Like most major firms engaged in project management, Dravo Corporation faces a constant challenge to keep its management systems in tune with the ever-increasing demands imposed by larger and more complex projects. This paper suggests that one of the key elements in meeting this challenge is more effective organization of project data. It reveals some of the details of a program at Dravo's Minerals 6 Metals Division which seeks, through better organization of project data, to improve Dravo's capabilities in estimating, cost control, scheduling, performance reporting and material control. In particular, this paper discusses ideas Dravo is developing for improved job numbering, codes of accounts, requisition and purchase order numbering, inventory cataloging, and employee/badge numbering.

A computerized on-line process control system designed to monitor and control the seven-cone copper precipitation operations at Kennecott Copper Corporation's Chino Mines Division in New Mexico has been continuously operating since April, 1972. The cone monitoring system consists of plant sampling components, process measurement instrumentation, on-stream X-ray spectrometer, control computer, typewriters for programming and for operating reports, foreman's communication console, and cone automation hardware. The system provides the following functions: (1) assays for copper and iron from ten process streams on a continuous rotating basis, (2) directs hardware to automatically flush and start up cone units based on measured performance variables, (3) provides continuous plant operating data and calculates metallurgical averages as well as production figures for shift and daily summaries, and (4) provides data logging capabilities. The system is very reliable and improves plant performance by increasing yields, reducing scrap iron consumption, and reducing operating manpower requirements.

A fairly complex analysis is required to select, or evaluate a piece of excavating and bulk handling equipment and obtain its performance. At present there is little agreement as to what specific points should be considered, and even less on what procedure to follow. This paper provides both of these in a consistent and direct form. The analysis applies to all types and sizes of equipment from the bulldozer and the continuous miner, to the B.W.E. The importance of the equipment characteristics, job activities, and work conditions are stressed and separate analytical stems are established in a flow chart for these. They are combined using suitability tests in the following steps: 1) problem statement, 2) natural conditions, 3) suitability guidelines, 4) appropriate equipment types, 5) operational activities, 6) encumbered space, 7) geometric design, 8) equipment sizing, 9) failure and limits, 10) performance and consumption, 11) public policy checks, and 12) costs and profitability. Public policy and economics while considered throughout receive emphasis towards the end. The procedure is iterative, containing distinct feedback loops. Specifying the steps and sequence provides a necessary structure which has long been overdue.

The need for effectively evaluating the potential for surface subsidence due to under- ground mining has been widely documented. As the emphasis within the coal mining industry changes to reflect the increasing demand of this resource, the potential for damage due to differential surface subsidence will certainly become more acute. The present state-of-the-art of predicting ground motion due to underground excavations is, at best, primitive when one considers the immense complexity of possible geological inter- actions. For the most part predictions have been limited to empirical evaluations based upon earlier case histories. While the tools of the subsidence engineer are limited, they are important and serve to provide reasonable bounds for possible ground motion. As underground mining becomes more extensive, however, there will be many instances where excessive subsidence will be most undesirable and yet there may be few, if any, case histories similar to the operation in question.

A consortium of Canadian mining companies, engineering firms and the Ontario Government has supported Hydrochem's efforts in the last year to design and cost a 10 tpd NITROX PROCESS® demonstration plant. A 5 kg per hour mini plant was installed at the Hydrochem facilities in Brampton, Ontario. This paper describes design testwork on Dickenson Mines arsenopyrite concentrate and application of the findings to the demonstration plant flowsheet. The control of nitrates in discard solids and stack gases is discussed in detail. Nitric acid oxidation of arsenopyrite results in significant ele- mental sulphur formation, enough for it to be detrimental to sub- sequent cyanidation. Flowsheet variations aimed at dealing with this process characteristic are discussed and testwork results on one option (hot liming) are described.

Historical methods of designing steel cord belt splices are compared with modern finite element modeling (FEM) methods. Dependence of the belt strength rating on the splice dynamic fatigue strengths is reviewed. A number of splice schematics are examined, using simple spring theory and FEM methods. Steel cord wire rope design is discussed. The importance of the insulation gum rubber properties and their splice dimensional factors and tolerances are analyzed. Splice fatigue lie analysis procedure is reviewed. This may be used to predict splice life or time of failure, depending on how the conveyor belt is operated.

Sampling of respirable dust and analyses of samples have been partially completed for a longwall panel. Physical and compositional properties which have been characterized include: 1. Respirable mass concentration, 2. Mineral composition, 3. Particle size distribution by mineral, 4. Particle shape distribution by mineral, 5. Particle angularity distribution by mineral, and 6. Respirable size distribution. Analytical techniques used in the characterization of samples are described, and results are reported with emphasis placed on relationships between the various characteristics and worker locations. Details of existing mining conditions, equipment arrangements, dust control methods and operating system parameters are presented.

Currently he is president of KD Engineering and Metcon Research. He had it lucky when he went to school because there were only 44 elements in the periodic table, I understand. [laughter] Here's Joe. JOE KEANE: I'm doing this under protest. Maybe we can start the slides. Mr. Halbe gave me this topic, but I don't like it. I don't like Mr. Halbe either [laughter] because of the way he shanghaied me into this. He called me up on the phone and said this is what you're going to speak about: "Five Things I Never Want to See Again in Plant Design," and I said, "Huh!" Then I started getting stuff from SME about how to make a presentation. I have decided to change the title to "More Than Five Things I Never Want to See in Plant Design," since you can't have a completely negative speech; you have to have other topics. So we will have some other, not completely nonrelated, topics to sort of break the tension. I tried to find a joke to open with. I talked to Omar Mutati. All of his jokes were either about Bill Clinton, our beloved President, or they were too filthy to say in a mixed group. [laughter] So I decided to start this out with a profound statement. The pro- found statement is, "The meek shall inherit the earth, but not the mineral rights," [laughter] by J. Paul Getty. J. Paul Getty was one of my favorite guys because when a real obnoxious reporter asked him one day, "How can I become wealthy?" he said, "Drill for oil and find it."

Ethoxylated phosphoric ester surfactants were evaluated as collectors for flotation of carbonates from sedimentary phosphate ores, at slightly acidic pulp pH, using sulfuric acid or sodium fluorosilicate as a phosphate depressant. With 12 to 15 carbon atoms in the hydrophobic chain, maximum collecting power was observed for 9 to 10 ethylene oxide units. Only fine carbonates, ranging in size from about 20 to 160 µm or 40 to 200 µm, were effectively removed with phosphoric ester collectors. Utilization of seawater, or water of extremely high hardness, did not detrimentally affect selectivity. Silica, silicates, and residual fine carbonates can be separated in a second flotation stage, with primary amine as a collector. Coarse carbonates are separated by direct flotation of phosphate with fluoride ion as a phosphate activator and primary amine as a collector. In a seawater pulp, fluoride ion was not required. Typical examples of laboratory and pilot- scale test results are given to illustrate capabilities of the various flotation flowsheets.

Careful financial analysis of capital investments has always been a vital task in mining which is one of the most capital intensive sectors of the economy. Furthermore, mining costs have leapt ahead at an astonishing rate in recent years not just due to accelerated inflation, which affects everyone, but also due to the imposition of enormous costs of enviromental regulation and the continuing decline in ore tenor. Not only have unit costs risen, but the amount of effort expended to recover a pound of metal has increased due to the inexorable decrease in ore grades. New low-margin, high-volume mining investments place increasing importance on sound financial planning. Owing to the enormous investments involved, a greater share of individual corporate resources is committed to these projects than is normally the case in other industries. Thus, the consequences of failure are extremely grave, and a close examination of all inputs to the evaluation equation is clearly indicated.

The total attitude of the industrial minerals producing company is a most important factor in how they regard quality control, technical support for their customers, and procedures used in mining their minerals products. This philosophy of the producing organization directs their action along certain courses. For instance, one producer might see itself as a mining company with its major goal mining efficiency to make it exceedingly price competitive in the market place. Another producer might see itself as a wide spectrum multi-mineral producer that furnishes a reputation for a complete line of products. Another producer might see itself as a specialist in one specific industrial mineral and bet its whole bankroll on providing the very best of quality with the goal of becoming the largest producer of the mineral commodity. Each perception can have a different impact upon the producer's operations and its regard for quality control. Minerals Being Produced The specific markets being served will have their own influence on how mineral product quality is regarded. Ceramic raw materials, for instance, have a very low tolerance for iron which is the cause of low fired color. Thus, industrial minerals for use in glass and ceramic markets must be won from deposits with a very low iron content. A high iron silica sand might be sold to a manufacturer of good old beer bottles. That is a solution to one particular quality facet, but eliminates selling to a significant market in clear glass, porcelain enamel, ceramics whiteware bodies and hobby glazes. Thus, there is a need for sound research in the industries expected to be served before the product is brought to market.

PRINCIPLES OF MAGNETIC SEPARATION The application of magnetic separators relies on the different behavior of individual mineral particles under the influence of magnetic forces. When exposed to a magnetic field, all materials are affected in some way. According to whether materials are attracted or repelled by the magnetic field, they are designated paramagnetic or diamagnetic, respectively. Paramagnetic materials are attracted along lines of magnetic force from points of lower magnetic field intensity to points of higher magnetic field intensity. The very strong response of some materials to a magnetic field is sometimes designated ferromagnetic and the particles attracted frequently retain magnetic properties after the applied magnetic field is removed. Diamagnetic materials are repelled along the lines of magnetic force from points of high magnetic intensity to points of lower field intensity. Only limited commercial use of diamagnetic effects has been made. For practical applications, the paramagnetic groupings are: 1. Strongly magnetic (ferromagnetic) 2. Magnetic 3. Weakly Magnetic 4. Non-magnetic The limits of these groupings are not well defined and will vary in some mineral species. Only a few minerals are ferromagnetic (magnetite is an example) and arbitrarily some investigators have selected 10,000 gauss, or 1 Telsa, as the dividing line between low and high intensity magnetic fields. I. S. Wells has developed a table indicating the magnetic intensity required to separate a selected grouping of minerals which is shown in Table 1 on page 2. A similar table has been developed by Carpco Inc. of Jacksonville, Florida in conjunction with the use of its high tension separators. This table, Table 2 on page 3 shows other minerals grouped in the broader categories cited above. Magnetic separation methods are used either to separate valuable minerals from nonmagnetic waste or magnetic impurities or other valuable magnetic minerals from bulk nonmagnetic values. Colony Development Operation is a joint venture currently consisting of four active members; The Oil Shale Corporation (TOSCO); Ashland Oil Inc.; Shell Oil Company and Atlantic Richfield Company, operator of the project. The initial efforts on the Colony project began in the spring of 1965. Pilot mining and semi-works engineering programs continued, in phases, to completion in the fall of 1972 when commercialization of oil shale was deemed realistic. Since that time, Colony efforts have been directed toward evaluation of the data collected during the semi-works operation and in designing a commercial operation. In October of 1974, Colony announced: "because of economic and national energy policy uncertainties it was suspending plans to start construction of a commercial oil shale plant on private lands in northwestern Colorado, scheduled for spring of 1975."

Emerging from discussions of U.S. energy policy: from the Project Independence Blueprint; from President Ford's statements to Congress; and from several independent appraisals of the situation; there is a clear objective to achieve an appropriate balance of supply and demand in the near term future (1) by developing more efficient ways of using energy and (2) by extending domestic sources of energy. More specifically, the strategy for achieving this goal has three parts (1) Conservation of energy through greater efficiencies in automobiles, appliances, lighting, heating, and industrial processes. (2) Increased domestic production of oil and gas through new sources such as the outer continental shelf and new efficiencies such as tertiary recovery. (3) Substitution of coal and uranium for oil and gas in utility power plants and industrial heating. The goal of energy research and development is to help achieve these goals and to help minimize the economic, environmental and social impact of our shift from imported energy to domestic sources. The focus of this paper is the implications of the expanded use of coal, and the research and development which may help achieve the above goals in so far as coal is concerned.

Silver sulphide (acanthite) and lead sulphide (galena) dissolve relatively rapidly in FeCl3 media with the formation of elemental sulphur and soluble silver and lead chlorides. Parabolic kinetics are observed, and the leaching rates are controlled by the outward diffusion of the AgCl and PbCl2 reaction products through the constantly thickening elemental sulphur layer formed on the sulphide. Hence, both leaching rates are strongly dependent on those variables which affect the solubility of AgCl or PbCl2 at the reaction interface. The rates therefore increase with increasing temperature and total chloride ion concentration, but decrease in the presence of elevated concentrations of AgCl or PbCl2. By contrast, neither sulphide is significantly attacked by ferric sulphate media, even at high Eh values. Although the reasons for the refractory behaviour of Ag2S in sulphate media remain unknown, the low rate of PbS attack is attributable to the passivating layer of PbSO4 and elemental sulphur formed on the surface of the galena.

INTRODUCTION The Cyprus Pima Mine is located 20 miles southwest of Tucson, Arizona and about fifty miles north of the Mexican border. The Cyprus Pima orebody was discovered in 1950. Feasibility studies were begun in 1952 employing underground development. Economic studies showed open pit operations to be feasible and stripping of overburden was begun in late 1955. The first ore was reached in October of 1956. A 3,000 tpd (tons per day) concentrator was completed and began operation January 1, 1957. From these beginnings, Cyprus Pima Mining Company has expanded into a plant processing approximately 54,000 to 56,000 tpd. Four expansions were required to bring the plant up to its present capacity. Each expansion incorporated what had been learned in previous operation of the plant. The first expansion was completed in August of 1963 doubling design capacity to 6,000 tpd. In reality, because of softer than average ore, capacity was closer to 8,000 tpd. Expansion I1 was completed in July 1966 bringing design capacity to 18,000 tpd. Expansion I11 followed immediately. Completed in the summer of 1967, this expansion increased the design capacity to 30,000 tpd. The actual dry tonnage of this portion of the operation in 1974 averaged 38,400 tpd, again, primarily as the result of treating softer than average ore. The latest expansion (Expansion IV), completed in December 1971 and utilizing a semi-autogenous grinding circuit, is located in a separate building (Mill 11) approximately 200 yards southeast of the original mill (Mill I). Expansion IV was designed for 14,000 tpd, but after circuit modifications, averaged 16,500 tpd in 1974.

Today's coal mines are turning more and more to belt haulage as the key system to transport coal out of the mine. The advantages of using belt for both intermediate and main haulage are numerous. Belts are reliable high capacity haulage mediums that can be utilized at low operating costs. They are adaptable to rolls in the coal seam and can handle relatively steep grades. They are not noisy, operate with a minimum amount of labor, and are easily extended and retracted. Belts require the least power of any haulage medium, are easily controlled by push- buttons and interlocks, and present low fire and safety hazards. Belt haulage can also be the largest source of operational problems for mine management when not installed correctly. This chapter and Chap. 6 concentrate on proper installation of both the static and dynamic components of efficient belt haulage. This chapter looks at the static system component, composed of the belt drive, its installation and operation, as well as belt takeup and transfer point construction. These components do not change readily over the life of the installation, hence the term static system. Chap. 6 discusses the dynamic system of belt line construction, which includes belt splicing, breaking down and reanchoring the tailpiece, and extending the belt line, plus operational and maintenance items for belt operation. This chapter is divided into three major topics. The first is a general discussion covering the points necessary for designing an efficient haulage system; the second looks at installing belt drives, head rollers, and takeups, and the third discussion centers on installing efficient and effective transfer points along the haulage system. Each will address the design and construction issues facing the engineer or construction supervisor in charge of installing the system. Before looking at the static system, it may be useful to review some of the basic design factors and considerations of all belt haulage systems. The material usually carried on an underground belt is a mixture of raw coal and rock, commonly known as run-of-mine (ROM) coal. This mixture has certain material characteristics that guide the mining engineer to the final and proper belt selection. The characteristics looked at most frequently are: 1) Angle of Repose is the angle at which the material will freely make a pile. Most ROM coal averages a 35"-39" angle of repose. 2) Angle of Surcharge is the angle a pile will assume on a moving conveyor. This ranges from 5" to 15" less than the angle of repose in most materials. For ROM coals, 25" is the average angle of surcharge. 3) Flowability, which determines the maxi- mum cross-sectional area needed to carry any given material on a belt. It is measured by the angles of repose and surcharge of a material and also serves as an index of the safe incline angle for the belt line. These characteristics, plus practical engineering research and development work are defined by an organization called the Conveyor Equipment Manufacturers Association (CEMA) for most bulk materials. CEMA also provides a code for each classified material depending on the characteristics above and the subjective considerations of the average size to be encountered, the abrasiveness of the material, and any miscellaneous characteristics (oil resistive, corrosive, etc.) which may be important. As a consequence of the oil crisis of the 70?s, the commercial value of coal increased very sharply and an upward trend in coal prices although now less pronounced, continues today. The graph shown in figure 1 illustrates the trend in the F.O.B. price of U.S. metallurgical coal. This trend occurs during a time when mechanized mining is firmly established as a means of production throughout the coal mining world. With modem methods of mining, mechanical cleaning is a necessity and quality control is no longer entirely dependant upon coal face practice. The efficiency of fine coal recovery is of vital economic importance to present day operations and good practice in this field contributes significantly to improving profitability. Numerous processes are available for the duty and this paper discusses one such system, namely the practice of froth flotation.

For all the attention given to mining activities in Central and South America, Mexico, Indonesia and Papua New Guinea, it is sometimes easy to forget the activities taking place in one of North America's most important and largely untapped regions -Alaska. The Alaskan minerals industry employed about 3,406 people during 1995. That is a 23% increase from - - 1994. It also contributed about $719.8 million to the state's economy during 1995, a 10% increase. During the past few years, Alaska has seen significant increases in exploration and mining activity. Fairbanks Mining, an arm of Cyprus Amax, began producing gold during 1996 at its Fort Knox Mine, as did Nevada Goldfields' Nixon Fork gold mine. Kennecott's Greens Creek lead-silver-gold mine also reopened and USMX began operations at its Illinois Creek gold mine. In addition, several impressive exploration projects were under way in Alaska. Placer Dome reported good results at Donlin Creek project in southwest Alaska. Likewise, Newmont Exploration is getting serious about its True North gold project. And Nerox is nearing production at its Jonesville coal project in Alaska's interior. In November, about 400 miners gathered in Anchor- age for the Alaska Miners Convention. Throughout the conference and exhibition, attendees listened to updates on these precious- and base-metal and coal exploration and mining operations. They also learned that the state wants more miners to head north and help develop its natural resources. Alaska is ripe for a smelter The mining industry -Alaska's miners in particular - has a powerful ally in Sen. Frank Murkowski (R-AK). He is the chairman of the Senate Energy and Natural Resources Committee. During his luncheon address, Murkowski said it appears that it is economically feasible to extend the Alaska Railroad to northwest Alaska, taking advantage of the large coal and hard-rock mineral tracts in the Ambler mining district. He also renewed his push for building a major smelter in Alaska to process ore that would come from the Ambler mining district. Murkowski believes that Alaska's economy can be expanded by extending the railroad from Nenana to the Point Lay coal fields to open coal development. Along the way, the railroad would pass through the Ambler district, helping to develop the hard-rock deposits. An outgrowth of this additional mineral development, Murkowski said, could be a new smelter in Alaska. It could use power from the Tyee hydroelectric facility near Wrangell or from the Makushin geothermal project near Unalaska. Either site, he added, offers access to plentiful, relatively low-cost power, at tidewater to facilitate ore deliveries to the Pacific Rim. The Congressional Research Service has determined that there are enough mineral deposits and coal beds to make it possible to finance the extended railroad, he said. The 1,200-km (744- mile) rail extension would cost about $4.2 billion. The North Slope of Alaska contains up to 3.6 Tt (4 trillion st) of coal, Murkowski said, that contains less than 0.25% of sulfur and less than 4% moisture. It aver- ages 12,300 Btu in heat content. "That is a tremendous resource," he said. The Ambler mining district, meanwhile, has at least eight identifiable hard-rock deposits, Murkowski continued. These contain zinc, lead, copper, nickel, chromium, tin, barite, gold and silver. "All eight of these can generate ore concentrates at rates similar to Red Dog's cur- rent 725 ktla (800,000 stpy)" of zinc, he said.
