The object of this paper is to survey and analyze the bearing of economic nationalism, competitive sources of energy, and technologic developments on international trade in coal with especial reference to the competitive position of the leading coal-exporting countries in the Italian market, the largest in the Mediterranean region, and the Brazilian market, the second largest in Latin America. The political, economic, and financial disturbances caused mainly by the World War have resulted in an amazing situation. Especially since 1930 have conditions been complicated.

In 1900, as far as available records show, there were only two producer-gas power installations in the United States. In June, 1915, the number probably exceeded 1,000. Of this number, some 84.5 per cent comprised small plants using anthracite, and only about 15 per cent of the total number utilized bituminous coal and lignite. In addition to these, two plants used wood, and three or four used oil. In the main, however, the larger sized units are operating on bituminous coal and lignite. During the early years of these plants little success was anticipated from the use of bituminous coals and lignites, but in 1904 and 1905 it was fully demonstrated at the Government testing station at St. Louis that these fuels could be utilized to excellent advantage. However, although many producer-gas plants in daily operation are using bituminous coal and lignite, many power-plant men are still skeptical regarding the successful commercial use of these fuels.

"The rate of progress in the last three years in the development of differential flotation has been rapid beyond the realization of most people. Differential flotation is no longer a ""delicate"" and unreliable process, but is now in wide use. Its ""safety"" is due to the wide use of chemicals which either depress or enhance floatability by definite modification of surfaces.The extent of the development and reliability of differential flotation methods any be emphasized by pointing out that there are now several customall-flotation"" plants in this country treating complex lead-zinc-iron ores from widely separated mines. While these ores differ in chemical composition and apparently in physical nature, the various ores treated in such a plant are passed through the same crushing and grinding equipment and through the same flotation machines and flow sheet with only slight changes, if any, in quantity and kind of chemicals and oils added.Some of the development in differential flotation is due to intelligent research on the part of well-trained chemists and metallurgists; much of It must be attributed to empirical testing.Much of the success in differential flotation is due to more care being given to constant conditions with regard to such factors as (1) fineness of grinding, (2) density of pulp entering flotation machines, (3) quantity and constancy of oils and chemicals added to the pulp, and (4) place of addition of reagents, and time of ""conditioning"" treatment of pulp with reagents."

This report presents the results of an investigation by the U. S. Bureau of Mines in cooperation with the State of Colorado, on the yields and properties of oils produced from oil shale, lignite and subbituminous coal using the standard assay method developed by the Bureau for oil-shale testing,. The purpose of this work, which is part of the general study of oil shales being conducted by the Bureau of Mines and cooperating agencies, was to obtain information on the amount and character of the yield of crude oil or tar from different typical oil shales, the yield of light oil or naptha that might be suitable for use in motor fuels, and other products of shale oil. As the west has large resources both of oil shale and low-grade non-coking coals, it is of interest to know the relative yields of tars, light oils, and combustible gases that can be produced from these coals when retorted under conditions similar to those suited for oil-shale retorting. Source of Samples The coal samples were obtained from deposits on or adjacent to the public lands in the States of the Rocky Mountain region. Many of the mines sampled are operating under Government leases or permits. The number of coal samples secured from the various states are: Colorado, 6; Montana, 9; north Dakota, 6; New Mexico. 1; South Dakota, 1; Wyoming, 9. Of these samples, 14 were lignite coal, 16 subbituminous coal, and a bituminous coal. The standard channel method of the Bureau of Mines was used for sampling. Coal samples received at the Boulder Office weighed about twelve pounds each, and duplicate samples were sent to the Pittsburgh Station for proximate and ultimate analyses. The origin of the samples and description of the deposits are given in Table 1.

"Canada's mining industry has reason to celebrate the federal government's budget which was tabled on February 26, 1986. The budget contains an important proposal to improve the flowthrough share rules by effectively eliminating the investor's liability to third parties. This proposed rule change and other important budget proposals are the subject of this month's edition of Tax Notes. IntroductionWhile Finance Minister Michael Wilson's February 26, 1986 budget received a mixed reaction from business and labour leaders, the budget was mainly ""good news"" for the mining industry. A long-standing bugaboo in the flow-through share rules will be cleared up, a permanent set of rules will be installed for the tax treatment of Northern allowances, and limited partnerships will apparently be able to continue to serve a useful role in financing exploration programs. Flow-Through SharesThe present rules which apply to an investment in flow-through shares are structured in such a way that the relevant Canadian exploration expense (""CEE"") must be incurred by the investor, and not by the issuing corporation. Obviously, in the case of most flow-through share issues, this requirement that the investor incur the CEE poses a practical problem-the investor typically does not have the expertise or organization to incur the CEE. As a result, an integral part of most flowthrough arrangements is an agreement whereby the investor appoints another party (usually the issuing corporation) as his agent to spend the flow-through funds on CEE on his behalf. Although the issuing corporation might consequently be the party which actually spends the flow-through share funds on CEE, nevertheless the legal structure is such that the investor is the ""principal"" who is incurring the CEE. As such, the investor is legally responsible for any third-party claims with respect to the exploration program. Third-party liability might arise, for example, in the case of property damage, personal injury, environmental infractions, and so on."

The presence of high noise levels in many industries, together with the fact that countries are becoming increasingly concerned with the health of its citizens, has contributed to the importance of the problem of hearing loss. This problem has become the focus of scientific research, law and medicine, and the object of this thesis is to present the means whereby noise may be detected, with its resulting effects and possible means of control, in mining operations. 0BJECTIONABLE noise is a particularly prevalent by-product of the mining industry, and, al-though a dangerous noise level has been recognized, it is believed that at no time now, or in the future, will it be possible to enumerate a single over-all decibel figure at which hearing impairment will oc-cur. Individual susceptibility must be recognized in any study of occupational loss of hearing aimed at the setting of standards and criteria for industrial noise control.

This report on the properties of aviation gasolines and aviation jet fuels produced in the United States during 1954 was made under a co-operative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. Analytical data are presented for 101 samples of aviation gasoline. Data also are given for 30 samples of aviation jet fuel. The analyses were made on samples typical of the manufacturers I 1954 production in their laboratories and the results submitted to the Bureau of Mines for compilation. The products of 19 manufacturers of aviation gasolines and of 15 producers of aviation jet fuels are represented.

This investigation was carried on by means of models and the application of the principles of similitude to determine the effects of props, props and cribs and sand filling in longwall mining. The geologic structure and rate of face retreat were kept constant and the only change introduced was in the method of support. It is not felt necessary to repeat a description of apparatus, or to explain the fact that a scalar model made in all parts of the same material as the prototype will behave similarly to the prototype when rotated at speeds such that the centrifugal force is as many times the gravitational force as the prototype dimension is a similar linear model dimension. The reader is referred to earlier papers1,2 for further information regarding these statements. All models were made of sandstone and were as in Fig. 6. They are composed of a 3/16-in. ore body bed A, overlain by a 3/16-in. bed B, a ?-in. bed C and two ?-in. beds D and E. The model was rotated at + 2350 r.p.m. equivalent to a model ratio of 1268. It was worked back ¼ in. at a time before being replaced in the centrifuge and again rotated. Table 1 gives model and prototype dimensions occurring in this discussion, the prototype dimensions being 1268 times the model dimensions. Figs. 1, 2, 3 and 4 were taken while the model was rotating at 2350 r.p.m. One was taken for each face retreat of 26.4 ft., but for obvious reasons all are not presented. Fig. 1 (A-E) shows the behavior of this type of structure with face retreats of 26.4 ft. and no artificial support. For a large scale open pit mining and concentrating operation, on a low-grade disseminated ore body, it is possible to set an approximate lower bound on economically feasible operating scales and an approximate upper bound on economically desirable scales in a relatively straight forward manner. The optimum scale ofplanned operations, with respect to the objective ofmaximisation ofthe net value ofthe orebody, will have to be arrived at by iterative planning runs, but it may be expected to lie close to this upper bound. The effects of infrastructural costs and of the addition of a risk premium to the cost of capital, to form the discount rate for planning purposes, are considered theoretically and by worked example. It is concluded that a perceived special, unsystematic, risk should not be accounted for by the use of such a risk premium as this is inducive to placing a greater amount of investment capital at risk, for no greater return-rate to investment.

The results of extensive field tests of a new and powerful method of hard rock excavation are presented in this report.* The method, known by the acronym REAM (Rapid Excavation and Mining), employs high velocity, smooth bore cannons to efficiently deliver energy to the rock and has been demonstrated for underground tunneling, drilling, surface benching, scaling, and secondary breakage in hard granitic rock at the Hope Valley Mine test site in California. Solid projectiles made from inexpensive materials such as concrete or steel, and weighing from 8 to 12 pounds, are launched by conventional high speed cannons and impact the rock at velocities of 5000 feet per second--an impact energy of about 4 million foot pounds (Figure 1). The energy applied at peak pressures of nearly 2 million psi over a period of tens of microseconds breaks down the rock by a complex mechanism of crushing, spalling, and initiation and propagation of fractures produced by the interaction of successive impacts and free surfaces. IN the long list of our illustrious and lamented dead, there are names which recall personality as well as career and achievement; social as well as scientific merit; devotion to the Institute itself as well as to some one of the professions which it represents. These men we remember because they did not forget us; besides our pride in their wider work and fame, we are proud of what they did with and through us; especially do we rejoice if our early recognition of them opened the way to a recognition by the world; and in their departure we claim to sorrow, not merely as members of an appreciative public, but also as. bereaved personal friends. In common with thousands, we regret our loss, but we do not regret only-we mourn and miss. To this group of those whose death has brought to us the double sense. of public and private grief belonged our strong, bright, dear brother, in whose memory this inadequate tribute is offered. Charles Benjamin Dudley was born July 14, 1842, at Oxford, Chenango county, N. Y. He came on both sides of New England blood, his father being from New Hampshire and his mother from Connecticut. Emigrating from the rocky hills of their native States, they. settled upon the more fertile soil of what was then regarded as the West, and, with thousands of other pilgrim sons, imitating the pilgrim fathers, contributed to the foundation of new commonwealths. The Empire State owes much to this element of its population. Dudley's early education was obtained, like that of the sons of the pioneers generally, by attending the village school and academy in the autumn and winter, while he worked upon the farm during the rest of the year. But his ambition looked forward to a college-course; and this was almost within his reach when a passion still stronger took possession of him. The out-

"The fly-ash problem of the smoke-abatement engineer - who now might well be titled, ""Smoke and Fly-Ash Abatement Engineer"" - starts with the necessity for him to know what fly ash really is, what plants really create it, and how much is being created. Fly ash in this connection may be defined as all solid particles emitted to the atmosphere as a result of the combustion of fuel.COMPOSITION OF FLY ASHMuch can be learned about fly ash by studying samples with a strong magnifying glass or, preferably, a high-power microscope. As an example, figure 1 is a photomicrograph of an underfeed-stoker fly ash weighing 23.7 pounds per cubic foot, which passed a baffle-type cinder catcher and was caught by a Cottrell precipitator. Figure 2 shows a similar fly ash made at a higher stoker rating and weighing 36.2 pounds per cubic foot. The lighter ash contains more light, unconsolidated ash than the heavier. In both instances some of the ash has been fused to a glass, as is indicated by the spherical particles resembling marbles; however, the heavier dust contains more and larger spheres. With the faster burning and higher air pressures occurring at the higher burning rates, more of the larger fused spheres reached the precipitator.Such studies of fly ash frequently make possible correct determination of its source. For example, the Supreme Court Building, one of the finest of the Federal buildings in Washington, was having considerable difficulty with fly ash from some outside plant. It was thought to come from a nearby apartment house. A fly-ash trap was installed there, and care was taken in the operation of their underfeed stokers. The fly-ash nuisance continued. Microscopic examination of the fly ash found about the building compared with samples taken from the stack of the apartment house showed to the surprise of the accusing building superintendent that the present source was elsewhere. By the same means, the source was found to be a plant about ore-half mile away."

The effects of hydrostatic pressures to 26 kbars on the micro structure of poly crystalline Cd, Zn, Bi, Sn, Zr, Mg, Cu, and Fe were examined. Pressure-induced microscopic plastic flow in the form of boundary migration, slip, multiple slip, or twinning has been observed either singly or in combination in cadmium, zinc, bismuth, and tin. No deformation was observed in zirconium, magnesium, copper, and iron. The occurrence of such deformation, in terms of its intensity and initiation pressure, relates directly to the degree of anisotropy in the linear compressibility. Pressure cycling does not significantly affect the residual tensile properties of a zinc alloy which exhibits pressure-induced deformation similar to that of Pure zinc. CLASSICAL elastic theory predicts that a superim-posed hydrostatic pressure will not induce shear stresses in an ideal material. Thus, in the case of homogeneous and isotropic materials plastic flow will not occur as a result of pressure exposure, regardless of the magnitude of the pressure, unless some form of phase transformation or permanent density change takes place. However, real materials, such as metals, often vary considerably from the condition of homogeneity and isotropy. For this reason, Vu and johannin' examined and observed hydrostatic pressure-induced microscopic deformation in polycrystalline cadmium and, zinc, but not in aluminum, to pressures of 9 kbars and indicated that its occurrence is related to anisotropy in the linear compressibility. In addition, Davidson and omaan' have reported pressure-induced deformation in polycrystalline bismuth below the 1-11 transformation pressure. It becomes apparent then that under certain conditions hydrostatic pressure can induce localized internal shear stresses in some metals of sufficient magnitude to cause plastic flow. In this work, eight pure single-phase metals of different lattice structures and degrees of elastic anisotropy were examined after pressure exposures of up to 26 kbars in order to establish the conditions under which such deformation occurs and the type of deformation as a function of pressure. Toward the goal of maximizing minerals and metals recovery from domestic resources, the Bureau of Mines, U.S. Department of the Interior, has conducted in situ corrosion studies at the Salton Sea Known Geothermal Resources Area (KGRA) in the Imperial Valley, Calif., to evaluate and characterize materials of construction for geothermal resources recovery plants. General-, pitting, and crevice-corrosion characteristics of 13 commercially available alloys were investigated for periods of 15 and 30 days in seven process environments expected to be found in typical geothermal resources plants. Stainless steel alloy 29.4, Inconel 625, and the Hastelloys G, S, and C-276 were the most resistant to general corrosion, did not pit, and exhibited little susceptibility to crevice corrosion. Stainless steel alloys 430, E-Brite 26-1, and 6X had low general corrosion rates, but pitted and were susceptible to crevice corrosion. Stainless steel alloy 316 L had a low corrosion rate, but corroded intergranularly, pitted, and was susceptible to crevice corrosion and to stress-corrosion cracking. Titanium-1.5 nickel and TiCode-12 had low corrosion rates, did not pit, and were not susceptible to crevice corrosion. Carbon and 4130 steels had high corrosion rates, pitted, and had high susceptibilities to crevice corrosion. The major scale-forming mineral on the corrosion samples in most of the process environments studied was galena mixed with lesser amounts of other minerals.

The metals and minerals mining industry has evolved dramatically from the earliest objects ever made out of native copper circa 9,000 BC to the modern developments we see today. To better appreciate past developments and to get a sense of where the industry is heading, a brief overview of mayor industry highlights over the last 100 years will be presented, followed by a discussion on potential global scenarios and by a review on mayor industry trends.

A key point in the manufacture of cemented backfill is the dewatering and settlement of the total tailings product. A new technology characterized by rapid non-mechanical settlement of total tailings has been developed based on a large number of laboratory and field tests, where dynamic settlement and continual slurry preparation of total tailings in a vertical sand silo are realized by the addition of an effective flocculating agent named NPA. It has been shown that the sedimentation velocity of the interface between total tailings and water after NPA was added is 10 to 20 times higher than that without any flocculating agent, that the mass fraction of sand slurry deposited at the bottom of the vertical sand silo reaches 70%, and that the solid particle content in effluent waste water meets national water quality standards. The simple devices used to add flocculants have little deleterious effects on the current preparation tank and have been tested in an industrial environment. The processing cost of total tailings by the new technology is only 10% to 20% of that required for mechanical settlement.

Coal resource data from published sources and company files were used by the Bureau of Mines to determine the location and extent of strippable coal reserves in Wyoming. Total strippable reserves of 23 billion tons were estimated in seven major coal areas. Seven large strip mining operations were active in 1969, and their production totaled 45 million tons of coal. Cutoffs used to define strippable reserves were (1) minimum coalbed thicknesses of 5 feet; (2) overburden-to-coal ratios of less than 10 cubic yards of over- burden per ton of coal; and (3) total overburden thicknesses of less than 120 feet, except where reserves occur in multiple beds or a single thick bed. Tertiary rocks along margins of the Powder River basin contain most of the strippable coal reserves in Wyoming. The Wyodak beds, ranging in combined thickness from 30 to 1.30 feet, crop out on the east flank of the basin and contain an estimated 19 billion tons of strippable subbituminous C-rank coals under less than 200 feet of overburden. Partings between these beds total less than 60 feet. The 100- to 200-foot-thick. Healy bed on the western flank of the basin and the 35-foot-thick School and 20-foot-thick Badger beds on the south also contain large strippable reserves. Elsewhere in Wyoming, strippable reserves. Elsewhere in Wyoming, strippable deposits are subbituminous coal of Late Cretaceous and Tertiary ages, mostly in the Hanna and Great Divide basins in the south-central portion of the State and in the Kemmerer-Hamms Fork region in the southwestern corner.
