Metal producers are now suffering through a major downturn in prices for their products even though it has only been a few years since they were enjoying high prices. From an historical perspective, the current situation is another of the cyclical downturns that often occur every five to seven years. This paper uses time-trend decomposition techniques to identify the cycles and statistical methods to find the duration of these cycles for a variety of metal prices. Given some idea of how long and severe these cycles typically are, the mining industry can better plan to weather the downturns and take advantage of the upturns. For example, timing investments in new projects to take advantage of the cyclical upturns can dramatically improve project profitability.

Canadian junior mining companies whose gold exploration and exploitation programs take them across the border into the western United States should be prepared to deal with the myriad of title issues involved in acquiring unpatented gold mining claims. The purpose of this paper is to serve as an introductory outline for Canadian junior mining companies to mining laws of the United States, as well as to relevant laws of some of the western gold mining states. Topics will include the five w's (who, where, what, why and when) of Canadian junior mining companies1 rights and responsibilities in acquiring interests in U.S. gold mining properties by claim staking, lease or purchase. Historic terms of common parlance among U.S. miners, such as "claimjumping" are defined and discussed. Various legal doctrines, such as "pedis possessio" and "good faith" in the location of claims are covered as well. Controversial subjects of contemporary interest are addressed in some detail, such as whether to locate a bulk-mineable disseminated gold deposit with placer claims or lode claims, and whether lodes may be staked over placers. By thus heightening the awareness of Canadian junior mining companies, it is hoped that they can be properly prepared to avoid title disputes, and to win lawsuits when they are unavoidable.

This paper describes the application of foam to control respirable dust in a double-drum longwall mining section. The feasibility of injecting an adequate quantity of foam through the shearer drum was initially established in the laboratory. Thereafter, underground testing of the foam system to determine its effectiveness on an active operating longwall was conducted in a mine in West Virginia. The foam system proved superior to the water spray system. The details of the laboratory and field investigations, the results obtained, and the degree of acceptance of this system by the mining company are discussed in this paper.

A detailed account is given of the spectral ratio laboratory method for the determination of seismic velocity and attenuation through rock cores under simulated in-situ stress conditions. An account of a computer program called AUTOQ is described for automatic processing of a complete set of laboratory results. Some of these results are shown and discussion is directed to- wards the suitability of in-situ velocity or attenuation measurements in determining rockmass condition or stress regime.

In the UK a high proportion of land-won sand and gravel is extracted from sub-alluvial gravels and river terrace gravels located within river valleys. However, extraction from deposits of this type is increasingly proving to be less acceptable. Quarries within river valleys often have a high visual impact and the cumulative impact of these operations in close proximity to each other can be high (figure 1). River valley operations are almost always restored to open water. Whilst these may be attractive for nature conservation and provide leisure activities, they can also have a serious impact on the natural hydrology of the flood plain. Wet restoration of quarries located close to airports or airfields can also lead to concerns regarding increased risk of bird strike on aircraft. The Civil Aviation Authority recently suggested that an exclusion zone of 13 km be applied around all airports and airfields to reduce the potential for bird strikes on aircraft. This action is likely to have a serious impact on the availability of potential sand and gravel extraction sites in river valleys.

Current mineral industry trends toward handling the high tonnages of lower grade ore and tailings retreat lead to a continuing need for large volume flotation cells. The benefits which accompany the larger cell flotation circuit include reduced capital cost, less mill floor space, reduced operational complexity, and less maintenance, provided the metallurgical performance and solids suspension capability of the cell are not compromised. This study reviews development considerations pertinent to large mechanical air induction type flotation cells from the standpoint of cell internal hydrodynamic characteristics and metallurgical performance. While the importance of process related factors such as chemical usage, pH control, solids size and loading, and circuit arrangement cannot be denied, this study will emphasize the relationship of cell size (volume), mechanism geometry (impeller diameter), and mechanism operating conditions (rotor speed and submergence), to air transfer, liquid circulation, liquid "rise velocity" and mechanism power draw. Specific hydraulic performance maps for large capacity 300 and 500 cu ft flotation cells will be reviewed in terms of the relationship between the operational variables and the air and liquid flow conditions within the cell. Metallurgical results, obtained under plant operating conditions for 300 and 500 cu ft cells, are included to illustrate the metallurgical performance similarity of flotation cells which follow hydrodynamic scale-up criteria set forth in this investigation.

It has been approximately four years since the International Agency for Research on Cancer (IARC) reclassified crystalline silica as a "group one" substance. Since then, crystalline silica has been considered a human carcinogen. Silicosis is a preventable disease, and several aggressive campaigns have been developed to increase awareness of silica-dust-related problems in the industrial environment. New analytical techniques are now being developed to determine quantitatively the amount of crystalline silica in materials. Yet, still much is to be learned about the surface properties of silica and the way in which the disease progresses into full-blown silicosis. This paper discusses the interaction of free radicals generated by the mineral particles and lung tissue. It is the cell injury and DNA damage that progresses to fibrogenesis. Freshly fractured surfaces of silica contain free radicals. These free radicals play an important role in the stimulation of the alveolar macrophage and the development of the inflammatory reactions leading to the fibrotic response caused by silica. Engineers, scientists and physicians need to discuss the mineralogy of silica and the technical issues concerning the development of silicosis.

This study presents the methodology and proposals for the restoration of an abandoned quarry in the Greek island of Milos. The local data (soil, vegetation etc.) of the island were collected, analysed and compiled into thematic maps using Geographical Information Systems. The restoration plan was based on the G.I.S. database and suggested the revegetation of the disturbed lands with herbaceous (grasses and legumes) or woody (shrubs and trees) plants. Plants should be indigenous or from other areas with the same vegetation type. Herbaceous plants establish and grow easily protecting the soil from surface erosion. The revegetation success depends on the seed quality, planting season and methods as well as local environmental conditions. Our proposals aim to restore the abandoned quarry with methods that follow the natural succession of vegetation, have minimal environmental impact, low cost and the expected result will be similar to the surrounding undisturbed land.

The lack of visibility near earthmoving equipment results in an average of five fatalities in U.S. surface mines each year. These accidents occur when a piece of equipment either strikes another vehicle or worker, or travels over the edge of an embankment. Researchers at the National Institute for Occupational Safety and Health have evaluated off-the-shelf proximity warning systems that sense obstacles near the equipment and provide an alarm to the operator. Limitations of existing systems have necessitated the development of new systems designed specifically for mining equipment, including a GPS-based proximity warning system and a computer-assisted stereovision system.

The rugged foothills of the Allegheny Mountains in Washington County, Southwestern Pennsylvania, lend their terrain very well to the use of aerial tram systems to carry refuse from Bethlehem Mines' two preparation plants to disposal areas some distance from the plant site. Bethlehem Nines Corporation has three deep mines in this area, all of which are mining the Pittsburgh Coal Seam, The raw coal is prepared for metallurgical use in a preparation plant at each mine, Trio of these preparation plants, Mine No, 51, Ellsworth and Mine No. 58 Marianna, use aerial tram systems to dispose of reject material.

After years of processing copper porphry ores, the Ray concentrator of Kennecott Minerals Company installed a concentrate regrind mill in its flotation circuit. The first cleaner concentrate is reground rather than the usual rougher concentrate. An additional cleaning of the reground product yields an increase in copper content of the final concentrate and a significantly lower insol content. The desired goal of decreasing the energy requirements for smelting the concentrate has been achieved.

Fluorspar is the commercial name for fluorite, a mineral that is calcium fluoride, CaF2. The name, derived from the Latin word fluere (to flow), refers to its low melting point and its early use in metallurgy as a flux. It is the principal industrial source of the element fluorine. Two other minerals, cryolite and fluorapatite, have significant fluorine content. Cryolite, sodium aluminum fluoride, Na3AlF,, is a rare mineral that has been found in commercial quantities only in Greenland. The natural material has been supplanted by synthetic cryolite for its principal industrial use in the manufacture of aluminum. Fluorapatite, Ca5F(PO3)2, is a source of phosphate for fertilizer manufacture, containing a small percentage of fluorine. Commercially mined deposits of apatite have varying amounts of fluorine, chlorine, hydroxyl, and carbonate. HISTORY Fluorspar was used by the early Greeks and Romans for ornamental purposes as vases, drinking cups, and table tops. Various peoples, including the Chinese and the American Indians, carved ornaments and figurines from large crystals. Its usefulness as a flux was known to Agricola in 16th century Europe. Fluorspar mining began in England about 1775 and at various places in the United States between 1820 and 1840. Production grew substantially following the development of basic open hearth steelmaking, wherein it is used as a flux. Use was stimulated by growth of the steel, aluminum, chemical, and ceramic industries, particularly during World Wars I and 11. Fluorocarbons entered the picture in 1931. The use of anhydrous hydrogen fluoride (HF) as a catalyst in the manufacture of alkylate for high octane fuel began in 1942. Differential flotation for separating fluorspar from galena, sphalerite, and common gangue minerals in the 1930s and the application of heavy media concentrating methods to the treatment of low grade ores in the 1940s were outstanding technological advances that facilitated increased production. Pelletizing and briquetting of flotation concentrates for use in steel furnaces and the development of flotation schemes for beneficiating ores containing abundant dolomite and barite have been major improvements in the industry. USES OF FLUORITE Fluorspar is used to make hydrogen fluoride (HF), also called hydrofluoric acid, an intermediate for fluorocarbons, aluminum fluoride, and synthetic cryolite. It is used as a flux in the steel and ceramic industries, in iron foundry and ferroalloy practice, and has many minor specialized uses. Hydrogen fluoride is produced by reacting acid grade (97% CaF,) fluorspar with sulfuric acid in a heated kiln or retort to produce HF gas and calcium sulfate. After purification by scrubbing, condensing, and distillation; the HF is marketed as anhydrous HF, a colorless fuming liquid, or it may be absorbed in water to form the aqueous acid, usually 70% HF. Synthetic cryolite, organic and inorganic fluoride chemicals, and elemental fluorine are made from hydrofluoric acid. The acid itself is important in catalysis in the manufacture of alkylate, an ingredient in high-octane fuel for aircraft and automobiles; in steel pickling, enamel stripping, and glass etching and polishing; and in various electroplating operations. The manufacture of one ton of virgin aluminum requires about 12 to 29 kg of fluorine content in synthetic cryolite and aluminum fluoride. This quantity, through improved technology and recovery practices, is being lowered significantly in countries with the most advanced technology (i.e., Australia and Sweden), while others (i.e., Surinam and South Africa), remain at the high end. Elemental fluorine is prepared from anhydrous hydrofluoric acid by electrolysis. Gaseous at room temperature and pressure, fluorine is compressed to a liquid for shipment in cylinders or in tank trucks. Elemental fluorine is used to make uranium hexafluoride, sulfur hexafluoride, and halogen fluorides. Gaseous uranium hexafluoride is used in separating U235 from U233 by the diffusion process. Sulfur hexafluoride is a stable high dielectric gas used in coaxial cables, transformers, and radar wave guides. Halogen fluorides have important applications, mostly as substitutes for elemental fluorine, which is more difficult to handle. Emulsified perfluorochemicals, organic compounds in which all hydrogen atoms have been replaced by fluorine, are undergoing investigation as promising blood substitutes. They transport oxygen and, in conjunction with a simulated blood serum, perform many functions of whole blood. With further development, these organic compounds may ultimately, in emergencies, be useful in saving lives of animals and humans during periods of acute shortages of natural blood. Inorganic fluorides are used as insecticides, preservatives, antiseptics, ceramic additives, and fluxes and in electroplating solutions, antioxidants, and many other products. Boron trifluoride is an important catalyst. Organic fluorides are volume leaders in the fluorine chemical industry. Fluorinated chlorocarbons and fluorocarbons are prepared by the interaction of anhydrous HF with chloroform, perchlorethylene and carbon tetrachloride, and are characterized by low toxicity and notable chemical stability. They perform outstandingly as refrigerants, aerosol propellants, solvents, and cleaning agents and as intermediates for polymers such as fluorocarbon resins and elastomers. Fluorocarbon resins are inert compounds that have unusually low coefficients of friction and have found a number of applications as lubricants for parts that cannot be oiled, e.g., bearings for window raising equipment located inside of automobile doors, in small electronic equipment, for the manufacture of chem-

Introduction Although autogenous grinding applications date back to the early years of mineral processing when tumbling-type mills were first used, there has been a renewed interest in this type of grinding over the past few decades. A review of the historical aspects of autogenous grinding is provided which follows the development of the various types of mills and processes. Wet and dry grinding operations using either autogenous or semiautogenous mills, including the Aerofall mill, are described. Em¬phasis has been placed on the test work required to evaluate the feasibility of using autogenous or semiautogenous grinding for a spe¬cific application. The factors which must be considered to establish the appropriate design criteria for these types of grinding circuits are discussed in detail. Successful application of these grinding circuits results from a thorough test program, a careful analysis of the test results, and a practical engineering approach to the design of the process flowsheet and milling equipment. Certain pebble milling applications, where the pebbles consist of the ore or rock itself, can be classified as autogenous pebble mill grinding, or better known as ore-pebble mill grinding. In the generic sense, pebble milling includes those grinding operations using a tum¬bling mill in which the grinding media consists of various types of pebbles, either ore or other pebbles, instead of metal balls. Conse¬quently, this subject is covered separately in Chapter 5, Pebble Mills. Operating data from many of the installations located throughout the world are included in this chapter. Our appreciation is extended to those companies who contributed this important information. History of Autogenous Grinding F. C. BOND Autogenous grinding, the grinding of ore by itself rather than by special metallic or nonmetallic grinding bodies distinct from the ore, has an old and honorable place in the art of mineral processing. It antedates the use of the rod mill and is only a few years younger than the development of the continuously fed rotating tumbling mill in which it is accomplished. Its history71, 72 is inextricably bound up with that of gold mining. Every important early development of autogenous grinding took place on ores of gold, except in one case of silver ore. In common with many other features of modern mineral processing, autogenous grinding would have been greatly retarded if the winning of gold had been so small a part of mining in the past as it is today. Gold unlocked the secrets of rock-on-rock grinding. In years past gold ores were crushed in stamp batteries and then flowed over copper plates covered with mercury which amalgamated the gold. The McArthur Forrest cyanide process for the dissolution of gold in a dilute alkaline cyanide solution appeared in 1890. With finer grinding it recovered more gold than could be won by amalgama¬tion alone. The first response was to stamp in cyanide solution and finer mesh screens guarding the stamp discharge. However, the fine screens greatly restricted the tonnage stamped, and they wore out rapidly. Rotating tumbling mills70, 73 were the obvious choice to grind the coarse product from stamps. Many of these were Gates tube mills; more than 1,000 of these were sold between 1907 and 1913. They were made in 6, 51h, and 5 ft diam, with lengths of 20 and 22 ft. The 5 x 22-ft size was the most popular. The term tube mill did not refer to the mill shape, but included all tumbling mills using grinding pebbles. The flint or chert rocks found along the coasts of Denmark and Normandy are probably the most durable and resistant to abrasive and tumbling wear of any on earth. They were much used in the early tube mills. The early linings were all silex or Danish flint blocks, cemented into place with portland cement. Local hard stones or cast iron blocks were also used later. The cast iron liners carried lifters and were not bolted to the shell, but were held in a tight circle against it by steel wedges hammered home between them. The first ribbed metal liners designed to hold grinding pebbles pounded into them by the mill action were developed at El Oro, Mexico, about 1905. These and the Forbes, Komata, and Tonopah types, as well as the Osborne type developed in South Africa within about five years, were very successful in reducing liner wear. They sometimes lasted two years or more, and equalled or exceeded the life of silex lining at a lower cost. Some of the types were patented. The pioneer name recorded in the history of autogenous grinding is that of Kenneth L. Graham. In 1907 at the Geldenhuis Deep Ltd. mine near Johannesburg, he ran a comparative test on two tube mills. One mill used pieces of the common gold ore, or banket, and the other used the customary imported Danish pebbles as grinding media. He published the first account of autogenous grinding.'' In a test lasting 81 days the ore pebbles showed a definite saving over the Danish pebbles. Graham's historic paper also describes the invention of B. Chew of the Crown Deep Mines of the first trammel to be attached to a grinding mill discharge. The first known account of autogenous grind¬ing printed outside of South Africa was the description of the Graham test in Mining and Scientific Press's The use of grate- vs. overflow¬discharge was also described at this time." The news of this successful test appears to have had immediate effect, for by the end of 1908 the number of tube mills on the Rand had increased from 72 to 120.76 Presumably, most of these mills were now using autogenous grinding. The ore was principally a hard conglomerate of quartz peb¬bles cemented by silica, and was eminently suitable for use as a grind¬ing media. It is unfortunate that in South Africa the new autogenous process continued to be called by its old name of pebble milling, since the name does not distinguish between grinding with ore and grinding with extraneous pebbles. For increased clarity the former is called rock pebble milling. The first historical stage in the development was what is now designated as secondary autogenous grinding, or rock pebble milling. It consists of grinding a feed all passing 'A in. or finer with ore pebbles about 2 to 4 in. in diameter. The next stage to develop was that now called intermediate autogenous grinding, where larger amounts of larger pebbles about 5 in. in size were used to grind ore which had been crushed to about rod mill feed size or somewhat finer. It was developed on the Rand and in other places where coarse stamp screens were used to increase mill tonnage. In many cases the early secondary and intermediate autogenous mills have now been replaced by conventional ball mills and rod mill-ball mill circuits, with the object of further increasing grinding capacity. The third stage to develop is designated as wet primary autogenous grinding, in which run-of-mine ore or a primary crusher product is all fed to the autogenous mill together. It developed many years later indepen¬dently in the United States and in South Africa. The fourth and most recent stage is that of dry primary autogenous grinding, which developed in the United States and Canada. All four stages originated in gold mining. The first use of commercial autogenous grinding outside of the Rand apparently took place five years later in 1912 at the Santa Gertrudis gold mine at Pachuca, 55 miles northeast of Mexico City. A systematic, balanced and inclusive formulation of the vast input data for mine design is presented. Since the quality of this statement severely influences subsquent design it is extremely important to senior mining engineers and the profession-at-large. If unfocussed, chaos can result along with serious ommisions. The basic categories, each a traditional one are: 1) Natural Conditions (geology and geography), 2) Company Capabilities (monetary and managerial), 3) Public Domain (regulations, contracts, good will, etc.) and 4) State of Art (mining engineering professionalism). To further reduce the data additional organizing principles were used: the distinctions of mining (vs. civil) engineering, proceeding from the general to particular, the basic engineering dimensions, and separating dependent from independent variables. The results are a unique and unified corpus, which anticipates the mine design procedure.

This paper discusses the conceptual design of cut-and-cover tunnels currently being considered as one of the replacement options for the earthquake damaged, elevated double-deck highway and seawall built in downtown Seattle 50 years ago. The 4.8 km (3 mile) long, 6-lane improvement consists of 1.6 km (1 mile) of at-grade roadway with aerial interchanges, 1.6 km (1 mile) of large two-level cut-and-cover tunnels along the Elliott Bay waterfront, and retrofit of the 50-year old, 1.6 km (1 mile)long Battery Street tunnel and north transition to grade. Construction of deep cut-and-cover tunnels, in complex glacial geology overlain by hydraulically placed fill immediately adjacent the existing sea wall, will require extensive use of concrete diaphragm walls, ground improvement and dewatering. The potential liquefaction and lateral spreading of the fill materials in this active seismic region pose significant design challenges and risk.

Concrete pipes and small boxes have been installed by the jacking method. This paper will describe a recent project were large concrete boxes were installed by the jacking method. This project is in the city of Boston, MA. By now everyone in the USA knows something about this project. The project official name is The Central Artery/Tunnel Project (CA/T). This is the biggest public work project in the USA right now, with an estimated construction cost of 14 billions. The main objective of the CA/T project is to replace an existing artery built in the 1950s to increase capacity and safety. One section of the new artery will cross under several railroad tracks near the South Station. To construct the section of the new artery under these tracks, big concrete boxes were installed by the jacking method. The jacking method can be used to install pipes, small concrete boxes, and the CA/T project has demonstrated that big concrete road tunnel boxes can be installed by jacking.

Substantial progress has been made over the last ten years in the development of uniform national and international standards covering the definition, estimation and public reporting of mineral resources and mineral reserves. Agreement between the major participating countries has been reached, which include the requirement that a Competent Person prepares and approves publication of mineral resources and reserves. Most national regulatory organizations have accepted the new standards and have included them in the rules that must be followed by mining companies operating under their jurisdiction. These developments are the result of a concerted effort on the part of professional societies, national regulatory agencies, international organizations, and many dedicated individuals. The historical development of these standards is summarized in this paper. Accepted definitions of mineral resources and mineral reserves are discussed, as well as the definition and role of the Competent Person. Additional effort is needed before the international standards are fully understood, accepted and followed by mining companies, regulatory agencies, the investment community and the general public. Steps being taken toward development of a Mineral Reserves International Reporting Code Template (International Template) that will be available for all countries to use in deriving their specific country reporting codes, are outlined

The quality of mineral additives used in a drilling fluid (mud) can dramatically affect the fluid's properties and the overall cost of drilling an oil or gas well. The principally wed minerals are bentonite, barite, barite/hematite blends, and hematite alone. The high specific gravity minerals, barite and hematite, are used to increase drilling fluid density. Bentonite clay is used to increase drilling fluid viscosity and gel strength and to provide a low permeability filter cake. A multimillion dollar investment in a well and the safety of the personnel on the drilling rig can depend on how effectively these mud additives perform with other constituents in the mud. This paper points out effects caused by small amounts of certain carbonate and sulfide mineral impurities in barite or hematite and how polymeric extender additives in bentonites contribute to unpredictable behavior of a mud. Effects like these are the reason oil companies using these materials sometimes set their own quality standards beyond those already specified in APZ Spec. 13A. Also discussed in this paper are the current standardization activities of API Committee 13 on these minerals.

After a decade of high copper prices, major mining companies are renewing their interest in purchasing operating properties and/or developing ore bodies. An existing operation carries with it a history that can present unique opportunities, while a greenfield operation allows for the establishment of a defined culture. Capital investments are distinctly different. A comparison of BHP Copper's Robinson operation, a greenfield property, and BHP Copper's Tintaya operation, a government owned Peruvian property, will provide insights into mining, concentrating and cultural differences between North and South America operations. The Broken Hill Proprietary Co. Ltd. (BHP) is Australia's second-largest company. Fiscal year 1996 sales were US$16 billion, profits were more than US$1 billion and total market capitalization was about US25 billion. In 1885, BHP began mining silver, lead and zinc at Broken Hill, New South Wales, Australia. Throughout its 112-year history, BHP achieved an impressive record of performance and expansion. Today, BHP is one of the world's leading companies (66th on the Standard and Poors 500), having diversified into steel, petroleum and mining with more than 65,000 employees in 70 countries.
