As a minerals company, obtaining the appropriate consents under the Resource Management Act 1991 and getting permits granted for exploring, prospecting and mining under the Crown Minerals Act 1991, is necessary for actively exploring and mining in New Zealand. But the essential mix of ingredients for a viable and healthy Industry go way beyond this.   In the short term, an individual company seeking to operate on or within the Crown minerals estate of New Zealand must chart a course through the requirements raised by new cornerstone legislation, the Resource Management Act, the Crown Minerals Act and, the Conservation Act 1978 (where the minerals sought coincide with this estate).   However, this paper suggests that in the longer term for individual operators within the Industry and for the Industry at large to remain viable and sustainable and for New Zealanders to continue to enjoy its benefits, much more is required. Not least of which is a better balancing of competing uses and attitudes, which will require an opening of minds, a change in mindset, topped off with those two most essential of ingredients advocacy and leadership.   New Zealand has undergone massive restructuring in the last 15 years. Is it complete? Have each of its fronts evolved to the end point which was envisaged by the designers of the regime? What are the advantages? What is left to be done? What are the impediments from an incomplete transition which are left to either dog the Industry or remain as a challenge to be removed to ensure the Industry's smooth sailing into a prosperous and environmentally clean and friendly future? A future wherein an educated and understanding public welcome and are proud of the Minerals Industry to whom they owe the standard of living which they enjoy.   This presentation will examine the role of the New Zealand Minerals Industry Association (NZMIA) in paving the way for an optimum operating environment in which to couch a healthy industry into the future.

With the recent increase in environmental awareness, gold mining companies are fast becoming signatories of the International Cyanide Management Code (ICMI, 2007). The objective of the Code is to improve the management of cyanide used in gold mining and to assist in the protection of human health and the reduction of environmental impacts associated with the use of cyanide. In particular the code specifies the following cyanide concentration limits: 50 ppm WAD cyanide in a tailings storage facility, 0.5 ppm WAD cyanide for effluents, and 0.022 ppm free cyanide or 0.022 ppm WAD cyanide as surrogate in the post mixing zone of river discharge. Weak acid dissociable (WAD) cyanide refers to those cyanide species liberated at a moderate pH of 4.5, such as HCN(aq) and CN-, and the majority of Zn, Cd, Cu, Ni and Ag complexes with low dissociation constants. It is potentially toxic to humans and animals. Gold plants using cyanide should ideally measure WAD cyanide online and destroy WAD cyanide in excess of the applicable limits to ensure compliance with the Code. Mintek has recently developed an online WAD cyanide analyser (WAD Cynoprobe). The WAD cyanide analysis technique is based on the use of a ligand exchange reagent that liberates WAD cyanide bound to metals such as Zn, Cd, Cu, Ni and Ag. The ligand exchange reaction is represented by the following chemical equation: Metal(CN)X + yLigand ↔ Metal(Ligand)y + xCN- The plant filtrate is treated with a ligand exchange reagent, to liberate WAD cyanide, before measuring the free cyanide concentration via amperometry. The WAD Cynoprobe measures both free and WAD cyanide concentration. Its fast analysis time, approximately five minutes, makes it suitable for use in the control and optimisation of the cyanide destruction and recovery process. The instrument has proven accurate and reliable in the analysis of synthetic copper, nickel and zinc cyanide solutions made up in the laboratory as well as under industrial gold plant conditions during various trials. The WAD Cynoprobe has gained widespread commercial acceptance and is currently implemented on nine gold plants around the world.

The U. S. Army Corps of Engineers Explosive Excavation Research Office (EERO) of Livermore, California, has been engaged in research and development of excavation techniques using both nuclear and conventional explosives since 1962. Prior to July 1971, this organization was designated the U. S. Army Corps of Engineers Nuclear Cratering Group. The EERO mission is performed as part of the joint Atomic Energy Commission -Corps of Engineers nuclear excavation research pro-gram. During the period 1962-1969, the Corps executed many cratering explosions using spherical charges of up to 85 tons of nitromethane to model nuclear excavation concepts and to develop design criteria for the nuclear cratering explosions. The experience gained in these modeling tests suggested that explosive excavation using large chemical explosive charges could be applied to excavation projects as an economical substitute for traditional excavation techniques. Consequently, the Corps' research program was broadened in 1969 to include development of chemical explosive excavation as a construction tool. The term "explosive excavation" denotes the use of large buried explosive charges to produce an excavation by fracturing the material and casting it into a desired configuration. In its simplest form, this technology involves detonation of a single explosive charge buried at the proper depth to produce a crater which is roughly hyperbolic in cross section. The types of craters produced by various depths of burial are illustrated by Figure 1. Single or Multiple rows of charges are used to excavate linear cuts required for water conveyance or navigation channels. .More complex explosive excavations include small craft harbors, railroad and highway cuts, and removal of W1denvater rock barriers to navigation. Indonesia has enormous mineral resources. Its population of more than 180 million people inhabit most of the more than 13,000 islands. The country is becoming a significant economic power in Southeast Asia. Indonesia is the largest Muslim country in the world. Java, its largest island, is the most densely populated area. The country's diversity is its strength. However, as only an estimated 16 million inhabitants speak bahasa Indonesia as the first language, communication problems endure. Although burdened with large debts, Indonesia has been able to service the debts better than most developing nations. This has given it high credibility and, with increasing frequency, creditor nations compete to provide Indonesia loans with the most the most favorable financial terms. Recent rising prices of petroleum crude has further improved Indonesia's economic status. It maintains a policy of stable oil prices that it promotes in OPEC, of which it is an influential member. As a result, Indonesia is becoming increasingly attractive to foreign investors. The South East Consortium for International Development (SECID) is made up of 34 universities in the southeastern US and Indonesian partners Lembaga Afiliasi Penelitian dan Industri (LAPI) of the Institute of Technology in Bandung, West Java. In 2007, the University of Utah Seismograph Stations (UUSS) temporarily expanded its seismic monitoring network in Emery County, Utah, in response to the August 6 Crandall Canyon mine collapse that trapped six workers. In spite of this additional coverage, no seismic events were located in the area during a six-day period (gap) from August 8 to August 13. The Mine Safety and Health Administration (MSHA) ?Command Center Log Books? however, contain references to 16 instances of underground ?bumping? and ?bouncing? that occurred during the gap. When ground truth information provided by the log books is compared to the raw seismic data recorded by the UUSS network, the correlation offers insight into the chronology of mininginduced seismicity (MIS) in the aftermath of the collapse. The new research focuses on identifying and locating seismic events that occurred during the six-day gap using double-difference relocation techniques and correlating them with log book ground truth. Ten seismic events were identified in the vicinity of the mine during the six-day gap, ranging in magnitude from coda magnitude (MC) 0.5 to 1.4. Three of these events were amenable to location by double-difference techniques. The location of one of these events is directly confirmed by ground truth information from the log books. As a result of this new research, the accuracy of Crandall Canyon double-difference locations has been improved, and the number of events correlated with ground truth information has increased. The seismic events occurring in and around the collapsed area appear in two distinct sections of the mine?east and west of the center of collapse. It was originally reported that the post-collapse events occurred in episodic clusters. The first two episodes occurred to the east, followed in time by a cluster on the west, and then by a third episode on the east. With the addition of new events to the data set, this pattern is no longer as clear, although the events still occur in clusters. Only one MIS cluster was found to occur within the bounds of the minimum estimated collapse area (Pechmann et al., 2008).

"Toxic fumes cause fatal andnonfatal incidents in underground mining, where the working environment tends to trap the fumes, hindering the restoration of non-harmful conditions. Workers can underestimate the residual fume toxicity and return to the work site too quickly. The toxic fumes from charge explosions depend upon a number things: formulation ingredients, mixture uniformity, water resistance, hole contaminates, rock hardness, and dust interactions. Transitory hole-to-hole waves can cause partial desensitization, ruin the reaction kinetics, and worsen the fume toxicity.Traditionally the toxic fume hazard for a candidate explosive is resolved from a requisite tally of fume components. The resolution starts with the fume spectrum, a tabulation of specie concentrations, transformed to standard reference conditions and readjusted to remove the air dilution. The resultant influence, which is referred to as relative fume toxicity RFT, is deduced by a formula rule with some chosen constants and the requisite concentrations. The RFT result is normally compared to an RFT criterion that represents the worst-case (maximum) tolerable fume toxicity, as stipulated by regulations or otherwise."

Noise induced hearing loss (NIHL) is the most common occupational disease among workers in the mining industry. Previous studies conducted by the National Institute for Occupational Safety and Health (NIOSH) have shown that approximately 90% of coal miners and 49% of metal/non-metal miners have a hearing impairment by age 50. The Mine Safety and Health Administration (MSHA) has determined that continuous mining machines rank first among all equipment in underground coal mining whose operators exceed 100% noise dosage. The conveying system is one of the principal noise sources on continuous mining machines, due to metal on metal impacts that occur between chain flights and the conveyor deck. A highly durable polyurethane coating has been developed for the chain flights to decrease noise generated by these impacts. A continuous mining machine retro-fitted with coated flight bars has achieved overall sound level reductions of 5-7 dB in a laboratory setting. This paper evaluates the effectiveness of this engineering noise control in reducing the noise exposure of continuous mining machine operators in an underground coal mine environment. The results show that the operator of a continuous mining machine utilizing the coated flights receives a predicted 35% reduction in total work shift noise dose.

A packed column (or static tube) flotation system is an innovative technology which utilizes a controlled dispersion reagent scheme and a new machine. The unique aspect of the machine is its packed-bed design permitting an unlimited froth bed height with countercurrent water washing for effective processing of fine particles. In operation, the conditioned ore slurry is fed into the middle section of the column where separation processes begin. Air, introduced at the bottom of the packed column, contacts the hydrophobic particles and floats them off continuously as the feed is added, while the gangue sinks to the base of the column. The system functions efficiently because intimate particle-bubble contact is achieved by the packing design which has no moving parts and requires no ancillary air-bubble generator. Other attractive features of the packed column flotation include high throughput, low power requirements, and simple control. Results from laboratory and pilot plant tests of this system show remarkable improvements over current industrial practices on a wide variety of ores and coals.

This report is volume 10 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation, and ventilation. This volume of the final report describes the Ventilation subsystem of the Master Design Simulator. The Ventilation subsystem has the capabilities to handle: (1) branches in parallel or series, (2) fans in parallel or series, (3) multiple fans, (4) methane, compressed air, or other injections into the system, (5) leakages and fixed quantities, and (6) calculations of absolute pressure at nodes. The program uses the Kirchoff's Junction and mesh laws, and the Hardy-Cross iterative technique to converge to the desired accuracy in solving fox the head quantity. A case study is included in the report illustrating the use of the model. The appendices of the report constitute a user's manual for the Ventilation subsystem, and include a program listing.

Many subsidence researchers in the U. S. have developed new empirical function methods to predict subsidence, or attempted to validate some empirical functions developed by foreign researchers for use in the U. S. An attempt is made in this paper to develop a new empirical function to predict a surface subsidence basin due to longwall mining. In the U. S., the emphasis of empirical methods for the subsidence prediction over longwall panels has been in large part on determining the profile functions for the major cross-sections of a subsidence basin. In this approach, the surface monuments are usually laid out along the major cross-sections and thus, the subsidence profiles developed are restricted for subsidence prediction along the major cross-sections. However in practice many monuments or surface structures for which subsidence prediction for damage evaluation is required, are not laid out along the major cross-section of the basin. In such cases, it is difficult to get either the empirical profile function for the cross-sections where these structures are located or to predict their subsidence based on the profile function developed for the major cross-sections. Therefore, there exists a strong need to develop a subsidence basin function with a reasonable degree of accuracy, which can be determined or confirmed by the data of scattered monuments on a surface basin. The same subsidence basin function can also be used for prediction of subsidence for any arbitrary points over a longwall panel. In 1982, He (1) proposed the clastic theory, for which he developed the basic differential equations describing the movement and deformation of overburden due to underground mining, and performed the selection of best solution for the equations. He found that the Weibull dietribution is the optimal solution. The Weibull distribution has three parameters that vary to fit the subsidence profile so well that the profile function derived from it provides a high degree of accuracy in subeidence prediction. The mining industry continues to be a major driver of the Australian economy generating over A$130 billion in export earnings in 2008/2009. However, the industry has been cited as a significant contributor to green house gas emissions. Australia's proposed carbon trading scheme, the Carbon Pollution Reduction Scheme (CPRS) will financially impact on mining operations; this calls for a holistic planning approach for mining operations taking into account the impact of the emissions trading scheme. Since carbon trading is a new area of study, particularly within Australia, the quantitative effect of the CPRS on the mining industry is uncertain and current mine planning practices do not directly consider emissions. This paper presents results of the study into the impact of the CPRS on a hypothetical large scale open pit operation, using a spreadsheet model based on linear programming and simulation. By varying the production rates, life of mine (LOM), carbon price and ore grades among other variables several scenarios were simulated to determine the impact of emissions trading scheme on the net present value of the project. This study found that the adoption of the proposed Carbon Pollution Reduction Scheme could impact mining operations in Australia by a three per cent to six per cent reduction in net present value, for carbon credit costs of $25/t to $50/t respectively. While the six per cent reduction in net present value for a mining operation is significant, rising fuel prices have had a similar effect in recent years. The most energy-intensive processes are the milling circuit and the flotation concentrator circuit. These processes are jointly responsible for up to 60 per cent of the total emissions, depending on the production rate and the level of offshore processing conducted. Clearly, the introduction of the CPRS makes it is imperative for mining companies to assess the impact of carbon emissions on a mining project during mine planning.

To obtain the combustion process of a coal fire, a high-temperature programmed system is used to simulate the spontaneous combustion process of fresh and weathered coals. Both fresh coal and weathered coals from Liulingou, Inner Mongolia, China, were used to examine the gas releases from constant temperature to 650°C. Moreover, gas release rate was used to calculate the characteristic temperatures. The results showed the coal samples lasted to oxidise under high temperatures, and released plenty of heat to assist self-heating. The humic acid contained inside the weathered coal went through thermal decomposition as temperature rising and generated gases. This resulted in increasing concentrations of CO, CO2, CH4, C2H4, and C2H6. Changes of CH4, C2H4, and C2H6 gases were also similar. For weathered coal, concentrations of three gases were kept in balance under low temperatures, increased rapidly with the temperature rising. After the ignition temperature, the concentration of hydrocarbon was reduced. In addition, particle size affected coal spontaneous combustion. Coal samples with less than 0.9 mm in size produced much more CO than others. The studied mine extracts the Sewickley seam using room-and-pillar method. The overburden at study site ranges from 400 to 800 ft. Eight years earlier, the Pittsburgh seam was mined 80 ft underneath the Sewickley seam. Parts of the mains at the study site experienced problems of rib spalling associated with floor heave. Numerical modeling was used to explain the mechanism of ground control problems encountered at the mains of the upper seam. The modeling results show that the ground control problems encountered were caused by multiple seam interactions with the previously mined longwall panel of the lower seam. Based on the modeling results, a criterion to predict the probability of multiple seam interactions was proposed.

The objective of this 20-month program was to define the relationships between mine ventilation, temperature, humidity, ore properties, material's used in mine operations, etc., and the spontaneous combustion problem in underground metal mines. Tradeoff studies of availability, reliability, cost, and maintenance of spontaneous combustion protection sensors and telemetry were conducted, after which a prototype system was selected from four design alternatives. This selected system was then laboratory tested and demonstrated in an underground copper mine.

Introduction Technological advances in mining and processing have started the domestic mining and mineral industry back on the road to competitiveness. A massive trade deficit, however, coupled with foreign competition and more government regulations threaten to slow this recovery. So say mining executives in Colorado and Minnesota. These industry decision-makers agree that their challenge is to continue the technical innovations of their industry. The journey back to profitability and competitiveness means improved products, they say, but at lower production costs. At separate gatherings in January, officials in both states said that they believe their industry is up to the challenge. Worker attitudes will have to change, they understand, and management styles will need adjusting. And, while they are willing to make the necessary adjustments, they are going to need some help. Or, at the very least, less interference from the federal government. Foreign markets, all but closed to American products, must be opened up on a reciprocal basis. The nation's $170 billion trade deficit is a priority item that can no longer be ignored. And, closer to home, federal and state environmental regulations concerning mineral production must themselves be monitored. 1987 in Colorado While Colorado's service and trade industries should have a fairly good 1987, the state's mining industry can expect another disappointing year filled with layoffs and declining profits, according to the Colorado Mining Association. Once again, foreign competition and government regulations are seen as the main reasons for the mineral industry's woes. And state mining officials see little relief until at least the 1990s. Speaking to a group of reporters at its annual press briefing in Denver, CMA officials said Colorado's overall nonfuel mineral production is expected to fluctuate between a flat and declining growth trend. Mining employment in the state is expected to fall by 400 people this year, to about 7500. In 1981, Colorado mines employed as many as 17,800 people. During the 1970s and early 1980s, the employment rate in mining in the state grew by 12% annually, according to a summary report compiled by the CMA. Last year, worldwide molybdenum production continued to exceed demand US moly producers, therefore, were forced to continue their familiar path of production cutbacks, as well as workforce reductions. And some molybdenum mines in the US closed altogether, the CMA report stated. In Colorado, Amax's Climax and Henderson molybdenum mines operated at about 50% of combined capacity. Climax employed about 200 people at the beginning of 1987, producing about 5.4 kt/d (6000 stpd) or ore. Henderson employed about 700 people, producing about 24.5 kt/d (27,000 stpd) of ore. In coal, the number of licensed coal mines in Colorado has declined from 124 in 1960 to 43 in 1986, of which only 23 were producing. Once a stable source of employment and production, the metallurgical coal industry in the state has only one surviving metallurgical coal mine, Mid-Continent's Orchard Valley mine.
