The method of coal pillar design involves primarily two aspects: the geometry of the pillar and the strength of the coal. However, the strength of the coal has to be emphasized with respect to the entire pillar dimension rather than isolated strength values of coal samples taken and measured from different locations. As of now, the presently applied pillar design systems do not specify clearly what the coal sample strength really represents. The intention of this paper is to introduce the concept of seam strength as opposed to the current practice of using coal strength as a prime design criteria in the formulation of pillar calculations. Seams are most often composed of multiple layers of coal, partings, and bone in various configurations, changing within the vertical section of the seam even in relatively close locations. The difference in strength between the weakest and strongest component of the coal seam could be as much as five times or more. An experimental approach based on multiple uniaxial compressive strength tests performed on coal samples from the Coalburg and Warfield seams from eastern Kentucky was undertaken. Analysis of the results led to the conclusion that for pillar dimension calculations, both the weighted mean of the seam strength and the strength of the weakest stratum should be considered, rather than the relatively vague aspect of coal strength. The design of pillar dimensions based on the aforemen¬tioned criteria should assure a more realistic design performance.

This paper describes a procedure for minimizing the operational costs associated with blending sodium in coal at a surface mine in the Powder River Basin. Mine site blending is performed by adjusting daily production rates for high- and low-sodium pits. These adjustments are designed to produce a consistent sodium value called the blending target. The mine's contractual limit for sodium is sufficiently close to the field average value that any decrease in the sodium blending target may result in an opportunity cost, if the number of potentially minable tons is reduced. Conversely, any increase in the blending target may result in a higher sampling cost if more information is required to keep the blend within contractual limits. Blending parameters were defined using a geostatistical block model of sodium content that was based on analyses of hundreds of in-pit sample holes. Variograms for these data were used to compute the marginal costs of opportunity and sampling for a series of hypothetical in-pit drilling patterns. These marginal costs provided a basis for selecting optimum values for key parameters such as the blending target, production variance and in-pit sampling density. The benefit of implementing these optimized parameter values is that operational costs of sodium blending will be minimized over the long-term. At the mine where this procedure was developed, each dollar spent to increase the sampling density to the optimum value was shown to generate a $10 savings in opportunity cost.

Anyone who scans the modern literature will realize that concepts of leadership have changed during the past few years. And like change in so many areas of our culture, change has been rapid in the perception of leadership. Many traditional leadership traits are still highly regarded and many of the longstanding personal qualities that improve leadership abilities continue to be effective. In the past, though, leaders could rely on dominance, intimidation and fear to accomplish their goals through the actions of others. In contrast, effective leaders today build relationships, provide vision and guidance, and strive for communication, cooperation, trust and employee satisfaction. Earnest leadership involves moral issues like honesty, integrity, fairness, empathy and respect. Modern leaders guide, facilitate and coach, rather than command and direct. But how well equipped are managers in the mining industry to meet the leadership challenges that lie ahead? More importantly, is he or she becoming a better leader? This article outlines steps to becoming a more effective leader. Management consultants stress that the changes that lie ahead will demand swift organizational adjustments and managers who are equipped to lead during times of change (Boyett and Conn, 1991; Hesselbein et al., 1996; White et al., 1996 and Kotter, 1997). Becoming a better leader begins with self-assessment and a commitment to unify all who depend on one's leadership abilities. Simply defined, leadership is leading others. Contrary to common practice, leadership is not about advancing one's own career but about bringing out the best in others. The beauty of modern leadership, however, is that the path of serving others creates synergies. They benefit everyone, including the leader, those the leader manages, upper management and company shareholders.

The International Finance Corporation (IFC), the private investment arm of the World Bank Group (WBG), requires all IFC-financed projects to comply with its environmental and social policies and guidelines. IFC's review process involves an environmental and social assessment and the implementation of an Environmental Action Plan (EAP) that will set forth the necessary actions to bring the operation into compliance. This paper provides an overview of the environmental and social policies and guidelines that apply to mining projects and examines how WBG/IFC policies and guidelines are applied to mining projects in developing countries. In addition, it includes a review of the increased emphasis IFC is giving to social issues over the past several years based on the existing WBG policies. IFC’s process for the environmental and social review of proposed investments is briefly discussed. The paper focuses on how IFC emphasis has shifted from the traditional environmental and impact mitigation analyses of a few years ago to the integrated social and environmental awareness, action (EAP), and implementation programs (social plans) required today. Today, IFC's focus is to promote sustainable development by investing in projects that directly benefit local communities and the environment. Examples of these changes will be highlighted by a review of recent investments located in West Africa. The goalposts have not moved, but the rules of the game have become tougher.

The 1997 Rapid Excavation and Tunneling Conference (RETC) was held at the Mirage Hotel, Las Vegas, NV. The RETC is a biennial event jointly sponsored by SME and the American Society of Civil Engineers (ASCE). Conference attendance was 573 members, nonmembers and students, an increase of seven attendees from the 1995 conference in San Francisco, CA. Exhibitors occupied 51 booths at the Las Vegas RETC. The 1997 conference encompassed 58 presentations in 15 sessions. Participants were given details on achievements and advances that have resulted in new design solutions, alternative work practices and increased productivity within the industry. The page at the end of this article tells how to get your copy of the RETC proceedings, either hardbound or on CD-ROM. Or, if you wish, for the first time a CD-ROM is available with the complete RETC proceedings from 1972 to 1997. This two-disk, archival volume has key-word search capability, is in portable file format and is compatible with PC and Macintosh platforms. RETC program sessions included design and planning, ground support, tunnel boring machine (TBM) case histories, conventional excavation, new technology, difficult ground, geotechnical, shafts and raises, future/special projects, new Austrian tunneling method, international projects, soft ground case histories and water and gas. The effect of particle size on coal dewatering has been well recognized However, there are no systematic studies on ultrafine coal dewatering. The results discussed last year revealed the effect of flocculant type and coal wettability on the filtration of ultrafine coal In this paper, the differences in dewatering between -25 µ m ultrafine and -500 µ m fine coal with addition of flocculants, surfactants and oil-emulsions in vacuum filtration are further investigated Significant differences were observed in the reduction of the cake moisture. The utilized emulsions were found to be very powerful and promising filtration aids for both ultrafine and fine fractions of hydrophobic and hydrophilic coal

Some of the most difficult coal mine roof in the U.S. can be found in the Illinois Basin. Factors contributing to the high roof fall rate include: weak moisture-sensitive roof rock, high horizontal stress, and limited longwall mining. The depth of cover ranges from 90-1,000 ft and roof damage from horizontal stress can be severe. Moisture sensitive-roof rock is common above the Springfield-Harrisburg Herrin #5 and #6 seams in the Illinois Basin, and contributes to roof skin deterioration. The roof fall rate increases significantly in the humid summer months. The National Institute for Occupational Safety and Health (NIOSH) has shown, using lab and field studies, that highly moisture-sensitive roof rock can be directly correlated to poor roof conditions. Controlling the skin is the key to reducing rock fall injuries, and roof screening is, by far, the best remedy. Illinois Basin coal operators have been successful in reducing the number of rock fall injuries in recent years. NIOSH has documented best practices for screen installation which has resulted in safe, efficient operations. Other solutions to skin failure include: the use of denser five bolts per row patterns to reduce spans between bolts, systematic supplemental support in intersections, straps and large pans protecting operators, and air conditioning to remove moisture from the intake air.

A chartered bus with about 30 attendees of the just completed 1998 SME Annual Meeting headed toward Green Cove Springs, FL, which the author had been told was located somewhere south of Jacksonville, FL. In conjunction with the meeting in Orlando, RGC (USA) Mineral Sands provided a tour of its facility. The author had worked with heavy minerals on a laboratory scale, performing the usual gravity and magnetic separations, but had never been to a heavy mineral mine and processing facility. Years ago as a metallurgist, the author once applied for a job in a heavy mineral operation in Florida -it may have been the same operation. After turning north on to Highway 95, the endless billboards promoting beach-front retirement communities proved the Atlantic ocean was just a few miles away (although the author never caught a glimpse of it). After another hour, the bus suddenly turned west and continued inland for about 65 km (40 miles). The thought occurred, "We are talking about beach sands, what are we doing heading away from the ocean?" As the bus continued inland, the author was struck by the flatness of the land and by the lakes, rivers and wetlands. He was also impressed by the many fine stands of pine and hardwoods. The office of RGC (USA) Mineral Sands is located about 16 km (10 miles) south of Green Cove Springs. Upon leaving the bus, members of the tour were greeted by Graeme Sloan, general manager, and Elliot Mallard, manager of mining. They provided some general information about the operation, including a slide show. RGC's Florida operation produces four concentrates: zircon (ZrSiO,), rutile (TiO,), ilmenite (FeTiO,) and leucoxene (an alteration product of ilmenite containing 67% to 70% TiO,). With a work force of about 170, the annual production of the above products is about 23,27, 45 and 14 kt (25,000 30,000 50,000 and 15,000 st), respectively. RGC also has other mineral sand operations, in addition to gold and base metal mines, mostly in Australia.

To obtain a reliable comparison between conical and cylindrical separatory vessels used in dynamic dense medium separation systems, the following studies were made: (1) study of the swirling flow in conical and cylindrical vessels using laser-Doppler velocimetry (LDV); (2) study of the behaviour of suspensions of magnetite and ferrosilicon in water in both separators. It was found that: (a) the tangential velocity profiles differ in conical and cylindrical vessels: in a conical cyclone free vortex conditions affect the largest part of the vessel, while in a cylindrical vessel, the motion approaches that of a forced vortex, i.e. that of a centrifuge; (b) the conical vessel manifests higher centrifugal acceleration and very strong densifying; the density differential, and hence the density gradient inside the vessel is large; (c) the cylindrical vessel manifests lower centrifugal acceleration and low densifying, i.e. low density differentials, and hence, the density gradient inside the vessel is small; (c) due to greater densifying, the density cut-point in cyclones is higher than the operating medium density, while in cylindrical vessels the density cut-point is closer to the medium density. The results provide an interesting description of the differing behaviour of conical and cylindrical vessels and help explain the differences in performance between the two types of separators.

INTRODUCTION The air flow in the mine ventilation network can be categorized in three ways: natural splitting, controlled splitting, and semi-controlled splitting. In natural splitting, the air flow in branches of a ventilation network apportions itself according to the aerodynamic resistance of the branches. In controlled splitting, a prescribed quantity of air is circulated through each branch. In semi-controlled splitting, flow in some branches is fixed to a desired quantity while in other branches it is split naturally. In practice, the mine ventilation networks present the latter two situations. Usually, the resistance of each branch in the network is known and the quantity of air in the working place is predetermined by safety considerations. If the number of branches whose airflow quantities are known is equal to or larger than the number of the fundamental meshes in the network, then the network becomes a controlled splitting network (Wang, 1982 a). Otherwise, it is a semi-controlled splitting network. If no booster fans are used in the network, the problem can be solved as either controlled or semi-controlled splitting networks in order to determine the main fan pressure and regulator size and location. All techniques are based on Kirchoff's flow and energy conservation laws and Atkinson's Equation. Booster fans can be used in controlled and semi-controlled splitting networks. It has been proven both theoretically and practically that using booster fans in these ventilation systems can improve flow distribution and reduce consumption of power (McPherson et al., 1985). The current techniques used in determination of booster fan location and size include simulation, linear programming, CPM and cutset operation, out-of-kilter, and critical-path crashing. These techniques can be classified into two groups. The first group, including linear programming, CPM and cutset operation, out-of-kilter, and critical-path crashing techniques, deals with controlled flow networks. The second, simulation, can be applied to the handling of semi-controlled flow networks. Mathematically, the problem of controlled splitting networks can be solved more easily than that of semi-controlled splitting networks. This is because the controlled flow network can be formulated as a linear programming problem, for the solution of which there are several sophisticated algorithms. Moreover, the semi-controlled flow network is usually modeled through nonlinear programming, for which there are no universally applicable solutions. The procedure described by Wu and Topuz, 1986, can be used to convert a semi-controlled network to a controlled flow network, and the problem can then be easily solved by the techniques used for solution of a controlled flow network problem. In practice, a mine ventilation network may change from controlled splitting to semicontrolled splitting with advancement of mining. This dynamic nature of mine ventilation makes the problem more complicated and necessitates development of new solution procedures which will consider the overall economics of the system. CONTROLLED SPLITTING NETWORK The problem in controlled splitting networks with booster fans is to determine the operational characteristic of the main fans, and the location and size of booster fans and regulators. The objective is to satisfy the air flow rate requirement for each branch while minimizing consumption of energy. The techniques used for the controlled splitting network problem include linear programming, CPM and cutset operation, out-of-kilter, and critical-path crashing. The San Manuel Oxide Pit is located within the subsidence boundaries of Magma Copper Company's block caving operation. Ground conditions offer a constant blasting challenge and vary from hard, competent crystalline rock to widely spaced fracturing in a sedimentary conglomerate. A successful drilling and blasting program has undergone several changes since mining commenced in 1985 and continues to be developed. This paper discusses the site specific progress made with the drilling and blasting program from selection of feasibility parameters to current practice. Topics discussed include controlled blasting, use Of high energy blasting agents, charge decking, blast casting, as well as standard drill and blast techniques.

Most of us are aware of the relationship between the golden-yellow resin spots on Upper Cretaceous Wasatch Plateau coals and fossil tree resins (?amber?). Nevertheless, confusion remains about the exact chemical composition and structure of commercial coal resin preparations as well as their observed heterogeneity. In order to arrive at a more detailed chemical description we need to distinguish between micropetrographic, organic geochemical and process technological definitions of coal resins, which may include substantial quantities of constituents unrelated to fossil tree resins. New information on composition and origin obtained by Curie-point pyrolysis/evaporation in combination with isobutane chemical ionization mass spectrometry, as presented in this paper, points to the presence of four more or less distinct resin components: (1) a sesquiterpenoid polymer; (2) sesqui-and triterpenoid monomers and dimers; (3) a suite of triterpenoid alcohols, ketones and acids; and (4) a series of increasingly aromatized hydrocarbons with naphthalene and picene type skeletons. Moreover, a strong similarity is found between the composition of recent Dammar resin and fossil Wasatch Plateau coal resins. Some of the technological implications of these findings and the consequent need for a more precise chemical definition and nomenclature are discussed.

When the subject of plant computers is brought up most people visualize the computer's controlling the entire plant with very little operator intervention. Actually, this picture is true today in only a limited number of cases and will certainly not be true in the minerals industries for many years to come. There are several ways in which a plant computer can significantly contribute to improving plant operation and closed loop control is only one of these. First of all, what are the basic ingredients for good plant control? For good plant control, two requirements must be met. First, the operator must get good information feedback from the process and then he must know what action to take in response to this information. Control information can be obtained through instruments, laboratory analyses, or through simple visual observation. If it is timely and accurate and the operator knows how to use it, then we have the makings of a good plant control system. The computer can be of help in both these areas by getting good data back to the operator and in helping to develop a good control scheme for the plant.

Introduction and Historical Background State Geological Surveys have been deeply involved in industrial minerals from their inception beginning in the first half of the 19th Century. To Massachusetts belongs the credit of having carried out the first Geological survey under state auspices on the Western Hemisphere. One of the causes leading up to this survey was. Governor Lincoln's message to the legislature of May 29, 1830, from which I quote in part: "Much knowledge of the natural history of the country would thus be gained (from a geological survey), and especially the presence of valuable ores, with the localities and extent of quarries and of coal and lime formations, objects of inquiry so essential to internal improvements and the advancement of domestic prosperity, would be discovered.". Similar phraseology is present in practically all of the initial organic acts creating the first State Surveys. High on the list of priorities for these embryo surveys was an inventory of the mineral resources of the State with particular emphasis on the industrial minerals. Prom these early beginnings, the state surveys have developed a great wealth of geological data either directly or indirectly relating to the development of mineral resources. One can gain some conception of the effort that state surveys today place on industrial minerals studies by noting the projects in which they are engaged as reported in the State Geologists Journal. In the summer of 1957,9 the University of California sponsored a World Conference on Prestressed Concrete in San Francisco to which were invited a number of Soviet engineers. While attending the conference, these engineers in turn asked the University to form a delegation of American engineers to visit the Soviet Union the following year for the purpose of studying Soviet advances in concrete technology. A six man delegation was formed, and the dates of the Russian tour fixed for May 10th through May 21st, 1958. Before arriving in the Soviet Union, the American Delegation attended the Third International Congress on Prestressed Concrete in Berlin. While there, we noticed that the delegation from the U. S. S. R. used displays and showed motion pictures of many construction projects which we later were shown in Moscow. Our delegation left East Berlin by Russian aircraft on May 11th, and arrived in Moscow that afternoon. We were met by our Russian engineer hosts from The Academy of Construction' and Architecture who made all subsequent arrangements for our itinerary. This Academy has no counterpart in the United States. It. does 40 per cent of all engineering-and scientific work in the building construction field and coordinates 60 per cent of that done by other Soviet agencies. Due to the prestige of the Academy in Russian affairs, our delegation was able to obtain a surprisingly broad picture of construction activities in Moscow and Leningrad in just ten days time

"Computational fluid dynamics (CFD) modeling of an open-pit mine has several challenges. A good quality mesh of the model domain is a pre-requisite for convergence in solution. Good quality tetrahedral meshing and insertion of prism layers in faceted open-pit mine geometry is complicated due to presence of numerous vertices and ridges. Presence of vertices and ridges result in poor quality tetra elements and holes in prism layers, which cause instability in the model. Good quality pit bottom prism mesh elements significantly improve the formation of velocity boundary layer and thermal boundary layer at the pit bottom. This results in an expected temperature dependent micrometeorological buoyancy flow in the pit. Whereas, model geometry without a prism layer, results in abrupt temperature gradient near pit bottom. Buoyancy flow and recirculation have significant effect in lifting mechanism of fugitive dust particles generated near pit bottom. Representative initial and boundary conditions and selection of appropriate turbulence model have significant influences on the simulation results. In this paper, three-dimensional models of open-pit mines are developed using commercial CFD software (CRADLE-CFD). Important constraints and various consequences in modeling complex open-pit geometries are presented. INTRODUCTION Application of Computational fluid dynamics (CFD) to model an open-pit mine to predict fugitive dust and pollutant concentrations in and around a mine is relatively new. In former Soviet republic (USSR), Baklanov [1] and Belousov [2, 3] presented numerical models of pollutant transport in open-pit mines in Arctic regions. In recent years, advances in mathematical and computational fields have enabled better modeling of pollutant dispersion phenomenon around mines using computational fluid dynamics (CFD). Several CFD software packages have been used by various researchers to model the pollutant transport in open-pit mines. Works by Alvarez et al. [4]; Lowndes et al. [5]; Silvester et al. [6]; Torno et al. [7]; Choudhury and Bandopadhyay [8]; Collingwood et al. [9]; Raj et al. [10] and Flores et al. [11]; are examples of application of various commercial and open source CFD packages (COMSOL, ANSYS, OpenFOAM) to model pollutant transport in open-pit mines. These researches provided a strong background for additional research involving CFD modeling of open-pit mines. Due to the limitations of computational times and capacity, 3D modeling and various aspects of fugitive dust dispersion in open-pit mines remained unexplored."

INTRODUCTION Coal gold agglomeration (CGA) is a new concept in gold processing. It involves the recovery of oleophilic (oil-loving) gold grains by causing them to adhere selectively to the surfaces of coal oil agglomerates. Under optimum conditions very high recoveries of gold. can be achieved. The agglomerates are recycled to build up gold loading to typically 1000 - 5000 g/tonne. Bullion can be produced by burning the loaded agglomerates with subsequent recovery of gold from the highly loaded ash either by dissolution/electrowinning or smelting. A wide-ranging programme of laboratory testwork has been performed to investigate the response of different ore types to the process. This has shown CGA to be most applicable to ores in which the gold is liberated or easily liberatable, relatively coarse (ca 500 µm) and fine (<5 µm) gold grains being recoverable with equal ease. The best opportunities for CGA seem to be: • placers containing fine gold not recoverable by gravity concentration • low grade gravity concentrates to avoid multiple magnetic/gravity separation stages and amalgamation • free milling ores where the gold can be liberated at a reasonable ore particle size eg >d80 50 µm • tailings past or present from gravity concentration plants. CGA testwork ranging in scale from laboratory to pilot plant on tailings produced by gravity concentration in the 19th century Australian gold rush has already been reported (Bonney, C F, 1988; House, C I, Townsend, I C and Veal, C J, 1988). An economic appraisal for a Canadian free milling gold ore has also been published (Buckley, S A, House, C I and Townsend, I G, 1989). This paper describes results of a detailed laboratory programme to assess CGA as a means of recovering gold from a beach sand deposit in New Zealand. The area from which the samples were taken consists of quarternary interglacial marine, lagoonal, fluvial and eolian deposits. The heavy minerals present are predominantly ilmenite and garnet and small concentrations of gold. In certain locations the sands and gravels are consolidated by a limonitic cement. In the 19th Century some parts of the deposit were mined and the ore processed using stamp milling and gravity concentration. Gold recoveries were low, probably below 50%, due primarily to the fine size of the gold grains, the flaky nature of the gold and also imperfect liberation by the stamp mills. Our laboratory testwork was divided into three parts: i) Preliminary studies on an initial sample to assess the feasibility of treating the ore by CGA ii) Extended studies on further samples from various locations in the deposit to confirm predictions from (i) iii) Conventional gold recovery techniques. EXPERIMENTAL PROCEDURES All CGA tests were performed by agitating a slurry of ore in water in a 0.6 dm3 pyrex beaker fitted with four vertical baffles. When required, potassium amyl xanthate collector was added and the slurry conditioned for 5 min. Coal (ex BP Coal Australia&apos;s Tahmoor Colliery) previously ground to a d80 50 µm was added followed by a commercial grade of gas oil (density 840 kg/m3). The agglomeration time was 30 min. The agglomerates were separated from the tailings by screening, both were then dried and analysed for gold by fire assay. This test procedure provides a reasonably accurate estimate of gold recoveries that might be expected from our 1 tph pilot plant. Daily everyone depends on the great variety of glass products, so much so that glass is often taken for granted. In fact most people do not realize how versatile glass has become. Consider the various uses and then try to imagine a day in which we are not influenced by glass. Common uses include container ware, table ware, window glass, lead crystal, automobile glass, and fiber glass. Several less common, but important, uses include laboratory ware, pharmaceutical, TV bulbs, light bulbs, glass ceramics, optical glass, fiber optics, and laser glass. Corning, Inc., a leader in specialty products, uses nearly 1 000 different compositions to manufacture about 60 000 different products (Edwards and Copley, 1977). Glass is such a complex product that-definitions vary and exceptions can be found for most definitions. Glass is an inorganic amorphous (non-crystalline) solid. Most glasses are produced by melting of a mixture of oxide raw materials, and then cooled to room temperature. Soda-lime-silica composition.s account for about 90% of all glasses melted (Anon, 1973). The properties of the glass product come mainly from its chemical composition. All of the different glasses require melting a combination of raw materials and forming the molten material into the desired shape. Both the melting and the forming processes use sophisticated technology and these technologies require experts to manage these production systems. The manufacturing process is continuous and takes place in tonnage quantities, so adjustments in the batch to achieve the desired finished product requires a great deal of expertise. Raw materials are fed to the batch mixing area in very large quantities (tons in most cases). As a result, impurities in the range of 0.1% result in addition of that impurity within the molten glass in kilogram amounts. More than twenty different industrial minerals are consumed in the manufacture of various kinds of glass (O&apos;Driscoll, 1990). This chapter describes the major and minor ingredients of the various glass batches. It discusses the roles of the various oxides in the glass batch and most importantly considers the mineral raw materials which supply the glass industry. Each of the raw materials is described in detail in other chapters so the geology and mineralogy sections are kept brief here. Container glass, by far, accounts for the most production; followed by flat glass, fiber glass, and specialty glass of which table ware accounts for the greatest tonnage. [Table 1] shows the general production data for 1987 through 1990. Statistics for many of the uses do not appear because production volumes are small compared to the major uses. The glass industry is organized in four categories: containers, flat glass, fiber glass and specialty glass. The US Department of Commerce, Bureau of Census, publishes production data about the glass industry in three different categories: 1) glass containers, 2) consumer, scientific, technical and industrial glassware, and 3) flat glass. The Bureau has very complete statistics about the glass industry in these three categories but they report production data in different units according to industry standards. Therefore, [Table 1] gives the production data in dissimilar units. The production of most glass articles follows similar steps. The raw materials are mixed and the resulting batch is fed into the furnace. In soda-lime-silica glasses melting begins between 600 and 900°C. At these temperatures CO, and other gasses are released which create bubbles in the molten glass. To remove the bubbles and insure complete melting the temperature is raised to between 1 500 and 1 600°C. This is the melting-refining stage during which the refining agents in the glass batch serve to aid in the release of gas bubbles, homogenize the melt, and prevent the formation of scum on the surface of the molten liquid. At the conclusion of the melting-refining stage the glass is too fluid for working and the melt is cooled to about 1 100°C to attain the proper viscosity for working and forming to begin. After the glass article has been made, it must undergo annealing (slowly and uniformly reheated and cooled) to remove thermal stresses that were created during the forming process.

The problems of the domestic merchant fluorspar producers are more or less common with those of many other producers of metallic and non-metallic minerals. For more than ten years the American fluorspar producers have seen an ever lowering price in the market-place for the fluorspar product, while their labor and material costs-continue to mount steadily. This cost-price squeeze has forced out of business all but a few of the merchant producers, and only two captive producers continue to operate, and one of them has announced early curtailment. The prices of domestic fluorspar, of all grades, have declined because of the competition from cheaper foreign imports, principally from Mexico, Spain and Italy. Tariff protection on fluorspar, particularly on the highest or acid grade, has never been sufficient to cover the production cost differential between foreign and domestic fluorspars. Low ocean and barge freight rates have also contributed to the barring of the product of domestic mines from, the major consuming centers along the Gulf and East Coast. Because of the freight disadvantage, all but one or two fluorspar producers in the western states have had to suspend business. More than 80% of the domestic fluorspar is being produced in Illinois and Kentucky fluorspar districts which adjoin on both sides of the Ohio River.

HISTORICAL BACKGROUND A program in France to develop personal [a] dosimeters has been initiated 1974. The patent on which is based the present device was obtained in 1972 * . From 1972 to 1974, the possibilities of applying certain ionograph track detectors to the spectrodosimetry of radon daughters was explored. The first prototype were produced in 1974. It took four years (from 1974 to 1978) to produce an autonomous dosimeter whose components has a sufficient life span, especially for the turbine motor unit. Qualification in the laboratory was obtained in 1977. In 1978 it was obtained in the mine for technology (autonomy of 12 hours and a life span of more than one year) and in 1980 for monitoring. 300 dosimeters have been tested in underground mines all together. Indispensable peripheral equipment were also developed from 1976 to 1980 : calibration devices, equipment to prepare and develop the films, read out systems. The concept of an "Integrated System of Individual Dosimetry" (ISID) based on a personal [a] dosimeter measuring exposure to radon daughters, thoron daughters, ore dust and external irradiation doses was proposed at the end of 1980. Since January 1st 1981, ISID is used on a routine basis in some french mines, situated in remote area, and appears to be very competitive with the ambiant dosimetry. The latest version of the dosimeter is produced in mass series since June 1981 and should equip all french mines in 1982. DESCRIPTION OF THE INSTRUMENTATION DEVELOPMENT OF THE DOSIMETER MEASURING HEAD The measuring head is based on the use of ionographic film to detect a tracks. In fact, the measuring head is a spectrodosimeter which measures separately over the period of exposure: - the potential [a] energy inhaled due to the decay of Po 218, Po 214, and Po 212 ; - the number of Rn 222 atoms inhaled ; - the inhaled total [a] activity of the five long-lived emitters present in the ore dust. The contribution to the total inhalable potential [a] energy of these various radionuclidesin a typical underground mine is studied in Appendix I. The measuring head described in detail in Appendix II, is able to satisfy all the implications made in the ICRP recommendations. Appendix III deals with the use of this measuring head in the cases where the equilibrium factor is lower than 0.1. This situation occur in open-pit mines where account must be taken of the Rn 222 contribution, which is no longer negligible in relation to that of its daughters. CURRENT DOSIMETER PERFORMANCES Table I shows the characteristics of the latest dosimeter. Appendix IV should be consulted concerning qualification of the dosimeter in the laboratory and in mines, technological development which finally produced the [a] dosimeter and its peripheral equipment, and technical presentation of the ISID (Integrated System of Individual Dosimetry) based on the concept of a multirisk personal dosimeter. Data on the installation and operating costs of such a dosimeter, which would seem to be competitive, are also given in this Appendix. ADVANTAGES OF PERSONAL DOSIMETRY AS COMPARED TO AREA MONITORING The results of the first eight months of experiments carried out under real conditions in an underground mine site are given in detail in reference 8. Area monitoring : The monthly exposure per worker to inhaled Rn 222 was determined from the knowledge of time spent in various areas of the mine and for the different mining operations, as well as from numerous and systematic sampling of the Rn 222 concentration in all work places. Personal dosimetry : The exposure to potential energy from radon daughters was measured by an [a] dosimeter developed by the CEA and worn by each of the 160 miners during eight months. In this way 160 x 8 pairs of monthly individual exposure values have been obtained which can be statistically studied. This test was decisive for us because it proved that the [a] dosimeter was technically sound (very few defects over one year for 160 dosimeters) and especially that personal monitoring devices were superior to area monitoring devices. The following conclusions can be drawn 1. The exposure distribution obtained by personal dosimetry is log-normal. This is true for the results on the whole as well as for groups of results relating to certain explanatory variables. See fig. la, 1b, 1c. 2. The exposure distribution obtained by area monitoring does not correspond to any type of distribution. If the results of personal monitoring are taken as a reference, area monitoring tends to underestimate the high exposures and overestimate the low exposures.See fig. 2. 3. [a]-energy exposures are underestimated when calculated from radon exposures and the equilibrium factor found in the considered mines. This is due to episodes or to zones of high radon concentrations not registered
