"Rare earth elements (REEs) have many key applications in traditional and advanced technologies. A shortage of several critical REEs is expected due to the discrepancy between the availability of REEs from REE deposits and the REE demand from the market. REE recovery and separation from secondary resources such as uranium wastes and recycled materials might help balance the shortfall in a cost-effective way. This paper presents data concerning the recovery of heavy REEs (HREEs) from uranium raffinate. It also discusses the design, commissioning, and operation of a solvent extraction pilot plant for the separation of REEs.RÉSUMÉ Les éléments des terres rares (ÉTR) trouvent de nombreuses applications importantes dans les technologies classiques et de pointe. On prévoit une pénurie de plusieurs ÉTR critiques en raison des divergences constatées entre la disponibilité des ÉTR provenant de gisement d’éléments des terres rares, et la demande d’ÉTR sur le marché. The role of solutionizing conditions within the T6 heat treatment of the cast Al-Si-Cu-Mg alloy with micro-additions of Zr-Ti-V was assessed in terms of their influence on microstructure and mechanical properties. As a solution treatment, a single step process at 485 and 510oC and a two-step process at 510 and 525oC for varying time intervals from 0.5 to 9 h, were examined. In all cases, solution treatment was followed by isothermal aging at 150oC for 100 h. The microstructural analysis showed that the solution treatment changed the eutectic silicon morphology from needle-like, present after casting, to spherical shape in the T6 state and that the extent of changes was strongly influenced by temperature and time. The Cu- and Mg-rich phases completely dissolved during solution treatment while the Fe-containing phase, Al8Si6Mg3Fe, remained partially in the microstructure. The Ti, V and Zr containing phases, Al13Si2Ti3Zr and Al3Si26FeTiV10, present in as-cast state, were partially dissolved during solution treatment, reducing their size by 10 - 48%. The studied alloy reached the maximum ultimate tensile strength of 335 MPa and yield stress of 303 MPa for two-step solutionizing with a total time of 4.5 h. It is concluded that the two-step solution treatment resulted in higher tensile properties than the single-step process.

C URRENT practice in the zinc concentrate roasting plant of The Consolidated Mining arid Smelting Company of Canada Limited, at Trail, B.C., involves passing the furnace effluent gases through an electrostatic precipitator for the recovery of dust. After removal of the dust the gas is treated for recovery of sulphur dioxide by conversion into sulphuric acid ( 1). However. as roasting techniques improved, and furnace productivity in-creased, the rated capacity of the precipitator was exceeded and it was necessary to consider various means of improving the dust recovery. A study of methods indicated that a baghouse using silicone-treated glass fabric, might be suitable for this particular application. Glass fabric was chosen because the temperature of the roaster effluent gases would range from 450°F to 500°F and tempering air was undesirable to avoid dilution of the sulphur dioxide gas.

The present study was designed to explore the contribution of organizational climate and management practices to the injury experience in underground coal mines. A cross-lagged panel design was used in which miners from 22 mines completed questionnaires assessing 27 organizational climate, structure, and function dimensions on two occasions, The results strongly support the hypothesis that climate and management practice have casual effect on the incidence of disabling injuries.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. The Pennsylvania anthracite region is composed of four fields, namely, the Northern, Eastern Middle, Western Middle, and Southern. It is in the eastern part of Pennsylvania and is shown on figure 1. The anthracite industry is confronted with a crucial problem of inundation by water impounded in underground pools in many mines and by infiltration of water from streams and pools on the surface (3). The deposits of anthracite in the United States are limited virtually to Pennsylvania, and the difficulties of this industry have been commonly considered as a State problem rather than a national one (1, 4, 6, 7). Anthracite was discovered in Pennsylvania in 1762, and the first mining company was formed in 1793. It was not until 1812 that anthracite began to receive recognition in the Philadelphia market as a domestic fuel, and by 1838 the annual production was nearly 1 million net tons. Since anthracite mining began, mine water has become progressively more difficult and costly to handle because of the extraction of anthracite both underground and along the outcrops of the beds, until at the present time mine drainage is a major anthracite-mining problem. Mine water is handled at the anthracite mines as follows: (a) by pumping, (b) by drainage tunnels, (c) by combination of pumping and drainage tunnels, and (d) by water hoists (hoisting water by means of large buckets) (4, 5,6, 7). This paper covers removal of the water from mines by means of pumping plants. Pumping is indispensable in the production of anthracite (5). The cost of pumping mine water has increased progressively since anthracite mining began. Some collieries have been forced to discontinue mining because of the high cost of pumping.

"FOLLOWING the Leduc discovery •by Imperial Oil in 1947, The California Standard Company began to acquire land in the area immediately west of Edmonton and in line with the Leduc reef trend (Figure 1).The California Standard Winter-burn Province No. 1 in Lsd. 10, Section 4, Township 53, Range 25, West 4th, which was spudded, on the basis of a seismic anomaly, in December, 1949, failed to find reef. This well was located on the eastern .edge of a large land block which California Standard and Imperial Oil had pooled as a joint venture, with California Standard a:s the operator (Figure 2).The culmination •of an extensive exploration and land aquisition programme was the drilling of the California Standard-Acheson Province No. 1 well .in Lsd. 13, Section 2, Township 53, Range 26, West 4th. On August 24th, 1950, a drill stem test was run in the D-3 zone which had been encountered at 4,969 feet, and a flow rate of 702 barrels per day •of 36° gravity oil was obtained. Just previously, Imperial Oil had completed a similar programme in the Stony Plain Reserve with the swabbing-in of Imperial Stony Plain No. 1. These two discoveries set off a drilling programme to determine the extent and value of the oil accumulation.Subsequent drilling of wells some successful .and others not by several other companies as well as California Standard bias, .to date, still left much to be determined as to the approximate delineation of the productive limits of the Ache-son-Stony Plain area. However, to August 31st, 1951, there were twenty-one D-3 producers north of the reserve and three in the Stony Plain Reserve."

During U.S. Bureau of mines mineral investigations, in 1981 and 1983, no mines, prospects, or mineral resources were identified in the Little Sand Spring Wilderness Study Area (WSA). Placer gold values in near-surface samples from alluvial fans within or near the WSA contained no more than 66 cents gold per cu yd, at $400 per troy ounce gold price. Sand and gravel and carbonate rocks occur in large quantities, but transportation costs to distant markets preclude their classification as resources. Nitrogen, lithium, clay, pumice, perlite, aragonite, and agate occurrences in the WSA are small or low-grade. The Silvia Mine, adjacent to the WSA contains gold-, silver-, copper-, and lead-bearing shear zones which strike toward the WSA. INTRODUCTION The Little Sand Spring WSA, encompassing 33,500 acres, is approximately 56 mi east of Big Pine, California, by paved and graded dirt roads (fl;. 1). Elevations range from 2,600 ft in Death Valley Wash to 5,600 ft along the California-Nevada boundary. The nearest permanent facilities are at Grapevine Ranger station and Scotty's Castle (Death Valley Ranch), about 9 and 11 mi, respectively, south in Death Valley National Monument.

FRANK N. SPELLER,? Pittsburgh,. Pa.-Mr. -Hayward's paper again draws attention to the fact that copper in steel is not the enemy that a good many of us it one time thought it was. He shows clearly that steel with over 0.75 per cent. of copper is as dependable, under the :conditions which he describes, as the same steel without copper. I might add that you-can weld copper-steel- satisfactorily up to that point; in fact, we have succeeded in welding pipe by the lap weld process up to 1 per cent. copper. Notwithstanding the date that have been presented on the effects of copper on the physical properties and corrosion of steel, a maximum copper limitation is still found in many specifications. In some cases the limit is extremely low, such as below 0.05 .or 0.03: per cent., or thereabout. That is a relic of days gone by, and I think the practice should be discouraged. E. F. To determine the behavior of chlorine in coal combustion, the Bureau of Mines burned 10 chlorine-containing coals, high-, medium-, and low-volatile, in a laboratory-scale pulverized-coal combustor. At carbon-combustion efficiencies of 94 to 98 percent, 1.6 to 7.1 percent of the chlorine or an average of 4 percent of the chlorine in the coal was retained in the ash; the balance, predominantly hydrogen chloride, was evolved in the combustion gas. Sulfur retention in the ash ranged from 2.3 to 10.7 percent or an average of 6.3 percent, Addition of alkali and alkaline earth carbonates to a medium-volatile coal containing 0.27 percent chlorine by preferentially reacting with the chlorine increased the Cl/S atom ratio in the ash, Lithium carbonate addition at 0.43 percent and K2C03 at 1.59 percent increased the C1/S ratio in the ash from 0.2 to 0.6.

Air and water pollution and land reclamation relating to coal mining and utilization continued to be featured in research and technologic work on coal by the Bureau of Mines in 1967. Details of the environmental studies are given in this report, along with accounts of other research relating to the mining and utilization of coal. Other studies that were continued during 1967 included health and safety, mine explosives, coal preparation and transportation, coal utilization processes, chemistry and properties of coal, inspection and analysis, and inter-national activities. Publications issued in 1967 are cited throughout the report and in appendix C. Bureau of Mines research centers and laboratories are listed in appendix A, and organizations contributing to or cooperating in the work, in appendix B.

Nearly thirty two million tons of municipal solid wastes (MSW) are combusted annually in over one hundred U.S. Waste-to-Energy (WTE) power plants, thus reducing the use of fuel oil by about 1.6 billion gallons of fuel oil. One of the advanced WTE processes is the 0.9-million ton/y SEMASS facility at Rochester. Mass. Most of the combustion in the three giant combustion chambers occurs while the injected shredded wastes are in suspension, i.e .? in flash combustion mode. The velocity. temperature, and concentration profiles in the SEMASS combustion chamber were simulated by representing the combustible fraction of MSW by the simplified formula C6HIO04 and using the CFD program Fluent to solve the turbulent energy and mass transport equations. After validation against plant data. this model will be used to examine options for increasing the productivity of WTE combustion chambers, such as optimum distribution of primary and secondary air and oxygen enrichment.

This report presents low-temperature tar data from studies by the Bureau of Mines of tars produced in an externally heated (entrained state) pilot-plant-scale retort. Analytical data covering 20 low-temperature tars, derived from the. carbonization of various ranks of foreign and domestic coals, are tabulated. The character of the tar is discussed in relationship to carbonizing conditions and the rank of coal. It is seen that in carbonization techniques that employ entrainment or fluidization of the coal particle, carbonization conditions are secondary to coal rank with respect to tar-oil yields and composition. The influence of distillation conditions on recoverable yields of tar products is presented. The probable yield of commercially important chemical products, based on a ton of pure (moisture- and ash-free) coal, are predicted. INTRODUCTION Low-temperature tars produced by entrainment or fluidized carbonization techniques that employ internally heated reactors represent the most nearly primary tart produced by industrial processes. In brief, such a process involves the application of a heat gradient to the coal particle "boiling" or suspended in a turbulent state in the reactor chamber. Conditions are observed so that the coal particle remains suspended within the reaction zone by a gas stream for a time interval commensurate with maximum tar-oil yield. The heat necessary for the carbonization reaction may be obtained entirely from the hot (preheated) gas stream, or it may be derived partly from the combustion of the volatile products and char by the transport gases, usually air. The volatile material moves out of the carbonizing zone at a rate that approaches the velocity of the transport gas. Carbonizing conditions are ideal when a minimum particle residence time is obtained within the reactor at a given temperature and a maximum yield of condensable volatile matter is released. In industrial practice this objective is a compromise.

Much interest has been shown recently in the possible utilization of dolomite as a source of magnesium metal, a large production of which is deemed essential for national defense. As a result, many inquiries have been received by the Bureau of Mines as to sources of dolomite. This report has been prepared primarily to augment the Bureau's present published information on the occurrence of high-grade dolomite deposits in the United States. To supplement such data, the report also defines dolomite and related rocks and describes their properties and uses. The uses are covered in some detail in Information Circular 6524 entitled "Utilization of Dolomite and High-Magnesium Limestone," published in 1931 but now out of print. All essential data on uses contained in that report have been incorporated herein, and. have: been supplemented by data developed during subsequent years. THE idea of burning blast-furnace gases directly in gas-engines, instead of under steam-boilers, as had previously been done, was first put into practice barely ten years ago, almost simultaneously in Great Britain, Germany and Belgium. The pioneers of this movement made their first experiments with small engines. After these experiments had given satisfactory results, and it had been shown that the thermal value of the poor blast-furnace gases, in spite of defective scrubbing, could with safety be directly transformed into mechanical work in the gas-engine, there very soon arose a considerable demand for gas-engines of large power, similar to the large steam-engines employed in metallurgical works. In face of these sudden requirements, the gas-engine builders were placed in a difficult position; for up to that time the gas-motor was considered as suitable for small engines only, and it was generally believed that the limit of size bad been attained with 100 to 150 effective h.p. in a single cylinder. Manufacturers of gas-motors, however, did not underrate the advantages offered by this new field for their manufactures, and it so happened that in Germany the Berlin-Anhaltische Maschinenbau-Gesellschaft, of Dessau, was the first to undertake the construction of a 600-h.p. two-cycle gas-engine, with two cyl¬inders of the Oechelhäuser-Junkers type, for the Hoerder Mining & Smelting Company. The rapidly expanding economy of the West, with its growth of heavy industry, and increased steel production, is primarily responsible for the refractory clay industry's concern over the adequacy of the clay supply in States of the Great Plains and Rocky Mountains. Hence, the investigation by the Federal Bureau of Mines of the occurrence and use of refractory clays in North Dakota, South Dakota, Nebraska, Wyoming, Colorado, Utah, New Mexico, and Arizona has been encouraged by the major consumers and producers of this commodity. The Wyoming investigation is a part of the national program devised to close gaps in the domestic supply of specific types of clays to determine their characteristics and properties and to provide information that will assist the refractory-clay industry. Forty-two locations of clay-bearing rock in 17 areas in Wyoming were examined (fig. 1). Location 3 was not examined during this survey. Its description was taken from an earlier report. Locations 20, 21, and 22 were previously reported but were, also, examined by the Bureau. No samples were collected from these locations because field examination indicated that the shales were not refractory grade. The Hulett, Aladdin, and Newcastle areas are discussed in the section on the Black Hills district; the other 14 areas are described separately.

The western phosphate field, comprising parts of Idaho, Montana, Wyoming, and Utah, contains one of the world's largest known reserves of phosphate rock. Although phosphate-rock deposits of good-grade have been known since before the turn of the century and production has been recorded since 1906, real development of this important field did not begin until immediately after World War II. Since then fertilizer-manufacturing facilities using western phosphate rock have been expanded, and three electric-furnace plants for producing elemental phosphorus have been installed, resulting in a rise in mine production from 323,955 long tons2/ in 1945 to 1,653,916 long tons3/ in 1953. Interest in the field is increasing, and it is reasonable to expect that the western phosphate industry will continue to expand. Before 1945 all western production was from underground mines. In that year the first strip mine in the field was started near Montpelier, Idaho,~ and in sub-sequent years a number of other open-pit mines were opened in southeast Idaho and western Wyoming. At present the major part of the production comes from surface mines. Underground mining has continued, and new underground mines have been opened in the field, but recent exploration by operating companies has been aimed primarily at developing additional deposits suitable for low-cost surface mining. Preliminary reserve estimates by the Federal Geological Survey5/ indicate that only a very small part of the total resource may be recovered by surface methods and that the industry eventually must depend largely on underground mining. Because one function of the Bureau of Mines is promoting the conservation and development of the Nation's mineral resources, it is appropriate that research be conducted to develop low-cost maximum-recovery underground mining methods applicable to western phosphate-rock deposits.

A specialized loading system for tensile and fatigue testing of wire rope was constructed and installed in the U.S. Bureau of Mine Wire Rope Test Facility in Bruceton, Pennsylvania. The computer-controlled closed-loop servo-hydraulic test system which can apply up to 800,000 pounds of force on the rope while stretching it up to 30 inches will be used in the development and verification of hoist rope retirement criteria for ropes in the 1 to 2 ½ in. diameter range. Characteristics and capabilities of the system are discussed.
