To improve rock-burst control in deep vein mining, a field demonstration has been carried out by the Bureau of Mines to test a new rock-burst control concept--rock preconditioning in advance of mining. The procedure is to fracture the major rock-burst-prone zone during the development of each level before production mining. This allows initial mining to begin in a preconditioned zone and later mining from the level below to end in a prefractured or preconditioned pillar zone that is relatively burst-free. This full-scale field demonstration was carried out On the 7700 level of the Hecla Mining Co.'s Star-Morning mine. An expected burst-prone zone along the main vein between 7 and 10 crosscuts, some 250 feet long by 40 feet above and below the level, was preconditioned by blasting a fanlike ring of drilled holes from each crosscut. The drill holes, up to 100 feet long and 4 inches in diameter, were loaded with high explosives and shot. About 4,550 feet of drilling and 9,000 pounds of explosives were involved in the effort. Comparison of preshot and postshot data from monitoring instrumentation indicated that the blasting did fracture the rock in the planned zone and did result in an immediate stress decrease and softening of rock. The field data compared favorably with predicted results from a finite-element computer model simulation of the destressing. Based on observations made during mining and on the data from the Hecla rock-burst monitoring system, there is no doubt that this preconditioning in advance of mining demonstration resulted in much-improved rock-burst control during first-floor mining. It was also concluded that preconditioning the vein was more effective than preconditioning the wall rock.

The maximum net return from the sale of ores and concentrates of gold, silver, copper, lead, and zinc accrues to the producer when these mine products are marketed to the best advantage. Data are presented that the producer, especially the small mine operator, can use to survey available markets and make a preliminary estimate of the net return to be expected from an ore, on the basis of typical mill, smelter, and freight schedules. A review of the industry is presented by States in which recent production statistics are given, marketing facilities are discussed, and locations of principal mining districts, custom mills, and smelters are shown. Explanations of treatment processes, ore types, treatment charges, payments for metals, and deductions are given. Published rail and truck freight rates for mine products, based on marketing patterns developed over many years, are listed and explained.

Two underground installations of the sprayfan system are described and evaluated. The spray fan proves capable of reducing by 1300 percent downtime due to high methane. Spray fan face ventilation at 20 ft brattice setback is shown to give improved methane control over conventional sprays at 10 ft setback. In addition, this report describes: ? A simple method for determining the most economical application of ventilation for face methane control ? The effect of place variables (primary ventilation, auxiliary ventilation, seam height, etc.) on methane concentrations ? The correlation of methane concentrations with brattice setback. These results are utilized to suggest a safer and more economical approach to face methane control.

Michigan is becoming one of the important oil-producing States of the country. The amount of crude oil produced within its boundaries has increased from only 4,000 barrels in 19253/ to nearly 16 million barrels in 19935.4/ The Bureau of Mines method of crude-oil analysis and classification-indicates that the oils from the several producing fields are predominantly paraffin-intermediate-base, wax-bearing crudes. In general, they will yield 25 to 35 percent of highly paraffinic gasoline and about the t- me amount of kerosene and gas-oil combined, 7.2 to 15 percent of lubricating oil stock, and 20 percent of residuum with a carbon residue or about 6 to 7 percent. In addition, there appears to be some correlation between certain properties of the crude oils and both the geographical location and geological structure of the oil-producing areas within the State. These general conclusions are based on the analytical data presented in this report, which is one of a series of papers that record the general characteristics of crude oil from the many producing fields of the United States. This report discusses briefly the oil fields of Michigan and the characteristics of the crude oils produced from them. The analyses of 15 samples are given. This paper shows the usefulness of geostatistical conditional simulation combined with the quantification of sampling errors obtained from the analyses of fundamental errors ? validated from duplicate data ? to assess the relevance of the quality and quantity of the information, for short-term mine planning purposes. Traditional blast-hole drilling equipment has been designed for efficient drilling, but not for obtaining high-quality samples. Furthermore, blast-hole sampling interferes with production, and thus usually produces poor-quality results. These results are the basis of short-term plans, where the grades of selective mining units are estimated and used for distinguishing between ore and waste. Under these conditions, misclassification (ore blocks sent to the waste dump and waste blocks processed at the plant) is inevitable, leading to significant hidden losses that can amount to millions of dollars per annum. Reverse circulation drilling with the latest automated sampling technology improves significantly the quality of the information used for short-term planning, and thus reduces misclassification, improving the financial returns of the operation. In this paper, we present the general methodology for assessing the effect of poor blast-hole sampling, as compared to advanced reverse circulation drilling grids at several spacings, in order to arrive at the most appropriate grid for short-term planning. This plan can be prepared well in advance using several additional variables that are usually not available when the plan is based on blast-hole samples. Furthermore, blending options can be analysed in order to optimize plant recovery, minimize the use of sulphuric acid, etc. Three case studies are presented, namely a typical porphyry copper deposit, an exotic oxide copper deposit, and a complex gold deposit, where mineralization is controlled by structures and lithology. This paper shows that in all cases, advanced reverse circulation drilling grids provide good-quality information that, coupled with the use of geostatistics for short-term mine planning, significantly improve the financial returns of the operation.

O modelo utiliza ferramentas dedicadas para o controle de forma, como o sistema de pair cross, que é o cruzamento voluntário dos cilindros entre tiras, o sistema de roll shift, responsável pela movimentação longitudinal dos cilindros entre tiras e o roll bender, este dinâmico, trabalhando na deformação dos cilindros. Desde o início da laminação comercial, o desempenho da planicidade do material apresentou evolução significativa na nos índices de qualidade e produtividade do laminador.

The Ashanti mine is located within the Lower Proterozoic Birimian of Ghana, and covers a concession of 474 square kilometres at its Obuasi operations which comprise large scale underground, surface and tailings treatment facilities. The mine had operated for a century at the end of 1997 and had produced nearly 25 million ounces of gold, a significant proportion of which came from the underground operations. This paper covers the strategy under which exploration for both surface and underground mineral resources was instrumental in enabling the expansion programme to go ahead together with the methodologies and results that have developed in the exploration area over the last five years. Within capital expenditure constraints, the objective on surface is to replace oxide depletion with a secondary objective of discovering new sulphides in areas other than the main trend. In the underground, the exploration strategy is directed at replacement of both underground and surface sulphide depletion, minimising finding costs and assisting the development of long lead time infrastructure. The exploration application describes the methodologies in use for both surface and underground exploration that have been developed in recent years in conjunction with a description of a major review conducted in 1995/96 of the exploration database using an integrated approach, geochemistry, geophysics, remote sensing and structural geology. A revisit of soil geochemical data in particular, and modification of exploration methodology led to the success in finding relatively significant new oxides in 1997.

Analysis of rock discontinuities, collected using a scanline method, has been undertaken at the Iron Duke open cut mine, on the southern margin of the Middleback Range in the Gawler Craton, South Australia. The iron mineralisation, which is a product of supergene enrichment of carbonate sediments, is located on the W (western) limb of a gently N plunging D2 macrosyncline. Mesofolds plunge shallowly to the NE or steeply to SE, suggesting two shortening events, of which the second produced significant macrofolds. Discontinuities include:faults and shears which display variable orientations, mainly striking WNW dipping steeply N; mesofractures or joints maintaining a well constrained orientation, dipping steeply S, subvertical striking E-W; and bedding surfaces which are folded about a gently N plunging axis. Through this example of the regional control exerted on local discontinuities, it is clear that discontinuities are not randomly distributed as often assumed in purely statistical approaches. Commonly for rocks of any age there is a distinct discontinuity pattern, reflecting the geological deformation history. If the controls exerted on local rock discontinuities can be determined and assigned a number related to their significance, the way forward is available to develop a site specifc knowledge base that can make realistic predictions for any position in a given rock mass. Such a procedure would involve assessment of the regional geology, linked to scanned discontinuities either via manual or automatic means. Recent advances in automatic scanning rock faces (eg by the I-SiTE Laser Radar) to determine discontinuities distributions, enable the rapid calculation of rock characteristics. This is a significant advance in rock engineering, providing a method of safe and quick collection of data. However it creates problems in the presence of an increase in the geotechnical data available, which should be assessed in the context of the regional geology. Although techniques are underway to analyse post-blast discontinuities, the next signifant potential advance in this area could be the integration of a knowledge based system to assess discontinuities ahead of mining, incorporating regional assessment and human intuition.

"The planning and construction of prime coking coal beneficiation plants in the nationalized mines in India are reviewed. Prime coking coal constitutes approximately 22% of the total resources and occurs exclusively in the Jharia coalfield in the state of Bihar. Bharat Coking Coal Limited (a subsidiary of Coal India Limited (CIL) the nationalized mining sector of India) owns 80% of the Jharia collieries. The development of Jharia coalfield in the pre-nationalized period before 1971 has been characterized by a large number of small mines with primitive mining methods and low productivity. The production of prime coking coal to meet the demand of the steel industry in India has to increase from the existing level of 11.1 million tonnes to 43.4 million tonnes per annum by 2000 AD, thereby producing 5.61 million tonnes and 22.7 million tonnes of clean coal respectively. An ambitious program has been undertaken for development of bigger mines with an average production of 1 to 3 million tonnes per annum. With the fast dwindling reserves of good quality coking coal, more inferior grade coal seams, having difficult washing characteristics, are now being mined. All the coal from the future mines will have to be beneficiated to make it suitable for consumption of steel plants; the following washeries are being planned for construction by 2000 AD:"

Discussed are new methods, equipment, techniques, and systems used to more, effectively extract and process minerals and fuels. Environmental considerations, reduced ore grades, and the related increased quantities of material handled were the dominent concerns of the minerals industry in 1972. Productivity increased in most mineral commodities as equipment became more mobile, versatile, and sophisticated. Increasingly, equipment designs incorporated health and safety features. There was considerable interest in the field of energy and in pollution-free metallurgy processes.

In 2006, the Mine Improvement and New Emergency Response Act (?2006 MINER Act?), Pub. L. No. 109-236, 120 Stat. 493 (2006) was enacted in a bi-partisan move to strengthen the 1977 Mine Safety and Health Act. This action followed several underground coal mining accidents at the Sago and Aracoma Mines in West Virginia and the Darby Mine in Kentucky. The focus of that legislation was, in part, to force technological development and implementation. It involved the recomposition and training of rescue teams. Requirements for sealing worked out areas of mines were changed when MSHA invoked its Emergency Temporary Standard (?ETS?) authority for the first time in many years. Increased penalty amounts were established for certain types of violations for all types of mining, and minimums were set for unwarrantable failure violations issued under Section 104 (d)(1) and (d)(2); 30 U.S.C. Section 814 (d)(1),(2). The entire 30 C.F.R. Part 100 penalty criteria was revamped in a rulemaking, effective in April 2007. The visions were ambitious and noteworthy and those in industry and government have spent the last four years working through the aftermath of intended and unintended consequences of these changes. The penalty structure arrived at in 2007 has proven unwieldy and has contributed to the increase in contested caseload now before the Federal Mine Safety and Health Review Commission. In essence, litigation under the Mine Act ground to a virtual halt when the number of cases increased but the budget for Administrative Law Judges, who hear the cases, and the Solicitor?s office who represents MSHA, was not increased. Addressing the backlog effectively was one of the major challenges when Joe Main was confirmed as Assistant Secretary in early 2010.

Cuando se diseña y operan minas de carbón subterráneas con el método de cámaras y pilares, es siempre difícil obtener un buen equilibrio entre la prevención de subsidencia de la superficie y la obtención de un alto coeficiente de recuperación. En este trabajo se propone una metodología de diseño aplicando la teoría de arco de presión y se detallan los principios y modelos matemáticos involucrados. Se desarrolló un programa de computadora a fin de realizar el proceso de optimización del diseño y fue aplicado a la examinación de un caso documentado en el que había sucedido una falla masiva de un pilar en cascada sobre un área grande en una mina de carbón poco profunda. Los resultados indican que el método de diseño propuesto puede ser aplicado para prevenir la subsidencia y a la vez obtener un alto coeficiente de recuperación para operaciones mineras de cámara y pilares.

This paper explores the possibility of using short-term time-dependent plate loading tests to estimate the elastic and viscoelastic parameters of the weak floor strata typically associated with coal seams in Illinois. Plate loading tests with incremental loads, similar to incremental creep experiments, were conducted until the floor failure occurred. For each increment, the load was held constant for a period ranging from 1-4 hours until a constant deformation rate was achieved. The deformation-time data were analyzed for viscoelastic parameters of weak floor strata assuming its behavior to be adequately represented by the standard Burgers model. The analysis required development of mathematical equations for the time-dependent deformation of the standard Burgers material under a three- dimensional state of stress. Time-dependent pillar settlement data at one mine were also analyzed for elastic and viscoelastic parameters of the weak floor strata using the developed equations. These parameters were compared with similar parameters estimated from plate loading tests.

Many problems were encountered with the mechanical wedge-type splices used for the 15-inch square precast prestressed concrete piles installed at an industrial plant site. Many of the wedges were breaking during installation of the splices and after pile driving resumed following splicing. Dynamic monitoring of the piles and uplift loading tests confirmed that the problems were associated with cracked or damaged wedges. More ductile, annealed wedges were subsequently used, and, while not completely satisfactory, they were found to perform better than the original more brittle wedges. Introduction Long precast prestressed concrete piles were installed to support heavy, settlement-sensitive structures at an industrial plant in Port Alberni, British Columbia, Canada. The piles were driven through soft compressible silts and clays to toe bearing in a dense sand and gravel deposit or on bedrock. Each pile consisted of two or three segments joined with mechanical wedge-type splices trademarked DYN-A-SPLICE. Shortly after construction began, problems arose during pile installation, and these problems were, later, identified to be related to the wedges, or clamps, used to connect the splice plates.

"Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

This contract is concerned with the construction of a Time Resolved Audio Dosimeter System consisting of one readout unit and several dosimeter units. The Time Resolved Audio Dosimeter System was designed and developed by the Bureau of Mines with the purpose of this contract aimed at obtaining additional units for further field testing and evaluation. All construction was in accordance with the Bureau of Mines design and/or Bureau approved drawings produced during the course of this contract.
