The National Safety Competition was inaugurated in 1925 by the Bureau o1 Mines, U.S. Department of the Interior, in cooperation With the Explosives Engineer. In the first nationwide contest, 210 mines and quarries were enrolled. In 1962, the thirty-eighth anniversary of the competition, 910 mines and quarries were enrolled. These participating plants were worked a total of 133,292,989 man-hours. Of the enrolled plants, 415 achieved injury-free operations tar the year, the largest number of perfect safety records in the history of the contest. In 1961 and 1962, the National Safety Competition was conducted and sponsored by the Bureau of Mines. In January 1963, the American Mining Congress became a cosponsor and participated with the Bureau in the award activities related to the 1962 contest. The basic purpose of the competition is to stimulate employees to work safely and too give impetus to the building of better accident-prevention programs. A well-designed and efficient safety program helps a company economically by cutting costs, preventing damage to equipment and materials, and reducing nonproductive delays. An effective safety program benefits the employee more directly because his injuries cause personal suffering, lost time, and lower living standards for his family. Since both have much to gain, management and workers should cooperate closely to eliminate disabling work injuries. The greater contest participation and the larger number of perfect safety records indicate increasing safety consciousness on the part of management and employees.

The United States Bureau of Mines has engaged in a study of the conditions under which coal mine accidents, resulting in the loss of life, limb, or time to the injured person, occur from falls of roof and coal. This publication is devoted to the results of a study conducted in the coal mines of the Book Cliffs and Wasatch Plateau coal fields of Utah. To show the necessity of this study, a statement of the fatalities that have occurred during the period 1928-1930, inclusive, in the bituminous mines of the United States and of Utah, is presented (Table 1), followed by a brief description of this Utah district, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining, supervision, roof testing and timbering for roof support, all of which are factors in any plan devised for preventing accidents from falls of roof and coal.

[The theory of fractional "eduction" of oil from oil shale has been used by several inventors as the basis for the design of retorts for the production of oil f roan the oil shales of the United States. The term fractional "eduction" gives expression to the rather common belief that when an oil shale is he-test et produces light, low-boiling oils at to temperatures, and increasingly heavier, higher-boiling oils as the temperature of retorting rites. The theory evidently had its is origin in the fact that crude petroleum may be fractionally distilled, yielding light oils at low distillation temperatures, and heavier oils as the distillation temperature increases. Thus, gasoline is produced from petroleum at relatively log: temperatures, kerosene at a higher temperature, and heavier products such as gas-oil and lubricating distillates at still higher temepratures, The writers have examined several oil-shale retorts designed to take advantage of the belief that crude, and en some cases refined, gasoline can be recovered from the shale at low temperatures; kerosene at higher temperatures, and so on. Such retorts are usually designed to operate continuously, and. have several vapor-pipes lending from them at differing intervals and passing to separate condensers. Designers of such retorts expect that the distillate from the low-temperature parts of the retort will be gasoline, and that as the shale basses to zones of increasingly higher temperatures, the vapor lines leading from these zones will remove increasingly heavier products such as kerosene, gas-oil, etc.]

Noise from vibrating screens is generated in two ways: 1) Noise due to the material being processed and, 2) noise from the screen itself. Non-metallic decks had been shown previously to reduce material noise. The noise reduction and change in screening performance was quantified for six non-metallic decks using dolomite, granite and coal as the materials. The non-metallic decks were from 2 to 7 dBA quieter and from -1 to +10 percent less efficient as compared to a steel wire cloth deck of the same open area. Damping of the sidewalls and isolation of the drive mechanisms had been shown, in a development configuration, to reduce the noise of the screen itself. Tests of four prototype damping treatments gave reductions up to 4.9 dBA and the mechanism isolators gave an additional 2.1 dBA. The treatments were successfully life tested in two ways: 1) Lab tests to a simulated 25,000 hours were conducted on samples of the treatments in a corrosive salt spray to simulate coal plant wash water and, 2) the full size treatments were run on a full size screen for 5,000 hours.

Over 1500 literature citations related to diesel exhaust sampling and analysis were obtained as a result of both computer and manual searches of nine data bases. Abstracts and hard copies of relevant citations were reviewed and those considered appropriate for evaluation were included in a bibliography. Based on the literature collected, available sampling and analysis methods for the following diesel exhaust contaminants were evaluated: CO, CO2, NO, NO2, Hydrocarbons, Particulates, PNA, S04, Oxygenates Emphasis was given to both laboratory and field methods for these species. Methods were evaluated on the basis of sensitivity, selectivity, accuracy and reliability and a selected list of preferred methods was developed for each compound/ class. The selected methods were additionally evaluated through communication with current investigators. Sampling and analysis methods for all compounds except CO and CO2 were observed to have some unreliability. Recommendations were made for future research to develop, improve, and validate methods.

As a result of Synopsis 73-16 Dynadyne responded with an unsolicited proposal offering the Bureau of Mines to develop an ultra-low volume coal mine dust personal sampler. In the ensuing technical discussions the choice of a desirable volumetric rate became a focal point. While, the initial proposal was based on a volumetric rate in the area of 50 cc/min the Government expressed interest in a variety of mass flow rates ranging from 50 cc/min to 2000 cc/min. The physical characteristics such as weight, volume and configuration of a personal sampler are to a large extent - dependent on the operating volumetric rate. It became readily apparent that the optimum size of such an instrument as a function of volumetric rate was not known and that a study of the choice of optima was essential prior to beginning the development, Hence, the Government authorized a two phase approach to this project. Phase I was to include a Technical Evaluation Study of optimum characteristics in the range between 0. 1 to 2. 0 lpm. Based on these findings and in consultation with MESA personnel, the Bureau of Mines was to authorize the second phase that is, the development. Phase II, was to include the drawing of a set of performance specifications stating among others the desired operating volumetric rate. In this report, every effort was made not only to present the actual work done over the course of this development, but to reflect also our engineering "thinking" providing answers as to the "why" we preferred certain solutions over others. We believe that this added dimension is not only useful for the Government official evaluating this report, but also that the Government is entitled to it providing the official with an educational content useful in avoiding future costly repetitions of similar situations.

The U.S. Bureau of Mines tangentially impacted potential coal-cutter bit shank materials against sandstone to investigate the potential of the materials to ignite natural gas by a friction-generated hot streak. The shank material samples were mounted in a 24-in, 550-lb flywheel, which was rotated at surface speeds of 400 to 900 sfpm. The sandstone was advanced toward the rotating flywheel at feed rates of 1 mil per impact. The atmosphere mixture was 7 vol pct natural gas in air. Three grades of polycarbonate resin, an ultra-high-molecular weight polyethylene, and a zinc alloy (ZA27) were among the potential materials. None of these materials caused ignition of the methane at any of the three test speeds (400, 600, and 900 sfpm), but the above materials do not have sufficient strength to hold a carbide tip during coal cutting. Of the materials having sufficient strength to hold a carbide tip, three nickel-based alloys proved less likely to cause a natural gas ignition than did iron-based alloys such as 4340 (a commonly used shank material for coal cutters).

wben a displacement front encounters an isolated permeability heterogeneity, it will be perturbed. The details of this perturbation will depend on the beterogeneity size and shape, the Permeability contrast, and the mobility ratio. This paper deals with the displacement front behavior for one, simple, mathematically tractable model: a circular permeability discontinuity and unit mobility ratio. The progress of an initially planar front is shown for four permeability contrasts: k2/k1 = 0, 5/2, 2, m. The front distortion is more pronounced than streamline and isopotential distortion and it approaches a constant shape downstream from the discontinuity. INTRODUCTION The impact of reservoir heterogeneities on oil displacing processes depends upon the variation of the heterogeneous property (frequency distribution), its disposition (spatial distribution), and the inherent stability of the displacement mechanism.l The interplay of these factors plus the impracticability, if not impossibility, of describing a natural rock system in any detail makes exact displacement front movements difficult to determine. It is useful, however, to be able to qualitatively visualize what heterogeneities will do to a displacement front. In this respect certain simple models that can be treated analytically are of value. The following analysis will show the displacement front behavior for one such model. MODEL DESCRIPTION The flow field is two-dimensional and infinite in extent. The fluid flow is single phase, steady state and unidirectional at x, y = 2 m, or before insertion of the discontinuity. A circular permea- bility discontinuity is placed at the origin. Porosity and thickness are the same within and exterior to the heterogeneity. This is exactly the same model that was used by Greenkorn et al. to check analytically Streamlines as determined by Heie-Shaw flow models and finite difference computer techniques.2 FRONT POSITION CALCULATIONS The results of displacement front calculations are presented in Figs. 1 through 4 for four different permeability contrasts: k2/kl = O, %, 2, m. Industrial minerals play a central and dual role in the sustainable development (SD) of natural resources. Over the past decade the mining industry has increasingly focused on sustainably extracting and processing industrial minerals. This trend has been driven by higher energy costs, diminishing water resources and sensitivity towards environmental stewardship. Industrial minerals have been used throughout human history as low cost, naturally occurring, materials. Today they are critical components of recycled packaging, energy efficient building materials, light weight paper coatings, and other products critical to the responsible utilization of global resources. As industrial minerals become more widely used in ?green? products, mining companies have established best practices for the sustainable management of industrial minerals mining and processing. These management practices include reducing energy consumption, minimizing water usage, increasing waste recovery through recycling and process optimization, and maximizing the amount of ore extracted per acre of disturbed land. With the commitment to SD principles, quantitative methods for objectively measuring SD performance have become increasingly important. Measuring sustainability impact is a valuable tool for effectively applying SD principles and for making choices that balance sustainable development against other business objectives. SUSTAINABLE DEVELOPMENT AND MINING Sustainable development is a term that has become a common part of our lexicon; however, it has multiple meanings and interpretations leading to a sometimes confusing and contradictory array of definitions. The absence of a single, precise definition reflects the fact that SD is a broad concept or paradigm that offers guiding principles as opposed to a specific set of criteria or regulations enforceable by government or other oversight agencies. While a principle based conceptual approach allows businesses to broadly apply SD practices that are tailored to their specific situation, it has also led the public to sometimes view voluntary corporate SD programs with a degree of skepticism (Walker and Howard 2002). This is particularly true in the mining industry. One reason for this skepticism is that the relationship between SD and mining is misunderstood and to many, sustainably developing non-renewable mineral resources is a contradiction (Rajaram et al. 2005). However, this view takes a very narrow interpretation of the tenets of SD. The second is that mining carries a legacy of poor environmental stewardship that does not accurately reflect current corporate environmental practices Many minerals companies have adopted the Brundtland Comission?s definition of SD (United Nations 1987): ?? development that meets the needs of the present without compromising the ability of future generations to meet their own needs?. This definition is very broad and can be interpreted in a number of ways. It provides a general context for sustainable development and is not intended to provide detailed guidelines addressing specific aspects of sustainable development. To fill this gap the following SD principles were drafted by the international minerals community in 2003 (ICMM 2003): 1. Implement and maintain ethical business practices and sound systems of corporate governance. 2. Integrate sustainable development considerations within the corporate decision-making process. 3. Uphold fundamental human rights and respect cultures, customs and values in dealings with employees and others who are affected by our activities. 4. Implement risk management strategies based on valid data and sound science. 5. Seek continual improvement of our health and safety performance. 6. Seek continual improvement of our environmental performance. 7. Contribute to conservation of biodiversity and integrated approaches to land use planning. 8. Facilitate and encourage responsible product design, use, re-use, recycling and disposal of our products. 9. Contribute to the social, economic and institutional development of the communities in which we operate. 10. Implement effective and transparent engagement, communication and independently verified reporting arrangements with our stakeholders. These guidelines insure that SD concepts are applied equally across the industry while setting a clear performance standard and benchmark against which to evaluate success. By adopting these principles and issuing the Milos Statement (http://www.sdimi.org/milos_decl_October%206_2003.pdf), which provides a more detailed vision for integrating SD into everyday business operations, the minerals industry has embraced SD as a core corporate value. The unifying and holistic approach embodied in SD principles impacts the entire mine to market life cycle and addresses the economic, environmental and social consequences of mining. INDUSTRIAL MINERALS The world economy relies heavily on minerals; they are essential to economic prosperity and the quality of life. Industrial minerals are non-metallic, non-fuel minerals that provide the raw materials for a vast range of products used in most every aspect of daily life. They are mined and processed worldwide and they span the spectrum from relatively low value, high volume commodities (e.g. common clay, crushed stone) that are usually mined locally to high value, low volume specialty materials that are sourced from unique one of a kind deposits (e.g. barite, talc, mica). High volume commodity mining operations are often located near the end use market which, in most cases, means areas of high population density where construction and other urban activities drive demand. In these situations the strict adherence to SD principles is particularly critical as these are highly visible operations that must meet the public?s demand for good corporate citizenship. These operations are similar to chemical or other manufacturing facilities that operate near population centers. Premier Mine is a large underground diamond mine, situated at Cullinan in the Gauteng Province of South Africa. The mine hoists over 3 millions tons of diamond bearing kimberlite per year, from a modern, mechanized panel retreat block cave mining operation. Troughs sited at the base of the cave are developed into the overlying caved ore, allowing loading access to the ore through draw points. Trough opening is therefore a vital aspect of the mining operation. Most of the production is dependent on fast, reliable and safe trough opening. Successful trough openings are achieved under difficult mining conditions due to restricted void, long up-holes and the inherent properties of kimberlite?soft, elastic rock with a high swell factor. Early in 1998, Premier Mine undertook a joint development project (with an electronic initiation system supplier) to determine whether the use of a fully programmable electronic detonator system would enhance the mining cycle in the trough opening process. Blasting commenced in February 1998, initially with blasts of a similar size and duration to those that had been previously blasted with shock-tube systems, to confirm the operational capabilities of the blasting system. The accuracy, reliability and flexibility of the electronic delay detonators (EDDs) minimized associated risks for re-engineering of the trough opening process. Further, as blast timing was optimized, larger blasts were successfully initiated. To date over 20 troughs have been opened successfully with the use of EDDs. Not only did it take less time to open troughs, but also drilling and blasting operations have been optimized, as well as an overall improvement in safety. This paper details the benefits that EDDs have delivered to Premier Mine in this area. An AFMAG survey was flown in 1968 over the Upper Nelson River area, Manitoba. The flight direction was northwest-southeast and flight spacing was 2 miles. In the Cross Lake Subprovince, AFMAG showed that an isolated peridotite outcrop was part of a dike that extended over 80 miles. Diabase dikes are not always marked by an anomaly, but isolated cross-overs, when used in conjunction with geological and magnetic data, permit their extrapolation. Anomalies coincide with areas of sulphide mineralization. In the Flin Fion Subprovince, known and unknown northeast-trending faults are detected. The Berry Creek fault was extended south through Tramping lake, then under the Paleozoic cover. Conductors were detected at, or near, the axes of major synclines within Amisk and Snow Group sediments. Granitic terranes have low conductivity and, because they are characterized by smooth AFMAG profiles, they can be delimited. AF.MAG is being recognized as a geophysical method that can aid geological mapping and interpretation. Its most important contribution to the geologist will be in regions where out-crops are sparse.

Papers presented at a U.S. Bureau of Mines (USBM) technology transfer seminar describe the causes of violent material failure in U.S. mines, measurement techniques for monitoring events that result in violent failure, and mitigation techniques for controlling failure. Specific factors contributing to violent failure are identified on the basis of geotechnical monitoring in 16 U.S. hard-rock and coal mines and on statistical analyses of 172 coal bump events. New monitoring and analysis techniques developed as tools for assessing violent failure; geotomographic methods that provide new capabilities for the study of material failure and stress changes over large areas; and seismic methods for determining source locations, calculating energy release, and determining source mechanisms are described. Fair correlations have been established among seismic parameters, elastic stresses, face support load, and violent events. USBM studies have identified the advantages using both yielding and stable pillars for coal bump control. A computer program has been developed as an aid for selecting room-and-pillar layouts. The practical aspects of implementing a destressing program is outlined for coal mines, while the importance of mine orientation and timely support installation in controlling buckling-type failure is identified for hard-rock mines.

One objective of Project Gnome is to study the feasibility of a phase of the Plowshare program recovering thermal energy from an underground nuclear explosion. The test will be conducted in an underground salt deposit. It is anticipated that some of the energy thus released will be stored as thermal energy in molten salt. This report describes the pre-Gnome experiments conducted at the Federal Bureau of Mines Metallurgy Research Laboratory, Boulder City, Nev. The objectives of this study were to determine the problems involved in the recovery of thermal energy from molten salts to assist in planning the experimental program for the Gnome project.

This report concerns types, quantities, specifications, and uses of non-metallic minerals as a basis for improving their supply, conservation, and utilization. Supply-demand details concerning mineral fillers, roofing granules, and roofing rock used in asphalt are incorporated in this report, along with highlights on production and sales of roofing, floor tile, and other related asphalt products of California. Comparable data for the United States are included. Although large quantities of commercially prepared mineral fillers are used in asphalt for paving and related applications in other States, addition of commercial fillers for these uses rarely is required in California because of the natural fines available. On the other hand, California manufacturers of asphalt products other than paving utilize about 300,000 tons of asbestos, diatomite, limestone, mica, soapstone, slate, and other nonmetallic minerals as filler, mainly for roofing and flooring. Also, about 500,000 tons of roofing granules is produced in California, most of which goes into roofing manufacture in California. In addition, a significantly large and growing tonnage of relatively coarse mineral aggregates are used on low-angle, built-up, asphalt roofs to produce an attractive surface and offer protection against the elements. Nearly all minerals used in asphalt products manufactured in California come from local sources, except asbestos and mica--and there are indications that local deposits of these commodities could be utilized in some use categories.

The focus of this study was on the evaluation of hydrologic and environmental behavior observed in GeoWaste and waste rock test piles. GeoWaste is a mixture of fast-filtered tailings and waste rock prepared as a tailings-dominated mixture. The two test piles included potentially acid-generating (PAG) waste rock and were operated for 26 months to evaluate whether GeoWaste can suppresses sulfide oxidation and production of metal-rich acid mine drainage relative to PAG waste rock. The test piles were constructed in the shape of truncated 5-m-tall pyramids with 25-m base sides and flat 5-m × 5-m top surfaces. Water content, temperature, electrical conductivity, and oxygen concentration were monitored in four layers and at five locations within each layer in both test piles. In addition, 5-m × 5-m lysimeters were installed at the base of each pile to collect leachate. Approximately 2660 mm of water was added to the surfaces of the test piles via precipitation and irrigation (irrigation ≈ 1050 mm applied at an approximately constant rate for 70 days). The measured saturation, oxygen concentration, electrical conductivity, and temperature in the GeoWaste and waste rock piles suggest more sulfide oxidation occurred in the waste rock pile compared to the GeoWaste pile. Observations from the pile experiments suggest that co-managing mine waste in the form of GeoWaste reduced acid generation compared to waste rock alone due to the lower permeability and unsaturated state of the GeoWaste pile that reduced downward migration of moisture and inhibited drainage.

"INTRODUCTION The technical studies conducted by the Explosives Division of the Bureau of Mines have been summarized in a series of publications issued annually for the past 10 years. 3/ The following account covers studies undertaken from July 1, 1944 to June 30, 1945. The work is set forth under a number of main headings to correspond to the organizational structure of the division, the various activities being under the immediate direction of unit chiefs, who report to the author. Specific credit it due to the unit leader and his assistants.Determination of Ignition TemperaturesThe ignition temperature of mixtures of isobutane and air were determined by the static method using a 131-cc. quartz bull. 5/ The results obtained follow: Prevention of Benzene-Air Explosions by Addition of Nitrogen and Carbon Dioxide The elimination or mitigation of the explosion hazards of combustible gases is a part of the work undertaken by the Bureau of Mines in promoting safety. Explosions can be prevented by the maintenance of concentrations that lie outside the inflammable limits. A procedure has been developed whereby the inflammable limits of many complex gaseous mixtures may be calculated in a rather simple manner without requiring toilsome laboratory experiments. This procedure has been outlined in a number of previous publications. 6./ During the fiscal year under review, essential data required for the calculations of complex combustible gas mixtures containing varying percentages of benzene were obtained. Benzene vapor is a normal constituent of many manufactured gases and is widely used in the solvent industry and in the manufacture of high explosives."

Fe-6.5wt.%Si alloy has excellent soft magnetic properties compared with conventional silicon steel. It is very brittle at room temperature due to appearance of ordered phases, like B2 and DO3. In this paper, we investigate the effect of ordering on cold workability of this alloy. Methods of rapid quenching and hot rolling were utilized. It is found that rapid quenching and proper heat treatment of the hot rolled sheet could decrease the degree of order due to the very high solidification rate and high cooling rate. The rapid quenched sheet and hot rolled sheet after proper heat treatment could be cold rolled without crack. Microstructure, phase ordering, micro hardness, and cold rolling properties were investigated by Optical Microscope, X-ray Diffraction, Micro Hardness Indenter and Four-high Mill.

For nearly 30 years the Bureau of Mines has contended that mine explosions can be prevented and has pointed out to the industry ways and means by which they could be avoided. The record of co2l-mine explosions • during the past fiscal ?Bar bears out the :Bureau1s contention, inasmuch as fewer men were killed by coal-mi~e e:xplosions in the United States during that year than in :gi_y corresponding 12 months in the history of coal mining in the United States, insofar as records are available; and more than a year has elapsed since·a major explosion (in which five or more men were killed) has occurred, this being t.1-J.e first continuous 12- month period without a major coal-mine explosion disaster in the United States in more than 60 years. The methods of preventing mine e:iiplosions are well known to experienced, well-informed persons cngnged in coal mining. Despite this knowledge, many coal-mine operutors continue to use practices and methods that they should know have resulted in countless explosions, and mine workers persist in following past procedure or in breaking safety rules and practices almost certain eventually to result in disaster. ' Virtually all explosions are the result of human failure, such as carelessness or neglect by officials or workers or others.
