As more phosphate deposits are discovered and new mines are developed, the necessity of critically evaluating various rocks for phosphoric acid production recurs ever more frequently. This need is accentuated by the increasing number of, fertilizer plants being constructed on deep water at various locations to serve world markets and to take advantage of locally-available sulfur or sulfur-bearing ores. A major proportion of all phosphate rock mined is consumed by wet-process plants and this acid in turn is consumed, usually captively, in the manufacture of fertilizer. It is apparent, therefore, that the first question asked by the developer of a new deposit is - How will it work in a wet-process plant? and conversely, when developing a deep water, project, one of the early studies required is - Which of the available rocks shall we use? What is the correct price to pay? How do we compare one rock with another? The economic importance of even minor aspects of these questions

Thousands of years ago, Chinese water well drillers developed a technique for punching holes in the ground by lifting massive metal bits and letting them fall against the rock. With diligence, they could pound away about 2 feet a day. The Chinese drillers pounded holes in the ground this way for almost 2000 years. In the 1860's, French water well drillers developed a perforated bit moistened by fluids pumped into the hole through a hollow rod. The fluids carried the cuttings from the hole and spared the Frenchmen the task of bailing them out by hand.

Several important economic variables must be studied when planning a major underground conveyor haulage system if the objective of tow cost haulage is to be met. The following paper summarizes our observations on building response to mine subsidence and techniques for mitigation of building damage. The subsidence cases are located in Illinois. The general description of the geologic and mine conditions are primarily for those sites. Data on building response and mitigation measures were collected under grants supported by the Abandoned Mined Lands Reclamation Council (AMLRC) of Illinois and the U. S. Bureau of Mines, in Twin Cities, Minnesota. Case histories include pit and sag subsidence primarily beneath abandoned room and pillar mines. The majority of the paper deals with structures affected by sag subsidence. Most of the structures are one and two story homes. The first section of the paper summarizes the typical geologic and mining conditions at the sites. Building response to pit and sag subsidence follows the first section. Emphasis is placed on the behavior of concrete and masonry foundations, and wood frame and masonry superstructures. The third section describes mitigation techniques used to prevent or minimize building damage. A summary of the observations and critical parameters is given at the end of the paper.

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. Of the 15 million tons of glass discarded in municipal wastes annually, about 2 million tons pass through incinerators and can be recovered by ore processing techniques. Although the primary use for this recovered waste glass would be as cullet in the manufacture of new glass containers, this approach is not always practical because of long shipping distances, high freight costs, and high purity requirements. Alternatives to the use of waste glass as cullet would be either as landfill or in secondary products. Although glass is considered a good landfill material, it is still wasteful of potentially valuable raw materials. Secondary products that can be made from waste glass1 include a variety of industrial and construction items. As part of the Bureau of Mines' program in secondary materials recovery, the Tuscaloosa Metallurgy Research Laboratory has conducted research concerned with the development of ceramic building products from waste glass. Materials employed in this research were obtained from municipal incinerator residues fractionated in the Bureau's continuous residue processing plant, College Park Metallurgy Research center.' The studies reported herein3,4 present research results using waste glass in the formulation and production of clay bricks, not only to produce improved products, but to reduce production costs, conserve natural raw materials, and most important, to reduce manufacturing energy requirements.

Underground instrumentation and observations at longwall panels have demonstrated that the growth of main roof causes an extremely high roof weighting on the shields. It can sometimes result in catastrophic effects on the support when the roof weighting intensity far exceeds the support capacity. In this paper, a comprehensive study was conducted on characteristics of main roof breakage and its effects on shields at different locations, based on the monitored shield data, theoretical analysis, and finite element analysis. With the help of theoretical analysis and numerical modeling, stress distribution and redistribution in the main roof were analyzed in detail to define main roof failure modes and understand the maximum roof weighting intensity imposed on the shields. From this study, it was found that the effects of main roof breakage on shields are chiefly related to the shield initial setting condition and the final failure mode of the main roof.

Direct force measurements were conducted using an atomic force microscope (AFM) to study the mechanism of copper-activation of sphalerite. The force measurements were conducted between a sphalerite plate and a hydrophobic glass sphere in xanthate solutions of various pHs. The glass sphere may represent the hydrophobic air bubbles interacting with minerals during flotation. The force measurements conducted with unactivated sphalerite in 10') M KEX solutions did not show the presence of hydrophobic force. On the other hand, the results obtained with copper-activated sphalerite at pH 9.2 and 4.6 showed strong hydrophobic forces. However, the results obtained at pH 6.8 showed no evidence of hydrophobic force, which provides an explanation for the difficulty in floating sphalerite at neutral pH.

Friction Rock Stabilizers, trade name Split Set*, is a new support system invented by the author and under development by Ingersoll-Rand and Lee-Norse Company. Split Sets are a substitute for standard bolts or fully grouted resin bolts and have certain advantages which are: 1. Improved safety for the miner 2. A rational design is possible based on rock mechanics principles 3. Supports can be made either to be yieldable or rigid 4. Supports can be used to build a roof beam or to suspend roof material 5. It is cheaper than the resin system and costs about the same as standard bolts.

Rico is a small town in an old zinc mining district in a mountain valley of southeastern Colorado. Mine waste rock and mill “tailings” remained after over 100 years of mining in the area, leaving associated surface water and groundwater impacts. Atlantic Richfield Company is proposing an innovative approach, which uses lime precipitation and wetland ponds (semi-natural system, also called treatment lagoon in a wetland setting) to treat adit water in the Rico area. Besides using a non-conventional treatment approach, a non-conventional (non-Superfund) regulatory/administrative approach is being proposed. This paper will focus on the water treatment issues and solutions, as well as describing the innovative “watershed” regulatory process.

The treatment of ores in preparation for fatty acid flotation is characterized by a wide divergence in methods, and attempts to define "common practice", even for the same type of mineral, are usually of little value because of the numerous exceptions. Such factors as desliming, pulp density, pulp temperatures, and reagents for conditioning are successfully employed under conditions representing almost extreme opposites. More precise control of variables is necessary than with sulphydric flotation processes It appears likely that variations result from independent development of a process from the multitude of variables that characterize fatty acid flotation and the ores of non-metallic minerals. Consequently, a symposium is a suitable way of presenting a summary of pretreatment methods for fatty acid flotation processes, together with froth control practices, as they exist today.

In my experience, nothing helps me better to get off to a good start in preparing a paper or a talk than a copious consultation with a comprehensive dictionary. I also feel defining the perimeters of a particular subject is helpful to the listener and reader. Sometimes thus precisely defining even the most common of words is helpful. Our general topic this morning as all of you know is "Transportation of Industrial Minerals." The definition of transportation given by the dictionary which I think is appropriate here is: "Systems and modes of conveyance of persons or goods from place to place." Our preceding panelists have outlined for you the state of the art inso¬far as systems and modes of conveyance from place to place are concerned today via rail, water and motor. My assignment is somewhat different as indicated by my topic, "The Traffic Manager in an Industrial Minerals Operation."

Volatility is a fact of life in the mining industry. Prices of and demand for mineral products are among the most volatile of those for any product. The volatility of these markets wreaks havoc on both corporate management and the personal lives of mining people. Yet, until recently, it has been difficult to assess the impact of volatility on business strategy. This paper discusses how mining firms can profit from market volatility through an operations strategy that stresses operating flexibility. The foundation for our strategy analysis is the observation that a mine is analogous to a stock option. Techniques based on those developed to value stock options have recently been extended to the field of mine valuation. The insights provided by option pricing are very valuable in the development of mine operating strategy.

Feeders are used to provide a means of control for the withdrawal of bulk materials from storage units, such as bins, bunkers, silos and hoppers. This control function can only be performed properly as long as the bulk materials flow by gravity to the feeder in a uniform and uninterrupted fashion. A feeder can do many things, but it should never be considered a suction pump: During the past few years various papers have been written and presented on feeders and their application. 1,2,3,4,5,6,7,8,9)* It is not the intent of this paper to cover the same ground, and the readers are therefore ad¬vised to consult the referenced publications for supplementary information. This paper will be confined to some specific design criteria of bin feeders, such as feeder load and power requirements. Special attention is given to the basic design criteria of vibratory feeders.

The relationship of various genetic classifications of graphite, their properties and general applications are reviewed. The classifications being amorphous, flake, high crystalline (vein) primary synthetic graphite and secondary graphite. The properties discussed are size, carbon, sulfur, ash content, general chemical analysis and degree of graphitization of each type. The major sources for natural and synthetic graphite powders are discussed in addition to factors which govern the cost as well as the supply. The economics of graphite are basically determined by the consumer and the end application. Graphite is a strategic mineral and is on the government stockpile list.

This paper presents a new algorithm for solving the Controlled Flow Mine Ventilation Problem in an optimal manner - minimum power consumption. The use of booster fans and restrictions on the locations of ventilation regulators are dealt with in a straightforward manner. This new approach is based on a common Operations Research algorithm for which there are many fast computer programs available.

The response of 174 domestic water supplies to longwall mining of the Pittsburgh coal seam was compared to various physical parameters. Sixty-four percent of domestic water supplies returned to service without the need for intervention, while thirty six percent required intervention to reestablish a suitable water supply. Domestic well response is strongly correlated with the topographic setting. Valley wells showed the least effect while hilltop wells showed the greatest effect. Well response was also found to be correlated to the location of the well above the mining with greater effects observed in zones of surface tension and compression, and fewer effects in zones which are stress neutral. Ground water supplies remained unaffected or were re¬established at 149 of 150 sites, indicating that ground water resources remain available to domestic wells after mining. Results of this study support the stress-relief model of ground water flow in the Northern Appalachian Basin. Longwall mining's effect on this system is to locally increase fracture connectivity in the near surface zone. This may shift the zones of saturated fractures to greater depths beneath hilltops and hillsides, and increase recharge and storage in valleys. General trends in well response are predict¬able utilizing the stress relief conceptual model, the topographic setting of the water sources, and their location over the mine.

The application of automatic control to mineral processing operations has been gaining momentum during recent years. Many strategies are being developed for controlling crushing, grinding and flotation circuits, however, their implementation in industrial plants is being slowed down because of the costs and difficulties in evaluating these strategies in a systematic manner. An interactive computer simulation package, developed at the University of California, provides the capability of analyzing the process dynamics of mineral processing circuits. This paper presents an overview of the simulator and its application to the case studies of grinding and flotation.

The overall economics of a coal production unit are governed by a number of interdependent parameters which individually and collectively affect the final result. A business judgement is measured through return on investment considerations and in this respect, a sensitivity analysis proves useful. Figures 1 and 2 show how the various parameters affect return on investment through unfavourable change from planned or expected values. In the case of metallurgical coals, the selling price negotiated is the primary and most sensitive variable, followed by transportation, clean coal yield and capital funds invested in mining. It is clear that coal preparation plant capital and operating costs are the least sensitive to R.O.I. For energy coals, the selling price is determined by heat energy content (x cents per million BTU's) and is therefore not con¬sidered as an interdependent variable. In this case, transportation cost is the major primary factor affecting the level of income. Again the amount of saleable clean coal or total yield has a major effect on return on investment. Most of the factors considered in Figures 1 and 2 are fixed and unfavorable change from planned values becomes critical but clean coal yield is to a great extent controllable during actual operations. Once the theoretical yield for a particular coal has been determined, the optimum return is achieved by approaching this theoretical yield as nearly as possible in practical commercial operation.

In this part of the two-part paper we discuss briefly the adaptation of the comminution model to describe the observed behavior of an industrial grinding circuit. Although reported verification of comminution models for continuous systems is limited, some interesting work has been reported 1,2 recently. The data acquisition and modeling efforts are described first, followed by discussion of some of the simulation results. Observations pertinent to steady-state operation are presented followed by a description of the application of a dynamic model of the grinding circuit for synthesis and evaluation of grinding-circuit control. The pilot-scale work indicated the comminution model should be capable of describing an industrial size-reduction process. Recognizing the broad utility of a process model based on first- principles, the Industrial Nucleonics Corporation of Columbus, Ohio, embarked on a joint program with the Duval Corporation of Tucson, Arizona, to evaluate the industrial applicability of the models described in Part I. This program was conducted in a grinding circuit, which included a rod mill 12.5 feet in diameter and 16 feet long and a ball mill 12.5 feet in diameter and 14 feet long, at Duval Corporation's Esperanza property3. The rod mill was operated in open circuit and the ball mill in closed circuit with cyclone classifiers.
