employing a newly developed procedure for the flotation of beryl, the investigations have also demonstrated the possibility of recovering the beryl, in addition to muscovite, feldspar, and quartz, by an integrated process from a typical berylliferous pegmatitic material in which all of these minerals are present."

This report is volume 9 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation,' and ventilation. This volume of the final report describes the Water Generator subsystem of the Master Design Simulator. This subsystem simulates the flow of water through a typical watershed-reservoir combination to predict mine drainage quantities in underground workings. The model is a integrated one which handles both the unsaturated and the saturated flow domains as a unified system. The solution of the model is achieved by numerical tech¬niques of finite difference method coupled with finite elements analysis. The Water Generator can be operated either as a free standing model or in connection with the Geology and Reserves subsystem as a part of the Master Design Simulator. A case study is included illustrating the application of the model to actual data. The appendices of the report constitute a user's manual for the program, and include a program listing.

The Getchell Mine, near Winnemucca, NR, was discovered in the 1930s and was initially mined to recover gold from oxide ores. During the 1940s and 1950s, gold was recovered from the highly refractory arsenic sulfide ores using horizontal kilns to roast the ores. During the 1960s, fluid bed roasters were used to oxidize the ore and recover the gold. The mine was shut down from 1968 through 1985. In 1985, heap leaching was started on the low-grade oxide ores that were available. In 1989, a pressure oxidation circuit was started to recover gold from the higher grade sulfide ores. Flowsheet The basic plant flowsheet of the Getchell Mine are shown in Figs. 1 and 2. The plant was designed to process a nominal 2.7 kt/d (3000 stpd) of ore with about an 85% onstream availability and a gold production of 15.5 kg/d (500 oz/ day). Run-of-mine (ROM) ore is fed directly to a wet semiautogenuous grinding (SAG) mill after the +457-µm (+18in.) rock is removed on a stationary grizzly. From the SAG mill, the ore goes to a ball mill where it is ground to 80% -75 µm (-200 mesh) and is then sent to a thickener. The SAG and ball mill operate in closed circuit using cyclones.

The primary objective of this program was to determine the toxic fume and fire hazard of elastomeric noise abatement materials with a limited effort expended on the evaluation of specific treatments applied to mine timbers. Under the conditions employed, for a dimethyl silicone rubber, formaldehyde presented the major toxic threat; acrolein was the main toxic species for both polyester and polyether urethanes and an acrylonitrile-butadiene-styrene resin; in the case of flame-retardant styrene-butadiene rubber compositions, hydrogen chloride, and in the case of PFA-treated timber, furfural, were the major toxic compounds. Of the materials studied, the flame-retardant styrene-butadiene rubbers presented the greatest toxic hazard. The generated data have been reduced to toxic load tabulations amenable to employment for potential hazard assessment.

Temperatures below freezing significantly enhance the soil shear strength and stiffness and to a lesser extent increase the compressive strength of concrete as well as the yield and ultimate strength of reinforcing steel. Consequently, the lateral load resistance of bridge columns supported by drilled shafts becomes dependent on seasonal weather conditions. To investigate the effects of seasonal freezing on the behavior of bridge columns supported by drilled shafts, large-scale field lateral load tests were conducted at 23°C (73.4°F) and -10°C (14°F) on two identical units at an field test site, which consisted of glacial till soil classified as low plastic clay. The bridge column-drilled shaft systems were subjected to cyclic lateral load with the maximum lateral column top displacements reaching approximately ±30 cm (±11.8 in.). The soil at the test site was characterized at different temperatures using unconfined compression tests in the laboratory as well as in-situ Cone Penetration and Pressuremeter Tests. Using these test results, the lateral load behavior of the column-drilled shaft systems were analyzed utilizing numerical models that consisted of beam elements representing the concrete column and the shaft and lateral springs representing nonlinear p-y response of soil. This paper focuses on comparing the calculated responses of test units with different p-y curves that were developed for the soil near the ground surface using the laboratory and in-situ tests. From the experimental study, the response of the unit tested at -10°C (14°F) was found to show 44% increase in lateral force resistance and 0.84 m (2.76 ft) upward shift of the maximum moment location compared to the response of the identical unit tested at 23°C (73.4°F). Theoretical behavior that included the temperature effects on soil, concrete and steel properties provided good correlation with the measured responses when the soil near the ground surface was modeled using the unconfined compression test or the Cone Penetration Test data, but not the Pressuremeter test data.

This publication contains analyses and related source data for 256 natural gas samples from wells and pipelines in 17 States. All of the samples were obtained and analyzed during calendar year 1977 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. Nineteen previous publications have presented the results of 11,317 gas analyses prior to 1977. The first three, Bulletins 486,4 576,5 and 617,6 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960. The other 16

In 1990, the Bureau of Mines (BOM) conducted a mineral investigation of the mines and prospects in the East Mojave National Scenic Area (EMNSA), San Bernardino County, California During field work, BOM identified 701 mines and prospects in EMNSA for which the geology, mineral resources, and mining history were compiled and summarized. Analytical results for 1,188 rock samples collected are tabulated. Total value of identified resources in EMNSA is $5.0 billion. Twenty-four mines and prospects were deemed profitable under current economic conditions. Development could generate considerable economic benefits to San Bernardino County. Potential economic benefits from mining the deposits were evaluated under the following access restrictions for EMNSA: 1) full access, 2) HR 3460, and 3) S 11/HR 780. Under the full access scenario, cumulative mine revenues are $3.0 billion, cumulative personal earnings at mines and supporting industries are $0.94 billion, and annual jobs at mines and supporting industries are 2,379. Under HR 3460, mine revenues, personal earnings, and annual jobs are $2.9 billion, $0.88 billion, and 2,165, respectively. Under S 11/HR 780, mine revenues, personal earnings, and annual jobs are $1.0 billion, $0.32 billion, and 936, respectively.

The four major steps in the production of marketable copper are mining, concentrating, smelting, and refining. In a few cases, however, leaching takes the place of concentrating, smelting, and refining, and in others ores are smelted without being concentrated. Copper ores have been milled since the early days of mining in the United States. Except in the Michigan district, most copper ores went direct to the smelter until the so-called porphyry mines were developed. At present, although considerable leaching and direct-smelting ores are produced, the bulk of the copper ore mined is concentrated. Improved methods of concentration have kept pace with the increased tonnages of ores milled.

This paper discusses accident experience and costs in 150 Colorado coal mines for the 5 years 1929-33; these mines produced 62 percent of Colorado's coal tonnage during this period. This and similar studies by the United states Bureau of Mines in other States (listed in the appendix to this report) make available comparable information on mine-accident costs and bring out clearly the importance of accident reduction from the humanitarian as well as from the economic standpoint. Compensation insurance costs constitute a considerable part of the cost of coal output. The tendency toward greater liberalization of workmen's compensation laws and increased benefits thereunder may mitigate to some extent the seriousness of an accident to a worker and his dependents, but no compensation is paid ultimately, not by an insurance fund but by the mine operator and the general public, which includes the miner. The one really effective method of reducing compensation costs is to reduce the number and severity of accidents.
