The Endako, British Columbia, deposit was initially discovered in 1927 by two local men, Charles H. Foote and Alf Lagdon, who were at that time on a hunting expedition. Four mineral claims were located to cover an area of quartz-molybdenite float that was centered on two small ridges. They subsequently uncovered a 0.5-m (1.6-ft) wide vein on which an inclined shaft was sunk to a depth of 8.3 m (27.2 ft) in 1934. Additionally, a short adit was driven to intersect another vein. Numerous trenches and small pits were also dug. Small test shipments of vein material from this early work were sent to G.S. Eldridge and Co. in Vancouver for metallurgical testing. A concentrate assaying 89.2% MoS, was produced with a recovery reported as 93.3%. The concentrate was essentially free of copper, arsenic, and phosphate. The property was examined by many geologists and engineers during 1934 to 1952, but the only work done was undertaken by the owners in order to maintain their claims in good standing. In 1952, Kennco Explorations (Canada) Ltd. carried out a limited program of bulldozer trenching, sampling, and geological mapping before relin- quishing their option. In 1956, American Standard Mines Ltd. acquired an option on the property, but no assessment work was apparently recorded and the property was allowed to lapse. The key claims were restaked in 1959 by C. Riley and H.T. James of Vancouver. The property was optioned from the new owners by Andrew Robertson in July 1961, and a small amount of trenching was conducted. Robertson, on behalf of his own company, R & P Metals Corp., reoptioned the property in January 1962. The initial results of this work were favorable and justified further exploration. The additional finances required to continue the program resulted in the formation of Endako Mines Ltd. (N.P.L.) on June 21, 1962. The use of diesel-powered equipment in underground coal mines has increased substantially during the last ten years in an effort to enhance mine safety and productivity. Pennsylvania and West Virginia are two of a number of states with regulations governing the use of such equipment. These states both developed and promulgated regulations before permitting diesel equipment in their underground coal mines because of concern for miners’ safety and health, especially with regard to the contamination of mine ventilation air with diesel exhaust emissions. The major components of diesel exhaust emissions are combustion gases and diesel particulate matter. The gaseous emissions consist of carbon monoxide, carbon dioxide, oxides of nitrogen, sulfur oxides and unburned hydrocarbons. The diesel particulate matter (DPM) is comprised of solid carbon particles, liquid and solid hydrocarbons, sulfates and moisture. The Federal Mine Safety and Health Administration (MSHA) also promulgated regulations in an effort to control diesel emissions in underground coal mines. MSHA has adopted threshold limit values (TLVs) for all gaseous components of diesel exhaust, which were established by the American Conference of Governmental Industrial Hygienists (ACGIH). MSHA (30 CFR Part 72 Subpart D) has established a tailpipe DPM emissions limit of 2.5 g/hr for diesel engines used in permissible equipment, heavy-duty non-permissible equipment, generators and compressors used in underground coal mines. A tailpipe DPM limit of 5.0 g/hr has been established for light-duty outby diesel-powered equipment. The rationale for the tailpipe emissions limit was that an ambient measurement of DPM in a coal mine was not feasible because there is no established sampling method able to distinguish between coal mine dust and DPM. The stringent tailpipe emissions limit mandates the use of exhaust aftertreatment devices for most diesel engines used in underground coal mines today. One method by which tailpipe DPM can be reduced to MSHA limits involves using an exhaust cooling device in conjunction with a high-temperature, disposable diesel particulate filter.

Bacterial leaching is a mature technology and has been applied in six commercial plants with others in the design stage or under construction. Bacterial oxidation is a relatively inexpensive process which uses naturally occurring soil bacteria to assist in extraction of base and precious metals. Bacterial oxidation has ini­tially been applied for gold recovery but the technology is now being transferred to base metal leaching with processes already developed for copper, cobalt and nickel. Bacterial oxidation plants often have capital and operating cost advantages over competing technologies and do not need a highly skilled workforce. The most common species found in the conditions used for bacterial oxidation and bacterial leaching are Thiobacillus fer­rooxidans and Thiobacillus thiooxidans. One common species other than Thiobaci!lus found in the commercial bacterial leach cultures is Leptospirillum ferrooxidans. Mixed cultures of the three species named here have formed the basis of the technolo­gy applied in most of the commercial applications of bacterial leaching to date. These bacterial species already mentioned all belong in the classification of mesophiles and have an operating range from 20 to 43°C. One other culture, a moderate thermophile operating over the range 40 to 50°C, has been used in one commercial plant in Western Australia. Bacterial oxidation takes place in acidic solutions under aer­obic conditions. The oxidation reaction normally produces iron (II) in solution which is ultimately conve1ted into the iron (III) form. The pH value falls naturally as the sulphide minerals are oxidised and the starting pH value can fall as low as pH 0.6 as the oxidation reaction proceeds. This paper examines the impact of the technology selection and its application on the design, engineering and operation of a bacterial oxidation plant. The effect of the changes to these para­meters on the cost of the bacterial oxidation plant is discussed.

Sulfur is a nonmetallic element widely distributed in nature and of great physical and economic importance. It is the 14th most abundant element in the Earth's crust (0.06%) and an important constituent of animal and plant life. Sulfur has been known and used since ancient times for a number of medicinal and industrial uses. At present, most sulfur is used to generate sulfuric acid that is used in a wide variety of industrial processes, particularly the production of fertilizer. Because of this, sulfuric acid (and hence sulfur) consumption is often regarded as a good index of a nation's industrial development. In the past, sulfur was mined from surface occurrences in several geologic environments, and was used in relatively small amounts. With time, the uses of sulfur and sulfuric acid expanded, as has the need for larger quantities of these commodities. Sulfur is now mined from both surface and underground deposits, and is recovered as a byproduct from a number of industrial processes. Despite valiant efforts and years of work by sulfur explorationists and others, many aspects of sulfur mineralization remain controversial. Almost as controversial is the spelling of the word sulfur. The English spelling sulphur commonly is used outside America and in the American sulfur mining industry, but sulfur is the correct American spelling as approved by the American Chemical Society, the American Geological Institute, and many others. Those new to the American sulfur industry often find it puzzling to be reprimanded for using the correct American spelling. Sulfur resources are abundant and widespread, but the extent to which they can be classified as reserves is constrained by pre- vailing prices and extraction technologies. At present, sulfur can be economically mined from very few deposits. The sulfur industry is roughly divisible into two sectors: voluntary (or discretionary) and involuntary (or nondiscretionary). In voluntary production, the mining of sulfur or pyrites is the sole objective, and the recovery of the resource is as complete as economic conditions will allow. During involuntary production, sulfur or sulfuric acid (termed recovered sulfur) are produced as byproducts, and the quantity of the output is dictated by the demand for the primary product. Voluntary sulfur now accounts for only about 35% of the elemental sulfur produced worldwide, and most inves- tigators believe that voluntary sulfur will be less important in the future. Sulfur sources and products are described as follows (after Barker, 1983): Sulfur Sources: Combined sulfur-sulfur that occurs in nature combined with other elements, commonly referring to sulfides and sulfates. Cupriferous pyrites-pyrite containing minor amounts of cop- per sulfides. Hydrogen sulfide-a toxic gas that occurs in petroleum and natural gas. Involuntary sulfur-sulfur produced as a byproduct in response to legislative or process mandates. Native sulfur-naturally occurring elemental sulfur. Nonferrous metal sulfides-opper, lead, zinc, nickel, and molybdenum sulfides that are processed for their metal content. Organic sulfur complex organic sulfur compounds that occur in petroleum, coal, oil shale, and tar sands. Pyrites-iron sulfide minerals that include pyrite, marcasite, and pyrrhotite. Sulfate sulfur-sulfur contained in anhydrite and gypsum. Voluntary sulfur-sulfur produced in response to market demand. Basic Sulfur Products: Acid sludge-contaminated sulfuric acid usually returned to acid plants for reconstitution. Brimstone-synonymous with crude sulfur. Bright sulfur-crude sulfur free of discoloring impurities and bright yellow in color. Broken sulfur-solid crude sulfur crushed to -8 in. Byproduct sulfuric acid-sulfuric acid produced as a byproduct of a metallurgical or industrial process, generally relating to combined sulfur sources. Crude sulfur-commercial nomenclature for elemental sulfur. Dark sulfur-crude sulfur discolored by minor quantities of hydrocarbons, ranging up to 0.3% carbon content. Elemental sulfur-processed sulfur in the elemental form produced from native sulfur or combined sulfur sources, generally with a minimum sulfur content of 99.5%. Formed sulfur-elemental sulfur cast or pressed into particular shapes to enhance handling and to suppress dust generation and moisture retention. Frasch sulfur-elemental sulfur produced from native sulfur sources by the Frasch mining process. Liquid sulfur-synonymous with molten sulfur. Liquid sulfur dioxide-purified sulfur dioxide compressed to the liquid phase. Molten sulfur-crude sulfur in the molten state. Prilled sulfur-solid crude sulfur in the form of pellets produced by cooling molten sulfur in air or water. Recovered sulfur-elemental sulfur produced from combined sulfur sources (including byproduct hydrogen sulfide, but sometimes referring only to sulfur from fossil fuels) by any method. INTRODUCTION Uranium mining operations release radioactive materials into both air and water and generate large quantities of solid wastes containing low levels of radioactive materials. Solid wastes produced by mining operations remain on the surface at many inactive mining sites in the Western United States. These mining effluents may present a potential health and environmental hazard. Therefore, Congress, in Section 114(c) of the Uranium Mill Tailings Radiation Control Act of 1978, instructed the Administrator of EPA to prepare a report identifying the location and potential health, safety, and environmental hazards of uranium mine wastes and to recommend a program to eliminate these hazards. Several facts and limitations helped shape the method and approach of the EPA study. Little information on uranium mines was available; measurement information that was available on uranium mine wastes was frequently influenced (biased) by nearby uranium mills; time and resources did not permit comprehensive field studies to provide additional data; and there are inherent variations between uranium mines and sites that complicate generic assessments of mine wastes. To accommodate these facts, the EPA developed conceptual models of uranium mines and made health and environmental projections from them. The models were based upon available data from the literature, supplemented with information from discussions with persons inside and outside the EPA, and by doing several short-term field studies in Texas, New Mexico, and Wyoming. When necessary, conservative (maximizing) assumptions were employed. This paper presents a brief account of a part of the EPA study dealing with the potential health and environmental effects caused by active surface and underground uranium mines. Airborne contaminants are emphasized, although solid and liquid effluents are also included. Due to the limited space, only the methods and parameters used and the results of the assessments will be presented here. Anyone interested in the source of the data used and the development of the parameters should refer to the EPA report (Blanchard et al., 1981). The occurrence and emissions of stable elements were included in the EPA report, however, due to space limitations and their apparent small impact, except for possibly at some specific mines, only radioactive sources will be included in this presentation. MODEL URANIUM MINES The model surface mine was located in the South Powder River Basin of Wyoming and the model underground mine was located in the Ambrosia Lake area of New Mexico. These are the prevalent type mines in those areas. The model mines were based on the average production parameters of the 63 open pit mines and the 256 underground mines that were operating in the United States in 1978 (Department of Energy, 1979) and on a report of an extensive study of open pit mines in Wyoming (Nielson et al., 1979). Information contained in environmental impact statements and in reports from federal and state agencies was also used. Parameters for the model mines are listed in Table 1. The surface mining scenario is that 7 pits are opened in the 17-year mine life with overburden from each successively mined pit used to backfill a previously completed pit, resulting in an equivalent of one pit of overburden (2.4 year production) stored on the surface. No backfilling is assumed at the underground mine. Overburden or waste rock, ore, and sub-ore are separated into separate piles that are either rectangular in shape with length twice the width or in the shape of a frustum of a regular cone. Both shapes have 45 degree sloping sides. To account for bulking, the volume of the material comprising the piles was considered to be 25% greater than the volume of material removed from the ground. It was assumed that dewatering was required at both mine sites. Wastewater discharge rates at the surface and underground mines were assumed to be 3.0 and 2.0 cu m per min, respectively. SOURCE TERMS The following radioactive contaminants at active uranium mines were assessed in the EPA report: 1. Radioactive particulates in a) wind suspended dust from waste rock (overburden) pile, sub-ore pile, ore stockpile, b) suspended dust from mining activities (rock breakage, loading and unloading ore and wastes), and c) vehicular dust, 2. Rn-222 emanation from waste rock (overburden) pile, sub-ore pile, ore stockpile, and mining activities, 3. Rn-222 emanation from mine surface areas, and 4. Radionuclides in wastewater discharged to land surface. Estimated average annual dust emissions (item 1 above) from the model mines are listed in Table 2. Emission factors and the assumptions used to estimate these dust emissions are described in detail in the EPA report. Radioactive source terms were computed for each of the sources; dust emissions were multiplied by the concentrations listed in Table 1

INTRODUCTION Tens of deposits in' coal basins of Western and Eastern Siberia are being open-mined with the technology of overburden rehandling into the mined out space of pits by excavators - draglines. This technology is preferred due to the high productive Russian equipment, comparatively low cost, and relatively small Influence exerted on the environment. The basic tendency of the last decades is the aspiration for enlarging the sphere of the' technology application for development of gentle and steeply dipping seams with the use of blast destruction of overburden and with combined winning of loose alluviums and rock partings. Complex technological schemes with multiple rehandling are widely used. In addition to it, stripping workings, intermediate storage of mineral resources, placing of transport dumps, and engineering construction can be realized with the use of draglines. More than ten of dragline faces are simultaneously exploited in some pits, and the rehandling coefficient ranks from 0.1 to 8. Here, conditions of winning and placing (position of a face and existing dump) are varying in space and time; this leads to the necessity of reconsidering the order for conduction of works (schemes) within the current designing. By now, in order to this, it is required to realize complex engineering calculations by graph-analytical methods and definite experience. The need is available for automatization of this process by creation of the corresponding software. The software is to: • Orient on the active pits and use information on the existing geology, equipment, and situation in mine. • Calculate the existing schemes more operative and on a higher qualitative level to model their development in a pit space with parameter optimization. • Predict situations demanding to change the existing technology for mining operations and recommend optimal technological schemes. METHODOLOGICAL FOUNDATIONS FOR MODELING The problem is not new, it has more than fifty year-old history of creating mathematical models algorithms, and programs in Russia, Ukraine, USA, Canada. Australia and other countries with the developed mining branch. Conventionally, all population of programs can be divided into three groups depending on goal and interval of prediction: • Long-term programs used in designing and intended for substantiation of the nine capacity, selection of mining system, establishment of limits for applying the technology of overburden rehandling. INTRODUCTION Dynamic (seismic or microseismic) methods of determining the stability of structures in rock are based on detecting and analyzing the characteristics of seismic energy that has originated from or traveled through the rock mass. This seismic energy can be in the form of naturally occurring rock noise energy resulting from structural adjustments within the rock or can be introduced into the structure by physical means, such as by blasting or impact. In either case, the seismic energy radiating through the rock mass can be detected using standard equipment and can be analyzed by established techniques to reveal a wide variety of information concerning the condition and stability of the rock mass through which the energy has traveled. In the following sections, the basic instrumentation required for seismic and microseismic studies is described, and some of the presently used applications of these methods are discussed to exemplify the state of the art. INSTRUMENTATION Seismic disturbances in a rock structure generate two types of seismic wave radiation, body waves and sometimes surface waves, which radiate outward in all direc¬tions from the source of the disturbance. Underground mining applications are generally concerned only with discerning the characteristics of the resulting body waves, i.e., the compressional (p-wave) and the shear (s-wave) energy. As these two forms of energy travel through the rock structure, the particles of the rock mass are caused to vibrate, and the vibration character¬istics resulting from each of the two types of wave are distinct. Some important differences are: 1) Compressional and shear waves travel at different velocities through the rock structure. 2) The frequency at which each wave causes particles to vibrate is different, and may range from about 50 to 100 000 Hz. 3) The amplitude or energy level of each wave is different, with the shear energy usually being the greatest. These differences form the basis for equipment se¬lection for individual studies and for modern data analysis techniques. The following sections describe the basic equipment necessary to detect and record seismic wave energy data and show several examples of analysis procedures and how these procedures have been used. In principle, seismic equipment is very simple. It consists of a geophone (or geophones) to detect the seismic energy vibration and convert that vibration to an electric signal, an amplification system to increase the level of that signal, and a means of monitoring and/or recording the signals detected. Fig. 1 is a block diagram of a typical system. The following sections offer a very brief discussion of system components and their individual functions. A more complete discussion is given by Blake, Leighton, and Duvall (1974). Geophones The function of the geophone is to detect the vibrations caused by the passing of the seismic wave energy and to convert that vibration into an electrical signal that displays both the amplitude and frequency characteristics of the vibration. Particle motion or vibration can be quantified and measured by measuring displacement, velocity, or acceleration of the particles. Thus, there are three types of geophones: displacement gages, velocity gages, and accelerometers. The choice of gage depends on the characteristic frequencies of the seismic energy to be monitored and the sensitivities of each type of geophone. In general, displacement gages are used for low-frequency monitoring (periods to 1.0 Hz), velocity gages for medium-frequency monitoring (1.0 to 250 Hz), and accelerometers for high-frequency monitoring (250 to 10 000+ Hz). Experience has shown that in underground studies, the choice of which gage to use lies between velocity gages and accelerometers. An easy, accurate method for selection of gage type is discussed by Blake, Leighton, and Duvall (1974). Once the type of geophone has been selected for use, it must be properly installed, and in the installation procedure the most important step is insuring that the gage is firmly attached to a competent portion of the rock structure. Poorly mounted geophones may entirely fail to recognize low-level seismic signals and will distort the information from signals they do see. Amplifiers Seismic events associated with mine structures occur over a very broad range of energy which results in a broad range of geophone output levels. In general, geophone output levels occur in the microvolt to low milli-volt range, and it is necessary to amplify these signals in order to drive recording or monitoring equipment. In April, the US Synthetic Fuels Corp. broke a three-year silence and made its first financial award by approving a $820,750 loan for the First Colony peat-to-methanol project in North Carolina (ME, May, page 403). Peat Methanol Associates (PMA), a partnership between Koppers Co., ETCO Methanol Inc., Transco, Peat Methanol Co., and l. B. Sunderland, broke ground at First Colony last year and plans to begin production in Dec. 1985. Although the award is only a small part of Synthetic Fuels Corp.'s $15-billion budget, it does signal the corporation's intention to move aggressively ahead. It also is a positive indication that First Colony will be completed and operated successfully. This article describes the methods and equipment that will be used to harvest peat at First Colony, as well as how the peat will be converted to methanol. Introduction Peat deposits found along North Carolina's coastal plain contain high-quality fuel-grade peat with an average heating value of more than 23.3 MJ/kg (10,000 Btu/lb) (dry), with a low sulfur and ash content. The deposits differ from other US peats in that they contain large, sound Atlantic White Cedar and Cypress logs, stumps, and roots that may extend throughout the full depth of the deposit. A second difference is that these deposits are much more highly decomposed and, in the raw state, have the appearance and feel of a heavy, reddish-brown grease. These factors make it impractical to use standard production equipment so a new line was developed. Also, because of these conditions, techniques were modified to facilitate production. First Colony Farms, located near Creswell, NC, developed and evaluated a milled peat program. Equipment for this production method was designed and built, production rates were established from field operations, drying rates were established, weather data were analyzed, and total operating and capital costs were estimated. The method depends on the sun and wind for drying peat to the desired moisture content, in this case around 40%. Therefore, field preparation is actually the construction of a large solar collector to dry the peat so it can be harvested and stockpiled. It is essential that this collector be properly profiled initially and maintained during production to prevent precipitation from ponding. Initial Field Preparation Initial field preparation includes cleaning existing canals and constructing ditches and water control structures for proper drainage of rainwater run-off, building adequate roads for site access, removing surface vegetation, and profiling and sloping the fields. At First Colony, the 60.7-km2 (15,000-acre) harvesting area was divided into 129.5-hm2 (320-acre) blocks about 1.6 km (1 mile) long and 805 m (0.5 mile) wide. This was accomplished by cleaning main outfall canals with adjacent roads built from canal spoil at 1.6-km (1-mile) intervals. Existing intermediate canals that feed into main outfall canals at 805-m (0.5-mile) intervals also are cleaned. Headland roads are constructed from canal spoil along each side of each intermediate canal. This 129.5-hm2 (320-acre) block is then divided into 32 harvest strips by small V-ditches constructed at 50-m (165-ft) intervals. At the end of the field with the lowest elevation, corrugated steel pipe culverts are installed under the headland road in each V-ditch to control rainwater runoff into intermediate canals. Runoff water from the fields is diverted to a holding pond to prevent any increase in peak water runoff rates and to allow for more uniform drainage rate than experienced to date. After the drainage system is installed, harvest strips are ready for grinding and sloping operations. Surface vegetation, made up of small, waxy-leafed shrubs such as Gallberry, Bayberry, Magnolia, and scattered pond pine, can be effectively ground and incorporated into the upper surface of the peat layer. Here, it will rapidly decompose and have little effect on overall peat quality, thus eliminating the standard practice of pushing the vegetation and upper wood layer into long windrows with bulldozers and hauling this debris from the fields. Incorporating vegetation into the upper surface is known as the initial 102-mm (4-in.) surface vegetation grind and is accomplished by using a modified Bros Rota Mixer. Following this operation, and by using the same unit, a sec¬ond grind with a depth of 200-255 mm (8-10 in.) is made. This reduces the debris to a finer consistency, mixes it with the upper peat layer, and grinds any wood found in the upper 200-255 mm (8-10 in.). Discussion by B. Mather I was very glad to see an article on alkali-silica reactivity of concrete aggregate in Mining Engineering. It is a topic that should be reexamined every 45 or 50 years. The last paper (that I am aware of) that examined this topic in Mining Engineering was Rexford (1950), who, at the time, was chief of the Petrography Section, South Pacific Division Laboratory, Corps of Engineers, Los Angeles, CA. The paper was presented at the AIME meeting in Los Angeles in October 1948. Professor Leming's discussion generally reflects the current state-of-the-art; but it provides no references for more detailed information. I wrote a paper titled "How to avoid excessive expansion of concrete due to alkali-aggregate reaction," which was included in the Proceedings of the Second International Conference on Alkali-Aggregate Reactions in Hydroelectric Plants and Dams (Mather, 1995). In it, I emphasized that it was the hydroxide ion (not the alkali ion) that caused the pore fluid in the concrete to dissolve reactive silica, producing alkali-silica gel capable of taking up water, thereby, causing swelling and rupturing of the concrete. Excessive expansion will not occur unless there is a sufficient amount of potentially expansive alkali-silica reaction product and water. However, this will not occur unless there is a sufficient quantity of reactive aggregate and unless there is a mechanism by which the pH of the pore fluid can get well above the normal value of about 12.6. In many cases it is sufficient that the cementitious medium not only contains portland cement but also contains ground granulated blast-furnace slag (GGBFS) or a pozzolan such as fly ash, silica fume, metakaolin, volcanic glass or calcined shale - any of which may have been included for economic reasons. If, however, the person selecting the ingredients for concrete knows that the aggregate is reactive (with no alternate nonreactive aggregate available) and if the person knows that the only available portland cement has a high alkali content (i.e., more than 0.6% Na2Oe; Na2Oe = % Na2O + 0.658 x % K20), then it becomes irresponsible not to establish what reasonable precaution one should take. Professor Leming suggests using one of the following: 30% Class F fly ash, 50% GGBFS or 7% to 10% silica fume. My view is that one should prepare test specimens with the cement and aggregate to be used and then expose these both with and without at least two dosages of each of the various alternative materials (slag, pozzolan and lithium salts), so that the required dosage to control the expansion is established. Then, economic considerations can dictate the final selection. I would point out to the author that GGBFS is not a pozzolan and is not an admixture, but, rather, it is a latent hydraulic cement. An admixture is, by definition, a material other than hydraulic cement. I commend him for suggesting that aggregate producers should become more active in knowing about the reactivity of their products and the precautions needed to permit those products to be safely used in concrete. ? Mr. Mather's discussion of the mechanism of alkali-silica reactivity (ASR) notes the critical role of the hydroxide ion. While the alkali hydroxides are highly soluble (reducing the solubility of the other primary hydroxide in pore solution, i.e., calcium hydroxide, and providing hydroxide ions that initiate alkali-silica reactivity), it is, as Mr. Mather quite correctly notes, the hydroxide ion that attacks the silica structure. This point was not clearly stated in my original article. The coming years should see moderate growth in the US coal industry. That growth may come at the expense of the oil and natural gas industries. Conoco pegs coal growth at 2% a year, until the year 2000. During that same period, Conoco projects only 0.5% annual oil growth and "a flat or negative trendline" for natural gas. This is compounded by the fact that coal has a delivered cost per Btu that is only half as much as it is for natural gas and only a third as much as it is for oil. So said Ralph Bailey to many of the 2600 attending the opening session of the American Mining Congress Coal Convention, May 12-15, in Pittsburgh, PA. Bailey is chairman of the AMC. He is also chairman of Conoco. While coal's projected growth is not spectacular, "it is in fact almost an assured growth," Bailey said. Weak oil and gas prices will likely prevent faster growth for US coal. Most of coal's increased demand will come from the electric utility industry and expanded steam coal exports. Conoco's study projects that domestic coal demand will be strengthened in the 1990s. By then, the present surge of nuclear power plant constuction will be over. And there will be a lack of acceptably priced, large-scale generation alternatives for utilities. "It is not likely that any electric utility is going to be ordering new nuclear reactors," Bailey said. "And as oil and gas supplies become scarcer and more costly, it is only logical that coal is going to fill the gap." At the same time, Bailey believes the US coal industry must find ways to lower its costs. He said cost excesses can be found in "regulatory overkill, labor, and simply bad habits" hidden by years of high inflation. "Those costs have now been laid bare, because we are going through a pe¬riod of disinflation. We have to put our house in order, particularly if we are going to compete in world markets." Bailey also touched on coal research. "The industry certainly accepts the fact that we must find a way to burn coal as cleanly as possible. A lot of work in that regard is going on. I expect there will be some significant break-throughs." Bailey said the coal industry is being squeezed this year. Last year, coal customers accumulated inventories in anticipation of a major coal strike that never materialized. Now, many utility customers are working down these inventories. So they are not taking deliveries on their coal contracts. But coal use is up in 1985, compared with 1984, Bailey said. So increased coal use, along with supply drawdown, should strengthen the coal market before the year is out, he said. After Bailey's presentation, some 100 speakers addressed policy and technical topics at 15 sessions during the four-day meeting. It was the first time since 1977 that the AMC Coal Convention has been held in Pittsburgh. And this year's attendance was up 40% from the last AMC Coal Convention held two years ago in St. Louis, MO. This year's registrants included 228 companies, 225 manufacturers, and 106 associated members. The only negative was the David Lawrence Convention Center. It was less than ideal. By turns, meeting rooms were too small, too cramped, or too far from one another. The session on longwall mining was so crowded that the doors were propped open so conference delegates could peer in. A concurrent manufacturers' forum session needed 50 more chairs to accommodate those wanting to attend. However, on to summaries of some of the presentations. Coal transportation and export Since Congress approved the 1980 Staggers Rail Act, railroad rates for hauling coal have not been excessive. In fact, rail rates for coal have increased less than 0.5% a year, in real terms, since 1980. Moreover, the market oriented principles written into Staggers are contributing to the improved financial and operational health of the nation's railroads. But no railroad is earning excessive profits. That is the gist of a coal transportation study being completed by the US Department of Energy. William Vaughan is DOE's assistant secretary for fossil energy. He affirmed the thrust of the upcoming report. Vaughan did allow that Interstate Commerce Commission (ICC) regulations on rate reasonableness could permit the railroads to exploit their monopoly power on captive shippers. The U.S. Bureau of Mines conducted copper exchange capacity (CuEC) tests for six common clays under simulated in situ leaching conditions. Regression equations were obtained from the data expressing the CuEC as a function of Cu concentration, pH, and temperature. Further testing resulted in regression equations expressing CuEC's of Na and Ca montmorillonites and attapulgite as a function of Cu concentration, pH, and the concentration of metal ions which compete with Cu for exchange sites. Using these equations, an analysis was made of the impact each clay could have on overall copper recovery. The results suggest that Ca and Na montmorillonite clays could have a major impact on Cu recovery and that attapulgite and illite clays could have a smaller, but still significant, impact. Kaolinite and ripidolite clays pose little threat to loss of copper from in situ leaching solutions. Copper losses are decreased by the presence of competing ions, and A1 and Mg have the largest impact of those ions normally present in Cu leaching solutions.

"The excavation of a tunnel in highly weathered and strongly fractured rock masses due to tectonic actions is still a challenge. In order to maintain reasonable productivity, excavation through a wide zone of highly tectonized rock mass requires a detailed, integrated study of the construction solutions and a monitoring system to minimize the process time and to optimize the adopted consolidation measures in accordance with a predefined matrix of possible support systems. This paper summarizes some interesting data acquired during the excavation of the Brenner Railway Base Tunnel system between Italy and Austria. The Brenner Base Tunnel (BBT) runs through the fault line between the European and the African tectonic plate. This big fault zone is called “Periadriatic Line.” In particular, data acquired in the exploratory-service tunnel have been analyzed. Furthermore, the base concepts for defining the consolidation and support solutions adopted for the excavation of the exploratory tunnel are described. INTRODUCTION The Brenner Railway Base Tunnel (BBT) is a system of underground structures and tunnels that is designed to connect Italy and Austria using new railway standards. It is based on high speed (HS) concepts and applies the European Standards for Interoperability (TSI). The railway includes twin tunnels for a total length of about 55.0 Km without considering the connection tunnels to the existing underground railway in Innsbruck. Including the latter, the total length of the tunnel system reaches 64 Km, and is among the longest tunnels in the world. The Italian section passes through the so-called ""Periadriatic Line,"" which is an important tectonic structure generated by the collision between the European and the African tectonic plates. Despite the extensive investigations carried out (boreholes down to 700 meter depth), significant geological and mechanical uncertainties inside the Periadriatic formations remained unsolved. In order to elevate the level of confidence and observe the behavior of the rock mass at a representative scale, the BBT Authority decided to excavate in advance the service tunnel, which has taken the function of an exploratory tunnel. The data and observations collected during its excavation would provide important insights for the design of the main tunnels."

Laboratory testing for flotation circuit design is carried out on a routine basis in a large number of lab- oratories throughout the world. Usually a sample of ore, assumed to be characteristic of the material to be processed in a future plant, having a mass of the order of a few kilograms, is ground in a batch ball or rod mill, in the presence of water and some re- agents (for pH control, etc. .. ); after dilution to the adequate solid concentration, the resulting slurry is transferred into a laboratory batch flotation machine, having a volume which can vary from 0.5 to 8 10 -3m3. Various types of machines are in common use, manufactured by the same companies that market industrial size flotation machines. The operation of flotation in the laboratory is carried out by an experienced technician, who uses parameters such as impeller rotation speed, air flowrate addition, froth height, froth removal rate, in conjonction with reagent addition sequence, to "test" the ore. After flotation, the froth products ("concentrates"), and the solids remaining in the cell are filtered, dried, and analyzed for the various elements of interest. For flotation circuit design, a kinetic test is usually carried out, in which the froth products obtained at various times are collected to assess the time response of the ore in the laboratory machine with the combination of reagents used. Although this description is rather sketchy, it enables to outline some of the major difficulties in using laboratory data for flotation circuit design: 1. ore sample representatively 2. feed preparation procedure (laboratory compared to industrial scale) 3. laboratory procedures (type of ma- chine, type of operation, experimental errors. . . ) 4. flotation machine scale-up 5. flotation kinetic scale-up 6. flotation circuit design using laboratory data These various points will be discussed in the present paper, in order to stress the problem areas as well as possible solutions. Miami Copper Company has used conveyor belts underground since 1947, At that time, the draw level for a portion of the orebody was only 25 feet above the haulage level To get the main haulage drifts as far away as practical from under the stoping area, 301, belt conveyors were used for lateral transfer, If the haulage drift was kept in good ground., a satisfactory draw of these stopes could be effected in that repairs to the conveyor drifts could be accomplished while drawing ore from the stopes. Some 7,400,000 tons of ore were mined with the 301d belt conveyor at a belt cost of approximately $0,004 per ton of ore. When the mining plan for a new section of the mine was laid. out in 1953, it was decided to use belts to collect the ore from the higher draw levels, and. move the ore laterally to centrally located concrete ore passes for transfer to the main haulage level (See Cut #1), The final plans used belt conveyors too collect from 3 stopes: on the 570 level, 2 stopes on the 720 level, and one stope on the 900 level. The six stopes to be mined in this manner would produce about 8 million tons of ore, and the sequence of mining was such that not more than four 400 feet conveyors would be in use at one time, Four conveyors using 36 inch, 4 ply belting were designed by the mine engineering office and fabricated at the mine shop, so that no piece was longer than 10 feet, and. the heaviest piece was the 25 horsepower motor, The head drive section, and the tail-pulley-takeup section were of bolted construction so they could be broken down for easing moving, Due to the size of the mine openings, the belt had to be transported into the mine in 400 feet rolls, requiring two splices for an installed belt. A torque arm speed reducer was used with a V -belt drive which made it possible to change the speed of the conveyor by changing the diameter of the V-belt pulley (See Cut #2).

I would like to first summarize the relevant health information relating to the workers and general populations around uranium mining as a basis for understanding the hazards associated with these operations and their available remedies. This discussion will summarize the literature on Radon and its daughters, among the most toxic uranium decay products. Second, I will discuss waste handling in the uranium industry: past, present and future, discussing exploration, mining, and milling and the volumes of water and solid and gaseous wastes which are associated with these various phases of uranium operations. This paper will also include a discussion of the various past and present materials handling technologies and their responsiveness to the concern for uranium waste isolation. I will then conclude with a summary of recent modifications in the relevant standards as applied to uranium mining and milling. Joseph Wagoner, a research epidemiologist with the U.S. Public Health Service has summarized the literature on uranium mining and its health effects in his written testimony as a commissioned witness in British Columbia Royal Commission of Inquiry into Uranium Mining in January of 1980, entitled Uranium, The U.S. Experience: A Lesson in History.1 Briefly summarizinq his report, as early as 1546, miners of uranium bearing ores in Central Europe were reported to have unusually hiqh frequencies of fatal lung disease2. As early as 1879, the real nature of pulmonary disorders among these miners was first diagnosed to be malignant neoplasia or lung cancers. Of 655 miners dying between 1875 and 1912, 40% or 276 of these Central Europe miners died of lung cancer.4 By 1939, it was reported that lung cancer mortality rate for miners in these Central European mining districts was several times (9.7 per 1000) higher than that for similar populations in Vienna, Austria (0.34 per 1000). Thus, before uranium mining began in the U.S., there was a considerable body of information linking uranium mining to lung cancers. The U.S. experience can be summarized in Table 1 also from Wagoner's B.C. Testimony.1 This table shows that through 1978, 205 respiratory cancer deaths have been observed among white underground uranium miners in the

The nature of water and clay in carbonate rocks is currently being investigated at Rensselaer Polytechnic Institute by various thermal and sorption techniques. Two basic concepts 'led to the present research. (1) To explain the expansion and contraction on wetting and drying of some unsound argillaceous carbonate rocks, it was postulated that the pore space around each clay particle is such that when water is sorbed by the clay, force is exerted against the pore walls. (2) The clays in expansive rocks are rejected from the growing dolomite crystals during their growth, and form a more or less connected network, thereby becoming "wettable," or available to water. New quantitative cold differential-thermal-analysis (electrocalorimetric) equipment was designed and constructed to check the "limited space" and "wettable clay" concepts and to determine the thermal nature of the transition of water to ice in rocks. This DTA equipment can detect the release of heat in freezing of less than 0.001 per cent water in a rock. Twenty-three rock cores (nine sound and fourteen unsound) and 4 procelain cylinders for standards were studied. In the nine sound rocks and in all the procelain cylinders, the rapid freezing of from 50 to 100 per cent of the water was readily detectable after 7 to 10° C of supercooling. No further freezing could be detected to -20° C. However, in eleven of the fourteen unsound rocks, no freezing was detected to as low as -40° C; in the other three, less than 50 per cent of the water froze. As a check of the DTA measurements, adsorption isotherms were determined for all materials. Calculations of theoretical freezing points for sorbed water again demonstrated that the least sound rocks had the most nonfreezable water. "Frost" sensitivity in these carbonate rocks is, therefore, probably not the result of the force of expansion of water to ice. The disruptive force is believed to result from expansion of sorbed, ordered water on clay surfaces. The relationship between the unfilled rock pores after 24-hour water saturation and the water sorbed at 85 per cent humidity at 30° C (i.e., the theoretical nonfreezable water delineates the sound and unsound carbonate rocks.

Noise control is an important consideration in the design and operation of coal preparation plants. It is essential to understand and control noise sources to provide a safe environment for operating personnel. The average noise exposure levels in a typical coal preparation plant generally range between 95 and 100 db. An operator should not be exposed to noise levels of this magnitude for more than 4 and 2 hr, respectively, according to MSHA (Mine Safety and Health Administration) regulations. The major noise sources in a coal preparation plant include noise from impacting the inside surfaces of steel chutes, vibrating screens, coal crushers, pumps, motors, fans, and blowers. The magnitude of noise varies considerably from one situation to another. NOISE EXPOSURE IN COAL PREPARATION PLANTS Noise regulations established by the Occupational Safety and Health administration (OSHA) are accepted by MSHA relative to caal preparation plants. Fig. 14-43 shows a graph of the time of noise exposure in hours per day to which a worker can be exposed for each A-weighted sound level. According to this graph, a worker is permitted to spend 8 hr in a 90-db noise environment, but that time must be halved when the A-weighted sound level increases 5 db. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the length of time he is permitted to spend in that environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: where C is the actual duration of exposure at a given steady state noise level and T is the noise exposure limit for the level present during the time C According to MSHA regulations, the dosage, D, should not exceed one (1) for any worker for a full day of work. As an example of typical plant noise levels, vibratory screens and crushers emanate noise levels in excess of 90 db at a distance of 3 ft (0.9 m) with no material flow. Introduction Gold exploration in the Dominican Republic has not received much publicity. The fact is, however, that a continuous program has been underway for some time. For the past two years, the Restauracion area of the western Dominican Republic, near the Haitian border, has been the scene of mineral exploration by the Dominican Department of Mines geologists, and later by geologists of Rosario Dominicana. The latter is a state-owned gold mining company and operator of the Pueblo Viejo open-pit gold mine. The exploration is for mineral deposits with the goal of finding another Pueblo Viejo-type deposit. Geology Exploration is being carried out in the western central Cordillera, the backbone of the Island of Hispaniola. Geology consists of quartz veins and veinlets and ramifying stringers carrying pyrite, barite, minor amounts of copper, and significant amounts of gold in places. They are associated with regional faulting in a complex of Cretaceous beds of andesites, dacites, argillites, siltstones, and shales. They are intruded by tonalites, diorites, and gabbros. Lesser amounts of zinc-lead mineralization occur in some locations. The showings appear as disseminations along the faults. To date, the work has been mostly geologic mapping - 1 to 50,000 with details on a scale of 1 to 20,000 and 1 to 10,000-stream and soil lithogeochemistry, and geophysics. Trenching and sampling were used to follow possible vein extensions. Particular emphasis has been placed on the Los Candelones district that was taken over by Rosario Dominicana. Here is where drilling has been initiated in the past months. The first hole drilled showed assays of 21 g/t (0.6 oz per st). The second hole intersected an interesting oxidized zone that reminded observers of the original Pueblo Viejo oxidized zone. A third drill hole went deeper than 75 m (246 ft), the depth to which the first two holes had been scheduled. An assay of 50 g/t (1.46 oz per st) was cut during drilling. The presence of an oxidized zone of any vertical and horizontal extent is important. This gives rise to continued exploration, as the

I have been following the discussions on coal degradation started by the article "Degradation process in coal slurry pipe-lines," by M.G. Ayat and B.C. Scott. I agree with Mr. Dasher's comments in January that the title of the article was perhaps misleading as the information appeared to pertain more to processing the coal than to transportation. Specifically, the authors' conclude that the cyclone had an important impact on the degradation. Dr. Ferri's comments on degradation in other physical processes was very correct, handling of coal in a turbulent manner has an impact on the size distribution of the coal. This is one reason that when I design a coal system (mine to rail car) I try to minimize the total number of transfer and processing steps consistent with achieving the desired product specifications. Another area, mentioned in passing in the article, the impact of natural causes and the mining step, is of particular interest to me. A mine in West Virginia had a variation of 50% in the -6.35 mm (-0.25 in.) raw coal depending upon the direction of mining. Since it was a single unit mine, this significantly impacted the final product. Two articles on mining's impact on size distribution are: • Stefanko, R., Chopra, I. K., and Ramani, R. V., 1974, "Mining influence on size consistency and washability char¬acteristics of coal," SME Fall Meeting. September; and • Albrecht, M., and Olsen, D., 1980, "Mining methods impact on coal preparation plant design." 1st International Mine Planning and Development Symposium. September. Both articles presented information on variation of size distribution and cleaning plant performance on a coal depending on the mining method used. Both articles considered a single coal seam at one mining operation. Stefanko's article considered continuous and conventional mining of coal in Pennsylvania. Albrecht's article considered surface, underground continuous, and underground hydraulic mining of a coal in British Columbia. Both concluded that mining methods do impact coal characteristics. I agree with Mr. Ayat's comments in reply to Dr. Ferri's discussion, "... degradation is a multi-faceted phenomenon involving many natural and man-made factors." As efforts are being made to produce a higher quality (lower sulfur) coal, this topic becomes even more important

"While genetic algorithms have been widely adopted in ore grade estimation and optimization, mine design, and production scheduling in the mining engineering field, reliability and maintainability analysis of mining equipment using genetic algorithms has been a relatively new research area in recent years. This paper presents an application of genetic algorithms using case studies with seven underground scoop trams whose maintenance records have been collected over a period of 12 months from an underground mine in the Sudbury mining area. Based on the assumption that various factors that contribute to machine failures resemble the biological evolution process, the authors have developed an in-house PC software application called GenRel which adopts genetic algorithms in its programming. In this study, the authors feed the historical maintenance data into GenRel in order to predict future maintenance characteristics of mining equipment in a time period of three months. Then the predicted maintenance characteristics are compared to the actual maintenance records in the same time period. A statistical study is then used to examine the similarity between the predicted data and the recorded data.INTRODUCTION Today maintenance costs of sophisticated engineering systems are so high that maintainability draws great attention from scientific researchers to operations managers. For instance, a study by [1] shows that American manufacturers spend more than 300 billion U.S. dollars on plant maintenance and operations. Therefore it is understandable that the main objectives of applying maintainability principles to engineering systems are to reduce projected maintenance costs, to use maintainability data to estimate system or equipment availability/unavailability and to determine labor-hours and other related resources needed to perform the projected maintenance. A system with better maintainability would inherently provide the benefit of lower maintenance costs, less time to recover with lower breakdown frequency (design for simplicity), less complexity of maintenance tasks and relatively reduced man-hours [2]. Most maintainability functions use the Time To Repair (TTR) as the independent variable. It is common to use probabilistic or statistical concepts to define a maintainability function, for example, the probability density function. Let t denote the time. Assuming a repair starts at t=0 and completes at time T, the maintainability can be mathematically defined [3] as in Equation (1)."
