The cutoff grade applied to a disseminated orebody mined by open pit affects both the waste ratio, hence the cost of producing ore, and the ore grade, hence the quantity of metal recovered. As such it has a significant impact not only on the annual profit or loss, but also on the life of a mining property. Cutoff Grade Strategies Some commonly used objectives in calculating cutoff grades are as follows: Minimize Unit Cost of Product (1) This is found by adding all costs associated with each possible cutoff such as mining, processing, and marketing. This is divided by the quantity of marketable product obtained at each cutoff grade, then finding the minimum. Because the market value of the product does not enter the calculation it has no effect on this strategy: the same cutoff is selected in good times and bad.

The alchemists of old are remembered well for their tireless efforts in attempting to convert various common metals, such as lead, into gold. Not so well known generally, but no less intense, have been the efforts of certain individuals who attempted to manufacture diamonds over the last 100 years. Diamond, the most glamorous and permanent of gems and the hardest industrial abrasive, is carbon in a high-density unique crystalline form with a cubic structure and a density of 3.5. This contrasts with graphite at a theoretical density of 2.2 and possessing a hexagonal structure. Diamond is the hardest natural, material known and until very recently had no close competitor, natural or otherwise, with respect to hardness. The hardness of diamond exceeds that of any other industrial abrasive by a factor of approximately five. The early theories of diamond synthesis were rather vague. Since diamonds occurred in nature, man then looked to nature for clues as to how this might be accomplished. The original known diamond deposits of India are alluvial in character and provided little insight as to how diamond had been formed by nature, for in, these locales the diamonds have been washed by streams or carried by the glaciers long distances from the areas in which they occurred originally in the earth's crust. As a matter of fact, we are told that even today the locations of the mother ground for the Indian alluvial deposits are not known.

Incorporation of heat exchangers into drilled shaft foundations is a novel approach to both improve the energy efficiency of building heat pump systems and provide necessary structural support using the same construction materials. In an effort to quantify the structural and heat exchange performance of deep foundations used as ground-source heat pumps, two instrumented test foundations were constructed as part of a new construction project in Denver, CO. They will be integrated into the conventional ground-source heat pump system for the building. This paper focuses on the lessons learned from the construction process for these energy foundations.

Coal bump, or coal burst, is one of the catastrophic disasters in underground coalmine. Among them, approximate 80% of recorded destructive burst events were occurred in mining roadway. The bump panel is often formed by hard coal seam and hard main roof; however, the cause and course of the bump events are not understood yet. This study provides a fundamental theory for the causality and progress of a coal bump event occurred in longwall roadway. Considering hard roof condition commonly existed in bump panels, we think that the abutment pressure induced by suspended roof behind the working face is the trigger of a coal bump event occurred in the roadway. Once high abutment pressure is concentrated on the hard coal seam around the working face, the roof and the coal around the working face form a seesaw-like structure, which leads the roof in front of the working face moving upwards. The movement of roof uplifting in front of the working face is a well evidenced phenomenon in practice, namely, roof rebounding, which causes unloading of the normal stress on the roof-coal interface around the roadway. A rib coal block bump mechanical model has been developed to establish the critical equilibrium equation of the coal block. Result shows that, the force source of coal bump is the horizontal ground stress perpendicular to the rib surface; and the slippage of the coal block is caused by the unloading of the normal stress acting on the roof-coal interface. Based on the causality and consequence theory of coal bump developed in the paper, several new prediction and prevention measures have been developed, including roadway design and in-tunnel reinforcing methods. The commonly used prevention measures in present have also been discussed. This paper presents a comprehensive explanation of coal bumps occurred in longwall roadways, from abutment pressure at working face forming seesaw structure to roof rebounding leading slippage of the rib coal mass into roadway, which provides a fundamental theory for coal bump causality mechanism and prediction and prevention technology.

Operating mines in Wyoming and Montana, which are generally characterized by shallow overburden and thick coal seams, are faced with reclamation problems which are unique to this area. Unlike the eastern or midwestern mines, removal of thick coal seams and lack of sufficient overburden creates overburden deficiencies that require careful evaluation prior to mining to insure compliance with regulatory requirements. Computer models and computer graphics can assist in such evaluation where appropriate alternatives can be selected which satisfies both the regulatory requirements and minimizes cost. This paper presents one such model used in evaluation of backfill requirements for restoration of surface and ground water regimes, restoration of mined-out areas to the approximate original contour, and the blending of the mined-out areas to the surrounding topography.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. The objective of this unique method is to multiply the advance rate of conventional tunneling while improving both ground control and the safety of the crew. The high advance rate is achieved by concurrent rock excavation and installation of concrete lining at fully synchronized work phases. The novel TACHUSMATIC system consists of a high-production, robotic cutter boom, an automated slip form and continuous mucking and conveying. This novel system utilizes the inherent bearing capacity of the rock that is activated by a small, initial deformation. The supporting resistance is then provided both by the rock mass itself and the pumped in concrete lining. During the hardening of the concrete, the hydraulic cylinders of the TACHUSMATIC automatically apply the appropriate support resistance, thus providing safe ground control. This novel tunneling system is practically a fully automated, fail-safe NATM that does not require highly skilled engineers and crew. The TACHUSMATIC can be used for construction of circular, rectangular and horseshoe-shaped tunnels. When equipped with the Alpine Multi-Tool Miner (MTM) systems, the machine can work in a wide range of ground and rock conditions. The use of novel, diamond-tipped cutter bits (picks) will increase hard rock cutting capabilities and will significantly reduce pick consumption. Because of its moderate cost, the novel system is an economic alternative to conventional tunneling even at short drivages. A new installation is cost-effective for tunnels longer than 750 meters (2,500 ft.) At a typical tunneling project, the cost permeter is about 25% lower than with conventional methods.

Two basic types of subsidence occur in Illinois: pit and sag / trough. Pits develop over mines less than 165 feet deep and where relatively incompetent strata are found over the mines. Sag subsidence is found over mines as shallow as 75 feet and more generally over mines of greater depths. The percentage of subsidence and angles of draw associated with sag subsidence appear to be controlled by the rock properties at each specific site. The percentage of subsidence and angles of draw are smaller where the sites are not affected by geologic structures. An investigation to determine if a time factor based on the time interval from the date of mining to the subsidence events has shown that simple correlations with time, percent extraction, average pillar stresses, and pillar dimensions is not evident in Illinois.

In the November 1957 issue of "Chemical Process Engineering," a British publications, there appeared an article entitled "Correct Selection of Drying Equipment." The author wrote as follows "Whether batch drying or continuous drying' methods are applied, the basis of efficient drying is heat distribution, control of rate of heat input, and heat transference from heating medium to the particles of the material to be dried." The author continues: "Because the efficiency of direct dryers, such as hot air or hot gas dryers, increases with rising inlet temperature of the drying air or gas when exhaust temperature remains fixed, the highest practical drying temperature should be used. Exhaust air should leave the dryer at the lowest possible temperature, but as fully saturated with moisture as possible." It is certainly conceivable that the author of this article by outlining the basic requirements for efficient drying methods has unwittingly given the reasons why fluidized drying is rapidly being adopted for so many industrail applications, including the dryingof fine coal. An examination in greater detail of the individual basic requirements for efficient drying as outlined by the author is perhaps the most logical starting point.

Seismic surveys utilizing the MD-1 have been performed by Geophysical Specialties Company since 1957 in many parts of the, U. S. and Canada and in several foreign countries. These surveys have proven the refraction seismic technique to be applicable to a wide variety of engineering problems. The best known applications of the instrument have been in the, construction industry, where it is used for the delineation of material and mineral deposits and for bedrock depth determinations. Fast on-the-site depth determinations give reliable subsurface' information even in boulder-strewn soils. A widely publicized use of the MD-1 is to make rippability studies in which the instrument is used to determine the seismic velocity of the materials to be excavated. By use of special tables which correlate rippability with seismic velocities, such as those prepared by the Caterpillar Tractor Company using the MD-1, the rippability of-a specific material may be determined.

In Exxon's Los Bronces Expansion Project in Chile, a stochastic simulation is performed to resolve the complex decision problem of matching the mine to mill system capacities from both technical and economic standpoints. The unique combination of weather conditions at the mine and the 30-km belt conveyor network for ore transport to the mill necessitates this analysis in the planning phase to optimize the design capacity of the sys tem. Appropriate statistical distributions of major equipment performance, snow storm duration, power outage, etc, ate developed from actual mine local records and manufacturers specifications. The interactions of operational constraints including ore storage capacities, number and sizes of individual equipment, ore variations, and mine and mill production rates are studied more realistically than in a traditional planning approach. Details of the computer modeling and typical results of simulation studies are discussed.

In an effort to provide a better understanding of the use of explosives, I am going to take a little different view of what explosives are, and how you might look at them as tools to fragment rock, and some of the problems encountered in doing so. First, let's take the explosive, and although there are many factors involved, I want you to consider these as being reduced to only two--shock strain imparted to the rock by the high early development of energy; and the other, the gas effect which is a combination of heat, moles of gas formed, rate of formation of these gases which develop pressures, etc..

Over 80% of roof falls in Illinois coal mines occur at intersections. Regular intersection geometries with sharp corners have been typically analyzed in literature. This study has analyzed stress distribution around typical field 4-way intersection geometry and compared it with similar data for regular four-way intersection geometry. These analyses were performed using 3-D numerical analyses for a typical lithology associated with No 6 coal seam in southern Illinois. Linear elastic and non-linear analyses, using Hoek-Brown failure criteria for different lithological units, were performed. The 3-D models incorporated bedding planes and pre-mining horizontal stresses. Effect of diagonal widths of the intersection and pre-mining horizontal stresses were examined due to their influence on stability. In addition to stress distribution, contours of safety factors, and displacement analyses were performed to assess stability of intersections.

Just picture, if you will, the hot, lonely and desolate Ochre Mountains west of Salt Lake City. There works a grizzled old miner, his boots worn down, his clothes hang on a body stooped by years of hard labor. His skin is wrinkled and leather toughened by many years in the hot desert sun. His ever faithful burro stands patiently in the shade of a large rock as the tired old miner examines ore samples just acquired that very morning. Suddenly the old man's eyes widen, his breathing becomes rapid. 'Leaping to his feet, with a gleam in his eye, he cries, "Eureka, I'm rich, I've found the mother lode. This is where I will start my digging. " Without warning, the silent wilderness is alive with wild, shouting, charging figures! Frightened the old miner glances about him wide-eyed and pan- icky. His heart sinks, dismayed he now knows all is lost, this is the end. For there leaping from behind rocks and brush papers in hand, are the men from the Department of Interior, Bureau of Land Management, State Mine Inspectors, OSHA, MESA, EPA, OEO, and the never ending list of regulatory bodies related to todays mining industry.

COAL CHARACARISTICS AND PREPREPARATION REQUIREMENTS Preparation and Market Specifications The national ambient air quality standards (NAAQS) established by the Environmental Protection Agency in 1977 require that when coal is burned, the environmental degradation should be a minimum. For this reason, even coal containing low ash and sulfur must be used in compliance with the NAAQS. The most important pollutants resulting from the combustion of coal are ash, SO2, and NOx gases, and the particulate matter escaping with the combustion gases. The ash is the residue left after complete combustion of coal. It results from the inorganic mineral matter existing in the coal before it is burned. The SO2 results from the combustion of inorganic and organic sulfur associated with the coal. The inorganic sulfur may occur as pyrite, marcasite, or as sulfate sulfur of mostly iron and calcium. The authorities disagree in the definition of organic sulfur in the coal. However, according to ASTM Standard D2492-77,1 the organic sulfur is that sulfur occurring in the coal after subtracting the sum of pyrite and sulfatic sulfurs from the total sulfur in the coal. The NOx gases are produced from high temperature oxidation of nitrogen in the coal that is released into the atmosphere. The particulate matter may consist of fly ash and unburned coal. Selective Mining The cleaning of coal from included ash and sulfur-bearing materials should start at the working faces of surface or underground mines. This can be done by (1) mining only those seams which meet certain quality standards, (2) not mining sections of the seams which may cause deterioration in overall quality of the mined coal, and (3) using a mining method that allows selective mining of coal areas or horizons either underground or on the surface. Since these steps improve the coal quality before the coal reaches the preparation plant, they can be considered to constitute precleaning of coal. During the exploration and development stage of a mine, core and channel samples taken from the coal seam are used to determine (1) petrographic analysis and physical properties,2 (2) character of roof and floor of the seam, 3,4 (3) character and quality of impurities,5 (4) proximate and ultimate analysis, and (5) washability characteristics. However, all of these parameters are subject to considerable variation even within the same seam during the advance of the coal face. This creates a problem in meeting the market demand for coal quality if the coal is to be shipped directly from the mine. If the mining operation is large enough, special blending silos or mechanical blending systems may have to be used to provide uniform quality to the market. The method of powering mills such as AG, SAG and Ball has a long and technically interesting history. It can be said that almost every decade in the last half century had its own trend. The trends were dominated by the market demand, the advanced process development and requirement of the mechanical and the electrical technology but mostly by the price of the applied technology. The increasing size of the ring geared mills in the last years requires more awareness on the drive train solution. Special attention must be paid to the mechanics and the requirements of the power grid. Operational challenges such as soft starting and controlled operation as well as the protection of the equipment have gained importance. Frequency converter drive solutions dedicated to single or dual pinion ring-geared mills offer significant advantages over conventional drives due to their application specific features and controls. Solutions with low speed motors as well as high speed motors cover all possible configurations available for ring geared mills.

Roof deterioration in weak moisture-sensitive rock leads to roof falls in coal mines. An observation site was set up in intake air at an underground coal mine in central Ohio to evaluate the time-dependent deterioration of moisture-sensitive roof rock. By periodically collecting and weighing the rock falling from the roof, the National Institute for Occupational Safety and Health (NIOSH) was able to quantify the deterioration of the moisture-sensitive shale roof. The measurements showed that more roof rock is falling in the dry winter months. Movements in an intersection were monitored in order to determine if deformation correlated with seasonal changes in temperature and humidity. The rate of intersection roof-to-floor convergence was found to be cyclical and related to seasonal changes, with more convergence during the months of April through September. At the study site intersection, the roof beam did not show deflection indicating movement most likely due to mine floor deformation. The bolt load also increased in the warmer months before shedding load, possibly due to rock failure. Temperature and relative humidity sensors, placed in holes in the roof show that mine air does not mix with the air in the holes. Consistent saturation levels of relative humidity were measured in the holes and it appears that high levels of moisture may have migrated into the bolt holes from roof shales. A roof sealant applied to a portion of the test roof appears to be preserving the roof and reducing the amount of rock fall into the entry, while the screened area virtually eliminated rock falling from the roof.

The dispersion of oily collector has significant effect on the flotation recovery of ultrafine coal. Generally, reagent dispersion is accomplished by mechanical mixing and/or ultrasonic agitation, followed by direct addition of dispersed collector into the flotation cell. However, such dispersion and reagent addition techniques are invariably inadequate and non-selective. A new collector utilization technique involving gas phase transport of atomized collector has shown improved results when compared to conventional reagent addition techniques. This new technique involves atomization of the collector into the gas stream. Under these circumstances an aerosol is introduced into the flotation cell. Initially, the oil is dispersed within the gas phase (continuous with respect to oil) and the gas phase is dispersed within the pulp (continuous with respect to aerosol). In the flotation cell, the atomized oil droplets coalesce on the bubble's surface and create a de-facto oil-encapsulated bubble. This approach provides excellent dispersion, increases selectivity, and most significantly increases the flotation rate of ultrafine coal. Furthermore, atomization of collector/frother combinations yielded improved flotation yields and maintained near uniform froth levels which is a desirable feature in coal flotation. In addition to flotation experiments, microscopic examinations of the attachment of oil-coated bubbles at a coal surface were conducted by attachment-time and contact-angle measurements. The oil coated bubbles attach at significantly faster rates and with a higher contact angle than do oil free bubbles.

A ground-support system for grizzly and haulage drifts was tested in Magma Copper Co.'s San Manuel mine. Eight two-piece, wide- flange steel sets were erected in a ventilation drift on the 2315 grizzly level. The sets were lagged with three different materials and back- packed with pea gravel and sand. The pillar on either side of the drift support system was instrumented with stressmeters and rock-bolt load cells, the backfill with pressure cells, and the steel sets with load cells. Results indicate a better survival rate than with typical monolithic concrete.

Underground mining has the potential to be one of the more dangerous industries in the United States and the world. Following recent disasters in Sago, WV; Darby, KY, and Crandall Canyon, UT, the mining industry was reminded of the need for a system to allow trapped miners awaiting rescue to survive following a disaster. To address this need, Battelle has developed a Mine Barrier Survival System (MBSS) that surpasses all current technologies and sets a new standard for keeping miners alive in the event of a fire, flood, explosion or collapse. The MBSS creates a temporary refuge for miners who cannot escape by using inflatable barriers and a post-fire atmosphere scrubbing system to define the ?safe haven? and remove CO2 and CO while replacing oxygen and providing heat. Current personal-protective systems in use are designed to provide breathing air for only a few hours when, realistically, it may take days for rescue teams to reach trapped miners. Battelle?s MBSS is designed to aid up to 15 miners for four days.
