"For the fourth time in five years, residents of northern Canada have seen a change in the tax treatment of housing and travel costs. The latest changes announced in December 1990 by the Minister of Finance are to become effective in 1991. When will the tinkering stop?IntroductionFor man y years prior to 1987, certain travel and housing allowances received by employees in remote areas were generally considered by Revenue Canada to be tax-free, even though some observers suspected that such generous treatment was contrary to the provisions of the tax legislation. In the mid-eighties, Revenue Canada decided to reconsider the tax treatment of the mining industry's long standing practice of providing housing and travel assistance to these employees. The tax- free treatment was continued by virtue of annual remission orders, but only pending the enactment of legislation which would tackle the issue head-on and layout the rules in black and white to be seen by all. The sequence of events since then may be chronicled as follows:February 26, 1986-Finance Minister Wilson's budget present s the framework for the future tax treatment of travel and housing benefits provided to residents in remote regions of Canada.December 22, 1986-The Minister of Finance announces detailed rules to fill in the earlier announced framework.January 1, 1987-The new tax rules come into effect.April 29, 1988-The Minister of Finance announces the establishment of a Task Force to examine the existing criteria for determining the eligibility of residents of northern and isolated areas for tax benefits.October 27, 1989-The Task Force presents its report.December 7, 1990-Finance Minister Wilson announces a new system of tax benefits for residents of Canada's northern and isolatedregions.January 1, 1991-The new rules become effective."

As part of the Woodrow Wilson Replacement Bridge project several damaged wetland and environmental areas were to be mitigated. One of the mitigation projects consisted of constructing a Denil fish ladder around Peirce Mill Dam in Rock Creek National Park, Washington, D.C. The dam is a historic structure operated by the National Park Service. The fish ladder is located between the east abutment of the dam and Beach Drive, a major collector road. Construction of the fish ladder required removal of a portion of the east abutment and an excavation that extended about 22-ft below the pavement of Beach Ave. It was not possible to close Beach Drive except for very brief intervals or at night; therefore, a support of excavation system that would minimize disruption to the public was required. The high groundwater required that the groundwater be cut off prior to excavation; the random rubble and soil fill, and shallow but erratic rock surface precluded driving sheet piling. A jet grout system was selected because the grout probe could penetrate the rubble fill, stabilize a variety of soil conditions, and cut off the ground water prior to excavation. It was not possible to construct a stable wall without tiebacks or soil nails. Given the schedule and tight working conditions it was decided that soil nails through the jet grout wall facing would be the most cost effective method, as it did not reduce the working space as rakers would and would be more cost effective than prestressed tiebacks.

This paper presents a matrix formulation of factorial kriging, and its relationships with simple and ordinary kriging. Similar to other kriging methods, factorial kriging can be applied to both stationary and intrinsic stochastic processes, and is often used as a local operator. Therefore, the concepts of intrinsic random function and local stationarity are first briefly reviewed. Kriging is presented in a block matrix form in which the kriging solution is useful not only for understanding the relationships between simple and ordinary kriging methods, but also the relationships between interpolative kriging and factorial kriging. When used as a signal/noise-filtering method, factorial kriging is especially useful for multiscale modelling. Examples for general signal analysis and geophysical data signal filtering are given to illustrate the method..

"The separation of nickel from the aluminum present in spent catalysts and different metallic industrial residues, is proposed in the following systems: alloy Al2Ni and the mixtures 50 wt% Ni + 50 wt% Al, 10 wt% Ni + 90 wt% Al2O3 and 12 wt% NiO + 88 wt% Al2O3. The experiments were carried out in a tubular reactor with a flow of 2 l/h of gaseous chlorine and from 200 ° to 800 °C. The final products of the reaction, extracted from the hottest zones of the reactor where characterized by XRD, SEM, EDS, AA and XRF, as NiCl2 y NiCl2.6H2O while in the coldest regions AlCl3 was deposited in the first two cases and in the other there was a residue of ?, a- Al2O3, sometimes mixed with some remainder of Ni and NiO. The procedure attained different separation factors which showed the optimun conditions for the recovery of both metals. Introduction Some studies of nickel corrosion were carried out in chlorine gas at temperatures above 950ºC, and suggested that nickel is not corroded below 538ºC. [1] However, in a previous work it was shown that the chlorination allows the separation of nickel from aluminum and the formation of NiCl2 was detected from 200ºC in binary mixtures Ni-Al 50 wt%, for isothermal conditions in chlorine flux. [2] Other researchers obtained selective chlorination above 650ºC of a fly ash containing 1.4 wt% of Ni and other metals (V, Mg, Al and Fe). The Ni was separated from the Mg and NiCl2 started to vaporize at 550ºC and was after condensed in a zone of the reactor above 380ºC with 90% of purity. [3]"

Global warming is a political reality in the United States today. The actual impact of the continued utilization of fossil fuels is not known and is open to debate. However, the growing concern about the continued use of these fuels is problematic. There are technologies available to us today that would permit America to meet its future energy demand and not contribute to global warming. The inconvenient reality is that fossil fuels cannot completely be replaced with energy conservation and the use of wind, solar, hydroelectric, geothermal and nuclear energy. The connection between the greenhouse effect and global climate change was first identified by physicist John Tyndall in the 1860s. To prove the greenhouse hypothesis, Roger Revelle and his research team started measuring carbon dioxide concentrations in the earth?s atmosphere in the early 1960s (Becker, 2007). With the rising concern about global warming, scientists throughout the world have been obtaining surface and air temperature data. Scientists have also been comparing CO2 concentrations found in glaciers throughout the world with theorized annual temperatures. Data for both dates back 1,000 years. Armed with this data, many nations of the world and the United Nations Intergovernmental Panel on Climate Change (IPCC) have concluded that climate change is a reality. Geothermal gradients in the Gippsland Basin commonly exceed 35¦ C/km. Consequently models of thermal maturation may indicate exploration targets with an anomalous age/depth distribution. However regional geothermal models are constrained primarily by observations of surface heat flow. High geothermal gradients may simply reflect the presence of low conductivity coal beds within the basin. Heat flow data are not readily available for the Gippsland Basin. Normally special purpose drill holes are required to provide direct determinations of surface heat flow. These provide core samples for thermal conductivity and allow measurements of a stable geothermal gradient at least one year after drilling. Different indirect procedures are now required to provide estimates for the Gippsland Basin. Bottom hole temperatures can be used with suitable corrections to provide an indication of the regional geothermal gradient. However the corresponding thermal conductivities are more difficult to determine. Geophysical logs can be used to detect the major lithologies but detailed statistical analysis is required for numerical estimates. Complex mixing models are now suggested for geothermal surveys linking physical properties to variations in the mineralogy of each well. Allowing for low conductivity coal measures the data in the Gippsland Basin suggest values for heat flow consistent with regional trends in Australia. Interpretation is complicated by overprinting of transient thermal events with different time scales. Apart from the tectonics of basin evolution geothermal signatures may be complicated by regional ground water migration, the 'hot spot' trace associated with southward younging of Cainozoic volcanism, diagenesis, and basin refraction.

Geologists in some underground gold mines collect grab samples from broken ore piles or trucks as a method of grade control. It is often known as muck sampling. Generally, the goal of grab sampling is to try and reconcile the mined grade at the ore source to the predicted grade and/or predict the mill feed grade. The mass of the sample collected is limited by health and safety issues, as well as by the capacity of the laboratory to process the samples within a given time frame. In general terms, grab sampling is known to be problematic because samplers tend to oversample the fines, and/or pick out high-grade fragments; surface sampling of piles does not test material within the pile; muck piles in development drives/faces are likely to be zoned due to the blasting sequence; high or low-grade material may preferentially segregate in the pile during mucking; the five per cent mass reject size of the material in muck piles is very large from underground blasting; some correlation usually exists whereby the larger fragments are enriched or depleted in the critical component of value; and the average error made in estimating the true stockpile grade is likely to be high. The method is prone to chronic fundamental sampling, grouping and segregation, delimitation, and extraction errors. Substantial warnings must be given about the use of grab sampling for grade control in gold mines. The method may appear to work sometimes, which can be attributed to a fine gold particle sizing and more disseminated distribution. As with all sampling methods, its appropriateness must be determined by ore characterization and heterogeneity testing to ensure the method suits the ore type.

"The copper mining industry in Chile and perhaps in other countries as well is faced with the challenge to implement the best practices in order to achieve a sustainable and more environment-friendly growth. Relationships between mining industry and society have been historically complex due to its environmental impacts. Whereas the ore grade has declined continuously, this has involved an intensive energy and water consumption thus increasing operational costs at different stages of the concentration process. In the case of copper sulphide ore concentration, froth flotation is the main technology used worldwide. The amount of the different chemical reagents used in flotation plants (i.e., collectors, depressants, frothers and modifiers) affects significantly production costs and has a negative effect on the environment as well. The objective of this research work was to evaluate the use of biosolids and their main components (i.e., glucose, proteins and humic substances) as more environment-friendly flotation collectors for chalcopyrite and molybdenite. For this purpose, microflotation tests were conducted in a modified Hallimond tube. In addition, FTIR and zeta potential experiments were performed to investigate the interaction of biosolids with these sulphide minerals. Biosolids and their main components may interact through physical and chemical ways due to different affinities with such sulphide minerals as chalcopyrite, pyrite and molybdenite, which are present in copper sulphide ores. In alkaline pHs, biosolids and their main components make the zeta potential of the sulphide minerals investigated more negative. These results may provide important information concerning the behavior of the main sulphide minerals in the concentration of copper sulphide ores at industrial scale, wherein mill processes could affect their surfaces properties. Therefore, biosolids and their main components may open an opportunity to be used in copper sulphide flotation plants to partially replace conventional reagents, which are more hazardous and less environment-friendly."

[THIS PAPER, tine of a series on placer ml n in iii Alaska, describes mining methods and gives unit costs at operations where hydraulic and mechanical excavation equipment is used with nonfloating washing plants. The mining methods described were developed during the last 30 years to copy with conditions peculiar to arctic and subarctic regions arid are now used by a large segment of the placer mining industry in Alaska. The operations described have been classified if m ii into three main categories: Those having sluices at a bedrock level, those having sluices above bedrock and those having mobile nonfloating washing plants (dryland dredges). Diesel-powered bulldozers and draglines convey or clevate gold-bearing gravel to the sluices, remove tailings, and strip waste gravel and other overburden. Diesel-powered centrifugal pumps supply water foe sluicing and hydraulic stripping. Detailed descriptions and unit cost arc presented for 14 operations to illustrate the numerous arrangements udder the first 2 categories.]

The purpose of this investigation was to extend the analytical services which are required for Bureau of Mines programs in developing and evaluating high-purity materials. Determination of trace elements in minerals and ores as an aid in geochemical evaluation and prospecting was considered. Serious consideration should be given to the merits of using the avail- able fluorescent X-ray spectrographic instrumentation and techniques for determining trace elements. Limits of detectability for trace elements in metal, oxide, solution or mineral samples range from 0.1 to 100 p.p.m, depending on the element being determined, overall sample composition, and the complexity of the X-ray spectra; limits of detectability range from 0.01 to 1 microgram for elements that have been preconcentrated by a chemical or physical process, for example, by ion-exchange membrane.

La largeur de la table de forage peut être modifiée selon les besoins du client entre 48" et 96". Cette particularité permet une meilleure stabilité, et plus de précision dans le forage (2). Il y a 4 pattes hydrauliques à chaque coin pour la stabilisation lors de forage (3). La table de forage a 360° d?angle de forage sur 3 côtés du transporteur. La table peut sortir de chaque côté du transporteur de 40 ½" à partir du centre du transporteur pour faciliter la mise en place de la foreuse dans les endroits difficiles d?accès. La plage de forage est considérablement agrandie. Cette caractéristique qui fonctionne hydraulique, permet à l?opérateur de forer sans être obligé de changer la position du transporteur pour des changements de trous. Tous les types de foreuse peuvent être installés sur cette table de forage (4). Sa petite dimension lui permet d?accéder, par des monteries de 30" de diamètre, à des sites de travail de 2,5 mètres de hauteur et largeur. C?est un équipement adapté aux gisements filoniens. Ce genre de gisement est de moins en moins rentable pour les compagnies minières. La mécanisation des ces gisements va permettre de les rentabilisés en augmentant la productivité et la santé du travailleur, en réduisant la dilution (5). Les manettes de contrôle de la foreuse, les mouvements de la table de forage ainsi que le déplacement du transporteur ont été installés selon les recommandations d?un ergonome. Des recherches ont été effectuées par ce spécialiste sur les cas d?accident survenus avec l?utilisation de ce genre d?équipement. Il a déterminé les positions le plus confortable que l?opérateur doit prendre pour éviter les douleurs prolongées (6). Le système de roulement est composé de 4 roues pleines installées sur 4 planétaires de 9000 à 15000 livres de capacité munis chacun d?un moteur hydraulique. Des freins ont été installés sur les planétaires pour assurer la sécurité de l?opérateur et faciliter le positionnement du transporteur lors du forage. Des roues rétractables peuvent être installées pour faciliter l?accès sur rail (7). Ce transporteur peut être alimenté par une puissance électrique plutôt que par une puissance pneumatique. Cette puissance électrique est fournie par un Power Pack qui transforme l?énergie en puissance hydraulique. Ce type d?alimentation est employé lors du forage de développement, mais il peut aussi être utilisé pour le forage long trou. Cet avantage permet au client qui a un problème de pression d?air d?utiliser l?électricité. Par contre si vous utilisez l?électricité mais que dans un secteur isolé le gros courant électrique n?est pas accessible vous pouvez utiliser votre équipement en utilisant la puissance pneumatique. Le changement d?alimentation énergétique se fait facilement (8). Cet équipement est construit pour effectuer 4 types d?activités : forage de développement de niveau et sousniveau avec l?installation d?un bras porteur, forage et pose de câbles d?encrage pour soutènement de terrain, forage de production long trou et forage de monterie ascendante et descendante. L?avantage est que vous investissez dans un seul équipement au lieu de 2 ou 3. Cet avantage vous fait économiser dans votre budget d?équipement. The smelter objective is to process wet concentrate to produce crushed, slow-cooled, sulphur-deficient nickel-copper matte rich in platinum group metals (PGMs), gold, and base metals for despatch to the Magnetic Concentration Plant at the Base Metals Refinery. Throughout its history, the smelter complex has been continuously upgraded in line with increasing production demand, changing feeds, environmental initiatives, and advances in available technology. The smelter receives filter cake and slurry from Anglo Platinum concentrators and joint ventures. Wet concentrate is fed through a flash drying process utilising coal-fired, fluidised bed hot-gas generators, to produce dry feed material for the electric furnaces and slag-cleaning furnace. For primary smelting, two electric furnaces are used, each with a rated capacity of 34MW. Furnace matte, containing the bulk of the base metal sulphides and PGMs, is tapped periodically into refractory-lined ladles and granulated using high-pressure water jets, then dried through electrically powered pneumo-driers to become the main feed to the Anglo platinum Converting Process (ACP). Slag is tapped semi-continuously, granulated, and treated through the slag mill. The ACP treats the combined matte output of Waterval, Polokwane, and Mortimer smelters. It is a top-blown furnace, with furnace matte, air, and oxygen being injected into the converter via a lance submerged in the slag. Converter matte is tapped and bottom cast into moulds, slow-cooled, crushed, and despatched to the refineries. Slag is granulated and dried for recycling to the slag-cleaning furnace. ACP slag is fed to the slag-cleaning furnace along with a reductant and a sulphur source. Slag-cleaning-furnace matte is granulated for processing by the ACP, while slag is granulated and processed in the slag mill. The slag mill and flotation circuit treats granulated slag from the electric furnaces and slag-cleaning furnace to recover entrained matte containing valuable PGMs and base metal sulphides.

"Exploitation of an ore deposit can be optimized by adapting the beneficiation processes to the properties of individual ore blocks. This can involve switching in and out certain treatment steps, or setting their controlling parameters. Optimizing this set of decisions requires the full conditional distribution of all relevant physical parameters and chemical attributes of the feed, including concentration of value elements and abundance of penalty elements. As a first step towards adaptive processing, the mapping of adaptive decisions is explored based on the composition, in value and penalty elements, of the selective mining units.Conditional distributions at block support are derived from cokriging and geostatistical simulation of log-ratios. A one-to-one log-ratio transformation is applied to the data, followed by modelling via classical multivariate geostatistical tools, and subsequent back-transforming of predictions and simulations. Back-transformed point-support simulations can then be averaged to obtain block averages that are fed into the process chain model.The approach is illustrated with a ‘toy’ example where a fourcomponent system (a value element, two penalty elements, and some liberable material) is beneficiated through a chain of technical processes. The results show that a gain function based on full distributions outperforms the more traditional approach of using unbiased estimates."

The analysis of piled raft foundations in layered soils may be performed by 3D finite elements or by approximate procedures. Among the latter, the code NAPRA (Russo, 1998) is based on the method of the interaction factors and accounts for soil layering by the so called Steinbrenner approximation. A comparison between the results of 3D FEM and NAPRA for some reference layered soil profiles shows that the approximation is fully acceptable for engineering purposes, provided the stiffness of the single pile is properly selected. The interest of the conclusion lies in the fact that the amount of work needed to model a practical problem by NAPRA is but a fraction of that needed by FEM modelling.

Chalcocite flotation concentrates (26-34 percent Cu and 6-7 percent S) were roasted in air to determine sulfur elimination as a function of temperature, airflow rate, and residence time. Fluosolids roasting was evaluated batchwise and continuously in a 4-inch fluid-bed reactor. Kiln roasting tests were carried out in a 4-inch ID by 6-inch-long rotary drum. Pelletizing the very fine concentrates prior to roasting was essential to minimize dust losses and accretions. Concentrate pellets, sized minus 10 plus 20 mesh and bonded with 2 percent bentonite, were excellent feed for fluosol¬ids roasting and limited dust losses to 10 percent or less. One-fourth-inch pellets were best suited to kiln roasting. Both techniques were capable of producing copper calcines analyzing well under 1 percent residual sulfur when operated at 900° C with average retention times of 3 to 4 hours. Calcined pellets were strong, porous, and readily reducible.

An overview of the evolution of computerized mine planning and design has been given, emphasizing the need for a knowledge-based system for planning and design of underground coal mines. An outline for the development methodology and procedure has been provided. Problem structuring guidelines have been used to incorporate intelligence and integration to the design modules. A skeletal model for a mine planning and design expert system has been prescribed, and the development process has been documented in detail. A feasibility prototype has been developed to test the structure of the skeletal model and to ensure completeness of the design process. The feasibility prototype development and its contribution toward proto typing has been addressed in this paper. At present, prototype development is underway. The prototype is expected to be avail-able for testing and implementation in early 1991.

Advance knowledge of roof conditions can lead to improvement in roof control strategies that will reduce roof falls and ultimately will reduce injuries to mine workers. J.H. Fletcher and Company, in cooperation with West Virginia University, has been developing a system to meet these needs by collecting torque, thrust, and rotation speed data during drilling operations. Recent improvements in analysis algorithms to detect anomalies in the roof structure as well as various display enhancements for real time mapping and evaluation of roof structures have been incorporated into current Fletcher Information Display system. The unit has also been housed in an explosion-proof container to allow use in coal mine applications. Recently, the system has undergone extensive field trials in several limestone mines and one coal mine. During these trials, the National Institute for Occupational Safety and Health assisted Fletcher in verifying the accuracy of the roof mapping capability of the system by comparing the display information to bore hole scoping observations and drill corings. It was concluded from this assessment that the intelligent drilling system can complement scoping and core analysis to provide a more complete picture of roof strata and is capable of seeing features or conditions that are not always obvious in these more traditional methods.

THE micrography and macrography of aluminum and its alloys present certain difficulties. Many of the difficulties attendant on the micrography have been removed by methods developed during the past few years, notably those of E. H. Dix, Jr.1 The development of grain size in aluminum and its alloys may be equally troublesome, yet comparatively little detailed attention appears to have been given to it. Satisfactory reagents. are available for the development of such structures in ferrous and most non-ferrous metals, but those applied to aluminum and its alloys, i. e., alcoholic or aqueous solutions of sodium hydroxide or hydrofluoric acid are not entirely satisfactory. Hanson and Archbutt,2 in speaking of these two reagents, state that "These two reagents give fairly satisfactory results, but they sometimes produce badly tarnished surfaces from which the surface deposit is difficult to remove." It has been our experience that neither of these reagents is to be entirely relied on for developing structures suitable for study or photography. This means that when the etch fails to produce satisfactory results the, specimen must be repolished, through the 000-paper at least, and then etched with another reagent. This procedure entails a con¬siderable loss of time, and the final results may not be all that might be desired. However, the reagent to be described, although not a panacea for all etching troubles, has improved results so markedly that it is felt that it is worth offering as a grain-size etch generally applicable to aluminum and aluminum alloys. Czochralski3 in 1915 mentioned the application of a solution of 10 to 20 c. c. concentrated hydrofluoric acid in 100 c.c. absolute alcohol, etching in this reagent being followed by dipping in concentrated hydrochloric-acid solution.
