Several reviews of mineral project performance in the past 35 years indicate a pattern of occasional, but recurrent, mining project failures due to shortcomings in geological information and estimation, mineral processing and metallurgical testing, feasibility study objectives and requirements, and project start-up methods. A commitment to quality assurance and continuous improvement methods and to obtaining “ENOUGH DATA, OF APPROPRIATE QUALITY” is essential. Recent international and Canadian proposals for mineral resource and ore reserve definitions have taken a nonprescriptive stance that will undermine the formulation of requirements, guidelines and industry standards for efficient deposit delineation and estimation, and for the determination of project feasibility. To help reduce problems, every feasibility study supporting a mine development and production decision should be based on objectives and methods adequate to reach completion targets similar to the bankers’, as a good business target for a profitable project. In a resource/reserve system, the use of reserve should be restricted to a project that meets required technical, economic and legal feasibility requirements for successful project implementation, and the definitions of these categories should provide explicit limits. Current shortcomings will limit the ability of the Qualified Person to provide “adequate professional practice,” fulfill his/her professional responsibilities to his employer or client and provide adequate information to the investing public. We must take advantage of present opportunities for Setting New Standards for the new Millennium.

With the advancement of industrial science and technology, more and more catalysts are used. The spent catalysts produced are solid waste products, which cause environmental pollution if they are not treated. At the same time, the spent catalysts contain some precious metals such as platinum in concentrations that are often higher than in their ore resources. Therefore, the recovery of valuable metals in spent catalysts is a hot research topic at present. However, due to the complex structure of the spent catalysts, dealing with them is a lengthy process. The first step of recovery, enrichment of the spent catalyst, becomes particularly important. In this paper, a pressure solution method is investigated for this purpose, in which the alumina carrier is dissolved and platinum is enriched in the leaching residue.

"Since 1994, Aur Ressources has operated Louvicourt mine, a zinc and copper mine close to Val d’Or, at a rate of 4300 t/d. Ever since the start-up of the plant, management has encouraged innovative approaches in reliability. The first of three papers will discuss the vibration monitoring program in place. The program will be described and two examples will be given: detection of a rolling bearing defect on a pinion driving the ball mill and identification of wear on the bearings of the flotation cells. Figures on the return on investment and the costs of a monitoring program will also be given.The second article will discuss the lubrication aspect. Since the establishment of a good monitoring and oil analyses, Louvicourt mine decreased its oil consumption by more than 38 000 L/yr. In addition, the company set up an oil regeneration system that restores the original properties of oil.The third article will cover the management aspect. Work organization as well as the management philosophy enabling the employes to push predictive technology to higher levels will be examined in detail. The key elements which made it possible for Louvicourt mine to position itself among world-class companies in the organization of maintenance will be discussed."

Atualmente, os sistemas de blindagem multicamada (SBMs) contra munições de alto impacto são constituídos de uma camada frontal cerâmica seguida de tecido de aramida (Kevlar®). No presente trabalho foi avaliado o desempenho balístico desse sistema de blindagem multicamada convencional e comparado com o SBM utilizando uma camada compósita de epóxi reforçada com fibra de juta, nas configurações de tecido e manta, substituindo a camada de tecido de aramida de mesma espessura. Os testes balísticos foram realizados de acordo com norma internacional de proteção individual (NIJ 0101.06), utilizando a munição de calibre 7,62 mm e o desempenho balístico foi avaliado por meio da medida da profundidade média da deformação da plastilina. Para a comparação dessas médias obtidas para cada SBM foi aplicada a análise estatística pelo Teste de Tukey a partir do qual pôde-se afirmar, com um nível de significância de 5%, que o SBM utilizando a placa compósita de epóxi reforçada com manta de juta, como camada intermediária, teve melhor desempenho balístico que o compósito de epóxi-tecido de juta e que o tecido de aramida.

The level of impact and mitigating measures that are forecast in an environmental assessment (EA) for a new, or significantly modified, metallurgical processing facility or mine are taking on increasing importance during the subsequent life of the facility. The basic premise is that one is authorized to operate within the envelope defined by the approved EA. Operations inevitably change as they develop and mature, and at some point, one is faced with the prospect of re-doing the original EA work. This can lead to significant development delays. Cameco Corporation (Cameco) has played a major role in developing the northern Saskatchewan uranium mining industry over the past decade. Through the EA process, the company has developed ideas on what works well in generating approvals that give the operator some future flexibility. Early introduction of concepts for potentially different mining and processing methods, as well as contingency plans if things do not work out exactly as predicted in the original EA, can make subsequent regulatory approval for change a more efficient process. One must also preserve the principles of open consultation upon which the EA process was originally based. As such, involvement and support from local communities and other stakeholders is required to ensure the long-term success of the EA process.

A calculation procedure was evolved by the Bureau of Mines for determining the heat-transfer characteristics of dilute gas-solid mixtures in an externally heated tube. The procedure accounts for differences in gas and particle velocities and covers a range of particle sizes. Heat transfer coefficients obtained by the calculation procedure are compared with values reported in the literature.

The machine-mounted continuous respirable dust monitor (MMCRDM) is a fixed-location area sampling device developed for possible use at the working face of an underground coal mine. This device, based on proprietary technology known as the tapered element oscillating microbalance, has evolved over the past eight years through a cooperative effort of the former Bureau of Mines, MSHA, and the Rupprecht & Patashnick Company in Albany, NY. The capability to measure respirable coal mine dust levels on a continuous basis, rather than depending solely on periodic samples obtained from the traditional coal mine dust samplers, has been a goal in the mining industry for nearly two decades. Recently, an extensive series of laboratory and underground tests was conducted by NIOSH with the cooperation of MSHA and coal operators to test the performance of the MMCRDM In preliminary laboratory testing, the MMCRDM seemed to work well. However, in every underground test, when compared to reference samplers placed close to the inlet, the MMCRDM failed to meet the 25% accuracy criterion specified in the contract under which it was developed. Two reasons explain this failure: First, in most tests the bias (the relative discrepancy between the average MMCRDM concentration and the average reference sampler concentration) was too great. Second, the variability of the samplers used for reference comparison was too large. Finally, the underground testing of the MMCRDMs showed that they are quite unreliable at this stage of development. In the majority of mine tests, no more than 10 shifts of data were taken before the MMCRDM failed to function properly. Major breakdowns, requiring the return of the MMCRDM to the factory for repairs, occurred on average every 28 days. To be considered mine-worthy, MMCRDM reliability must be substantially improved. By 1959 the milling plant of Bicr oft Uranium Mines Ltd. had been in operation for two years. During this time many changes, both physical and chemical, had been made in an effort to improve plant efficiency. Investigational work had been facilitated greatly by the fact that the Bicroft mill consists to a large extent of two parallel circuits; however, the number of interrelated variables is great, and it is difficult to measure, let alone control, all of them simultaneously. The Bicroft mill staff feels that much progress has been made, but there is much yet to be done and many questions still to be answered. The Addendum outlines noteworthy developments to the fall of 1960. The property of Bicroft Uranium Mines is located in Cardiff Township in the Highlands of Haliburton County, southeastern Ontario, some 140 miles northeast of the city of Toronto and 70 miles due north of Lake Ontario. The ore-bearing dikes are classed as mafic. nonsegregated, syenite and granite pegmatite. Microline, microline perthite, quartz, sodic plagioclase, and pyroxene or biotite are the main constituents with uraninite, uranothorite, fluorite, titanite, cryolite, calcite, pyrite, pyrrhotite, and molybdenite as important accessories. The mill was designed for a nominal capacity of 1000 tpd with all sections except grinding, leaching, and clarification capable of 1500 tons. Feed was entered to one mill unit on Oct. 29, 1956, and to the second parallel line on November 13. The total feed rate was at 1000 tpd on November 15. The first precipitate was produced on November 12. By August 1958 the average entry had been increased to 1410 tpd without the installation of any additional major equipment. The overall recovery has been greater than 93.0 pct on several months, but a recovery of 92.5 pct appears to be most economical. Operating time for eight months in 1958 has been 97.1 pct although all grinding mills were relined during this period. A generalized flowsheet is shown in Fig. 1 and the plant layout in Fig. 2. The ore is crushed in three stages to -3/8-in. and then is wet ground in two stages to approximately 50 pct -200 mesh. The pulp is thickened to 68 pct solids and agitated by air for 33 hr at a pH of 1.9 as maintained by the addition of 93 pct sulfuric acid. Separation of the uranium-bearing pregnant liquor from the residue is accomplished by five-stage countercurrent decantation (CCD), following which the liquor is clarified for removal of fine slimes. The clarified liquor is treated in the ion exchange equipment in which both the upgrading of the solution and the removal of some impurities is accomplished. Addition of magnesia to the high-grade eluate from ion exchange precipitates the uranium as sodium-magnesium diuranate. After being filtered and dried this precipitate is packaged in drums for shipment. The residue from CCD and the barren solution from ion exchange are neutralized by the addition of lime and pumped to the tailings disposal area. CRUSHING All crushing is done on surface in a conventional three-stage unit consisting of a 36x48-in. Birdsboro Buchanan jaw crusher, a 4 1/4-ft standard Symons cone crusher, and a 4-ft Symons shorthead. Both the two primary and the two secondary screens are 4X 8-ft Symons rod decks. Moisture content of the feed ranges from 3 to 4 pct. In the initial installation the primary screens were equipped with 5/16-in. rods at 1 1/4-in. spacing and the secondaries with 5/16-in. rods at 1/2-in. spacing. With this arrangement the average crushing rate was better than 180 tph. To reduce the work required of the grinding circuit as tonnage was increased, several changes were made in the crushing circuit. By September 1957, both secondary screens had been reduced to 3/8-in. spacing, and rod size had been reduced to 3/16-in. to provide increased open area. Average throughput was reduced to 160 tph. This paper describes the microbiology basics underlying heap and tank biooxidation of metal sulfide ores and concentrates. The primary organisms are identified and described along with the reactions they catalyze and their growth requirements. Also described is the interaction between ore leaching bacteria and the leaching environment in terms of solution chemistry, temperature, and mineral precipitation. Specific factors and agents that stimulate or inhibit growth and activity of ore bioleaching will be identified. Some of these factors are organism-specific and others are generic for microorganisms that grow under acidic conditions. Current knowledge of the limits of bioleaching in terms of dissolved ions in leach solutions, pH, and temperature will be summarized.

The Mouat copper-nickel deposit in Stillwater County, south-central Montana, was examined by Paul T. Allsman, an engineer of the Bureau of Mines, in 1939. Because of the strategic importance of nickel, a project was executed by John East, Jr., J. J. Naughton, and E. W. Newman, engineers of the Bureau, to further delimit some of the copper-nickel sulfide-bearing bodies that had been discovered by the Anaconda Copper Mining. Co. in 1937 and to investigate the central part of the deposit, which had not been drilled previously. This report is based largely upon the results of the. Bureau of Mines investigation and the results of exploration by the Anaconda Copper Mining Co. In addition, a brief description is given of some other copper-nickel sulfide-bearing deposits along tho Stillwater Complex.

Recent changes in metallurgical practice, particularly those in flotation, have altered greatly the functions of the different units of a copper smelter. Gangue minerals are removed from the feed so much more thoroughly that the reverberatory furnace, once virtually a concentrator in which a low-grade ore was concentrated into a rich matte by virtue of the removal of gangue elements as slag, has become very largely a melting furnace in which the rich flotation concentrates are rendered molten so that they may be converted. Moreover, since the proportion of matte to slag in the reverberatory furnace output is greater than it was formerly, the amount of converter slag returned to the reverberatory for cleaning is, in comparison to the amount of slag actually formed in that furnace, also much larger. In some cases, approximately half of the reverberatory dump slag may have originated in the converter. The increase in the proportion of convertor slag to total slag produced has brought about certain consequences not entirely desirable. Converter slags contain a high percentage of iron and therefore are high in specific gravity and are very basic. A considerable guantity of magnetite, both dissolved and suspended as solid crystals, is always a component, The basic nature of the ordinary converter slag and the presence of the suspended magnetite crystals make impossible the reduction of the copper content of the slag below approximately 1 per cent by even the most prelonged settling, and a re-treating process is necessary. At present, general practice in western copper smelters is to return the converter slag molten to the reverberatory furnace. Here dilution by mixing, with slag formed in the reverberatory furnace and reaction with raw sulphides and siliceous materials in the reverberatory feed reduce the magnetite and increase the silicates to the point necessary for a satisfactory dump slag.

The problem of stability of the development working at the great depths of coal winning is of great seriousness. Numerous researches of the problem were carried out in the USSR, the results of which determined that raising of resistance of existing support will not lead to a considerable rise of working output. It is necessary to try to find ways at the expense of heightening the support ability of rock massif. For these purposes it is necessary to direct it correctly and in proper time. While carrying the development working the most intensive deformations of rock occur at a depth of 30m from the entry face. The zone of destruction of rock around the work is realised here for 60 to 70 percent. These facts show that in influence zone of entry face a kind of embryo of the working steadiness is forming, which greatly determines its following conditions. Therefore, it is necessary to begin direction of mining pressure around the work directly in a face.Complex research of the mechanism was carried out starting with the effect of moving face upon the surrounding rock massif. It was ascertained, that the zone influenced by the face is a section of 5 equivalent diameters of the work by the length within which the rock of the sides, roof and floor, experience the cyclical influence of stresses at the time of cyclical shift of the face. The elastoplastec deformation is occurring with it at the moments of rock removal and the deformation of creeping takes place at such intervals.

The Pennsylvania Department of Environmental Protection (PaDEP) has been issuing surface mining permits since 1984 that authorize remining in areas that will affect preexisting pollutional discharges. These permits require the mine operator to employ best management practices to reduce pollution loading from abandoned mine discharges. A total of 110 completed mining operations with 233 discharges were evaluated to determine the impact to water quality. Overall, acid loading from these discharges was reduced by 7,200 kg (15,900 lbs) per day or 61%. Metals loadings were also reduced. For acidity, 49% of discharges improved or were eliminated, 52% showed no significant change, and fewer than 1% got worse. Loading reductions resulted from a combination of reduced concentrations and lower flows.

The assurance of future raw materials supply to the EU mineral industry has become, in recent years, one of the most important tasks of the EU Commission. It is focused on creation a new mineral policy within the EU zone. One of the starting points for this activity was identification of the mineral commodities that are critical for the sustainable development and technological progress. The paper presents the glance to this problem from the National Member level. Domestic mineral reserve base as a possible source of critical raw materials for the EU was shown. Poland cannot be considered as its resource base. The source of these raw materials are not only scarce in Poland, but also they are not produced, and their demand is now - and according to forecasts is going to be in the future - met by imports. The raw materials in question are not considered exactly critical for Polish economy, but they are of limited economic importance. On the other hand, their growth is a best opportunity and at once the need to the future sustainable development.

Industrial process water for the Commodore Coal Mine and the adjoining Millmerran Power Station is provided by pumping secondary treated sewage effluent 100 km from the Wetalla Sewage Treatment Plant near Toowoomba. (A separate source is used for potable water.) The effluent is not of sufficient quality for discharge to a watercourse, but it is suitable, with further treatment, for the mine and power station. In designing and constructing the pipeline, special emphasis was placed on preventing accidental spills or planned releases to the environment. The pipeline and associated works can transfer 1000 ML/annum for reuse in the coal mine and power station.

A wide variety and variable depth (up to 40 ft.) of compressible, uncontrolled fill (including construction debris and a perched water condition) was present at a proposed Kroger construction site in Dent, Ohio. An innovative solution using a combination of an ACIP foundation system with a Tensar geogrid reinforced load distribution platform was used to provide a high quality building pad. This system allowed the use of conventional shallow foundations for structure support. This system was used in lieu of more costly solutions, such as complete undercutting of the entire existing fill and replacement with engineered fill or a deep foundation/ structural slab system. The selected ground modification included a system of augercast piles bearing on shale bedrock, which were installed on a grid pattern over the entire building footprint. Then, three layers of Tensar polyproplene biaxial geogrid were used to create a reinforced soil mat, which was supported on the augercast piles. An eight-foot blanket of engineered fill was placed above the geogrid-reinforced mattress fill to establish the building subgrade elevation. Standard shallow footings and slab-on-grade construction methods were then used to support the 26-ft. tall masonry block building. A small-scale instrumentation program included monitoring the geogrid reinforced mat settlement, geogrid strain and earth pressure distribution under the reinforced mat to evaluate design assumptions and theoretical analyses. This case history describes the first application of a pile supported geogrid reinforced mat for structure support which has been documented in the United States.

Several significant problems associated with employee turnover among underground miners are described in this Bureau of Mines report. Although a vast amount of research has been conducted on turnover among employees in nonmining industries, there has never been an attempt to empirically investigate the causes of turnover among underground miners. This report presents the results of empirical research on employee turnover in other industries and describes and critiques the research methods that have been used to investigate turnover. Using the findings on employee turnover in other industries and known data about miners and the mining industry, a conceptual model of the factors that cause turnover among miners was generated. This model, which is expected to provide a basis for later empirical studies, is presented. Several recommendations for controlling miner turnover are also presented.
