The system of short term forecast of metal prices at LME is based on correlation between prices within the quarter forward and at the first place by economic parameters at the West, determining the consumption of metals. Such economic parameters are presented by data of indexes of Western World industrial production (WW IP), official data of IP and Dow Jones indexes at USA. For price forecast within the quarter forward (one day ahead, 3 day -65 days MA forward prices) are significant the changes of actual prices (official and close) at the past and the parameters of daily trade at LME at the past (futures turnover, open interest, LME stocks). It is developed subsystem of price forecast within the quarter forward based on analytical approach determining the relations between the participants of the market. It gives the opportunity to reduce the number of empirical coefficients at the model and receive good accuracy of forecast the MA prices and its direction at the future. Very important part of short term forecast is subsystem determining analytically the probability that the price forecasted for the next trading day will be the maximum or minimum daily price within the quarter forward. The thresholds probabilities are defined by identification the model at the past by maximal commercial efficiency. Such system was tested at the past at period since 2000 till 2005 and gives very high commercial results at operations on 1M forwards and hedging the sales of nonferrous metals traded at LME (primary aluminium, light alloys, nickel, copper, zinc, lead and tin).

In the thiosulfate gold leaching process, thiosulfate is used to complex gold following electrocatalytic oxidation of the native metal by Cu(II)-ammines. Unfortunately, Cu(II) complexes also catalyse the undesirable conversion of thiosulfate to polythionates. We have been seeking alternatives to ammonia, which fulfil the role of ammonia but minimize thiosulfate decomposition. One aspect of these studies has involved the determination of the rate of thiosulfate oxidation by the Cu(II) complexes from UV-Visible spectral changes. Various ligand classes, including pyridyls, polyamines, aminocarboxylates and picolinates, have been tested and the majority found to inhibit thiosulfate decomposition. Interesting variations in reactivity with the nature and denticity of the ligand and L/M ratio have been observed. In the case of open chain polyamine ligands with 2 to 5 nitrogen donors, the rate of thiosulfate oxidation was generally found to decrease with the denticity and the concentration of each ligand. Saturation of the Cu(II) coordination sphere appears to inhibit the oxidation of thiosulfate when excess thiosulfate is present. The Cu(II) complex of the branched polyamine ligand, tris(2-aminoethyl)amine (tren) exhibits this behaviour in excess thiosulfate. Interestingly, when the [Cu(tren)(OH2)]2+ complex is in excess oxidation of thiosulfate was observed. This unexpected finding prompted a spectrophotometric study of this reaction which has revealed that the oxidation of thiosulfate involves several processes, two of which involve the formation and decay of a tetrathionate radical.

In the thiosulfate gold leaching process gold is oxidized to Au+ by a copper(II) ammine catalyst and complexed by thiosulfate. Copper(I) complexes, formed during gold oxidation, are reoxidised to Cu(II) complexes by oxygen. In this study, we present the results of a spectrophotometric study of the Cu(I)-NH3-Cl system, which follows on from our recent investigations of speciation in the Cu(I)-Cl and Cu(I)-S2O3-Cl systems and is part of a detailed study of copper(I) speciation associated with the gold leaching process. Formation constants for Cu(I)-NH3-Cl complexes have been determined by modeling the systematic changes in the UV spectra that occur as the concentration of the components is varied. The analysis of the data indicates that three Cu(I)-ammonia complexes are present, i.e., [Cu(NH3)2]+, [Cu(NH3)Cl2]- and [Cu(NH3)2Cl] and their respective log Kf values are 11.13, 8.33 and 10.79 at 25°C. Investigations of the oxidation of Cu(I)-NH3-Cl solutions by oxygen in the atmosphere are also presented. These experiments indicate that the reaction of copper(I) complexes progresses through various intermediates. The presence of many copper(I) and copper(II) complexes in ammonia thiosulfate solutions complicates the task of determining optimal conditions for gold leaching. Further studies are needed to identify the complexes and chemical processes that are important in the Cu(I)-NH3-S2O3-Cl system.

In 1981, K. E. Drexler proposed using massively parallel nanomechanical systems to manufacture large atomically exact structures. As in macroscopic mechanical systems, they would contain components that serve traditional functions such as trusses for support, gears to transmit power, bearings for low-friction support of rotating surfaces, motors to supply torque, pipes and conveyor belts for material transport, and channels for coolant. Many of these components would only contain a few thousand atoms. Specific designs for these devices became available in the early 1990s, and a few working devices appeared in laboratories by the early 2000s. As advances continue, a thorough understanding of the operative transport phenomena will guide the intelligent design and construction of nanomechanical structures, devices, and systems. The familiar equations of continuum mechanics are generally inadequate to describe the flow of heat and mass in the proposed nanosystems. Boundary conditions often need to be described in terms of potential surfaces. Surfaces are not geometrically smooth, but periodic according to the locations of atomic nuclei. Friction occurs not due to the plastic deformation of asperities on mating surfaces, but to phenomena such as thermoelastic damping and phonon viscosity when atoms slide past each other. Electrostatic forces dominate over gravitational forces by orders of magnitude; there is no role here for natural convection. Structural components, no matter how stiff and strong, are in constant motion due to the thermal noise in the system. The fluids are described in terms of individual molecules in constant motion.

There are many experimental works on the investigation of temperature effect on the conductivity of polymers filled by carbon materials. However frequently the establishment of current nature in the polymer heterogeneous systems becomes difficult. This fact is explained by complexity of calculation of different physical or chemical phenomena passing in materials at variation of the temperature. Among these phenomena it must be noted some morphological changes in the structure of polymers. These changes reflex on the structure of conductive system of composites. So, it has been shown, that the character of temperature dependence of thermal noises level and conductivity of some polymers filled by carbon black essentially depend on some relaxation transition in the polymeric matrix. In this paper the effect of difference transitions in polymer matrix of filled by carbon black some polymers and rubbers have been investigated in a wide temperature range. The importance of such investigation is due to possibility of application of resistive temperature sensors based on conductive polymeric composites (CPC) to measuring technology. The experiments have been carried out in the cavity with regulation of temperature in the range 110-650K. The resistance of samples was measured by four electrodes method. The samples were obtained by hot pressing of dry mixture of powdered components at chosen temperatures, pressures and cooling time in the case of plastics and by peroxide vulcanization of the elastomers in the case of the rubbers. The samples were produced on the basis of the following thermoplastics: low density polyethylene, polytetrafluoroethylene, polycarbonate and polydimethylmethylvinilsiloxane.

The Zinc Corporation of South Africa Ltd. (Zincor) operates an integrated roast ? leach ? electrowinning circuit. The efficient removal and control of iron forms an integral part of the process. Zincor developed its own iron removal process (Zincor Process), which was recently shown to be unique with some similarities to the para-goethite iron removal process. Newly developed operating parameters for iron removal are in the process of being implemented. These include a change in the pH-profile and operating temperature, the recycling of seed material and the utilisation of an alternative neutralising agent to aid iron removal. Some of these actions, together with the implementation of a pre-neutralisation step, new filtration equipment and control systems in Zincor?s Residue Treatment Plant have significantly reduced zinc losses associated with iron in calcine and the iron residue produced. This enabled Zincor to take a step closer to world-class zinc recovery levels of around 96% for a similar type of operation.

Antitrust and competition laws are designed to protect the free markets and promote competition in order to assure a dynamic and efficient economy and to provide competitive prices for quality products and services. They apply to mergers and acquisitions as well as to joint ventures especially among competitor companies who possess market power and these include collaborations on research and development. If it is determined that these actions are likely to substantially prevent or lessen competition the courts might dissolve, stop, alternate them, etc. Two new factors affect this process today: The role of new technologies and the markets globalization. They both have a considerable effect on the way these laws are interpreted by the courts and on their eventual amendments in order to reflect the new reality. A new applied technology and the globalization separately or together may change the factors that determine how anticompetitive a merger or acquisition between competitors may be and may also serve as a basis for amending the antitrust and competition laws. In this paper, a short review of the recent mergers and acquisitions of various companies has been carried out along with an abridged analysis of the current antitrust and competition laws in USA, Canada and European Union in the view of their capacity to handle the new reality. Some related court decisions are also examined and several examples are given in order to illustrate the influence of new technologies and globalization in interpreting the existing laws and on their amendment possibilities.

The recovery and recycling of low concentration metal and other ions has traditionally been carried out using adsorption or ion exchange processes which, however, become uneconomical at higher concentrations, such as those that occur with many intermediate or waste streams where recycling is now being required. This paper describes the development of a process based on non-dispersive solvent extraction for the recovery of chromium (VI) from electroplating rinse water. During the chromium plating of steel, the concentration of chromium (VI) in the rinse bath rises to concentrations in the order of 100 mg/L when it becomes unusable and is then disposed of. The aim of this work was to investigate processes for recovery and recycling of the chromium in the rinse bath. The recovered chromium is required to be concentrated and purified before reuse. Tertiary amines have been shown capable of concentrating and purifying the chromium (VI) in solution. However, solvent extraction processes that have been applied to the recovery and reuse of metals from waste streams have had only limited success in the past, primarily because of the relatively high solvent losses when existing contacting equipment is used on low feed concentrations. Attempts to eliminate losses by immobilizing these complexing agents on substrates have not been successful. In order to control the losses and maintain specificity, a hollow fibre-contained liquid membrane has recently been trailed in a pilot plant to recover chromium from chromium plating waste streams. Details of the trial and modeling of the results are presented, and show that the level of losses is significantly reduced. However, issues relating to fouling still need to be addressed. This type of equipment has many applications in the recovery and recycling of a range of materials in the manufacturing processes.

"More than 95% of asphalt pavement materials consist of aggregates. The highway and construction industries consume a huge amount of aggregates annually causing considerable energy and environmental losses. The aggregates are usually produced from neighborhood aggregate quarries or form natural aggregate sources. The use of marble and granite wastes from quarries as aggregates might help meet the increasing demands and slow down any detrimental effects on the environment. Chemical and physical results showed that the use of marble and granite wastes from quarries in the asphalt production is quite fusible. Consequently, granite sawmills would perform a clean technology. This technology would also have an economical impact by not spending on basalt extraction.IntroductionThe granite fines generated from sawmills of ornamental rocks comes as a great problem and it lacks undeletable solutions. This problem involves the preservation of the environmental and constitutes one of the subjects more critical the point of view of social beneficiation of the population. The Cachoeiro de Itapemirim County, Espírito Santo State, Brazil is an example, of this problem. In this area, the granite and marble fines generation is around 15.000 ton/year.The problems generated by these residues affect with more emphasis the animals, such as the cattle, which inhaled the water content fines of granite and this residue accumulate in their lungs. Other great problem observed is the sanded of the river and the reduction of aquatic life.This problem is beginning to be set out due to performance of Center of Mineral Technology (CETEM), and of several other organisms of Rio de Janeiro State, aiding the sawmills owner’s. This help consists of teaching the best procedure of discard the residues and studies for its use, for instance the production of mortars, tiles, bricks and road pavements [1]."

A fundamental study of the sonochemical leaching of chalcopyrite in ferric ion media has been performed to understand and quantify the effects of sonication and other parameters on leaching reactions. The study covers sulfate and chloride media. The main leaching reaction: CuFeS2(s) + 4Fe3+(aq) Cu2+(aq) + 5Fe2+(aq) + 2S(s) (1) was found to be dependent on temperature and initial particle size, but less dependent on ferric ion concentration. Leaching kinetics were not affected by ferrous ion concentration or the amount of chalcopyrite added. Leaching was performed under a variety of sonication and leaching conditions. Reaction stoichiometry was confirmed through detailed wet chemistry analysis and mass balance calculations. The use of ultrasound activation showed a clear improvement in leaching kinetics and amount of copper extracted, sonication having a catalytic-like effect on the leaching reaction. Compared to experiments without sonication, reaction rates were 2-3 times faster at the same temperature, and could be faster by a factor of 20 for the same initial particle size. Regardless of initial particle size, the amount of copper extracted was comparable under sonication, and could be twice that under chemical leaching, implying the avoidance of fine particle grinding. Sonochemical leaching was found to be only temperature dependent, where the best copper extraction was at 75C. Leaching was further enhanced by the use of a grinding aid. The leaching behavior of chalcopyrite particles remained similar with and without ultrasound activation, implying that the known passivation mechanism in the oxidative leaching was not eradicated. Sonication resulted in coarse particle breakage (ultrasonic milling). Sonication did not contribute to particle passivation, as affirmed from different leaching procedures and sonication in aqueous and organic media. Parabolic leaching kinetics were confirmed for leaching experiments.

The paper "Copper Smelting to the Year 2000" was presented at the CIM Conference of Metallurgists in Sudbury, August 1979. That paper predicted, in part, that high matte grade, high oxygen smelting - particularly in flash furnaces - would dominate copper smelting until the beginning of the next millennium. The present paper re-evaluates that prediction and examines the changes that have occurred and will occur in copper extraction in the 1990's. Of particular interest is the question as to whether major competitors are on the horizon for flash smelting and Peirce-Smith converting. Recent results with direct-to-blister smelting, lance smelting and submerged-tuyere smelting are reviewed and their roles in future copper smelting are predicted. Requirements for H2SO4 plants which handle the off-gases from modern smelting/converting processes are also examined.

"Latest stage in the production of boron carbide by metallothermic methods using magnesium was the leaching process. Boron carbide particles obtained by self-propagating high temperature synthesis contained several impurities such as magnesium oxide and magnesium borates after the metallothermic reactions. Removal of such contaminates by hydrometallurgical methods required to produce high purity boron carbide. Leaching by concentrated hydrochloric acid solutions resulted in the production of pure boron carbide together with high magnesium and boron containing solutions. Removal of such ions from the spent liquor was the necessity to have dischargeable solution. In this study, precipitation of magnesium and boron compounds from relevant chloride containing spent liquors and the production of saleable products was aimed. The effects of chemical reagents, pH of the solution on the precipitation efficiency of magnesium and boron compounds were investigated in the study. Chemical analysis and the characterisationof solid phases by using x-ray diffraction analysis were the latest stage.Introduction A variety of advanced ceramics, inter-metallic, organic and inorganic compounds, oxygen free single crystals, and polymers can be synthesized by using different SHS techniques [1, 2, 3]. In the SHS process, after initiation, reaction becomes self-sustaining and propagates in the reactant mixture. A high amount of heat which is generated during the process accelerates the reaction rate and thus it makes the process highly productive and economically feasible for different production scales. After the SHS process obtained powder mixture needs to reacted with acidic solutions to purify the product. In this case B2O3 was reacted together with C and Mg to synthesis fine B4C powder resulted in the production of MgO as well according to the Eq. 1 and then MgO was removed from the mixture by leaching with the concentrated HCl solution as shown in Eq. 2, respectively [4, 5]."

"Nowadays, the casting industry is developing parallel with the information technologies (IT). Particularly the casting simulation software is being frequently used in foundry floors for casting quality control and optimisation. In this study, the filling and solidification analysis of a rolling roll manufactured by spherical graphite cast iron were carried out by Vulcan casting simulation software. The appropriate defect relieving suggestions were presented by anticipation of defects that may form during the casting process.IntroductionThe optimisation of a casting process has long been the most focused area in manufacturing plants. Many of the work involve not only the process itself but the cost as well. When it comes to the process, it is important to be able to control the defects that may form during casting.The casting process begins with the melting of a charge; followed by pouring into the mould cavity. One of the most important factors is the difference in the liquid/solid density which may lead to porosity. On the other hand, turbulence during filling is another significant factor in casting operations [1].During solidification, due to the density difference between liquid and solid, porosity might form which leads to crack-like defects. There are several other factors that may determine the quality of a casting such as segregation, inclusions, grain size and etc. However, porosity is one of the first parameters that can be easily determine and controlled by the help of simulation software. Simulation is a cost-effective tool in the optimization of process parameters and castings can be visually observed. Time loss and economic expenses could be minimized [2]."

La Caridad copper smelter is located in the magnificent but rugged Sierra Madre Mountains. This project presents unusual challenges that require the utmost in detailed analysis and planning. The smelter, owned by Mexicana de Cobre, S.A. de C.V., has an annual production capacity of 225,000 metric tons of copper and 600,000 metric tons of sulfuric acid. It utilizes only the Flash Smelting process. This project will expand the annual production capacity to 270,000 metric tons of copper and 1,000,000 metric tons of sulfuric acid. Offgases from the Flash Furnace and the Teniente Converter will be sent to a mixing chamber, from which it will be led to two sulfuric acid plants. This project will then produce a high quality sulfuric acid.

"In cobalt production technology at a stage of solutions purification manganous cake (slime) basically containing hydroxides of the specified metals is formed. The possibility of full cobalt recycling in the basic technology of metal production at slime processing with generation of pure manganous compounds is shown. After slime dissolution in sulfuric acid in the presence of reducers the solutions containing cobalt, manganese, nickel and other nonferrous metals are formed. Optimum conditions of selective precipitation major part of cobalt by sodium hydroxide from the obtained solution are defined, thus more than 95% of manganese are remained in the solution. The cobalt precipitate is directed to the basic technology and the solution is purified by sorption. The most effective sorbents are chosen, optimum modes of its use are found. Examples of manganese recovery from the purified solutions as MnO2, MnCO3, Mn(OH)2 with a ratio manganese : impurities more than 3000 are presented.In the processes of hard alloys manufacture and processing of cobalt-bearing primary raw materials various cobalt-manganous slimes are formed. After leaching by solutions of mineral acids the problem of cobalt and manganese separation becomes an actual. The common way of metals separation in a solution is the Shreyber’ alkaline method allowing rather selectively to precipitate of cobalt hydroxide by sodium hydroxide. However this way does not allow separating completely target metals because of transfer of some manganese in the hydrated precipitate, even at its rather low content.In the given work the results of researches to improvement of a traditional way by inclusion to hydrometallurgical technology of operation of sorption separation of the specified metals are presented. The main goal is definition of conditions to achievement of the complete removing cobalt at hydrolysis with the minimum sedimentation of manganese and the subsequent additional recovery of cobalt by ionites from the obtained solutions."

"Latin America is facing a rapid increase in internet use. Penetration with electronic equipment is in some countries approaching the level of industrialized countries. There is an evident need to resolve the management of “end-of-life” computers and other electronic equipment. Several studies in Latin America assessed the increasing e-waste quantities and confirmed the importance of a sustainable e-waste management. This paper gives an overview on the status on e-waste management in Latin America, explains the challenges for establishing an e-waste management system in a developing country setting and highlights the social and economic potential and the possibilities of a regional approach.IntroductionGlobal ICT-Trade and generation of e-waste from ICTThe global production of electronic devices and particularly of Information and Communication Technologies (ICT) faces the biggest industrial expansion of the history: OECD figures show that global trade of ICT technologies has reached 7.7% of the gross world product by 2004, the major proportion accruing from China [1]. In 2006 an estimated 230 million computers and 1 billion cell phones have been sold worldwide which corresponds to a volume of 5’848’000 t [2]. As a consequence, Waste from Electrical and Electronic Equipment (WEEE), or e-waste, is by far the fastest growing waste component. It reaches more than 5% referred to Municipal Solid Waste and e-waste generation in developing countries according to UNEP is expected to triple by 2010 [2].According to the OECD e-waste is “any appliance using an electric power supply that has reached its end-of-life” [3]. The European WEEE directive [4] distinguishes 10 categories of ewaste: Big household appliances, Small Household Appliances, IT and Telecommunications Equipment, Consumer Equipment, Lighting Equipment, Electrical and Electronic Tools, Toys, Leisure and Sports Equipment, Medical devices, Monitoring and Control Instruments, and Automatic dispensers. In this paper e-waste and WEEE are used as synonyms. Focus will be laid on e-waste from IT equipment (IT-waste), corresponding to category 3 of the European WEEEDirective."

"Chile will soon have to find solutions for dealing with rapidly growing quantities of Waste Electrical and Electronic Equipment (WEEE) due to its strong economy and fast increase of internet and communications technology usage. To support this process, the state of the Chilean recycling infrastructure as well as government, industry and consumer efforts to deal with ewaste were analyzed. Current e-waste quantities were assessed and future flows were predicted using a material flow analysis model. In this model computer hardware was used as tracer equipment for WEEE. Best available numbers indicate that today’s formal recycling infrastructure receives less than 3% of the annual quantities of computer waste. This study represents the most comprehensive analysis regarding e-waste in Chile, identifying relevant streams of e-waste and providing a basis for authorities and producers of electronic goods in order to take the necessary actions to establish an adequate recycling system.IntroductionSince 1991, Chile has experienced a period of strong economic growth. It is amongst the countries with the fastest development in the sector of Information and Communication Technologies (ICT) in Latin America and the number of people with access to ICT has been growing rapidly. The high growth rates of the computer market over the last years are representative for the ICT sector with the consequence that the generated quantities of electronic waste are increasing rapidly [1, 2].Waste Electrical and Electronic Equipment (WEEE) or e-waste is “any appliance using an electric power supply that has reached its end-of-life” as defined by the OECD [3]. All integrated steel plants have hospitals of 650 – 750 bed capacity with modern facilities to serve it's employees and adjoining localities in a clean and sustainable environment.According to the Bio-Medical Waste(Management and Handling) Rules, 1998 and as amended to date, all Bio-Medical waste which is generated during the diagnosis, treatment or immunization of human beings or in research activities pertaining thereto or in the production or testing of biologicals are to be categorized and taken to any facility wherein treatment, disposal of this waste or processes incidental to such treatment or disposal is carried out.The hospital management has created adequate treatment facility for Sharp and Infectious Waste, Pathological Waste and Anatomical Waste through Autoclave, Shredding Machine and developing deep burial pits. Some of these hospitals is ISO 9000-14000 certified. "Residues from waste incineration (bottom ashes) form large amounts of heavy metal-rich waste. Theoretically, heating and the addition of chloride to the ashes could remove these metals by formation of volatile metal chlorides. The remaining heavy metal-poor ashes could be used, for example, as cement additives. In the proposed process of our study we used bypass dust from the cement industry as chloride additives to the bottom ashes. We aim to determine experimentally the optimal conditions to remove heavy metals from ashes and to simulate this process by thermo- chemical modeling. In our experiment we investigate heavy metal flows by heating of differently composed mixtures of bottoms ash and bypass dust in dependence of different furnace temperatures (500-1200 °C). Furthermore, we investigate the reactivity (leaching characteristic) of the resulting product in order to predict if secondary residues can be landfilled in agreement to Swiss regulations for inert materials.IntroductionThe incineration of garbage is generally considered as the most environmentally friendly method for the reduction of municipal solid waste. This is because, compared to traditional storage of waste on landfills, incineration produces less greenhouse gases and destroys toxic organic compounds. The released exothermic energy can be recuperated and the residues from the combustion chamber (bottom ash) are strongly reduced in volume. However, they still form about 600 kt of waste per year in Switzerland, which needs to be landfilled. However, these residues could be potentially used as construction materials after mechanically recovering ferrous and non-ferrous metals. However, the resulting ashes (discharged dry or wet) still contain increased amount of heavy metals (exceeding state regulation) requiring them to be finally deposed on a hazardous waste site. A thermal treatment of these ashes could enable both, to separate and recuperate the remaining heavy metals and an inorganic heavy-metal poor material. "The paper presents the results of a laboratory study, conducted at the Experimental Road Laboratory of the University of Padova, in order to verify the possibility to use different types of electric arc furnace (EAF) steel slags – in substitution of the natural aggregates – in the composition of both dense graded and porous asphalt mixes for flexible road pavements. The research has been articulated in a preliminary study of the chemical, physical, and mechanical properties of the EAF steel slags, and in the following mix design and performance characterization of the bituminous concretes, through stiffness modulus tests at various temperatures and permanent deformation (creep) tests. All the mixtures with EAF slags have satisfied the requisites for acceptance standardized for the road sector, thus resulting as suitable for use in the construction of infrastructures, moreover presenting higher mechanical characteristics than those of the corresponding asphalts with full natural aggregate. IntroductionSteel is produced industrially employing two main technologies: the integral cycle, which starts from mineral iron, and the electric cycle, which uses scrap metal. A consistent amount of the steel produced in Italy (approx. 55%) comes from Electric Arc Furnaces (EAF), which every year, alongside the steel, produce approximately 2 million tons of slag. The recycling of this waste product to produce new high-quality raw materials would reduce both the exploitation of limited natural resources and the amounts of refuse. In the European Union, 60% of slag from EAF is still today disposed of in dumps. The extremely diverse origins of scrap metal (waste from mechanical manufacturing, industrial and civil demolition, car bodywork, etc.) means that the by-products generated by the smelting, slags and ashes, contain different elements, in varying composition, also depending on the type of steel to be produced and the consequent adding of binding and melting elements during the production process. For this reason, iron and steel industry electric furnace slag - unlike the blast furnace dross utilised in cement works, which has a more uniform composition as it comes from a more standardised cycle – has been viewed in the past with some diffidence and so, at least in Italy, the possibilities of its re-use have never been fully developed."
