The strippable reserves of bituminous coal and lignite in the United States were calculated in accordance with the prevailing conditions of seam thickness and depth of overburden in each of the several coal-producing areas of the Nation. Within defined limits of seam thickness and depth of overburden, it is estimated that there was a remaining strippable resource of 118 billion tons of raw bituminous coal and lignite as of January 1, 1968. Because of topography, natural and manmade features, and other limitations, only 45 billion tons of the resource are strippable reserves. Of this, 32 billion tons is considered low-sulfur (less than 1 percent), 4 billion tons is medium-sulfur (1 to 2 percent), and 9 billion tons is high-sulfur (over 2 percent) coal. Owing to a cleaning loss affecting that portion of strip coal that is mechanically cleaned, the 45 billion tons of strippable reserves are reduced to 39.6 billion tons of marketable coal. A brief discussion is given for each coal-producing State, summarizing past and present production, historical background, and outlook. Appendix A contains reserve data by State, county, seam, and sulfur content. Appendix B contains the general information and requirements necessary to comply with the current strip mining laws covering 20 States.

As cities are growing all over the world, the need for urban transportation facilities are on the rise. Designers (of these facilities) today are faced with a number of constraints for their design, of the most is the space limitation and impact of new construction activities to the community. A typical subway station, as the focus of this paper, is approximately 600 to 1000 feet long, 50 feet wide and 2 to 3 story high. With such a large volume of construction activities, it is easily realized why underground stations are becoming obvious choice for larger cities eventhough the cost could be 2 1/2 to 3 times as much as an aerial station and 4 to 5 times that of an at-grade station [O'Neil et. al.(1977)]. Since cost is an important factor which is always increasing, therefore, the designer should have a good planning, consider alternatives for design and come up with a realistic design with minimum impact to the community. This paper is about the geotechnical considerations that the designer should be aware of. PLANNING A 1977 report [O'Neil et. al.(1977)] on the construction costs for a number of underground subway stations indicate that about 4 0% of the cost is site-controlled, 35% is structural items, and 25% is finish and equipment. It is seen that of opportunity exists for cost savings in the site selection and proper use of the site. Once the site is selected, the cost of construction become controlled by urban conditions at the site, geotechnical conditions, station size and depth. Therefore, the design-solution is very much site-specific. The geotecnical designer should collect the following information at the early phase of the design:

A discussion of frequently asked questions may help individuals trying to interpret subsidence regulations or prepare permit applications. The subsidence permitting process involves just one part of the mass of Surface Mining Control and Reclamation Act regulations. But of the 18 main SMCRA sections, subsidence is critical to the permitting process for coal operators. It's an area in which applicants have had problems interpreting regulations and preparing permit applications. Of 22 western states, only Wyoming, Montana, Colorado, and Utah heave thus far received approval for their mining and reclamation plans. The other states are now involved in the permit application process and will be dealing with SMCRA regulations for the next year or so. Some state programs, when approved, may differ substantially from the federal SMCRA program. But, to be approved, the state programs must be deemed equal to or more stringent than the federal regulations. SMCRA regulations apply to any coal operation "that exhibits surface effects." Thus they apply to surface strip mines as well as underground coal operations. The regulations do not apply to hardrock mining operations. Since August 3, 1977, the government, industry, and the public have wrestled with SMCRA. They have struggled through an initial program with the US Geological Survey; a new agency, the Office of Surface Mining Reclamation and Enforcement (OSM); an interim program; and a "final" permanent regulatory program. Even now, OSM is reluctant to publish formal program guidelines because: •The regulations are still in the process of judicial review. • Some approvable state programs will supersede the federal regula¬tions. • The flexible regulations are open to interpretation, which is desir¬able to maintain. •Guidelines could be misleading until regulations and interpretations are revised and finalized.

The goal of biodynamic models is to simulate the vibration behaviour of the human body. In combination with experimental studies biodynamical models can be a powerful tool for the analysis of the effects of vibration exposure on health [1] and comfort. This paper gives an overview of the state of the art of biodynamic whole-body vibration models of humans, addressing both numerical models and hardware dummies. Method Two approaches are distinguished, the phenomenological and the anatomical, as illustrated in Figure 1. [ ] Phenomenological models aim to reproduce the vibration behaviour of humans with respect to particular physical quantities, chiefly the driving-point impedance at the interface to the seat, and partly with respect to other transfer functions. Discrete systems of masses, springs, and dampers with several degrees of freedom whose topology and parameters are determined by structure- and parameter identification methods are used in the sense that the functions derived from measurements are reproduced as well as possible. This paper provides an evaluation of this methodology and defines its range of application as well as its limits.

The twenty-ninth Sir Julius Wernher memorial lecture of the IMM, presented at Tunnelling '97, London, 2-4 September 1997. The tunnelling industry is well prepared to face the challenge from the population explosion in urban areas in the near future. Many well-established yet redundant concepts are still impeding progress, however, including the prediction of excessive surface ground settlements. The correct selection of TBM can minimise these, and ground deformations can be avoided completely if the appropriate techniques are applied. Advanced techniques have been used in the Tokyo Bay Crossing, where the tunnel lining was installed by robots. Other advanced techniques include the use of a sliding slip form to give temporary support to an extruded tunnel lining, the chemical processing of ground by polymers during earth-pressure balanced tunnelling and the use of electronic monitoring and steering devices in TBMs. There will be challenges to tunnelling in urban environments, as open cut techniques will no longer be tolerated. Reasons are given for the seemingly excessive public concern with taxation of the mineral industry. Optimality of mineral extraction is a concept that requires careful definition in terms of one or more objectives. Once defined, the impact of taxation upon optimal mineral extraction may be studied; findings from earlier work on this topic are presented for two basically different cases. In conclusion it is observed that the pursuit of optimality requires the availability of highly skilled engineers; in the event of a large-scale mineral development it is this resource that is probably scarcest of all.

As no cure is known for silicocis after it has developed, prevention is the only effective remedy. There are two main lines of approach to the problem of dust-disease prevention in industry - the engineering, through control of dust production, and the medical, through selection of workers by examination; success probably depends upon a combination of the two. Hatch (146) considers the following measures essential to a complete, well-balanced program of control of the dust hazard in industry: 1. Selection of workers by means of physical examinations in order especially to eliminate those with tuberculosis and other disorders of the respiratory system. 2. Reduction of the duct concentration below the standard of permissible dustiness through adequate moans of dust control and good housekeeping. 3. Limiting the frequency and duration of employment in the dusty occupations, thus reducing the rate of deposition of dust in the lungs. 4. Routine measurement of the effectiveness of the dust-control program by means of periodic medical examinations and duct surveys.

A complete chemical analysis of the waste showed that it contains 15.64% P2O5; X-ray diffraction analysis revealed that it is composed mainly of francolite, calcite, pyrite, quartz and dolomite. The phosphate values were recovered and the settling rate of the wastes enhanced by the use of hydrocyclone and flocculation techniques. The hydrocyclone produced an underflow enriched in phosphate and an overflow enriched in clays. The former represented 39.8% by weight of the phosphatic clay waste and assayed 26% P2O5 at a recovery of 66.36%. The results of flocculation of the phosphatic clay waste showed that both the degree and rate of settling were increased and that the process water could be recycled. The settling rate was 37 times greater when anionic polyacrylamide A130 was used

Advantages: eliminates impact noise and vibrations, high section modulus if required, vertical load bearing capacity; corrosion resistant, easy to apply facing for use as a permanent wall, adapts to complex wall layouts, would allow top- down construction, very high uplift resistance. c. Disadvantages: spoil disposal, not water tight, cannot penetrate rock and most obstructions, soil can erode between the piles if surface water and ground water are not controlled, hard to install reinforcing beams over 409 long; subject to high negative skin friction loads, high grout takes in rubble and organic soils. e. Relative cost to other systems: 30% to 50% more expensive than driven soldier piles and lagging except when surcharge loads are involved, or the pile cannot be driven due to noise and vibrations. About the same cost as a sheet pile system. Very competitive if high vertical load must be supported by the wall.

SCRIPTURE, statistics and imagination all were drawn upon by the speakers who acclaimed Daniel C. Jackling as recipient of the William Lawrence Saunders Gold Medal for 1930. The award was made at a special dinner at the Ritz-Carlton, in New York, on Oct. 31. Lafayette Hanchett, old friend and associate, said that if it were his task to compress the life story of Daniel Jackling into a single sentence, he could find noth¬ing so appropriate as these words from the 22nd Chapter of Proverbs, "See'st thou a man diligent in his business, he shall stand before Kings." Mr. Jackling's diligence, according to the speaker, his love for his task, have been outstanding in his career. W. S. Boyd, now ranking official in the Jackling organization, cited amazing statistics as to the quantity of copper supplied to industry by the four "porphyry". coppers that are under Mr. Jackling's immediate direc¬tion, as well as by those that, in a sense, owe their existence to the pioneer work at Utah Copper. In the aggregate- 16,000,000,000 lb. of copper having an approximate value of $2,700,000,000 have been produced from disseminated ores since 1905; and of this total 42 per cent came from Utah and the Nevada group. Newcomb Carlton, president of the Western Union Telegraph Co., long an admirer of Mr. Jackling, adroitly drew a picture of a similar occasion in some 'foreign country. He imagined Mr. Jackling being raised to the peerage and whimsically addressed him as Sir Daniel, the Right Honorable Earl of Bingham!

This cost bibliography, covering the period from January through December 1960, is a continuation of the series which began with the publication of Information Circular 7516 in October 1949. It is also the second report in the series to be prepared as a cooperative effort by the Bureau of Mines and the American Association of Cost Engineers. The cooperative agreement between the two groups provides for the publication of an annual bibliography with the work load involved in the preparation shared equally. In central Washington, six miles south of the small town of Vantage, the flow of the Columbia River is harnessed by the Wanapum Dam which is part of the Priest Rapids Hydroelectric Project owned and operated by Grant County Public Utility District (GCPUD). Extending more than 8,300-feet from bank to bank, the dam includes left and right earth embankments, left and right concrete gravity sections and a 10-unit powerhouse. Adjacent to the right embankment is a concrete gravity spillway featuring radial gates measuring 50-feet-wide and nearly 70-feet-high. In the early 1960’s when Wanapum Dam was built, these seven-story spillway gates were the highest in the world. In late February 2014, 50-years into its service life, during a routine maintenance inspection, observant workers noticed a slight misalignment in the roadway deck curbs and handrails located on top of the spillway. Further survey and inspection efforts uncovered a 65-foot-long by two- inch-wide crack that spanned the full length of Monolith 4. On discovering the extent of the damage, GCPUD initiated immediate drawdown of the reservoir to relieve pressure on the spillway monoliths. Wanapum Reservoir and the areas directly downstream of the dam were immediately closed, boat ramps and inlets were left completely dry, campsites were closed and boating activity was banned on the lake until further investigations and remedial procedures were in place and completed. An extensive root cause analysis ultimately led to the conclusion that errors in the initial design calculations and late changes to the final spillway design led to a condition that generated tensile stresses in the concrete at the upstream face, which over a period of 50-years resulted in the formation of a crack along a horizontal lift joint located about 85-feet below normal pool elevation. Further analysis showed that, although visible distress was found at Monolith 4, there was nothing preventing this issue from happening at other locations along the dam spillway. Although no visible cracking was found in the other monoliths, repair procedures for Monolith 4 would have to be replicated at the remaining monoliths.

The Northwest Experiment Station of the Bureau of :,!in-s, in cooperation with the College of Mines, University of Washington, has completed a detailed investigation-of the physical and chemical properties of western cokes made or used in the Pacific Northwest, as evaluated by standard methods./ One of the properties determined, to which more or less importance has been attached, was reactivity5/ or combustibility. As no standardized procedure is available, it was necessary to develop a workable method for evaluating this property. The combustibility of coke is usually measured by the formation of carbon dioxide with time at a particular temperature or by the reduction of carbon dioxide to carbon monoxide. Analysis of the resulting gases commonly is required to evaluate the result. The method described in this paper is simple and direct in that the sample of coke or other carbonaceous material is weighed as it burns; the loss in weight and time is indicated by a balance and clock arrangement. Gas analyses are not required. Methods similar in principle have been used by Tu, Davis, and Hottel6/ and by Oshima and Fukuda7/ for determining the combustion rate of carbon and for studying the effect of ash on combustion characteristics. The use of rock-socketed Augered Cast-In-Place (ACIP) piles is new to the Austin and central Texas region. This case history describes the design methodology, load test results, quality control procedures and the rate of production pile installation for the first large commercial project where ACIP piles were used in Austin. The piles were 24 inches in diameter and extended through about 45 ft of alluvial materials to be socketed 6 ft into limestone. A full-scale instrumented load test was performed on a test pile that was loaded to 452 tons and held for 24 hours. Telltales were installed in the middle and the tip of the test pile. As part of the overall quality control procedures, singlehole sonic integrity logging was performed on the production piles to verify structural integrity during pile installation. During pile production, an average of 14 piles per day were installed, which is approximately seven times faster than the original design that consisted of drilled shaft foundations.

Oxygen gas bubbles generate on anode during Pb electro-deposition process in PbSiF6-H2SiF6 aqueous solutions at room temperature. Cell voltage varies as the bubbles formed on the anodes surface. The bubble layer on the anode makes a voltage drop that consumes energy in the Pb process, which can be reduced by applying ultrasound on the anode. The effects of ultrasound frequency and anodic current density were investigated with ultrasound on and off, alternatively during the Pb electrode-position process. The removing of the gas bubbles were recorded in association with a drop in the cell voltage. The cell voltage can be lowered by 4% - 6% with ultrasound, which has potential for energy saving in Pb production.

The Bureau of Mines investigated the applicability of the freeze-drying technique for preparing dispersion-strengthened tungsten powders suitable for conversion by powder metallurgy into materials which might have improved high-temperature strength. Extruded rods from compacts of tungsten-5 vol pct thoria had at 1,650° C a tensile strength of 30,300 psi and a 10-hour stress-rupture strength of 12,700 psi, These are slightly below those measured for swaged rods of commercial tungsten-3.7 vol pct thoria. Only those tungsten-thoria dispersions containing a stoichiometric deficiency of oxygen yielded a significant strengthening effect. A low-melting eutectic formed in extruded tungsten dispersions containing either zirconia or yttria, which caused a lowering of the tensile strengths. These tensile strengths were only slightly higher than strengths of elemental tungsten made from commercial powder having a particle size of 2.4 microns (Fisher subsieve). Sheet made from this commercial tungsten had a slightly higher tensile strength than tungsten made by freeze drying, but the freeze-dried tungsten sheet had a lower recrystallization temperature, a lower ductile-to-brittle transition temperature, and a higher purity.

In this study, the method of chemical co-precipitation?reduction?diffusion was developed for the preparation of magnetic SmCo5 alloy. In the chemical co-precipitation process, the effects of solution pH, the reactant concentration, the dispersant on the process were investigated. The optimum conditions of the process were determined, and the SmCo5 alloy oxide precursor particles with fine crystalline structure, narrow size distribution was obtained. Then, by reduction-diffusion treatment of the precursor particles, the SmCo5 alloy with high quality was produced. It is anticipated that the co-precipitation-reduction-diffusion is a novel method available for SmCo5 alloy production.

[Certain chapters of the tentative document entitled, "Test Requirements for instruments & Apparatus to be Considered for MESA Intrinsically Safe Certification" are evaluated and supporting data are presented on certain key issues with the purpose of helping the regulatory agency in improving the above document. The subjects discussed in detail are: hot wire ignition with W and BeCu wires; the most sensitive methane-air :and propane air ratio; the ignition limits for inductive-resistive circuits in 8.3°; methane-air mixtures in the 24-OV, 100 mH-2 [ ]H range, the resistive ignition limit as a special case when L ? 0; the capacitive-resistive ignition limit representing a four ,dimensional problem is analyzed and discussed in general and the variation of the ignition limit using Vo and/or r2 as a parameter are determined experimentally. The ignition limit is also determined for the [r1 ,~ r2] = 0 case ("capacitor alone") and for the most dangerous capacitive resistive circuit combination. The ignition limits are below the limits proposed in the document. A survey of the different factors influencing the ignition is made as to their suitability to provide a constant safety factor. It is shown that a constant safety factor cannot be achieved. The best method for applying a safety factor appears to be the increase of initial pressure or use of other gas mixture. The revision of the safety factor concept and ignition limit curves is recommended.]

This report, sponsored by the U.S. Bureau of mines, presents the results of an examination of available safety assessment methods and their applicability to the mining industry. Standard safety analysis procedures were evaluated for relevance to the mining industry and mire operators' needs. The major safety concerns and needs of mine operators were identified through telephone contacts and a visit to a mine site. Safety assessment methods recommended for use by the mining Industry were also investigated for potential adaptability to a user-interactive computer system. Several methods were determined to be Immediately transferrable to the mining industry; these techniques are described in a user's handbook produced as part of this project. The handbook gives detailed instructions on appropriate application and utilization of these methods. Other techniques will require further development before they can be effectively transferred to the mining Industry. These methods, their advantages, disadvantages and resource requirements are described in the final project report. Recommended system safety analysis techniques facilitate an evaluation of total mine system safety and a determination of safety-related interactions among systems within a mine. The application of these methods to the mining industry could result In reductions in both the frequency and the consequences of mine accidents.
