In a mine operation, the proper strategy to handle residues is one of the main concerns, in particular when dealing with mine/plant liquid effluents. Most active water treatment systems at metal mines rely on standard alkali-addition procedures. However, the increase of mineral prices, stricter environmental standards and high metal content in some effluents, has led to the development of alternative treatment techniques for their removal and/or recovery. This article presents a roadmap to face mine wastewater treatment requirement, with focus on two active treatment strategies: 1) conventional lime-based technology and 2) the use of NaSH or Fe(OH)3 for metal precipitation and separation, including possible valuable elements recovery. The Roadmap consists of 1) Approach to effluent treatment 2) Characterization 3) Precipitation tests 4) Solid/liquid separation tests and 5) Economic analysis.

There are no producing or developing mines in the study area. The only mineral production was stone from a basalt deposit near Indian View Point. Cinders and sand and gravel have been produced from deposits within 1/2 mi (0.8 km) of the boundary. Stone, sand and gravel, and cinder deposits inside the area are not considered resources because equal or better quality material is found closer to markets. The study area has no known oil and gas, coal, geothermal, or other energy related deposits. However, in 1982 application was filed on 25,000 acres (10,125 ha) of petroleum and on 15,000 acres; (6,0/5 ha) of geothermal leases.

The Chambishi Metals Cobalt Plant in Zambia has recently installed a novel oxidation/precipitation pressure leach process as part of the COSAC (CObalt from Slag And Copper as by-product) Project. Aniron-cobalt-copper alloy, produced by the carbothermic reduction of slag, is atomized and pumped to the COSAC Leach Plant, where cobalt and copper are recovered as dissolved sulphate salts, andiron is rejected primarily as hematite. Cobalt and copper are subsequently recovered as cathode metal in the existing Chambish ioperation by conventional electrowinning. This paper examines the challenges faced during the design and subsequent successful commissioning of the COSAC Leach Plant. The challenges discussed include alloy handling, autoclave design, autoclave cooler design, residue liquor recovery and the water balance design. Two series of laboratory flotation tests were carried out to study the treatment of Faraday ore by two-stage flotation. First the acid-consumers and then the uranium minerals were floated. On ore ground in the Faraday mill grinding circuit, and using Faraday mill water in the flotation step, a recovery in the flotation concentrate of from 91 to 93 percent of the uranium was obtained in 45 to 50 per cent of the weight at a grade of 0.24 per cent U30s. The saving of acid in leaching the uranium-bearing flotation concentrate, as compared to leaching the whole ore, ranged from 30 to 46 per cent. The average over-all extraction resulting from flotation and leaching of the flotation concentrate was 88.1 per cent. The best collector for the acid-consumers was sodium oleate. Acintol F A-1 emulsion was the best collector for the uranium minerals, and, in the uranium flotation step, an acid pH in the slurry was found to be necessary. The reagent costs were estimated to be 22 to 26 cents per ton of ore.

"This paper discusses the aspects of tracking cutters related to the computer-aided design of shearer drums. A comprehensive computer analysis of drum dynamic parameters for multi-tracking tool arrangement is not presently available, as the current computer programs mainly consider the aspects of single tracking. Despite the fact that the single-tracking arrangement is recommended for efficient cutting, some major drum manufacturers have been seen to persistently adhere to multi-tracking, probably due to a lack of information. Further studies in this field are believed to contribute greatly to the current understanding of the computer-aided design of shearer drums.A number of laboratory simulation trials and long-term underground investigations were carried out in detail on tracking cutter arrangement, and an equation required for a computer program was derived. The results obtained from computer assessment of dynamic parameters for drums with multi-tracking arrangement were found to be in accordance with those of the underground trials, indicating the validity of the equations. The procedure adopted for the computer appraisal of the shearer drums designed with a multi-tracking concept, as described in this study, is therefore recommended to be considered in the currently employed computer programs."

Since 1935 California has enjoyed a remarkable cycle of discovery, which has placed the state in a very satisfactory position in regard to oil reserves. Most ol the geophysical plays have been drilled and it is possible that new discoveries must be made by the application of careful geologic and stratigraphic studies. During 1940 only one new field was discovered, which, although not of major importance, may lead to additional discoveries. During the year, 113 wildcats were drilled. New discoveries, extensions and a reappraisal of discoveries made in 1939 will not approximate over 50,000,000 bbl., as against an estimated withdrawal during the year of 224,000,000 barrels. Demand in terms of crude for 1940 was 632,000 bbl. per day as against 626,000 bbl. per day for 1939. Demand for gasoline was the same as in 1939, but the demand lor fuel oil increased 3.8 per cent. Compared with 1939, Japanese shipments decreased from 75,786 bbl, per day to 61,000 bbl. per day, but the balance of Pacific foreign shipments increased from 59,409 bbl. per day to 61,304. Total with-drawals from storage during the year will approximate 7,000,000 bbl., almost all of which is fuel oil. Drilling activity was slightly greater than in 1939 and accounted for 890 new producing wells as against 851 for 1939 (Table 3). Production averaged 611,900 bbl. per day as compared with 614.,842 bbl. per day for 1939. The productive acreage figure of the state was increased by 4000 through discoveries and extensions. New Discoveries Los Angeles Basin District Del Vdle Field.—Northwest of Newhall, where the first oil well in California was drilled, R. E. Havenstrite completed his Lincoln No. I well, flowing 390 bbl. of 50" gravity oil together with 7000 M CU. ft. of gas. Later the well was recompleted, after cutting off the gas, for 950 bbl. of 34" gravity oil. The type of structure from which this production is coming is a plunging anticline, complicated by faulting. The Lincoln No. I well uncovered approximately 180 ft. of net sand. This field contains a gas cap and its indicated productive area approximates 500 acres. An intensive wildcat drilling campaign is expected during this coming year in the district in the vicinity of the Del Valle field. Extensions and Deeper Sand Developments Los Ange1es Basin District Athens Field.—On the northwest plunge of the Athens structure, the Thorley Oil Co. completed its No. 12-1 well, flowing 250 bbl. of 3 2" gravity oil from a depth of 8097 ft. The area in which the well is located is complicated by faulting and it is impossible at this date to determine the importance of this deep-zone discovery.

This paper describes the use of post- tensioned rock anchors to reduce the risk of future damage to a residential structure as a result of coal mine subsidence. The project described in this paper was performed by the Office of Surface Mining Reclamation and Enforcement (OSMRE) of the U. S. Department of the Interior. The OSMRE was created to administer Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977. The responsibilities of OSMRE include "reclamation and restoration of land and water resources, adversely affected by past coal mining including prevention, abatement, control of coal mine subsidence. ?('l) Consequently, OSMRE has been addressing mine subsidence problems since its initial subsidence stabilization project in 1979. Stabilization activities have primarily consisted of supporting the overburden material by injecting materials through drilled bore holes into the underground mine voids. Injection of various materials into mine voids, including fly ash mixtures, coal refuse, cement grout, and gravel has proven to be a successful method of reducing mine subsidence-related surface movements, and has been extensively utilized in mitigating mine subsidence problems. However, the cost of drilling for injection can be extremely high in areas where the depth to the coal seam is great.

An experimental study has been performed to investigate the behaviour and separation of inclusions at the interface between steel and slag. The study has been limited to liquid inclusions because they can be a potential problem in transient situations such as ladle changes in continuous casting of steel. Model experiments with water and silicon oils have been carried out to study the kinetics of separation of simulated inclusions at an interface. The properties of the inclusions and the slags have been varied by using different oils with different viscosities, densities and surface tensions. The effect of temperature of the liquids has also been examined. Measurements of the terminal velocity, rest time and the behaviour of the liquid inclusions at the interface have been recorded using a video camera. It has been found that the inclusions reach their terminal velocity early in the vessel and the experimental velocities differ somewhat from the values evaluated using ?intermediate law?. The results from the experiments have shown that the size of the inclusions has no appreciable influence on the rest time. Droplets of AK50 oil have been found to have considerably long rest time. A water film surrounding the droplet has been expected to be the main reason for the long rest time. The present study has also shown that the viscosity of the oil has certain effect on the rest time, but only to some extent, since viscosity has double functions. A higher viscosity provides higher resistance to the droplet entering the oil phase leading to longer rest time and at the same time damps the lateral movement of the droplet along the interface, leading to easier stabilization and shorter rest time. On the other hand, a high viscosity of the oil phase results in slow dissolution process. It has been concluded that a meaningful model of inclusion separation at the metal-slag interface must take the interfacial phenomena into consideration. El presente trabajo describe la optimización del proceso de planta de ánodos en la refinería peruana a través del uso de equipos e instalaciones, sin una necesidad de ampliarlos con los hornos de afino. rueda de modelo o prensa de ánodos. Este proceso utiliza como materia prima las barras de cobre blister, las cuales son enviadas vía ferrocarril desde la fundición de SPCC al norte de la refinería. Luego,este cobre blister es cargado a los hornos junto con los ánodos corroídos, el recirculante de ambas plantas, los desechos de cobre, etc., de acuerdo al programa de flete previo al carguío. Finalmente, se inicia el proceso que comprende: fusión, oxidación, reducción, escorificación y moldeo. De acuerdo a este proceso, la planta de ánodos ha mejorado la calidad física y química de los ánodos e incrementó su producción, efectuando los trabajo en equipos y estabilizando los estándares de seguridad.

Continuous Mining presents an opportunity to extract reef in the stope ?continuously? by integrating the drill and blast activity using propellants or low energy charges. To date, the majority of effort spent on Continuous Mining systems has focused on developing an effective rock breaking process (micro breaking process), and to some extent, eliminating fumes and dust. The perceived benefits of applying low energy charges have been identified as: ?Concentrated mining yielding face advances of 40 to 60 m per month ?Lower stoping widths through better-controlled breaking ?Increase in the advance per blast ?Increase in labour productivity ?The potential to mine reefs where specific conditions make conventional mining uneconomic e.g. reefs with shales in the immediate hangingwall. However, the ability to successfully use low energy charges to create a ?Continuous or Semi-Continuous? mining method is dependent on overcoming the following challenges. ?Improving reliability of rock breaking. This is dependent upon achieving:? Improved drilling accuracy, and? Successful stemming or gas confinement, particularly in fractured rock ?Reducing gas and dust levels ?Reducing high costs. Through the research carried out in Future Mine, many different low energy rock breaking methods and systems were investigated. Whilst detailed results cannot be published here, the guidelines for overcoming low energy rock breaking challenges are discussed.

?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

This paper describes a real-time fleet management system for an undergroun mine. Dispatching, routing and scheduling are handled simultaneously, taking into account the mine status, operational constraints and vehicle location information. Each assignment decision takes into account the traffic on the road segments of the mine network, whether road segments are bi-directional or uni-directional, and ensures that each LHD (load-haul-dump) vehicle arrives at loading and dumping points with the correct orientation. Such a system can be used either as a simulation tool for strategic planning or as a real-time managing and optimizing system for operations. In the simulation mode, the system can accurately estimate the impact on productivity of decisions such as the development of waiting areas (bays, sidings), or the addition (elimination) of vehicles to the fleet in operation. When used for real-time dispatching, routing and scheduling of vehicles, the system can optimize production with respect to various assignment criteria such as cycle-time minimization or deviation from a target production plan.

Over the last few years, and especially the last few months, issues relating to Corporate Governance in industry in general, and the Minerals industry in particular, have become increasingly topical, as a result of a number of scandals and failures. The development of International and National Codes for the reporting of Mineral Resources and Reserves began some years ago, and has been followed by more stringent Listing Rules for the Securities Exchanges, as well as more standardised formats and protocols for financial reporting of assets and activities. More recently, some countries have adopted Codes for the Valuation of Mineral Properties, which have focussed on standardisation of valuation approaches to be adopted, and the qualifications of people deemed competent to sign off such valuations. This process has not been without criticism, the main criticism being the proliferation of local standards and regulations, which are often difficult to apply and regulate, or which are too prescriptive for multinational mining companies to deal with. In South Africa, these concerns have been recognised, while at the same time a need has been identified to establish a Code which could be applied to South Africa, and the African continent as a whole. Such a development would necessitate that the Code satisfies the needs of the continent, but in a global context. This global context has already been set by the activities of the International Organisation of Securities Commissions, the International Valuations Standards Committee and the International Accounting Standards Board. This paper explains the progress and process that has been established in South Africa for this purpose, and highlights the key issues which are open to public debate, so that the process is inclusive and transparent, whilst at the same time it is consistent with international time frames, and provides a deliverable product that meets the desired objectives.
